n response, the Ministry of Finance through the Department of Revenue has proposed a tax on online business income.

Mr. Pawut Pongwitayapanu, the Head of Thai E-Commerce and the founder of the market website stated his approval of the online business tax. He shared that it was the right thing to do, especially for foreign businesses since they are generally sizable businesses that are able to operate at virtually no domestic cost. Such foreign businesses often have no office stationed in Thailand or even any Thai workers and therefore invest very little in the Thai economy.

Therefore, the Thai government must account for this outsourced revenue.

Phuket Corruption

M

r.Chuwit Kamolvisit, a former entertainment businessman and big name politician recently ( M a r c h 1 0 t h ) p o st e d i n Facebook “Chuwit I am Back” mentioning the news “Phuket: Highest Corruption Province”. Though this comes as no surprise and has been an issue for a long while now, it seems Mr. Kamolvisit words have somehow made it a story of interest.

Mr. Kamolvisit shared that every time a corruption listing is made by foreign organizations it is always Phuket at the top of the list, a headline the government can’t bear to see.

When it comes down to province statistics and corruption, “Phuket” is no doubt at the forefront with NACC reports showing Phuket to have the highest number of corruption appeals in the country.

The issue of corruption in Phuket began with the “tourism industry” as both Thai and foreign investors caught onto the hype of the crowds of tourists flowing in. The beach properties then quickly transformed into hotels and entertainment to create a gateway for a tremendous amount of foreign revenue.

1. Waterfront property has fallen into the hands of investors with plans to build luxurious hotels and resorts resulting in almost no public beaches available for citizens.

2. Many beautiful beaches have signs posted reading “No Trespassing” and even some private properties are fenced off and charge 100 baht for those wishing to walk by.

3. Since there is no local authority elections for the municipality and related departments, those in position often sit too comfortably in their seats as investors present offers for land deeds, permits and whatever else is necessary.

4. Though public land is entitled as “City Deed, Mineral Source Land” it still often becomes “Private Land” through a variety of clever techniques and loopholes found by investors such as the following: • Taking a land deed from some piece of land and placing it for a more beautiful piece of land such as that of inland with waterfront property.

• Taking a land deed and expanding its dimension records such as turning a 10 rai piece of land into 30 rai.

• M a n i p u l a t i n g o r twisting the definition of the land deed rights in some way or another.

• Creating a fake land deed without any back up documents.

5. The government’s budgets are often carelessly fixed towards the need and lack proper evaluation. This is clearly seen in government funded construction projects which rarely meet deadlines and even last sometimes 6 to 7 years after constant contract revisions.

For example, the bicycle lane project on Chalermprakiet R.9 was budgeted at 14 million baht though really it only ended up painting a 4 km long bike lane line. This budget is broken down to 3,500 baht per meter for line paint which is really enough to completely pour a new lane of concrete.

Even more so, the Phuket laws concerning land deeds and construction have all shown to lean to the favor of hotel and resort investors while permits and documents for local private owners remain very strict. Often hotel construction projects are given free reign with no environmental impact assessments or construction permits required whatsoever.

When it comes to tourism business projects most would

say “Anybody can do it”.

Lastly, the government in response has begun to establish various policies to help give back land to the local citizens and open opportunities for small business owners to get a piece out of the tourism industry. However the vast gap between the investor world and local business owners continues to hang wide.

Phuket has become the “crème of the crop” for big investors able to work their way on the inside.

“There is still a chance for the government to deal with these issues of corruption and create a fair business market for Phuket, but if it doesn’t happen in this generation don’t think for a second it will happen in the next.” Mr. Kamolvisit said

Deputy P.M. Admires the Success of Phuket’s Lifeguard Project

A

s the center of tourism in the Andaman Sea, Phuket has strategically moved forward in development with not only consistent construction but also new standards of public beach safety as well. The Phuket Provincial Administrative Organization (PPAO) initiated the “Lifeguard Project” to improve public beach safety for tourists in 2004 and it is still in operation today. Mr. Watcharin Patomwatanapong, the Deputy Chief at the PPAO had the opportunity to share the background and statistics of the Lifeguard Project with Gen Thanasak Patimapragorn the Deputy Prime Minister and Mrs. Kobkarn Wattanaworangkul the Minister of the Ministry of Tourism and Sports during their recent visit in Phuket.

Through the Lifeguard Project the PPAO has been able to cover 12 beach locations spread across all three districts with daily lifeguard services from 8:30am to 4:30pm.

Currently the project employs 9 8 t o t a l st a ff i n c l u d i n g 3 positions; 86 lifeguards, 9 beach supervisors and 3

department managers. In 2016, the project’s statistics showed that the project’sstaff was able to help 49 Thais and 706 foreigners totaling 755 people.

These results showing hundreds of tourists helped on a yearly basis highly impressed the Deputy P.M. and he even stated that it is work like this that brings assurance to both the locals and tourists alike. He also mentioned that he hopes this project can be used as a model for local governments in other provinces as well.

Patong Police Catch Meth and Kratom Dealers

T

he Patong Anti-Drug Police taskforce led by Lieut. Col. Wornpong Phromin and local police operated a checkpoint perimeter around an unnumbered rental house on Phisitkorani Rd. and in result arrested a Burmese man on the account of possessing and dealing methamphetamines. The search and arrest was planned based on prior investigation and reports regarding the meth drug dealer.

The investigation was able to confirm the drug dealer’s actions and identify the culprit as Mr. Min So So Tun, Burmese, 36 years old. Upon arrest, the man was found with 15.17 grams of Meth (11 bags) and was accused with category 1 illegal narcotic drug possession and distribution.

In addition, Mr. Ao min,

Burmese, 29 years old, was arrested on account of possessing 2 packs of Kratom leaves (40 leaves) and accused with category 5 illegal narcotic drug possession. Also, Mr. Jakragrit Promnun, 33 years old, was arrested on account of possessing one bottle of boiled Kratom leaf and accused in

accordance with category 5 narcotic drug laws. Each culprit was properly contained for further interrogation and case procedures.

A Golden Opportunity Awaits Phuket

Prab's Thoughts Governor Detamornthan has often emphasized his focus on improving currently operating projects rather than starting new ones. This means pushing forward various projects that may be behind or even speeding up the process of initiated others that are still in the planning phase. The government must be the main arm in getting decisions made and problems solved.

Looking at the start of this year, Thailand’s economy has grown by 3-3.3%, a rate considered lower than its potential partly due to residing issues in “export business”.

Also, the “tourist industry” in 2016 seemed to settle a bit though travel services haveimproved, thekey player in the tourism industry “zero dollar tours” afterincreased suppression regimens took a sizable cut from the overall economy.

However, the Thai government is still confident as tourist entry flow estimations show this year’s numbers at 35 million people, a 6% increase expected to bring in a 9% increase in foreign revenue calculated at around 1.82 trillion baht.

Really the key player in the tourism industry should be the government. There should be a response to the mass tourist entry flow through proper delegation and development that builds up a sustainable infrastructure. On top of that, the government’s mission should be to gain the assurance of the private sector which plays a key role in the investor market.

Looking at the current time we are in, we see both foreign and local investors pouring into the infrastructure through a variety of different projects.

Some would even say that this time for Phuket is its “golden opportunity”.

In my personal opinion, I would like to say that “one part the government has played thus far is recognizing its responsibility as the center of Andaman tourism and Phuket is quite fortunate to have Gov. Chokchai Detamornthan at this time.”

It seems the word is proving true about the new governor that “he is the country’s best expert in budget management” since in just his first 6 months as governor he has been able to turn Phuket’s budgets around and build up many projects.

These projects include; the Chalong roundabout bypass budgeted at 800 million baht, the airport intersection underpass at 600 million baht, the Muddokkao intersection U-turn overpass at 100 million baht, KhoKaew-ThaRueaUturn overpass at 100 million

baht, Tha Nun- Chalong roundabout light railat 23.5 billion baht, Katu-Patong Tunnel at 10 billion baht, yacht port expansion at 372 million baht, underground electric lines in downtown Phuket at 180 million baht, Tha Chat Chai border checkpoint renovation at 120 million baht and lastly the 22 km road lane widening from Ban Saku to Ban Kho Kaew at 13 billion baht. Every project listed above is set to be completely finished by the end of 2021.

Also, the Minist r y of Interior and Ministry of Tourism and Sports approved the entertainment business closing hour’schange to 4am in Bangla and Karon for a temporary test phase. This is another step towards boosting the economy in Phuket through a drastic increase in the amount of foreign revenue brought in which will be able to expand the government budget even more.

From what I can see, not only is Phuket’s tourist industry going to continue to grow, but there is still yet a wave of both Thai and foreign investments ready to pour in and awaken the Phuket economy and progress the government’s plans.

Thank you Phuket government, thank you all who have had a part in pushing forward Phuket’s development in every dimension and lastly thank you Phuket citizens for your efforts and innovation in pushing forward to a better tomorrow.

โอกาสทอง..รออยูท่ ี่ภเู ก็ต ภาพรวมของเศรษฐกิ จ ไทยต้ น ปี ’60 หลักๆ เติบโตที่ระดับ 3-3.3% ถือว่าเติบโต ได้ ต�่ ำ กว่ า ศัก ยภาพ เพราะแรงขับ เคลื่ อ น เศรษฐกิจส�ำคัญอย่าง “ภาคการส่งออก” ยัง ไม่ฟืน้ ตัวอย่างชัดเจน ขณะที่ “ภาคการท่ องเที่ยว” ช่วงปลาย ปี ’59 ดูเป๋ ๆ ไปบ้ าง จากนโยบายในการยก ระดับและเพิ่มประสิทธิภาพนักท่องเที่ยวต่าง ชาติที่เดินทางเข้ าไทย ด้ วยการ "ปราบทัวร์ ศูนย์ เหรี ยญ" ท�ำให้ ปัจจัยที่เคยได้ ชื่อว่าเป็ น “พระเอก” ของเศรษฐกิจไทยอย่างภาคการ

ท่องเที่ยวเสียหลักไปพอสมควร อย่างไรก็ตามภาครัฐยังเชื่อมัน่ ว่าประเด็น นี ้จะส่งผลกระทบกับภาคการท่องเทีย่ วในระยะ สันเท่ ้ านัน้ พร้ อมทังประเมิ ้ นว่าในปี 2560 จะมี นักท่องเที่ยวต่างชาติเดินทางเข้ าไทยมากกว่า 35 ล้ านคน เพิม่ ขึ ้น 6% สร้ างรายได้ ให้ ประเทศ เพิ่มขึ ้นอีก 9% หรื อคิดเป็ นเม็ดเงินกว่า 1.82 ล้ านล้ านบาท “ตัวเอก” ในการดันเศรษฐกิจไทยทังในปี ้ ที่ ผ่านมา และปี นี ้ยังคงเป็ น“การใช้ จา่ ยและการ ลงทุนของภาครัฐ”โดยเฉพาะการขับเคลื่อน โครงการลงทุน ส� ำ คัญ มากมาย โดยเฉพาะ โครงการลงทุนโครงสร้ างพื ้นฐาน ส่วนหนึง่ เพื่อ เติมเม็ดเงินเข้ าสูร่ ะบบ และอีกส่วนหนึง่ ก็เพื่อ ช่วยสร้ างความเชื่อมัน่ ให้ แก่ภาคเอกชน จาก ที่เคยชะลอการลงทุนเอาไว้ “รัฐบาลหวังเป็ นอย่างยิ่งว่า “ยาแรง” ตัว นี ้จะมีผลต่อความเชื่อมัน่ ของนักลงทุนในปี นี ้ และหันกลับมาลงทุนตามแผนงานที่ได้ วาง เอาไว้ ” ช่วงเวลาและสถานการณ์เช่นนี ้ส�ำหรับ จังหวัดภูเก็ตถือว่าเป็ น “โอกาสทอง” ก็ว่าได้ เพราะเห็นกันได้ ชดั เจนว่า มีการลงทุนในเรื่ อง ของโครงสร้ างพื ้นฐานให้ กบั จังหวัดภูเก็ต หลาย ต่อหลายโครงการเกิดขึ ้นในห้ วงนี ้ ในความเห็นส่วนตัว ผมอยากจะบอกว่า “ส่วนหนึง่ เป็ นเพราะรัฐบาลตระหนักถือความ ส�ำคัญของจังหวัดภูเก็ต ในฐานเมืองท่องเที่ยว ศูนย์กลางของภูมิภาคอันดามัน อีกส่วนหนึ่ง ซึง่ ส�ำคัญไม่น้อยไปกว่ากันก็คือ จังหวัดภูเก็ต

โครงการทางลอดเพื่อแก้ ปัญหาจราจร แออัด ทางลอดห้ าแยกฉลอง งบประมาณ 800 ล้ านบาท,ทางลอดแยกสนามบิน 600 ล้ าน บาท, จุดกลับรถต่างระดับ แยกมุดดอกขาว 100 ล้ านบาท, จุดกลับรถต่างระดับ เกาะแก้ วท่าเรื อ 100 ล้ านบาท, รถไฟฟ้า ท่านุน่ -ห้ าแยก ฉลอง 23,499 ล้ านบาท, โครงการอุโมงค์กะทู้ป่ าตอง 10,000 ล้ านบาท โครงการขยายท่าจอ เรื อยอช์ทเรื อส�ำราญ 372 ล้ านบาท โครงการ น�ำสายไฟฟ้าลงใต้ ดนิ พื ้นที่เมืองเก่าภูเก็ต 180 ล้ านบาท, โครงการเพิ่มประสิทธิภาพจุด ตรวจท่าฉัตรไชย 120 ล้ านบาท และโครงการ ก่อสร้ างถนนตัดใหม่จากบ้ านสาคู-บ้ านเกาะ แก้ ว ระยะทาง 22 กม. วงเงิน 13,000 ล้ านบาท โดยโครงการที่กล่าวมาทังหมด ้ มีหมุดหมายที่ จะให้ แล้ วเสร็ จภายในปี 2564 เมื่อน�ำมารวมกับ “ข่าวดี” ของผู้ประกอบ การสถานบันเทิงหาดป่ าตอง ที่มีความชัดเจน แล้ วว่า กระทรวงท่องเที่ยวและกีฬา จะแท็ก ทีมกับ กระทรวงมหาดไทย มีแผนที่จะทดลอง ขยายเวลาเปิ ดสถานบันเทิงย่านถนนบางลา หาดป่ าตอง ถึง 04.00 น. ในเร็ วๆ นี ้และหาก ผลการทดลองครัง้ นี ้ เป็ นไปในทิศทางที่ดี จน น�ำไปสูก่ ารแก้ ไขกฎหมายที่เกี่ยวข้ องเพื่อให้ ธุรกิจบันเทิงสามารถเก็บเกี่ยวรายได้ จากนัก ท่องเที่ยวได้ อย่างเต็มศักยภาพที่มีอยู่ สิ่งที่ผมมองเห็นในอนาคตอันใกล้ นี ้ ก็คือ นอกจากรายได้ จากการท่องเที่ยว ที่จะเพิ่มขึ ้น อีกมากแล้ ว คลื่นการลงทุนด้ านการท่องเที่ยว ระดับสึนามิยอ่ มๆ ของภาคเอกชนทังชาวไทย ้

โชคดีที่ได้ ดร.โชคชัย เดชอมรธัญ มาเป็ น ผู้ว่าราการจังหวัด ในช่วงเวลาที่เหมาะเจาะ อย่างที่สดุ ” ถึงแม้ “ผู้ว่าโชคชัย” จะพูดจาออกตัวอยู่ ตลอดเวลาว่า “จะไม่เน้ นโครงการใหม่ๆ แต่ จะขับเคลื่อนโครงการต่างๆ ที่คนภูเก็ต และ ผู้วา่ ราชการคนก่อนๆ คิดกันไว้ ให้ มีความคืบ หน้ า โครงการใดที่ค้างคาก็จะเร่ งให้ แล้ วเสร็ จ ส่วนโครงการใดที่คิดไว้ แต่ยงั ไม่ได้ ท�ำ ก็จะเร่ง ด�ำเนินการ โดยจะใช้ ศกั ยภาพของรัฐบาลที่ มีความเด่นในเรื่ องการตัดสินใจ ที่รวดเร็ วมา เป็ น เครื่ อ งมื อ ในการขับ เคลื่ อ นการพัฒ นา จังหวัดภูเก็ต” ถือว่าสมราคากับค�ำร�่ ำลือที่วา่ “ท่านเป็ น ผู้เชี่ยวชาญด้ านการบริ หารงบประมาณระดับ แนวหน้ าคนหนึง่ ของประเทศ” ด้ วยระยะเวลา ไม่ถึง 6 เดือน ในการมารับต�ำแหน่ง “ผู้ว่าฯ โชคชัย” พิสจู น์แล้ วว่ามีสว่ นในการโน้ มน้ าวให้ รัฐบาลพิจารณาจัดงบประมาณให้ กบั ภูเก็ต หลายต่อหลายโครงการ มาดูกนั ว่ามีโครงการ อะไรบ้ าง

This year’s Miss International Queen 2016 Crown was awarded to “Nong Mo” JiratchayaSirimongkolnawin (#8) from Thailand. The crown grand prize honored her with the title sash, trophy and 450,000 Baht. No More Selfies atop “KhaoNgonNak” in Krabi The Departments of Local National Parks plan to block off and set up sign at a dangerous viewpoint on KhaoNgonNak Mountain.

by Nopparattara National Park based on the trending social feed encouraging tourist to take selfies near a cliff edge viewpoint. The mountain peak elevation is 500 meters high and is located in Nong Tale, Krabi. Similan Island National Park Breaks 200M in Revenue

r.RuamsilManajongprasert the Director of Sililan Island National Park Offices shared that during the month of February,Similan Islands (PhangNga) brought in a record 60 million baht in revenue through park entry fees followed by 57

million in March. These two months marked the highest amount of foreign revenue brought into the country ever. Over the past high season from mid-October last year till now, Similan Islands has brought in over 201,000,000 baht in foreign revenue ranking second in Thailand.

The repositioning of Chokchai Detamornthan the Governor of Phuket has received much attention from the online world in Phuket with many remarks

regarding his very short 5 months in office as the governor. He was elected governor in October of last year and since then received many complaints regarding taking advantage of high government officials through the media on an ongoing basis.

Therefore, the new Governor of Phuket in his place will be Mr. Norraphat Plodthong the former Ministry of the Interior Civil Advisor.

ecently, at Nongnam Nai Han in Rawai Sub-district was the 3rd Annual Rawai Mini Marathon. Mr. Nigorn Paphagijayotpat, deputy mayor of Rawai was the main speaker in the event along with other local government leaders joining in to send the 1,300+ runners out.

The event was organized to inspire physical fitness in the community as well as promote local tourism. The run was set in two main categories including the fun run a 4.5 km leg and the mini marathon a 10.5 leg.

However, this year a new category was added called the family run a 2

km leg requiring teams of no more than 5. This added leg brought an encouraging atmosphere full of cheering families and painted a beautiful picture of community.

to Local Authority Organizations

ecently, at the Phuket Provincial Hospital, the PPAO donated 12 ambulance vehicles readily equipped with emergency medical equipment. The event was led by Mr. Tira Ananseriwitaya the Deputy Governor of Phuket and Mr. Watcharin Patomwattanapong the Director of the PPAO along with PPAO staff and local organization leaders attending.

In a recent seminar/ workshop held by The Phuket Provincial Administrative Organization under the“Phuket Clinic Center”,various community problems were discussed including a major issue regarding poor budgeting in local authority organizations

to provide necessary ambulance service throughout Phuket.

In conclusion, the PPAO funded the rental costs of 12 ambulances for local authority organizations in 12 sub-districts including Patong, Karon, Thepkrasattri Municipality, Srisuntorn, Vichit, Pa Klok, Saku, Thepkrasattri Administrative Organization, Mai Kao and Kamala. In addition to the ambulance donation, PPAO provided medical operation and emergency procedure training for ambulance nurses and staff in order to help develop the efficiency of emergency care in Phuket.

Churchill was not happy with the results. Sutherland’s portrait had Churchill slumped in a chair wearing his trademark scowl— true to reality, but hardly flattering. After its official unveiling, Churchill hid the painting in his cellar. It was later secretly destroyed.

God knows the real us and still loves us immeasurably.

Like Churchill, most of us have an image of ourselves we want others to have of us also—whether of success, godliness, beauty, or strength. We can go to great lengths to conceal our “ugly” sides. Perhaps deep down we fear we won’t be loved if the real us is known.

When the Israelites were taken captive by Babylon, they were seen at their worst. Because of their sins, God allowed their enemies to conquer them. But He told them not to fear. He knew them by name, and He was with them in every humiliating trial (Isa. 43:1–2). They were secure in His hands (v. 13) and “precious” to Him (v. 4). Despite their ugliness, God loved them.

We will find ourselves less motivated to seek the approval of others when such a truth truly sinks in. God knows the real us and still loves us immeasurably (Eph. 3:18).

God’s deep love means we can be real with others.

HKT Performs Sea Rescue Training

r. Jarun Naktongkaew, the Director of the Fire and Rescue Department at Phuket International Airport was the main speaker at the Sea Rescue Training Closing Ceremony.

From March 16th to 22nd, the training was held at Sirinat National Park to prepare necessary personnel in the event of an emergency sea

landing. Also, the training was performed under the requirements ofThe Civil Aviation Authority of Thailand for certification.

Marriott Resort Network plants Mangrove

R

ecently, a group of more than 50 from hotels under the Marriott International Brand network in Phuket joined together to plant a mangrove and release sea species as a part of building a sustainable environment. The 5 hotels in the network include JW Marriott Phuket Resort & Spa, Renaissance Phuket Resort & Spa, JW Marriott KhaoLak Resort and Spa and the newPhuket Marriott Resort and Spa, Nai Yang Beach.

Under the recommendation of Ms.KanokwanHomcha-aim, representative of IUCN (International Union for Conversation of Nature) the mangrove was planted over 57,280 sq km of land with a goal to plant at least 20,000 plants.
