Taverners say no to new smoking laws NCEBA DLADLA

T

OWNSHIP taverns are up in arms against government’s new antismoking regulation.

This became evident during a media briefing called by the Bay’s Taverners Association at T&T’s Place, Kwaza Street,

New Brighton, Port Elizabeth yesterday. The briefing was called to inform the public of their disappointment about what they regard as government passing extreme antismoking regulations without consulting them as the major stakeholders. They said they were opposed to the Department of Health’s development of two sets of regulations which tavern owners believed

would spell disaster for their businesses and the communities in which they are situated. They argued that they as taverners created jobs and income for people living in one of the most impoverished areas of the country. “The first regulation will ban all indoor smoking and dictate that patrons can only smoke ten metres from a window, entrance or walkway,” explained Nelson Mandela Bay

Taverners say no to new smoking laws Said Nqam, “These regulations are completely out of touch with the realities of township life and culture. We are very disappointed that Minister Motsoaledi has not taken us and our circumstances into consideration.” According to Nqam, compliance to this regulation as it stands would be very difficult for any township in South Africa. In addition, it would only be encouraging them to operate on the wrong side of the law. “We were forced to operate illegally under apartheid, and now the party we voted

for is forcing us to be illegal again. This is unacceptable to us,” said Nqam. Nqam said they all feel that what the health minister is trying to do is to take away their business as entrepreneurs coming from the most distressed areas in the township. “We don’t think President Zuma would agree to regulations that effectively harm township business and I’m sure Minister Motsoaledi doesn’t want to be remembered for being the Minister that crippled a sector of township society that struggled so hard to make it in the bleakest times of our history,” says Nqam.

Members of the South African Police Service (SAPS) in Motherwell were called when the shack in Machel Street, NU 10 was in flames at around 1am on Sunday morning According to SAPS spokesperson, capt. Andre Beetge, it is alleged that

the boyfriend acted in rage out of jealousy, and set the shack alight. “We do not know what really happened except that a jealous boyfriend went out and locked the two inside the shack and set the shack alight,” said Captain Beetge. The man, who cannot be named until he has appeared and pleaded in court was arrested. It is expected that he will appear in court today. At the time of going to press, it was not known whether the man was the father of the 4-year-old girl.

New court will help police fight gangs LIZEKA TANDWA

POLICE who have been fighting gangs in the

Northern Areas and who have been frustrated with the slow movement of cases through the justice system are hoping that the opening of the newly built Gelvandale court today will help keep gangsters behind bars and out of the streets.

The Minister of Justice and Constitutional Development, Jeff Radebe, will open the court at 9am. Criminal cases will be heard here from May 2. Provincial Police spokesperson, Brigadier Marinda Mills, said that for some time now they had been requesting a specialised court which would hear only gang-related incidents , and were relieved that a step had been taken towards this goal. Mills said they had formed a forum to negotiate for this court which would help speed up the process which has seen many alleged gang members released and witnesses waiting for months on end to testify in court. In a recent visit to Port Elizabeth, the MEC for Safety and Liaison, Helen Sauls-August, said the ongoing gang violence had claimed over 117 lives in the last two years. Brig. Mills said police alone cannot solve the issue of gangs in the Northern Areas. “All role players such as the Justice Department and Social Development Department have to help. It’s easy to blame the police when criminals walk free but our officers on the ground have also been frustrated with the system. They are working tirelessly to ensure these criminals answer for their crimes. “We will all reap the benefits of this local

court. Local courts such as the one in Gelvan-dale help speed up the process and justice is seen to be done,” added Mills. Mills said the courts also needed to ensure that witnesses were protected and not threatened by would-be offenders as they had been in the past. The special gang court would also eliminate long waiting periods for witnesses to testify in courts should it be approved. Mills said some of the problems experienced by the Police in the Northern Areas are, among others, the socio-economic conditions, gangs’ hold on the community and witness protection, which is run by the Justice Department, that need to be better. . In a statement by the Department of Justice and Constitutional Development on the official opening of the Gelvandale Branch Court, the department stated that the opening of this court exhibits the department’s efforts to bring justice closer to the people and to improve infrastructural development. Gelvandale court was proclaimed as a holding court in addition to Port Elizabeth seal of magistracy on the November 1, 1976. It is servicing Gelvandale and Bethelsdorp Police Stations. Currently the court is a branch court of the Port Elizabeth Magistrate Court that hears criminal cases and will add family courts such as maintenance and domestic violence as from May 2, 2014. The official opening of the court today will be followed by an Imbizo at the Helenvale Resource Centre where members of the public will interact with Minister Radebe and other panel members on issues relating to justice from 12:00.

Mzikayise Ngqongoza had to fight for his life in jail NCEBA DLADLA AN UITENHAGE woman, Silvia Ngqongoza, whose son, Mzikayise, was arrested for allegedly raping an eight-year old girl in KwaNobuhle and spent almost six months at St Albans Correctional Services before having his case provisionally withdrawn, wants justice to be done - justice not only for being jailed but also for what he had to endure there. Mzikayise, who attended Mzamomhle Special School, was allegedly ill-treated in prison and was forced to fight and join the 28 gang. He has the number 28 inscribed on his shoulders. “I was told that I’d become someone else’s girlfriend and because I refused I had to fight. After fighting against four guys they told me

I had passed and would get the number 28,” said Mzikayise. He said he felt uncomfortable and scared every day in jail because he did not know what would be happening to him next. “My son pleaded his innocence (on the rape charge) but was even denied bail,” said Silvia of Nala Street. Mzikayise (26) was released from jail about two weeks ago after his case was provisionally withdrawn. According to National Prosecuting Authority regional spokesperson Tsepo Ndwalaza the case was provisionally withdrawn after consultation with the victim and her mother. Ndwalaza added that the NPA was awaiting an assessment report on the victim after which the Director of Public Prosecutions would make a final decision.

Khula Community Development Project’s Petros Majola said “This is a difficult case. First we wonder why he (Mzikayise) was arrested in the first place. Did the police investigate and then arrest or did they arrest then investigate?” About the provisional withdrawal of the case, Majola said it was as the NPA was saying. It was pending investigations, awaiting the results that could lead to the withdrawal of the case, the accused being dismissed or the accused being subpoenaed to appear in court, if there was new evidence pinning him to the case. Majola said gangsterism in SA jails needed to be wiped out by the Correctional Services Department in order to be able to rehabilitate inmates.

Funding needed for development golf

AA Class PGA member Gary Parker and PGA tour player, Joe Trongo, have been coaching development golfers at the Walmer Country Club for the past 15 years and are asking for funding to help sustain their coaching. Parker said funding was sporadic and that has resulted in the coaching not being sustainable. “The level of achievement never progressed much further than that of single figure handicap dub golfer owing to us the coaches spending more time paying customers in order to earn a living,” he said. Parker is a former EP junior teams coach and has coached numerous tour professionals such as

Lyle Rowe, Kyle Stevens and Mark Fensham. Trongo started out as Parker’s assistant and has progressed through the years of experience. The duo who coach 15 kids from Walmer township say they would love to coach the kids full time but they need funding and have approached businesses and prospective sponsors who have backed down. “Perhaps a plea to any business that would like its name attached to the coaching programme would be the best way to go. If we can get different businesses to sponsor R1000 to help the kids, that would help the programme. Parker said they need a 12-month

sustainable sponsorship and they have already managed to get donations for the golf equipment. Ten-year-old Luthando Jonas from Walmer township said he has been playing golf for a year now and enjoys the coaching from Trongo. “I love playing and it’s a different game from soccer. I am happy the time I spend with my coach and golf helps me stay away from bad boys at home.” Abulele Mthukuse, 12-years-old, said he wished that they would train more at Walmer Golf Club and he wanted to become a professional golfer one day. Renaissance students need help to breathe new life into education

NCEBA DLADLA TWELVE students of the Renaissance Training College in Port Elizabeth need financial assistance to keep their hopes and dreams of making a difference in education alive. The students who registered for the Early Childhood Development (ECD) Experiential Learning at Level 5, feel abandoned by their sponsor, the Community Chest, who could not pay for their annual fees since last year to date. The group facilitator at the institution, Judy Leghman, said she was happy training the group but was unable to continue as they owed R15 500 each in fees. This, she said is after The Community Chest CEO Beaula Lumkwana paid about R70 000 for their registration a few weeks ago. “I have lost two teachers already because the students could not pay fees. I am under pressure now to close the school because we cannot work without pay,” said Leghman who believes her centre was giving the students the best educational arsenal in the changing trends of the country’s economy. The group, which was organised from Nelson Mandela Bay Wards 4, 26, 27 and 28 for

this opportunity of a lifetime, decided to continue with the course after finishing level 4 while others left to find work, they said. “We decided to study on, because according to the latest requirements in education, ECD teachers should have passed at least Level 5,” said Teboho Ramatlapeng (25), a student. According to Ramatlapeng, the idea of continuing with the course was discussed with their sponsor Lumkwana, who they now claim is reneging on the promise to pay for their tuition. They claimed it took a lot of digging to get the registration paid for, allegedly from the funds from ACSA. “After sending us from pillar to post, Beaula said there is no money to pay for our fees. We are afraid now that if we do not pay the money owed to the Renaissance Training Centre, we’ll be kicked out of the premises,” said Monica Melwa (48) who is otherwise very happy with the type of education they were receiving at the centre based at former Algoa College Campus in Struandale. Melwa said, “We do not have the money to pay for our fees. There is not income at home. My husband is unemployed after he lost his job in 2000.” Ntombozuko Kayingo (35) said she cannot afford to lose the course. “If I do, I’d be losing

PHOTO:NCEBA DLADLA a big job opportunity and the children would lose the best qualified teacher.” She said principals of the schools they attended for practicals were happy with the work that they did. But Beaula Lumkwana has another version. “I feel sorry for those people. I must state that we are not bursars. We found them the institution to study because they wanted education. The prerogative of the Community

Chest was Poverty alleviation, Income Generation and Health.” Lumkwana said the Community Chest, which is a non-profit organisation (NPO) is also struggling with finances. She added that matters were made worse by big business doing their own Corporate Social Investments (CSI) projects rather than giving the task to the middle-man, in this case the Community Chest to do it.

ACC’s EC Bishop Sonwabo Hoyi calls for peace and Godly rule NCEBA DLADLA SELFLESSNESS is key if Christians were to make a positive contribution in the communities in which they live. This is according to Bishop Sonwabo Hoyi of the African Catholic Church (ACC) and head of the Eastern Cape ACC Diocese. He was addressing hundreds of congregants at the opening of the Easter Celebration held at the church’s provincial headquarters at St Stephens Church in Kwazakhele, Port Elizabeth. “As we are gathered here, we should remember someone who left His comfortable home (in Heaven) because of our unrighteousness. “As one singer noted, ‘If He did not come, I would still be carrying my burden’ and so because of His love and sacrifice, we are free from sin and the deserved punishment,” said Hoyi.

Bishop Hoyi said the church is not a political party and that in the church there cannot be hidden agendas. “We have to put our cards on the table, so that we feel the relief,” said Bishop Hoyi, adding that it is the in-keeping of things (inside the hearts and not submitting them to God) that does not make Christians feel relieved and free. Bishop Hoyi urged members to exercise their right to vote on May 7. “Only when you cast your vote do you fulfil your Christian responsibility in government. Exercise the influence that God has given you through our unique system of self-government. “If you fail to vote conscientiously for godly rule, evil will increase in our nation,” said Hoyi. Hoyi quoted Proverbs 29:16 which reads: “When the wicked are multiplied, transgression increases: but the righteous shall see their fall.”

Apostle Tyhali speaks about education

Help find these people

NCEBA DLADLA

The following people are being sought in connection with their relatives:

APOSTLE Johnson Tyhali, the head of New Dawn Movement for Christ Foundation in NU11 Motherwell, believes in the power of education. To make sure that children who come from the poverty-stricken area of Motherwell attend school, Apostle Tyhali opened his church for the New Dawn Play Centre, an Early Childhood Development (ECD) Learning Institute. “For children to take the best wisdom, young people should have the fear of the Lord,” he said. He said he believed education and the fear of the Lord could make the country succeed. “Since the children started here we hear a good feedback from the parents,” said Tyhali who attended education during the Steward Reader at Lovedale. Those days, he said, churches were at the forefront of educational development. “An education without God stumbles, no matter how you look at it,” said the married father of five. He started his church in 1987 and moved to Motherwell in 1992. Apostle Tyhali said the Lord has been good to him throughout the years. He said they have assisted children coming from poor backgrounds to get an education.

Apostle Johnson Tyhali loves education.

“To date we pride ourselves in no fewer than five teachers that we produced. They are all married and happy where God put them. “I’d like to encourage churches to open their doors for those children who want education but lack the financial means,” said Apostle Tyhali, adding that his church has also ordained gifted young men to be the bearers of light.

Free educational outings for Bay TV children’s series REPORTER EDUPUPPETS will soon be presenting a new children’s Story Time segment on the Big1Up show on Bay TV which airs daily on DSTV from 4pm to 6pm. Edupuppets are therefore inviting schools to book a free educational outing with them in order to be part of this exciting new series. Filming will take place every Tuesday from 9am to 12.30pm throughout the year. Teachers need to provide Edupuppets with information on the classroom’s weekly theme which we will then incorporate into the show. For example children will be asked to teach one of the puppets what they have learned at school on that topic or

theme. Nelson Mandela Bay Voices’ Live DVD recording at PE Opera House NCEBA DLADLA NEW Brighton-born award winning Jazz artist Phinda Mtya-Matlala is in Nelson Mandela Bay for the live DVD recording of the Nelson Mandela Bay Voices debut album, at the Port Elizabeth (PE) Opera House this Saturday, April 26. The SAMA award winning songstress started this 25member group of highly talented young musicians in 2011 in order to stop the exodus of Eastern Cape artists who leave these shores in search of greener pastures in cities like Cape Town, Durban and Johannesburg. Speaking to PE Express Indaba on Monday, the Afrojazz singer, producer and composer who heads her own record label, Matlala Music, said she was always amazed by the talent young people from New Brighton, Kwazakhele, Zwide, Motherwell Veeplaas and SowetoOn-Sea possess. “I know they’ve got what it takes to make it musically. They are endowed with great talent that could help them earn a decent living but only need support. Instead of assisting them individually, we came up with the idea of a choir,” said the much travelled Matlala. She said that the idea behind the forming of the 25 piece band, called the Nelson Mandela Bay Voices, was that of creating a platform for them to showcase their talent in their own province. The 14-track album will wow music lovers of different tastes and show the best talent that emerges out of the Bay. With the involvement of the Nelson Mandela Bay Municipality and a few business people, Matlala was certain these talented artists will become stars. Meanwhile, she urged people of the Bay to come in numbers to support this initiative to assist the youth of the Bay to keep busy and not involve themselves in unsavoury acts like drugs and crime. “It’s not easy to get such awesome talent under one roof at any given time. Let’s all go out in numbers to

support these children. We must recognise and support local talent, otherwise, history will judge us harshly,” said Matlala. Admission is R100 at the door. For more details please call her at 0825898761

ChapterThree stages Sounds of Motown LOCAL singing group ChapterThree is set to impress with their first full scale production called The Sound of Motown at the Vodacom Amphitheatre on Sunday, April 27. The Sound of Motown takes a nostalgic look at motown and soul music, hoping to trigger fond memories of years gone by. The group, which was founded by André Mackay and Evan Frazenburg, recently acquired a female vocalist, Eridene Baatjies - a move which enables them to cover a larger variety of songs. In addition to that, ChapterThree will be moving away from their usual use of digital backing music, and will instead be making use of a 5-piece live band. The band consists of Lyle Jarvis and Lawrence Neff on keyboards, Elviro Vrolik on bass guitar, André Olifant on lead guitar and Maverick Coltman on drums. “At a time when the only news coming from the Northern Areas is that of gang violence and crime, ChapterThree has not only decided to put together a

show, but to also take it beyond the borders of the Northern Areas and present it at the Boardwalk Vodacom Amphitheatre, with the hopes of changing the stereotype of ‘no good can come from the Northern Areas’,” said Mackay. With The Sound of Motown ChapterThree will be covering all the much-loved songs and artists from the late 1960s till the early 1980s. Included are some of the most prominent artists of that time like The Manhattans, The O’Jays, Teddy Pendergrass, Aretha Franklin and Gladys Knight. Tickets are only R70, and are available at the door or by calling 0 073 450 6162. WIN WIN WIN! One lucky PE Express Indaba reader can win a double ticket to go to see The Sound of Motown. PEFA SOCCER REPORT: FRANCOIS J ROTHNER

Soccer leagues back in full swing this weekend AFTER the Easter Weekend break the PEFA Leagues will be back in full swing. Three games will be played on Friday night and three on Saturday. On Friday night, Callies will entertain Premier League newcomers P.E. Homerovers at Londt Park. Homerovers will try their best to get back on the winning trail having lost to Highbury quite convincingly two weeks ago. Callies are currently going through a lean patch with their top players enjoying a very good run in the SAB League. A win for Callies should be on the cards here. Down the road in Glendinningvale on the Lawson Brown Sports Fields, unbeaten Hearts will face unbeaten Forresters. Hearts thus far have drawn one and won one, with Forresters having won both. Hearts are growing in stature as a club and with home ground advantage they should have the better of Forresters, having in-form Robert Yuill in their team. Moving towards Central, NMB Municipality tackle Warriors at the Westbourne Oval. NMB Municipality have won one and lost one thus far, while Warriors have won both their two previous games. Warriors should have too much armour in their team with Zimitri Jassen showing direction. On Saturday afternoon Central Acemates, 2013 PEFA Premier League Champions, will

host Kwadwesi Allstars at the Westbourne Oval. Kwadwesi comes off with a good win over Motherwell Academy and their Confidence should be high. Acemates are struggling as they are in the same boat as Callies in that their top players are representing the club in the SAB League. This game could go either way with a draw a possibility. Motherwell Academy will host P.E. Defence. Defence thus far are unbeaten in that they drew both their previous games and Motherwell Academy are on a 2-match losing streak. Motherwell Academy are also campaigning in the SAB League and this means that they cannot field their best side in the PEFA Premier League; hence their struggling thus far. A win for Defence is on the cards here. Highbury will face Vodacom NMMU Madibaz in Bridgemead. Highbury so far have won one and lost one with Vodacom NMMU Madibaz winning one and drawing one thus far. Madibaz have the ever-reliable Kurt Duff back. The Balfour brothers are important members in the Madibaz line up and a solid win for Madibaz is on the cards. 2014 PEFA Juniors and Womens League kicks off

The opening games of the PEFA u13, u15 and u17 leagues took place on Sunday April

for the 2014 season. Kick-off this Sunday is at the Priory fields at 11am. With over 600 registered players comprising 45 teams from 16 clubs, the PEFA 2014 Junior season promises to be action packed with some great football being played at fields around the Metro every Sunday from 11am onwards.

13. In the opening game of the u15 league, the 2013 League winners St Georges AFC lost 2 – 1 to a polished Hearts outfit. The Hearts u15 Eagles, having just returned from a pre-season tour to Cape Town, were clearly the more organized and structured team. Although St Georges put up a good fight in a closely contested game, it was only a brilliant second half goal by Hearts mid-fielder Jamie Riddle, volleying a free kick from 25 metres out that put Hearts in the lead which they held until the final whistle. In the other main u15 opening game, Kwadwesi All Stars held last year’s u15 Knock Out Cup winners, Callies FC, to a goalless draw at Londt Park. Three games were played in the u17 league. Kwadwesi All Stars took on Callies and won 4 - 1 in the opening game. At 1 - 1 early in the second half, Kwadwesi substitute Lukhanya Mdodana came on and scored twice to put Kwadwesi in the lead. In other results United Brothers beat NMMU 4 - 0 at Missionvale campus, and Motherwell beat Highbury 4 - 2 at Bridgemead. This Sunday 27 April sees the continuation of the u13, 15 and 17 leagues, as well as the start of the PEFA u9 and u11 leagues. The PEFA u9 league has grown to 10 teams

Women’s League fixtures are as follows

This Sunday also sees the start of the PEFA Womens League, with participating teams from St Georges, Hearts, PE City, Highbury, Squares and Kwadwesi All Stars. Last year’s PEFA League winners, Mustangs, will be flying the PEFA flag in the ABSA Women’s Regional League after having been promoted to this league for the 2014 season. A Mustangs’ development team has been entered into the PEFA league to fill the vacancy caused by Mustangs’ promotion to the ABSA league. Women’s fixtures as follows: Squares vs Highbury @ Northern Lights School k-off 13:00, Hearts vs Kwadwesi All Stars A Lawson Brown Sports Fields kick-off 13:00, St. George’s vs P.E. City @ Union/Olympics kick-off 13:00 and Mustangs Development side have a bye.

Motherwell Rollers participate in National Championships SELBY MADIKANE DESPITE having no financial means, the Motherwell Rollers attended the 2014 South African Open Inline Speed Skating Championships which were held at Mandela Village in Hammanskraal recently. The club, which has no training space, managed through thick and thin to be represented by two U/15 Beginner boys – Lindokuhle Zonela and Lebogang Ramade. Also representing the Eastern Cape, were over-17 men Zolani Koloza and Lindokuhle Khongwana (both bronze medals) and Junior Men Luzuko Mkalipi (who came 4th place in his section) and Ntlantla Ndaba. Both won bronze medals and qualified for trials for an international competition to be held later in 2014. Junor men Zamikhaya Xoli and Waphakama Pursente also participated as well as Aubrey Sicolo in the senior

men section. Desiree Nel,chairperson of Eastern Cape Rollers, and Marianne Terblanche, Chairperson of Motherwell Rollers , both officiated. Xoli and Pursente also attended an artistic workshop with Nel and Terblanche. They were coached by John Burchfield of

the United States. Skaters were also trained in administration, coaching, speed and artistic workshops. Terblanche thanked the National Lottery Distribution Trust Fund for supporting them. Marianne said, “We also struggle to get

money to repair our skates. Income is generated through the sale of jumble and can collections but this is not adequate. The 1820 Settlers Association in Walmer have been very helpful to us as they provide us with their used equipment. We humbly appeal to any helpful person to come to our rescue.”
