By Judy Darcy hat a summer it’s been so far! On July 18, I was deeply honoured to be sworn in as Minister for Mental Health and Addictions in the new government! Premier John Horgan has asked me to take the lead in tackling the opioid overdose crisis. I’ve also been tasked with creating a brand new ministry in the months ahead to ensure that we have the prevention, treatment and recovery programs for mental health and addictions — so that people get the support and services they need when they need them. Nothing touches families and communities more profoundly than mental health and addiction issues. Every single family has been touched by it, including mine. That’s why Premier Horgan has said that addressing the opioid crisis is a top priority for the new government. I regularly hear stories of people waiting weeks, months, and even years to get into treatment and we know this doesn’t work. We need a comprehensive system so when people ask for help, they get it.

We need to also focus on prevention in schools so that we can identify mental health issues early and hopefully prevent them from becoming more serious and developing into substance abuse issues too. I will be working closely with school districts to ensure they have the mental health workers they need to provide support and counselling for our children and youth. The solutions aren’t going to be simple or easy — we need to approach mental health and addictions from many angles. We need to stay committed to harm reduction in order to save lives. We need to make sure that frontline healthcare workers and first responders have the tools they need right now in order to slow the number of people who are being lost to fentanyl. We need to invest in prevention and education to make sure that our children are getting the best possible care and treatment. We need to speed up access to a broad range of treatment and recovery programs. And we need to talk about mental health care and addictions treatment the way we talk about physical health care — without guilt or blame — as services that are critical to the wellbeing of our families and our community.

I

t’s a nice view from my office window on Sixth Street. I can see the leaves stirring in the wind and get a glimpse of the hustle and bustle of Uptown as I reflect back on what we have been able to accomplish at the New West Chamber of Commerce this past year I have learned so much from our community. Our Chamber members, the business community, and New Westminster’s people in general have given me so much food for thought, including the importance of life-long learning. I was a newbie to Chamber association management when The BC Economic Development Association offered a course on western economic development last fall. I signed right away. The program and fellowship while August 2017

completing this course provided me with a wealth of knowledge directly relevant to our region. The Board of Directors and I share the same priority to participate in industry specific workshops, seminars, and open houses to keep our membership abreast of the current issues. Issues such as the Metro Vancouver Zero Waste Conference, the Small Business BC Inspire Event, Red Tape Reduction, Trade Talks, the Pattullo Bridge Replacement, the Braid Street Intersection, and Development applications affecting our city. Going through a complete cycle of Chamber activities and events has shown me that when you put likeminded people together in a room, great things happen.

Let’s run down the numbers for the Chamber this year. There was one multi-Chamber event that gave our members exposure to the regional market. We launched two new programs launched this year: Women of New West a nd ou r Business Roundtables. Three Leadership Dinners were hosted: Robin Sylvester from the Port of Vancouver, Translink CEO Kevin Desmond, and Peter Leitch, the President of North Shore Studios and Mammoth Studios and Chair of the Motion Picture Production Industry Association of B.C. HEADPHONE I was barely sitting down on the toilet when I heard a voice from the other stall saying ”Hi, how are you?” I’m not the type to start a conversation in the restroom. MEALS ON WHEELS

Are you fi nding it more and more difficult to cook for yourself? Could you benefit from eating a more nutritious diet? Have you just had a stay in hospital and are unable to prepare meals now that you are home? If you have answered yes to any of these questions you might want to give Meals on Wheels a try. Seniors Services Society has proudly been providing affordable, nutritious meals to clients in New Westminster for over 25 years. The goal of Seniors Services Society’s (SSS) Meals on Wheels Program is to provide affordable, nutritious meals to clients in the community who are unable or have difficulty cooking due to age, disability or illness. SSS coordinates the delivery of hot meals Monday to Friday to seniors in New Westminster. The program aims to offer a wide variety of meal options that rotate every Volunteers Ric and Gail Beau. four weeks. Hot meals include

an entrée, soup or salad and dessert. A frozen meal only option is also available to ensure that clients have meals for over the weekend. Each meal has been nutritionally balanced between a starch, protein and vegetable, and soups and gravy stocks are low sodium. There is also a meal available for diabetics, which includes a low/no sugar desert versus a sweet treat. Our meal provider is the Starlight Casino and their culinary team creates the meals fresh each morning and put their heart into creating a menu with a lot of variety and flavour. One client’s daughter was worried that her father was not getting enough nutrition as he was recently home from hospital and was not gaining back his strength. As she did not live in New Westminster she was fi nding it difficult to ensure that he was eating properly. She ordered Meals on Wheels and was pleased to know that her father was not only getting a nutritious hot meal every day, but also that the volunteer delivery person was providing him with a brief social visit and a safety check each time they dropped of a meal. BARRA LAD By Don Benson

O

n September 12, 1925, members of my wife’s family joined 6,000 other sports fans at Queen’s Park to witness a sporting accomplishment that was at once the most astounding, and the most tragic they would ever see, when a beloved jumping-horse soared to a world record height… then crash landed. In that era, horses were still an integral part of the Royal City scene. Milk, ice, coal and bread delivery wagons were pulled by horses and were familiar to all. Older folks had fond memories of their reliable old farm horse or a faithful school pony. The great Canadian horse, Sir Barton, had become the very first Kentucky Derby winner a few years earlier. In that time and place, every horse was somebody’s darling. But Barra Lad was everybody’s darling. Barra Lad was born near New Westminster at Coquitlam’s Colony Farm in 1918. His mother was a standard-bred and his father was a hackney. Hackneys were high-stepping horses bred to pull the light hackney carriage, origin of the name “hack” for a carriage or taxi for hire. Hackney horses have a distinctive leg action. The shoulder action is fluid and the knee action is high. All joints are very strong and flexible. The highstepping, ground-covering gait of the hackney was captivating to watch. The mother of Barra Lad was killed when he was two weeks old, and the orphan colt was taken to

New Westminster by Dr. H. E. McAllister of 815 Fourth Avenue, and raised there on a bottle by his family. Back at Colony Farm as a yearling, Barra Lad soon caught the attention of workers there when he refused to go around obstacles in the barnyard. When confronted by a barrel or water trough in his path, he’d glare at it, then run at it and clear it easily. Soon there wasn’t a fence on the farm that could hold him. Word soon got around in horse-circles about the youngster’s natural talent for jumping, and he was purchased by horse-dealer Peter Welsh of Calgary for $150 sight unseen. Trained and ridden by Welsh’s two young sons, Barra Lad was taken to jumping competitions in eastern Canada as a three-year-old and was soon beating older, more experienced jumpers. In those days, horse-jumping contests were similar to high-jumping contests at track and field competitions today. The bars were set at, say, six feet, then raise an inch or two for each successive jump until the horse failed to clear after three attempts. In 1922, at Brandon, Manitoba, spectators leaped to their feet when 14-year-old Louis Welsh took Barra Lad over the jumping bars at six feet ten inches! That set a new provincial record for Manitoba, and broke the horses’ personal-best by one inch. Barra Lad had a peculiar personality. In his stall he was gentle. When being exercised he loafed along. But when confronted with an obstacle to be jumped, in the words of young Josie welsh, “He went mad.” Josie was the back-up rider to his brother Louis, and the day came when Louis was injured and Josie had to replace him. Louis told the fearful Josie, “When you turn him to jump, just grab a handful of mane, shut your eyes, and let him do the rest.” Later, Josie said, “I didn’t know he’d cleared seven feet until I heard the crowd roaring.” Barra Lad became a North American superstar. He astounded horse fans everywhere by clearing the seven-foot jump in each of seven days at an international exhibition near Seattle. Then at Calgary on April 1, 1925, he cleared seven feet one inch! That September, Barra Lad came back home to New Westminster as part of the huge annual Provincial Exhibition held at Queen’s Park, where 6,000 spectators jammed the horse show arena. By now he was known as “The Lad” locally. The talk around town was that Barra Lad might attempt to break the world record of eight feet and one half inch set by Greatheart, a Chicago horse, in 1922, so all official measurements would be taken with extra special care by continued on page 24

the world was watching. Entering the horse show arena, Barra Lad looked wild. When he circled and charged at the barrier, first set at a mere six feet, he cleared it with scornful ease. Then the bars were raised to seven feet. Barra Lad cleared the bar by so much that a fateful decision was made by Louis Welsh, now 16 years old. While Barra Lad was being rested outside the arena, the bars were raised to an astounding eight feet one and one-half inches, a full inch higher than the world record. A hush fell over the crowd. Re-entering the arena, Barra Lad tossed his head from side to side. He champed at the bit. He stomped and snorted. Then he spotted the jumping bars and his temper flared. Young Louis Welsh couldn’t hold him. Without running the traditional circle to get up speed, Barra Lad broke into an angry charge at the tall obstacle. Then, when it appeared he would run straight into it, he exploded into the air, almost vertically. The 6,000 spectators rose as one. Barra Lad got his forefeet over the top bar. Then time seemed to slow as he pulled his hind feet against his belly and — went over without a touch. ‘The Lad’ had set a new world’s record! But there was a sad ending to the day. When Barra Lad came down from the jump, he had gone down on his knees ploughing a furrow in the landing pit bark with his distinctive white muzzle. Young Louis Welsh managed to stay in the saddle, and Bara Lad was visibly shaken as he took a victory lap around the arena to wild cheers and applause. Back in his stall, he refused his oats and bran for the first time ever. A few hours later, the greatest jumping horse in the world was dead of internal hemorrhage! It was a sad day for horse-lovers everywhere who had come to admire the stallion’s special panache and power. Historians agree that the great Barra Lad was buried on the Provincial Exhibition grounds at Queen’s Park, New Westminster, British Columbia, somewhere just outside the arena which was later destroyed by fire. The great jumper made all Canadians very proud. It seems to me there should be an historical marker at the spot where the Champion of Champions, the great Barra Lad, was laid to rest those many years ago.  This story is from Evelyn Benson’s award-winning book, A CENTURY IN A SMALL TOWN — One Family’s Stories. Following the collapse of the Queen’s Park Arenex, the City was able to reinstate much of the gymnastics and trampoline programs in the Small Massey Gymnasium at New Westminster Secondary School; however, the gymnasium space will no longer be available. “Despite our best efforts, we have determined that there are no other suitable locations to accommodate our gymnastics and trampoline programs beyond August 2017,” said Steve Kellock, Senior Manager of Recreation Services & Facilities. “While we are disappointed that we cannot offer these programs in the fall, we are committed to moving forward with the new interim gymnastics and trampoline facility as quickly as possible.” Centennial Community Centre will continue to host the popular Motoring Munchkins preschool services, and the Vancouver Circus School will offer limited gymnastics and trampoline programming. A full comprehensive gymnastics and trampoline program will be offered at the new interim facility scheduled to be completed next year. New Westminster City Council recently approved the development of a 24,000 square foot gymnastics and multi-sport facility in Queen’s Park to re-establish the programs and services offered at the former Queen’s Park Arenex on an interim basis. The proposed building will allow for an ongoing set-up for gymnastics and trampoline programs with additional dedicated space for the wide variety of other sports formerly offered at the Arenex. he opening of the Mews marks another major step in reconnecting the community to the waterfront and is a key component of the City’s Riverfront Vision plan. STRATA LIVING WHO PAYS THE DAMAGES?

By Tony Gioventu, Executive Director, Condominium Home Owners' Association of BC Dear Tony: A council member had a barbeque over heat last summer and caused $650 of damage to the siding of our townhouses. At the time the strata corporation immediately had it repaired to prevent any damage to our walls. Everyone in the strata assumed the amount was paid by the owner of the barbeque, but as it turned out there was never any attempt to collect the funds. Nothing showed in the minutes of the council meetings and there were no revenues at the end of the year other than the strata fees, and no receivable shown on the balance sheet. The new strata council had a similar situation this past week with a cracked plexi-glass panel from a barbeque too close, and we had the glass replaced immediately for safety reasons and notified the owner of their responsibility to pay for the damages as a result of their carelessness. The owner has responded back to us challenging why he has to pay for this repair when the council member did not have to pay for last year’s damages. Can we

North Vancouver Dear Kate: It is only reasonable for an owner to be responsible for either an insurance deductible or amounts below an insurance deductible when damages are caused to the common property and common assets of the strata corporation. If there was no cost, why would anyone care about their actions? Administering bylaws and addressing matters such as insurance deductibles is often challenging for strata corporations when there is a history of unfair or inconsistent application or enforcement. Rather than waive the debt, most strata councils simply don’t raise the issue and the matter is often forgotten. This is one of the principle reasons for strata councils to develop itemized meeting agendas with action items that form the minutes. The agenda and minutes provide a record of what was done, a financial record of what funds are owed, why they are owed and the reason they are owed. The hardest part of the job for a new council is trying to understand what decisions the previous council made. It may still be possible to collect the amount from both the previous council member and the current owner. Start by reviewing the previous year’s minutes. One item to look for is whether the council member who caused the original damages was a part of the discussions or any decisions relating to the damages. It’s all about value. As you should know, there is a new fee and performance reporting standard for your investments. While this appears to be a step towards transparency, I am disappointed that one of the largest fees that investors pay has been omitted from that reporting: mutual fund management fees. It concerns me that many investors are not aware of this and would believe that these new reports provide full transparency. I recently came across that exact situation and thought I would share the story with you, altering names for confidentiality. I recently met with [Mr. and Mrs. Smith] who were interested in taking me up on my free Financial Planning session. We went through a Discovery Meeting aimed at retrieving all the required information about their assets, liabilities, goals and objectives. Part of that included copies of their current investment statements. After reviewing their investment statements, including the new performance and fee reports, I realized how unaware the Smiths were with respect to their actual fees being paid. The reports showed that for their $550,000, they were charged just under $5,000 in 2016. After this review, and determining the management fees of the mutual funds they held, their actual fees were somewhere between $12,000 and $14,000, depending on purchase dates and transaction costs. To make this even more concerning, the advisor had bought all the mutual funds with restrictions that will cost the Smiths up to 3% (Up to $15,000) should they sell. Fees aren’t the only consideration, and after seeing their unimpressive 2016 returns and asset allocation, I was able to recommend a portfolio that both matched their needs, based on the Financial Plan we had put together, and will save them over $5,000 a year. These savings will flow back into their account and drive future growth.
