Taxpayers to foot Metro Police bill REPORTING TEAM

pposition against an additional levy of 1% on municipal taxes for the next three years to fund a metro police service is mounting with both the opposition party, the DA, and Nelson Mandela Bay Business Chamber strongly criticising the proposal.

The Nelson Mandela Bay Metro Council heard last Thursday that to establish the metro police, for which a metro police chief has already been recruited, taxpayers would have to pay an additional levy on municipal taxes for the next three years.

According to a report to the council, the proposed additional 1% levy for the new fiscal year

that begins on July 1, will push rates up by 10.5%. The next year taxpayers will have to pay 1.3% more and the following year an additional 1.5%.

Over the same period the expenditure on a metro police service of R309,9 million will rise to R337 million and R362 million thereafter.

The budget and treasury directorate pointed out it does, however, not include staff costs. The report emphasized that the implementation plan for the metro police is not based on potential revenue from fines because success with the collection thereof “is too erratic”.

The item was withdrawn when the DA pointed out that there is no proper budgeting or job planning for such a service. It will now be tabled for approval at a special board meeting this week.

According to DA councillor Dean Biddulph their position is that there is more than enough money to fund this venture “by properly addressing operational efficiencies within the metro”.

“Ongoing water losses and electricity theft amounting to more than R400 milion added to outstanding traffic fines of around R140 million would provide more than enough funding for the metro police force,” said Biddulph.

On Monday the Nelson Mandela Bay Business Chamber president, Mandla Madwara, and CEO, Mr Kevin Hustler, issued an open call for the urgent reconsideration of the proposed one per cent hike towards the costs of a Metro police force.

In the statement the chamber said that organised business can no longer condone “thro-

wing good money after bad” and implored the Metro to “cut its cloth according to its existing budget”.

“The Goose that lays the golden egg – the rate payers – can no longer afford to carry unwarranted additional burdens.

“We believe that business has a substantial case regarding the urgent provision of water and electricity infrastructure, and that the citizens of this Metro deserve priority attention regarding the housing backlog, the eradication of the bucket system, and road infrastructure.

“Until infrastructure development and service delivery are demonstrable priorities, and the needs of the people of Nelson Mandela Bay are acted upon and effective solutions implemented, we say: ‘This far, and no further’.”

“The Metro should set about making better use of its current and existing resources before exploring an increase in rates. Positive action could include the collection of the massive debt owed in traffic fines.

“If the City is unable to oversee the running of an effective and efficient Traffic Department that upholds the rule of law in our Metropole, then how will a Municipal Police Force be any different?” the Chamber’s statement read.

Biddulph encouraged residents who are opposing this rate increase to fund the metro police force, to attend the advertised Budget and

IDP public participation meetings that are upcoming to voice their dissatisfaction.

“From our side, we will be interacting with all parties and the administration in an effort to identify areas where operating efficiencies and sufficient savings can be identified to fund the proposal. In addition, the DA will be holding public meetings of its own to engage residents directly on the Budget and Integrated Development Plan (IDP),” said Biddulph. ) Ratepayers can brace themselves for a property rates increase of 9.5% for the coming financial year. This increase was noted in the council agenda for the draft budget which has yet to go out to public participation.

High Court metes out heavy sentences THE Port Elizabeth High Court meted out heavy sentences to six men last Friday (March 28) for crimes which included murder, attempted murder and armed robbery.

Unathi Wana (33), Mlungisi Patrick Ntsume (37), Madoda Dopla Nube (38), Luyanda Njokweni (37), Xolani Edward Nanto (37) and Vukile Ngcangisa (50) were found guilty on the 20th of March 2014 in the same court.

Lonwabo Neti (28), also from Port Elizabeth, was acquitted on all 17 charges.

According to Port Elizabeth Police spokesperson, Warrant Officer Dumile Gwavu, the sentences follows a botched robbery on November 8, 2011 in which 6 suspects were killed. Members of the Police’s CIU received a tip-off that there were plans to rob a bakkie which carried 25 litres of Platinum and which belonged to a company named Brink.

“A total of 13 men attacked the bakkie and once they realised that the police were present they began to fire shots at the members,” said Gwavu, adding that police retaliated.

Consequently, six suspects died during the shoot-out. Gwavu said three suspects were arrested at the crime scene while four were arrested at a later stage.

Wana received 30 years’ imprisonment for robbery with aggravating circumstances,

unlawful possession of a fully automatic firearm, unlawful possession of ammunition, attempted murder and six counts for murder.

Ntsume was sentenced to 33 years’ imprisonment for robbery with aggravating circumstances, unlawful possession of (a) firearm(s), unlawful possession of ammunition, attempted murder and six counts of murder.

Nube was sentenced to 23 years’ imprisonment for robbery with aggravating circumstances, attempted murder and six counts of murder.

Njokweni received 25 years’ imprisonment for robbery with aggravating circumstances, attempted murder and six counts of murder.

Ngcangisa was sentenced to 27 years’ imprisonment for robbery with aggravating circumstances, attempted murder and six counts of murder. Nanto received the lightest sentence as he would serve six years’ imprisonment for robbery.

“I would like to commend those members who worked tirelessly to ensure that those who were involved in this crime were exposed, confronted by the might of the law and ultimately faced the consequences of their actions. We thank the courts for a job well done,” said Eastern Cape Provincial Commissioner Lieutenant General Celiwe Binta.

Kwanobuhle man arrested for raping girl (14) KWANOBUHLE residents are up in arms against a 60 year old man accused of raping a 14-year old girl about two weeks ago.

The mother of the complainant, whose name cannot be mentioned to protect the identity of the child, saw her child struggling to walk and was somewhat subdued, and wanted to know what happened.

“My child told me there was nothing wrong.

I saw there was, so l promised to beat her if she did not tell me,” said the mother, adding that only last week Thursday did the child finally tell her what happened.

The man, a neighbour known to the Grade 7 pupil, asked her to go and buy airtime for him at a nearby spaza shop. When she returned, he allegedly grabbed her, locked her inside the house, undressed her and then raped her.

Speaking to PE Express Indaba the child corroborated her mother’s statement adding that the man threatened to kill her if she told anyone.

“I want him to be punished for what he did to me,”she said.

The furious woman (32) met the accused man’s wife and was threatened for making false allegations against the man. The wife also allegedly called the girl names and threatened to “sort you out if you are sleeping with my husband behind my back” according to the mother.

The neighbours were furious. But they trusted that the law would take its course.

“This is bad. We cannot stay with someone who does things like this to our children. If this is true, the man must leave this place, “ said one resident who preferred to speak anonymously.

But Vukile Xelo (54) would have none of it. He said, “We hear the man is as old as I am. A parent. How can he do something like this? If it’s true, he must be arrested.”

Police spokesperon Warrant Officer Basil Seekoei said the man was arrested for allegedly raping a 14 year-old girl.

“We are still busy with investigations but can confirm that the man was arrested and had his bail application denied,” said W/O Seekoei.

Man arrested for opening false case

Two men arrested in ATM NCEBA DLADLA TWO suspects are expected to appear in court today facing a charge of malicious damage to property after they were found in an ATM. “While the police were still securing the scene, they noticed two men, 18 and 20, who were inside the machine,” said Gwavu.

Stones and a screwdriver were recovered at the scene. Experts from the bomb squad, as well as fingerprints experts and the Dog Unit,were summoned to the scene . No explosives are suspected to have been used and no money had been taken from the machine.

The two men were arrested for malicious damage to property.

A MAN (23) who told the owner of a motor-vehicle he was driving that he was hijacked at gunpoint and the money he collected taken, was arrested by Motherwell police last Tuesday.

According to police spokesperson Warrant Officer Dumile Gwavu, a case of car-hijacking was opened for investigation after the man told police that a White Mazda Midge he was driving on Sunday, March 23 was hijacked in Xhama Street, Motherwell.

“On Monday, March 24 the vehicle was spotted by KwaDwesi police in Uitenhage Road around 3.20 pm with two suspects (aged 23 and 19) in it. They were arrested for allegedly being in possession of a hijacked vehicle and were expected to appear before the magistrate at New Brighton Court last Wednesday,” said W/O

During the police investigations however, it emerged that the car was never hijacked.

According to Gwavu, the car was given to the 19-year old man for the purpose of making money as a Jikeleza taxi in the area. The 19-year old did not bring back the car at the time agreed upon.

“Because he did not have the money to give to the real owner of the car, the 23-year old man decided to open a false case of hijacking,” said W/O Gwavu.

He said the 23-year old would appear in court soon to face charges of perjury.

Family Health Days bring free health care to communities REPORTER SOUTH Africans will receive free access to health screenings, counselling services, measles inoculations and polio screening during the Rotary Family Health Days (RFHD) that launches today at the LoveLife Centre, KwaNobuhle.

The RFHD initiative aims to increase access to family health care services and will run over a three-day period from April 2 to 4 at 145 sites across the country.

RFHD will also provide families with HIV/AIDS testing and counselling, Tuberculosis (TB), diabetes, hypertension screening and other Diseases services. The initiative has enabled access to over 65 000 people in South Africa since its inception in 2013.

The RFHD initiative is a unique collaboration between government, the private sector and civil society to facilitate healthier and happier families.

At the launch event, Health Minister

Aaron Motsoaledi, will be joined by RFHD partners including Rotarians For Family Health and Aids Prevention, Inc. (RFHA), The Coca-Cola Africa Foundation, SABC, Caxton, PEPFAR partners, the Centres for Disease Control and USAID, to promote family health care and create awareness around the importance of health screening.

“As part of the Department of Health’s mission to improve the health status of South African citizens through the prevention of illnesses and the promotion of healthy lifestyles, we are proud to be a part of this initiative. The event was organised by the New Brighton Police Station’s Victim Support Centre otherwise known as the White Door of Hope Centre.

“As March is Human Rights month the White Door of Hope decided to invite elderly and disabled people of New Brighton to be taught about their Human Rights,” said Warrant Officer Thembi Gwe. She said there were currently many cases of gross violation of the elderly’s rights especially by members of their own families.

Some of these were not even reported.

Michael van Roodt, Eugene Makhene, and Thulani Madondo are just some of these men.

Michael van Roodt,grew up in gang-ridden Hanover Park on the Cape Flats and life has not changed for the youth since he was young.

Wanting to make a change in his community and keep the kids off the streets and out of gangs, Van Roodt pursued his dreams and has recently been appointed director of Self-Help Manenberg, an independent non-profit organisation that focuses on developing fully functional families within the community.

The NPO offers an after-school programme, where the children are given meals every day and are involved in activities and sports.

Makhene, who lives in Alexandra, said he had not noticed a change in the filthy streets since he was a child. Knowing that it would affect the people of his community psychologically if they continued to live in this depressing environment, Makhene took the situation into his own hands and founded the Helping Hands Community project in April 2013, where the community imembers are motivated to tidy up their streets together every Saturday.

Makhene has been a great influence amongst his community, and a visible difference in how clean the streets are in just eleven months can be seen.

Madondo recognizes that South Africa’s future lies in the hands of its youth. In 2007 he started the Kliptown Youth Programme, an organisation that uses education to change mindsets and break the cycle of poverty amongst the youth of Kliptown. This programme gives children the opportunity to participate in after school-curricula in Maths, English and Science.

In the seven years since launching, the programme has achieved a 100% pass rate with their children. They are able to feed over 400 children two meals a day and they have built classrooms and office facilities for their organisation. Madondo’s organisation has also changed the outlook of the people living in Kliptown and brought a sense of pride and support within the Kliptown community.

This Bronx campaign was launched to show that there are ordinary men in our country who are interested in uplifting their communities and making a difference. And all three men hold true to the campaign’s slogan of “Great Men in Good Shoes”.

Bronx will run the campaign over the course of this year, in search of “Great Men in Good Shoes” throughout the country. People have the opportunity to nominate themselves or other great men who are making a difference in their communities. SA’s first princess is home for the holiday REPORTER AFTER being crowned first princess in this year’s Miss South Africa pageant, Ziphozakhe Zokufa (22) from Port Elizabeth, flew straight back home to celebrate with her family and friends.

Rolene Strauss has been crowned Miss South Africa 2014 at a glittering ceremony held at the Sun City Superbowl and Limpopo’s Matlala Mokoko was crowned second princess on Monday night.

“I’ve never expected the personal growth I’ve gained during the course of the competition. I’ve grown so much and can’t wait to implement all of it in my daily life,” said Zokufa.

Although this was her first go at the prestige Miss SA-title, this Bay beauty is no stranger to wearing a crown.

Zokufa was Miss Port Elizabeth Teen in 2009, Miss Eastern Cape Teen 2009, Miss Nelson Mandela Bay 2009, New Face International winner 2009, Miss Nelson Mandela Metropolitan University 2011 and Miss Mamelodi Sundowns Eastern Cape 2012.

According to her this year’s competition in the Miss SA pageant was extremely stiff.

“I think it was the strongest group in a very long time and any one of the 12 finalists could have walked away with the title.”

Zokufa matriculated at Hill College in PE in 2010 and says that most of her friends and family still live here. “PE will always be my

home. Everyone I love lives here.”

After the holiday she will go back to Cape Town, where she studies television production and does modelling.

On her profile on the official Miss SA web page, Zokufa says, “There are so many opportunities for young girls and women out there and I would encourage each and every one to make use of them. Do what you can with what you have instead of waiting for ‘the right time’”.

According to her it is very important for every young person to know why they are pursuing a certain career. “You need to know why you do what you are doing and you need to know yourself.”

Besides modelling, she loves music. “I have a collection of instruments that include the drums, piano, clarinet and guitar and sometimes I write my own compositions. I love travelling, photography and videography. I have recently been introduced to kite-surfing and would love to take that up.”

Bay has big plans for International Film Festival NCEBA DLADLA NELSON Mandela Bay will soon become the centre of global attraction in much the same way as big cities like Toronto, New York, London and Paris.

This is according to the MEC for Economic Development, Environmental Affairs and Tourism, Mcebisi Jonas, who was speaking at a media briefing in the PE City Hall about the planned launch of an International Film Festival in the Bay “We are currently speaking with international players and specific details will be made available when we officially launch the global film festival that will be based in Nelson Mandela Bay,” said Jonas.

His department has been looking for a turnaround strategy for the two Eastern Cape metro municipalities (Buffalo City and Nelson Mandela Bay) to become the gateway for provincial economy.

To do this they would improve the drive to create inward investment throughout the metro by building an industrialised pro-

gramme. Furthermore they would link the local infrastructure and the logistics including the rail road between Nelson Mandela Bay, the city of Johannesburg and the Northern Cape with the manganese smelter at Coega IDZ. “The Nelson Mandela Bay Film Festival will create jobs and make this a vibey city with life,” said MEC Jonas.

Nelson Mandela Bay Deputy Executive mayor Chippa Ngcolomba said the metro welcomed the partnership with Jonas’ department with excitement.

“We acknowledge this important announcement by the MEC and would like to see that we reach the milestones as we continue with our development agenda,” said Cllr Ngcolomba.

Gospel show to help fight child abuse THAMSANQA MBOVANE GOSPEL artist Asanda Stokwe (31) will host a Religion Against Child Abuse Gospel Show which will coincide with her DVD shoot entitled “The Best of Asanda” this coming weekend.

The show will take place at Babs Madlakane Hall in KwaNobuhle township on Saturday, 5

April from 2pm.

The event will feature groups like Sino M, Mbasa, Mzi B, and many more artists. Admission will be R50 for adults while kids’ entrance fee will be R20.

Asanda said she is calling upon all “beautiful South Africans” to come together and fight against the scourge of child abuse, as that was what the show’s aim would be all about.

She has shared the stage with national artists such as Benjamin Dube, Lord Comforters, Khanyisa, and many more popular singers.

She said, “The Best of Asanda album will combine the two previous albums which were consecutively released in 2007 and 2011.

“Basically I started singing at an early age as a soloist in 2003. Today I attend Gospel Church Of Power under Bishop Nolight Dapula.”

Arts Council for Nelson Mandela Bay NCEBA DLADLA NELSON Mandela Bay will soon have its own Arts Council to look after the interests and development of local artists.

This is thanks to the hard work behind the scenes of local artists who first established the Mandela Bay Arts Council Interim Committee to ensure that local artists are awarded the recognition they deserve.

“All roads lead to the Athenaeum in Port Elizabeth this Friday April 4 for the Arts Conference,” said local facilitator Monde Ngonyama.

According to Ngonyama, the local interim arts council is structured in a way that would make it possible for the arts in the metro to grow. This is thanks to a concerted effort by those who were interested in the growth of the local industry.

“We want to take this industry forward.

We cannot solely depend on government to

practise our arts. We want to help local artists do things for themselves just like other councils such as the Sport Council,” said Martin Pram who is the Interim Structure’s Programme Coordinator.

Those involved in the creative industry like musicians, filmmakers, directors, producers, actors, thespians and fashion designers were urged to join this moving wagon as this is just the start, according to Pram.

“We cannot be ashamed for a call to reclaim the centre as artists. A good story to tell without the support of arts, is a story from a book that has missing pages,” said Ngonyama.

He mentioned the Municipality’s Department of Arts and Culture, MBDA, Nelson Mandela Metropolitan University, the PE Opera House, artists and some local councillors who opened their doors for artists to utilise their resources in preparation for this historic move.

Xotyeni­Bell fight promises to be a humdinger

NCEBA DLADLA ONE of Boxing South Africa (BSA)’s approved national title fights involves female boxers from Nelson Mandela Bay. BSA acting CEO Loyiso Mtya asked local promoters to consider women national championship fights between champions and challengers and the fights for vacant titles in their tournaments for this boxing calendar year starting this April.

One of those is a vacant national junior lightweight title fight between Nomampondomise Xotyeni of KwaNobuhle and Nozipho Bell from Walmer.

Even though Bell is also approved to fight against Northwest Province-based Tsolo born champion Ndobayini Kolosa, her fight against Xotyeni, according to boxing pundits,

makes business sense.

Female boxing promoter Gladys “Noforty” Tsenene is hoping to pull it off around the end of April and should that fail to happen, promoter Sibongile Nkebe wants to do it in June.

This would be a grudge battle as the duo locked horns in June 2013 in a fight . Bell, then a debutante, won via a stoppage in the opening round.

“This would be a good match-up between a boxer (Xotyeni) and a puncher (Bell),” said BSA Nelson Mandela Bay Manager Mthunzi Mapitiza. Though Bell won in the first fight, Mapitiza believes Xotyeni would be wiser the second time around.

“It will be a good fight which Xotyeni would win. She is a better boxer. I think she’ll prove the first loss a fluke,” said Sibongile Nkebe.

“Xotyeni will use her experience and win the fight. Bell is a puncher and that’s all she’s

Three teams’ battle in Build It Premier League A MOFA Build It Premier League battle hots up between three teams as some teams appear to have been left behind in the race for taking the honours.

Over the past weekend Ikamva Movers and Valencia have 51 league points each with Movers having a better goal difference while Young Madrid have 50 league points.

Apparently, Movers’ goal difference was boosted by the 15 goals they scored in their double header against three goals they conceded. Movers humiliated Young Tigers 7-1 in their first game and they outclassed the beleaguered Lion Stars in their 8-2 victory.

Valencia beat Shining Stars 2-1 in their first game and they defeated the brave Highland Spurs 2-1in their second game. Young Madrid overcame Shining Stars 2-1.
