“About 72,121 learners will benefit. This is an increase of 7,121 learners over the previous year,” said Somyo. The Departhment of Health received R21,707 billion. The comprehensive TB and HIV programme received R2 billion, while R10 billion has been allocated for the appointment of medical staff and the refurbishment of the Cecilia Makiwane Hospital, the construction of a new hospital in Mjanyana, revamping the Talalofele Hospital. The emergency services training centre in Port Elizabeth received R1 billion. EDUCATION in the Eastern Cape had the most - nearly R33 billion - of the provincial government’s budget of just over R74 billion for the 2017/18 financial year. Altogether R60 billion of the budget - 89% - is devoted to the social sectors. On Thursday, Sakhumzi Somyo, MEC for finance, said on Thursday in his budget speech in the Eastern Cape legislature in Bhisho that socioeconomic problems arise in the classroom. “To deal with this, we allocate R32,989 billion to education.” He added that the provincial government wants to ensure that there is a teacher in each class. “Of the 54,747 posts, 52,712 were filled by December 2016 in accordance with the norms for post provisioning. “R22,455 billion are allocated in accordance with this norm.” In addition, the budget allocation for the student transportation programme is R491,7 million.

Metro police welcome 111 new law enforcers LEVERNE Butler of Gelvandale’s long time dream was finally fulfilled on Wednesday, March 1. She can now finally serve her community as a law enforcer. Butler received her rank as a constable in the Nelson Mandela Bay metro police service on Wednesday. Butler was one of 111 members who were inducted on Wednesday. Twelve sergeants, eight inspectors and 91 constables received their ranks from metro police chief Yolanda Faro at the Traffic College in Greenbushes. “I have been an administrative worker at the Traffic Department since 1998. I was appointed in 2011 to do the basic traffic course. I have since done voluntary law enforcement on weekends. “Today is a very emotional and proud day because I have waited a long time for this and because I have always been passionate about law en-

forcement.” Roger Kettledas, a constable, said he had waited seven years to become a metro police officer. “I worked in a factory and remained positive that this day would arrive. I am grateful that the Lord has opened the door for me.” Migae November, also a constable, said she and Kettledas did the traffic course together in 2009. “And after a long wait, we are here. If you leave everything to follow your passion, the waiting is worthwhile.” According to Faro, the metro police’s focus will be on Bethelsdorp and Uitenhage, but they will work wherever it is needed. “We will also join forces with the South African Police Service when operations around the metro are undertaken. We will also continue to sharpen our officers’ skills in various and the latest law enforcement programmes so that they are able to handle any situation.” She added that the metro police’s

three functions include enforcing municipal and traffic regulations and general law enforcement. John Best, mayoral committee member for safety and security, said his dream has come true, as he was on the task force for the establishment of the metro police in 2009. “We waited for this for the past seven years. The current government has made a commitment to the project. We have created 67 new jobs in the process.” Best said he is often asked why the metro police are not seen in the gangridden northern areas. “We are slowly but surely moving there, but we will not send people who are not yet properly trained for such situations. “We will provide support to the police. Only when we are comfortable that they are ready for it, we will send them to these areas,” said Best. Provision is also made in the adjustments budget for 12 additional vehicles for the metro police. According to Best, there are also plans to expand the mounted unit. “We want to look at adding three horses in the next six months,” he said.

Metro, Hawks zoom in on tender fraudsters REPORTER THE Nelson Mandela Bay Municipality in collaboration with the Directorate for Priority Crime Investigation (Hawks) are hot on the heels of alleged fraudsters luring unsuspecting businesses to pay thousands of rands for false tender documentation. After municipal officials became aware of the scam, it was reported to the ethics hotline and attempts are being made to trace the culprits. “Residents must note that official municipal tenders are ad-

vertised on our website at www.nelsonmandelabay.gov.za and published on Wednesdays in leading local newspapers. The amount payable for tender documents is never more than R200 and definitely not the R5 500 requested by the fraudsters,” municipal spokersperson Kupido Baron said in a media statement. The municipal website has an example of a fake tender invitation. “Members of the public are requested to alert their fellow businessmen and businesswomen regarding this scam,” Baron said.

Bayworld: ‘Dolfyne sal nie sommer terugkom’ CARA­LEE DORFLING DIE herontwikkelaars van die vervalle Bay-world-oseanarium in Port Elizabeth sal aanbeveel dat die dolfyne nie teruggebring word nie. So het Dorelle Sapere, bestuurder van beplanning en ontwikkeling by die Nelson Mandelabaaise Ontwikkelingsagentskap (MBDA), Donderdag tydens ’n voorlegging aan die Baaise Metro-vereniging vir Gastehuise (Pembba) in Somerstrand gesê. Die voorlegging is op Pembba se maandvergadering gelewer om die vooruitsigte van die herontwikkeling van Bayworld te bespreek. Die provinsiale wetgewer het verlede jaar die groenlig gegee dat die MBDA deur die Nelson Mandelabaaise Munisipaliteit aangestel word om die ontspannings- en oseanariumgedeelte van Bayworld te herontwikkel. Die aankondiging was skaars gevier of die vrae en teenstand oor die voormalige dolfyn-inwoners van die oseanarium het die hoofbesprekingspunt geword. “Voorheen was Bayworld een van die voorste toeriste-attraksies in die stad. Vandag is dit die vrot tand in die strook tussen Koningstrand en Pollockstrand,” het Sapere gesê. Die beplanning is voorlopig om teen Julie 2019 die eerste sooi te spit en met die bouwerk by Bayworld te begin. Sy sê oor die volgende twee jaar sal ’n paar moeilike besluite geneem moet word om die visie en geld vir die opgraderingswerk vas te stel. “Daar is verskeie opsies wat ons oorweeg wat verskillende begrotings sal benodig.” Een van die goedkoper opsies is om die hele oseanarium in ’n virtuele werklikheidskompleks te omskep. “Dit beteken alle diere sal verwyder word. Masjiene, asook ’n digitale koepel, sal die

groot trekpleisters wees.” ’n Tweede, en duurder opsie, is om die rehabilitasieafdeling in die oseanarium te behou en daarby iets soortgelyks aan die Monterey Bay-akwarium in Kalifornië te ontwikkel. Dié akwarium is aan die kus gebou en die natuurlike seegebied vorm deel van die akwarium. ’n Derde opsie sal bogenoemde behels en die terugbring van die dolfyne insluit. Volgens Sapere is dié derde opsie heelwat duurder, aangesien die permitte die koste geweldig laat styg. “Ons het talle oseanariums genader om raad en ons kyk ook na tendense oor die wêreld. “Dus, wanneer ons aanbevelings vir die herontwikkeling van Bayworld maak, sal ons aanbeveel dat dolfyne nie hier aangehou sal word nie en ook nie vir sirkustoertjies gebruik word nie.” Sy sê hul navorsing het getoon dat groot maatskappye, by wie hulle hoop om vir kapitaal aan te klop, grootliks teen die aanhouding van diere gekant is. “Op die oomblik lyk dit of ons tussen R500 en R600 miljoen vir die projek sal benodig, en die groot bedrag sal nie alleenlik van die plaaslike regering bekom kan word nie.” Terwyl die begroting voorlopig teen Desember vasgestel moet wees, hoop die MBDA om die nuwe visie van herontwikkeling teen Junie te finaliseer. . Die Bayworld-oseanarium se geliefde dolfyne, Domino (23) en Dumisa (10), wat jare lank besoekers met hul toertjies in die water vermaak het, het die oseanarium in 2009 verlaat. Die grootste beweegrede vir Domino en Dumisa se vertrek was die verweerde toestand van die oseanarium en daar was nie genoeg geld vir die opknappingswerk nie. Die twee dolfyne is nou deel van die dolfynbevolking van Ocean Park in Hongkong en ook deel van ’n teelprogram.

Property details should be checked for General Valuation Roll THE Nelson Mandela Bay Municipality is currently in the process of distributing General Valuation Roll notices to individual property owners as prescribed by the Municipal Property Rates Act. These notices contain details such as the municipal value of a property and its description among others. Councillor Retief Odendaal, Member of the Mayoral Committee for Budget and Treasury, said, “This will give the owners of the more than 260 000 Nelson Mandela Bay properties an opportunity to make sure the details captured on the General Valuation Roll 2017 are correct or that nothing is omitted. “If the information is not correct an opportunity is now available to ensure that objections are either lodged regarding your own property or that of someone else before or on April 28, 2017. “Residents must please note that the process is legislated which means we will not be able to accept late notices. “In terms of Section 50(2) Local Government: Municipal Property Rates Act No. 6 of

2004, an objection must be in relation to a specific individual property and not against the General Valuation Roll as such,” Odendaal said. Objection forms are obtainable at all the Customer Care Centres or on the website www.nelsonmandelabay.gov.za. The General Valuation Roll for the period July 1, 2017 to June 30, 2021 is open for public inspection at the office of the Chief Financial Officer, Ground Floor, Mfanasekhaya Gqobose Building, Govan Mbeki Avenue, Port Elizabeth, for the period March 1 to April 28, 2017, Mondays to Fridays, from 8am to 4pm, as well as on the Nelson Mandela Bay Municipality’s website. Reigning world champ to compete in Bay Ironman REPORTER TWO-TIME reigning women’s Ironman World Champion, Daniela Ryf, has confirmed that she will be on the starting line of the Standard Bank Ironman African Championship in Nelson Mandela Bay, on April 2. The Swiss maestro has had a remarkable rise in long distance triathlon and was tipped to reach the top early on in her longdistance career. Today, Ryf is the dominant force in women’s long distance triathlon and has become arguably the most complete athlete in the sport since the great Chrissie Wellington. She will become the third women’s Ironman World Champion to race in South Africa following Wellington and her compatriot, Natascha Badmann. Swiss athletes have enjoyed success in South Africa over the years and none more so than Badmann who won Ironman South Africa four times with her final win coming at the age of 45 in 2012. Included in the Swiss contingent to have tasted success in South Africa is Ronnie Schildknecht (2013) and Simone Braendli (2014). Despite the past success of her compatriots, the World Champion is looking to make her own mark. “I am looking forward to doing the race and making my own experiences on the course. I heard it is challenging, which I like. The cycling will be hard, which is probably why most Swiss competitors liked it so far,” said Ryf. With a record that includes the 2015 and 2016 Ironman World Championship as well as the 2014 and 2015 Ironman 70.3 World Championship, Ryf is the clear favourite whenever she races. Her performance at the 2016 Ironman World Championship was nothing short of incredible, leading from the

Stellar cast set to bring ‘Annie Get Your Gun’ to Bay REPORTER THE Port Elizabeth Gilbert and Sullivan Society has seen a host of stars perform on their stage over the years and the fabulous cast of their 85th anniversary production, Annie Get Your Gun, is no exception.

Annie Get Your Gun tells the story of Annie Oakley, history’s greatest female sharp shooter, who went from backwoods hunter supporting her four brothers and sisters to the star of Buffalo Bill’s Wild West Show. The timeless classic, last seen on

the PE stage in 1995, will bring together a stellar cast featuring many well-known local performers, as well as some exciting newcomers. The iconic lead role of Annie Oakley will be played by the super talented Tara-Jane Stern, who is joined by Thuba Myeki as suave ladies’ man Frank Butler. The cast also features Jacques Batista as Charlie Davenport and powerhouse performer Caitlin Smith as Dolly Tate. The roles of Winnie Tate and Tommy Keeler will be alternated by the Showtime Award winning teams of Kerry-Lee Jeffrey and Phil-

lip Cowie, and Abigail Ranwell and Khuselo Gqiba. Stage veteran Dennis Slattery, affectionately known as Tarz, will play Chief Sitting Bull, Charl Vollgraaff will portray the roll of Buffalo Bill and Annie’s siblings will be played by Georgia-Jo Palmer, Brooklyn Plaatjies, Tathan Kersten and Joshua Louw. Walmer Township tours to feed the needy ZELDRÉ STRAUSS SWANEPOEL WHEN the two friends could no longer afford to provide food parcels for the needy out of their own pockets, they decided, instead of turning their backs on the hungry, to take a bold leap into the unknown. Duwayne Putter and Loyiso Mafela decided to start offering unique township tours, and to put all of the profit back into their feeding scheme. Best friends since high school Putter and Mafela have been handing out food parcels to needy residents of Walmer Township on a monthly basis since last year. Providing the food parcels for 40 families from their own pockets became too costly and they de-

cided to come up with a plan as to neither stop the feeding scheme nor ask for handouts. “We sat down and thought of ways to make money which would also allow the community of Walmer Township to become involved. So, we came up with the idea to offer guided tours through the area, and named the initiative Ekasi Tours,” explained Putter. The Ekasi Tours team believe their tours are unique and will have the added bonus of sharing history about the Walmer area not widely known to the public. “Not many people know that the area was initially meant to be a ‘white’ suburb, but in 1898 white business owners wanted their workers to live closer to work, and that is how Walmer Township came about,” explained Putter.

Mafela added, “This is truly a one-of-a-kind experience, and we show people the beauty and flair that Walmer Township has. The tour includes a walk on foot with a registered tour guide, where we will also take people to socialise with a resident family within a corrugated iron home. They will also get to experience homecooked meals and traditional beer if they wish.” Their plans to uplift the community do not stop there. “Within the next two weeks or so we will start with a youth development scheme in which we will empower people aged 18 to 35 with skills training. Although the South Africans suffered a 38-5 loss, the young flyhalf said the experience boosted her confidence. “My mentality as a player changed because I realised that we are capable of playing against teams that we normally only see on television,” she said. “We finished eighth after losing to New Zealand in the quarter-finals, but for a team that was only there by invitation and not one of the core teams, we felt it was an excellent result.” Webb explained that eleven regular teams and one qualifier compete in each leg of the world series to make up the full complement of 12. In April, the team will head to Hong Kong for the World Rugby Women’s Sevens Series qualifier, where the winners will qualify as

one of the core teams for the 2017/2018 series and also earn an entry into the final event in France this June. Webb said the team had been training hard to improve their fitness and overall skills. “We train three times a day and each day consists of two field sessions and gym. Our focus is not only on individual skills, but on the team as a whole.” Despite only getting the better of the United States in their six matches in Dubai, Webb believed their progress would be evident in the coming weeks. “I feel that we have worked hard and if we carry this forward we should do well.” She said their 26-7 victory over the US was something positive on which to focus in future matches. “It shows that we are capable of competing against top teams on the world circuit – we just need to keep working hard.”

Students get hands dirty for CANSA UNCONTAINED excitement filled the atmosphere at Varsity College Port Elizabeth last Wednesday when they hosted a CANSA Shavathon. The event saw both staff and students get their hands dirty to raise awareness and support for CANSA. They raised a total of R1 000. The CANSA Shavathon is a joint initiative between two of Varsity College’s student committees, namely VC Cares (Varsity College’s student volunteer body) and the Student Liaison Body (SLB). “We are all in this together, which is why, during March, awareness is being created on not only the importance of adopting a healthy lifestyle, but also to bring hope and encouragement to those who are battling cancer. We also

wanted to show our support for our fellow students and friends who have lost loved ones to cancer,” said Jaci Howell, Student Relations Manager at Varsity College Port Elizabeth. “The CANSA Shavathon we hosted was loads of fun and a good day to raise awareness for all the fighters, warriors and those affected by cancer,” said first-year IIE Bachelor of Education in Foundation Phase student, Chelsea Harty. Chairperson of the Student Liaison Body, Josh Kilgour, a third-year IIE Bachelor of Commerce student, said, “The energy and teamwork between VC Cares and the SLB were awesome and made for a successful Shavathon. What does first testing of F1 season reveal? MOST people would have you believe that first impressions are everything. But this shouldn’t be true in life or motorsport. Take a new Formula 1 car as an example. The tantalisingly aggressive lines of a 2017 car and the way in which light gleams off its polished bodywork paints an enticing picture but, in fact, doesn’t even begin to tell the story. What does reveal its true nature or level of performance is how well the entire aero package and power unit combines on track. Therefore, F1 teams go testing a few weeks before the new season starts. It can be foolish to draw conclusions early on given that there is no way in which

to account for all the moving parts at play. At any given time fuel loads may differ or engine settings or the tyre compound could be different and these are only some of the variables in the equation. Nevertheless, hours spent pouring over laptimes and keeping an ear to the ground around the chatter will provide some indications. From the first four days of testing at Spain’s Catalunya circuit, it is evident that Mercedes have built a good car for 2017. It churned out 557 laps over four days with one minor technical issue on day four. Lewis Hamilton even called it the fastest car he’s ever driven and declared it “1000 times better than any other car.”

With Williams just behind the top three teams, Toro Rosso are set to lead the midfield in the early part of the season. The Haas F1 Team have lauded the new Ferrari engine but still appears to be lacking rear-end grip and is still figuring out its braking system which plagued all of Romain Grosjean’s 2016 season. While the new Pirelli tyres may look more aggressive, they are in fact nothing of the sort. Pirelli’s motorsport director, Paul Hembery, has predicted that, at some circuits, drivers will be able to run an entire race distance on one set of tyres. But this isn’t necessarily a bad thing. It could force more overtaking on track as opposed to overtaking under safety car or in the pitlane, granted cars are able to follow each other. The final four days of testing ahead of the new season takes place from March 7 to 10 in Spain.

Suzuki gives the Swift a sporty twist

SUZUKI has introduced a Special Edition Suzuki Swift in South Africa in limited numbers. The model enhances the Suzuki Swift’s sporty heritage and is designed to celebrate its racing pedigree. The new Special Edition is called the Suzuki Swift 1.2 RS and arrived at Suzuki dealerships in February. The new Swift 1.2 RS is based on the very popular manual version of the Suzuki Swift 1.2 GL. This means that it is equipped with creature comforts such as electric windows, a radio/CD player with Bluetooth connectivity, air conditioning and a multi-function steering wheel. Using this version as a canvas, Suzuki’s designers added front and rear spoilers and side skirts to visually lower the vehicle and create a sporty stance. Custom dark machined rims on Goodyear Dura tyres add to the appeal, as does a tailgate spoiler fitted flush to the upper lip of the rear hatch door. The design is further enhanced by special dark blue sporty decals and RS lettering, which is mirrored in the front spoiler and specially painted side mirror covers. All RS models will be sold in the Arctic White Pearl Metallic colour.

PHOTOS:SUPPLIED Inside the 1.2 RS, Suzuki has added custom seat covers to add to the sporty appeal, while the GL’s level of standard equipment and safety features, such as two airbags, remain standard. The Suzuki Swift remains one of Suzuki’s most popular models globally, with sales of over 5 000 000 units since its introduction. In South Africa, Suzuki bolstered its range with the addition of the 1.2 litre engine in 2014 and it has since become a highly popular model. The 1.2 litre 16valve engine has the same free-rev-

ving character as its larger siblings, but benefits from its lighter weight and smaller capacity to deliver a combined fuel consumption figure of only 5.3 litres per 100km. This engine delivers 63kW and is mated to a five-speed gearbox in the RS model. “When we conceptualised the 1.2 RS, we set the target of creating an exciting and visually appealing Special Edition for under R200 000. With a price tag of only R184 800 and a rapidly growing waiting list, we have surely hit our target,” said André Venter, divisional manager for sales and marketing at Suzuki Auto South Africa. The Swift 1.2 RS is sold with a 2-year/300 00km service plan and a comprehensive warranty for 100 000km over the same period.

Maritime Motors and Aurora to host annual golf day REPORTER THE annual Maritime Motors Aurora Golf Day has been postponed and will take place on November 7 at the PE Golf Club.

Aurora is a non-profit organisation that caters for mentally and/ or physically disabled children and adults. They started out in 1978 with a total of six children in their care. Today, they care for about 40 fulltime residents, twelve disabled

adults who live in the group home and more than one hundred children and adults who visit the centre daily. The funds raised at the event will go towards a new air conditioner for Aurora’s physiotherapy department. The environment currently becomes very humid and some of the children have difficulty breathing. The funds will also go towards food for the centre’s residential area. The annual golf day is one of the

highlights of their year. Those who wish to contribute to the cause without participating in the actual event can sponsor a Tee or Green at R600 each or contribute a prize and have their name added to the sponsors’ list in return.
