PROSECUTION SYSTEM SUSPENDED AFTER MUNICIPALITY FAILS TO PAY SERVICE PROVIDER

Huge traffic fine losses

HE Nelson Mandela Bay Municipality is losing out on all traffic fines for offences committed since February, after the use of a computer system for capturing data of the fines was suspended due to the municipality not paying the service provider.

The Traffic Prosecution System, named the Cyprus system,was suspended when the municipality failed to pay its service provider, Traffic Management Technologies (TMT). The suspension resulted in fines older than 30 days having to be be withdrawn - creating a major loss of income for the municipality. The municipality currently owes six months’ worth of payment, equalling R36 000, to the Cyprus service provider who decided to suspend

their service over two months ago. DA Caucus Chief Whip, Gustav Rautenbach, said the suspension of the Cyprus system has a huge financial impact on revenue that is supposed to be collected by the Traffic Department. He estimates that losses can run into millions of rands. No capturing has been done by clerks, and no warrants of arrest can be executed. “In short, the Traffic department, more specifically the legal process section, has come to

a complete standstill,” Rautenbach said. The suspended Cyprus system is responsible for capturing every camera offence, parking offence, or fine issued by a traffic officer on its system. In the case of a camera offence, a notification has to be sent to the registered owner of the vehicle within 30 days of committing an offence. This also applies to parking tickets where offenders are notified at the time of the offence.
