Provincial police spokesperson Brigadier Marinda Mills described the situation in some of the townships yesterday (Tuesday) as stable but tense. Over 70 people have been arrested in these attacks which were described as criminal acts rather than xenophobia-related. This violence follows the fatal shooting of

a 19-year old New Brighton township man, Lunje Ntongana, allegedly by a Somali national spaza-shop owner in Yaya Street after an argument about the airtime that the deceased bought. Violence broke out as angry residents started attacking the Somalis, looting and ransacking their shops. Some shops were petrolbombed while owners were beaten with sticks, stones and pangas.

These attacks started in New Brighton and Kwazakhele townships and by Monday had spread to KwaDwesi, Joe Slovo, Missionvale and Motherwell. Members of the Public Order Policing Unit and Crime Prevention were deployed in these areas to patrol the streets. Some Joe Slovo residents on Monday pelted stones and laughed off Somali nationals as they were packing their merchandise in bakkies to escape the residents’ attack and looting. Local leaders were seen a few minutes later urging locals with a loud hailer not to touch the Somalis who had not done any wrong. “People must allow police to do ther work and arrest those involved in any form of violence. But no-one must break the law by attacking other people or destroying property,” warned MEC Sauls-August. “Since Saturday, we arrested 70 people in separate incidents relating to Public Violence where we stated that we’ll not tolerate what had clearly become acts of criminality,” said Brig. Mills adding that police were convinced that the attacks on foreign nationals were not xenophobic. Said Mills, “During our interaction with affected communities it was clear that the motive for the attacks on foreign owned spaza shops was not xenophobic in nature, but a criminal element that has seized an opportunity. According to Brig. Mills the police used video footage to identify some of the perpetrators. She said some of the community members indicated that they did not have a problem living with foreign nationals. She added that the perpetrators would be charged according to Schedule 1 (One) of the Criminal Procedure Act. “The metro municipality is disheartened by these criminal acts by some elements within our communities who abused an unfortunate incident for some opportunity to take advantage of the vulnerable members. We condemn it in strongest possible terms,” said Municipal spokesperson Mthubanzi Mniki.

Confusion over missing woman from Gelvandale LIZEKA TANDWA A GELVANDALE family are looking for a family member who was reported missing almost two weeks ago. The family say they suspect that the missing woman has been kidnapped. Nadia Samuels, 30, a mother of two from Gelvandale,was reported missing by her family when she failed to show up to work on Monday, September 9. She was last seen on Saturday the 7th when she left for work that morning with intentions to meet friends later that night. The family say they were told by Samuels’s friends that they had last seen her boarding a cab back home the same night.
Family spokesperson, Louise Ganchi, said,“We spoke with her friend (who was last seen with her) on Sunday. She said she last saw Samuels in a cab going home. When we contacted the cab driver, he claimed he dropped her at a school in Gelvandale and then later said he dropped her at Liebenberg Road.” Ganchi, said,“ The story from the friends sounds fishy. They said in a statement to the police, she was dropped off Saturday night by a cab, but when we spoke to the friends they told us they were with her on Monday at Greenacres. From there, they went to the beach front.” Ganchi said that since her disappearance, Samuels’s 9-year old daughter has not been able to sleep and eat and the family is in a panic
waiting to hear any news about her whereabouts’. “She has a 9-year old girl and a 6-months old baby. She would never leave her children. All we are asking is to know what is happening. We want to know what happened to her. We want answers,” said an emotional Ganchi. The family say they suspect she had been kidnapped after money had been withdrawn from her bank account on the Tuesday after the weekend. “We are not sure what exactly happened,but we suspect that she was kidnapped. The stories that we get from the people who last saw her are contradictory and do not make any sense. At some stage we heard that she had booked herself into a hotel in Korsten. We do not know
what to believe any more,” said Ganchi. Police Spokesperson, Captain Johan Rheeder, said they have no evidence to corroborate a link to kidnapping. “We are investigating a missing person; there is no evidence that leads us to believe she has been kidnapped. We are following up on leads and have a strong reason to believe that she is alive and might be in either the Central or Gelvandale area,” said Capt. Rheeder. Rheeder said they were asking the public to contact the police if Nadia Samuels they see Samuels.
Police close down ibheya outlets NCEBA DLADLA KWANOBUHLE members of the South African Police Service (SAPS) have vowed to close down all illegal liquor outlets in the area. According to KwaNobuhle SAPS Spokesperson Constable Majola Nkohli, in conducting Operation 31 recently, police closed down at least eight illegal concoction outlets and destroyed 8 000 litres of the concoctions. Silver Town in Khayelitsha and the Taliban Informal Settlement were the major areas where this illegal concoction known as ibheya was prevalent, said Nkohli. He added that 45 blue drums were confiscated from the outlets while fines to the value of R4 800 were issued during the operation. Nkohli urged members of the KwaNobuhle community to assist them in identifying these illegal outlets and also not to buy these illegal concoctions. “Some people who are drinking these concoctions are sometimes found dead on the streets,” said Nkohli, adding that it was not the first nor the last time that police raided and closed down these illegal outlets. “We’ll continue the operation every week as statistics reflect that abuse of liquor contributes to the increase in crime. Illegal shebeens are also going to be closed down as part of this operation,” said Const. Nkohli.

Concern over ‘anarchy’ at Molly Blackburn High NCEBA DLADLA CONCERNED parents and members of the community have decided to take action after teaching and learning did not take place at Molly Blackburn High School in KwaNobuhle for three weeks. SANCO and the SACP have also expressed their concern about “the anarchy” at this school, which has a rich history of academic excellence. They visited the school last week and found it in chaos with the majority of learners not inside classrooms and teachers not teaching. “For the past two weeks we saw learners on the streets during school-hours and as concerned citizens and parents, we came and found that there are enormous problems facing the school,” said SANCO Branch Secretary Cyril Langbooi. SADTU Branch Secretary Ayanda Stuurman said problems were related to the appointment of Heads of Department (HODs), teachers’ concern over alleged embezzlement of funds, the principal not holding meetings, and the School Governing Body not sitting for meetings. Stuurman said SADTU members signed a petition calling on the Department of Education in the district to intervene. He said meetings were held where a Task Team was elected involving all the stakeholders including COSAS, but was disappointed that nothing tangible was forhcoming. “The Department is failing us. There is no leadership,” said Stuurman. Sicelo Vena of the SACP said, “I think accountability on finance is the major issue here. The other things are procurement processes, nutrition (for feeding scheme) and the principal and some members of the SGB bypassing the teacher component in taking decisions that affect the school.” Matrics were writing Trial Examinations while Grade 9 learners were involved with ANA Tests the past two weeks. Members of the SGB were invigilating as teachers had downed tools. “We are writing exams and this impasse is
adversely affecting us. We want order in the school,” said Nomtha Tapi, COSAS Regional Treasurer and Grade 12 learner at the school. “This is sad, we are the ones who are going to suffer at the end of the day,” said Ziyanda Mgibe in Grade 10. “We want to put it on record that we are not on strike! We want immediate solutions to the problems we are faced with currently - to ensure there is stability and that teaching and learning continues unabated at the school,” said James Yamile, a SADTU member. Provincial Department of Education spokesperson Malibongwe Mtima said the Department was aware of and addressing the issues befalling Molly Blackburn High School. “We met the stakeholders including the union representatives at the school last Tuesday where we tried to identify critical issues.
Those issues were addressed and a Task Team was appointed to investigate them and report back,” he said. According to Mtima, his department appreciated parents taking their oversight responsibility at the school and they love it when the stakeholders play their part in the school governance. “However, we want teachers to teach and learners to learn at school while the principal is given his or her right to manage the school,” he said.

Playpark arises out of illegal dumping site NCEBA DLADLA NELSON Mandela Bay municipality last week officially opened a children’s park in Hlawula Street, New Brighton on a site that was not so long ago an unsightly illegal dumping ground. The event was attended by the Executive Mayor Benson Fihla, Councillor Patricia Ndlovu who heads the Public Health Directorate in the Mayoral Committee, as well as other dignitaries.
By creating safe and healthy spaces for children to play out of illegal dumping sites, the municipality was in fact killing two birds with one stone, according to municipal spokesperson Mthubanzi Mniki. “As the municipality we are faced with the huge challenge of illegal dumping on one hand, while at the same time there is a desperate need for children to find safe spaces to play without facing the dangers of speeding cars on the road,” explained Mniki. Mniki said the Metro started this
project to fulfill a commitment to create complete Human Settlements and Sustainable Communities as part of the United Nations Declaration. The municipality has converted 11 illegal dumping sites into playing parks in the past financial year and was hoping to convert at least six this financial year. “We want residents to continue to say no to illegal dumping while they must encourage their children to use this Playing Park for recreational purposes,” said Mniki.

Joint campaign to combat electricity theft and deaths NCEBA DLADLA A JOINT operation between the Nelson Mandela Bay Municipality, Eskom and Operation Khanyisa to empower members of the community with creating better and safer usage of electricity is bearing fruit. Operation Khanyisa is a national partnership campaign aimed at fighting electricity theft by mobilising residents to become legal, safe and efficient electricity users.
Aimed at assisting the indigent members of the community, the operation started in earnest at New Brighton Shopping Mall in Port Elizabeth on Friday September 13 and will continue until October 12. “The event is part of a month-long campaign to empower communities by communicating with them at taxi ranks and shopping malls about safety measures, renewable energy options and municipality electricity services meant for the indigent,” said municipal spokesperson Mthubanzi Mniki.
Members of the comunity are invited to attend these meetings scheduled to go on until October 12. “We are happy that the municipality has created a partnership like this, where people’s lives will be improved for the better. As political leadership elected by the people, we are calling upon them to adhere to safety measures when using electricity,” said Ward 17 Cllr Ncediso Captain. IDAMASA president Bishop Sandile Jika called on residents to work with government
in the provision of safe, sustainable and reliable electricity. “People must work with government and stop illegal connections that lead to damage of electricity equipment and pose a danger to themselves and their children,” said Jika. Aaron Gqadu bids farewell to teachers NCEBA DLADLA THE word “farewell” was dissected and its true meaning revealed during a function at the Daku Hall, Kwazakhele last Friday for three teachers who retired from Aaron Gqadu Senior Primary School The teachers, Thembisa Marele, Ncumisa Wababa and Sikho Mkwelo, who together served 100 years at the school, were described as highly dedicated teachers whose retirement will be a great loss to the teaching profession. The three were involved in class-teaching as well as in extra-mural activities like music, debating and sports. “We want to wish you well, though your leaving the profession could be referred to as a braindrain,” said PE District’s Education Development Officer (EDO) Walter Ah Sheen. Ah Sheen urged the remaining educators to
stand up for education and that parents should get back to the basics. The school designated a teacher to speak about each retiree, and the principal Nkululeko Klaas spoke passionately about Mkwelo whom he regarded as a friend from their days at Lovedale College in the early 1970s. Miss Mabitwe thanked Marele, a former professional nurse, who “has a good sense for fashion and is a financial guru who wanted accountability for every cent used”. “Ma’m Wababa will be remembered for being humble and respectful, and who encouraged pupils to love education to better themselves and their communities,” said a teacher Miss Jonas. Guest-speaker and principal at Lonwabo for the Physically Disabled, Charlie Klaasen, who is a former Aaron Gqadu PS teacher, described the word farewell as: F-faithfulness; A-assurance; R-respect; E-empathy; W-willingness; Eexemplary; L-leadership; L-loyalty.

Sobriety Week fights liquor abuse REPORTER DEPUTY Minister of Trade and Industry, Elizabeth Thabethe, says government alone cannot win the war against liquor and drug abuse. Thabethe was speaking in Motherwell, Port Elizabeth last week where she launched the third annual Sobriety Week, a national campaign aimed at creating awareness about the adverse effects of liquor abuse. “Members of the community, as well as liquor traders and distributors must join forces with government in order to combat the scourge of alcohol and drug abuse that is plaguing the country. As government, we need communities that will make it their business that their children are protected from exposure and access to liquor by other persons including ourselves. We need adults who will take responsibility of parenting and setting a good example through responsible conduct
like not making liquor accessible to children during festivities,” said Thabethe. She added that government would like to see the liquor industry coming on board to alleviate the negative socio-economic effects that the abuse of liquor has in the country. “We need liquor traders to comply with the conditions of their licences. Liquor must not be distributed to retailers that are not registered and it must not be sold to children and pregnant women. We need business to take the moral stand not to make profit at the expense of children because they are killing our future,” said Thabethe. Thabethe said government recognised challenges faced by communities such as unemployment. “The more than R39-billion that government spends annually on cases related to alcohol such as accidents caused by drunk driving could be utilised to create more jobs, particularly for the young people and to better the lives of all South Africans,” said Thabethe. eksklusief aanlyn by

Two males, Luzuko Dayimani (16) of KwaNobuhle in Uitenhage and Simamkele Jacobs (15) from Motherwell in Port Elizabeth together with females, Nthabiseng Didi (16), Nomonde Genge (16) and Sandisiwe Gxogxo (17) won gold medals in their respective divisions at the EC Games in Grahamstown two weeks ago and qualified to represent the province in Mangaung. But before they travelled to the SA games, the five boxers who are all school pupils, will meet for a camp with other members of the EC team in Mdantsane,
East London this Friday. “We are hoping to bring back gold medals from the SA games. We have upped our game in the Nelson Mandela Bay Amateur Boxing Organisation (NMBABO) lately. Out of seven regions we came third in Grahamstown,” said Mputhumi Makeleni, metro boxing head coach. “These young stars are dedicated to the sport. They are highly talented,” he added. “And, we are happy the games are taking place during the school vacation as all of them are still at school, which means that they have got a brighter future ahead of them,” said NMBABO Secretary Ntsikelelo Ndimande. “We thank Nelson Mandela Bay Municipality for the support. This is a good investment in the future of the youth,” said Makeleni, who is also the EC Amateur Boxing Organisation coach.

Students learn about rich struggle history of Langa Memorial Site NCEBA DLADLA NELSON Mandela Bay residents must know, honour and respect Heritage Sites in the townships, as these are sacrosanct and carry undiluted South African history as it should be known, said Ward 45 Councillor Zolani Ncwadi.

Ncwadi was speaking at the Langa Memorial Heritage Site at Maduna Street, KwaLanga in Uitenhage last Wednesday during a cleaning campaign of the site which was spearheaded by the ANC Branch and the volunteers in the ward. The Langa Memorial Heritage Site is where 20 unarmed people were gunned down by the apartheid apparatus in 1985. This happened while they were commemorating the death in 1961 in Sharpeville of 69 people. Hundreds more were maimed during this event which was to become known as the Sharpeville Day Massacre. In this democratic dispensation, the day is now known as Human Rights Day. “This is actually an educational programme to conscientise residents about the importance of looking well after heritage sites and to protect them against vandalism,”
said Cllr Ncwadi, who together with former Cllr and struggle veteran Aubrey Mali answered questions by Nelson Mandela Metropolitan University (NMMU) Tourism and Anthropology students who were doing research on the site. “We’re here to support, but also to urge local artists to utilise these sites for their benefit. This facility must be kept safe so that they can use it to make television documentaries and films for instance, any time of the year, and not to only come here during Heritage Day,” said Uitenhage Arts and Culture Organisation Chairperson Martin Pram. One student wanted to know what the leadership was doing about the vandalism that was destroying the site and Cllr Ncwadi retorted, “We are busy creating an awareness campaign for now. But soon council will start with renovations of the facility hence we are asking every caring individual to guard the site.” “I always knew that Nelson Mandela Bay and the Eastern Cape have a very rich history of involvement in the struggle for liberation. This exercise was good so that we (the youth) should know that a heavy price was paid for the freedom we enjoy today,” said Kwandiwe Mjana, an NMMU student.
Firstofitskind XDRTB ward opens in Port Elizabeth REPORTER HEALTH services in Nelson Mandela Bay got a major boost on Friday after a new “centre of excellence” was opened to cope with the difficult strain of extremely drug resistant tuberculosis (XDR-TB) and its impact on patients in the region. A first of its kind, the 40-bed XDR-TB ward was opened at Jose Pearson TB Hospital in Port Elizabeth by Eastern Cape Member of the Executive Council (MEC) for Health, Sicelo Gqobana, officials from the Department of Health and top municipal and health sector officials. Sod was also turned on the second – and more complex – phase of the Jose Pearson TB Hospital upgrade to mark the onset of construction of the new pharmacy and outpatient department (OPD) sections of the hospital. “Today we are delivering best practice, the first of its kind XDR-TB ward in the country,” said Gqobana, adding that the model would be replicated around the country as it represented a centre of excellence in health. Gqobana also said the department did not have “the luxury of time” when it came to delivering services to the people and that infrastructure projects were an integral part of addressing the challenges in the health sector, of which the new ward, pharmacy and OPD centre at Jose Pearson were lead-
ing examples. The second phase of the R19-million construction project will see the establishment of top-class facilities to serve the local community. The project is being managed by the Coega Development Corporation (CDC), the department’s implementing agent on a range of provincial projects. “This highly important project is geared to meet the needs of people with TB in Nelson Mandela Bay,” said Eastern Cape Health MEC, Sicelo Gqobana. A mixed mode approach, focussing on social and infrastructural interventions for dealing with site-specific challenges at Jose Pearson, has resulted in improved TB cure rates, Gqobana said. “Before we started here, there were no recreational services or facilities and as a result many of the patients absconded and started to default on their treatment, a tragic situation for managing TB. So we focused on building sporting and recreational facilities and engaged with the patients and their families to understand and meet their needs,” he said. “We also embraced a community management approach in terms of TB treatment and those who are not highly contagious are now treated in the community. All of these interventions have resulted in an improved cure rate for TB patients, something we are very proud of,” said Gqobana. The second phase started last week as ground was broken on the site of the new pharmacy, led by Masithembeke Construction. “This new construction phase will create about 50 jobs,” said Gqobana. “The SMME component, which aims at 35% small business participation, will also see about R6.7 million of the project value earmarked for SMMEs. We are thinking about communities from beginning to end. Even at the construction phase we are focused on participation and equitable distribution,” he added.
The OPD construction will include a dispensary, two consultation rooms, two offices, staff ablution and facilities, a bulk store with proper cold room storage and an outpatient collection from dispensary. José Pearson TB hospital is a 230 bed hospital which also provides emergency services, medical services, paediatrics, Anti-Retroviral Treatment (ART), occupational, pharmacy and TB services, as well as prevention of mother to child transmission and voluntary counselling and testing. The construction will run for 11 months and is expected to be completed by August 2014.

This means that Bishop Hoyi, who is also Nelson Mandela Metropolitan University (NMMU) Missionvale Campus Operations Manager, will add under his cap the daunting task of managing the growth and sustainability of the parishes belonging to the African Catholic Church. PE Express Indaba spoke to this married father of three boys from KwaFord in New Brighton about his new role and what he thinks is the relevance today of the church in the world, and especially South Africa that is grappling with understanding Human Rights as they are enshrined in the country’s consti-
tution. “First, I want to acknowledge that the task ahead is not going to be easy. I’ll have to depend on prayers to ask God for leadership, strength and guidance,” said Hoyi. “In saying the Bishop’s Charge during my enthronment I mentioned that my role is to establish parishes around the province. I’ll assist the present parishes to perform better and make sure that they understand exactly what the role of the church is in society. We’ll define the model parish and avoid chaos.” Asked what the role of the church is he said, “The church is the eyes and and ears of God. We are compelled to propagate the Gospel of God to all nations, to be good stewards, to teach our people to be hard working and accountable to God.” According to Hoyi, many people confuse the rights they have in a democracy and the theocracy that God demands from His people, hence
this infighting and lawlessness that is sometimes seen in the church today. “The church is under strain because of external influences from outside world,” he said The challenges of early childhood pregnancy, domestic violence, crime, rape, rampant divorce and corruption were however, some of the ills that society faced which a praying, strong and effective church needed to address. Furthermore, Hoyi said he wished African Bishops could form a Forum where they could talk and find solutions to common problems that they faced. “That forum must help us find ways to encourage our ministers and grow our parishes. The workers who strike and people who protest for service delivery are our parishioners. We have to find better ways to help our people with high stress levels,” said Bishop Hoyi, adding that the church cannot operate in isolation.
