NOT EVEN BUCKET FOR TOILET IN BRANDNEW RDP HOUSE:
Battle continues for young rape survivor’s family NCEBA DLADLA
T

HE 30 year-old mother of an eight year old girl, whose brutal rape and the conviction of her rapist made news headlines earlier this year, is now fighting another bat-
Her rapist Xolile Tose (33) is serving a life sentence behind bars for the horrible crimes he committed on the minor who was forced to wear a colostomy bag owing to her injuries. Since her story was published the family has received help from various good samaritans, but life is still not rosy for the girl and her family. Her unemployed mother’s dream of moving from the shack she rented with her three children in Motherwell to a four-roomed house was fulfilled at the end of this June. They now stay in a newly built RDP house in Missionvale. “We are very happy that we finally have a house that we can call our home. We appreciate the assistance we received since my child’s ordeal,” said the mother whose name cannot be mentioned to protect the identity of the child. The house, however, does not have water and electricity. The area where the house is built is not safe and there isn’t any burglar proofing on the doors and windows. “I fear for our safety. Three weeks after we moved in, the house was broken into. The worst part was that the invaders changed the locks. We had to buy new locks,” the concerned mother said. The house is also situated next to an unfenced, filthy dam which the mother fears is not only dangerous because her children might drown but that it could pose a health hazard too. The dam causes an unbearable stench in summer. Their biggest problem, however, is the fact

that the house has no ablution facilities – something which is of great concern to Dora Nginza Principal Social Worker Pamela Rubushe. According to Rubushe, residents in the area use the bucket system, yet to date this family does not have a bucket. “They struggle and when it is time to relieve themselves, are forced to ask the neighbours
. That’s not good for the people in their condition,” said Rubushe who has taken it upon herself to speak to the municipal authorities on behalf this family. But at time of PE Express Indaba going to print on Monday the sanitation bucket had still not been delivered, said Rubushe. PE Express Indaba was also unsuccessful in
attempts to solicit a response from the municipality. The following questions were posed to the municipality: 1. What was the hold-up in the bucket delivery and why were some of the residents including this family not getting buckets? 2. Is there a plan in place to protect residents from the dam?

Veeplaas family fears missing child has been bewitched by sangomas
NCEBA DLADLA A PORT Elizabeth family fears the worst after their 3-year old daughter went missing during a traditional ceremony held in Veeplaas at the weekend. Members of the South African Police Service (SAPS) are investigating the disappearance of Ntembiso Ntsepho (3) who disappeared from Mbekweni Street, in Veeplaas on Saturday. The family of the child told PE Express Indaba that they suspect that sangomas from another town, who also attended the ceremony, have kidnapped the child. The sangomas allegedly threatened her mother Nontlanhla Ntsepho (35), also a sangoma, by showing her amaqhekez’ engqele – literally meaning “pieces of ice” – during what could have been a power struggle between two sangoma groups. A distraught Sakhile Ntsepho (32), the
missing girl’s uncle said he, his mother and sister (Nontlahla) went to the ceremony in Veeplaas with the child on Friday. According to Sakhile, during the work (umsebenzi), there was a misunderstanding between his sister and the visiting sangomas which resulted in insults being hurled. “But later that day we thought that they had sorted out the problem and cooled down because they sang and danced together,” said Sakhile. In the wee hours of the day, the visiting sangomas allegedly complained of having lost a bottle of brandy. They suspected Nontlahla to have stolen it, according to Sakhile. “They then threatened to deal with whoever had stolen their liquor,” said Sakhile. The family immediately remembered this threat after they discovered that Ntembiso, who is also known as Noyuku, had gone missing. All the other children who

were around the area on the day were still there. They searched for the child until they reported her to the police as missing. “Nontlahla has since been out of her mind and has now been admitted to Livingstone hospital,” said Sakhile, adding that they have since consulted a sangoma and umthandazeli (Spiritual healer) who both accused the visiting sangomas of having kept the child to spite her mother. SA police spokesperson Warrant Officer Thembi Gwe confirmed that they are investigating a case of a missing child. According to Gwe, she was last seen playing with other children in the street. At the time of disappearing she was wearing a pink skirt, pink leggings and a pink tracksuit top. Any-one with information on the whereabouts of the child is asked to contact Gwe at 0 082 457 2752 or Kwazakele SAPS on:0 041 408 7780 or Crime Stop No: 08600 10111 or go to the nearest police station.
Gogos launch social club for new lease on life NCEBA DLADLA ELDERLY women from Kwazakhele have launched a social club to fight solitude, inactivity and poor health. The launch of Lathi Chapha Ilanga Goldenage Club at Bolo Punch Community hall last Friday marked the beginning of a new dawn for the elderly who decided not to let old-age take its toll on them. The gogos, who want to be physically active, meet twice a week to socialise as well as do Bible study, sewing, needle-work, beadwork, painting and play handball games together. The non-proftmaking-organisation (NPO) which was formed by gogo Elizabeth Rasmani and a few of her friends in May 2011, is now celebrating its official registration with the Social Development and Special Programmes Development. Speakers at the launch, Social Worker Nolusindiso Williams, Ward 16 Cllr Xola Sabani and Rev. “The mayor supports this initiative and is currently working with the elderly who are leading a crime-fighting initiative, also in Kwazakhele,” said Sabani. Sabani expressed his hope that the youth would be inspired by their grandparents’ move of activism.
Sabani encouraged the senior citizens to fund-raise and create self-help projects. He added that they should continue working with their ward councillors. “It has always been my dream to form such a club when I retired so that we, the elderly, could support one another socially, physically and spiritually,” said the group’s coordinator Rasmani.

Ward councillors fear for their lives LIZEKA TANDWA
THE murder of municipal councillor Buyisile
Mkavu has highlighted the fact that many municipal ward councillors are working and living under a dark cloud of fear as many of them have been intimidated and attacked during their time in office. Mkavu was gunned down in his car in KwaNobuhle on Saturday, August 2. The Her ald reported on Monday that a suspect (29) was arrested on Saturday. According to the report the arrest came amid mounting speculation in ANC circles that Mkavu was slain to stop him from uncovering massive corruption in the city’s human settlements department, which he headed. Many Municipal councillors say at one time or another they had been intimidated or attacked by angry and “misguided” citizens with some councillors saying they are living in fear for their lives. Democratic Alliance Ward 32 Councillor, Sandra Phillis, said that there were allegations that she was on a hitlist on her life and has needed protection for her life and that of her staff since she began her time in office. Phillis said on three occasions in 2011 her satellite office in Missionvale, which was
built in order for her to make frequent visits to the area to assist the people of Missionvale, was contaminated with human faeces. This also happened twice this year just after the national elections. “I do not feel safe in that office as I do not know what might happen if my staff and I continue to operate from that office. It might just stir those who wish us to stay away to more drastic ways of getting rid of us,” she said. DA Councillor Dean Biddulph, who has also experienced intimidation, said anger directed at public officials falls into a number of categories. “Firstly there are genuinely angry communities with legitimate complaints regarding the slow pace of service delivery. The second category of anger is more calculated and carries with it a strong criminal element which infiltrates a genuine protest action to gain personal advantage via looting, etc. “The final, and possibly the most sinister, is the use of intimidation and violence to prevent the uncovering of corrupt and illegal activities. This is the most dangerous kind because when one considers the amounts of money that may be involved, this is the kind of money that people are killed for.” Biddulph said the murder of Mkavu placed
John Tallant Road open for business NCEBA DLADLA
Friday August 8,” said mayoral spokesperson Kupido Baron on Monday.
NELSON Mandela Bay officials have announced the re-opening for business of John Tallant Road in Port Elizabeth. “This major arterial road is now open for business since
Residents coming from Uitenhage, Motherwell and New Brighton using the John Tallant Road were expected to use the road
into sharp focus the potential dangers of their line of work, particularly those who exercise the most vigorous public oversight. “When we vocally and publicly challenge or expose potentially corrupt activities, the complexion of oversight moves into a dangerous terrain especially when there are many millions of rand at stake,” he said. Biddulph said his experience with intimidation occurred a few months ago as a result of having launched the “Save Our Metro” campaign which tackled a number of contentious issues at the time, including calling for the return of the City Manager who had fled the city as a result of intimidation and reported political interference, the release of the Pikoli report and investigation into IPTS irregularities. “Whilst I was at a meeting, a stranger arrived at the gate at my home in an unmarked car without number plates enquiring after me. He did not introduce himself and when my wife informed him that I was not home, he said he knew and that she should tell me that the petition was not a good idea. His behaviour was extremely unsettling for my poor wife,’ he said. “Having to live with constant security after the threat at my own home and having to be followed by security to my children’s school,
again. Motorists were, however, according to Baron, still requested to remain vigilant when using the road. Portfolio Chairperson for Infrastructure, Engineering, Electricity and Energy, Councillor Andile Mfunda said road markings were currently being painted and work such as the sidewalks, street lighting, barricades and trimming of the verges on the sidelines
is cold comfort and the fear is very real, particularly when you don’t know from where or why the threats have been made,” said Biddulph. Ward 31 Councillor Penny Naidoo said the reasons for many councillors being threatend are that residents are not aware of the role of council especially when dealing with housing projects. “What I have realised is that many of the residents who have tried to intimidate me thought I was solely in charge of housing. There needs to be education on what exactly councillors do in government. “We are there to represent the people in our wards and speak for their needs. What people need to know is that we are not in charge of government administration; this is not part of our mandate. Unfortunately people think the buck stops with us,” said Naidoo. Naidoo said she had been a victim of intimidation for several years now and just lately she said she had been receiving anonymous threatening phone calls from disgruntled residents who had also broken into her container office and allegedly practised black magic against her. PE Express spoke to three other ANC Councillors who refused to comment for fear for their lives.
was still continuing. This was expected to be completed in the not-too-distant future. Meanwhile, Mfunda requested that motorists exercise the necessary care as John Tallant will be narrowed down to two lanes while the work on the sidelines continues. When completed, John Tallant Road will have four lanes.

Development centre staff trained
REPORTER TWENTY four practitioners from the Early Childhood Development (ECD) centres in Port Elizabeth recently received financial
training, to assist them in managing the finances of their centres properly, made possible by Metropolitan Health and Unity in Africa Foundation.

Centre educates future leaders NCEBA DLADLA EARLY Childhood Development (ECD) is key towards preparing toddlers to a better adult life through training and development. This is according to ECD teacher, Vuyiswa Jobela, of Nobandla Educare Centre in Thsewu Street, New Brighton, who believes teachers who teach these young children should themselves be educated. “We are not baby-sitting these children. We are teaching and preparing them for the future. It is important therefore that we too go to school and get proper training,” said Jobela, adding that the institution should also be registered and work with the Social Development and Special Programmes Department. Her 4 to 6 year-olds already know all the
National Cabinet Ministers, the nine Premiers of the country as well as Members of the Executive Committees (MECs) in the Bhisho legislature. These joyful little kids know who Nelson Mandela was and Jacob Zuma is. They can rattle off about 10 of Africa’s capital towns with ease as well as sing the national anthem (in a childish pronunciation) something that many adult citizens still struggled to do. “We believe it is important that children know their history. They sing, dance and do poetry while learning,” said Jobela proudly. According to Jobela, Nobandla Educare Centre has four dedicated teachers each manning a class. They admit children starting with 2-year-old who no longer use nappies. She said most of their children go to
Financial services provider Metropolitan who recently partnered Unity in Africa Foundation said the purpose of the training was to assist practitioners in managing the finances of their centres effectively, through cultivating their own financial literacy. Elsie Govender, CSI Manager for Metropolitan, explains, “As financial services provider to the mass market, we have a deep understanding of the challenges faced by those in underprivileged areas. Many ECD practitioners in these areas run their own centres – this is their livelihood. “We realised that while brilliant caregivers and educators, many do not have the requisite support to enable them to come to grips with the financial aspects of running a centre, and there are no funds available to appoint a designated resource. “Aligned to our brand purpose of empowering communities to confidently shape their future, we wanted to help these practitioners by providing them with the necessary guidance, skills, understanding and knowledge of financial management, enabling them to effectively manage their finances,” said Govender. The Unity in Africa’s accredited Early Inspiration Training and Intervention Pro-

gramme, comprised a theory and a practical implementation element. Dr Lauren Stretch from Unity in Africa said, “The programme aims to develop a better understanding of the value of money, demonstrating the difference between essential expenses and luxuries. It provides an overview of taxes – what they are why they need to be paid. Participants are taught how to draw up a budget using their current payslips as a guideline, as well as how to open a bank account.” The practitioners underwent a financial literacy pre-test which integrated their knowledge of financial wellbeing together with their ECD centre, in an effort to ascertain their level of understanding. The results showed an average score of 47%. After the training, the score rose to 73.2% – a marked improvement. Sindiswa Mapiro, one of the practitioners who attended the programme says, “Sometimes you think that you’re doing well with what you have when you can do much better. This training was an eye opener. I will surely use it in my life. I need to budget in order for things to go according to plan and to have a good financial tracking record.” “Not only does the training support the practitioner in question,” said Govender, “it benefits the entire community through facilitating the development of sustainable early learning centres. This has a holistic impact, and we look forward to seeing the long-term results.”

Algoa FM assists Walmer High School REPORTER MASIFUNDE Learner Development received a R65 000 donation to equip the Walmer High School library with much needed textbooks and reference books.
Sandwiches made during Blue Ribbon Bread’s world record attempt was donated to the Mission vale Care Centre. PHOTO:SUPPLIED
Blue Ribbon’s world record attempt feeds many hungry tummies REPORTER BLUE Ribbon Bread attempted to break a world record for making the most sandwiches in one hour at its Walmer bakery in Port Elizabeth on Women’s Day, August 9. Although they did not get near to the record they were still able to fill a lot of empty tummies, and a large donation was made to Missionvale Care Centre. The current record is 5 721 and was achieved by the students of Pine View School in Florida, USA, on 30 May 2013.
On Saturday a total of 566 sandwiches were made in the hour and a total of 1828 sandwiches during the course of the morning. A total of 914 sandwiches were donated to Missionvale Care Centre on Saturday, along with 616 loaves of Blue Ribbon Classic White bread, 60 tubs of Marvello, 41 tins of jam and 2086 juices. A total of 2016 packets of Manhattan sweets were also given out on the day. Premier launched Blue Ribbon Bread in the Eastern Cape last week Monday having invested in excess of R10 million into area through a capital upgrade and the launch of Blue Ribbon.
In addition to the donation, Algoa FM also announced at the school’s assembly of 1500 learners and teachers that they are also awarding Walmer High School an Algoa FM bursary to the value of R85 000 at Varsity College. This bursary would be awarded to a grade 12, Walmer High School learner who successfully completes his/her final school year in 2014. “We are not necessarily looking for a top academic performer. Although academic results will need to be of a high standard, we are looking for a well-rounded student; sports, extracurricular activities as well strong character traits will be taken into consideration when awarding this bursary. Grade 12 learners who are interested will need to apply,” said Managing Director of Algoa FM, Dave
Tiltmann. Masifunde runs a variety of educational programmes in Walmer Township with the goal to increase the level of education within the community. Part of the organisation’s activities is the management of the library in Walmer High School to provide the school’s learners with conducive space to study and research; ensuring that the library provides the 1400 learners from Walmer High School with up-to-date study material, new textbooks and reference books. Masifunde Learner Development was chosen because “Education continues to be a concern in this province with the Eastern Cape once again having the lowest matric pass rate. We hope that our support of this education focused beneficiary will emphasise the importance of coming together to make a big difference in this area,” said Tiltmann. The golfers, who participated in the Rio Carnival themed Algoa Cares Summer Charity Golf Day which took place on Thursday, March 6 at the Humewood Golf Club, have enabled Masifunde Learner Development to help the Walmer High School with new books.

Gospel show with a difference NCEBA DLADLA KWANOBUHLE artist Zweli Lijah Ndlazi will present a gospel show with a difference at the Babs Madlakane Community Hall on Saturday August 23, starting at 2pm. Admission is R50. Brought courtesy of Paraclytes Events, Zweli is the only artist to sing during the show. Mandilakhe Mantengu will preach for 30 minutes on the theme: “Ushering you into the presence of the King” to prepare the fans for the great musical experience. Zweli is not new in the industry. He recorded his debut album, a 11-track live DVD titled, “A Prophet’s journey with God” recorded at
NMMU, South Campus Auditorium in Summerstrand in September 2011. He has been promoting the album around the metro, said Zweli, adding he has been getting airplay on BayTV and other local radio stations. “People love my music,” said Zweli, whose music is a combination of traditional and modern-day Western sounds. He believes, however, that this was the time for Eastern Cape gospel music followers to know what he was really about. “I respect gospel fans who pay to come to our shows. I’d like to give them the best. They’ll certainly not regret coming to the show,” said Zweli who counts the Jaziel Brothers among the popular groups with
whom he had shared the stage. “Locally I have worked with Mthuthu Vovo, one of the best gospel musicians of our time and OoFohloza,” said Zweli. According to Zweli, a certain percentage of the gate-takings will be offered to a Children’s Home they identified as needy in KwaNobuhle. He urged members of the public who’ll be attending the show to support the cause by donating clothing items, canned foodstuff and soap to make this, his dream, a reality. Kay Motsepe Schools Cup Finals this Saturday REPORTER TLOKWENG Senior Secondary School of Makalaleng Village, Sterkspruit is the first school to qualify for the U-19 Sanlam Kay Motsepe Schools Cup Eastern Cape Provincial finals, which are scheduled to take place at the NU2 stadium in Motherwell, this Saturday, August 16. The school is not new to the tournament. They began participating in 2008 and made it through to the provincial finals in 2012, but were knocked out therefore not progressing to the provincials. Their coach, Mtura Nqonjana, said he has the best squad of players seen at the school
this year and believes 2014 could be their year. “The current team is new but experienced. It’s made up of players from last year’s under17s,” he said. “We have two boys who play in the SAB regional league for the Seven Stars team, which I manage and coach. I think this team will cause damage to other schools. The team is strong and has won all its games so far, with one draw.” In their regional finals they played against Ethembeni High and drew nil-nil, against Lehana Secondary and won 4-0 and then beat Bishop Dermot 2-0. The team’s leading goal scorer is Khathu Thatu, who has found the net 6 times since the tournament began. “He is a quality strik-
er, he uses every chance he gets and his finishing touch is impeccable,” Nqonjana said. Another player to watch out for, according to the coach, is defender Siyazi Khewana, who’s nicknamed “Mafix” meaning that he is a fixer. “He keeps the backline tight, and has a good eye for the counter-attack. He has the potential to become one of the best defenders South Africa has seen.” Nqonjana has a level 1 coaching qualification and has been coaching since 1999. “I have been coaching schools and local teams from around my area for 15 years now,” he said. “I am passionate about soccer and I want to make a difference in my township by showing these kids that they can have a career in soccer if they are determined to succeed.”
7
The preparations for the provincial finals have been going well Nqonjana said. “I don’t want to over-train the team. Currently they have been training with their clubs and will resume as a school team the week of the provincial finals.” There will be seven regional winners participating in the Sanlam Kay Motsepe Schools Cup Eastern Cape provincial finals with the ultimate winner pocketing R100 000. The winner, together with the runners-up, will progress through to the national finals, which carries a price tag of R1 million. No funding is given to the school in cash but the schools must identify projects in need that will benefit the learners and community at large.

Wallabies and Fighters produce thrilling game SELBY MADIKANE GELVANDALE Wallabies and Somerset East Born Fighters did not let down their supporters when they played to a 30-all draw in their Adams Cup play-offs game at Dan Qeqe Stadium on Saturday. Wallabies drew first blood when their fullback Angus Human and their skipper Craig Adams scored a try each, which was converted by Virgil Swartz, to take the scoreline to 14-0. Wallabies’ scrumhalf Julian Richard had an outstanding game before he was taken to hospital when he incurred a serious head injury. Fighters’ No 10 Jonty Hanse scored their opening try which was converted by fullback Allister Hendricks to bring the first half score to 14-7. In the second half Fighters’ skipper Johannes Leeuwskitter, Johannes Witbooi and Morne’ Witbooi were a thorn in the flesh of their counterparts. Fighters’ flank Marco made his side pay a high price when he caused a penalty
which Swartz kicked with ease to put Wallabies 17-7 in the lead. The visitors’ vigilant scrumhalf Garnett van Rayner came up with a try which Hendricks converted to reduce the deficit to 17-14. The score was level when Hendricks kicked the penalty. Fighters took the lead for the first time in the game when the score was 20-17 after a penalty kick taken by Hendricks. The joy of Fighters was short-lived when Swartz kicked a drop goal to make the fulltime score 20-20. Extra time was played with Fighters leading 23-20 following a penalty kicked by Hendricks. Swartz replied quickly with a penalty for Wallabies and the score was 23-23. It seemed as if Fighters were going to win the game as Van Rayner’s converted try took the score to 30-23. In the second half of the extra time Adams, Shaun Blikkies Blignault and Ron Gouza were untouchable and Farhaan Ismail pulled a welldeserved converted try which made the final score 30-30. The penalties were not kicked because of bad light.
SAFA NMB President Monde Mhletywa and his committee together with the region’s top professional referees graced the function. According to SAFA NMB Coaches Developing Officer Desmond Lewis, the coaches who received their level four and level five certificates, develop the youth by imparting their knowledge to them. Lewis highlighted that grassroots football was the proper platform to unearth talent. Lewis also urged the coaches to work very hard in order to develop the future Bafana
Local Judokas making waves locally and internationally NCEBA DLADLA NELSON Mandela Bay Municipality’s investment in the local judo is bearing fruit, according to local sensei Mzingisi Magqabi. According to Magqabi two of his students, Lubabalo Magqabi and Ntuthu Magqabi have been receiving the highest honour in the sport in the most recent times. “Lubabalo will represent South African in the Zone 6 championships in Zimbabwe in December while Ntuthuzelo went to Belgium in May this year,” said Magqabi who trains his students at Lilian Ngoyi Sports Centre, Kwazakhele and at Hoza Community Hall in New Brighton. According to Magqabi, his team of players have just returned from Stellenbosch in the Western Cape where they were invited to take part in the National Rankings.

Explaining, sensei Magqabi said the national rankings is the highest order in judo. “You get recognition and respect if you travel the country and partake in programmes like these to get points and the rankings - you can even go out to the world and represent the country,” said Magqabi, who commended the assistance of the Municipality and especially the executive mayor Ben Fihla for their support. “Our boys come from very poor background in the townships. They love the sport and they are good at it. So, with the assistance from the mayor we were able to go out there and beat the best, “said Magqabi, whose team brought back seven Gold, three Silver and an equal number of Bronze Medals. “It is these children’s dedication to the sport that encourages me to train them without payment - they love Judo and it keeps them out of loitering in the streets and engaging in drugs and crime,” said Magqabi.

Chippa United register a big Absa Premiership League win against Dikwena
NCEBA DLADLA NELSON Mandela Bay professional football outfit Chippa United made a strong statement with a 2-0 win over Platinum Stars in an Absa Premiership League opening match at Nelson Mandela Bay stadium on Saturday. It was the goals from captain Andile Mbenyane and the influential David Zulu that sank the defending MTN 8 Champions Dikwena who were in all sorts of trouble from the onset
against the Chilli Boys. Mbenyane’s goal in 8 min 20 seconds of the first half spurred the Stars on but a well-oiled Chilli Boys strategy of attacking from all directions gave them enormous problems. The Chilli Boys played a fast-paced attacking football with local fans giving them all the necessary support. Coach Kosta Papic’s boys were knocking timeously on the door of the Stars’ goals whilst their rear guard kept the challenge of Stars strikers at bay. Their defending was wa-
ter-tight. Zulu wrote his name on the scoresheet in 30 minutes of time. The final score was 2-0 yet it could have been more. “This is a good start. A big win for the home team. Platinum Stars is one of the big teams in the country. The Chilli boys have made a strong point - saying the visitors should beware as the Nelson Mandela Bay stadium is the slaughter-house,” said former Kaizer Chiefs and Supersport United goal poacher Patrick Mayo.
Now an SABC Umhlobo Wenene Soccer analyst Mayo believes with such a performance, the Chilli Boys would win themselves huge support from the fans. He, however, urged soccer lovers to support the local team for them to survive the elite professional football league. United were engaged in the fixture with Supersport United at Lucas Moripe stadium in Atteridgeville last night. Their next league match is against University of Pretoria at home on Saturday August 20.
