BOUT a hundred Walmer Township residents on Monday again blockaded an entrance to the township on the corner of Heugh Road and 9th Avenue by burning tyres and toyi-toying in demand for electricity. They said it had been three months since the Nelson Mandela Bay Municipality disconnected their lights and left them in the dark while they paid for service charges, water and sanitation. “It’s been three months that we haven’t had electricity. Imagine being in the darkness in this cold winter. The transformer has been cut

off,” said Evelyn Xashimba (56) a very angry resident. Xashimba grew up in this township but still did not have a house she could call her own. She accused the metro municipality of making her life in the shack a misery. “I was forced to take my children to a relative outside of Port Elizabeth as a result of being without electricity,” she said, adding that local schools and creches were as well adversely affected. The residents blamed the ANC-led government for abandoning them - now that the elections were over. “We are not going to move from here. We’ll close this entry until they give us an answer. When are we going to get lights and get our lives

back,” said a resident. “Our mayor, including his council, does not care. We are being robbed at night because it’s dark. The elderly, especially women, become victims of crime when they go to the bush to fetch wood to make fire. We are fighting against one another now - bayasixabanisa!” said another resident. The residents say that they had bought food for the month, which had become rotten. They could not iron their clothing and their bosses did not understand when they came late for work. Municipal spokesperson Mthubanzi Mniki said the Walmer township issues were being dealt with holistically, and on a short, medium and long-term basis.

Mniki said they were fixing, replacing and maintaining the transformers in the area, in the short term. “However, we continue to oppose illegal connections as they are making our attempts fail,” said Mniki calling for patriotism and active citizenry from residents when dealing with the issue of illegal connections. This he added, was the major challenge facing the metro. “On a medium term we will be relocating the people who are qualifying for subsidy housing and staying in shacks that are not serviced and zoned as the municipality has sourced land with the zoning plans already approved by the community that is set to benefit,” he said. He added that the municipality cannot install legal electricity in shacks that are not serviced and zoned.

Man arrested for fatally wounding police officer NCEBA DLADLA A MAN (30) has been arrested after a chase and shootout with the police in connection with the murder of an off-duty police constable on Monday afternoon in Motherwell. Constable Devon John Hattingh (31), a member of the Community Safety Centre (CSC) who was stationed at Mount Road SAPS was shot at 1pm while sitting in his private vehicle in Nyara Road. According to media reports he was on his off day doing contract security work to safeguard a furniture company’s delivery trucks. According to police spokesperson Captain Andre Beetge, Hattingh was shot in the upper body and died on the scene. Kamvelihle SAPS members who were on patrol duties in the area heard the gunshots and rushed to the scene.

They noticed the car speeding off and gave chase. “The suspect continued to shoot in the direction of the police but missed,” said Beetge. SAPS members managed to corner the 30 year-old suspect at a nearby car wash close to the scene and arrested him. The police discovered that the suspect’s vehicle had false registration plates, according to Beetge. At this stage, he said, they cannot speculate about the cause of the shooting and whether the suspect’s vehicle was used in the commission of crime. Kamvelihle SAPS are investigating a case of murder. The suspect will appear in the Motherwell Magistrates Court soon on a charge of murder. Hattingh is survived by his wife, who is also a police official, said Captain Beetge.

Harsh sentences promised to sexual crime offenders - SAPS NCEBA DLADLA TWO things stood out during the 20-year jail sentencing of Luthando April in the Regional High Court in Uitenhage on Monday July 21. One is that the Family Violence Child Protection and Sexual Offences (FCS) Unit is serious about prioritising crimes against women and children, and the second is that lengthy sentences will be meted out to perpetrators. Thorough investigative work by the detectives, including that of D/Constable Sake Msutwana of the FCS Unit was also commended by Acting Uitenhage Cluster Commander, Brigadier Leonie Bentley. The good work of D/Constable Msutwana last week secured the 20 years imprisonment of Luthando April (20) for rape and robbery in aggravating circumstances. According to police reports, April approached three female relatives (whose names cannot be mentioned to protect

their identity as the victims of sexual crimes) who were walking down Mahlahla Street in KwaNobuhle on the evening of August 18, in 2012. “The accused took out a knife and robbed the group of their cellphones and money. He then threatened the victims with the knife and ordered them to go into a house in the same street, where he raped them,” said police spokesperson Warrant Officer Basil Seekoei. According to Seekoei, the accused was found guilty on two counts of rape and one count of aggravated robbery. On the two counts of rape the accused will serve eight years imprisonment concurrently and on the third count of robbery, April will serve 12 years. “The SAPS management is appreciative of the commitment of our detectives and would like to express our gratitude to the member and assure him of our pride in him for his hard work and exemplary conduct, ” said Acting Uitenhage Cluster Commander, Brigadier Leonie Bentley.

Help hospital and police solve child abandonment cases DORA Nginza hospital and members of the South African Police Service (SAPS) in Kwazakhele are looking for assistance in finding the mother or family members of a baby boy found by police in the streets. According to the hospital’s Principal Medical Social Worker, Pamela Rubushe, Kwazakhele police asked her office and PE Express Indaba’s assistance in trying to locate the mother of the child. “ A newborn baby boy was brought by an ambulance on (Thursday) July 24 at 9:15pm, allegedly picked up by police somewhere in Gelvan Park,” said Rubushe. The healthy baby boy who was responding well to stimulations was admitted at the hospital’s nursery. “We are looking for the parents of the boy whose estimated date of birth was July 24 this year,” said Rubushe.

Help police identify the deceased man NCEBA DLADLA MEMBERS of the South African Police Service in Uitenhage are seeking community assistance in the identification of the unknown man who died in hospital last month. According to Uitenhage police spokesperson Warrant Officer Basil Seekoei, the man was admitted to the Uitenhage Provincial Hospital on Saturday, 28 June 2014 at about 8pm. He said, “The unknown man, in his mid forties, was brought to the hospital by two strangers who allegedly found him in Market Street, Uitenhage,” said W/O Seekoei.

Upon examination by the doctors at the hospital, Seekoei said, it was discovered that the man had already passed away. The man, who was dressed in a black tracksuit top and pants when he was admitted to the hospital, had no visible marks on his body. Police believe that he died of natural causes. This is according to NMB Motsepe Foundation Secretary, Mongameli Peter. . In another incident members of the SAPS Uitenhage’s Family Violence Child Protection and Sexual Offenses Unit are investigating a case of child abandonment. This is after a three day old baby boy was found abandoned on the pavement in Gerald Smith Street, Uitenhage on Saturday July 19. The baby was found at about 5:20pm by members of the community. According to police spokesperson Warrant Officer Basil Seekoei, local police were notified and the baby boy, wrapped in a blue blanket and dressed in a white baby-gro, was taken into safety. “We urge anyone who might be able to assist the police with information to please contact the investigating officer, D/ Sgt Llewellyn de Vries at: 0 072 730 5810,” said W/O Seekoei. – NCEBA DLADLA

Metro to benefit from housing rectification programme NCEBA DLADLA MEC for Human Settlements, Helen SaulsAugust has announced that her Department would spend R209 million in the 2014/15 Financial Year on the rectification of defective houses in the Province. There are 2 721 defective houses built pre and post 1994 that were due for rectification in the province, including those in the Nelson Mandela Bay townships. But the metro municipality was not excited. “The department has budgeted R209 million for Rectification in this financial year across the province with particular attention being given to the Nelson Mandela Bay

Metro,” MEC Sauls-August said. Areas due for housing rectification, according to the MEC, were Walmer, Bethelsdorp, Bloemendal, Silvertown (in the metro municipality), Burgersdorp, Venterstad, Maclear, Storms River, Clarkson, Woodlands, Somerset East, Flagstaff, Maydern Farm, Ngqeleni, Hill Crest, Sterkstroom, Middelburg, Ilinge, Cala and Egoli. The MEC pointed out that the biggest constraint in addressing the rectification challenge in her department, was that of balancing the budget with other pressing demands of service delivery. To this effect, she said, houses that had been extended did not qualify for the rectification programme.

“We are not excited about the issue of the budget for rectification as it is an indication of poor work that was done and money that could have been used to build more houses, “ said Nelson Mandela Bay spokesperson Mthubanzi Mniki. The metro municipality was, however, pleased about receiving the funding that could be used to bring back the dignity of people who were living in appalling conditions owing to the poor state of their houses. He said the metro municipality was committed to attending to all affected areas as per the Human Settlements policy on rectification. “We have also put measures in place to

Bay traditional surgeons say ‘no’, to compulsory medical circumcision ABOUT 30 boys in the Eastern Cape have died or lost their male sexual organs in pursuit of circumcision - the age-old traditional rite of passage to manhood. Those involved in the practice of Ulwaluko are counting the costs. There are deliberations about how they could improve in order to save lives. There are reports that traditional women leaders in the Eastern Pondoland, in the former Transkei, have called for making male medical circumcision compulsory. This has irked the kings and chiefs who accuse the women folk of entering into a taboo space and thus undermining their authority. In the Nelson Mandela Bay Municipal area no circumcision deaths have been reported in a very long history. PE Express Indaba was told this is due to the municipality, health authorities and people practising the rite working in tandem with the local communities. “We have reported not a single death in the Mbhashe, Mnquma and eMahlathi areas,” said Chief Netlain Matshini of the House of Traditional Leaders in the Eastern Cape. According to Chief Matshini, Aah Jong’indyebo! they formed a structure made up of representatives from the House of Traditional Leaders, Health and Social Development De-

partment officials, Traditional Health Practitioners and NGOs like Men For Change to work with traditional surgeons, traditional nurses and communities in this area. He said they had a document that clearly explained the processes and procedures that must be followed when boys were going to the bush to become men. It is a document that must be followed to the letter. “We visit all traditional circumcision schools in our area, unannounced, to check whether those processes and procedures were followed,” said Matshini, adding that the intention was to monitor the progress of the initiates which must determine the time of umojiso. “We do not agree that umojiso should be necessarily after eight days. No, it must be done following the progress of umkhwetha,” the chief said. Chief Matshini said they advised amakhankatha when there were problems and did come back to monitor the progress. In cases where there were no improvements they assisted or even took the boys themselves or referred them to the rescue centres manned by traditional health practitioners. The association of traditional surgeons and nurses in Nelson Mandela Bay was also against the introduction of compulsory medical male circumcision. – NCEBA DLADLA

She was diagnosed with tuberculosis in 1964 and spent nine months at Empilweni TB Hospital recuperating from the disease which is still ravaging many of the unemployed, poor and vulnerable members of her community. When she left office at Nangoza Jebe Community Hall in New Brighton in 2011 where she served as a member of the ruling ANC Council in the metro municipality from 20062011, Buti thought of another way in which she could still be of use to the members of her community. She decided upon starting Ilitha Lethu Projects, a non-profitmaking organisation (NPO) with a few members of her community. As part of her 67 minutes for Mandela Campaign she gave members of the community

clothing at her Dora Street, New Brighton home. The clothes were donated by members of her own family and some were sponsored by Ikhala Trust and (Ilitha-Lethu Projects) board member and stalwart Nowaka Mani. These included school-uniforms that benefited very excited beneficiaries. “I vowed 50 years ago to associate myself and work with the less fortunate in society. So when I left office, I started Ilitha-Lethu Projects,” she said. Since then, Buti spends much of her time looking after the orphaned and vulnerable children - some still at school - as well as the sick elderly members of the community who are taking medication for diseases like TB, pneumonia, high blood pressure, diabetes and HIV/Aids. Buti owns a vegetable garden which helps her prepare a meal for the needy at Empilweni hospital. Her home-based carers were receiving training thanks to the funding from the ABC Trust.

Church youth play out marriage roles in traditional wedding NCEBA DLADLA AFRICAN Traditional Wedding should not be abandoned at all costs in the modern-day era, despite the changes demanded by the trends in the economy. This is the view of the youth of St Thomas African Catholic Church (ACC), KwaNobuhle in Uitenhage. The ACC Youth had mock African Traditional and Western Wedding Ceremonies at the weekend where the roles of the marrying couples and their families were portrayed. “We thought of a fund-raising initiative and decided on playing the two forms of marriage - which we thought people would relate to,” said Nomaxabiso Manzini, the Youth Chairperson. “We invited other churches thinking that this would attract much interest from the young and old in our communities,” added Zandile Tebeka, the Youth Committee Organiser. “The African traditional wedding is still relevant

today. To marry in a western-way is beautiful, but it’s not enough in a Xhosa culture. To complete the marriage puzzle and be recognised, one must be married in a traditional way,” said Vuyani Maseti of the Methodist Church, also in KwaNobuhle. “In our view, the church has a responsibility to teach the youth the right ways of doing things. The church must work with the communities in raising upright youth,” said St Thomas ACC lay minister Thembinkosi Xaluva. He added, “These things are taught at school, we believe. The church should, however, not be silent.” Church Steward Khunjuzwa Andries agreed. “I am a mother but decided to come and support the youth because what they are doing is good. It is educational. Coming to church does not mean one should forget one’s cultural background and heritage,” said Mama Andries. The event was a success, according to Tebeka. She said, “Pity, not many people attended. But it was a resounding success.”

Isidingo star to honour PE’s courageous women HLUBI MBOYA, known to millions as “Nandipa” from the popular SABC 3 soapie Isidingo, will be at Slipperfields in Port Elizabeth on August 2 to help raise funds for Cleft Friends at the Courageous Women’s High Tea. “The Courageous Women’s High Tea will pay tribute to the courageous moms and cleft children and the dedicated medical professionals who play a significant role in the cleft journey,” said Cleft Friends founder, Heléna Cullis. Cleft Friends is a project of the Smile Foundation. It provides emotional and practical support to cleft lip - and palate children and their parents across South Africa. “We are honouring the moms at this year’s fundraiser,” said Cullis. Eastern Cape support mom, Namko Runu, said, “A child born with a cleft lip and/or palate is as much a gift as one that isn’t. The best thing parents can do for their child is to love them a lot and to treat them as normal.” Bianca de Villiers, who heads up the Eastern Cape parent support team, added, “Giving birth to a baby girl with a cleft lip and palate has changed our lives completely, but we wouldn’t change anything. “The journey with our daughter, Milanje, so far has not been easy, but with an amazing family and awesome friends, we take each step with them by our sides. Our precious princess gives us the courage to make this journey an adventure and not a burden.” Cullis said guests attending the event can expect an afternoon of fun, laughter and inspiring conversations with these and other brave women. Members of the public are invited to host a table or purchase a ticket at R200 per person. All proceeds raised will go towards creating awareness about cleft lip and palate and supporting parents in the Eastern Cape. Three prizes will be auctioned, including a one night’s stay for two adults at Kuzuko Lodge in the Eastern Cape to the value of R5 000. Fidelis said, “I am very excited to be part of the drama group which has put our school on the national map. “We were more than ready and we told ourselves that we were not going to let our opportunity slip. We stuck to what we were trained for and listened to our teachers’ instructions and to one other. game against Platinum Stars at home (Nelson Mandela Bay stadium) on Friday August 8 will be supported. “The Nobuhle and Despatch Football Association (NODEFA) has as a result updated their fixtures of its clubs’ regional championships. This is to make sure that there are no games played

on the same day, to support Chippa United,” said NODEFA Tournament co-ordinator, Buyile Gqubule. According to the multiple-award-winning professional football referee and administrator Gqubule, the games that were initially scheduled to be played on Friday the 8th of August have been moved to Saturday the 9th of Au-

gust. “We urge local football supporters to spread this gospel. Motherwell Rollers to be represented in the national roller skating trials IT came as no surprise that members of Motherwell Rollers Club have been selected to participate in the Roller Sport South Africa national trials which will take at Hammanskraal Mandela Village in Pretoria from 9 to 10 August. Following their excellent performances in the SA Open Speed Roller Skating Champs, also at Hammanskraal Mandela Village in Pretoria, in March this year, Luzuko Mkalipi and Ntlantla Ndaba are the only skaters who were selected to represent Motherwell Rollers in the national trials. According to Motherwell Rollers Chairperson Marianne Terblanche, her

two skaters were in the top 5 position in the junior section. “These skaters have an opportunity to represent their country in the World Roller Skating Champs which will take place in Argentina. They were outstanding in the national champs in Pretoria. These two have the potential to do extremely well in Pretoria but we as the club do not (exert) any pressure on these youngsters,” said Terblanche.
