B
efore I start talking about the fascinating case of the MacLauchlan Murders in New Westminster, which Ken has been investigating for a fair while now, let me say a few words about Ken and the McIntosh family. I have known Ken McIntosh and his wife Betty for many years. My daughter Cathryn went to New West Secondary with their daughter Lisa. Ken and Betty have been long time New Westminster residents, and of course, Betty has served as a councillor in our city for a number of terms. During civic elections, we always seemed to find an “Elect Betty McIntosh” sign on our front lawn. One year when I came into the emergency department with a fractured knee, it was delightful to see Betty there, who worked as an emergency nurse. I was not sure if I had special treatment, but she made the ordeal as painless as possible. Ken worked for the New Westminster Police department in the forensic section. Before Ken and Betty married, he worked at Fraser Mills. Our publisher Chris Sargent was also an IWA member and probably shared a coke or two with Ken in those days. Ken fell in love not only with Betty, but also with baseball. He played in a men’s league here in the lower mainland and went on to take umpire training in New York State. He became a certified FEATURE STORY
umpire and a fixture in the local leagues in New Westminster and the lower mainland. Although he is a terrific Vancouver Canadians fan, his favorite team is the Detroit Tigers as you can see from the front cover of our magazine. When the Mariners came to Seattle he was excited to take Lisa there for a few games, and she became a diehard fan as well. These days Ken looks forward to the spring training in the big leagues and heads south to see all the action and preparation for the upcoming season. Ken published a book several years ago with Rob Drown, about a local baseball team, The New Westminster Frasers. Anatomy of an unsolved Murder New Westminster residents Margaret Anne MacLauchlan and Dr. Robert Henry MacLauchlan were married in Lynden Washington on February 11th, 1966. Margaret was fifty-two years old and Dr. MacLauchlan was seventy-four. She was twenty-two years younger and worked as a teacher at Woodlands for over twenty years. The next month, the month of March 1966 became the most disastrous in their entire lives. On March 4th, Margaret’s sister youngest sister, Francis and her brother-in-law Gordon Brown died in an airline crash in Tokyo. They were aboard CP Air flight 402, killing sixty-four of seventy-two |

passengers and crew. Eleven days later on March 15 Anne’s father Phillip Herring died of a heart attack in his home at 612 – 8th Avenue. On March 21st, a week later Anne MacLauchlan and Dr. Robert MacLauchlan was murdered in their home at 912 – 5th Street in New Westminster. Police discovered four shell casings in the house near the bodies. Each victim was shot in the head once and once in the abdomen. Ironically, police discovered a card tacked to the wall congratulating Dr. Robert MacLauchlan for flying one million miles on Canadian Pacific Airlines. The circumstances leading up to these murders is both fascinating and complex. Beginning with Dr. MacLauchlan’s own personal history, we discover an incredible series of events during his seventy-four years of life. After graduating from McGill medical school at the top of his class in 1918, MacLauchlan’s life progressed in an ominous fashion — having been suspended from medical practice on several occasions both in Canada and in the United States, where he became a citizen in 1926. The first suspension of his medical license occurred in Alberta in 1925, where the College of Physicians and surgeons found him guilty of a myriad of misdemeanors including excessively prescribing narcotics, supplying false information, inappropriate surgeries and other various types of unprofessional conduct. In 1927, he appealed the loss of his license and was permitted to practice in the San Francisco area. One might speculate that he had himself become a drug addict at this time and perhaps making a bit of money prescribing heroin continued on page 10

to addicts. This was quite a common occurrence in that era as described in William Burroughs classic 1953 novel Junky. Speaking about doctors who write narcotics prescriptions to addicts Burroughs writes, “Doctors are so exclusively nurtured on exaggerated ideas of their position….old doctors are more apt to write a prescription than the young ones. Refugee doctors were a good field for a while, but the addicts burned them down.” In 1932, Dr. MacLauchlan pleaded guilty in San Francisco Federal court of writing and forging prescriptions for narcotics. The court sentenced him to a prison term at San Quentin. He managed to escape jail by agreeing to deportation back to Canada and enrolling in a treatment program. By this time, he had clearly become an addict himself. Arriving back in Calgary, he was unable to practice medicine for a couple of years but his license was then reinstated, and he continued to practice until 1945. During that year, the College of Physicians and Surgeons suspended him again for misconduct, specifically for his intention to procure a miscarriage for one of his patients. After this, he did not practice medicine again. He certainly was not the sort of person you would want for your family doctor. His wife’s background was much less notorious than Dr. MacLauchlan’s was. Margaret Anne MacLauchlan was born Margaret Anne Herring in 1915 in New Westminster. She divorced her first husband W.E. Cunningham in 1949 in Spokane Washington,

moved to New Westminster and became a nurse and teacher at Woodlands. Her daughter graduated from Lester Pearson High School, New West Secondary as we know it today, and worked as an x ray technician at Royal Columbian Hospital for many years before moving to Mexico City. It is not clear how the relationship between Margaret and Dr. MacLauchlan began but on December 22, they were both charged with trafficking in narcotics. Police raided their home on 912 – 5th Street and found approximately 200,000.00 dollars’ worth of heroin. That was an incredible amount of narcotics, considering that a house in New Westminster sold for around ten thousand dollars. Ken believes that Dr. MacLauchlan was the number two heroin dealer in BC and lived a highly secretive and lavish lifestyle. Each year he bought a brand new Cadillac and oddly kept a plentiful supply of chocolate bars in his trunk to hand out to children and friends. and Ken believes Dr. MacLauchlan married Margaret in 1966 so that she could not testify against him in court. The police investigation is apparently still active, and very little information is available. In 1971 police traced the murder to a hit man from Montreal, who in 1966 travelled to Detroit and then on to Seattle and Victoria where he took a ferry to Vancouver. Apparently, he returned to Montreal via the same route. These facts are of course still unproven, as the investigation is still ongoing. One of the killer’s trademarks was sending a dozen carnations to his victims. A dozen carnations were received at the MacLauchlan home at the time of the murders. Ken believes that he was killed so that he would be silenced and not reveal names to the police. He continues to research this fascinating story and hopes to write a book on it in the near future. end

CITY OF NEW WESTMINSTER RECOGNIZES ELECTRIC UTILITY COMMISSIONERS’ DEDICATED YEARS OF SERVICE At the January 2014 Regular Electric Utility Commission meeting, Electrical Utility General Manager Rod Carle, Electric Utility Commission Chairman Martin Gifford along with Mayor Wright and CEO Lisa Spitale, recognized Inaugural exChairman Mr. Jim Glanville and Commissioner Mr. Terry Parsons for their years of service. Both members are now retired. “We’d like to thank both Jim and Terry for their dedication to the Electrical Utility Commission,” said Mayor Wayne Wright. “The support you provided and commitment you showed were invaluable and will not be forgotten.” Jim Glanville was the Chairman from January 2007 to September 2009 (2¾ years) and Terry Parsons was a Commissioner from January 2007 to January 2014 (7 years).
