‘My son wrongfully jailed for rape’ NCEBA DLADLA

A

UITENHAGE woman whose mentally handicapped son was arrested last year for allegedly raping a young girl (8) in KwaNobuhle and who, accord-

ing to his mom, was denied bail and wrongfully kept in prison, wants justice for her son. Sylvia Ngqongoza’s son Mzikayise Ngqongoza (26) was arrested in October last year for the alleged rape. He appeared in court and entered a plea of innocence but was denied

bail. “There were also allegations that the victim was pregnant as a result of my son’s actions. Members of the community sang and toy-toyed in front of my house. They labelled my son a rapist,” said a sobbing Sylvia, who lives in Nala Street, Khayelitsha.

Now after almost six months of incarceration at St Albans Correctional Services in Port Elizabeth, her son has been released. “I do not know why he was released. I want explanations,” she said.

President Zuma draws crowds in PE

NCEBA DLADLA THE Nangoza Jebe Hall in New Brighton was packed to capacity for a community engagement yesterday with Pres. Jacob Zuma. Zuma was accompanied by a delegation of 12 government ministers as well as EC premier, Noxolo Kiviet, MEC’s and the Nelson Mandela Bay Mayoral Committee under the leadership of mayor, Benson Fihla. He was visiting the metro to monitor the performance of the NMB Municipality with regards to governance and administration as part of the Siyahlola Presidential Monitoring Programme through which he assesses the performance of governance at national, provincial and local levels. Zuma also met with the Nelson Mandela Bay Civil Society Coalition during his visit to the Metro on Tuesday as a follow up to a promise he made during a recent meeting in Pretoria that he would come to Nelson Mandela Bay to address the concerns of organised business and civil society groups. “We have to fix this metro, other-

wise it will go terribly wrong. I hope this visit will make the difference,” said Zuma. According to Zuma the solution is in intergovernmental relations where the three layers of government (national, provincial and municipal/local) work together. During this community engagement he said he came to report back and not to listen to people’s complaints. “Next time we will come to hear people speak. This visit is not for that. We will come back as, without a doubt, we will win the elections," said Zuma. Zuma also took the opportunity to encourage people to vote on May 7. “We fought for this freedom. People died for this right to vote,” said Zuma. Ministers of various departments got the opportunity to address the community on matters such as service delivery. Water Affairs minister, Edna Molewa, mentioned three things that her department was assisting the metro with, such as water leaks and funding of the Nooitgedacht Dam and the Waste Water Treatment plant as part of the Coega Development.

Car hijacking suspects sought NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) in Swartkops are looking for suspects in connection with a car-highjacking which took place on March 27 this year. Members of the SAPS Airwing Unit spotted a vehicle in the bushes on March 28 at about 10:30am while patrolling the area following recent hijackings in the bushes around Motherwell and Swartkops. Upon investigation, according to police spokesperson Warrant Officer Dumile Gwavu, it was discovered that the vehicle,

a white Corsa bakkie was hijacked on March 27 at about 00:05 at Monument crossing. “A case of hijacking was opened at the Swartkops police station,” said Gwavu, adding that police also suspected the vehicle was hidden in the bushes by the suspects who were hoping to come back for it at a later stage. Members of the South African Police Service would like to warn members of the public to be vigilant when approaching bushy areas and always be aware of their surroundings. Experts from Local Criminal Record Centre (LCRC) were called to the scene and fingerprints were taken, said W/O Gwavu, adding that no arrests have been made yet and the investigation was ongoing.

According to Sylvia, the courts would not accept the official papers she brought to prove that Mzikayise, who went to Mzamomhle Special School, was mentally handicapped but still not capable of doing anything like that. “We are now questioning the validity of the allegation. We have always argued that Mzikayise was not guilty. He was not even here in Uitenhage at the time of the alleged incident,” said Sylvia. Uitenhage police spokesperson told PE Express Indaba that the case was provisionally withdrawn and that the National Prosecuting Authority (NPA) must be contacted for further details.

Man gets life sentence for raping minor NCEBA DLADLA A SENTENCE of life imprisonment was imposed by the Uitenhage Regional Court on Lekese Mqulwana (51) who was found guilty of raping a 5-year-old girl. Mqulwana, who is a Kamesh, Uitenhage backyard shack-dweller, allegedly called the child who was playing with friends in a yard, picked her up, took her to his room and then raped her on May 31, 2012. “He gave her R1 after the (rape) ordeal and told her not to tell anyone,” said police spokesperson Warrant Officer Gerda Swart. According to Swart, relatives noticed the child walking strangely and asked her what had happened. The child told them what happened and after a rape case was opened, Kamesh police arrested the man. Uitenhage Cluster Commander Brigadier Phillip Salukazana commended Detective Sergeant Llewellyn de Vries of the Family Violence, Child Protection and Sexual Offences Unit in Uitenhage whose investigations secured a life sentence for the rape of the minor. “SAPS management is appreciative of the commitment of our detectives and would like to express our gratitude to the member (De Vries) and assure him of our pride in him for his hard work and exemplary conduct,” said Brig. Salukazana.

Tsepo Ndwalaza, regional communications manager of the National Prosecuting Authority said, “As the NPA we can confirm that the prosecutor in charge of this case had a consultation with the victim and her mother and it was decided that the matter should be withdrawn provisionally. An assessment report on the victim is awaited. Thereafter the matter will be referred to the Director of Public Prosecution for desicion. “It is important to note that the matter to withdraw the charges provisionally was discussed with the mother of the victim and she is aware of the reasons,” said Ndwalaza.

ORGANISERS of the annual Splash Festival at Hume-

wood Beach this coming long weekend says preparations are well underway.

And with the weather forecast at this stage also looking good, organisers Soul Good Events are hoping that this year will not be a repetition of last year’s rained out event. Soul Good spokesperson, Darren Munger said they are in the advanced stages with suppliers and logistics teams who moved on to site yesterday to prepare the venue for Splash Festival 2014. The Splash lineup will feature big names such as Idols winner, Musa, Take Note, Dozi and local acts. Munger said they are satisfied that they have put a well-rounded and inclusive programme together and are certain that the Metro’s residents will enjoy the mix of entertainment, sports and stalls. Munger said the Splash Festival programme will also feature water sports ranging from junior level events to senior level events such as Pro Dive Seas Kayak Racing and Development Surf Ski. Municipal Spokesperson, Mthubanzi Mniki said there will be tight security stationed in all areas along Marine Road and surrounding streets. There will not be any road closures. “Traffic officers will be controlling every point at the beach front in Marine Drive. We have prioritised securi-

Political Parties’ manifestos silent about child abuse NCEBA DLADLA EASTERN Cape politicians are missing a great opportunity for addressing one of the country’s most pressing challenges, namely child abuse, in their election manisfestos.

This is the contention of Petros Majola, the Director of Khula Development Community Project, a Child’s Rights Organisation based in the Eastern Cape. According to Majola, his office is inundated with calls of children having been sexually, physically and emotionally abused. Some of the abuses leave children with permanent emotional scars and even the burden of motherhood due to unplanned pregnancies caused by family members and people known to these children. Nelson Mandela Bay has just witnessed the case of the alleged brutal rape and sodomy of a five year-old girl from Motherwell whose private parts were mutilated through abuse. Even though the accused, Xolile Tose (33), was sentenced to life imprisonment for the crime,

the life of the young girl (who has to live with a colostomy bag because of damaged private parts) will never be the same, argued Majola. “We are listening to politicians electioneering and they are saying nothing about the brutality some men put women and especially children through. They are all silent! I wonder why?” asked Majola. Majola was quick to add, however, that his statement should not be construed as an attack on government or on MEC for Social Development and Special Programmes, Pemmy Majodina. “This has nothing to do with Government or MEC Pemmy Majodina who is extremely passionate about her job. MEC Majodina is handson in all the programmes to Protect Children,” said Majola, adding that he wondered why political parties would overlook this pressing social issue affecting many communities’ future leaders in their election manifestos. “There are programmes to highlight the scourge every day. But every day there is a child that’s being abused somewhere, sometimes by a relative,” said Majola.

Joy over new and revamped schools in New Brighton NCEBA DLADLA THERE was much ululation and rejoicing when the MEC for Roads and Public Works, Thandiswa Marawu – in partnership with the Department of Education and the Metro Municipality – handed over the revamped Kama Primary and the fully constructed Stephen Mazungula Primary School, last week. Both these New Brighton township schools have been in dire need of an infra-

structure upgrade, with Kama Primary having been built in 1924. “I am always touched by the condition of most of our schools in the province,” said MEC Marawu. Mandated by the provincial government to do a Social Responsibility Programme, Marawu spoke to some of the directors in her department to facilitate a project which would ultimately bring joy and hope for better things to children, teachers, parents and the community. “Melumzi (Stephen) Mazungula was con-

structed in eight months and completed in January 2014 with a total budget of R7.2m,” said Marawu. Apart from the architect, a quantity surveyor, structural engineer, a technical and a programme manager, a total of 73 local people benefited from jobs created during the construction phase of the project. According to MEC Marawu, both schools now boast good infrastructures. Marawu praised inter-governmental relations for expediting service delivery. “This is one of the ways we as government

The more resources our children have, the better their chances to make it in life. Face of KwaNobuhle Arts ready to face the world NCEBA DLADLA FACE of KwaNobuhle Arts and Cultural Production is made up of energetic and visionary youths from this Nelson Mandela Bay township to make a difference in their community. Like the vigilant youth of 1976 and the early 1980s, these young men and women are involved in isiXhosa and isiZulu Traditional Dance, Gumboot Dance and Drama, including playwriting and acting. Speaking to PE Express Indaba last week, the group said they realised they had the energy to do something positive and as a result, they started the Cultural Group in 2013. “We wanted to keep the youth of KwaNobuhle from loitering and being involved in unsavoury acts like crime, abusing booze and drugs. According to a member, Siyabulela Jones,

with their female members they work in partnership with Lovelife Iimpintshi for lifeskills and awareness creation of ills like teenage pregnancy. He said they’ve decided to diversify their skills-base, because they come from different backgrounds with one aim, namely to make a success of their lives and to improve the community’s wellbeing. “We are also doing visual arts and crafts, including beadwork,” explained Vusumzi Mtengwana. Their main aim at this stage, however, is to finish off the stage-production they are busy penning down as a group. According to group member, Mlungisi Seyisi, they hope to take the production to the Grahamstown National Arts Festival. The group meets at Mlungisi Perfector High School every Monday to Thursday for rehearsals.

EP Children’s Home needs support for their shop REPORTER EP Children’s Home Ray Mhlaba Training Centre which also has a sewing and craft department, is asking all who wish to support their initiative to come and purchase some of their goods and also help mentor some of their young entrepeneurs from disadvantaged backgrounds. Project Manager Caroline Ferreira, said they have trained over 500 students in the centre - with some venturing off to being small business owners. “Our students come from poor backgrounds and some do not have skills which could help them in the mainstream world. We provide them with skills in enterprise development, sewing and craft, hairdressing, woodwork and

upholstery training, hospitality studies services and other skills training,” she said. Ferreira said because of the lack of work opportunities for the sewing and craft students, they help them become business owners and sell their goods at the centre. “We want to get the word out there that we have talented kids who produce amazing craft and clothes and they need people’s support. “We would also love for anyone in the skill set we have at the school, to come and mentor or train our students voluntarily and help equip them with the know-how to venture into the world,” she added. Nelson Mandela Bay’s biggest choir festival in May

REPORTER WESTERING High School will be hosting NMB’s biggest event on the choral calendar, the annual Voce Volante Choir Festival on Saturday, May 10 at the Feather Market Centre. Since its inception 6 years ago, the event has become so popular that organiser Amanda Engelbrecht has had to move the Festival from the Westering High School Hall to the Feather Market Centre. “The choir line-up for this year is one of the most exciting yet. Umhlobo Wenene FM is The Station of the Year REPORTER PORT Elizabeth-based Umhlobo Wenene FM has been voted Station of the Year at the MTN Radio Awards banquet held at the Sandton Convention Centre in Johannesburg last Saturday. The award, which is the biggest ever bestowed in the history of this isiXhosa radio station, was one of the five awards Umhlobo Wenene (UWFM) took home against other popular SABC Public Broadcast Service (PBS) Radio Stations in the country. “It means a lot to us, as it is recognition of the good work the station is doing, both in its programmes and the station’s overall performance,” said Station Manager Phumzile Mnci about the award. Mnci congratulated the Station’s Breakfast Show host, Putco Mafani, who was crowned the Breakfast Show Presenter of the Year and his Breakfast Eyondlayo Ekuseni Programme, otherwise known as BEE, for being chosen the Breakfast Show of the Year. Mafani was also inducted into the SA Radio Hall of Fame in recognition of his excellent work behind the microphone since 1985. He said, “Being inducted into the SA Radio Hall of Fame is the biggest honour ever for me personally, Umhlobo Wenene FM and my family. What went through my mind at the MTN Radio Awards function was the fact that the night belonged to the people with a voice of gold and brains of platinum. MTN donation benefits primary health NCEBA DLADLA A PARTNERSHIP between government and the private sector is key to fast-tracking service delivery. This according to MEC for Health, Sicelo Gqobana who was speaking during the handover of television sets and computers sponsored by the MTN Foundation to benefit Motherwell Primary Healthcare Centres. The event was held at the Motherwell Indoor Sports Centre last Thursday. Addressing officials from his Department, Nelson Mandela Bay Health Portfolio Chairperson Cllr Pat Ndlovu, metro councillors and officials, traditional health practitioners, the clergy, sponsors MTN, the media and members of the community, Gqobana said the day needed to be celebrated for effective service delivery. MEC Gqobana thanked Angie Maloka of MTN for the gesture and said that the donation was part of his government’s plan to improve the health of people, especially those from disadvantaged communities. He cited his timeous visits to the Nelson Mandela Bay Municipality hospitals and clinics in the recent past to ensure that the Eastern Cape government’s health improvement plans bore fruit. About a week before this visit, Gqobana was in the metro to hand over the refurbished Lilitha Nursing College in Port Elizabeth, a job done in partnership with the Coega Development Corporation. “Recently, I came here for the hand-over of the upgraded Jose Pearson TB Hospital in which we put paving and a high fence to ensure that patients could no longer leave before being discharged.” Such notable improvements were also effected at the Dora Nginza Hospital, according to Gqobana. Very soon, he said, there won’t be a need for people in the townships to go to Livingstone Hospital in Korsten to get better health facilities. “These computers will keep patient information using Information Technology so that it becomes readily available when required. educational programmes,” said Gqobana, adding that this was ideally to help the Motherwell Community embrace a positive and

healthy lifestyle. “We are aware of the education and health challenges faced by our people, hence we’ve

Ex­boxers’ crusade to revive boxing

NCEBA DLADLA NELSON Mandela Bay Former Professional Boxers are working together with the Buffalo City Municipality former professional boxers to revive fisticuffs. According to Nelson Mandela Bay’s Linda Nondzaba, his Wesley Amateur Boxing Club will host a boxing tournament featuring boxers from this metropolitan municipality against boxers from their Buffalo City Metro counterparts at the Wesley Community Hall near Motherwell, Port Elizabeth on Saturday.

Weigh-in will take place from 8:30am, while the first bout is expected to start at 12 noon, according to former SA Welterweight champion, Nondzaba. “This tournament is a culmination of talks we (former boxers of the metro who are involved with the development of the sport at amateur level) had with ex-boxers from eMonti (East London), who also own clubs,” said Nondzaba. From Mandela Bay metro, Nondzaba rattled off the names of former SA bantamweight titlist Phindile Gaika, former SA Junior Welterweight kingpin, Phumzile Madikane, former Cape Junior bantam-

weight champion Phakamisa Mfama, while in East London he mentioned names like the former SA Junior Welterweight and Junior Bantamweight Champions respectively, Mzwandile Biyana and Mzi Dintsi, ex Cape Lightweight champion Andile Phillips and useful pro, Mncedisi Mzinjana among others. With this tournament, supported by the Nelson Mandela Bay Amateur Boxing Organisation and the amateur boxing leading body in the Buffalo City Metro, Nondzaba said they were aiming to show their skills and readiness to start boxing at school level, as called for by Sports Minister Fikile Mbalu-

la. Said Nondzaba, “Winning boxers will receive Gold Medals while losers will get Silver Medals.” He added that the metro with the most medal winners will receive a floating trophy.
