T

HE Assistance To The Poor (ATTP) programme is set for an overhaul as the Nelson Mandela Bay Municipality has decided to conduct a verification process to ascertain if all the beneficiaries are deserving and indeed cannot afford to pay for municipal services.

The decision was taken at a Mayoral Committee meeting held on February 8 at the City Hall Council Chambers. In a media statement, the municipality said it has come to their attention that a number of residents who can pay for services are receiving ATTP. This actually reduces the municipality’s ability to provide free services to indigent

residents in the long term due to the massive financial strain it creates. This verification process is being rolled out to ensure that only deserving recipients who legitimately cannot pay for services are benefiting from the programme. Currently, the ATTP policy applies to all the residents whose properties are valued at less than R100 000, irrespective of the

household income. This has led to a financial burden on the municipality from residents who in fact are not legitimate ATTP beneficiaries as they do not meet the requirements, but are still receiving free services. Continued on page 2

The Mayoral Committee agreed also to accommodate property owners who have properties that are valued at more than R100 000, if they meet the ATTP criteria. “When we took over as the new government, we made a commitment to be a pro-poor government and deliver basic services to deserving households,” Executive Mayor Athol Trollip said.

Coalition fights for equality in frail care centre subsidies NCEBA DLADLA A COALITION of NGO’s has voiced their concern over what they say is inequality in the local frail care system alleging that frail care centres in the more privileged suburbs receive a higher subsidy from the state than the NPO’s in the township and poorer areas. South African NGO Coalition (SANGOCO) Acting District Chairperson Wandile Junundu said they have written a letter to the Social Development Department MEC Nancy Sihlwayi to demand answers on this. SANGOCO in the province will march to the offices of the Social Development Department in Bhisho next week to hand a memorandum to the MEC calling for parity in frail care and old-age centres, said Junundu. Frail care centres in South Africa has been put under the spotlight since the recent revelation that at least 94 psychiatric patients had died in the care of ill-equipped and unregistered Non Government Organisations (NGOs) after the Gauteng Provincial Health Department released them to their care. While the Gauteng case involves the Health Department and had subsequent to the revelations and the public outcry, seen

According to Junundu, the issues in the Eastern Cape involves what they say is the Social Development Department’s “failure to comply with the country’s transformation agenda”. “In the Eastern Cape, and more especially in Nelson Mandela Bay, we have been exposed to the sad reality of unequality that prevails in these frail care centres, something that calls for an immediate need for transformation,” said Junundu. Junundu said there is no fairness and equality in the way the Social Development Department and Eastern Cape Frail Care (Pty) LTD were rendering frail care services to, for example, the Lorraine and Algoa Frail Centres in the suburbs, as opposed to the Ekuphumleni Old-age Home in Zwide Township, Gelvandale Frail Care Centre and Age In Action in Malabar. “The budget allocated to the centres in the suburbs were not he same. Lorraine and Algoa Frail Care Centres were given preferential treatment by the Department of Social Department,” said Junundu, adding that there was a bigger subsidy for these centres compared to those in the townships. SANGOCO Secretary Monga Peter said in a letter to the Social Development Depart-

ment “We note with concern the revelation that these facilities are subsidised at a rate of about R18 000 per client a month, which is substantially more than what the socially deserving NPO operated facilities are subsidised which has been for many years still R1 700 per older person per month”. He added that they were mostly concerned that the privileged centres received subsidies that cover the cost of items that socially deserving NPOs and their clients were not subsidised for. SANGOCO called on the MEC to respond, adding that these inequalities could not be left unchallenged, especially 23 years after democracy. Social Development Department spokesperson Mzukisi Solani confirmed receiving a communiqué from SANGOCO “seeking an audience with the MEC.” Solani confirmed the difference in the frail care subsidies. “There are only two privately owned frail care centres in the province, and they are Algoa Frail Care and Lorraine Frail Care. The private centres charged R18 000 per person per month while those we refer to as NPOs charged R1 700 per month.” Solani said this was seen as ‘irregular’ by the AG and the MEC was aware of it and in the process of correcting it. Solani said SANGOCO’s complaint would assist his Department.

Frail Care Centres’ residents remain THE Eastern Cape Frail Care Centre has confirmed that residents remain at the Life Esidimeni Lorraine Frail Care and Life Esidimeni Algoa Care Centres. In December 2016, Judge Phakamisa Tshiki ordered the Eastern Cape Department of Social Development to extend its contract with Eastern Cape Frail Care Centres until a new service provider was appointed to render a similar service and a proper handover of patients could be carried out. Eastern Cape K9s shine in national competition REPORTER

THE South African Police Service K9 units converged onto the shores of Nelson Mandela Metro for the National K9 competition, which was held on January 29.

The competition was divided into nine categories, including tracker, narcotics detection, explosive detection, patrol dogs, search and rescue, protected species dogs, fire investigation, currency detection and biological fluid detection. All nine provinces, as well as the SAPS Divisions Operational Response Services, Protection and Security Services and Presidential Protection Services competed in this National K9 competition. The competition was a culmination of provincial competitions, which were held over the past year after which nominations were made for the national competition. This event offers a perfect opportunity to ensure that national standards are maintained, as well as that the capacity and capabilities by both the K9 handler and dogs within the respective disciplines are enhanced. The winners of the various categories were announced at an awards ceremony held on February 3 at the Boardwalk Conference Centre in Port Elizabeth.

According to Col Priscilla Naidu, police spokesperson, the K9 Unit is a critical component to the police’s efforts in the prevention and combating of crime throughout the country. “These units are most often in the frontline and exposed to potentially dangerous situations, like tracking serious offenders during patrols, and search and rescue operations. The dogs have proven to be pivotal to the success of operations in a multitude of cases whereby the handlers on their own would never have been successful,” Naidu said. She added that the greatest challenge is soliciting dogs for the SAPS. “We encourage breeders and the community at large to consider donating dogs between the age of 8 weeks and 7 months.” Only thoroughbred dogs will be welcomed and the preferred breed of the dog can either be a German Shepard, Border Collie, Rottweiler, Golden Retriever, Jack Russel, Labrador, Ducth Shepard, Blood Hound or Cocker Spaniel. Student gives his R90 000 bursary away ROSLYN BAATJIES A STUDENT from the Nelson Mandela Metropolitan University (NMMU) declined a performance bursary of R90 000 because others need it more than he does. The student, who wishes to remain anonymous, said God had given him a big heart for others and because he was led to do this act of kindness by the Holy Spirit, it was the right thing to do. “I am aware (or at least partially aware) of the struggles that many students face regarding finances with their studies. “It puts into perspective just how fortunate I am to come from a family where this isn’t a concern.” He said he could only imagine how much a full bursary would mean to someone who has to fight to make sure all their bills are paid. “When I received the bursary, I realised the opportunity I had been given and thus decided to give it to someone who needs it more than I do.” He did not make the decision alone.

“This wouldn’t be at all possible without my loving and supportive parents who are fortunate enough to be in a financial position where this is feasible. “I believe that blessing others should be a response to everything that God has blessed one with.” This benefactor said that no matter how big or small, there is always an opportunity to give kindness and love and one should always keep their heart open to do so. “Therefore, I’m blessing someone with my bursary, not to gain any recognition or praise, but instead as a response to the all the blessings I have so graciously received. Professor Jean Greyling said the computer science student’s gesture made him very happy. “I have an ongoing message in my lectures that those of us who have the privilege to study must always look for opportunities to make a difference in the world. “My students in programming have been doing outreach projects for years as part of their course.” He said he is especially aware at this time of the year of the big financial challenges for students.

Estella shares her love of music ZELDRÉ STRAUSS SWANEPOEL ON the very same piano on which she received lessons more than 50 years ago, she will give neighbourhood children the opportunity to learn how to master the piano. Estella Davies (73) from Gelvandale inherited the piano from her late mother and instead of letting it gather dust, she is giving children piano lessons at a very nominal fee. “I also cannot let my musical talent go to waste. Children often want to learn to play a musical instrument, but do not know where to go. I used to be very active, but now have ample time to teach piano in the afternoons,” the lively pensioner said. Davies proudly states that she used to be quite popular for her musical abilities and was requested to perform at various functions, especially funerals. “I played the organ in more than 50 churches in the Bay area. I was always willing to help out where I could,” she said. “My parents were very strict and they made sure that I took my music lessons seriously. My grandfather had

a band and as children we used to have little family concerts. That is how my love for music grew.” It is through music that she also met her husband of 48 years. “He asked me to sing at a music show that they were having. That’s how we fell in love.” One of her students is Jaden Smith

(10) from Hillside who is eager to master the piano. She is already being taught to play the guitar by her father, musician Mano Smith. “Jaden loves music and can’t wait to master the piano. She also plays the tuba at school and the next instrument on her list will be the flute,” Mano said.

“Over the past year, I have become aware of so many students who are academically strong, but who had to wait up to three years after matric before they could afford to study. “Every time I see a student reach out to another, I am grateful.” He said some of his first-year students willingly reached out during last year’s protest action at the university to the Solomon Mahlangu High School in KwaNobuhle to help the matrics with their mathematics. “It is especially common for first years from the townships to help with extra lessons at their schools over the weekends and during holidays.” Last year, the Department became aware of a bursary holder who was sharing his monthly board money with a friend in class who was studying in very difficult circumstances. “After we found out about this, we started helping her. She passed everything and received a full scholarship at an international IT company this year.” Greyling awarded the anonymous benefactor’s bursary to another student.

Motocross National Champs this Saturday THE Rover Motorcycle Club will be hosting the first round of the South African National Motocross Championship at Rover motocross track in Victoria Drive on Saturday, February 18.

Rainwater harvesting is another way of subsidising water consumption and all you need is a water tank and a pressure pump. A ‘Spaarwater’ lay-flat hose can also be used to divert rainwater from downpipes in-

to swimming pools. The size of the tank would depend on the space you have available or the amount of rain you get. Collection tanks vary in size from 260F through to 10 000F. A JoJo Slimline 750F tank is a good choice for small spaces. This can also be used as a backwash recovery tank to save pool water by allowing it to settle before pumping it back into the pool. A ‘Micro Irrigation system’ can be installed in the garden and recycled water could be used to irrigate it. You could even set the system up to supply grey water to toilets for flushing purposes. commodate a large water tank, you can use a smaller container or divert the water directly where you want it to go by using assorted pipes and fittings. Mistakes made and a lot of trial and error narrowed the chance of clinching the title for the fifth year in a row. During the recent Nationals, Keeton represented the u/21 team that ended seventh overall, while Daniel and Lance represented the u/16 team that also ended seventh. Murray and Lance were ranked 21st and 22nd out of 56 anglers respectively after Lance unfortunately missed a hammerhead shark that would have placed him well. Nonetheless, these three young men gained valuable experience at the event.

A true champion says goodbye THERE’S just about enough space left in this scrapbook I’m working from to write about what one hopes will be a fitting eulogy on the life of Joost van der Westhuizen, Springbok scrumhalf supreme. Usually, the first person singular appears very seldom in this column. For once though, I’d like to break this habit. He called me “Shaffy”. Having so much respect for him as a rugby player of the very top order I had to force myself not to call him “Mr Van der Westhuizen”. Which is why I’m just happy we knew each other well enough to be, on and off the rugby field, good friends. I admired him. Yes, enormously. This, in spite of the fact that, almost reaching retiring age, as a sportswriter for The Star in Johannesburg, I nearly missed his great-

ness as he’d risen so rapidly from Pretoria’s Bulls to reach in just a few years the highest rung of the ladder with the well-merited top rung as Springbok captain. One meeting with the great Springbok I’ll always remember came at the 1995 World Cup final at Ellis Park against the All Blacks – in particular his thrilling duel with the mighty Jonah Lomu. What a duel that was. What a game Joost had that day! Afterwards at the cocktail party, the South African was surrounded by crowds of wellwishers. I kept hoping I could catch his eye. I had a deadline to meet for The Star’s Sports Late Final edition, and I needed a quote from him to sum up how I saw the final. It seemed to me from the tail-end of chatter I caught that Joost’s admirers were mostly praising what a scrumhalf’s job largely con-

sists of: his great distribution, accurate and fast, enabling his flyhalf – in this case Joel Stransky – to dominate or at the very least keep his side of play under tight control. Damn this first person singular, but it keeps cropping up, whether I like it or not. Asking a nearby journalist the time I discovered I had less than 10 minutes to get to the nearest telephone and to start dictating my piece. At last I caught Joost’s eye. He gave me that grin that brought the right side of his mouth and the eye on the same side of his face on a collision course. “What you think?” he mouthed amid the excited din of the victorious Ellis Park aftermatch party. It was a winning smile that said: “Don’t worry, you know what you saw. Tell me about it later.” Then I had to put down my drink and dash off for the phone.

F1 2017: Team-by-team Guide (Part 2) McLaren – Fernando Alonso and Stoffel Vandoorne Given the results it’s produced over the last two seasons, it’s safe to say that McLaren’s renewed partnership with Honda has been miserable. As proud and prominent a company Honda may be, there is no doubt that they underestimated the task of re-entering the sport. Fernando Alonso and 24-year-old Stoffel Vandoorne will drive for the team in 2017. In the 2016 Bahrain Grand Prix, Vandoorne

made his debut as Alonso sat out with fractured ribs from a crash in Australia. The Belgian driver not only outqualified teammate Jenson Button, but went on to finish in tenth, scoring one point for the team. What was most impressive about Vandoorne’s Grand Prix debut was the ease with which he slipped into the role of race driver. There were no wild off-track moments and hardly any mistakes. Regardless of the car’s performance in 2017, he is unlikely to rattle Alonso’s cage, but he has already revealed himself as a driver to watch. For a driver of Fernando Alonso’s caliber, 2017 will be a catalyst for his future in the sport. It’s unlikely, if McLaren were to underperform again, that he would stick around for much longer. It’s unlikely that he’ll slip into retirement either given his hunger for success. Come 2018, there is likely to be a plethora of options and all of them would welcome Alonso with open arms. Toro Rosso – Carlos Sainz JR and Daniil Kvyat

The sister Red Bull team should have had a much better 2016 season. But running a year-old Ferrari engine encumbered it. This season they revert back to Renault power and with a good chassis they could, potentially, threaten a team like Force India. For one of its drivers, Russian Daniil Kvyat, it’s likely the last chance to make a real impression. His very public demotion from the Red Bull team last year was a spirit breaker and he took months to show some sort of recovery from it. But he did so as he fiercely held off his replacement, Max Verstappen, at the 2016 Singapore Grand Prix. On the other side of the garage, Carlos Sainz Jr. must underline the enormous talent shown in the previous season. If he does, a better drive at a bigger team is definitely in his future.

We caught each other up later: the crowd had thinned. We had the chance for an uninterrupted chat. “What you think?” asked Joost. “Great!” “No, really.” “Bloody tense,” I said. “You can say that again.” He chewed his bottom lip in that way of his. “Want to know something?” I nodded. Though an independent team, Sauber has a rich history in the sport. Much credit must go to Monisha Kaltenborn and her team for continuing to fight for a team in a near financial death spiral. Sauber has already stressed the importance of chassis design and development in the new season. Thanks to a relatively comfortable financial position, the team will be able to maintain a programme of development in 2017 unlike in 2016. Marcus Ericsson remains as driver and while his performances have been solid, an uncompetitive car has dwarfed them. Pascal Wehrlein slots in alongside and has a lot to prove to the paddock and himself. He will feel hard done by for not getting the Force India or Merc drive. But there’s a reason he didn’t get it – the powers that be didn’t think him ready to step up. 2017 is his chance of changing that opinion – not just on the track but in the garage too.

Renault – Nico Hulkenberg and Jolyon Palmer The French team is very much in a rebuilding phase and wouldn’t expect to make a massive splash in the new season. But their expectation will be to see a steady improvement throughout the season. A festival of summer sport for Sundays River NEXT weekend sees the SPAR Summer Festival taking place at the quaint riverside village of Cannonville on the Sundays River with an abundance of family-based sporting activities on offer to complement the usual festival activities. The weekend festival is boosted by the Wimpy Rotary Kids Zone with an abundance of kids activities in a secure enclosure under the watchful eye and supervision of members of the Rotary Club of Port Elizabeth. At just R30 for the entire day, the Kids Zone is one place you’ll want to leave the kids while visiting over 20 food and craft vendors, enjoying a refreshing drink at the Castle Lite Beer Garden or putting your feet up in the Cerebos Chill lounge. New media partner, Luister FM, will be broadcasting live from the festival at the weekend and if sport is your thing, then come join in the fun next Saturday morning where the Wimpy 5km Family Fun Run is followed by the Black Sheep 42km MTB ride or the Oracle Media 16km Family Ride. Both are more than suitable for novice cyclists keen to get an MTB race under the belt. Prize-giving of these events includes a R3 000 cash lucky draw prize. As the incoming tide pushes up the Sundays River on the Saturday afternoon the swimming events will get under way starting with the News Cafe Double Mile, the Disabled Mile and the Family Half-Mile. An exciting new addition to the programme this year will be the Anything that Floats race where all proceeds go to the Smile Foundation. Bring your inflatable floats and come float half a mile down the river in support of this wonderful cause. A R3 000 cash lucky draw prize will be up for grabs for one of the participants in the afternoon events. Festival Sunday will not disappoint when the children 12 years and under take part in the Wakaberry Kids across the River races and also get a lift across the river on the majestic Sundays River Ferry. The 93rd running of the historic SPAR River Mile takes place after 1pm when the Ladies’ Mile goes first followed by the Men’s Mile. This year, one lucky Mile swimmer will walk away with R10 000 cash while the top 5 men and top 5 ladies will be included in a R5 000 cash winners jackpot lucky draw. Ocean Series results from Sunday Despite the overcast and windy conditions, hundreds of participants flocked to Hobie Beach, Port Elizabeth, for the 8th round of the popular aQuellé Ocean Racing Series. With 7 events on offer at Africa’s largest family beach event, over 300 participants braved the conditions to take part with the strong westerly winds giving the swimmers some assistance by ensuring a flat ocean.

Conditions were, however, no challenge for Nelson Mandela Bay Aquatics Provincial team captain Ian Venter who continued his domination of the 1km ocean swim at the Series with another fine win. The Pearson High School head boy won the swim in 13 minutes and 32 seconds from Cole Craig and Teagan Strydom. Another season dominator, Kirsten Marriott, extended her overall Series lead with a win over Hannah Counihan and Kelli Thornton on Sunday morning. In the 2km Ocean Swim it was Daniel Jones who won in 27 minutes and 9 seconds from Brandley Reen and local swim coach legend, Mark Edge. St Francis Bay swimmer Chane De Jager won the ladies 2km swim from Antonelle Saporta and Tracy Taverner. In the longest swim of the morning, the 3km Ocean Swim, it was East London-born swimmer Deshaan Pillay who won in a fast time of 39min 15sec from Jared Jordan and Eben Haarhoff. Woodridge College top open water swimmer Amica De Jager won the ladies 3km from Idelette Olivier and Sally Waterworth. While the popularity of the 400m Ocean Swim is growing, the podium continues to be dominated by the same youngsters. Connor Craig won the short swim from Johan Coetzee and Tristan Harding with Tiara Finnis winning the girls 400m from Jodi Wilson and Megan Hough. This week’s 5km beach run was dominated by the kids from the Masakhane Future Stars programme with Luyanda Menzi winning in 16 min 54sec from Vuyolwethu Mbanyana and Estian Hess. Youngster Tara Sacke continued her domination of the ladies division with another fine win. Georgina Davidson finished in second and Dawn Denysschen in third place. The Masakhane Future Stars programme, fueled by Caltex Eastern Cape, sees young children of colour being given the opportunity to take part in mainstream sporting events in Port Elizabeth. Sunday’s 5km beach walk was won by Grobbie Grobler with Marcelle Meyer in second place and Andrew Armstrong third. Belinda Niemand, Mile Vermaak and Taryn Ferreira took the podium positions in the ladies category. The under 12s who excelled in this weekend’s kids 1km beach run for the boys was Jamie Aukett (Boys 6 and under), Andre Delport (Boys 7 to 8), Tristan Marais (Boys 9 to 10), and Siphamandla Ndzandze (Boys 11 to 12). For the girls it was Kayleigh Marais (Girls 6 and under), Hunter Dutton (Girls 7 to 8), Abbie Mitchell (Girls 9 to 10) and Kerri-Lee Barnard (Girls 11 to 12). With the SPAR Summer Festival taking place in two weeks’ time, the aQuellé Ocean Racing Series will only return on Sunday, March 12, for Round 9, the penultimate round for Season 12.
