Shock over drug abuse at local schools S

CHOOLS and the police have joined forces to eradicate drug abuse amongst pupils.

In two separate incidents this past week learners from two high schools in KwaNobuhle were found with evidence of druguse and binge-drinking. Members of the Community Police Forum (CPF) and South African Police Services (SAPS) in KwaNobuhle conducted a random search for drugs and dangerous weapons at Nkululeko

High School last week and they were shocked with what they found. “The principal of Nkululeko High School, Thobeka Stokwe, and staff noticed unusual behaviour of some of the pupils and realised that they were using drugs,” said police spokesperson Constable Majola Nkohli. “Their behaviour made it very difficult for both educators and learners to perform their duties,” explained Stokwe. The school authorities did their own search but could not find any drugs and the learners did not want to give any information. The principal then wrote a letter requesting

the Police and the CPF as part of its Safer Schools Programme to conduct a search. “We confiscated unknown capsule tablets during the search and have taken those to the laboratories for analysis,” said Nkohli. In a separate incident last week, police were alerted by concerned KwaNobuhle parents after learners from Molly Blackburn High School allegedly hired a tavern for a matric farewell afterparty. “The school took matrics to a hotel in Port Elizabeth for their farewell, but the pupils decided also to hire a tavern for what they called a ‘Phase 2’ of the farewell function, said Nkohli,

adding that the learners allegedly sold liquor to under-age children. He said this was happening without any supervision as the tavern owner was not present during the learners’ party. Majola said police closed the tavern immediately and have reported the matter to the Liquor Board. “I’d like to urge other schools experiencing drug problems to ask the police for assistance in curbing the use of drugs by the pupils,” said Const Nkohli, adding that they had conducted similar operations in the past which assisted in the identification of the mushrooming drug posts.

The team, which is part of the Coega sponsored Maths and Science Programme, competed in the national competition after being crowned overall winners of the Port Elizabeth Algoa Regional competition of the South African Institution of Civil Engineering (SAICE) water competition in July. They were the only school from a previously disadvantaged community to take part in the competition where it competed against wellestablished schools in the region such as Daniel Pienaar, Alexander Road High, Victoria Park High and Muir College. The schools water distribution network competition started in 2003 when SAICE and Rand Water both celebrated their centenaries and jointly decided to launch a water competition as part of their festivities. The competition emphasises the importance of water distribution networks for supplying safe and clean drinking water to South Africa, as well as encouraging learners to take maths and science as school subjects.

Port Elizabeth Taxis Associations say there will be no tariff hike LIZEKA TANDWA After the call from the South African National Taxi Council (SANTACO) for taxis to increase their tariffs, Port Elizabeth Taxi Associations say they will not heed the request as it would hamper their business. Taxi Associations in Port Elizabeth are rejecting the call for an increase in taxi fare, accusing SANTACO of not realising the impact it would have on commuters and their business. SANTACO recently said they were proposing tariff hikes,ranging from R1 to R5, depending on the routes. SANTACO Executive, Kelibone Mankayi, said they had now implemented a standard plan for Taxi Associations in the province to increase tariffs every July of each year, so commuters could be comfortable with the tariffs by the festive season peak. “We are aware that PE Taxi Associations are rejecting the proposed tariff hikes and we are negotiating with them in this regard,” Mankayi continued, saying, they were aware of how the increased taxi fares would impact on commuters as well as the struggling Taxi Associations but had no other choice owing to hikes in petrol prices. Ncedo Association Executive Mandisi Mk-

haza said they (UNCEDO) had not yet discussed any tariff increase as the association for the coming months. “We were surprised to hear from radio stations of SANTACO’s request to increase tariffs as this was not discussed with our association. The taxi industry in the PE region is already suffering with many of our commuters finding other means of transport. Our taxis are empty and many people now find travelling with buses a much cheaper option and some are even taking chances at hiking spots because of our high prices.” Ncedo Taxi Association transports long distance commuters and commuters travelling around all Port Elizabeth townships. Mkhaza said SANTACO had no idea of the economic crunch they were dealing with at local level, saying, “ SANTACO makes decisions at national level which impact us. The organisation has little insight into the problems faced locally. No one has ever come to us and discussed changes in tariffs. We are left in the dark about these issues.” Controlling most of the Northern Areas, Algoa Taxi Association executive, said they also had no intention of increasing tariffs. “Things are tight at the moment. We normally rely on SANTACO to decide on changes in fares but we currently have no intention of making any changes which would be detri-

PE policeman found murdered NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) have condemned the callous murder of a Port Elizabeth police officer whose body was found in the bushes between Motherwell and Uitenhage last Thursday night. He had sustained one gunshot and three stab wounds in his upper body.

Sergeant Willem Pretorius (36), who was off-duty during the murder, was based at Gelvandale Police Station. He was reported missing last week Thursday and police launched a search for him. “His vehicle was found in the bushes between Motherwell and Uitenhage,” said Provincial Commissioner Lieutenant General Celiwe Binta, adding that the SAPS Management in the province have expressed shock over the senseless murder.

According to Provincial Police Spokesperson Brigadier Marinda Mills, the police also found an injured, unknown adult male a few metres away from the vehicle of the deceased Sergeant. The other victim sustained multiple stab wounds. The man was rushed to a nearby hospital for medical attention but according to police reports he was not in a condition to assist the police in their investigation.

Brig. Mills said the policeman’s firearm, that was initiatially reported as missing, was actually found at his house. “The motive of the murder is not known at this stage,” said Brig. Five suspects nabbed during shoot­out with police NCEBA DLADLA SWIFT response from KwaDwesi members of the South African Police Service (SAPS) in Port Elizabeth led to the arrest of five suspects involved in a business robbery at the weekend. Three of the suspects were admitted to hospital after sustaining injuries in a shoot-

out with the police. Two KwaDwesi police officers were busy putting fuel in their vehicle at a petrol station at 8.15pm on Sunday evening, when the five suspects entered the shop on the premises. The suspects had allegedly jumped over the counter and pointed three firearms at the workers. They took money and cigarettes.

Attack on Motherwell policewoman condemned NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) in Motherwell have condemned the continued violent attacks on women by thugs. According to police spokesperson Captain Andre Beetge, members of the SAPS are still looking for suspects responsible for the attack and disarming of a female police official on May 21 while she was on duty. In a report, Beetge said the female police official was attending a complaint at Quko Street NU4B in Motherwell when she was attacked by two suspects. “While at the scene, the suspects attacked the

official by throwing her to the ground, kicked her and took the firearm and vehicle key as well as a petrol card before they fled in a Toyota Corolla,” said Warrant Officer Dumile Gwavu in a statement sent to the media. Beetge explained, “This was not only an attack against a police official. It was also an attack against a woman; so as we celebrate the role of women in this month of August, we urge members of the community to assist the police to arrest the suspects and put a stamp against women and child abuse.” Anyone with information about the incident is asked to contact Warrant Officer Des Swart of Motherwell Police Station at, 0041 505 6516 or 082 772 1654.

in court soon while the hospitalised suspects will be treated under police guard until they are ready to appear in court. “The suspects for now will appear in court for business robbery. Other charges could be added as police are still investigating whether the firearms used were legal or not, and whether they had possibly been used in the past to commit other crimes,” said Gwavu.

Uitenhage cluster records 136 arrests over the weekend REPORTER POLICE officials in the Uitenhage Cluster have made more than 136 arrests over the past weekend. According to Uitenhage police spokesperson, Warrant Officer Gerda Swart a total of 79 fines were issued. Arrests made include robbery, the illegal

possession of drugs, assault with the intent to do grievous bodily harm, driving under the influence of liquor, fraud, burglary, theft and the possession of suspected stolen property. The operations conducted were held from Friday evening, 16 August until 10am on Monday, August 19. Low­income earners receive another housing project LIZEKA TANDWA

Imizi Housing Utility is calling on all qualifying

residents of Nelson Mandela Bay to apply for rental units in the new housing development called Fairview Link, in Restitution Avenue, Fairview. The project is currently under construction. This is the second project by Imizi Housing, funded by the Department Of Human Settlements, for 368 new rental units. The first units are expected to be ready for occupation by February 2014. At the current rate of progress on the site and current favourable weather conditions, it may be possible to have the first completed units ready for occupation by the end of the year. The project has been made possible with the support of the Port Elizabeth Land Restitution and Housing Association (PELRHA). Descendants of PELCRA members are encouraged to ap-

ply for units, provided they earn between R2 500 and R7 500 (inclusive) per month and meet the other qualifying criteria. “The housing project is mainly for people earning less than R7 500 and more than R2 500. A total of 30% of the units will be reserved for those people who are descendants of Fairview Land Restitution beneficiaries. They however have to meet the qualifying criteria,” said Imizi Housing Utility CEO Thamsanqa Ngcezula. The qualifying criteria that an applicant should meet are as follows: . Must be a South African; . Must be a least 21 years of age; . Must not be owning or have owned a RDP house; . Must not be owning or have owned a FLISP house; . Must never have owned a bonded house or commercial/business property.

According to Ngcezula, PELRHA made the land available to the Home Market and Imizi Housing for the development and on-going management, respectively, of the social housing development. This land was earmarked for private and commercial development. “Since the project will be on the land claimed by beneficiaries we saw fit to reserve a percentage of the social housing project for them. The intention of building such projects is to allow our low-income earners the same quality of living as those who are living in commercial units,” Ngcezula added. People who stand to benefit will need to apply in September at the Imizi Office in Upper Dickens Street, Central. The applicants will pay a non-refundable application fee of R150 and must bring the following documents : . ID of applicant and spouse / partner; . Birth Certificates of children and depend-

ants; . Payslips of the past 6 months; . Bank Statement of the past 6 months; . Affidavits ( if applicable ); . IRP 5; . Personal Budget Form. Ngcezula said they would be building two other projects in the near future, with one in Fairview and another one in Mt Croix. Women patients empowered to face life’s challenges NCEBA DLADLA A GROUP OF women who are patients at Dora Nginza Hospital, KwaZakhele in Port Elizabeth were told to speak out against any form of abuse, wherever it rears its ugly face. Speaking at Ward CG3 during a workshop the hospital organised for the patients and student nurses last Wednesday in the spirit of Women’s Month, Clinical Psychologist Melody Crafford told the women the importance of looking after themselves well to avoid stress and depression which could lead to suicide. Crafford who has a practice in Sixth Avenue, Walmer, reminded the women about their in-born ability to multi-task. She said women manage roles as mothers, spouses, employees so well but sometimes forget to look after themselves. “You forget self, and it is wrong,” said Crafford. According to Crafford, men were typically seen as strong mainly because of their physique and masculinity. Women on the other

hand, she said, underestimate the strength that they do possess to deal with multiple problems. “If women could realise how much strength they have, many problems society faces could be solved,” said Crafford, adding that “women should rather harness their strength in order to cope with the demands placed before them - because they are women.” Dora Nginza Principal Senior Social Worker Pamela Rubushe said the workshop was organised to celebrate women in this their month, to create awareness against abuse and, most importantly, to empower women in these challenging times. “Women need these kinds of workshops in order to know how to deal with life’s challenges and continue to live positive lives,” said Rubushe. Vuyiseka Mngqibisa, a patient said, “I feel good and safe because I’ve got a voice to defend myself against challenge that I may face in life. Usan’ olungakhaliyo lufel’ embelekweni. Loosely translated, it means if you do not look after yourself you’ll always be a victim.”

The registered Non Profit-making Organisation (NPO) based at Mdingi Street in Zwide township has close to 100 volunteers on its books. These are people who look after the sick and dying in this impoverished area in the Nelson Mandela Bay Municipality. The NPO does home-based care and offers support groups for the sick as well as orphaned and vulnerable children (OVC) including children who find themselves heading families. “We started this NPO in 1998 as a homebased care project for TB patients. We were helping them get treatment as Directly Observed Therapy Supporters (DOTS),,” said project manager Julia Tapi. With the notable increase in HIV/Aids infections in the area VUK’UKHANYE decided to add an HIV/Aids component to the visits to give assistance and support especially to those who are bedridden. According to Project Director Patricia Mzozoyana, they also went to clinics to assist and found the patients welcoming the idea of working with them to accept their HIV status and

if infected, disclose to a most trusted person when the time was right. “We wash them and make sure that they take treatment after getting something to eat,” explained Sibongile Khumalo, a home-based caregiver, adding that they also run a soup kitchen to provide the sick with hot meals. Fresh vegetables come straight from the garden while other volunteers are involved in the Schools Cleaning Programme for a stipend which also helps them to continue giving their services. “Among the struggles we face are dealing with people who default on taking their treatment some because of alcohol abuse,” said Asanda Andries, adding that they however try to encourage them and even collect the medication for the patients to make it easier for them. “Our desire is to get a place of our own, to build a community centre and a creche for children as there is currently none here,” said Tapi. “I know and support Vuk’ukhanye. They are making a huge difference in the lives of the needy in the ward. They need space and use my office’s toilet,” said Ward 28 Councillor Buyelwa Mafaya. She added, “Vukukhanye is restoring people’s confidence and hope. Through their volunteers they reduce unemployment and I support them 100 per cent.”

Will Botile bring an end to a boxing national title drought in the metro? NCEBA DLADLA

NELSON Mandela Bay will have a new South African Super Middleweight champion on Saturday September 21, that is, according to Walmer, Port Elizabeth boxing trainer, Caiphus Ntante. Speaking to PE Express Indaba about the prospects of his charge, Ntante said the metro municipality must prepare to roll out the red carpet for the challenger, Masixole Botile, is going to beat champion Balimo Weliya when the duo lock horns for the crown at Mdantsane Indoor Sports Centre, in East London. Mandela Bay metro had never won a national crown since Mbulelo Nyanda beat Phathutshedzo Nemukongwe on Knock Out (KO) 1 for the SA Junior Flyweight diadem in Durban in 2003. This 12-round championship bout will be the main attraction of Mamali Boxing Promotions boss Siphatho Handi’s exciting bill. Weliya will be making a voluntary defence

Truth be told, Botile carries much fire-power that will be enough to thwart any of Weliya’s plans. Without a doubt, Nelson Mandela Bay will have a new SA champion on the fight night. Botile will win on a knock out,” a bold Ntante predicted.

KwaNobuhle boxing tournament to benefit future boxing star Mphumezi Williams NCEBA DLADLA TEAM Nompumelelo in conjunction with Sikhothina Combined School of KwaNobuhle in Uitenhage will hold a boxing tournament at the school hall this Friday starting at 12 noon. The tournament will feature eight Nelson Mandela Bay boxers who qualified to represent the metro at the Eastern Cape Amateur Boxing Organisation (ECABO) games in East London on September 6 against a selected team from the metro. Bay judokas who shone with medals in national rankings in Jozi, thank the Mayor NCEBA DLADLA SEVEN of Port Elizabeth young Judokas brought home nine medals after partaking in a national competition at Turffontein in Johannesburg last week. Members of the Budokwai Judo Institute at Hoza in New Brighton township led by sensei Kenneth Magqabi shone against national opposition at the National Ranking Games. Seven out of nine Nelson Mandela Bay judokas who were part of the Eastern Cape Team won medals against stiff opposition from other provinces, according to Magqabi. “It was not easy,” an overjoyed Magqabi pointed out. He said Dojos usually sent to the competition the best athletes who fight hard to be at the national rankings which was where provincial players that would represent South Africa against other countries of the world were chosen. “You fight hard to be at the national rankings, and my boys did well,” said Magqabi who thanked The Office of the Ex-

ecutive mayor Ben Fihla for assisting the team with transport, accommodation and meals during the trip to the Golden City. He said his players paid only R150 each to take part in the fights. “Without the office of the Mayor’s assistance, we would not have achieved this. We want to thank especially the Mayor for the assistance,” said Magqabi, adding that the players who all come from disadvantaged communities are sometimes deprived of the opportunity to show their talents owing to lack of funds. “I used to charge players a joining fee and R10 a month subscription but was forced to stop it because they cannot afford it. Lion City end of the season awards function NCEBA DLADLA OUTSTANDING players and officials were honoured during Lion City FC end of the season awards ceremony which was held at Raymond Mhlaba Sports Complex last Friday evening. There were lots of festivities to entertain such as the dance performed by Kuyasa Cultural Dance and Modern Dance group and music by Bongani Mbangi (aka DJ Disco). Guest speaker Isaac Klaas urged youth to respect the team officials and on and off the field they should be disciplined. SAFA Nelson Mandela Bay President Mzimkhulu Fina also appealed to football players to take education seriously. Club President Dr Ngubo Biyana stated that the awards function was used as a tool to motivate officials and players to deliver more for the club.

At the stroke of the halftime Visitors decreased the deficit to 19-6 through a penalty taken by Phillips. Early in the second half Visitors came up strongly, thus playing their running rugby. Visitors’ outside centre Lester Draaghoender’s try reduced the deficit to 19-11. Phillips’ penalty gave hope to their supporters when the scoreboard read 1914. Wallabies’ last try scored by Arnold Kriel dashed any hopes of the Visitors of coming back and the final score was 24-11.
