Water restrictions imposed ROSLYN BAATJIES

ATER restrictions are currently in place for residents in the Nelson Mandela Bay metro.
These restrictions were put in place from last Wednesday (August 31), after the decision was made at a council meeting. As a result residents will not be allowed to use a hose to water their gardens or wash their cars. Despite the opposition parties opposing the decision because the recommendation had not been submitted to the relevant standing committee and executive committee, it was voted in favour of the decision. Annette Lovemore, mayoral committee member for Infrastructure and Engineering, said in a statement after the meeting that the municipality has been using approximately 60 million litres more than its allocation daily and has not taken action to address this. “The minister of Water and Sanitation has published a notice in the Government Gazette in April that requires that we reduce our water consumption by 15%. “This notice was published in the Gazette only after she and her department negotiated and pleaded with the metro to reduce consumption.” Lovemore added that the full list of prohibited activities will be announced widely. “It is important to remember that failure to comply with the limits is a criminal
offence and can lead to legal action,” warned Lovemore. She added that it is important that the metro reduces it water consumption by 15% by the end of October this year. “Businesses - especially our large water users - are encouraged to play their role as prominent citizens of Nelson Mandela Bay. “If water consumption is not reduced within two months, the council will be forced to impose punitive measures,” Lovemore said. According to Lovemore, these can include increased water tariffs for consumption above certain quotas and the installation of water at all new homes. Lovemore said that the municipality would play its part too and address water leaks. “The Municipality has a serious problem with respect to water losses. The solutions are not short-term and are multi-pronged. We expect to release full details of our strategy within the next fortnight. Already, advertisements for the employment of ten additional plumbers have been published,” said Lovemore. Lourens Schoeman reports that the SA Weather service is forecasting a warmer and drier summer season from the start of summer until end of December. Hugh van Niekerk, of the SA Weather Service in Port Elizabeth, said there is, however, a small chance of above average rainfall from late December to January 2017 over the whole province, especially in the north-eastern interior (former Transkei) and West Northwestern area.

We will have to budget, identify routes and finalise a memorandum of understanding with interested parties to ensure the period of validity of mandates and routes,” Trollip said. He also emphasised the importance of a clean administration. Tender evaluations would be inexpensive and transparent; there would not be any tampering with the supply chain management and all outstanding forensic audits would also be finalised. The reopening of the Red Location Museum, which has been closed for three years, is also in Trollip’s sights. “We will speak to the surrounding community and keep the communication channels open, because this museum is essential in honouring the Eastern Cape and national icons through art and other displays,” Trollip said above the sound of loud applause. This was achievable, Athol Trollip, the new mayor, said on Wednesday when he submitted his 100-day turnaround plan at a special council meeting. “By cutting down on appointments and unnecessary expenses, we will be able to save about R100-million over the next 100 days,” he said The ANC council members, who are still very uncomfortable on their opposition chairs, made it clear that they want to take on the DA multiparty government as much as possible. Speaker Jonathan Lawack’s “recite the rule” started sounding like a refrain in the boardroom after a while. Trollip did not let himself get distracted, however. “Things are not going to be done the usual way anymore. Things are going to be done differently,” he said. He announced several top priorities in his 100-day plan to the metro administration, which includes an audit report about the metro’s public transport system. Infrastructure for the bus service, which would have formed part of the Integrated Public Transport System (IPTS), was brought in in 2010 for the Soccer World Cup in South Africa. Roads were modified for the long concertina buses that were bought specifically for the IPTS. Agreements with local taxi associations were also going to take place regarding passenger routes, as well as the retraining of taxi drivers as bus drivers. The IPTS, which has been estimated to

National honours for local architect ANIKA DE BEER

LOCAL architect Jason Erlank received an Award of Merit for his design of a private residence at the 2015/2016 Corobrik SAIA Awards of Merit for Excellence in Architecture. The best of the best in the South African architectural world gathered for the awards that was held on September 2 at Shine Studios in Braamfontein. The seven best designs, as well as a book, were given Awards of Excellence - the highest honour an architectural project can receive in South Africa. Several other projects received Awards of Merit, which recognize good design or a substantial achievement in the industry. Jason Erlank Architecture was one of the recipients of an Award of Merit for its design of House Scribante, a private residence situated on the edge of the Baakens River Valley. The Corobrik-SAIA Awards run over the course of two years, with the regional awards presented in the first year

and the national awards during the second year. Jason Erlank, who studied architecture at Nelson Mandela Metropolitan University opened his business in 2011. Last year his business received its first award in the regional leg of the Corobrik SAIA Awards. Erlank finished the design for Scribante House in 2013 after which the building process started. It took a little more than a year to complete the house, with a few curveballs tossed in to delay

Rehab for oiled penguins continues REPORTER ALL 92 oiled African penguins who were admitted to the Southern African Foundation for the Conservation of Coastal Birds (SANCCOB) following the recent oil spill in Algoa Bay, have been successfully washed and rinsed. The oiled penguins, along with 61 penguin chicks, were rescued from St Croix Island in a collaborative rescue operation by the Marine Rangers from the Addo Elephant National Park – South African National Parks (SANParks), the National Sea Rescue Institute (NSRI) and SANCCOB. They were transported to SANCCOB’s seabird centre in Cape St Francis and to the South African Marine Rehabilitation Centre (SAMREC) in Port Elizabeth. SANCCOB’s team of staff and volunteers washed the first penguins on Sunday, August 21, with the last bird being washed on Thursday afternoon, August 25. The entire washing and rinsing process of each bird can take up to two hours, before the birds are placed in drying pens under infrared heat lamps, that assist in speeding up the drying process. The washed birds will continue to be cared for by the team at its centre in Cape St Francis, until they are ready for release. Juanita Raath, SANCCOB’s Rehabilitation Coordinator in the Eastern Cape, said, “We are very happy with the progress made so far and that all the birds are now clean. However, the rehabilitation process is far from finished, as we still need to make sure that each bird regains its natural waterproofing, picks up sufficient weight, regains its hydration and passes all our medical and veterinary checks,
before being able to go back into the wild. “So there is still a lot of feeding, cleaning and caring to be done. The penguin chicks will, of course, stay for a longer period as they still need to grow into juveniles that are fit and ready for life in the wild.” The exact cause of the oil spill is still to be confirmed by authorities investigating the matter. Currently, SANCCOB has sufficient staff and volunteers to assist in the rehabilitation of these endangered seabirds and thanks the public for generously donating towels and newspapers needed at the centre. Thanks to the public, SANCCOB has sufficient supplies of these items but encourages supporters to visit the Wish List page on their website (http://sanccob.co.za/involved/ #wishlist) for additional items needed at the centre.

AFTER a two-day search, the body of the 7-year-old Sonwabise Sonia Payi of Mbilini Street, New Brighton – that was kidnapped on Saturday – was found in a bushy area in Struandale on Monday afternoon. Little Sonia, a Grade 2 pupil at eBhongweni Primary School went missing around 7pm on Saturday. Express visited the family on Monday shortly before the discovery of her body. During the visit the Express reporter spoke to the girl’s aunt, Phumeza, who said Sonia’s mom Bongiwe (31) was out searching for her child at that time. According to Phumeza, her aunt visited them on Friday and gave Sonwabise (Sonia) and Phumeza’s child (6) some money to buy sweets. “They went to Meza shop nearby. Only my child came back. Police spokesperson Captain Andre Beetge said police and residents combed the area but the search did not yield results. A New Brighton resident, Simamkele Twatwa, said on Saturday evening they were woken up by the police who were searching for the missing child. During Express’ visit to the family, before they received the news of her death, Sonia’s gogo Regina Payi (66) said, “We can’t sleep. We are so distraught. This child is very close to me”. Captain Beetge, confirmed that Sonia’s body was found just after 12 noon in an open field in Struanway with her clothes still intact. “We do not know what happened at this stage. Police will do an autopsy to help us determine what has happened,” said Captain Beetge. The Police appealed to members of the community to come forward with any information they may have on the incident. Pemads stages ‘James and the Giant Peach’ REPORTER
THE Rother Swain Drama Studio has been at it for 25 years and will be bringing another performance to life, this time of James and the Giant Peach. The 2016 adventure began in earnest at the end of July and some 110 youngsters are involved in the two casts of the show. In 1991, Sharon Rother and Linda-Louise Swain decided to combine forces and their learners performed in their first production of Miranda and the Magic Sponge. Some 25 years later, there are mothers who were in that production whose own little ones are in the current James and the Giant Peach. “ ‘You taught my Mom’ is a common phrase now, but when it hits ‘You taught my Gran’, perhaps that is when we will need to entertain the very idea of semi-retirement,” said Rother and Swain. In the early years, they managed to fit in two or three productions a year, tons of National Arts Festivals, a couple of overseas tours and a performance at the Edinburgh Festival. All this while both are also active on-stage and as directorial members of local dramatic societies in their spare time. The production of James and the Giant Peach promises some fun, wacky stuff in true RotherSwain style and some delightful little ones will be treading the boards for the very first time. In the lead role of James are two of the studio’s most experienced youngsters, Gemma Bisseker and Dana Barclay. They punctuate their role with great enthusiasm as they journey on the peach and meet delightful characters such as sharks, cloudmen, Earthworm, Silkworm, Grasshopper, Ladybird and the like in this Roald Dahl classic, adapted from the book. And in another Rother-Swain characteristic, each and every little one gets their moment in
the spotlight. The fun and games will begin on September 8 until September 11 at the Pemads Little Theatre. Performances on the 8th and 9th will begin at 3.30pm and 7pm, and at 11am and 3pm on the 10th and 11th. Tickets are available at R75 each and bookings can be made through gavin.rother@gmail.com.

Nine girls crowned Queen For A Day ANIKA DE BEER THE Reach For A Dream (RFAD) Foundation held their last Queen For A Day event for 2016 on September 2, declaring nine young women royalty for the day. RFAD hosts the Queen For A Day event four to six times a year where girls between the ages of three and eighteen with lifethreatening diseases are given the royal treatment for a day. A fitting role model, usually a beauty queen of some kind, is the girls’ guide for the day, and this time Teen Miss Port Elizabeth 2016, Rochelle Momberg, was the lucky winner. She personally crowned the girls individually and gave them a few how-to tips on walking and talking like a queen. Momberg is a former member of RFAD, as she was diagnosed with Burkitt’s Lymphoma/Leukaemia (a type of cancer that affects certain white blood cells) at the tender age of 13. Today, she is an accomplished 17-year-old who has been in remission for three years. “I was a part of Queen For A Day about two years ago and it just makes this experience so much more special for me, being their Queen,” she said. Momberg has a special love for children and is also actively involved in several charities. Being involved in Queen For A Day allowed her to experience both in a combined setting. So go out there and support Wheelchair Wednesday. It’s an amazing initiative, doing amazing work,” said Affat. Summerbreeze Superspar was the departure point for the 50 participants in Week 4 of the 5 week project. In the meantime the participant spending the four hours in the wheelchair with his ankles strapped, digs deep to use all his arm muscle strength to swing into the passenger seat. perform the basic tasks that they were given to perform during their 4 hours in the wheelchair. Getting up and down at the Legal Aid Resource Centre in Sydenham was however much easier. The car park had a number of wide parking bays situated close to the entrance. The ramp to the front door had a more than comfortable 1 in 14 gradient. Inside the building the compact wheelchair lift assisted Linell Nel in the wheelchair, and her assistant Abongile Tyopo to get to the first floor with ease. Branch Manager Lynette Franklin who was on hand to receive them, thanked their landlord Alec Brett for his co-operation in converting the premises to be universally accessible. Franklin acknowledges the impact of the Spar Wheelchair Wednesday initiative and attributed much of the positive structural change at the Legal Aid South Africa offices to their experiences whilst participating in all 5 years of the project’s existence. Spar Wheelchair Wednesday is a project initiated and managed by the Association for Persons with Physical Disabilities (APD) Nelson Mandela Bay. This year the project will hand over 130 wheelchairs to needy people within the city. Over the 5 years that the campaign has been running, 500 wheelchairs have been handed out.

The commitment to developing staff was also clear when the company recently sponsored and trained Sakhumzi Lwangayi, who is Eyethu Fishing’s first African male skipper and started out as a deckhand.
Creating opportunities for people with disabilities is also part of the company’s credo, and it has implemented general management learnership programmes for five disabled employees. Training makes learners more employable in the wider industry, in areas such as fish and seafood processing, personal safety, logistics, production and maintenance. Eyethu Fishing also offers employment in its fish market on the corner of Westbourne and Albany Roads. “We are very happy with the progress of the fish market, and our customer base is growing,” says retail manager Joy Williams. “We currently supply 28 restaurants and our customers come from as far as Addo and Kirkwood.” Deli assistant Mavis Block agrees. “My job is very rewarding. Customers are always complimenting us on the quality of our fish, our display layout and on the fact that we never run out of product because we plan and prepare. Our regulars are so friendly and appreciative; they even have nicknames for us. We already know who would like what kind of fish, so we phone them when it arrives.” The fish market opened in 2013 and sells fresh and frozen fish to the public. Fresh hake fillets, kingklip, monk, gurnard, butter bream, sole and line fish are sold on weekdays from 8:00 to 17:00 and on Saturdays from 8:00 to 13:00.

REPORTER A GROUP of NMMU Public Relations students are raising funds for Northwood Children’s Hospice as part of a final year project. The students had to identify a worthy non-governmental organization (NGO) and then work with them in a public relations capacity. As part of their fundraising efforts for the Hospice, the NMMU students will be hosting a Rainbow Market at Holmeleigh Farm on September 24 from 10am to 3pm. Vendors will be selling food and other interesting items. Entertainment will be provided for the young and the young at heart. The image of a Rainbow is used as a symbol of hope and new beginnings. It also features in the logo of the hospice which is an NGO that provides care for children with lifelimiting diseases. They also assist the parents and try to help them understand how best to handle any special need their children might have. They have set out to build a brandnew third wing extension, which will be offering an array of top quality treatment options and therapy rooms. The hefty price tag that comes with construction plans of this magnitude is a great challenge for a NGO to complete on its own. The team are also accepting donations in any form. This initiative is open to all up and coming artists between the ages of 18-34 years residing in South Africa. The previous winner of the New Now Next competition, Neo Matloga, has achieved remarkable success after he walked away as the coveted emerging artist winner in 2014. Matloga’s talent has catapulted him into the international spotlight, with an impressive body of work being exhibited in Hamburg Germany, Brussels and New York. Some of his art pieces also form part of the South African Embassy’s art collection in Washington DC. The winning artist for 2016 will win a cash prize of R25 000 cash and an artist residency at Galerie Noko, while the second and third place winners will each be awarded a not to be missed two-month artist residency and mentorship from the Galerie Noko. Artists wishing to enter need to submit between three to six original artworks in any media or size which have not previously been part of an exhibition. The deadline for the competition is December 3, 2016. PE’S first charity urban mountain bike race
IT’S cut and dried by now. But officially the Springbok team to take on Australia’s Wallabies in South Africa’s third Rugby Championship Test this Saturday in Brisbane will not be announced until tomorrow. One thing is certain though, it’s a team that is guaranteed to be somewhat shaken up from the one that lost 24-26 to Argentina in Salta a fortnight ago. And pride of place in the likely changes must certainly go to popular Lions’ skipper and No. 8, Warren Whiteley, to take over as captain. The leadership change is sure to come about following the announcement last weekend by Adriaan Strauss of his decision to step down from first class rugby. It’s not known at this stage what the future holds for the Bok hooker. Presently it’s a case of wait-and-see. It seems certain though that Springbok coach, Allister Coetzee, will probably use the occasion to trigger other changes – perhaps for example - using Strauss as an off-field ally in the commentary box and give two hookers, Bongi Mbonambi and Malcolm Marx (from the bench), to demonstrate their ability at top level. There’s no doubt that Strauss is much more than simply a competent player. At Test level, however, he perhaps lacks that extra edge that separates the best from the rest. Similarly the move to start with Mbonambi would give coach Coetzee the chance in the latter half to give reserve hooker, Marx, the opportunity to display his ability at top level. Both are fine players in their own right. A strong scrummager, Marx is an effective ball-carrier and is a highly aggressive worker at the breakdowns as well.
What else needs doing if the Boks are to wipe out the disconcerting ineptitude of their last performance in the international arena? The need to fire in the Boks a whole new frame of mind in the hunt for greater success in Melbourne, is at the very centre of Coetzee’s problems. Whiteley, he must be hoping, is the key. He has demonstrated time and again at the head of Super Rugby clashes for the Lions his ability to get the best out of players. As he has demonstrated time and again for the Lions, Whiteley’s presence is certain to give the Boks a new positive edge. As a leader he has helped his Super Rugby coach, Johan Ackermann, to bring out the very best in the Lions, giving them that crucial edge that makes winners of teams that might be good but not special. Not only is Whiteley a fine player but also a canny and respected leader much in the manner of one of the province’s and Springboks’ World Cup winning captain, Francois Pienaar. Others who may feature in a new-look Bok side could include wing Lwazi Mvovo in place of Ruan Combrink (broken leg); if flyhalf Elton Jantjies is still not fit this could create an opportunity for Johan Goosen at No. 10 or veteran Morne Steyn. A recall for scrumhalf Francois Hougaard must surely signal the likelihood that he’ll take Rudy Paige’s place on the bench. Others who may attract Coetzee’s attention could be Pieter-Steph du Toit at lock and Jaco Kriel at flank. THIS weekend’s popular Urban Run Festival hosted by the Mandela Bay Development Agency, which is traditionally a fun charity obstacle race through the historic City Centre, has been extended this year to include a 12km Urban Mountain Bike race along a similar course to that of the runners. Cyclists will be thankful that the route doesn’t include all 24 of the obstacles which the runners will face on Sunday morning, but they are expected to be blown away with the route which they’ll be racing on Saturday afternoon as they ride through town, down stairs, into Fort Frederick, through the Valley, through the Tramways Building, St Mary’s Cemetery, the ruins of St Peter’s Anglican Church and through the harbour. Whether you enjoy aerobics, obstacle races, running, mountain biking, watching your kids playing, browsing vendors and food stalls or just chilling in a beer garden soaking up the atmosphere of an awesome sports event, this year’s Urban Run Festival has something for everyone. Come to town this weekend and witness the urban renewal which is taking place in the heart of our City under the direction of the MBDA. Port Elizabeth is going places and just one look at all the changes in the city over the past 12 months will convince you of this fact. The festival takes place on the Donkin Reserve between 9am and 5pm on Saturday and 8am and 1pm on Sunday – see website www.urbanrun.co.za for programme details. The KFC Rotary Kids’ Zone will be open throughout the festival with a daily entry donation of just R30. All children will receive a KFC cricket cap and ice cream voucher. All proceeds from the Kids Zone and a percentage of sales from the Castle Lite Beer Garden go to the Rotary Club of Port Elizabeth Sunrise for their local community projects. Registration, collection of race packs and late entries open between 10am and 2pm on Satur-

Cooke takes final winter series race The Nutritech 4-part Winter Triathlon Series, sanctioned by Eastern Province Triathlon Association (EPTA), concluded on Sunday morning with upcoming star Keegan Cooke winning the Sprint Triathlon in a time of 1hr 2min ahead of Mauritz Erasmus and Dan Howitz whilst 21-year-old Jodie Berry won the ladies’ race in 1 hour 6min from pre-race favourite Antonelle Saporta and Kris Mari Voges. In the Sprint Duathlon it was 4 out of 4 for winner Ross Helliwell who crossed the line ahead of Lochi Lochner and Richard Maclear with Lana Bruyns taking the ladies’ Duathlon from Kimberley Vorster and Catherine Meyer. Other events on the morning included a mini Duathlon which saw Dewald Klinkenburg winning from Alex Willimott and Marcelle Meyer with Lori Lowe taking the girls’ title. The Kids’ Duathlon was won by Josh Hufkie and Britney Brown with Reghardt Klinkenburg taking 2nd and Neal Marais third in the boys’. The 1.25km Kids’ Fun Run was won by Joshua Marais ahead of Kayliegh Marais and Tatum Lowe whilst the 5km Fun Run was dominated by the Swans family with Ryder taking the win in the men’s race ahead of Hunter and Jarred whilst Lindi Georgiou won the ladies’ race ahead of Jayde Swans and Shariefa Kafaar. Aidan Baker took out the 750m Ocean Swim from Jarryd Cooke with Jill McLellan getting the better of Billie McNaughton in the ladies’ swim. Rosberg romps to Italian win WHEN Lewis Hamilton secured pole position on Saturday by half a second over his Mercedes teammate, Nico Rosberg looked a beaten man. But little did he know that he would be gifted the lead of the Italian Grand Prix mere seconds after the red lights went out. A mistake from Hamilton on the starting grid dropped him down to sixth and presented Rosberg the perfect opportunity to make it two wins in two weeks. Hamilton’s trouble promoted the Ferraris of Sebastian Vettel and Kimi Raikkonen into second and third but the red cars weren’t a match for Rosberg’s Mercedes. As Rosberg strolled to career victory number 21, Hamilton recovered to second overall. The two Ferraris ran a two-stop strategy, as opposed to Mercedes’ one-stop, and put on a descent show for the Tifosi. Though they were never in contention their third and fourth place finishes were not as far off Mercedes as many feared it would be. Both drivers reported that the engine upgrade introduced in Italy worked well.
Red Bull’s Daniel Ricciardo pulled off a stunning move into turn one on Williams’ Valtteri Bottas to finish fifth. It was a weekend of damage limitation for Red Bull on a circuit where it always going to be difficult for the Renault engine to stand up to the Mercedes and Ferrari. Valtteri Bottas delivered solid points for Williams in sixth while the second Red Bull of Max Verstappen came home in seventh. Force India’s Sergio Perez had a quiet afternoon, which eventually netted him eighth place. Felipe Massa, who announced that he would be retiring at the end of the 2016 season, scored two points in ninth ahead of Nico Hulkenberg’s Force India in tenth. Though it didn’t deliver a spectacular result the Italian GP proved vital for Williams. The sixth and ninth place finishes by Bottas and Massa have allowed Williams to take back fourth place in the constructor’s standings from Force India. This battle is likely to endure for the remainder of the season and has serious financial rewards for whichever team comes
out on top. Jenson Button, who will be taking a sabbatical in 2017, finished twelfth, while teammate Fernando Alonso was fourteenth. Rosberg’s first Italian GP win puts him only two points off the championship lead. Rosberg remarked in a post-race interview that the battle between himself and Hamilton will carry on for the rest of the season. Rosberg has done a perfect job since the summer break and, as it stands the battle has been as close as it’s ever been on points. But it’s on the track where we are still waiting to see that wheel-to-wheel battle between the two championship contenders. The 2016 Italian Grand Prix wasn’t the most exciting in recent memory. However, the scene from the podium, which stretches partly onto the start/finish straight, was something to behold. For as far as the eye could see were adoring racing fans waving their flags, cheering their favourites, and sharing their passion for this sport. That is why Monza can never be left off any F1 calendar.

Gang violence: Successes for Operation Lockdown THE gang task team operating under the umbrella of Operation Lockdown has once again secured a conviction and lengthy sentence, this time against a 25-year-old gang member, police spokesperson Colonel Priscilla Naidu said. She said Ludonian Allies of Dustlifes had been sentenced in the Port Elizabeth High Court last Thursday for murder (life imprisonment), attempted murder (10 years), unlawful possession of a firearm (five years) and unlawful possession of ammunition (two years). The sentences of attempted murder and unlawful possession of a firearm and ammunition will run concurrently with the life sentence. “On November 2, 2014, Allies and his accomplice, Xandre Jansen (23), fatally shot Nathan Roderick Jacobs (25) at a house in Jameson Street, Gelvandale,” Naidu said.
“Jacobs and another victim responded to a knock on the garage door. Once opened, the accused and Jansen starting shooting at them,” Naidu said, adding that Allies had been arrested on the same day. Xandre Jansen was shot dead in May this year. “The investigating officer is commended for his sterling investigation,” Naidu said. “This is the second lengthy conviction attained by the same investigating officer within a space of three weeks.” The other conviction was secured on August 10 in the Port Elizabeth High Court for the murder of two men who were shot dead on July 12, 2013, in a field in Bethelsdorp. Three accused alighted from a minibus and started shooting at the two victims. Ivan MacDonald died on the scene and Randy Nel died a few
days later in hospital. A few minutes after the incident, two suspects were arrested by the police in another park in Bethelsdorp. When police chased after them, they were fired at. One accused, Vuyani Kondile, has since died, while Preston Baadtjies (28) of the Dust-lifes was convicted on August 10 and sentenced on the following charges: two murder charges (life imprisonment for each), attempted murder for shooting at the police (12 years), unlawful possession of a firearm (five years) and unlawful possession of ammunition (one year). The sentences of unlawful possession of a firearm and ammunition will run concurrent with the life sentences.. The sentences imposed upon criminals can be attributed to quality detective work and sound
