Traffic system still offline LIZEKA TANDWA

T’S been over 5 months now since the Municipal traffic prosecution system (Cyprus system) has been suspended and Municipal workers at the traffic fines department in Sidwell say they have been frustrated with no word from the Municipality about when the system will be operational. PE Express reporter, Lizeka Tandwa, visited the traffic department last week Friday
and spoke to the staff who said, on condition of anonymity, that they had no way of knowing when the Cyprus system would be working. The two counter workers PE Express spoke to, said fines which had been awarded to drivers over the past few months could not be detected in the system unless the traffic offender produced a letter from the Municipality. “There have been a number of people who have come with outdated fines from February but we have no way of tracking them in the system. People who do not have their
letters from the Municipality or have lost them, must wait until the system is back in order for us to track down their fines,” said one of the workers. DA Chief Whip, Gustav Rautenbach, said in addition to the Cyprus system not working, the Municipal courts had been closed for over 3 months because there was no court roll of cases owing to the problems with the Cyprus system. The Municipality in an earlier statement to the PE Express on April 30, said they would be resuming the Cyprus system after
acquiring a new service provider called Mavambo through a comprehensive Supply Chain Management process. However, Rautenbach said that while they had since awarded the tender to the new supplier, almost the entire staff at the traffic department was still left with little to do as the computers, which captured data resulting in fines and issuing of summonses for outstanding traffic debts, were still not fully operational.

Traffic system still offline Continued from page 1 Rautenbach said he had been informed at a standing committee meeting on May 20, that the suspended Cyprus system had resumed, and that only 4 computers of the 40 used to capture data and issue fines to drivers were operational. After investigating these claims by the Municipality, Rautenbach, said he could now confirm that the Cyprus system was still not operational. “At the standing committee meeting they (the municipality) told us that they had resumed the use of the Cyprus system and the system while not fully operational, was now working. But through my investigation, I have now learnt that this is not accurate.” Rautenbach said after consulting some of his sources within the security cluster he learnt that none of the systems computers were operational. “Most of our computers are old and outdated. We are told that owing to budget constraints we cannot purchase the necessary system, but the problem is we are still losing millions in fines with the way we are currently operating,” said Rautenbach. Municipal Spokesperson Mthubanzi Mniki denied these allegations saying they had since overcome all the problems and were currently making the system fully operational. “By the end of this month we hope to be fully operational. According to a previous PE Express report, the suspension of the Cyprus system
was a result of the municipality’s failure to pay their then service provider Traffic Management Technologies R36 000 for over 6 months owing to their contract expiring. The Cyprus system is responsible for capturing every camera offence, parking offence, or fine issued by a traffic officer on its system. In the case of a camera offence, a notification has to be sent to the registered owner of the vehicle within 30 days of committing an offence. This also applies to parking tickets where offenders are notified at the time of the offence. “Should an offender not pay the fine, the Cyprus system issues a summons against the offender,” Rautenbach explained earlier. This meant that fines older than 30 days would be withdrawn - creating a major loss of income for the municipality. Mniki said, “In the past we have had challenges with the supply chain management processes that have led to a delay in the full operation of the system. These issues had to do with the lapsing of the contract we had with the company supplying us with the system and procurement of computers that are fully compliant with the system,” said Mniki. Mniki did, however, not answer questions put to him by PE Express on how much money had been lost during the suspension or whether they were in the process of purchasing a new and improved system.
Kwazakhele police commended for saving child NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) Victim Support Centre in KwaZakhele, Port Elizabeth rescued a very sick two year old baby from neglect last week, said police spokesperson Warrant Officer Thembi Gwe. According to Gwe, it is alleged that the 27 year old mother, whose name cannot be mentioned to protect the identity of the child, took the victim child to Dora Nginza hospital sometime in May 2014 for flu. The child was diagnosed with a brain tumour and the mother was given another date to return to the hospital for further medical treatments and tests, according to the police spokesperson. “Despite numerous attempts by the hospital to contact the mother, she failed to respond and Dora Nginza hospital doctors then contacted Kwazakele SAPS for
assistance,” said W/O Gwe. Constable Nondumiso Ntombana and her colleagues managed to locate the child at her great- grandmother’s place at Nkewana Street, Kwazakele. “The great-grandmother and the grandmother refused to take the child back to hospital, however, and instead told the police that the child had been ‘bewitched’,” said Gwe, adding that according to the gogos, the toddler did not need any medical treatment. But SAPS members forcibly removed the child and took her to the Dora Nginza hospital. The baby girl is currently undergoing medical treatment at the hospital, said W/O Gwe. Hospital staff commended the police officials for their intervention as the child required urgent medical treatment. Police opened a case of child neglect for investigation, said W/O Gwe.
Soldier on the run after shooting his son NCEBA DLADLA PORT Elizabeth members of the South African Police Service (SAPS) are investigating a case of attempted murder after a soldier allegedly shot and wounded his son at his Xegwana Street home in Kwazakhele last Thursday night. It is alleged that the man, whose name cannot be mentioned to protect the identity of his child, was involved in a quarrel with his wife in front of his 5-year-old son. The man, who is based at the EP Command in Forest Hill, took out a firearm and fired a shot which missed his wife but hit the toddler’s foot. “When he realised what he had done,
the man fled and his whereabouts are still not known,” said police spokesperson Warrant Officer Thembi Gwe. The child was rushed to hospital and received treatment for a gun shot wound. The soldier has not reported to work since the incident, according to W/O Gwe. Since the incident, calls made to the man’s cellphone were not answered until on Monday when he promised to hand himself over to the police, said Gwe. On Monday the suspect was, however, still at large. It is believed that the man used a rifle to shoot at his wife and wound his baby boy. Attempts to find out from the police whether the man owned the rifle proved unsuccessful.

Methodist Church awareness campaign in fight against drug abuse NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) in Kamvelihle have warned members of the public not to eat muffins bought on the street as these could contain drugs such as cocaine. This warning came during a drug abuse awareness campaign organised by the Methodist Church of Southern Africa preachers for the Grahamstown District together with the Motherwell Circuit 232 who took to the streets to register their abomination of Drug Abuse and Illicit Trafficking. The event was aimed at celebrating International Day against Drug Abuse and Illicit Trafficking on June 26.
According to the event spokesperson Ayanda Qoboshiyane, about 504 school pupils from Nqileni, Siyaphambili and Nkwenkwezini Primary Schools attended the march. Older members of the community also participated. The Motherwell Ciruit programme kicked off with a procession from NU 2 Square in Motherwell. They were followed by a demonstration by the South African Police Service (SAPS) to John Wesley Church, Vinjiwe Street, NU2 where the event was held. The SAPS including the departments of Education, Justice and Correctional Services joined hands with the church and presented those present with valuable information on the dangers of drug abuse. According to Motherwell Circuit Superintended Rev Mongameli Noqayi, the partici-
pants were given a talk on the negative outcomes of drug abuse, He said they also informed them of the signs family members of possible drug users should look out for. “The children were warned to open a muffin bought on the streets before eating it because there could be drugs stuffed inside,” said Motherwell Circuit Superintended Rev Mongameli Noqayi. He explained, “According to police, drug pushers can stuff cocaine, a whitish substance, inside the muffin in order to attract their targets as drugs are addictive.” “The Grahamstown District stands together against all sorts of abuse, more especially drug abuse because of the negative physical and emotional outcomes, and irresponsible
behaviour it results in,” said Grahamstown District Bishop, Losaba. “We targeted school going children because they are always the targets of drug lords,” said Noqayi, adding that drug abuse in schools was the reason why there was rampant crime, anarchy and disorder in many schools. Reverend Noqayi said it was the responsibility of the church to help fight societal ills, like crime, drug trafficking and abuse, that make life a misery . “As the church we are saying that education and everything associated with schooling is a concern of the church. The event was the church’s way of showing support to parents and children who are suffering and have lost their loved ones as a result of drug abuse and trafficking,” said Rev Noqayi.
Off-duty soldier critically wounded in robbery NCEBA DLADLA A SOLDIER is in a critical condition in hospital after he and his friend were attacked at gun point by thugs who wanted to rob him of his firearm last Thursday while he was off-duty. The 39 year-old soldier was walking with a friend in Serote Street in Soweto-On-Sea when three suspects accosted them and de-
manded a firearm. “When he told them they did not have firearms, they started stabbing his (unnamed) friend. Still thinking that he had a firearm they started firing several shots at him,” said police spokesperson Warrant Officer Thembi Gwe. The soldier was critically wounded and was rushed to Livingstone hospital before he was taken to the military hospital for treatment.
) In a separate incident, two suspects are wanted for murder after a 22 year-old man was shot and killed by two unknown suspects at his Dwesi Street home in Kwazakhele last Thursday. According to police spokesperson Warrant Officer Thembi Gwe, two unknown suspects entered the home of the deceased allegedly looking for his elder-brother who was not at home at the time of the incident. An altercation ensued between the de-
ceased and the two suspects believed to be between 20 and 25 years of age. “The suspects shot and killed the 22 year-old brother before fleeing the scene. At this stage the police do not know what the motive for the murder is. According to W/O Gwe, it is also not clear what the suspects wanted with the deceased’s elder brother. “We are investigating a case of murder and looking for two suspects,” said W/O Gwe.

Applications for funding from Motsepe Foundation called NCEBA DLADLA MINING magnate Patrice Motsepe was in Nelson Mandela Bay recently to warn residents that if they did not use the R10 million funding he made available through the Motsepe Foundation, he would take it back and give it to the people in real need. This was revealed by members of the Nelson Mandela Bay Patrice Motsepe Foundation to PE Express Indaba on Monday. Members of the foundation who represent different sectors including education, religious, women, youth, NGOs, Community-based Church Organisations (CBCOs), labour, traditional leadership, traditional healers, sport, arts and culture urged Nelson Mandela metro people to apply for funding to avoid Motsepe taking back his money. “A concerned Motsepe told us that all the other provinces had utilised the first R10 million donation for education and were now busy spending the second R10 million in the above sectors while we, in Nelson Mandela
Bay were delaying,” said Rev Mzolisi Kongwana who represents the religious sector in the foundation. According to Kongwana, some parts of the Eastern Cape, like the former Transkei, were not as slow as the metro; and that has irked the billionaire Motsepe. “We want to urge members of the community to get the application forms for the funding at the public libraries in Zwide, KwaMagxaki, New Brighton, Walmer, Gelvandale, Korsten, Motherwell, KwaNobuhle and Uitenhage,” said Vusumzi Mvubu, a labour representative. Completed application forms should be handed in on or before Friday July 18, said Philasande Yoko of the Traditional Healers Association, adding that applicants should attach all relevant information and documents including a business plan. According to Yoko, those intending to build institutions like churches, for instance, should include building plans and at least three quotes for every purchase. “Completed forms and documents should be put in a sealed A4 envelope and handed in

Adopt a School to help needy children NCEBA DLADLA PORT Elizabeth police spokesperson Warrant Officer Thembi Gwe is appealing to caring members of society to assist in her Adopt-A-School Project which is aimed at helping poor pupils achieve in education. “Children coming from poor families lack the resources and means to do well in education. Some lack even basic things such as underwear, a uniform and school shoes and they struggle to continue attending school,” said W/O Gwe. Gwe adopted Soweto-On-Sea Primary School as a result of the desperate need she saw when she visited the school last year. According to her, pupils from this school come from very poor backgrounds and child-headed families.
Some are Orphaned and Vulnerable Children (OVC) who, despite their child support grant, are still faced with mammoth challenges. “I saw the need and promised to come back,” said Gwe who has been talking to friends and colleagues to support her cause. “There are 201 boys and 191 girls in need. But if I can get at least 50 panties and an equal number of pairs of shoes I will be very happy,” said Gwe, urging people to buy the items for donation and submit them to her office at Kwazakhele Police Station. She plans to do the hand-over at the school’s re-opening in two weeks’ time. “I am calling friends, professionals and people from big business for support. Let us help these children to get back their human dignity. I fear that, without panties, they could be susceptible to rape and other sexual offences,” said W/O Gwe.

Nogaya, a Public Relations specialist from the Nelson Mandela Bay Municipality, started a company named Eklekta recently to do private work and assist in local community development. Through Eklekta, Nogaya will be hosting a five-week empowerment information sessions at the Phillip Nikiwe Primary School in KwaFord, New Brighton, to benefit the youth and unemployed people. The sessions will start this Saturday (July 5). This will continue every Saturday for the next five weeks. Nogaya said, “The aim of the sessions is to assist unemployed residents with information and general knowledge that will help them when looking for work and post high-school education opportunities.” According to Nogaya, this came about after a conversation with her business person friend who highlighted the problems they encountered during selection processes for employment. One of these is that some people did not even know how to write proper CVs. According to Nogaya, they would be looking at specific issues like how recruitment agencies work, how to put together a CV, a cover-letter and set-up an email address, the Dos and Don’ts of interviews (through role-playing) as well as explore the role of FETs, practical work and financial assist-

Inititation deaths condemned by Department of Traditional Affairs REPORTER
THE Deputy Minister of Traditional Affairs,
Obed Bapela, condemned the recent cases of initiation deaths. The 2014 winter initiation season’s death toll has risen to 11, seven deaths in the Eastern Cape, one death in Khayelitsha, Western Cape, and three in Mpumalanga. “Once more we call on the traditional leadership, parents and communities to be on the alert and report illegal schools as the majority of the initiates die at these illegal schools,” said Bapela. The department issued a statement urging traditional surgeons to work with profes-
sional services offered by the department of health to avoid deaths, some of which are due to dehydration and septic shock which can be handled if care is applied. The 2010 season on initiations was the worst with 419 initiates dying. In 2013, the number went down to over 100 and this is due to measures agreed upon with leadership through the House of Traditional Leaders. According to the statement, the family, parents and legal guardians have to play a central role to ensure that young men are psychologically and physically fit to undergo initiation. It is important also to ensure that the initiates obtain medical check-ups and also receive proper after-care two weeks
after the initiation as this is a critical time for recovery. “The department reiterates that owners of illegal initiation schools should be arrested and prosecuted. Furthermore, focus will be given to the initiation schools in the Eastern Cape, Mpumalanga, Western Cape and Limpopo where there is a high enrolment of initiates,” the statement read. “Going forward, all the stakeholders are expected to play an active role in managing this customary practice. It is therefore important that collective efforts are made to rid initiations of bogus schools and commercialization of the practice in the country.” The Deputy Minister launched the initiation season in Umtata with the provincial
house of traditional leaders and MEC for Traditional Affairs. The Eastern Cape department of Social Development has provided vehicles for all the legal schools in the province to ensure that they have resources. “Suitably qualified, appropriately trained and registered traditional surgeons must be allowed to perform circumcision on male initiates at approved and designated facilities by the appropriate authorities,” said Bapela. Chippa United can help improve city’s economy LIZEKA TANDWA THE move by PSL League contenders Chippa United to Nelson Mandela Bay has brought a lot of excitement among local stakeholders regarding it as a major boost to the metro’s economy. Nelson Mandela Bay Business Chamber CEO, Kevin Hustler, said a permanent soccer team in the city had the potential to make a positive impact on the tourism industry, on the Metro’s economy and on home town pride. Chippa United football club was based in the Nyanga suburb in Cape Town. The club finished their debut season in the National First Division in second place behind the University of Pretoria. They won promotion to the Premier Soccer League via the play-offs in June 2012. In a press conference last week Deputy Mayor, Thando Ngcolomba, said, “The metro has always focused on maximising the benefits of the stadium asset since before the stadium’s construction was completed. It was our vision that the stadium is financially stable and generates a large econom-
ic impact in the region.” Ngcolomba said the municipality would not be involved in the day to day running of the organisation but would assist the team with logistics. Ngcolomba, however, said he could not say how much the Metro had invested in the move, saying they would reveal the financial implications after both parties had signed. Access Management spokesperson, Sindi Ximba, said, “Port Elizabeth fans have been waiting in anticipation for top flight soccer. Looking at our attendance figures from past soccer matches, these were well attended by PSL standards. “A strategic plan will be devised in due course to ensure that we boost the image of the stadium as a venue which is the home of both a PSL soccer team and a Currie Cup Rugby team and Super Rugby.” Access Management is a Facilities and Leisure Management Company operating the Nelson Mandela Bay Stadium on behalf of the Metro. This includes stadium commercialization and facility management in order to maximize benefits for the Metro and minimize cost. “The stadium has fought tooth and nail
to try to get a variety of activities happening, both bowl and non-bowl. We, as the stadium operator, continuously have to reinvent our business model, strategy, targets and medium term goals if we are to achieve our eventual success: a sustainable and viable, in the long term, NMB multi-purpose stadium,” added Ximba. Ximba said Access had turned around a stadium expected to become a “white elephant” into one of the few World Cup stadiums in South Africa to host Super Rugby, as well as regular soccer and other events such as weddings, exhibitions and conferences, to name just a few. Hustler said the sporting industry in the region deserved the support of the people of this city for the exposure it provided and the potential revenue it generated. “Tourists, and the money they spend, have the potential to bolster sales in and around the city. This move can generate interest in our city, and their success sets us up to become a sports tourism destination of choice,” said Hustler. Imbasa Primary choir to sing in national contest SELBY MADIKANE THE Mixed Double Quartet Choir of Imbasa Primary School in Motherwell NU 12 will represent the Eastern Cape at the South African Schools Choral Eisteddfod (SASCE) competition in Durban on July 15. Imbasa Primary School MDQ started its winning spree right from the zonal eliminations up to the provincial eliminations which were held in Mthatha recently.
Imbasa MDQ comprises four boys –Nogantshi Olwethu, Hloni Zinikele, Dlamini Lisakhanya and Puwe Sibongile - and four girls - Dick Siyambulela, Cacela Ntulikazi, Mbasa Luphelo and Makana Nomaxabiso. According to Imbasa Primary School Conductor Nyameka Vara, it was not child’s play to reach the national level. Vara said, “We worked very hard and we sacrificed a lot. We had to practice on weekends and even during the Easter Holidays.
“These little angels have a passion for music. They sing their hearts out and they have a bright future in music. “After school these kids practise and you can see that they enjoy what they are doing. I know it is going to be tough in Durban but these little angels have tremendous confidence. “I think the success of our choir is attributed to dedication, discipline, determination, and support from the whole school and parents.”
“Despite the challenges MDQ is set to make everyone proud, Vara said. “I want to thank our Principal Mr Mluleki Phopho Mayekiso and his entire staff members and the learners as well as their parents for giving us support.” Imbasa MDQ which will showcase its talent in the Western Piece, leaves for Durban on July 13, 2014. Apparently Imbasa Primary School has been representing the province in the national competitions and this time around they are set to defend their national title.

According to Mbasa Music Production Director Nomazotsho “Mbasa” Swartbooi, the aim of the project is to get the youth away from drugs and crime and to enhance their musical talents. Mbasa said, “My auditions start in Motherwell this month and we will further conduct it throughout Nelson Mandela Bay in the underprivileged areas. “So everyone with talent and a passion for gospel music, and who intends to work for the Lord God ministering musically, is welcome.” KwaNobuhle-born star gospel singer Mbasa, who is riding on the wave crest of success, started singing gospel music when she was 17 years old. Mbasa recorded her debut album in 2012,
with the title “UJesu uyandibiza” (Jesus calls me) with 10 tracks. On her second album she sings with Livard Hansa from Oudtshoorn. Mbasa said the audition entry fee is R50 but admission is free to the audience. If the participant is under the age of 18 years old he or she needs to be accompanied by a parent or guardian. She said, “We do not allow duos or groups and we accept ony individuals. The father of the two children had died, according to Social Worker Lindelwa VeceMoni. Ntombenani was believed to be unemployed. Coega creates job opportunities for youth through its internship programme THE Coega Development Corporation’s internship programme, a key component of its ongoing skills development initiative, has grown significantly since inception. The internship programme has benefitted the youth of the Eastern Cape in particular through the organisation’s growing national footprint. The internship programme has been implemented throughout the Eastern Cape and KwaZulu-Natal, areas where Coega is implementing various programmes including Infrastructure Development Programmes. “The main objective of the internship programme is to improve chances of employment for young graduates by giving them on-the-job training, development, and experience over a period of 18 months. The internship programme is closely managed by the Coega’s Human Capi-

Mbambo would like to work as a project administrator on various projects. “I would like to work for companies that are state-owned like Coega. Of these, seven have already secured permanent jobs. “There’s growing interest from the interns in the Coega internship programme,” said Dr Ayanda Vilakazi, CDC Head of Marketing and Communications. “The CDC’s interns’ skills are honed under the guidance of mentors and subject-matter field experts. They are exposed to a range of training and development initiatives within the CDC, enabling them to secure employment 18 months later upon completion of the internship programme,” added Dr Vilakazi. The CDC is the implementing agent (IA) on
various infrastructure programmes, helping government to implement infrastructure solutions and programmes, thus providing the necessary capacity and expertise. As such, it is required that those contractors implementing the infrastructure programmes consider the enrolment of the youth as interns, but also the enrolment of SMMEs in order to learn. Furthermore, the CDC encourages all service providers to implement internship programmes in any work done for the CDC. To further enhance employability of the interns, the CDC provides interns with opportunities to obtain a driver’s licence through the CDC flagship programme, Driver Training Programme. The programme, which forms part of CDC’s Corporate Social Investment (CSI), is aimed at up-skilling the youth through the attainment of a driver’s licence. – REPORTER

SUBS promoted to ABC Motsepe Second Division SELBY MADIKANE SUBS has done the Nelson Mandela Bay football fraternity proud by winning the SAB League Provincial Playoffs Promotions which were played in Aliwal North from 28 to 29 June 2014. SUBS will campaign together with their neighbours Real City, Highbury and Morning Stars in the 2014/2015 SAFA Second Division season for having won the playoffs. In their group games SUBS beat the University of Fort Hare 1-0 and Shiloh 2-0 and drew goalless with Junior Chiefs.
Since SUBS and Junior Chiefs were equal on everything, in terms of the playoffs rules they had to take each other on. SUBS beat Chiefs 1-0 in their deciding game. SUBS and Mthatha City were group winners and they will play in the ABC Motsepe Second Division next season, while Red Stars and OR Tambo Cosmos are demoted to their respective regional leagues. ENTERTAINING rugby games were played during the Eastern Province Grand Challenge league recently – much to the joy of the many rugby enthusiasts who watched the matches.
HAVING played more than 40 games in ZAFA Njeya Investments First Division, Fairway Stars, known as Gerila, and Real Stars had realized their dreams of campaigning in the ZAFA Njeya Premier League at Dynamos Grounds on Saturday June 28. Gerila drew 1-1 with City All Stars in their last game of the season while Real Stars beat XI Masters 2-0 – also in their last game. Chuma Bekani bagged Gerila’s goal while Phakamisa Batyi replied with a goal for All Stars. Failing to score four goals Real Stars could have won the title but their striker Luzuko Ndima and their hard-working midfielder Khayana Bukani came up with a goal apiece. All this meant Fairway Stars drew level with 50 league points with Real Stars which they pipped on goal-difference. Both sides went home with winners and runners-up trophies plus gold and silver medals. ZAFA President Sabelo Nkuhlu hailed all four sides which played their hearts out in their last games. President Nkuhlu said, “The standard of ZAFA football has increased phenomenally. These four teams are
good achievers irrespective of who has taken the honours. “In everything in life, particularly in football, everyone has a goal to achieve. I want to say thanks to the teams, fans and match officials as well as ZAFA officials for their hard work throughout the season.’’

Playing far away from home, promotion candidates Wells United were not threatened by home supporters of the newcomers Hector FC which they gave a severe punishment of 8-1. Spring Rose, affectionately known as Cavalla, had to battle it out to win a 35-32 home victory over the gallant Kruisfontein in their game which was played at New Brighton Oval Stadium. NMMU Madibaz cruised to a 31-12 win when they took on Harlequins at Adcock Stadium in Korsten.

Saints collected three points in their 2-0 victory when they hosted Fairview Rovers. Chatty United supporters whimpered when their side slumped 4-1 to Park United
at their homeground which is Finnis 3 Fields. Ebenezer suffered a 1-0 defeat to an unbeaten Fairdene at Gelvan Field. Fairdene is a newly promoted NAFA Premier League side. Bloom Callies handed Blackpool a 1-0 defeat at Finnis Fields. In a scintillating game played at Marock Road, the home-side Stardrift drew 2-2 with Helenvale. Booysens Park community expected their side Booysens Pride to accumulate three points but they shared the goalless spoils with Hotspurs at home. Westlake drubbed Wolves 2-0 at Windvogel Sports fields.
