NMBM dismisses suspended metro official

THE new administration of the Nelson Mandela Bay Municipality served a letter of dismissal to another long suspended metro official, Mod Ndoyana, on Wednesday. “This new DA-led coalition government is serious about stopping corruption, which is exactly why we have taken a decision to expedite all outstanding disciplinary proceedings,” said Dean Biddulph, Mayoral Committee Member for Corporate Services. Ndoyana, the former Corporate Services Executive Director, was served with a letter of dismissal on December 14, bringing to a close a lengthy disciplinary process and an extended period of suspension. “The dismissal opens the way for the new administration to appoint a fresh face into the critical position of Executive Director for Corporate Services and sends a strong message that this administration will vigorously pursue every disciplinary process until all outstanding matters are concluded.
“We commit to appointing a new Corporate Services Executive Director who will take this Metro forward through clean and principled governance. This is the second high-profile case that has been successfully prosecuted and includes the recent dismissal of Supply Chain Management employee, Sox Nkanjeni,” said Biddulph. He added that a number of long outstanding matters are progressing well, such as that of a suspended senior Budget and Treasury official who will appear in front of a disciplinary panel in late January. “Several high-level suspensions have recently taken place and we aim to complete all outstanding investigations in 2017. This government remains determined to make good on our election promises of stopping corruption. “We intend to clean up the administration without fear or favour and remain on course to create a model of governance where accountability, honesty and professionalism become the hallmarks of a peoplecentred local government,” Biddulph concluded.

LETTER FROM THE EDITOR: BETTIE GILIOMEE EVERY year it is quite a challenge to come up with a new idea for what we are going to do with our annual staff photo – to do something that reflects on the year that has past (always too quickly) and our hopes and dreams for the year ahead.
This year we decided to go back to basics, back to nature and the simple things in life. And this is what we will be taking into 2017 as well - to just breathe in nature and life again, to appreciate that we can still breathe and to make every breath count. I have said in previous years that as one gets older, it becomes more
about who is around the Christmas tree with you than the gifts lying underneath it. This past year has been a very challenging one for many of the Express staff members and their loved ones, where some of us experienced great loss and much sadness. But we have also had moments of great joy and laughter and are
counting our blessings with a renewed determination to appreciate and be thankful for all the blessings we do have. One of these is working for a newspaper group that has grown from strength to strength, yet again this past year. And this is not only thanks to the huge effort and dedication by every Express staff member
but, also our very loyal readers and advertisers – and we thank you for that. The PE Express team is taking a breather until January 11. Going to the beach is also one of my favourite things in the world, but due to my busy schedule and extensive travelling, I don’t always have the chance to enjoy. Over the holidays I plan to soak up the sun and truly appreciate what PE’s gorgeous coastline has to offer. I’d rather have a sun-soaked Christmas than a snowy Christmas any day! PORT Elizabethan, Dr Pumla Mhlaba, gave new meaning to the phrase “you are never too old to learn”, when she recently graduated from Stellenbosch University (SU) alongside her daughter, Vuyelwa. Pumla received her Postgraduate Diploma in Family Medicine on December 6, while Vuyelwa received her Honours Degree in Accounting on December 7. “It is has been a lovely experience graduating together and I couldn’t be more proud of my mom – she is also very proud of me,” said Vuyelwa. “We are now both part of the Stellenbosch Alumni of 2016 and that is a special connection we will always share.” Pumla’s mother, Barbara, said she couldn’t be prouder of her family for their achievements. Vuyelwa will start her articles at PricewaterhouseCoopers (PwC) in Cape Town in January next year. She aspires to be an entrepreneur and run her own group of multi-national companies. Pumla, who works at the Family Medicine Department of Dora Nginza Hospital, plans to further her studies and is interested in forensic medicine. She hopes to lecture at the planned medical school in Port Elizabeth. – REPORTER

THE beachfront was abuzz with activity last week as the final preparations for the start of the SPAR Delight in Summer festival in Port Elizabeth were completed. The Opening of the Season on Friday, December 16, kicked off what is sure to be a very entertaining festive season. SPAR Eastern Cape’s Advertising and Promotions Controller, Roseann Shadrach, said they were delighted to be on board with this programme. “We love our city and we believe that we have a social responsibility in contributing to initiatives like the SPAR Delight in Summer festival to help promote our region,” she said. “It is our first association with the festival and we are really excited with the offering.” She said they were particularly proud of the Blue Flag status for King’s Beach, Humewood Beach and Wells Estate. “We would like to invite those from near and far to sample our wonderful city this summer season.” Event organiser Darren Mungur of Soul Good said everything was on track for a bumper period of festivities.
The festival will feature a wide variety of local and national musicians. Port Elizabeth-born artist, Vusi Nova, will headline the Sizzling Sessions evening at Tramways on December 21, supported by a number of bands and artists. On December 22, festival-lovers will get the chance for an open-air session in Happy Valley, with Carols by Candlelight being followed by two movies under the stars. There will be a family day at the Springs Fiesta in Uitenhage where Idols celebrity, Bevin Samuels, is set to wow the crowd on December 27, followed by The Summer Sundowner concert at Hobie Beach on December 29. “Party-goers can enjoy cocktails and a moment to relax at the seaside while being entertained by a number of quality artists,” said Mungur. He said it would all end with a bang on New Year’s Eve when celebrations would take place at Hobie Beach and Wells Estate from 4pm. “Freshly Ground will be one of the headline acts and the new year will be ushered in with a fireworks display at midnight,” he concluded. Festive season leftovers with Staffords Sauces IT’S just so much easier to get back into the festive spirit if you know how to get clever with the leftovers . . . and if you’ve stocked up with a variety of Staffords sauces ahead of the festive season! Here’s a great idea to not only turn yesterday’s centrepieces into luxurious feasts, but to also perk up those tasty trimmings with a saucy twist. From mint and cranberry jellies to mustards and their famous chilli and garlic pastes, they’ve got them all and some pretty delicious and super easy-to-make recipes too! So don’t waste time, or food, just get creative and you’ll be back on the beach in no time having wowed family and friends with a miracle meal of leftovers!
Rainbow Salad
2 tbsp leftover festive nuts, roughly chopped 2 tbsp dried cranberries 2 tbsp pomegranate seeds; big handful fresh herbs (parsley, basil, mint, chives etc), roughly chopped
Serves 4 Preparation time: 20 minutes Cooking time: 10 minutes
Dressing:
Ingredients: 1 cup leftover cooked lamb, fat removed and meat shredded 10ml Staffords Apple jelly 20ml balsamic vinegar 1 pack soba noodles or baby marrow noodles, cooked until just done and shocked in ice water to stop cooking, drained 4-6 raw Brussels sprouts, finely shredded 4-6 button mushrooms, thinly sliced 1/2 yellow pepper, thinly sliced 1 large carrot, peeled and grated
3/4 cup extra virgin olive oil 1/4 cup fresh lemon juice 2ml Staffords garlic paste

Method:
Whisk together all the dressing ingredients. Heat lamb in a frying pan with a drizzle of olive oil. Add the apple jelly and balsamic vinegar, allow to caramelise. Combine remaining ingredients on a platter, top with the lamb and dressing and serve immediately. – REPORTER

Here’s the drill: At all times have your pantry stocked with the Staffords range of ready desserts and make sure you have cream and milk in the fridge! Crème brulee puffs with spun sugar
Serves: 4 Preparation time: 10 minutes Setting time: 4 hours
Make the crème brulee according to pack instructions and allow to set in the refrigerator. To serve, pipe or spoon the crème mixture into the choux puffs. In a small saucepan, heat the water and sugar until it caramelises, either dip each puff into the caramel or pull the caramel with a fork to form spun sugar. Top with fresh mint and pearl dragees. Preparation time: 25 minutes Baking time: 1 hour 30 minutes + cooling

1 box staffords crème brulee 16 small choux puffs 125ml white sugar 50ml water Mint and pearl dragees to serve

Ingredients 4 medium free-range egg whites 200g castor sugar 2tsp cornflour 1tsp lemon juice 2tsp Staffords Vanilla Extract with Seeds
1x150g pack Staffords Magicmelt Dark Choc Discs 400g fresh strawberries or other mixed fresh berries 250ml cream 1/2 x 500g jar Staffords Lemon Curd
Method
Heat the oven to 130° C. Line a large baking tray with non-stick baking paper. In a spotlessly clean bowl, whisk egg whites until they form soft peaks. Add the castor sugar in stages, whisking until stiff peaks form – don’t over-whisk the whites once they’re stiff! Now, quickly whisk in the cornflour, lemon juice and Staffords Vanilla Extract with Seeds. Spoon onto the baking sheet, making a 23cm circle with a hollow in the middle. Bake for 1 hour 30 minutes until crisp. Turn off the oven and leave to cool. Meanwhile, melt the Staffords Magicmelt Dark Choc Discs in a bowl over simmering water. low to set on a wire rack. When you are ready to serve, whisk the cream until quite thick. Gently stir through the Staffords Lemon Curd to create a marble effect. Spoon the lemon cream into the meringue just before serving. Top with all the berries and drizzle with a little extra melted chocolate, if you like.

Ford Focus rocks with the RS IF you like a car that idles quietly, that doesn’t attract attention wherever you go and that just gets you from A to B to C with as little effort and (fun) as possible in the most fuel-efficient way, the Ford Focus RS is not the car for you. On the other hand . . . If you like a bold, powerful and loud car that turns heads….. this performance vehicle of Ford will tick all those boxes and give you endless days of driving fun, even if it is just from A to B to C and then back to A. Express on Wheels spend a week on the mom’s taxi route with the Focus RS. This hot ride was also recently named as one of the three finalists in the Cars.co.za consumer awards in the performance car category (between R600 000 and R1 000 000). This is quite an achievement as its competitors are the BMW M2 M-DCT and Mercedes-AMG A45 4Motion. The Focus RS is one of at least 12 performance vehicles that Ford is planning on bringing out in the next four years. Production of the all-new Focus RS commenced on 14 January this year at Ford’s Saarlouis manufacturing plant in Germany. South Africa will receive a limited supply of only 300. According to Ford, the all-new Focus RS pioneers the innovative Ford Performance All Wheel Drive (AWD) system, along with numerous advanced performance technologies to deliver exceptional cornering speed, thrilling performance and unbridled driving enjoyment. With a specially engineered 257kW version of Ford’s new 2.3-litre EcoBoost engine, the Focus RS is the fastest-ever RS model, sprinting from 0-100 km/h in 4.7 seconds and hitting a top speed of 266 km/h.
what this car is capable of. I kept it on normal. At first I found the ride to be hard – especially in the first couple of gears, but once you get going, it is more comfortable. It was the same situation with the seats – getting into those beautifully sculpted Recaro seats might be a bit tricky at times – especially if you are not as thin, fit and flexible as when you were 16, but as soon as you have settled into those seats, they are pretty comfortable, with some nice lower back support. The steering wheel feels nice between the fingers and the 6-speed gearbox offers great pleasure. I found the digits of the speedometer a bit small, something which had to be checked regularly – as with all the power that this car has, one can quickly go much faster than you wanted to or than what the law allows. Its brake system, which features Brembo front calipers, is also very efficient. During my week with it, the trip computer showed an average fuel consumption of a thirsty 15.1 litre/100km. The new 2.3-litre EcoBoost engine for the allnew Focus RS shares its fundamental structure with the all-aluminium four-cylinder engine in the all-new Ford Mustang. The engine has been specifically developed for the high-performance Focus RS to deliver 10% more power with a maximum output of 257kW. An interesting fact is that the EcoBoost power unit is manufactured at the Valencia Engine Plant in Spain, where every RS engine is subjected to a rigorous “listening test” at the end of the production line to pick up any tell-tale noises that might indicate a possible defect and that machines cannot easily identify.
Ride Since this is a high performance vehicle, people who would be interested in it would understand all the high-tech language, so – for their sake – I will relay what Ford says about why this car is a perfomance car. According to Ford, “the innovative Ford Performance AWD with Dynamic Torque Vectoring delivers a new level of handling capability and driver enjoyment, combining outstanding traction and grip with unmatched agility and cornering speed. “To deliver optimum driving dynamics, the Ford Performance AWD system was calibrated alongside the car’s advanced Electronic Stability Control, in particular the brake-based Torque Vectoring Control system that works in parallel with the torque-vectoring AWD. “Other exclusive chassis features include sports suspension with stiffer spring rates and more efficient anti-roll-bars than those found in the Focus ST, and two-mode switchable dampers, which offer a 40% firmer Sport setting for track driving. “A carefully tuned electric power-assisted steering system, working in combination with an optimized front suspension knuckle design and shorter steering link arms, delivers responsive steering with outstanding feel. “The vehicle’s exterior design has also been developed to support the driving dynamics. Careful aerodynamic optimisation of the front splitter, rear spoiler and underbody features eliminates lift forces, and the final design delivers a balanced performance with zero lift front and rear for optimum high-speed handling and stability”. On the mom’s taxi route I never had to worry about “a balanced performance with zero lift front and rear for optimum high speed handling and stability” (except over a speedbump or two, maybe…), but this is how I experienced the drive in my own words: Number one – it is fun to drive in capital letters. You will never get bored of the roar coming out of those two exhausts. And the four driving modes (Normal, Sport, Race Track and Drift) tell you enough about

The distinctive rear roof spoiler ensures that no-one is left in doubt of this car’s sporty DNA – and if you are in doubt, the RS logo, which appears all over the car inside and outside, will make sure that you know this is a super special vehicle. Its standard Bi-Xenon HID headlamps feature Adaptive Front Lighting. This adjusts the intensity and angle of the headlamp beams according to the vehicle’s speed, steering angle and distance to objects. Interior As befits a high performance car, the interior is also laden with high-spec features, such as steering wheel controls, a touchscreen with rear camera view, park sensors, auto headlights and wipers, to name but a few of the features. It has lots of dials with data and the trip computer’s info as well as the SYNC®2 infotainment system is at the tip of your fingers with the steering wheel controls. Three gauges above the centre console, which is angled at the driver, displays turbocharger boost pressure, oil temperature and oil pressure. The sculpted Recaro seats have bold blue inserts with the blue theme continued in the blue stitching of the leather upholstery. It also offers decent sized boot space and more than enough stowage cubicles. The RS offers SYNC®2 connectivity for the audio, climate control and mobile phones via voice control, and via an 8-inch colour touchscreen.

Formula 1 transformed for 2017 season FOR quite some time now F1 designers have kept their eyes firmly fixed on the 2017 season. While the turbocharged V6 engines are sticking around, it is wholesale change on the aerodynamic front. Why the change? With every major regulation change comes the opportunity for a shakeup in the pecking order. It is not a myth either. In 2009, Brawn surged to the front of the grid thanks to their double diffuser. From 2010 to 2013, Red Bull dominated by perfecting the rear-blown diffuser. And currently, Mercedes has dominated the hybrid era. While they have no comparative reference point, Williams’s chief technical officer, Pat Symonds, has already said that the continual gains made in the wind tunnel are “staggering”. “I read the daily reports and I’m like, wow, how did we find that sort of amount?” he said. At the forefront of the regulation change is the exterior appearance of the cars. Formula 1 cars are not exactly hard on the eyes as they are, but the rule changes for 2017 will make them even sexier. It’s not just a superficial upgrade though, because with the change in appearance comes the biggest aerodynamic overhaul in twenty years. For 2017, the cars will have a longer nose and a bigger front wing with significantly bigger barge-boards. Behind the front wheels, which will be 25% wider, the side pods will be pushed out by roughly twenty centimetres. At the rear of the car the wing will be wider and lower too than on the 2016 cars. The changes will produce an all-round more aggressive look. The increase in downforce and the wider tyres are expected to slash lap times by up to four seconds. According to Mercedes’ Toto Wolff the 2017 cars “will be more difficult to drive” and will
“deploy much more G (forces) on the driver like in the past.” “It’s going in the right direction; we need to make the cars faster and the cars better,” he added. “We just need the fastest cars to produce a good show.” Other rule changes have been made too. In 2017, there will be no more stockpiling of engines as Mercedes did for Lewis Hamilton during the Belgian GP weekend. The fuel flow rule of 100kg has been increased to 105kg, while the token system for engine will allow teams the freedom to develop throughout the season. After significant criticism for the use of the safety car start in Monaco and Silverstone, new rules have been drawn up. While rolling starts will remain a possibility in 2017, the use of standing starts in wet conditions has been introduced. Under the new regulation, a race may start behind the safety car and followed by a standing start. On the face of it, the changes for the 2017 are all positive. The wider, quicker, and, yes, louder cars will unquestionably deliver on the visual front. For now, the question of how the pecking order will shake out under the new rules will remain unanswered until March 26.

German athlete in lead of local triathlon series WITH two of the four races in the About IT Triathlon Summer Series already done, the Series overall standings are being led by German triathlete Johannes Moldan who spends the German winters training in Port Elizabeth. Moldan, a top 10 long distance triathlete in Europe, loves the Port Elizabeth summers and, for the past couple of years now, he has come to these shores for up to six months at a time to train before heading back in February to race in Europe and Asia. The popular sprint distance triathlon series has already attracted entries from around the country with the top positions being contested by Moldan, Keegan Cooke, Travis McGrath and Jarryd Cooke. In the ladies’ division 9 times series champion Liza Kingston is having tough opposition from Round 1 winner Alexia Loizou and Jade Hooke. “About IT has had a proud Eastern Cape presence since 2005 with our local branch opening in May 2005.
