Poor planning hampers IPTS

OOR planning and engineering have caused the new R70 million IPTS road in KwaZakhele to collapse even before the end of its construction.

This was said by Municipal Public Accounts Committee (MPAC) members during an oversight visit.

MPAC members were less than pleased by the dilapidating IPTS road under construction in the KwaZakhele area.

MPAC member Noluthando Mapu said they had received numerous complaints from businesses and residents in the area who could not access adjoining roads owing to the poor plan-

ning.

“The major problems with this planning are that the businesses operating in the area have no access points, the school children walking on the roads are not safe because there is no space for them to cross over, church goers in the area cannot access their church and there is no signage informing people where to drive. This was poorly planned with no consideration for the community staying in the area,” said Mapu.

MPAC chairman, Timmy Tutu, said he was also disappointed with the lack of a projects transport plan, a road safety audit plan and a traffic calming plan.

“We can see that this road is falling apart.

There are no barricades and drivers are freely using the lanes which are still under construc-

tion,” said Tutu.

Tutu said they would investigate further and would take recommendations made of the project so far, to council for deliberation.

“It is unfortunate because we can’t make decisions now. This project needs a lot of work and so far it is lacking in so many areas,” added Tutu.

IPTS road construction project manager, Lukholo Badi, admitted that they had failed to meet two deadlines owing to unforeseen circumstances.

“Our current deadline is the end of March when we will have a practical completion which means that we mark all the problem areas on the roads and we tackle those. We were originally meant to finish last year June and we extend-

ed the deadline to December. Those extensions were due to SMME’s strikes and problems with the salt pipelines (crossing under the road) we did not foresee,” said Badi.

The IPTS project has been synonymous with poor planning and allegations of corruption for years now. Earlier reports by local newspapers detailed delays due to infighting and corruption.

In February this year a local newspaper reported that the municipality had to put all new contracts related to the system on hold for the next four months.

The municipality said they are still waiting for an additional R393 million from the Treasury for its capital and operating budgets in this financial year.The municipality received R230 million in the 2014/ 2015 budget.

Reggae artist spreads message of love and unity NCEBA DLADLA JAMAICAN-born reggae artist Iqulah took some time off from his performance at the One Blood Music Festival to teach his audience about the importance of love.

The USA-based artist was the main act of the festival which was held at the Grand Hotel in Central, Port Elizabeth on Saturday 21 March.

Iqulah, who regards himself as the international ambassador for love and unity in the world, said it was important that all people – black, white, brown or purple – give love in order to receive love.

In his “One Love” message, Iqulah, who as a young man was inspired by the great works of Bob Marley, quoted the scripture and said, “Love your neighbour as you love yourself. If you give love you’ll receive love.

You reap what you sow,” he said.

When he met a young man from Congo and told him that he was coming to sing in South Africa, the young man said he also wanted to come to South Africa but he did not have a visa.

He asked, “A visa, to go to South Africa?

One land? You know when people want to go from one state to the other in America they don’t produce a visa! People of Africa and politicians must open up their land and free their people from those boundaries.”

The Rastas, according to Iqulah, are calling for the United States of Africa. But before that happens, he said, Africans must come together and be united.

He said this is what the Rastafari is about, and that it is not about smoking ganja (dagga) as many people would like to believe.

“Smoking is little thing when it comes to the liberties of Rastafarians,” he said to a loud applause.

Vodacom Sales and Marketing head of Department, Travis Goate, said this initiative was part of a national launch by the internet giant.

The first to use the ICT gadgets were Grade 12 students who said they were elated at the prospects of using tablets for studying.

“It’s amazing and we are so excited. My only wish is that this system had been introduced earlier,” said Grade 12 pupil, Shanice Rheebok.

Candice Fortune said she was also overjoyed and thanked the school teachers for giving her the opportunity. “Most of us don’t have these computers at home and this will help us prepare for next year as we head to university,” she added.

He said the engagement at Thanduxolo High School Hall, KwaNobuhle had been as a result of work done with the learners of Uitenhage during this Human Rights Month to encourage them to know their rights.

It is a celebration of the sacrifices made during the struggle for liberation in South Africa.

The event was a build up to the 30th Anniversary of the Uitenhage Massacre of 21 March 1985 and the 60th Celebration of the Freedom Charter, said Deputy Minister Jeffery.

South Africa, according to Jeffery, has come a long way in so far as the respect for basic human rights was concerned.

He said, “We’ve come from far as a country in terms of the respect for other people’s rights.

Remember we come from a very low base without the respect for Human Rights.”

listened to the Deputy Minister speaking and were granted time to ask questions and make comments on the topic of Basic Human Rights and Constitutional Development.

The right to learn was uppermost for the learners while inability to fulfil that dream as a result of unemployment, poverty and lack of resources like bursaries was highlighted.

In an event themed “Access to Justice for All,” the learners asked questions on the work of criminal justice system which they thought was dealing differently between the rich and poor members of society.

Questions also touched on the right to a house, health and protection from government.

“Why is the president of South Africa (Jacob Zuma) not accorded the respect due to him, which was never a problem with other presidents - people draw pictures of the president the way they like?” asked one learner.

“I was impressed with the level of participation from the learners. So many of them had asked questions and I was impressed with their level of interest,” said Jeffery.

The main event of the Human Rights Day Commemoration will be held at Rosedale Field in Uitenhage on Saturday 21 March.

Coselelani High learners fear walls falling in NCEBA DLADLA DESPITE the fact that a block of classrooms was burnt down by thugs only months before the matric exams, Coselelani High School learners stuck to their guns and achieved an 81% matric pass rate.

But determination and hard work can only go so far, when learners and teachers are fearing for their safety owing to the risk of the roofless structure falling in on them.

Coselelani High School was broken into in August last year.

School Governing Body (SGB) Chairperson Zamile Futa said the burglars gained entry into a classroom through the roof and tried to go into the computer lab.

When they couldn’t gain entry to

the computer lab, owing to reinforced brickwork, they set the building alight.

Fortunately, the computers were not damaged.

Futa showed Express Indaba around the block which was left without a roof. The walls are also slanting.

Futa is concerned that the brick walls could fall in at any time and that the lives of the learners going to and from the computer lab, are at risk.

“We experienced a setback in the school with the burning of the block where we keep our computers but we chose to focus on our work and not let that bring us down,” said teacher Langa Tshangana.

Register livestock to prevent stock theft POLICE have issued a warning to farmers as they suspect syndicates are operating in different areas in the Metro. The police are currently investigating stock theft equating to thousands of rands lost by emerging farmers.

According to Warrant Officer Deon Roos of the stock theft unit, the areas which have had an increase in stock theft are Motherwell, Rocklands, Greenbushes, Uitenhage, Kirkwood, Swartkops, KwaNobuhle and Addo.

“In order for us to curb this problem we need the assistance of farmers and the communities at large. Farmers need to understand the importance of marking their animals because it’s much easier for us to trace these animals and their owners when they are marked and registered,” said Roos.

Roos said in order to have their animals registered, farmers need to fill in an application form with a copy of an ID which they can access through their police unit in Uitenhage. “This allows farmers to have an individual mark and tattoo for their livestock. Cattle must receive their branding within 6 months and sheep must be branded within the second incisor stage or within 18 months.”

Twenty people commemorating the 1960 Sharpeville Massacre were shot dead by police on 21 March 1985, leaving hundreds more maimed.

“While we celebrate Human Rights Month, we commemorate this day, a painful day, symbolical in that it came on the monumental day in the history of the struggle for liberation in South Africa,” said mayor Fihla, adding that the events of this day must be told for the benefit of future generations.

“We, the survivors of the KwanLanga Massacre, feel exonerated by this gesture by government, to hold this very significant national event here,” said Langa Massacre Foundation Chairperson, Nicholas Malgas.

“We have been seeing such celebrations in Boipatong, Bhisho and Sharpeville and thought that ours was not given much respect and dignity, now we know and are very pleased.”

He said they were still hoping that government would give them land to do self-help projects that would sustain their livelihood.

What does Human Rights Day mean to the youth?

The country celebrated Human Rights Day on Saturday, March 21. Express Indaba reporter, NCEBA DLADLA asked young people in the Nelson Mandela Bay Metro what human rights celebrations mean to them, 20 years after democracy, and this is what they had to say: ) Nono Douws of KwaLanga in Uitenhage said, “It means freedom. It means celebrating the history made by our forebears. Because of their struggles we now have rights and opportunities that in the past we did not have as Black people.” ) “Human Rights Day worries me. We celebrate rights with people who do not deserve those rights, like those in prison who have committed crime. Even though they are paying for their sins, I think they have too many rights that even surpass the rights of those they wronged,” said Sindi Boloti of Kwazakhele in Port Elizabeth. ) “To me it means we as South Africans, espe-

cially black people, are free to live where we want to live and study where we want to study. And, most deserving students’ education is free. But this day also means the proud history of Uitenhage in the struggle for liberations is told,” said Xolani Matsila of KwaLanga. ) “We celebrate our rights. Something that we as black people did not do before. Damons believes that bookkeeping is an excellent option for people of all ages and backgrounds. “You can enter the bookkeeping field on different levels,” she explains.

“Whether you come straight out of school or whether you come from a work environment that is totally unrelated to bookkeeping, it doesn’t matter.”

She cites the example of Stanley Grootboom. In April 2012, Grootboom made a brave decision - he resigned from his job to register at Boston Business College Port Elizabeth for the ICB Certified Technical Financial Accounting National Diploma. Under normal conditions this is a two-year qualification.

But Stanley calculated the cost of being unemployed - knowing that the sooner he got back to employment, the better - and completed his course within a year. Besides doing it in less time, he also achieved great results in his studies, averaging 88% overall.

Grootboom was awarded the Best Student Award at the graduation ceremony of Boston City Campus & Business College PE. “Remember also that you can start with an entry-level course and climb up to more advanced qualifications when it suits you and your budget,” Damons adds. “Studying bookkeeping certainly has lots going for it.”

High electricity users reap rewards of UK-sponsored programme REPORTER AN energy efficiency project is seeing companies throughout the Eastern Cape reap huge financial rewards from an otherwise costly exercise aimed at reducing their reliance on the strained electricity grid.

Eastern Cape-based company Rhino Lighting is one of the auditors who have been included in the Private Sector Energy Efficiency (PSEE) project, sponsored by the UK Department for International Development.

Rhino Lighting managing director, Heather McEwan, said several businesses in the region had already enlisted for the audits.

“Companies which spend between R750 000 and R45 million per annum on energy are eligible for up to four fully funded days of direct on site support,” said McEwan. This included energy assessments, identification of energy efficiency opportunities, and follow-up support, she said.

The audits look at a range of energy-saving measures which businesses can implement, and how they can reduce their CO2 emissions.

Old Grey Union executive manager, Ian Pringle, said Grey High School had enlisted in the PSEE programme to highlight any potential savings on its electricity usage. The school has already reaped huge financial benefits from enlisting Rhino Group in 2011 to switch its antiquated hot water boilers in the hostel to energy-efficient heat pumps.

“Thanks to the heat pumps, we have been able to save about R6 000 per month on electricity costs, and that includes payment for the new system,” said Pringle.

“With this PSEE audit we are able to hone in on where we can save further. We are looking at critical points where the school is using a lot of electricity.”

McEwan said one audit revealed that a major local business could save more than R12 000 annually – or reduce its carbon dioxide emissions by 10 tonnes – simply by changing the setting on the air conditioning system from 18˚C to 22˚C. According to academic and green building consultant, Chris Allen, it was important to change the mindset of businesses by showing the cost effectiveness of reducing the reliance on Eskom.

Allen, a former Grey pupil, is behind initiatives aimed at transforming the prestige Grey campus into one geared towards energy efficiency and renewable energy.

“If we can inform the minds of pupils, we can achieve a much greater transformation of thinking in terms of sustainability and get them to inform their parents to make changes at home and also in their workplace,” said Allen, an NMMU lecturer in Building Science focusing on sustainable design and construction.

Ironman reaches new heights in Bay REPORTER

IT’s all systems go for the 11th Ironman event

to be held in Nelson Mandela Bay on Sunday, with this year’s event raising the bar yet again.

Now known as the Standard Bank IRONMAN African Championship it forms part of the exclusive championship series and ranks among the top five races in the world outside of the IRONMAN World Championship in Kona, Hawaii.

It places Nelson Mandela Bay alongside cities such as Melbourne and Frankfurt.

With a field of over 2 000 participants, the race this year also sees the deepest and strongest professional IRONMAN field ever assembled in Africa, featuring world, European, North American and Asia-Pacific champions.

The impact of the championship status can also be seen in the entry numbers as 609 of the field consists of international athletes making up 30% of the total field.

The winner on Sunday becomes the first ever IRONMAN African Champion, a title that will carry significant weight across the triathlon world.

Men’s field Among the continental and world championship winners who will line up together with some of South Africa’s most promising talents at the start on Sunday are 2013 world champion, Frederik Van Lierde from Belgium, who is coming to race in Port Elizabeth for the first time.

Van Lierde spent two weeks in the City in January to train on the course and to familiarise himself with the conditions.

In this year’s field, there are also three of last year’s top 10 Kona finishers with Frenchman Cyril Viennot the highest of the lot having finished 5th.

The reigning men’s IRONMAN North American champion, TJ Tollakson, and another Belgian, Bart Aernouts, will also be making a first appearance in Port Elizabeth. Aernouts is the reigning IRONMAN 70.3 European champion and capped off 2014 with a top 10 finish at the IRONMAN World Championship and was recently placed third at the Standard Bank IRONMAN 70.3 South Africa in January.

The South African contingent is probably the strongest it has ever been as James Cunnama, Kyle Buckingham and Matt Trautman are all in contention for a podium.

Buckingham is sure to get a lot of support along the way as Port Elizabeth is his hometown.

Women’s Field Among the women contenders the favourites are Jodie Swallow from Britain and Linsey Corbin from the United States of America.

Swallow has a string of high profile results in 2014 and made light work of the tough course in East London winning her fifth consecutive Standard Bank IRONMAN 70.3 South Africa title in January.

Linsey Corbin makes her first appearance in South Africa. Her win at IRONMAN Austria in 2014 will go down as a highlight.

Fellow American, Caitlin Snow, will also be one to watch at this year’s race. Snow has Kona experience and has raced professionally against the best on a regular basis.

Manager, Titus Chuene, said the elevation to Standard Bank IRONMAN African Championship has bumped up the popularity of the event and they expect huge numbers as a result of Standard Bank’s aggressive promotion in the past weeks.

“It’s an exciting time for tourism in the Bay and for businesses to grow. To facilitate this growth we had numerous promotions together with IRONMAN such as a public participation meeting so they can reap the benefits and be part of this event. We also informed businesses in time of the different road closures so they can be better prepared.”

Chuene said they could not at that stage, give an accurate indication on how much the city would be gaining in revenue from the event saying, “We will only assess this on the bed nights.

Some people will also be coming to the city staying with relatives which makes it hard for us at this moment to give figures on what we can expect. But I can say that it will be much bigger that last year’s figures.”

PE Hotel Group’s Public Relations Manager, Line Williams, said their Beach Hotel is already a hive of excitement as many of the athletes started arriving as early as last week.

“Because we are situated uniquely at the start and finish line of the race, our hotel has become a preferred place for the athletes,” said Williams.

Williams said they had also had to change their menus to accommodate the dietary needs of the athletes.

“The major changes to our menus were ensuring that athletes had a high protein, gluten free, carbo-loaded diet. Also because of their practice times being as early as 4am we had to make sure that the hotel’s breakfast times are more suitable to the athletes,” she added.

Activities during the IRONMAN weekend include activities for the whole family.

The weekend truly kicks off tomorrow (Thursday), when the registration for the Standard Bank IRONMAN African Championship, the Vodacom CTC and the Spur IRONKIDS as well as The Health and Fitness Expo opens.

This all takes place at The Boardwalk Underground Parking Level 1. Entrance to The Health and Fitness Expo is free.

All these events continue on Friday, while Saturday brings the first taste of racing action as the Vodacom CTC gets underway at 7.50am until 11am. Thereafter the finish line is transformed and the Spur IRONKIDS South Africa kicks off at 12pm until 5pm.

Sunday, March 29, is race day as the 2 048 athletes line up on Hobie Beach for the Standard Bank IRONMAN African Championship.

The race gets underway at 6.30am with the PRO Men hitting the water. The PRO women will be starting three minutes later.

The first athletes are expected to finish between 1.45pm and 3pm. The race continues until midnight. From 10pm a DJ will keep the crowd entertained as the finish line party starts and sees the last athletes cross the line until midnight. Road closures on Saturday will be on Marine Drive from Hobie Beach to Noordhoek from 7am to 11am.

On Sunday there will be a full road closure on Marine Drive from the NMMU back gate to Driftsands Drive from 5am until midnight.

Nutritech attempt to set new Touch Rugby record TEAM NUTRITECH will attempt to set a new Touch Rugby record when they play non-stop for 10 hours at the Parks Rugby Club this Saturday.

Event organiser, Christo Botha said ten teams will challenge Team NutriTech continuously for ten hours, playing four games of fifteen minutes each.

The first game will start at 8am with the last one scheduled for 6pm. Each team will consist of 10 players and team Nutritech will have 15 players.

Team NutriTech will include former Boland and Eastern Province fullback, Justin Peach, former Eastern Province wing, An-

dile Witbooi, Despatch player Kelvano King and Varsity Cup and Madibaz player Yamkela Ngam.

DJ Score Energy will add to the festivities along with a “cash bar”, big screen TV for the rugby and a jumping castle for the youngsters.

Entry fees from the teams and all other funds raised on the day will be donated to the MTR Smit Children’s Haven.

There will also be a lucky draw for R300 cash prize every hour for the last 5 hours.

Anelisa Gungqisa’s gives most polished performance yet at Jeff Masemola NCEBA DLADLA ANELISA “Sugar Ray” Gungqisa, the Eastern Cape Junior Welterweight champion ranked at number three in the country, showed who was boss when he demolished a game Lwazi Mvana of East London in three rounds of their six round scheduled bout at the Jeff Masemola Community Hall, Uitenhage on Sunday.

Heading the Silindokuhle Boxing Promotions bill bankrolled by the Department of Sport Recreation, Arts and Culture, Gungqisa showed a much polished performance.

He stuck to the basics, leading with the jab and mixing his punches to the body and head against an

opponent, Mvana who came here to fight.

After a good two rounds of entertaining match-up with both boxers throwing punches hammer and tongs, with Gungqisa scoring with much-telling blows, it was a lefthook followed by a right-uppercut to the jaw that sent Mvana to the canvas. The writing was on the wall.

It took 90 seconds for Port Elizabeth’s highly ranked SA Welterweight contender Lungisani Jikani to finish off Mzukisi Ben of East London in their scheduled sixround main-supporting bout.

Meaning business from the word go, a shorter Jikani closed the gap and unleashed telling blows mainly to the torso and down went Ben without posing any threat.

“I am impressed by my charges’ performances as a result of hard work. We are now looking for national and international honours for both these boys,” said Jikani and Gungqisa’s mentor Caiphus Ntante.

SA rated Mini-Flyweight boxer Lonwabo Roboshi (Uitenhage) had to work very hard to overcome the challenge of the never-say-die attitude of Mziwamadoda Jibiliza of Kirkwood on points.

In the only female bout, Cape Town’s Bongiswa Silo drew with PE’s Nozipho Bell.

In the other bouts, all over four rounds, Masixole Botile beat Lindithuba Wole on points, Bongani Ngceshe beat Goodman Zanempi on points and Mzwamatola Boyce lost on points to Masande Majiba.

EC schools athletics team wins 6 gold medals THE Eastern Cape Schools Athletics team won six gold medals at the National Athletics Championships for Primary Schools which took place on Friday, March 20 till Sunday, March 22 in Johannesburg.

Eastern Cape Schools Athletics (ECSA) media liaison, Wandile Aba, said the Eastern Cape team, which comprised 140 athletes, came in 6th position overall, a major stride for athletics in the province.

Aba said he was impressed overall by how the standard of the games had improved since last year.

“This is due to the dedication of provinces and the Department of Sport and Recreation to schools athletics. The EC team did exceptionally well,” said Aba.

The impetus of the game was very fast with both sides in pursuit of goals. The main battle was fought in the centre of the field with few scoring opportunities.

Brothers’ striker Mandilakhe Zaze scored the only goal that sealed the game. Fans were kept on their feet throughout the game. Lovers threw

everything into the game but they were unfortunate for not bagging a goal.

Young Teenagers continued with their winning ways after they thwarted Black Arrows 3-1 in their one-sided game. In the battle of the neighbours Real Lions shared the 1-1 spoils with Young Idols. Hillside overcame All Stars 1-0.

Following their series of losses, Young Aces sent a clear message that they were to stay in PEEFA VW Community Trust Premier League after they defeated the high-riding Black Chiefs 2-1.

Pain Killers, who had dropped some valuable points, decided not to honour their game against Real Aces who were awarded soft points.

Aba said the EC golden boy was 13-year-old Lathitha Nxebe from Grey Junior Boys school who came second in the 100m finals losing by 0.02 seconds against Western Province’s Cohen Gallant who broke his own record with a 11.72 run.

“We want to thank the parents for assisting the kids with their travels. They were the heroes of the games. We also want to thank the ECSA for their contribution as well as the Department of Sport and Recreation for making this possible for development in the province,” said Aba. Headbush Soccer Tournament finals on Sunday THE finals of the Headbush Funeral Undertakers 40 Years Anniversary Football Tournament will be played at New Brighton Oval this Sunday 29 March.

According to Tournament Organiser Stan Mosia, better known as Bra Stan, the New Brighton Football Association (NEBFA) clubs could not play their matches last Saturday owing to SAFA business, which he was at pains to explain.

XI Experience demolished Gidionites IT SEEMED as if Gidionites players had left their boots at their clubhouse after XI Experience trounced them 6-0 in their Walmer Football Association (WAFA) Premier League match at Walmer High School grounds on Saturday.
