ELSON Mandela Bay Municipality will at the end of this month sit in a meeting to finalise a R15 million budget to address the problem of illegal dumping. This was revealed by Deputy Executive
Mayor Mongameli Bobani who is also a Member of Mayoral Committee (MMC) for Public Health. In the meantime, a no-nonsense approach will be taken against those who make themselves guilty of dumping illegally. The services of the metro police has been called upon and they have been instructed to fine perpe-
trators and even carry out arrests. According to Councillor Bobani, illegal dumping has been a thorny issue that has been giving council sleepless nights. While they were doing everything in their power to ensure that the environment was kept clean, residents in local communities continued to dump illegally.
“In Nelson Mandela Bay we have three transfer stations. One in Algoa Park, one in Motherwell and the last one in Kragga Kamma. We were forced to close the one in Algoa Park because of compliance issues. It didn’t meet the standards,” Bobani said. Continued on page 2

We urged residents to stop this, but they wouldn’t listen. We clean it today and find it used tomorrow,” said Bobani, adding that metro officials were also busy engaging communities and educating them about the importance of keeping the environment clean.

Dumping in residential areas According to municipal spokesperson Mthubanzi Mniki, the metro is also in the process of recruiting more town rangers, reports Zeldré Strauss Swanepoel. Mniki said, “We are in a process of recruiting more rangers to be able to support our focus on illegal dumping.” On a question about the absence of ‘no dumping’ noticeboards in certain areas known as dumping hotspots in
residential areas, Mniki said, “Noticeboards are erected, but in some instances, they are removed and or stolen on the same day.” He added, “Currently there is an effort to clean up all illegal dumping areas. Some have already been cleaned. However, in some of the ones we have cleaned, illegal dumping has occurred again. This indicates that if the community does not work with the municipality to eliminate illegal dumping, it will be difficult to succeed. The municipality calls upon residents to be part of the solution in keeping their areas clean.”

SABRIC warns about ATM card swopping REPORTER OWING to the high incidence of ATM Card Fraud, the South African Banking Risk Information Centre (SABRIC) are alerting bank customers to an existing modus operandi, which has become prevalent again, to ensure that they are empowered to protect themselves and to prevent them from falling victim to criminals. SABRIC CEO, Kalyani Pillay, has emphasised the importance of being extremely vigilant when transacting at ATMs. “Transacting at ATMs is quick and convenient, but unfortunately criminals exploit this facility for their own fraudulent purposes. Criminals use various ways to manipulate and distract ATM users in order to gain access to their bankcards and PINs, and of course, ultimately, steal their money.” Criminals use various modus operandi to commit this kind of fraud, so it is imperative that bank customers are aware and take the necessary protective measures. Card Swopping While using an ATM, an unknown person will approach the victim and try to “assist” them. The card will be taken out of the ATM by the criminal who presses the cancel button for the card to eject. It is then swopped without the bank customer even realising it. The card swop usually happens before the victim inserts the PIN to transact, which prevents the transaction from taking place due to the swopped card in the ATM. During this process of “assisting”, the fraudster is close enough to view the PIN. The victim will then leave the ATM after the unsuccessful transaction, either with someone else’s card, which they don’t realise at that point, or without the card which was apparently swallowed by the ATM. At the same time, the criminal walks away with the victim’s card and PIN, which will be utilised almost immediately at another nearby ATM. By the time the victim realises what has happened and arranges to cancel the card, the money has already been withdrawn.
Criminals attempt to confuse bank customers, making them more inclined to accept assistance at ATMs by:
. Changing the language on ATM screen so that it looks unfamiliar to a customer, creating confusion, . Activating the “cardless function” to change the way the display usually looks to disorientate a customer or . Jamming the card slot or the pin pad of the ATM to lure a customer to a more remote ATM, around a corner, or short distance away.
To protect yourself from criminals utilising these modus operandi, adhere to the following:
. If you think the ATM is faulty, cancel the transaction immediately, report the fault to your Bank and transact at another ATM. . Avoid ATMs that are dimly lit or surrounded by loiterers and never allow your children to draw money using your card, since they are the most vulnera-
ble to perpetrators. . Have your card ready in your hand before you approach the ATM to avoid opening your purse, bag or wallet while in the queue. . Be cautious of strangers offering to help as they could be trying to distract you in order to get your card or PIN. . Follow the instructions on the ATM screen carefully. . Only punch in your PIN once prompted by the ATM. . Report suspicious items or people around the ATMs to the bank. . Choose familiar and well-lit ATMs where you are visible and safe. . Report any concerns regarding the ATM to the Bank. Toll free numbers are displayed on all the ATMs. . Be alert to your surroundings. Do not use the ATM if there are loiterers or suspicious people in the vicinity. Also, take note that fraudsters are often well-dressed, well-spoken and respectable looking individuals.

port the incident using your bank’s Stop Card Toll free number that is displayed on all the ATMs, as well as on the back of your bank card.
Tips to remember when transacting at an ATM:
. Should you have been disturbed while transacting, immediately change your PIN or stop the card, to protect yourself from any unauthorised transactions occurring on your account. . Know what your ATM looks like so that you are able to identify any foreign objects attached to it. . Do not ask anyone to assist you at the ATM, not even the security personnel guarding the ATM or a bank official. Rather go inside the bank for help. . Never force your card into the slot as it might have been tampered with. . Do not insert your card if the screen layout is not familiar to you and looks like the machine has been tampered with. . Do not use ATMs where the card slot, keypad or screen has been tampered with. It could be an attempt to compromise your card. . Your PIN is your personal key to secure banking and it is crucial to keep it confidential. . Memorise your PIN, never write it down or share it with anyone, not even with your family member or a bank official. . Choose a PIN that will not be easily guessed. Do not use your date of birth as a PIN. . Key in your PIN in such a way that no one else can see it e.g. cover your PIN when punching in the

numbers even when alone at the ATM as some criminals may place secret cameras to observe your PIN. . Do not let anyone stand too close to you in order to keep both your card and PIN safe. . Some fraudsters wait until you have drawn your cash to take advantage. Be wary of people loitering around the ATM and ensure that you are not followed. . Take your time to complete your transaction and secure your card and your cash in your wallet, handbag or pocket before leaving the ATM. . Set a daily withdrawal limit that suits your needs (the default amount is set at R1 000), to protect yourself in an event that your card and PIN are compromised. . Check your balance regularly and report discrepancies to your bank immediately. . Avoid withdrawing cash to pay for goods/services as your debit card can be used for these transactions. You are able to use your debit card wherever the Maestro/Visa Electron logo is displayed. . After you have completed your transaction successfully, leave the ATM area immediately. Be cautious of strangers requesting you to return to the ATM to finalise/close the transaction because they are unable to transact. Skimming or card swopping may occur during this request. . Investment translating into jobs in the Coega IDZ REPORTER OVER 80% of companies that have invested in the Coega Industrial Development Zone (IDZ) have seen an increase in their profits since starting operations in the zone, whereas the benefits are experienced throughout the Nelson Mandela Metro and the rest of the province. This, according to research conducted by Muffin Consulting. Dr Ayanda Vilakazi, Coega Development Corporation’s (CDC) unit head of marketing, brand and corporate communications, said the Coega IDZ continues to benefit the local economy of the Nelson Mandela Bay Municipality and Eastern Cape at large. “We are pleased by the findings of the report, which states that benefits from investment in the Coega IDZ can be felt at household level,” said Vilakazi. Vilakazi added that the Coega IDZ has over 36 operational investors with a combined investment value of over R6.4 billion. In addition, there are six investors currently busy with construction, five of which are due to complete construction in 2017. These are among the 17 investors whom the CDC has signed in the 2015/16 financial year. The report shows that 84% of the companies invested in the Coega IDZ reported an increase in profitability. In addition, over 85% of investors have increased their workforce since open-
ing in the IDZ and 62% have expanded their factories. More than 90% of operational investors described the IDZ and its logistics park as the ideal location for industries. “This very high satisfaction level of investors in the Coega IDZ affirms Coega as an ideal location for businesses from around the globe,” said Vilakazi. Vilakazi further adds that investors have ploughed their own money into the IDZ, where 45% of projects are self-funded. Moreover, the report shows that the total private sector investment in the Coega IDZ accounts for approximately 70% of the total investment value at Coega, where government agencies such as IDC and others provide the balance. Government incentives are also contributing to the success of the companies in the IDZ, where 77% of the companies surveyed either have accessed or are in the process of accessing incentives. “Incentives do work. The report found that sector-specific incentives were the most accessed by investors, followed by the benefits of operating in a customs- controlled area and tax incentives,” said Vilakazi. He added that the spin-off from the investments at Coega has been an increase in the demand for local goods and services in the Eastern Cape, with over 50% of companies surveyed sourcing more than 78% of their inputs locally.

Fairview residents concerned over bushes NCEBA DLADLA RESIDENTS of Fairview are concerned about bushes growing back on vacant plots as these are not only good hide-outs for thieves but also for snakes. Members of the Fairview Resident Association (FRA) is complaining that the area is full of bushes which threatens their safety. According to some of these residents, their houses are broken into by thieves who easily hide in the bushes to plan their attack or hide their loot. Mzwandile Ndimba, who repre-
sent residents in the area, complain that while they pay service charges to the municipality, their area was not being serviced. PE Express first published a story about residents’ grievances on June 30, 2016. “We are still not safe. This is unfair. Our lives and those of our wives and children are in danger. Lately we see snakes in the area. It’s not right,” said Ndimba, adding that when Express raised their concern with the municipality last year they were promised something would be done, but nothing has happened up until now. The problem was addressed once
when the Fairview Residents Association reported it to the Port Elizabeth Land Restitution and Housing Association (PELRHA), according to Ndimba. “We are fully aware of the problem and continuously talk about it in our Whatsapp conversations,” said Ward 6 Councillor Morné Steyn. While Steyn understood the huge problem with which residents were confronted in the area, he said he did not condone their threats of burning down the bushes. “I’d prefer that they come forward so that we talk and find a workable solution to the problem.
“The biggest problem we are facing here is that of owners of plots who are difficult to trace,” said Steyn. Steyn said it was a challenge to clean plots without communicating with the property owners first. Finding the owners of these plots is
a huge problem in a number of the metro’s 60 wards, Steyn said. “What we need to do as the municipality is to come up with by-law s speedily that would deal specifically with this problem. However, I still need those residents to come to our offices and talk to us.”

Clampdown on businesses breaking bylaws REPORTER BUSINESSES that have been transgressing municipal by-laws, operating illegally and ignoring their zoning permits are now feeling the heat. This is due to a joint operation between the Nelson Mandela Bay Municipality (NMBM) Traffic, Waste Management Law Enforcement Unit, Fire and Emergency Services, Department of Environmental Health, Land Use Management, Metro Police and South African Police Service.
On February 17, the joint forces intensified their operations at Commercial Road and Davies Street. For the past years, the area has been characterised by lawlessness on the road, shops blocking the walk ways by displaying their products outside their doorstep, businesses not adhering to their zoning permits, shops selling perishable products not adhering to hygiene guidelines and illegally operating businesses, among others. This operation is focusing on problematic areas like Korsten, Commercial Road, Davies Street and other areas. Notices of non-com-
pliance and traffic fines were also issued. A number of businesses were also instructed to remove their products from the walk ways. Two weeks ago, the operation was in Durban Road in Korsten where a number of illegally operating businesses were closed and traffic fines issued, mostly to taxi operators, some of whom did not even have a driver’s licence. The joint operation will continue with more areas expected to be covered, while municipal officials and Metro Police officers will continue to monitor compliance in those that have been covered. Fundraiser hike held at Sacramento Trail REPORTER THE Groom a Girl initiative will be hosting a hike/walk fundraiser on March 26 as part of their quest to assist girls from Erica Place of Safety and Inn Safe Hands. They are inviting the public to dust off their running shoes and join them. The Groom a Girl initiative was launched in April last year. It is made up of a group of young women who aim to assist young girls who are less fortunate. They are currently focused on a specific group of girls from Eric Place of Safety and Inn Safe Hands, which are both children safe havens based in Port Elizabeth. “We would like to assist them with extra classes, especially English, as well as help them learn new skills. We would also like to give them basic computer lessons as many of them have never worked on a computer before,” said Nakita de Souza, a mem-
ber of Groom a Girl. Since the beginning of the year, they have been collecting the stationery necessary to present the workshop to the girls. “Thus far, we have collected a fair amount of basic supplies, such as pens, rulers and A4 hardcover books,” said De Souza. The funds raised at the hiking event will go toward purchasing a laptop or two to assist the girls with research and to give them basic computer training. The hike will take place on March 26 at the Sacramento Hiking Trail in Sardinia Bay at 10am. Picnic baskets are welcome. There will be lucky draws, face painting and jumping castles to keep the kids entertained. Entry is R50 per adult, R30 for children aged 12 to 18 and free for those younger than 12. ONE of South Africa’s most formidable comedians, Tumi Morake, has embarked on her first official national tour with her latest show, Tumi or Not Tumi, and will venture to Port Elizabeth in March 2017. Morake made history in 2016 when she became the first female to be crowned Comic of the Year at the sixth annual Savannah Comic’s Choice Awards. “After 10 years in the industry, it’s crazy that I have never done a South African tour. Well, the time has finally arrived. The comedy industry in this country has grown so much in terms of offerings and demand. South Africans seem to have an insatiable appetite for it and hopefully I can whet their taste buds with this new show,” said Morake. Tumi or Not Tumi is rated PG16. The show will take place at the Boardwalk Amphitheatre on March 3 at 8pm. Tickets are R150 and are available from Computicket and at the venue box office.

Kevin Abraham is set to ‘Folkify!’ REPORTER FANS of acoustic music are in for a treat as Kevin Abraham presents his brand-new show ‘Folkify!’ for three nights at Art on Target in Target Kloof . ‘Folkify!’ is a merging of guitar, violin and percussion, along with fine vocals, whereas Kevin have teamed up with violinist Janet Sklar and percussionist Kristo Zondagh. “Musically, ‘Folkify!’ is a collaboration. Both Janet and Kristo are acclaimed artists in their own right; versatile and highly talented. Young designers invited to workshop with Laduma HOMEGROWN local fashion icon Laduma Ngxokolo will give local upand-coming designers and others in the creative community the opportunity to workshop with him this Saturday. The Mandela Bay Development Agency (MBDA), Ngxokolo and his partners are inviting design entrepreneurs to a one-day empowerment workshop on Saturday, February 25, from 9:30am until 6pm. By sharing design business knowledge, the initiative hopes to empower and rapidly incubate South African design entrepreneurs who have limited resources to grow their businesses. Young designers will learn to build their businesses faster and create employment opportunities for themselves and others through dialogue. “Laduma stunned the world with his Maxhosa knitwear after successfully launching and establishing himself in the global fashion market de-
spite facing a set of similar challenges than the majority of our city’s aspirant creatives,” said Luvuyo Bangazi, MBDA spokesperson. “Laduma’s understanding of the challenges and hurdles of start-ups in design and creative industries in general, makes him an excellent mentor and coach for discussing and transferring ideas, skills and knowledge with upcoming creative and design entrepreneurs in the city. The MBDA is proud to be the host of this exciting initiative which very much complements the work we are doing in the inner city, urban rejuvenation and stimulating creativity,” concluded Bangazi. Shakespearean Society stages ‘Much Ado About Nothing’ REPORTER THE Shakespearean Society will bring William Shakespeare’s comedy Much Ado About Nothing to life at the Mannville Open Air Theatre in St George’s Park next month. The show will run for the public from March 1 to 11, every night at 7.30pm, excluding Sundays. The play is set in the 1920s in colonial Kenya. Governor Leonato receives Don Pedro and his ex-British army fellows and immediately plans a true Happy Valley set-style party, Charleston and pink gins included. Complete with sparring between the highspirited and free-thinking flapper, Beatrice, and the sworn bachelor, Benedick, loathsome and cunning plans of betrayal by the baddies and the character Hero being “exposed” and left at the altar, this romp through the tale of love lost and regained in an era of wanton abandon will bring about the realisation that Shakespeare truly wrote for all times.

The tongue-in-cheek production includes the renegade ex-British South African Policeman, Dogberry, who went AWOL from colonial Rhodesia, skipped a few borders with the German East African invasion and, while based in Tanganyika, decided to skip yet an-
other border for colonial Kenya instead. Dogberry’s role is portrayed in classic ‘Safari suit’ style by Leslie Speyers. Young Sikho Gaiko also slipped from the title role in Puss in Boots into the role of the singer, Conrade, while the delightful roles of

Benedick and Beatrice are played by Jacques Batista and Bernadine Gardiner, who were last seen together in the 2000 production of Hamlet. Also returning to the Shakespearean stage after his very successful portrayal of Richard III is journalist Brett Adkins in the role of gentleman baddie, Borachio, who has a penchant for stiff drinks and loose women. Other key role-players include Jonathan Minnie as Leonato, Jamie-Lee Reynolds as his daughter, Hero, Timothy Collier as Claudio, Arthur Daniels as Don Pedro and Karel Swanepoel and Matthew Nel, who will be alternating the role of Don John. The production is directed by Linda-Louise Swain and choreography is in the hands of Jerry Fortuin. The audience can look forward to some true flapper moments on a traditional Shakespearean stage. Centrestage to pay tribute to Fleetwood Mac REPORTER CENTRESTAGE is bringing its popular tribute to Fleetwood Mac back to the Old Grey on March 3 and 4. Fronted by Lynn Cloete as the gravelly voice of Stevie Nicks and the talented Caron Strydom as Christine McVie, the cast of superb musicians precisely recreate the lush harmonies which gave albums such as 1976’s Rumours and 1987’s Tango in the Night such an iconic status. Andre Strydom, known for his fronting roles in Centrestage tributes to the likes of The Bee
Gees and Neil Diamond, is at the helm of this project. The Centrestage band consists of a group of consummate vocalists and musicians. Fenlin Pitie is in charge of the trademark synth keyboard backing, while Alan Kozak is on lead guitar and drummer Devon van Rooyen in the role of Mick Fleetwood. Dickin will showcase the unique guitar picking style of Lindsay Buckingham and alternate on percussion as well. Songs that will feature in the show are mostly taken from Fleetwood Mac’s 1975 self-titled album, their 1987 album Tango in the Night, their live 1997 album The Dance and their epic 1979
album on which the show title is based. Rumours was written and recorded as three long-term relationships between Buckingham and Nicks, the married McVies and Fleetwood and his wife. Songs covered include the likes of Gypsy, Don’t Stop, Go Your Own Way, Second Hand News, Everywhere, Landslide, Gold Dust Woman and Never Going Back, among other favourites. The show will start at 7.30pm. Tickets at R160 per person and R140 for pensioners are available at Computicket. The day every last run counted THEY don’t make them much more exciting than this – at times so breathtaking that you almost couldn’t dare to take your eyes off the TV screen. This, no doubt, is rugby we’re talking about? Well, actually, no. The opening sentence in fact belongs to cricket – the first ODI between New Zealand and South Africa, which seemed set to go the
way of the home team before the Proteas snatched away the initiative as AB de Villiers sweetly drove the penultimate ball of the match for four. The Proteas required 22 runs off the final 12 balls to win this encounter and, making their intentions clear, De Villiers and Andile Phehlukwayo set about the home team’s attack in no uncertain manner. First Phehlukwayo smashed New Zealander Trent Boult for a mammoth six and then repeated the effort against Tim Southie in the final over to swing the game in the Proteas’ favour. De Villiers then produced a classic straight drive to the boundary for the winning four. This gave South Africa their 12 consecutive ODI victory. Great work by the South Africans. Speaking after the thrill-packed encounter, De Villiers said it was “a fantastic
game” – adding: “It was very tough out there. I didn’t expect the wicket to turn that much. Several deliveries skidded quite sharply.” The Proteas won the toss in a match that was reduced to 34 overs after a delayed start due to rain and a wet outfield. Williams Steal The March
THE Williams revival has begun. Late last week, the privately owned team revealed the first render of what their 2017 challenger, the FW40, will look like.
As is always the case, the first time a new F1 car is unveiled the team does not want to give away any of the major details until they have to. More of the aerodynamic changes will likely been seen on 27 February, the first day of testing. Nevertheless, some of the highly anticipated 2017 changes are clear to see in the computer-rendered image of the Williams. The most striking difference is the wider and lower rear wing. From the angle of this image it isn’t easy to distinguish the increase in the width of the car, but the smaller, and slightly lower, sidepod air intake is noticeable. The wider front and rear tyres are also clear to see. The bigger tyres also mean thicker and stronger suspension arms in order to deal with the increased load. Another notable difference is the engine air intake, above the cockpit, which appears significantly bigger than in 2016 and follows a trend set by enginesupplier Mercedes. In this image it appears as if Williams have opted to maintain a similar nose-design to its 2016 car. The chances are that the nose section in this image is a bluff by the team. The overall impression of the FW40, so named for Williams’ 40th anniversary, is a sleek,
contained design which doesn’t reveal too much of what’s likely truly up the team’s sleeve. The Grove-based team dominated the news cycle late last week with several announcements. The first was signing of Dirk De Beer as head aerodynamicist. De Beer’s most recent post was alongside James Alison, now at Mercedes, at both Ferrari and Lotus. De Beer will commence his new position on March 1st. “I am extremely pleased to be joining Williams,” said De Beer. “The team has an incredible heritage in Formula One, and I’m proud to be a part of that now. I’m looking forward to working with Dave Wheater and the Williams aero team to help continue driving forward the development of the car throughout the season and beyond. Deputy Team Principal, Claire Williams added, “We’re delighted to have someone with Dirk’s vast experience joining us. Having spent several years as a Head of Aerodynamics in Formula One, his knowledge and technical expertise will undoubtedly be a great asset to the team in our continued push to restore Williams to the front of the grid.” While it is early days yet for the 2017 season, Williams says they’ve put a lot of work into restructuring the team, but stops short of putting any concrete expectations on the 2017 season. “But we have to move up from fifth,” she said.
Fun in the sun for children at Summer Festival REPORTER WITH an array of events on offer for the younger generation, there will be plenty of incentive for competitors to join in the fun at the SPAR Summer Festival, which takes place on the shore of the Sundays River this weekend. The festival in Cannonville on the outskirts of Port Elizabeth on February 25 and 26 traditionally attracts about 5 000 participants and supporters. Although the river miles for men and women anchor the weekend on the Sunday afternoon, organisers have created a varied programme which also caters for the youth. SPAR advertising and promotions controller Roseann Shadrach said it
was a top priority for them to promote healthy exercise among the young. “We believe that any physical activities assist children greatly in the development and maintenance of strong healthy muscles. “Physical activities also improve motor coordination, which enhances their development of various other performance skills.” She said the retail group were equally excited to promote the festival as a family outing, with the emphasis on outdoor activities. “The SPAR Summer festival has been redesigned to encourage family participation, especially in a time where digital games are so popular and easily accessible.
“What could be better than smearing on the sunscreen and scooting the kids outside for a day of fun? “Whether they love to play games or prefer nature activities, the festival offers plenty of ways to get your child off the couch and into the great outdoors.” Event organiser Michael Zoetmulder said they wanted to promote the fact that it was more than a swimming weekend. “Families will be able to enjoy the surroundings, activities and a variety of stalls.” The swimming action for children will take place on the Sunday morning when the Wakaberry Kids Across the River races are held. These are for swimmers in the u/8, u/10 and u/12 age groups, as well
as for those with special needs. Zoetmulder said children could also take part in the Wimpy 5km Family Fun Run, the mountain bike races and the Family Half-Mile Swim, all of which would be held on the Saturday morning. He added that the Family Half-Mile swim offered a discounted entry for families of four. Children under the age of 12 could be placed under the supervision of the PE Sunrise Rotary Club at the Wimpy Rotary Kids Zone, he said. “They can play in this secure area with many exciting activities at just R30 a day and all the proceeds from this venture go to charity.” For more info or to enter, go to www.zsports.co.za.

REPORTER THE first Regional Race Day for 2017, to be held at the Aldo Scribante Circuit on February 25, has been titled the Gavin Ramsay Memorial Race Day in honour of veteran motorcycle racer, Gavin Ramsay, who passed away in January this year. Ramsay, a keen competitor in most classes from 50cc upwards through the years, was awarded his Springbok Colours for motorcycle racing in 1986. Riders at the Aldo Scribante Circuit had the privilege of sharing the track with him last year, as part of the historic motorcycle racing series, and he was an instant favourite among the locals. There will be an honour lap in his memory during the lunch break and riders are requested to wear blue T-shirts over their leathers in memory of him. The day promises a full and actionpacked programme of motor car and mo-
