But Kupelo said that was “an unfortunate excuse”. “We are doing everything in our power to improve our services. Currently we cover 84% of the total population. If a person has a problem with long queues at the government clinics, they can pay for the vaccines at the private clinic.”

HE Eastern Cape Department of Health has stopped supplying private clinics and pharmacies with free government vaccines, which means parents will now either have to pay vast amounts to have their babies and children vaccinated at these facilities, or make use of government clinics where the vaccines are still available to the public at no cost.

This decision was made by the department because they were “not comfortable with the idea that private clinics and pharmacies were charging a levy on vaccines that we are providing to them free of charge,” said Sizwe Kupelo, spokesperson of the EC Department of Health.

“These vaccines are available at all public health facilities at no cost,” Kupelo added.

Dewald van Eck, owner and pharmacist at Klinicare Lorraine, said they used to provide the free state stock vaccines and then only charged a levy.

“This was a service we delivered to

As a health professional, Hayward said she is very pro vaccinations.

“Your baby does need these injections as these diseases can really harm or kill your baby. Babies are most at risk in the first two years therefore we recommend protecting your baby as soon as possible. But the decision remains that of the parent whether to vaccinate or not.”

Bay motorists will soon see the light DARKNESS due to faulty bulbs and rusted lamp posts along Settlers Freeway will soon be a thing of the past, the municipality says.

Municipal spokesperson, Mthubanzi Mniki, said maintenance was under way on all the lamp posts, starting from the Deal Party entrance, and would be completed along the route towards the Summerstrand entrance.

“The municipality is replacing the old lamp posts with new ones, fixing electrical faults and replacing the fused bulbs,” Mniki said. “The project will be completed within this financial year, ending June 30.

“We take the safety of motorists seriously,” electricity and energy portfolio chairperson, Andile Mfunda, said.

“It is our duty as the electricity and energy directorate to maintain the infrastructure we already have and build more. Our maintenance plans form part of our plans to position Nelson Mandela Bay as one of the destinations of choice for both economic development and tourism.”

Mfunda said the municipality was committed to lighting up all of the city’s busiest roads and

highways.

Mniki said the municipality also called on motorists to exercise patience and tolerance towards the workers on site, as failure to do so might lead to accidents. “Workers can be seen working on the street lights during working hours, with clear signs warning motorists as they approach.”

Mfunda said the electricity and energy directorate had bold plans to improve the way the municipality used electricity, considering the challenges facing the national grid run by Eskom, from whom the municipality buys electricity.

“An announcement will be made at a press conference to announce the plans,” he said.

“For now, as an immediate priority, we want to improve lighting on our highways and streets in residential areas. We are aware this will go a long way in improving safety and security.

However, it must be said that cable theft along some of the roads in secluded areas and vandalism affecting our street lights in residential areas remain a challenge,” Mfunda said.

Electricity boss is ‘victim of infigting’ LIZEKA TANDWA ALLEGATIONS that Nelson Mandela Bay’s electricity and energy director is not fulfilling his duties by not working from his office have been blown out of proportion by the media and the DA, a reliable source in the municipality says.

PE Express reported last week on electricity and energy director, Silby Matthew, not having worked from his own office for two months.

After the report was published, a source told PE Express that Matthew was still performing his duties but had become the victim of infighting in his department and had to be moved to a different office for his safety.

The source said Matthew was in fact working from the City Hall and not in his assigned office due to clashes with senior officials and workers.

This comes after the provincial DA leader, Athol Trollip, accused Matthew of “bunking his duties” during the time of the electricity crisis and demanded an immediate investigation by the city manager.

Trollip said on Monday, April 27, that he had written to the municipal manager, Mpilo Mbambisa, to launch an urgent investigation into Matthew’s absenteeism.

Municipal spokesperson, Mthubanzi Mniki, said, however, that Matthew was on duty even though he was not working from his office.

The source in the municipality said Matthew had done an excellent job implementing municipal programmes in his five months as director.

He had, however, been subjected to false accusations because several senior managers were eager to get the top job.

“There are major problems in his (Matt-

hew’s) department. The problems of infighting among workers happened long before Matthew was in office and he has unfortunately been left to deal with the anger of unsatisfied workers.

“Matthew is also dealing with issues of backpay and the municipality’s re-grading - a problem he inherited,” said the insider. The source said Mbambisa had decided to move Matthews to protect him from workers as the situation in the electricity and energy department was intensifying.

“We can’t blame him for unresolved issues dating back to five years ago. He (Mbambisa) wanted to avoid a situation. Some people can take a hostile working environment and some cannot. Mbambisa wanted to avoid placing Matthew in a situation where he would be locked in his office for fear of being attacked when a strike ensued,” he said.

Trollip said he could not sympathise with Matthew’s situation as it was a pure example of the ANC’s inability to deal with problems.

“He cannot be placed in another office because workers are hostile. The municipality needs to deal with the challenges rather than running away.

“Matthew cannot be moved to another office. If the workers are hostile, they need to be managed and if he is a problem, Matthew also needs to be managed. They cannot tiptoe around each other. The people suffer as result and services aren’t delivered,” said Trollip.

Municipal spokesperson, Roland Williams, said, “As an opposition political party pushing for votes, the DA will of course make such statements.

“The city manager and his management team are focused on delivering services to the community of Nelson Mandela Bay in accordance with the IDP, and not on political statements,” said Williams.

Metro ‘losing millions’ in uncollected traffic fines LIZEKA TANDWA TRAFFIC summons deliverers have been left in the cold by the municipality as no summonses have been delivered for two years, with losses totalling millions.

Gustav Rautenbach, the DA chief whip, said the summons servers were responsible for bringing in a minimum of R600 000 in a bad month, with the average being R1.2-million a month in traffic fines.

“This is how much the metro is losing each month and continues to lose, because the summons delivery is inactive.”

Rautenbach said the 27 summons deliverers, who work on commision, had been unable to provide for their families as a result.

“These 27 people are dependent on the commission from their deliveries. They are getting no income or explanation for their situation from the municipality. They have done an excellent job in retrieving monies needed by the metro and they do not deserve this treatment,” he said.

Municipal spokesperson, Mthubanzi Mniki, said that this month the municipality had appointed 33 servers on a six-month contract effective from June. “At the time of the contract’s expiry, they will be incorporated where possible into the service provider.”

Mniki was referring to the service provider, Traffic Management Technologies (TMT), which terminated its relationship with the municipality early last year when the municipality failed to pay it R36 000.

“This is always their excuse,” Rautenbach said. “How long are we going to blame the Cyprus system?

“We must remember that fines of more than R500 are written off in two years and fines less than R500 within a year. R2-million has failed to be collected from offenders in the last two years,” said Rautenbach.

An anonymous resident who was also concerned about the summons deliveries and wrote to PE Express said, “There are still honest traffic officials placing their lives on the line and they are not getting paid their overtime because there is no money. No money because summonses are not being served. One of the senior female clerical workers walked away from her desk because of the chaos there.

“These people work with no perks, and take risks to get the job done.

“They get cursed, spat on and bitten by dogs, but do deliver and it’s an important job bringing funds in for the metro.

“People sitting in cosy jobs are not sorted out. If this was a privately owned business, they would have been gone a long time ago, yet because it is state-owned they get away with it.

“It is time for an emergency takeover at the PE Traffic Department,” the resident said.

Be cautious on R334 road, warns attack victim LIZEKA TANDWA PROVINCIAL roads have lost their economic life and catching up with the buildup of decay is a major problem, the Department of Roads and Public Works has admitted.

This is after a Uitenhage businessman was almost killed during an attempted hijacking at the R334 road intersection near Motherwell on May 4.

District road engineer Marius Keyser said it would take them almost two years to repair damaged and decaying roads in Nelson Mandela Bay. Keyser said to keep the roads operational and prevent further decay, they were keeping maintenance at full capacity on the R334, Mission Road, Victoria Drive and Maitlands road.

“We have a massive backlog and we have slipped into a problem which will take time to catch up,” he said.

Although the R334 had deteriorated, they had done some maintenance work two months ago, but due to improper drainage, the problem persisted.

“We now have a 24-month contract with a private company for road maintenance work, through a public tender which will be supervised by consulting engineers.

“We are upset about what is happening on our roads, but there is only so much you can do, especially with criminal elements creeping in. We have erected warning signs and we keep cleaning and cutting the bush to deter criminals,” he said.

But that was not the case for the Uitenhage man, who wished to remain anonymous for his safety.

He was attacked when he stopped on the R334 on May 4, using his wife’s VW Polo, to take pictures of the R334 for insurance

purposes after his car had been towed on the road days earlier with damage amounting to R19 400.

“I stopped at the intersection to take pictures of the damaged road, and I was hit with a gun on the back of my head when four men attacked me.”

He said his attackers had been distracted by an oncoming vehicle. He was stabbed 12 times and shot at twice.

“I can’t begin to think of what would have happened to me had that car not come towards us. I am a strong man and I fought for my life as they tried to take to the bushes beside the road. Those men would have killed me.

“The pain will go away, but the trauma and having to live with those scars will taunt me for a long time.”

He said he needed to tell his story to warn the public of the road and to get the department to shut down the decaying R334.

“That road needs to be closed or repaired. There need to be signs, proper repairs and security for people before they open that road. What does it take to get these people to act and ensure the safety of motorists?” he asked.

A Swartkops police officer said he could not comment on the case as two men had been arrested and were awaiting trial.

However, he said the police were gravely concerned about public safety on the R334.

“Several cases have been reported on that road. One that comes to mind is the rape of a child at that very intersection. It’s a huge concern and a problem for the police,” said the police officer.

Keyser said for complete reconstruction of the R334 and several other provincial roads in the metro, the department relied on money from the national government, which at the moment was not available to it.

Mulder, returned this past weekend from a trip to his alma mater, Texas A&M University – one of the largest universities in the US – after being invited to give a guest lecture to students and academics titled “De-urbanisation: creating sustainable rural new towns”.

Mulder, who is the credited with transforming Knysna’s Thesen Island from an industrial wasteland into an eco- friendly tourism destination and Blue Flag marina, is also behind the Bay’s Crossways Farm Village development near Van Stadens, a pioneering project involving building “rural new towns” which are partially or totally self-sustaining and energy independent.

During his lecture last week, Mulder highlighted House Rhino – the off-grid showcase development at Crossways which has been built

by Bay-based water, food and energy solutions company Rhino Group.

“House Rhino was a hit,” said Mulder, adding there was immense interest in the self-sustaining nature of the house.

“It was the fact that it was off the grid and on Crossways, where we have large off-grid houses mixed in with medium sized and smaller homes, all interwoven together in a safe and walkable community environment,” Mulder said.

House Rhino, Rhino Group’s showcase of offgrid solutions, generates its own energy from solar panels; creates gas for cooking from a biodigester processing waste from the house; and harvests rainwater which is then heated by means of a water heat-pump powered by the solar energy.

“House Rhino continues to attract significant local and international attention,” said Rhino Group managing director Brian van Niekerk.

“We have even housed German post-graduate students who were doing research on its selfsustainability, after their alma mater failed to find anything comparable in Europe for them to study.”

Mulder said his concept of creating “rural new towns” centred on food security, rural development, poverty alleviation and job creation.

“Rural development is a national priority and although de-urbanisation flies in the face of global trends, it is essential in South Africa,” Mulder said.

Speaking of Crossways at the university, Mulder said: “I gave an overview of what Crossways is, how it works and we will be feeding back – and already are – into the community of Thornhill by creating jobs, upskilling the community, and providing contracts .

“I also explained that we, as developers, provide all the infrastructure and thus self-manage the provision of services like sewer, water, electricity, refuse removal, and fibre-optic access for each home.”

Mulder has been named Texas A&M’s Most Outstanding International Alumnus twice – in 2002 and 2011 – for his community-minded ecosensitive projects.

Drie Junior Bokke kom van Oos­Kaap TANYA VAN ZYL DRIE spelers wat in die Junior Springbokke se opwarmingsgroep na Argentinië ingesluit is, is van die Oos-Kaap afkomstig.

CJ Velleman (20), Ernst Stapelberg (20) en Malcolm Jaer (19) is deel van die groep van 28 spelers wat reeds Vrydag na Rosario gereis het om twee vriendskaplike wedstryde teen die o.20-span van Argentinië te speel.

Die Junior Bokke het gister en sal ook weer Saterdag teen die Argentyne speel, wat sal dien as hul finale voorbereiding vir die Junior Wêreldbeker in Junie in Italië.

Die finale span wat Suid-Afrika op die Wêreldbekertoernooi sal verteenwoordig, sal ná die toer op 18 Mei bekend gemaak word.

Hierdie drie spelers het al heelwat wedstryde saam vir die Oostelike Provinsie gespeel. In 2011 het Velleman, Stapelberg en Jaer saam die OP-trui tydens die o.16- Grant Khomo-week gedra. Hulle was toe leerders van onderskeidelik die Hoërskole Grey, Framesby en Brandwag.

In 2012 het Velleman en Stapelberg die OP by die o.18 Cravenweek verteenwoordig, terwyl Jaer vir die o.18-OP-akademiespan gespeel het. Hy is ook deur die OPRU as die o.18-akademiespeler van die jaar aangewys.

Daarna het hulle al drie weer in 2013 vir die OP by die o.18 Cravenweek uitgedraf.

Jaer was egter die enigste OP-speler wat daardie jaar vir die SA skolespan gekies is om teen Engeland, Wallis en Frankryk te speel.

Ná skool het Stapelberg hom verlede jaar

by die Westelike Provinsie aangesluit, waar hy in die Absa-o.19-kompetisie gespeel het.

Hier was hy ook die speler wat die meeste punte in dié kompetisie aangeteken het (175).

Velleman het vir die OP Kings begin speel en Jaer is ’n speler van die Saru Kings-akademie aan die NMMU. Albei het verlede jaar ook aan die Absa-o.19- en o.21-kompetisie deelgeneem en albei het ook vir die OP in die Vodacom-beker van 2014 gespeel.

Louis Gerber, hoof van rugby by Framesby, het vertel hoe trots hy op die spelers is.

Gerber is die afgelope drie jaar die OP Cravenweek-afrigter en het nou saam met dié spelers gewerk.

Intussen sal dié drie spelers weer ’n kans kry om, soos in die ou dae, dieselfde span se rugbytrui oor hul koppe te trek – dié keer die Groen-en-goud.

Tribute to tragic 27 Club

THE talented Kerry Hiles will be introduced to Port Elizabeth audiences when the dynamic singer/bassist/actress fronts the new Centrestage production, The 27 Club, at Old Grey on May 15 and 16 May, playing the roles of Janis Joplin and Amy Winehouse.

Backed by the seven-piece Centrestage AllStar Band, the show would pay tribute to the members of rock’s most tragic club - the surprisingly high number of famous musicians who died at the far too early age of 27, Centrestage’s Jessica Randall said.

“Besides being among the biggest legends of all time, Jim Morrison, Jimi Hendrix and Kurt Cobain are also members of this large and sadly still growing fraternity,” she said.

“Wayne Kallis will emulate the broody Doors frontman, as well as performing a number of celebrated Nirvana unplugged classics.

“Bluesman Rob Thompson steps ably into the shoes of Hendrix and another 27 Club luminary, Crossroads blues pioneer Robert Johnson, and also plays the blues riffs on some of the best-loved Janis Joplin songs, while Hugo Kleinhans salutes founding Rolling Stones guitarist Brian Jones.

“The rhythm section comprises of Andrew Warneke on bass, Kevin Mattheus on drums, and Gavin Grundlingh on the keyboard.

“While the specifics of the untimely deaths of the members of the 27 Club obviously vary from case to case, the underlying story is often the same - the pressures of sudden fame, the stresses of a gruelling life on the road and the seductive, deceptive escape of alcohol and drugs, now easily obtained due to new-found wealth, proved too much for these still very young people to handle,” Randall said.

“Joplin, Hendrix and Winehouse all died after mixing alcohol with drugs, and the deaths of Morrison and Brian Jones are surrounded by some degree of mystery as they were found dead in a bathtub and a swimming pool respectively.

Restore Central for our culture I WAS most encouraged to read in last week’s issue of the cultural festival planned for PE in July/August. This appears to promise a great deal of very favourable exposure for the metro.

However, there is one sphere of culture which has taken a nosedive since 2000 and continues in its downward spiral. That is the Central area of PE with its wealth of heritage buildings.

A considerable number of these fine and formerly rent-earning (and rates-earning) structures have been allowed by their owners to deteriorate into slums and worse, resulting in an increase in crime (quite apart from the heritage damage); our metro has done nothing to rectify this situation, in spite of their being municipal legislation available to force the owners to care for these buildings.

Ask our esteemed deputy mayor to get out of his limousine and use his legs to see for himself - let him look at the old post office building behind the City Hall, then let him climb up Castle Hill to view the two burnt-out historic houses near the much-visited 7 Castle Hill Museum (he might need the limo again for this trek!) Invite him to check out Victoria Street and adjacent area on the other side of the Donkin Reserve.

If he still has any energy left, get him to inspect the long-vacant buildings of the former Holy Rosary Convent between Bird Street and Western Road . . . I could go on ad nauseam with this list.

And then tell us all that he still believes this to be “A wonderful and beautiful city”. Ask him if the metro is receiving its full rates from the owners of these empty shells.

When I came to live in PE in 1989, I was so proud to show friends and visitors around this well-maintained historic core of our city, but no longer. I studied in London in the 1950s and well remember the dereliction in the centre of that marvellous city caused by the devastating German bombing during the Second World War. Port Elizabeth has no such excuse. So let our metro officials get off their backsides and start to get this damage fixed so that our citizens can once more be proud to show off their city.

Musiekleerders tussen die ouderdomme van vyf en 13 jaar in die beginner-, voorgraad 1- en graad 1 fases van musiekonderrig kan vir die kompetisie inskryf.

Elke deelnemer sal ’n sertifikaat en ’n musiekverslag met duidelike, opbouende terug-

voer ontvang.

Drie leerders in elke kategorie sal ook medaljes ontvang.

Time to shine at Color Run THE National tour of the Color Run, also known as the Happiest 5k on the Planet, kicks off with the first Color Run for 2015 in Port Elizabeth on Sunday morning.

Now the single largest event series in the world, The Color Run is now hosted in more than 30 countries with over 170 events and four million participants.

The Color Run – Port Elizabeth will once again be hosted at the NMMU North Campus and should see more than 8 000 people taking part.

Color Runners should arrive early, with plenty of parking available on the North Campus and at Cape Recife School. Runners should get ready in the start chute from 9am, with the gun go-

ing off at 10am. The starts are batched three minutes apart, with about 500 runners per batch.

It takes one to two hours to run or walk the route, with runners being covered in a vibrant colour at each kilometre point and at the halfway point.

At the end of the run, Color Runners will enter the festival zone where they will enjoy music from DJ’s, local acts, best-dressed competitions, food and drink and more colour.

Tickets are available at Computicket or at Packet Pick Up, which is hosted at the Boardwalk exhibition venue between 10am and 8pm on Thursday and Friday.

Callies and NMMU Madibaz continue to dominate

NMMU Madibaz achieved another double-figure win when they defeated Motherwell Soccer Academy 10-1 at the South Campus last Friday night.

Goals from Kieran Koert, Claudius Sagandira and Julius Ongwech saw them leading 3-0 when half-time arrived.

After the break, Madibaz went on the rampage with a further seven goals. Kieran Koert got another two to achieve a hat-trick, Claudies Sagandira and Julius Ongwech converted one more each and Sachin Jackson, Fuzo Zantsi and Lukhanyo Ndebeta completed the rout.

On the same night, Hearts won their third game in a row when they outplayed NMB Municipality 1-4 at The Oval. The game was a ding-

dong affair until Bob Yuill broke the ice with a first-time strike of a loose Municipality clearance two minutes before half-time to put Hearts 1-0 up at the break.

MX nationals head to PE REPORTER THE best motocross riders in South Africa will compete in the third round of the Monster Energy South African National MX Championship, sanctioned by Motorsport South Africa, at Rover MX, Port Elizabeth, on May 30.

Riders from countries like Swaziland, Zimbabwe and Botswana, to name a few, will also be competing.

Round two in Cape Town saw some spectacular racing under the watchful eye of almost 2 000 spectators. Heading into round three, the chase for points will start to heat up.

The iconic sand track at the Rover MX Club is always a highlight on the race calendar for the competitors and is always guaranteed to offer some huge upsets and close racing.

In Cape Town, it was reigning champion and TLB Monster Energy Yamaha rider Sacha Naude in the premier MX1 class who found his form and took the overall honours for the day, but with Red Bull KTM rider Kerim Fitz-Gerald, ABE Midas Husqvarna’s Shannon Terreblanche, Wetherd Racing’s Michael Docherty and AceSports Red Bull Husqvarna’s Anthony Raynard all chasing down that top spot, anything is possible in Port Elizabeth.

In the premier MX2 class, all eyes will be on TLB Monster Energy Yamaha rider Matthew Malan, who has four wins in four races.

The big question will be whether Matthew can continue his form in sand.

Matthew’s team mate, Tristan Purdon, is a favourite for the podium in Port Elizabeth, having grown up in the Eastern Cape and being accustomed to the track conditions that Rover has to offer.

All the top riders are expected to be in the mix, but there could be some exciting upsets and surprises in store in Port Elizabeth.

A young local rider in the Pro-Mini class is Seth van den Abeele, who races for the TLB Monster Energy Yamaha factory team and won his class in Cape Town. Other regular nationals riders from Port Elizabeth are Andrew Wren, Grant Hutton and Keegan Hickson-Mahony.

The day starts about 8am, with racing kicking off about 10am and there will be a lunchtime autograph session with some of the top senior riders.

Sunridge Village’s family Private 2 Private road race this Saturday Private 2 Private

THE ninth Sunridge Village family road race will be held at 7am this Saturday.

Organised by the Port Elizabeth Amateur Athletic Club and Sunridge Village Shopping Centre, this event promises to be the greatest to date, they said.

Last year’s event had drawn more than 2 000 competitors and had grown at a fantastic rate year on year.

This would once again be a fun-filled family affair with fantastic hampers, lucky draws and some major prizes. These included a R2 500 shopping experience from Sunridge SuperSpar, a major sponsor of the event.

“Although it is an official EPA Road Running event, it also caters for the whole family, with distances of 5km and 10km,” said Suzanne Fincham, Sunridge Village Shopping Centre manager.

“The school with the most bulk wins R1 000, so we encourage all schools to participate and support the event.”

She said other fun category prizes included First Family Home, Parent and Pram, Dad and Dog and Mom and Tot. However, there would be a restriction of one dog per entry.

Only the first 1 000 pre-entries at SpecSavers, PostNet and Myburg’s Sports at Sunridge Village Shopping Centre will receive an event T-shirt.

Other venues where pre-entries can be made are at all major sports shops in Port Elizabeth, as well as the Despatch SuperSpar and Myburg’s Sports in Uitenhage. Bulk and pre-en-

tries close at 5pm today (May 13).

“Our aim this year is a record breaking 2500 competitors. It can be done, as this is, for the first time, an official EPA league event and one of the biggest events in the Metro,” said Shane Brown, chairman of the organising committee.

Festivities kick off at 5pm on Friday with pre-registration at Sunridge Village Shopping Centre.

Takeaways, restaurants and selected stores are open for a bite, or something to drink or buy until late.

Various stores at the centre will man the water points, with a watering hole for pets at the first water point. Prize-giving will take place directly after the race in the area adjacent to the Keg & Swan.

Prize money for various age categories is up for grabs, as well as a gold, silver or bronze medal for all participants who finish before the cutoff time. Lucky draw prizes are attendance prizes, so competitors shouldstay after the run for the prize-giving.

Entry forms can also be downloaded from the website www.sunridgevillage.co.za, but remember to pre-enter at Sunridge Village to qualify for a free T shirt.
