ABSTRACT
01 Twin Cities:
A special case of two cities or urban centres that are founded in close geographic proximity, growing into each other over time, losing most of their mutual buffer zone aspects.
The twin cities project aims to create an immediate connection between the city of Ustka and the city of Slupsk to achieve a resilient and sustainable economy in both cities. With the prohibited production activities policy implemented in Ustka, Slupsk could be the alternative strategy to execute the production activities for Ustka. To support the productions in Slupsk, Ustka is responsible for providing services such as seaport facilities to manage the resources of the productions. The existing marine economy was also refocused to develop it as the significant economy that could potentially offer more to Ustka. In response to the Europe Union (EU) marine economy programme, the proposed marine economy is driven with the intention of nurturing sustainable fishing practice.

INTRODUCTION

Ustka is recognized as one of the biggest fishing ports on the Polish Coast. However, the fishing economy has been neglected since the city started focusing on tourism. Considering that only limited tourism facilities could be offered to the tourists due to the prohibited production activities in Ustka, tourism is not enough to support the city to function. Therefore, a strategy is proposed to allow the expansion of local products without conflicting with the prohibited production policy in Ustka. The expansion of the local products is seen feasible to enable Ustka to offer more not only to the local community but also the current tourism economy. Referring to the Pomeranian map, Slupsk is situated in a strategic location that is well connected to many neighbouring cities including Ustka, through the train and car routes. Noting this advantage, Slupsk has the potential to be developed into a business centre with an advanced transportation hub to transport produced goods to Ustka. A business centre can be very beneficial to the existing institution to create networking with the industry in Slupsk, helping the economy of Slupsk to be more resilient. On the other hand, seaport activities in Ustka and sea-research facilities create a direct dialog between the two cities. The aim of the seaport activities in Ustka is to provide services for products produced in Slupsk without getting involved in the production line. In addition, there is an urgent need to enhance the historic identity on fishing in Ustka. For that reason, research facility, education systems for coast guards and fishermen were included. The proposed strategy operates primarily to achieve cultural, educational and economic boost for development and growth in Ustka and Slupsk at a mutual and simultaneous rate.

Ustka that used to having operated through its fishing economy has now shifted its economic strategy towards tourists’ destinations. The performance of economy in Ustka is at its peak during June, July and August (Summer) as it is the most suitable season to offer its facilities to the tourists. The tourist facilities provided in Ustka were mostly spa treatment, natural pine forests seaport and seaside resort. Eventually, most of the local business in Ustka would become restaurants and accommodations to cater to tourists as the locals are aware that the city is refocusing on tourism. However, tourism limits the local businesses from expanding since its market were restricted to summer season. Due to that, locals would have to ensure their business operates well or they would struggle to mantain their business from operating for the rest of the year. Not only would the locals take this opportunity during summer to maximise their earnings but wholesalers would also earn some income by renting out spaces to provide accommodations for tourists.

Having all the attention refocused on tourism, the local fishing economy seems abandoned as shown on the map. The east of Ustka where fishing activities is located appears to be less developed and remained in its state for a period of time. Although, there are new developments that are currently constructing on the east side, those proposed developments are mostly accommodations. It clearly indicates the lacked of intention on developing the fishing economy and it would be problematic to the local fisherman. Without the support of fishing facilities, fishermen will soon be unable to sustain their living in Ustka through fishing thus forcing them to join the rest of the community to work for tourism. It would be a waste to force locals to not make use of their accumulated fishing knowledge and experience to run unrelated businesses just to sustain their living.

In conjunction, the local businesses are limited to tourism because of the prohibited production activities policy in Ustka. One of the main reasons for this policy to be raised is due to the concern of pollution caused by the production activities and affect the quality of living in Ustka. That explains why only a small number of industrial scale business exist in Ustka based on the map. Therefore, tourism is seen as the only alternative business to the locals to sustain their living since it does not involve any production activities and is economically supported.

Existing Transportation In Ustka
There are three medium of transportations available to travel to Ustka; ferry, train and road vehicles. In comparison, the preferred form of transports by locals and tourists is by train and road vehicles. The train line from Slupsk usually operates during summer and stop for the rest of the year as very few tourists would visit Ustka. Therefore, the regular and efficient form of transportation available to travel to Ustka during other seasons are road vehicles, such as shuttle bus and cars. Operating the train line for a short period not only waste maintenance but also reduce travelling efficiency.

Number Of Cargo Entering Ustka
The existing seaport in Ustka was once actively used to transport goods to Slupsk but that phenomenon does not reflect very much to the current seaport. Due to the decrease demand of resources to port for Slupsk, it decreases the number of cargo entering Ustka. Currently, the port mainly functions as a fish port and cruise homeport but not like how it used to function as a seaport.

However if tourism was to continue as the main driven economy in Ustka, the current port will mostly likely convert to a cruise homeport. An analysis on the “Development of the local tourist sector in the field of marine passenger/car transport from Ustka to Bornholm� has already carried out to propose Ustka as a boarding point to Bornholm.

The Growth of Dead Zone Between 1906 - 2012

According to Baltic Nest Institute (2014), the Baltic Sea has previously been identified as home to the world’s largest anthropogenic “dead zone” (low oxygen zone), leading to death of organisms that live on the bottom. The diagrams show the growth of dead zone from the year 1906 to 2012. The researchers call for immediate implementation of the HELCOM Baltic Sea Action Plan (BSAP) and the national reductions that the Baltic Sea countries have agreed upon to reduce the increase of dead zones nutrient reductions are needed. Therefore, Ustka and Slupsk as part of the Baltic Sea regions, should be take consideration of the impact of tourism economy towards the water environment. Solid waste and construction of hotels, recreation and other facilities often leads to increased sewage pollution. Sewage runoff will destroy coral reefs because it causes the growth of algae. The result of growth of algae will increase the growth of dead zone. 16
03 Moderate Bad Poland is one of the Baltic Sea Region countries who are responsible in sustaining water from being polluted. From the diagram, it shows that Ustka and Slupsk has many hot spots that are experiencing moderate water pollution. If further tourism developments were to be implement in Ustka and Slupsk, it may result the river to reach a poor state of water pollution. Due to the current water state of the Baltic Sea caused by the international porting activities, the Baltic Marine Environment Protection Commission (HELCOM) is very concern with the developments around the Baltic Sea region that may affect the water.

Many areas is in Poland including seashores in Ustka and the Slupia River in Slupsk are experiencing eutrophication issue. Eutrophication occurs due to the substances from the fertilisers used in the agriculture activities were flowed into the river and acts as a perfect nutrient to feed the algae and plankton in the water. This issue delivers an impact to the fishing activities as the grown algae on the water surface distrupt light from entering into the water. Without the light from reaching in the water, it distrupt the aquatic plants from photosynthesizing, a process that provides oxygen to the auqatic animals. In addition, with the grown algae on the water surface at the beach that is an essential space for tourism in Ustka, gives an unpleasant view to tourists. If this issue was to grow and without any proposed solution, tourism economy in Ustka will not be able to sustain for long as only limited facilities

03 However if tourism will to be continuing as the main economy in Ustka, the port filled with various facilities very likely will be abandoned to use it mainly for cruise homeport. Especially when an analysis on the “Development of the local tourist sector in the field of marine passenger/car transport from Ustka to Bornholm� has even carried out. Living in a limited market driven economy and prohibited production activities city, local community will struggle to sustain their living lifestyle and possibly lead locals to migrate from Ustka. This clearly indicates that tourism as the main driven economy of Ustka is not enough to support the local community and to even develop the economy of the city. Having tourism economy to drive Ustka, not only the local community are unable to sustain their living but the environment. The future state of the water does not only affect the rivers in Slupsk but the Baltic Sea, which the water condition concern other Baltic Sea countries in the region.

The rate of unemployment in Slupsk On the other hand, Slupsk is located at the middle of the Pomeranian and it is the highest populated city in the region aside from the tricity. There are many industrials operating in Slupsk and they play a major role in the city, it is the root to the employment of the city. Despite of the numbers of industries, the city still demand for more investors into industrial in Slupsk to offer more job opportunities. Although Slupsk is highly populated and developed compared to Ustka and other neighbor city, it has a higher unemployed rate. This is because the local community, institution and industrials are not supporting each other.

Only a few institutions were integrated with specific industrial because they share the similar fields. However, most of the institutions focus on technology, engineering and business field, which seen to be unable to contribute to the most of the industrial in the city as agriculture economy were focused. Meanwhile, the local businesses were disconnected from the institutions or even the industrials. The result of high unemployment rate indicates this segregation among these three groups is an issue to the city.

Transportation links in Slupsk
The train is one of the influencial medium of transports in the Pomerania region as it play an important role in bringing people into cities. From the map, Slupsk is strategically located on the railway line and many existing routes that link neighbour cities, which its accessibility should be bringing many people, such as tourists into Slupsk. In spite of that, not many tourists would stay in the city due to the limited facilities offered in Slupsk compared to other cities located on the train line for example, Koszalim and Tricity. It is important to bring in tourists and locals from other regions of Poland because it would widen the market of the local businesses in Slupsk, which would influence investors to invest in Slupsk.

04 URBAN STRATEGY Both Ustka and Slupsk that consists many restrictions in its economy tend to struggle operating singularly. Based on the site analysis, there is a wide potential that could achieve flexibility to fill in the void created from the restrictions, when both of these cities integrate to develop both economy. Seeing Ustka being restricted from involving in any production line while Slupsk has many existing productions activities and facilities, Slupsk could possibly contribute to Ustka’s economy. Meanwhile, Ustka has an operating seaport and sufficient to facilitate Slupsk’s productions. Having both working in a twin cities manner, Ustka and Slupsk could support both economies together.

04 The site analysis shown indicates that the tourism economy in Ustka unable to sustain the living of the community and the facilities due to the environment. In fact, the neglected fishing economy should be developed and drive the economy of Ustka. The existing locals were raised by fishing activities environment and existing facilities were originally built to operate the fishing economy but due to the decreasing number of fish population has seen to reduce its potential to develop the city. However, Ustka should find solutions to this matter and not inject new economy into the city. Maritime research should be incorporated in Ustka to develop the fishing economy by studying the low fish population issue. The fishing economy does not limit within Ustka, the fish productions wll be carried out in Slupsk as Ustka is prohibited from production activities. In result, Ustka and Slupsk will partially depend on each other as the rate of productions in Slupsk affects the demand of fishing economy in Ustka. These two cities will have to be seen as a whole in running the economy.

Achieving these objectives will develop the fishing economy to be able to sustain the community and the environment. Improve Baltic Sea And River Pollution It is essential to improve the water pollution issue in Slupia River as it is connected to the Baltic Sea, which will lead the polluted water into the Baltic Sea. The existing industrial activities in Slupsk potentially affects the water pollution in Slupia River, which requires the research to extend from Ustka to Slupsk. Instead of assigning researchers to Slupsk, the existing institutions could be integrated to take part of the research. In return, the institutions can offer students to gain pratical experience at the research exercise in Slupsk. Therefore, a small research area is dedicated to the institutions to collect samples and informations at the water catchment area for the maritime research centre in Ustka.

Aside from polluted water that causes the low fish population, the unsustainable fishing methods nowadays used by big scale fishing usually damage the environment the fish need to thrive and overfishing. In collaborations with fishermen, researchers and engineering students could study to provide efficient and sustainable fishing techniques to assist the existing fishing economy.

The tourism economy and prohibited production line in the city, many local communities are unaware of other alternative types of local business to sustain its living. In order to nurture and allow locals to be aware that fishing economy could provide a bigger market and a sustainable business compared to tourism, the process involved in the fishing economy should be exposed to the local community. There is a need for locals to be aware of the process of maritime research programme and fishing economy so that they could fit themselves in the process to create an alternative business. Considering that there will be difficulties for researcher sna local community to communicate and exchange knowledge due to the different level of knowledge, the local fishermen and students could be the mediator to not only exchange knowledge but experience. Therefore, most of the interactive workshops mostly used by fishermen and students are located at the market (nodes) to encourage locals to participate with the workshops.

The fishing economy does not only contribute to Ustka alone but to Slupsk as well. Slupsk that is currently thirst for productions to provide more job oppurtunities to the local community. Since Ustka is prohibited from any production activities, Slupsk could integrate with Ustka to produce fish products from the fishing economy in Ustka. In order for Slupsk to carry out productions for Ustka, the resources will need to transfer from Ustka to Slupsk. 04 Meanwhile Slupsk is waiting for its resources to be delivered, Ustka will be resposible to provide services in the seaport such as loading or unloading, transportation and maintenance. In this case, industrials in Slupsk could save its transportation cost from the seaport to the factory. The process in operating the seaport involves many activities that requires many labours ranging from unskilled to skilled. From these activities, local community could obtain more job opportunities from the developing seaport activities. Furthermore, the maintenance in seaport requires an advanced technicals field to function, which maritime research could not offer. This gives an oppurtunity to wider range of institutions in feeding back into the economy.

04 Enable an efficient production line between Ustka and Slupsk
Existing seaports near to Ustka
Currently, Slupsk is depending on the seaport in Gdansk to import and export their goods. Considering that the Tricity also known for its developed seaport, currently it would be unlikely to compete with them. With its shorter travel distance for the resources to arrive to Slupsk from Ustka than Gdansk, it is reasonably cost saving for industrials to import and export their goods in Ustka. Therefore, the shorter distance from Ustka to other nearby regions could serve a more efficient seaport to the production cities. Referring on the map, Ustka can be a better seaport than Gdansk for Slupsk based on its shorter travelling distance. The transportation cost and efficiency could save up to 9 times if Slupsk were to make use of Ustka as their seaport. Meanwhile, there are many existing seaports along the Pomeranian region at the Baltic Sea including Darlowo that has a more advanced seaport than Ustka. Although, this would seems to be irrational for Ustka to have another seaport next to it, Ustka has a higher chance on developing into a more advance seaport than Darlowo geographically. This is because of theexisting train line in Ustka to Slupsk that only operates during the summer season could be used as a medium of transport to transfer goods from Ustka to Slupsk efficiently.

04 Provides Services To Slupsk Industrials Gdansk is an established seaport in the Pomerania region due to its advanced facilities and services provided. At least sufficient services and facilities are needed to ensure Slupsk will use Ustka’s seaport. Due to that, other than providing maintenance and transporting goods, the seaport initiated a transportation research programme to focus on serving the demands of the industrials in Slupsk and further enhance the facilities to assure Slupsk to use Ustka.

To develop a seaport, extensive scopes of knowledge are required but Ustka do not have sufficient sources of knowledge to run it since they were only exposed to fishing economy and operating seaport. On the other hand, Slupsk have institutions that focus on different fields and professionals in the existing industrials to offer knowledge required in developing the seaport. Based on the demographic shown, Slupsk holds a big number of trading and repair vehicles among its industrial, which could very much contribute their knowledge on trading and maintenance in the programme. Having Ustka can be more attentive than the seaport in Gdansk due to its scale, Slupsk would benefit a more efficient seaport service that would relatively affect the cost of the goods.

These seaport activities requires many unskilled and semi-skilled labours to contribute. Providing low skilled job opportunities are essential to the locals as it serves to a wider user group among the local community.

To enable the unskilled and semi-skilled labours to advance themselves to a more challenging job, a job innovation lab is incorporated. Advancing local community is crucial to allow the employment cycle to flow because it may obstruct other unskilled young adults from benefitting these oppurtunites. In order to expose the practices of the operating seaport to learners in the job innovation lab, it is located near to the operation area of the seaport. This allows the learners learn productively by engaging with the operating site.

Transit Hub Occupying the train line just to deliver the goods will limit its operation capacity as transfering goods only from Ustka to Slupsk does not need to operate very often. To maximize the capacity of the train line, a transition hub will be integrated with the goods station by sharing the same train line. The advantage of having the transition hub is to act as a medium to bring in more people especially local tourists into Slupsk. As investors are highly demanded in Slupsk to invest into the new industrials, it is important to bring local tourists into the city because it becomes a reason for the investors to invest into the industrials of Slupsk. The local tourists widens the range of potential markets for investors to startup their industrials in Slupsk.

04 The Networking Formed Through Ustka’s Economy Tradition networking in Slupsk Coorporating both Ustka and Slupsk in running the similiar economy activates the non-resilience system between the industrials and the institutions in Slupsk. Since the current model non-resilience is due to the field focused by the institutions are not relevant to the market of the existing industrials in Slupsk. By shifting both parties to strive for the same interest will help to form a network bond. The idea is to encourage industrials to share part of their resources as an investment to develop the economy of Ustka to gain an equally beneficial to the industrials in return. Existing industries do not required to change their type of businesses but participate in achieving the vision on developing Ustka’s fishing economy.

Every industrials aim to achieve an efficient system by maximising the utilisation of their invested resources such as, knowledge, machineries and labours to ensure the investment benefits more than it costs, in another words, profiting. There are times that some of the resources in the industrial will not be used (free times). In this case, industrials could utilise their resources during these “free times� to contribute in the development of the seaport in Ustka. By supporting the developing the seaport in Ustka, the industrials will be able to share the benefits (cost-saving) from the efficient facilities and services with the fish processing industrials. 04 These resources will be utilized by other parties such as, students from relevant institutions and users from Slupsk based on the proposed knowledge exchange model in Ustka. To enable these resources to be shared with other parties, a “space of interest� will be arranged by the resource provider. Space Of Interest The purpose of this space to allow different parties to gather and make use of the resources offered in the space to achieve its assigned tasks on developing the seaport in Ustka. Therefore, this particular space consist of two functionalities throughtout the operating hours. The space of interest offers an oppurtunity for students from the institutions to create networking with the researchers and specialist from the industrials. Being aware that networking between the relevant industrials and institutions are very crucial in Slupsk as it allows the oppurtunity of feeding back to each other.

HELCOM The Baltic Marine Environment Protection Commission (HELCOM) is an intergovernmental organization establised in 1974 who works on the protection of the marine environment of the Baltic Sea Area, known as the Helsinki Convetion. The Contracting Parties are Denmark. Estonia, the European Union, Finland, Germany, Latvia, Lithuania. Poland. Russia and Sweden. HELCOM adopts the common vision of having future healthy Baltic Sea environment with good ecological status approach to managing human activities together with the Commission for the Protection of the Marine Environment of the North-East Atlantic (OSPAR) by protecting the marine environment of the Baltic Sea from all sources of pollution through the intergovernmental cooperation. It was developed due to the aim of increasing the environmental awareness and as a reaction to concerns about the worsening state of Baltic Sea marine envonment. HELCOM acts as a bridge betweem science and policy. They have cooperated closely with the scientific community in the coastal countries which make it possible to evaluate the effectiveness of the exsisting management measures and provide recommendations to decision makers on the need for further actiosn to reduce the impacts of human activities on the environment.

CONCLUSION
Ustka and Slupsk can be potentially developed together as twin cities if the networking between these two cities are coorporated and maintained. Both cities intended to boost their economy by implementing tourism and foreign investors by attempting to inject new economy into the city. In result, the new economy may not achieve what it is expected as it is unable to sustain for a long period of time. The existing element, such as the fishing economy should be strengthen and offer others with the potential of the city that is the developing fishing economy. Seeing the advantage from the development, it builds the interest among the investors and tourism. Having both cities to share the same vision in developing the fishing economy and coorporate in a twin cities manner, it diminish the buffer zone aspects between Ustka and Slupsk.
