HE Mandela Bay Development Agency’s (MBDA) long-term plan for the upgrade of Rink Street has received a major boost, with the Eastern Cape’s largest architectural firm spearheading a move to the former commercial hub of Port Elizabeth. SVA International, formerly Stauch Vorster Architects, has shown its confidence in the MBDA’s vision by relocating its Eastern Cape headquarters from suburban Walmer to a 503m2 space along Rink Street, which is being turned

into a modern work environment. SVA branch manager Debbie Wintermeyer said it was important for the firm to demonstrate its commitment to the urban revitalisation taking place in the former CBD and that her team had studied the data over the past three years before taking the leap. “We recognised that sitting safely in the suburbs wasn’t going to help change the city. The intention behind our move was to create a presence in a place that needed change,” said Wintermeyer, who was also part of the team that helped create the developmental framework for the city. She said SVA’s new presence along Rink Street, which they started renovating in October last year, was well positioned in the transition zone between upmarket Park Drive and the bustle of Rink Street. “Rink Street is the last of the strategic connection points that could quite quickly connect the individual success stories that MBDA has created over the last while.” Past projects in the area have included the Donkin Reserve and Athenaeum building upgrades, which acted as catalysts for adjacent private investments such as the Donkin Creative Quarter. The agency is currently busy with the redevelopment of the Old Tramways building, which forms part of the Baakens Valley project. MBDA spokesman Luvuyo Bangazi said the Rink Street upgrade would be one of the longterm projects linked to the proposed revitalisation of the St George’s Park precinct. Continued on page 2

“The Baakens masterplan is a long-term blueprint that will guide future developments for the next 10 years or more,” he said, adding that some of the identified Rink Street upgrade elements would include improved pedestrian and cycle links as well as improved parking facilities. “There is also consideration for social housing in Rink Street.” He said these and other parts of the St George’s Park precinct revamp were long-term plans and would be subject to feasibility assessments, budgets, requests for proposals and the eventual appointment of consultants. For every project implemented, the MBDA conducted annual economic impact assessments in the area to gauge their catalytic effect on property values and business confidence, Bangazi said. “In every study we see the impact is positive, and the public investment by the MBDA has been the cause of some of the major private sector developments. “Respondents are asked whether the upgrades have had any influence, and 70% or more say they would not have invested if it wasn’t for the MBDA cleaning up the front

yard.” He said the agency was delighted to welcome businesses like SVA back into the city centre. “We see that business confidence in these areas is rising and that can only be good for all of us and the city government in terms of an increased rates base, job creation and marketability of the city.” Wintermeyer added that Central had become a particularly important hub for the creative industries, with a number of advertising and PR agencies, photographers, art galleries and the like setting up shop there. She said feeder institutions like NMMU’s music, art and design hub and the AFDA film school had also positioned themselves in nearby Bird Street. “Being here is great for connecting with people on the street and collaborating with the design fraternity. We are creating liveable art for people.” Wintermeyer added that one of the remaining challenges was encouraging the densification in the city centre. “I think the intent is there – a lot of people have shown faith in the city by putting their businesses here. “We need more bold moves. It will happen,” she said.

Warning to businesses polluting water REPORTER COMPANIES that do not comply with parameters as set out in their permits in terms of discharging their liquid waste into the municipal sewers must be warned as the metro is strengthening its systems in relation to monitoring. Last financial year alone, the municipality issued R44-million in penalties to companies which have failed to comply. The failure by companies to comply results in the pollution of rivers, canals and sea water. This was revealed during an oversight visit by Nelson Mandela Bay Municipality mayoral committee member for infrastructure and engineering councillor Andile Mfunda. Following recent allegations of pollution in the Swartkops River and in other rivers across the city, Mfunda summoned water and sanitation officials to an accountability site visit to the Swartkops River and one of the municipality treatment works near the river called Fishwater Flats. Speaking to officials at the river, Mfunda called on his officials to be more vigilant with companies that did not comply as their noncompliance had the potential to cause damage to the environment. Through the sanitation sub-directorate, the municipality randomly visits industries across the city to take samples of the indus-

tries’ discharges. After that they are taken for analysis and penalties are issued on those who contravene the water and sanitation services bylaw. “We are a city that is committed to sustainable development,” Mfunda said. “Protecting our environment, our rivers and canals is critical. “We have put an investment of more than R250-million into our sanitation infrastructure across the city. “We have overhauled a number of our pump stations, like the Missionvale and Markman pump stations, so that we can make sure that our sewerage and industrial waste handling complies with our water and sanitation bylaws. “We will not tolerate transgressors because repercussions are severe for the environment.” In Fishwater Flats alone, the municipality is spending about R200-million to overhaul and refurbish. The Fishwater Flats Treatment Works treat about 67% of both domestic and industrial wastewater in Nelson Mandela Bay. The remaining 33% is shared by the six other treatment works. The Fishwater Flats treatment works was built and commissioned in 1976 and has been operating since then without a major refurbishment. The work currently under construction

will increase the treatment works capacity from the current 132 million litres per day to 165 million litres per day. Mfunda said: “In each standing committee meeting, I expect an update on this issue. “Officials must give me a clear indication that we have improved on this area. “I do agree however that a good foundation has been laid from the last financial year. More can still be done. We cannot allow our efforts to be undermined. “More frequent visits to industries and business will be made. “Dealing with human resource matters will also be given attention. “The municipality will also not hesitate to

take to court those companies who refuse to comply and pay penalties.” Mfunda also called for community members to refrain from throwing foreign objects into the sewer and stormwater systems as they also contributed to blockages that led to burst pipes, which ultimately ended up with the discharging of untreated waste into rivers and canals. “We can not win this alone. “Our people must work with us here,” he said. “The pressure that the foreign objects put on our systems leads to a lot of damage. “The money we spend in fixing those problems is money that we can use to work on our ageing infrastructure,” Mfunda said.

R1.3­billion PE investment proposal for Boardwalk precinct

REPORTER EMFULENI Resorts recently outlined its proposal to develop a R1.3-billion mixed use development on currently under-utilised land in the Boardwalk Precinct in Port Elizabeth. The Boardwalk Mall would include a retail mall, a multi-purpose events venue, entertainment offerings and corporate offices. According to a media statement, Emfuleni, together with partners Parktown Capital, believe that the current site offers exceptional opportunities for all. Emfuleni will contribute its land in return for an equity stake. Parktown Capital are leading the development and tenanting with Sun International ensuring that the mix and design are complementary to their existing business, which should drive footfall and business to the entire precinct. The Boardwalk Mall, which will be set on a 13.3 hectare site within The Boardwalk precinct – is envisioned in its final form to be a mixed-use lifestyle node situated together with the natural landmark of Hobie Beach. Emfuleni is making application to the Eastern Cape Gambling and Betting Board to amend its casino licence for an additional 20 years beyond its current expiry date of October 2025 in return for this investment. In 2000, Sun International and Emfuleni originally invested over R500-million to build the Boardwalk and a further R1-billion to extend their licence thereafter. According to the statement, the project is designed to complement the Boardwalk’s other leisure offerings and will provide local residents and visitors with a range of retail offerings, activities and attractions. “This will be an essential new component of the broader Boardwalk precinct, identified and earmarked by the Nelson Mandela Bay as an important growth node that will accelerate the Metro’s economic growth, job creation and increased returns to the province,” the statement reads. “The project is designed to deliver on the Eastern Cape Provincial Government’s objectives in terms of job creation and black economic empowerment. “As many as 8 500 new jobs are envisaged to be created during a two-year construction period and 1 500 jobs during operations,” the

statement reads. The new development is planned to include: . A 35 000m² Mall, offering restaurants, high-end convenience, and niche retail with eateries and entertainment. It will be arranged around a revised water feature and the new Sun Park that will be used to support and host special events and entertainment . A 2 570m² multi-purpose events venue . A 2 000m² Magic Company including a Laser Tag facility and bowling alley . 1 832m² of movie theatres . 4 000m² of corporate offices . 3 000 parking bays The Boardwalk Mall will be appropriately and sensitively themed to fit within the urban fabric of The Boardwalk as a whole in terms of both its visual impact as well as the anticipated impact from the expected influx of visitors. The Boardwalk Consortium also proposes to provide a more effective and relevant entertainment icon for the City: the vibrant new Sun Park. The Sun Park will occupy an area of about half a rugby field, around and incorporating the revised fountain water feature. It is designed to be a community-centred entertainment zone to stage and host a wide range of activities from sports events to staged concerts, open-air cinema, wine-tastings, corporate launches and tourism exhibitions. The venue will also form part of Sun International’s national concert and show circuit. The range of restaurants and bars at The Boardwalk Mall will represent a vibrant mix to suit all tastes and all ages, and are spread around the perimeter of the shopping centre. Retail planned for the Boardwalk Mall will showcase both local and imported goods. Quick service food and beverage offerings will be located close to the proposed Sun Park with easy access to the dedicated children’s play area, the crèche, and the Magic Company. Bongi Siwisa, Chairman of Emfuleni Resorts said:“The Boardwalk Consortium believes this development fulfils all the requirements for a considered, well-planned addition to this critical node, and that from the day it opens it will become a popular regional destination attraction for Nelson Mandela Bay. “An investment of this size – the largest ever in tourism and hospitality in Port Elizabeth – amply demonstrates our belief and confidence in the long-term potential of the Metro and the Province,” Siwisa said.

Real estate agent wins Circle of Legends award REPORTER FEW within the real estate industry can rival Kobie Potgieter, Broker/Owner of RE/MAX Independent Properties in Nelson Mandela Bay, when it comes to closing a deal and getting the job done. Although never intending to become a real estate agent, having initially started her career as a Grade two teacher, Potgieter has consistently been a top producing real estate professional who is renowned both on a national and international level. No stranger to winning awards, Potgieter was recently awarded a Circle of Legends career award at the RE/MAX of Southern Africa Awards Breakfast held at the Boardwalk Hotel and Casino in Port Elizabeth. New facilities custom­made for science students REPORTER THREE state-of-the-art lecture theatres – including a plush circular 250-seater auditorium – have opened for science students at the Nelson Mandela Metropolitan University. The three venues, which collectively seat 420 students, make up the ground floor of NMMU’s new R56-million science building on South Campus. The first and second floor include two new laboratories, equipped with the latest microscopes and audio-visual equipment, seating 60 and 180 students, respectively. NMMU infrastructure projects director Greg Ducie, said: “This building is part of new university infrastructure worth over R200million that has been in the process of being developed over the past couple of years.” The design of the science building – and the many green features it includes – was inspired by science buildings at universities in the United Kingdom and the United States, and has been adapted for an African environment. The lecture facilities opened in the last week

of February – and the rest of the building, which includes office space, a conference room, and an airy function venue, will open this month. The auditorium – a high-ceilinged, fully-enclosed circular structure, which is the focal structure of the building – has comfortable seats and fold-down desks, and is fully equipped with leading-edge audio-visual equipment, including visualisers (the modern-day equivalent of overhead projectors), and a hearing loop to accommodate students with hearing disabilities. While most of the building is cooled through natural ventilation, the lecture venues and labs have tempered air-conditioning on timers. Motion-sensor lights in the bathrooms, corridors and other open areas ensure a responsible use of electricity, while natural light floods through the massive glass doors and windows, connecting the building with its environment. The entire back wall of the building, facing west and looking into the on-campus nature reserve, is “fritted glass”. These include large panes dotted with ce-

ramic paint (in a unique pattern, resembling a science molecule), which reflects heat. NMMU project manager Graham Gouws, said: “This reduces heat gain, and also reduces the heat transfer to inside the building.” Like the lecture venues, each laboratory is also fitted with a visualiser as well as several large screens, to enable all students to see the samples being presented by the lecturer at the main front desk. Most of the small storage cupboards in the laboratories are on wheels, so they can be moved away from the desk areas to accommodate additional students, if need be. “These labs are more flexible than NMMU’s existing labs, where everything is fixed,” Gouws said. Large windows ensure the labs are open and airy. “There is an element of engagement with the outside – people can see into the labs.” Next to the top-floor laboratory, there is a 20-seater computer lab along with an additional 20-seater “write-up” space on the opposite side, where students can plug in their laptops. On the second floor, there is a unique oval

Creshwell October, who hails from Arcadia in the northern areas, has shown beyond all doubt that perseverance pays off despite one’s circumstances. “The Akademia is a young yet prestigious awards organisation based in Los Angeles that takes pride in helping hard-working musicians to gain the exposure.” “My Video ‘I Remember’ was scouted by a radio station presenter in Detroit. I then received a message from the presenter who complimented my style of music especially my song, ‘I remember’, and suggested that I enter for the 2016 Akademia Music Awards which I did,” October said. “I eventually entered the music competition in the category for best

jazz act and submitted my single “I remember” and also a live jazz performance video of this particular track.” “On the 17th of February I received the news that my video “I remember” among many 1000’s of other great artists, who have entered the awards, has won in the category for best live jazz performance video. Harvest learners help the Waste Takers HARVEST Christian Primary School assisted “The Waste Takers” in a recycling drive. The drive was to get rid of old telephone directories so as to prevent them from ending up in our landfill sites. Charities the real winners of Spar golf day REPORTER THREE charities in the Eastern Cape were the real winners of the 21st annual SPAR Charity Golf Day, which took place at the Humewood Golf Club in Port Elizabeth recently. Love Story and the Rape Crisis Centre in PE and the Carel du Toit Centre in East London shared equally in the R105 000 proceeds from the day. “We organise this golf day every year and ask our suppliers to come on board in raising much-needed funds for charities in our region,” said SPAR Eastern Cape marketing director Abri Swart. “With SPAR being a family brand that is very much involved in the community and things that are important to our region, we try to select beneficiaries that tap into those values.” Swart said they hand-selected different beneficiaries each year as they wanted to spread the funds among as many organisations as possible.

He said they were also proud to partner with their suppliers in such a worthy venture. “I would like to thank those who have invested in the day to make it what it is. Without their support, we wouldn’t have had anything to give.” Carel du Toit Centre principal Paula Kumm said they were absolutely thrilled with the donation. “As an NPO, we have to raise a lot of our own funds and this will go a long way.” She said the school taught deaf children how to talk. “They are fitted with hearing aids and cochlear implants and then we teach them. It is a slow process, but a rewarding one.” Kumm said many of their pupils were from less fortunate communities and were fed three times a day. “The technology that we use is also very expensive.” The money received by Love Story would go to producing more meals, said Ryan le Roux. “We are there to serve the needy and desti-

F1 Testing Diary: Spain, second test EVERY year all reports about pre-season testing start with the cautionary bit which warns against reading too much into what goes on at these sessions. There is a simple and warranted reason for this warning. Regardless of how the lap times and tyre choices are pored over at the end of a day, or a test, the reality is that a big piece of the picture is missing. At a basic level is the relative fuel levels and these days factors such as engine modes/settings also come into the equation. It’s these unknown factors that make it difficult to draw a decisive conclusion on the pecking order. There aren’t many in the paddock that wouldn’t put Mercedes in a league of their own in 2016. The team racked up a mammoth 6 024km throughout both four-day tests. They’ve delivered the equivalent of nearly 20 full Spanish GPs and as close to an unbreakable car as possible. It’s an assumption, but by this stage the guess is that if you’re not a Merc fan you’re not overly excited to see the new season get under way. If you’re begging for a fight at the front there may be some hope yet. On the new ultrasoft Pirelli tyres, Kimi Raikkonen set the fastest lap of all the eight days. In reality, this lap doesn’t reveal anything. Instead it’s a lap that the Finnish Ferrari driver did on the yellow-marked soft tyres that really impressed. On the penultimate day of testing ,Raikkonen’s 1:23:009 edged the Mercedes of Nico Ros-

berg by 0.013 seconds. Yes, there are still the unknown factors of engine settings, fuel loads, and even track conditions which come into the equation. However, what it does it suggest is that there’s no assurance that Mercedes is in a class of its own. This is probably too what prompted Rosberg’s admission that Mercedes feel that Ferrari is close to them on pace. The Williams F1 Team has chosen its normal mode of operating under the radar. The FW38 showed good reliability throughout testing and the team, aptly led by Claire Williams, believes that it has enough to take on Ferrari for second place in the championship. However, the general feeling is that Williams remains the third-best team on the grid and, roughly, trail Ferrari by four tenths to half a second in race pace. Kimi Raikkonen provided a glimpse into the safety standards of the sport’s future as he trialled the Halo head protection system. The system has been developed by the FIA and Mercedes and is expected to be introduced for the 2017 season. While Raikkonen reported that the structure did not hamper his vision, opinion on the system was divided. Those who oppose the introduction of the Halo do so mostly on the grounds that it is not attractive. Though they have a point, the lack of aesthetic appeal is surely a concession worth making. If it can save a driver from serious injury or death there is no argument to be had.

Venter and the rest of the Nelson Mandela Bay Aquatics top open water swimmers were attending the SA open water swimming championships this past weekend in the Western Cape where Venter snatched the SA title in the 16-18 age group for the 3km swim. Sunday’s winners for Round 8 were: Richards and Tracy Taverner (1km Ocean Swim); Johannes Moldan and Antonelle Saporta (2km Ocean Swim); Wayne Jones and Brigitte Melly (3km Ocean Swim); Johnny Muller and Tara Sacke (5km Beach Run); Grobbie Grobler and Belinda Niemand (5km Beach Walk). Lake Farm celebrates 55 years with annual fun run REPORTER THIS year the Lake Farm Centre celebrates 55 years of providing a loving home and work place for 90 intellectually challenged residents from the Eastern Cape. The goal of the Charity Run is to raise much-needed funds and create awareness for Lake Farm Centre, a residential centre for intellectually challenged adults. The biggest highlight for the residents is to mingle with the community at this wonderful family event. The Lake Farm Centre Road & Trail Run will take place at the Centre in Lakeside Road on March 12 and caters for the entire family by offering a 10km run starting at 6:30am, 15km trail run/walk at 6:45am, trail run/walk at 7am and a 5km fun run at 8am. All finishers in the events will be given a special medal handmade by the residents. “The residents at the Centre have been hard at work moulding, painting and sewing ribbons to over a thousand medals in anticipation for the event,” said Event Co-

ordinator Linda Harwood. Race Organisers, Achilles Club, invite all runners and their families to enjoy a morning in the country with Lake Farm Centre’s famous tea room’s scones and cream, pancakes, boerewors rolls and fresh farm market. There will be a play area for kids. All participants are eligible for lucky draw prizes including 20 pairs of Adidas running shoes and a R11 000 accommodation voucher from Kuzuko Lodge situated in the Addo Elephant National Park. The Lake Farm Centre Coffee & Craft Shop, Charity Shop and Book Shop will be expanded for the event and refreshments, rusks, biscuits, preserves, pickles, leather work, pottery, arts and crafts will be on sale.
