Section of Circular Drive to close for 3 months ZELDRÉ STRAUSS SWANEPOEL

M

OTORISTS making use of Circular Drive should brace themselves for the next few months as a portion of it will be closed to the public.

The stretch of 220 metres long will be closed

and traffic redirected to allow for the upgrading and reconstruction of this portion of Circular Drive. The closure started on February 27 and will continue until May 30, 2016. The project includes construction to widen additional sections of Circular Drive above and below the area to be closed, as well as a section of Centenary Road. Previously, Willow Road was

also under construction to allow for upgrading and widening. It has now been opened prior to the closure of Circular Drive; however, the contractor stated that there will be tie-in work required at the intersection on Mimosa and Willow Roads. Motorists should be advised that this might slow traffic down in this area for a short period while the tie-in is done.

The entire project which includes the work on Willow Road, the upgrading on the existing Circular Road and the portion of Circular road which is currently closed, cost approximately R20 million - a bill which is footed by the Fairview Suburban Estates (Pty) ltd.

SUMMER 2015: OCCUPANCY DOWN BUT TOURISM SPEND INCREASED

City needs flagship events to boost tourism REPORTER NELSON Mandela Bay Tourism (NMBT) has established after the evaluation of the summer season statistics that flagship events contribute greatly to visitor numbers and spend in the destination. For the summer period there were a total of 76 993 foreign bednights sold and a total of 973 334 domestic bed nights sold in 2014. This compares to 52 723 foreign bed nights sold and 959 876 domestic bednights sold for the same period in 2015. Whilst the figures of the summer of 2015 show a slight decline in accommodation occupancy the income generated from tourism spend in the city had increased. “Whilst NMBT saw success in sustaining the tourism contribution to the local economy for

summer, we realize the city needs to gain new and retain flagship events such as the Rugby 7’s to increase the number of visitors to the city and thus increase the tourism revenue even further,” said Mandlakazi Skefile, CEO of Nelson Mandela Bay Tourism. According to the NMB Sevens EIA 2014 report done by Grant Thornton there was a total number of 63 041 spectators spread over the two day event. Nelson Mandela Bay’s Overall Income from the tourism sector for December 2014 was estimated at R334 472 917.52. The income from those coming here specifically for the rugby 7’s event (event was reason for visit) - was estimated to be in the region of R30 444 566.64. Thus without the event the income tourism generated for December 2014 would have been around R304 028 350.87 and the overall estimated income for December 2015 R343 736 187.12.

Based on these figures December 2015 saw an increase on 2014 with a percentage of 11.55%, R39 707 836.25, when excluding the impact of the Rugby 7’s event in December 2014. There is also an element of visiting friends and relatives as well as day visitors which can only be estimated at this stage. These visitors also contribute greatly to the tourism economy of the destination. One of the events that boosted the numbers of those that visit family and relatives is the Ebubeleni Music Concert that was extremely well supported and saw in excess a crowd of 15 000 people up from last year’s numbers of 9 000. As per Fayroush Ludick, Regional Manager: Communications, SANParks, “Addo Elephant National Park outside Port Elizabeth, noted a 4.4% increase in visitors – from 27 601 in December 2014 to 28 815 last year. The park also registered an 18.6% increase in the number of activi-

Gate entry figures increased by 13% over the corresponding months. Skefile informs, “In conclusion, the occupancy stats at formal accommodation establishments give us reason to believe that hosting major events in a city contributes greatly to tourism as well as the economy of our region. That is why NMBT supports the hosting of mega events which has the capacity to attract people from out of town. That we have lost out on these two events, had a negative impact as we could have seen a much bigger increase in revenue to the city. We are looking forward to events such as the boxing day cricket test match this coming summer season. We need to bid for and host more of these events.”

Rob Dobson, Principal Project Manager for the Consulting Engineers, said residents will unfortunately be inconvenienced but there will a detour planned for them. “Unfortunately there will be some inconvenience to road users, however there is a detour planned around the section using new roads constructed within the newly developed area. “Residents who need access to their properties have been contacted individually and will be accommodated by the contractor,” said Dob-

son. He, however, is positive that the closure will not take longer than planned. “The closure will be for a period of about three months from end February to end May 2016. “When working on below ground existing services there is always a possibility that unknown circumstances may arise which could delay work; however at this time we are of the opinion that the work will be completed within the period stated.” Dobson said that it is of utmost importance that the public drive carefully and obey all temporary traffic signs and flag men. “We ask every-

one to be patient during the construction of the works.” Ward 6 DA Councillor Retief Odendaal is excited about the steady pace of residential and business development in the Fairview area. “It is a pity that the metro is not paying for the upgrades of these roads, as I believe the metro should have contributed. “I am excited though about the upgrade and the overall feeling from residents is that they understand the inconvenience of the closure will be beneficial to all at the end of the day,” Odendaal said.

Accommodation challenges at NMMU resolved REPORTER THE number of students who applied for residence accommodation at Nelson Mandela Metropolitan University (NMMU) in 2016 has increased by 11%. The University received 15 573 applications this year compared to 13 536 in 2015, and the 3.4% growth from 2014 to 2015. Throughout the country, universities face accommodation challenges. A 2015 survey, which focused on nine universities, for example, found that there were just over 68 000 spaces for more than 140 000 residence applications received in the same year. At NMMU this year the accommodation challenge has been compounded by the increase in applications as a result of the introduction of free on-line registration for residences and the consequences of the #FeesMustFall campaign. In November 2015, the NMMU Council resolved to offer academically-deserving but financially poor NMMU students 2015 debt relief and 2016 down payment relief, which led to larger-than-usual numbers of re-

turning students. “The University usually offers provisional accommodation to slightly more students than the number of beds available as many of these students do not take up the offer because of outstanding debt or their inability to raise the down payment required by registration. “All this changed, when the University rightfully offered debt and down payment relief. This decision was made after our provisional accommodation plans were finalized and many more students were able to return to campus,” said NMMU Acting Dean of Students, Mxolisi Ncapayi. As at February 24, a total of 75 students were still being temporarily housed in one of the University’s many accredited off-campus facilities. Ncapayi said the University has been working systematically through the double bookings by providing temporary accommodation at iKhaya in Govan Mbeki Avenue, North End. To date, the Task Team has managed to place about 20 students in official university accommodation or

in accredited off-campus facilities using the students’ academic results to prioritize who moves first. According to NMMU Director: Student Housing, Dr Shuping Mpuru, of this year’s applicants, 7 649 (49%) of the 15 573 applicants are first-time entrants to the university system. The number of beds available in residences on campus at NMMU, however, constitutes only 12% of NMMU’s student body. “Although we reserved 920 beds for the first year applicants, only 740 beds were taken up by first years by the time the senior returning students arrived. This figure is significantly higher than the national average of 5% reserved for first years at other South African universities. Senior student challenges According to Ncapayi, one of the biggest challenges has been the placement of the senior students who, on returning to NMMU at a slightly later date, have had to share rooms instead of moving into single rooms as they had expected. “Some of these students were temporarily placed in both on-campus junior residences and an accredited

off-campus property and those in offcampus property are being brought back to on-campus residences as spaces become available.” Off­campus providers NMMU has formed a number of partnerships with metro landlords since 2012 to offer students alternative, reasonable accommodation. This means a further 3 500 beds are available in accredited off-campus accommodation. There are also a further 4 000 known beds in private homes throughout the metro. A further challenge is that off-campus property owners do not recognize the exemption from down payment that is being offered on campus. “We are preparing a proposal to deal with this,” said Mr Ncapayi, who is part of the Residence Accommodation Task Team formed earlier this year as a means of seeking mutual solutions to the various challenges. The Department of Sport, Recreation, Arts and Culture and the Eastern Cape Sports Confederation hosted the annual awards evening to recognise and honour individuals, codes and teams that excelled in sport and recreation, both on and off the field, between January 1 and December 31 last year. Among the officials at the event were Eastern Cape Premier Phumulo Masualle, Sport Recreation, Arts and Culture MEC Pemmy Majodina, Nelson Mandela Bay mayor Danny Jordaan and Eastern Cape Sports Confederation president Mkhululi Magada. Federations are asked to nominate potential winners in 20 different categories. A selection panel makes up a shortlist in each of the categories of a winner and two finalists who are invited to the awards event. Mdledle said he did not have words to express how he had felt when his name was called. “This award has made me realise again that there are people who see the work you do when you dedicate yourself,” he said. “I thank the people of the OR Tambo region who nominated me. He also thanked Media 24 for giving him the opportunity to be a reporter.

LOCAL radio presenter KayCee Rossouw has embraced an initiative that challenges him to step out of his daily routine and into the lives of people living in Walmer Township for five days and nights from March 13 to 18. In the lead-up to Human Rights Day, KayCee Rossouw, 9am-12pm weekday presenter on AlgoaFM, will stay in Walmer Township for five days with a family from the area in order to increase awareness and raise funds for the KICK (In Their Shoes) project. The project aims to develop a culture of empathy, and to increase awareness about the obstacles facing people who live in previously marginalised areas. “This year our focus is Walmer Township. We will have 10 men and women stepping out of their daily routine to live ‘In Their Shoes’ for a week. KayCee Rossouw was the first person to embrace this initiative, and we are eternally grateful to both KayCee and Algoa FM for the support,” said Managing Director of KICK, Lauren Stretch. The “In Their Shoes” initiative was started by KICK in 2010, with the aim of creating awareness about those less fortunate while raising funds in order to provide infrastructure to Early Childhood Development sites and centres across the Eastern Cape. KICK’s focus for 2016 is to create awareness of basic human rights and raise funds to equip Heatherbank Primary with a grade-4 class for 2017. The school offers private school opportu-

REPORTER ON April 1, 1969, Julia Potgieter walked into Volkswagen for the first time; 47 years later, she will be retiring from Volkswagen with her head held high after an amazing career. At a special tea held in her honour she was able to reminisce with VWSA Chairman and MD, Thomas Schaefer, about her years of service in the company. Julia is a special woman at VWSA, loved by many and respected by all her Finance colleagues. Not only is she the longest serving woman at VWSA, but currently the longest serving employee. A career spanning almost half a century, all of which was spent in the Finance Division, has given Julia many wonderful memories, such as going for a swim at lunch time in the company pool and the introduction of the computer. Julia says that she has always enjoyed working at VWSA and walks away with

many friends and great memories. Her sage advice for her younger colleagues was to “Always keep a back-up� – so relevant in the age of electronic communication. Five years ago Julia was diagnosed with breast cancer, but says that the support she received from her Volkswagen Family was a blessing, “The company was so understanding and out of everything, that was one of the very special things that warms my heart when I think of VWSA� she reminisces. Looking forward Julia is excited that she doesn’t have to wake up early anymore. She will spend her time travelling between Johannesburg and Cape Town to visit her grandchildren. “We wish Julia the very best in her future endeavours and thank her sincerely for her exceptional dedication and years of service. Julia is one of many loyal and hardworking VWSA Family Members and with employees like that, I am proud to be the leader of this great company,� said Thomas Schaefer.

Local community leader makes a difference REPORTER AN inspiring young community leader, Asanda Modise recently graduated from the Laureus Youth Empowerment Through Sport (YES) programme. The YES programme is one of the exciting ways that the Laureus Sport for Good Foundation is empowering and inspiring youth leaders in Africa to use sport for the good of their communities. Launched in 2012, the programme focuses on equipping youth with the technical, vocational entrepreneurship and life skills needed to develop sustainable livelihoods. The programme targets school leavers, ages 18 to 25, with particular attention given to young people who are passionate about sport and the uplifting of local communities. Modise, who grew up in Motherwell and currently resides in Bluewater Bay, said sport has changed his life. “I was not sociable at all and had a low selfesteem. I then went on to high school, Newton Technical High School, where I was introduced to sport (rugby). Keeping in mind I had never played a match in my life and was not interested in sport, I gave it a shot and made the u14A team.” “Achievements that followed were u15A at sixteen and I made it into the Eastern Province rugby team the following year at seventeen. I made the EP u18 Craven week team alongside now Springbok player Siya Kolisi at eighteen.” “I went on to represent clubs such as Police Rugby Club and PE College. Needless to say sport changed my whole life as I was now confident with a high self-esteem. I learned about sport and life situations and through the programme I was introduced to everything that makes a perfect sports coach.” His plans for the future involve using sport to make a difference in the lives of others. “In the next ten years I would love to penetrate the whole Eastern Cape with sport and witness the development and change sport has to offer through programmes I have designed. New venture for high school REPORTER A CONTACT made by a Victoria Park High School (VP) teacher, Angelique Jennings, during the World Cup has resulted in an exciting new venture for the school. The school is about to enter into partnership with the Theodor-Heuss-Gymnasium (THG) from Wolfenbüttel, northern Germany. THG offers a similar extra-mural programme to VP, with emphasis on the arts and other cultural activities. The school curriculum, however, focuses on multilingualism, with English, French, Spanish and Latin being offered. VP will be the German school’s third overseas partnership, the others being with schools in France and England. Markus Gerke, who is leading the project, said,“Being a foreign language oriented school, we would like to continue our positive long-term exchange experience with another English-speaking country. South Africa sounds very promising to us. We would love

to establish a new long-term exchange programme with a South African partner school. We are convinced that South Africa with its culture, history, and people has a lot to offer to our students. To inaugurate this partnership, VP will host twelve students and teachers from THG on a visit to the Eastern Cape from March 24 to April 9. The German students will stay with local families and attend some classes at Victoria Park High School. They will also visit the Addo Elephant Park and other tourist sites in and around Port Elizabeth and the Garden Route. In return, the host students and teachers from VP will visit northern Germany later this year. They will stay with the families of their exchange partners and thus be introduced to the German way of life. “We think it is important that a school exchange is not regarded as some extra holiday time. It is about learning about another culture, developing friendships and building character,” Gerke said.

REPORTER SOUTH African Sports Association for the Intellectually Impaired (SASA-II) in partnership with Lulamisa Community Development Organisation have announced that Eastern Cape Sport Association for the Intellectually Impaired (ECSA-II) will host the National SA Summer Age Group Games in Port Elizabeth. SA Summer Age Group Games will be held from 7 to 11 March. About 750 athletes with an intellectual impairment from all nine Provinces will be in the Bay to take part in the annual Summer Games. These athletes will compete in six sport codes: swimming, cricket, hockey, table tennis, blackball pool and indoor rowing. SASA-II is a member of South African Sports Confederation and Olympic Committee (SASCOC) and International Sports Federation for people with Intellectual Disability (Inas). Some of the athletes with Down syndrome will compete in the codes of swimming and table tennis in preparation for the upcoming Trisome World Championship.

This is the first National event in South Africa to be sanctioned by Inas. The event will take place at Gelvandale Cricket Club, Malabar Community Centre, Lilian Ngoyi Sport Centre, Happydale Special School, Kwamagxaki Cricket Club, Dan Qe Qe stadion and Westbourne Oval, to name but a few. Lizzie Vogel, National President of the association said: “This is a very special year for us, as we have a brand new partnership with Lulamisa. More athletes will get the opportunity to compete as it is development year in all sporting codes. During a development year we focus on giving multiple athletes, in additional age groups, the opportunity to take part on National level.” A number of national teams will be announced during the Summer Games for international participation later in the year. Kenneth Kubayi, National Sports Convenor and member of the National Executive Committee of SASA-II, visited the Nelson Mandela Bay this past month. He was impressed by the high standard of venues acquired by National Cricket Convenor, Ernest Fiki.

Children of Worth Festival this weekend REPORTER A FUN-filled festival for the whole family is what can be expected on March 5 at Altona Primary School in Greenbushes. The Children of Worth Festival, organised by Mrs Nelson Mandela Bay, Bernadette Loock, will provide live enter-

tainment and exciting activities the whole family can participate in. Young entrepreneurs around the Eastern Cape are encouraged to book their own stall and show off their business skills as the main aim of the event is to help entrepreneurship and support Altona Primary School which plans to use some of the money

raised to build new classrooms. There be various competitions on the day which include a potjiekos cooking competition and the Mr and Miss Altona and Children of Worth Competition. Comedian Craig Mischief will also be entertaining the crowd and there will be various live performance as well as talented local singers including Jacques

Wings & Wheels festival-goers the feel of being “into it” when adrenaline pumping action can be viewed and enjoyed on a big screen in one of the hangars. “There will be an array of two, four and no wheels, but wings action on Saturday at the Uitenhage Airfield. Those driven by curiosity always want to be closer to the action than allowed. “By utilizing drones, it not only offers you a bird’s eye view, but also visuals that make you feel part of the action,” said Lourens Kruger, an organiser of the weekend’s Wings & Wheels Festival and Doug Davidson Memorial Air Show. The festival starts with a trail run on Friday afternoon and mountain bike races on Saturday morning.

Some of the highlights of this year’s event are the new extreme 4x4 track which will be showcase of ultimate driving skills and superior mechanical abilities. “The race challenge of a Porche V8 against the Whisper aircraft of Russel Phillips will be awesome. Also the vintage race between a 1929 Model A Ford and a vintage aircraft from the late 1940s,” said Kruger. Aircraft to be seen at this 5th annual show include a Mustang, L39 Jet, Seafury, Sukoi, all flown by international aerobatic pilot Patrick Davidson and his father Stu Davidson. It is organised by the Uitenhage Airfield Association and the beneficiaries of the event are the Oosterland Youth Centre and the Uitenhage SPCA. Sharks may yet spring real surprise SO did you notice any difference? Better yet, did you notice that the game William Webb Ellis at Rugby School, England, changed forever when he “picked up the ball and ran� has once more made slight changes to the game’s face? For that matter did you know that the annual Super Rugby competition is no longer an 18-team affair but has been increased to 20 teams, with the addition of the Jaguares (Argentina) and Sunwolves (Japan)? Finally, did you know that some of the laws of rugby union have been tinkered with, just

a little? If the answers to those questions are all “no�, don’t worry – you’re probably in very good company! It all began on Friday night (winning teams first) with Blues v Highlanders (33-31), Brumbies v Hurricanes (52-10), Jaguares v Cheetahs (34-33) – with the last mentioned of these matches the best largely because of its fluctuating score-line. Mostly law changes in rugby are for the best – though some wouldn’t agree. For instance back in 1950 there was this schoolboy inter-house match. Chief characters were a skyscraper flyhalf with a helluva

hoof and the spindly-legged centre outside him. The lanky flyhalf directed the skinny centre to “chase as hard as you can� the bomb he intended directing skywards. This the centre duly proceeded to do. There was a third character in this small drama, the ref. “Oom Koen� as he was known, was a bit long in the tooth and often off the pace of play. As the drama unfolded Oom Koen saw only the skinny boy’s back and awarded a try, not seeing the knock on. It should have been a scrum, of course. Feeling bad about this it was on the tip of the youngster’s tongue to

tell Oom Koen of his mistake. Suspecting this, the flyhalf told the youngster: Pasop, hou jou bek!� Luckily he took the flyhalf’s advice – because not ten minutes later the flyhalf let go another of his skyscrapers. Again the centre collected the ball and “scored�, but not without another palpable knock-on. This time he kept his mouth shut. A few years later rugby’s governing body decided to allow the knock-on as a clean catch in the interest of speeding up the game. The same boy is in his 80s now and still looks at the winning team’s photograph in wonder. He knows now that changes to laws that seem puzzling now could, like that knock-on, be seen in time to come as beneficial. So to the present. After a brief jolt in PE – an early try by Southern Kings – the visiting Sharks looked a lot better as they took the home side apart 43-8 at the Nelson Mandela’s Bay Stadium. With Rassie Erasmus – generally expected to be the Springboks’ interim coach and presently assisting Kings’ coach, Deon Davids – this early Sharks’ setback seemed to suggest the visitors might struggle. But with tries soon coming from JeanLuc du Preez, Odwa Ndungane (2), Willie le Roux, the most polished back on the field by the proverbial mile, Lwazi Mvovo and Paul Jordaan – watch this youngster his season – the complexion of the game rapidly changed. Much will depend on how the Sharks fare at home against the Jaguares this weekend, and the tough tests that follow against the Stormers and Bulls on successive Saturdays thereafter. Cross those bridges and the Sharks could be ready for a real meal this season.

Three beaches challenge this month THE popular City Lodge Hotels Group 3 Beaches Challenge takes place on Sunday, March 13 from the Summerstrand Surf Lifesaving Club at Pollok Beach. Established in 2012, this fun new event is an exciting team and individual race along the stunning Port Elizabeth beachfront for open water swimmers, surf lifesavers and runners. Teams are split into two groups: Duo team or a Quad Team. Duo teams comprise a swimmer and a runner whilst a Quad team will have 3 swimmers and 1 runner. The swimmers and lifesavers start off at Pollok Beach and cover the 1.6km to Hobie Beach before coming out the water to round the transition station and/ or tag their team mate. Stage 2 is the 800m stretch from Hobie Beach to Humewood Beach: Stage 3 is 1.1km from Humewood Beach to Kings Beach whilst the final stage is a 3km run from Kings Beach back to Pollok Beach. The Surf Lifesavers will take part in the Lifesaving Ironman Category with the order of events being Ski, swim, malibu and run. The first 80 people to register (www.3beaches.co.za) will each receive a free branded silicone swim cap whilst all finishers receive a chilled sports drink from hydration sponsor Bos. Category winners will receive great hamper prizes. Entry fee is just R100 per person with late entries from the March 7 being charged at R150 per person. Heading this group was 17-year-old Amy Mardon winning her third consecutive ladies’ wetsuit title whilst Ian Venter (Men’s wetsuit) and Hannah Haswell (ladies’ swimsuit) both successfully defended their titles. Daniel Jones rounded off a fantastic week by adding the Jendamark Bellbuoy title to this month’s Hydrassist Double Mile and SPAR Men’s Mile titles. Age group trophies for the fastest swimmers irrespective of category were won by Haswell and Venter (18 and under), Wayne Jones and Kirstin Marriott (19-39 years), Pretoria swimming couple Gary and Megan Albertyn (40-49 years), triple Springbok sportsman Kevin Richards and East London’s Nicolette van Nierop (50-60 years), Conal Turner and Sharon Ball (60 years and over). The 61-year-old Gauteng swimmer Ball became the oldest female bellbuoy swimmer to have finished the event when she completed Saturday’s swim in 3 hours and 7 min. aQuellé Ocean Racing Series returns this Sunday After a month long break, the aQuellé Ocean Racing Series returns to Hobie Beach on Sunday morning for round 10 with the usual 6 events on offer: 5km Beach Run, 5km Beach Walk, 1km, 2km and 3km Ocean Swim and a 1km Beach Run for children 12 years and under.
