UNA FRONTERA QUE DESPIERTA A BORDER THAT AWAKENS
L
a frontera entre México y Estados Unidos tiene características únicas, tan especiales, que se le ha llegado a llamar La Tercera Nación, porque nada de lo que ocurre aquí se parece propiamente a la vida en ambos países. La frontera es más que una línea divisoria y a través del tiempo se ha convertido para quienes aquí vivimos, en un espacio para el intercambio comercial, académico, político, social, artístico y cultural. Casi todos tenemos algún pariente alotro lado y de vez en cuando vamos a visitarlo. Por sí misma la economía de la frontera podría equipararse a la de un país, con sus propias características y necesidades de atención. Y precisamente por la urgencia de que se tomen en cuenta esos dos aspectos, nos encontramos frente a una frontera que despierta. Se afirma así porque sus principales líderes han tomado acciones muy precisas para ser escuchados. Antes esperaban la llegada de políticos de Washington o la Ciudad de México, para que dictaran las pautas a seguir, sin embargo, medidas equivocadas, como el control de dólares, restringir las importaciones de autos usados o refacciones de lado mexicano y en el caso de Estados Unidos, poner freno al cruce legal de personas, a través de trabas excesivas o falta de personal para agilizar el paso en las garitas, han llevado a cambiar de estrategia. El año pasado la Cámara de Comercio de San Diego, junto a sus homólogos de Tijuana, así como políticos e investigadores renombrados, acudieron a la capital de Estados Unidos para exponer la problemática en la frontera y ofrecer una visión de las soluciones deseables. En esta ocasión la Cámara repite el ejercicio, pero con una visita a la Ciudad de México. Ahora toca esperar los resultados, que la verdad, más vale que sean los deseados o al menos que se les parezcan. En esta edición de Poder Industrial encontrará usted información que confirma que estamos en una frontera más activa que nunca: la realización de Mexport, una exposición del sector industrial maquilador de ambos países, en San Diego, California, pero con profunda raíz mexicana, que busca incrementar el intercambio comercial y por supuesto, el establecimiento de negocios. Como no puede faltar el prietito en el arroz, le presentamos en nuestras páginas una reseña del caso Panama Papers y lo urgente que resulta aplicar la ley, caiga quien caiga, porque además de cometerse delitos como evasión fiscal y lavado de dinero, se afecta a los ciudadanos, al sacarse de circulación dinero que debe generar impuestos en nuestros países, lo que se deriva en falta de servicios fundamentales para la gente, esto es, afectación por partida doble: dinero que desaparece y que urge para el avance del país.

The border between Mexico and the U.S. has unique characteristics, so special that it has been called The Third Nation, since nothing that occurs here seems inherently like life in both countries. The border is more than a dividing line and over time it has become a commercial, academic, political, social, artistic, and cultural exchange location for those of us who live here. Almost all of us have a relative in the U.S. that we occasionally visit. The economy at the border by itself can be compared to the economy of a country, with its distinctive characteristics and care needs. And precisely because of the urgency of taking into consideration these two aspects, we find ourselves before a border that awakens. It is asserted in this way because their main leaders have taken very precise actions in order to be heard. They used to wait for the arrival of politicians from Washington or Mexico City to dictate the guidelines to be followed, however, wrong measures such as dollar control, used cars and car parts importation restrictions on the Mexican side of the border and in the case of the U.S. curbing legal crossings of people, through excessive obstacles, or a lack of manpower to speed up wait times at the border crossings have led to a change of strategy. Last year the San Diego Chamber of Commerce, together with its counterparts in Tijuana, and renowned politicians and researchers, visited the U.S. capital to speak about the problems at the border and offer a vision of the desired solutions. On this occasion the Chamber repeats the process, but with a visit to Mexico City. Now we must await the results, which in truth, should better be the desired ones or at least those that are similar to them. In this edition of Poder Industrial you will find information that will confirm that we are in a border which is more active than ever: the Mexport event, an expo for the maquiladora industrial sector from both sides of the border, in San Diego, California, yet with deep Mexican roots, that seeks to increase commercial exchange and of course the opening of businesses. In the negative side of things, we present an outline of the Panama Papers case and how urgent it is to enforce the law and let the chips fall where they may, because in addition to committing crimes such as tax evasion and money laundering, citizens are affected by taking money out of circulation that must create taxes in our countries, which leads to the lack of key services for the people, which has a twofold impact: money that disappears and that is urgently needed for the country’s progress.

esde el caso Wikileaks, promovido entre otros por el australiano Julian Asange, el mundo no se había conmocinado tanto como ahora, con la aparición de Panamá Papers o Papeles de Panamá, que hace referencia a cientos de hombres ricos y poderosos que ocultaron dinero –mal habido en la gran mayoría de los casos-, protegidos por lo que se considera un paraíso fiscal. Desde hace años diferentes especialistas en materia económica de Estados Unidos habían advertido que Panamá es uno de los países favoritos para el ocultamiento de fondos y el lavado de dinero, esto, debido a que los capitales que llegan a sus bancos pagan pocos o nada de impuestos y son instituciones que se han caracterizado por no compartir información sobre sus clientes con otros países, cuando se trata de investigaciones judiciales. Es decir, montan el escenario perfecto para las actividades financieras relacionadas con la evasión fiscal, la acumulación inexplicable de riqueza y el blanqueo de fondos, entre otros delitos. PANAMA PAPERS OR WHITE-COLLAR CRIMINALS EXPOSED Not since the Wikileaks case revealed by Julian Assange and others, the world had not be been shocked like today, with the emergence of the Panama Papers, which references hundreds of wealthy and powerful men that concealed money –ill-gotten in most cases–, shielded by what is considered a tax haven. For several years, a wide variety of experts on economic issues in the U.S. had warned that Panama is one of the main countries for concealment of wealth and money laundering, this is due to the money that reaches their banks pay little to no taxes and they are institutions that have been characterized for not sharing information about their clients with other countries in judicial investigations. ción de servicios de salud, de educación o infraestructura de zonas enteras, con la afectación directa a millones de personas. Incluso guerras han encontrado su modelo de avituallamiento a través de las llamadas empresas offshore. Al presidente ruso Vladimir Putin se le relaciona con depósitos por dos mil millones de dólares. En México se ha relacionado a los Panamá Papers al empresario dueño del Grupo Higa Juan Armando Hinojosa Cantú y a Ricardo Salinas Pliego, de TV Azteca, aunque existen investigaciones que se relacionan con el ex director de Pemex Emilio Lozoya. En todos estos casos el Servicio de Administración Tributaria de nuestro país informó que ya existen auditorías en proceso desde hace tiempo, y por lo menos en el caso de 18 implicados más, pero como siempre, habría que esperar que se haga justicia en materia financiera de altos vuelos, algo que dicho sea de paso, no se ha visto nunca en México. activities related to tax evasion, inexplicable wealth accumulation and laundering of funds, among other crimes. This issue has been so significant, that we now know that the money involved has been used to finance international terrorism and in the case of China, the amounts are so excessive that when absent from the economy of a country, through tax payment for example, it jeopardizes the provision of education, infrastructure or health services of entire areas, directly impacting millions of people. Even wars have found their provisioning model through the so-called offshore companies. Russian President Vladimir Putin was linked to deposits of $2bn. In Mexico the Panama Papers have been linked to tycoon Juan Armando Hinojosa Cantu, head of Grupo Higa and Ricardo Salinas Pliego from TV Azteca, although there are investigations that link former Pemex CEO, Emilio Lozoya. In all these cases, the Tax Administration Service in Mexico reported that for some time now there have been audits in process, and at least in the case of 18 more people involved, but as always, we will have to wait for justice to be served on high-level financial issues, something that incidentally has never been seen in Mexico.

espués de la advertencia que el Servicio de Impuestos Internos (IRS,por sus siglas en inglés) hizo a los contribuyentes sobre el incremento del robo de identidad durante la temporada de declaración de impuestos en los Estados Unidos, asesores financieros recomiendan a las personas de habla hispana y a los bajacalifornianos a realizar el trámite con empresas que sean confiables. Así lo señaló la preparadora de impuestos o (taxes) profesional de H&R Block, Sara Luna González, quien agregó que el robo de identidad se ha convertido en la modalidad delictiva que más ha crecido en los últimos años con el desarrollo de las nuevas tecnologías. La especialista también dijo que en esta época proliferan compañías no certificadas o servicios que se ofrecen por internet de manera gratuita y que a veces despiertan el interés de los contribuyentes, sin embargo, no tienen bases sólidas para proteger la identidad de los usuarios. “Es importante destacar que es información que los usuarios le están dando a estas empresas, como lo es fecha de nacimiento, número de seguro válido, su domicilio, el de su familia, pero no es una fuente confiable y arriesgan el patrimonio de su familia y sus seguros en una compañía que no garantiza la protección de su identidad”, expresó Sara Luna. Afirmó que existen agencias que sólo buscan obtener grandes remuneraciones con servicios que no tienen un interés real por beneficiar a los contribuyentes, por lo que al hacer el trámite para calcular sus impuestos, no toman en cuenta todos los créditos posibles para garantizar así un reembolso favorable para las personas. Para finalizar la especialista invito a las personas de habla hispana y a los bajacalifornianos a presentar su declaración de impuestos en Estados Unidos, a buscar una agencia de confianza y que realmente busque beneficiar al contribuyente.

WARNING OF IDENTITY THEFT DURING TAX SEASON. After the warning issued by the Internal Revenue Service (IRS) to taxpayers about the increase of identity theft during tax season in the U.S., financial advisors recommend the Spanish speaking community and Baja Californians to process their paperwork with trustworthy companies. As stated by H&R Block professional Tax Preparer, Sara Luna Gonzalez, who added that identity theft has become the highest growing type of crime in recent years with the development of new technologies. The consultant added that noncertified companies or services offered through the internet for free proliferate these days and that they sometimes arouse the interest of taxpayers, nevertheless they do not have solid foundations to protect user identity. “It is important to note that this is data that users are giving to companies, such as their birthdate, valid insurance number, address, family member address, however it is not a reliable source and they risk their family assets and their insurances in a company that does not guarantee the protection of their identity”, said Sara Luna. She also stated that there are companies that only seek to earn large profits with services that do not have a real interest in benefitting taxpayers, for which when doing the paperwork to calculate taxes, they do not take into account all the possible credits to guarantee a favorable tax refund for taxpayers. Finally, she asked the Spanish speaking Community and Baja Californians that file their tax return in the U.S., to look for a trustworthy company that really looks after the taxpayer.

l presidente de Estado Unidos, Barack Obama, anuncio que se reunirá con el presidente de México, Enrique Peña Nieto y con el primer ministro canadiense, Justin Trudeau, en una nueva Cumbre de Líderes de Norteamérica (NALS) este verano en Canadá. “La próxima Cumbre de Líderes de Norteamérica será en Canadá este verano”, dijo Obama en una conferencia de prensa después de entrevistarse con Trudeau en la Casa Blanca. Esta cumbre se ha estado realizando desde el 2005, pero fue el año pasado cuando el primer ministro canadiense, Stephen Harper, suspendió esa reunión, esto ocasiono que muchos observadores pensaran que existían malas relaciones con Obama y Peña Nieto. Obama declaró que le encantaría tener la oportunidad de hablar directamente con el pueblo canadiense sobre el maravilloso futuro que podrían formar juntos. l gobierno de Estados Unidos anunció que para seguir aumentando el comercio y los viajes con Cuba, hará nuevas regularizaciones, entre las que destaca permitir por primera vez desde que está vigente el embargo, el uso del dólar a los cubanos e instituciones financieras de la isla para ciertas transacciones. Con estas nuevas normas a los bancos estadounidenses se les permitirán abrir y mantener cuentas de ciudadanos cubanos. Además, los cubanos que obtengan un visado de no inmigrante para una estancia en EEUU, por ejemplo atletas o artistas, estarán autorizados “a cobrar un sueldo o compensación”. También por primera vez se permitirán las visitas individuales de estadounidenses a Cuba con fines educativos, sin necesidad de formar parte de un grupo como ocurría hasta ahora. El secretario del Tesoro, Jack Lew destacó que desde dciembre de 2014, cuando se inició el proceso para la normalización bilateral, el Gobierno de EEUU ha puesto en marcha progresivamente nuevas regulaciones para capacitar al pueblo cubano y permitir avances económicos para cubanos y estadounidenses. Por su parte, la secretaria de Comercio, Penny Pritzker, subrayó que estas nuevas medidas “no solo amplían las oportunidades para la asociación económica entre el pueblo cubano y la comunidad empresarial estadounidense, sino que también mejorarán la vida de millones de ciudadanos de Cuba”.

PERMITIRÁ EL USO DEL DÓLAR A CUBANOS The U.S. Government announced that in order to continue the increase of trade and travel with Cuba, it will create new regularizations, among those that stand out is to allow for the first time since the embargo the use of the dollar to Cubans and financial institutions in the island for certain transactions. With these new regulations, U.S. banks will be allowed to open and keep accounts for Cuban citizens. Furthermore, Cubans that obtain a nonimmigrant visa to visit the U.S., for example athletes or artists will be authorized to “receive a wage or compensation”. Also for the first time American individual visits to Cuba for educational purposes will be allowed, without the need of being a member of a group as has been the case in the past. Jack Lew, Secretary of the Treasury, stated that since December 2014, when the bilateral normalization process began, the U.S. Government has gradually implemented new regulations to train the Cuban people and allow economic progress for Cubans and Americans. On her part, Secretary of Commerce, Penny Pritzker emphasized that these new measures “not only expand the opportunities for economic partnership between the Cuban people and the U.S. business community, but they will also improve the life of millions of Cuban citizens”.

uropa va a la delantera mundial en la conversión de los residuos sólidos en energía limpia, mientras que América Latina se mantiene con el esquema de los rellenos sanitarios, mencionó el ingeniero industrial y director corporativo de Medio Ambiente de la firma consultora IDOM, Rafael Sagarduy. Esto durante su participación en la Conferencia Panamericana Waste To Energy, donde también explicó que Europa dispone de las diferentes tecnologías para poder dar un tratamiento correcto a los residuos sólidos. Este avance se ha logrado porque Europa ha dejado atrás el esquema de los rellenos sanitarios y están optando por sistemas de reciclajes, separación de los desechos orgánicos e inorgánicos, para aprovechar al máximo sus componentes energéticos y biológicos. La Unión Europea para evitar que el viejo continente se vea sumergido en “un mar de basura” ha creado un plan innovador, y es por eso que países con Alemania, Holanda, España y Portugal, desarrollan plantas con alta tecnología para convertir sus residuos en energía. América Latina, por su lado, está “muy atrasado y todo está por hacer en la conversión de sus residuos sólidos en energía”, enfatizó el experto español, en una entrevista para Notimex Para finalizar Sagarduy explico que para desarrollar este tipo de plantas, América Latina tiene que ir adaptándose a estas nuevas tecnologías, para que aprovechen los residuos sólidos en energías limpias.

Europe is the world leader in solid waste conversion into clean energy, while Latin America still remains with a landfill scheme, said Rafael Sagarduy, Industrial Engineer and Environmental Corporate Director of the IDOM consulting firm. This during his participation in the Pan American Waste To Energy Conference, where he also stated that Europe has at its disposal different technologies that give the right treatment to solid waste. This progress has been achieved because Europe has left the landfill scheme behind and they are choosing recycling systems, separating organic and inorganic waste in order to make the most out of their energy and biological components. So that the old continent is not submerged in “a sea of trash” the European Union created an innovative plan, and that is why countries such as Germany, Holland, Spain and Portugal, develop high-tech plants to convert their waste into energy. Latin America on its part, is “far behind and everything is yet to be done in the conversion of its solid waste into energy”, emphasized the Spanish expert, in an interview for Notimex. Finally Sagarduy stated that in order to develop these kinds of plants, Latin America has to adapt to these new technologies, so that they take advantage of the solid waste turned into clean energies.

el Mar de Cortés se ha dicho es el acuario del mundo, pero también se puede afirmar que muchas de sus playas, como Punta Final, son además un refugio de aves, un espacio para descubrir, sobre todo por los amantes de la naturaleza que gustan de espacios prácticamente vírgenes: arena limpia, aguas cristalinas y la seguridad de que solo o acompañado, se la va a pasar muy bien. Este espléndido lugar se ubica en bahía San Luis Gonzaga, del municipio de Ensenada. Se le ubica al sur del puerto de San Felipe y ofrece a los visitantes una aventura inolvidable al aire libre. Los sonidos que privan son los del mar con sus olas; el ir y venir de las gaviotas y el viento limpio de la costa. Caminar o correr, nadar y sumergirse en las aguas; visitar los alrededores en bote, explorar o simplemente relajarse y dejar pasar las horas, son algunas de las opciones que se presentan cada día en Punta Final. Resulta idea practicar la pesca o paseo en kayak. Una forma de llegar es por carretera, una vía que conecta con seguridad y rapidez ya sea que parta de Mexicali o de Ensenada. También es ideal para quienes llegan en bote. La segunda opción, más rápida, es volar en avioneta y aterrizar en una pista de tierra que se ubica muy cerca del hotel o de los sitios recomendados para acampar, a un lado de la playa. It has been said that the Sea of Cortez is the world’s aquarium, but it can also be said that many of its beaches such as Punta Final, are also bird sanctuaries, spaces for discovering, especially for nature lovers that enjoy areas that are practically virgin: clean sand, crystal-clear waters and the certainty that either alone or with company you will have a very nice time. This idyllic place is located in San Luis Gonzaga bay in the municipality of Ensenada. It is located south of the port of San Felipe, offering visitors an unforgettable outdoor adventure. The stunning sounds come from the sea with its waves; the coming and going of seagulls and the clean coastal winds. Walking or jogging, swimming and taking a dip in the waters; visiting the surrounding areas by boat, exploring or simply relaxing and whiling away the time, are some of the options offered each day by Punta Final. It is ideal for fishing and kayaking. One way of arriving there is by road, a safe and quick highway from Mexicali or Ensenada. It is also ideal for those who arrive by boat. The second quickest way is by light airplane, landing on a dirt runway which is located near the hotel or the recommended campsites next to the beach. A SITE PRESERVED BY NATURE

Quien llega alguna vez a Punta Final, suele visitar el sitio una y otra vez: es demasiado bello para verlo solo una vez.

l jefe de la unidad de compras del gobierno Federal, Ricardo del Olmo Hidalgo, presentó al sector de la tecnología de la información, el nuevo programa para la productividad y competitividad industrial, durante la toma de protesta del nuevo consejo directivo de la Cámara Nacional de la Industria Electrónica (CANIETI), en la ciudad de Tijuana. Este nuevo programa fusiona otros dos programas que tenía la secretaria de economía y tiene como objetivo ayudar a los empresarios, asociaciones civiles y a los organismos empresariales a mejorar su productividad y a que se sumen a las cadenas globales de valor. Esta presentación fue parte de una gira que representantes del gobierno federal realizan por nuestro estados y también han visitado los municipios de Tecate y Ensenada donde han entablado platicas con otros sectores. “Tuvimos una reunión con productores del Valle de Guadalupe, estuvieron representados vitivinícolas, productores de uva, pero también industriales del sector textil, también estuvo presente personal de la industria alimenticia y finalmente concluimos con el sector de la tecnología de la información y eléctrico electrónico, que también son sujetos a apoyos por parte de estos programas”, mencionó, Ricardo del Olmo. Con este programa también le están permitiendo a la industria de la alta tecnología que están afiliados a CANIETI, la oportunidad de poder apoyarlos con maquinaria y equipo, algo que antes no se hacía. De la misma manera busca apoyar a empresas del sector vitivinícola con capacitaciones y certificaciones especializadas, en conclusión con este nuevo programa de productividad y competitividad industrial, se busca sacar lo mejor de los anteriores programas y así ampliar los beneficios a todas las industrias por igual.

Ricardo del Olmo Hidalgo, head of the purchasing unit for the Federal Government, presented a new program for industrial productivity and competitiveness to the information technologies sector during the oath of office of the new governing board of the Mexican Chamber of Electronics, Telecommunication and Information Technologies (CANIETI), in the city of Tijuana. This new program merges two other Secretary of Economy programs and its purpose is to help entrepreneurs, civil associations and corporate bodies to improve their productivity and join their global value chain. This presentation was part of a work tour that our representatives from the federal government are going through in our states, including the municipalities of Tecate and Ensenada where they have initiated talks with other sectors. “We met with producers from Valle de Guadalupe, represented by winegrowing companies, wine grape growers, yet also industrialists from the textile industry, personnel from the food industry and finally with the information technologies and electric-electronic sectors, which also receive support from these programs”, said Ricardo del Olmo. With this program they are also allowing the high-tech industry which is affiliated to CANIETI the opportunity to support them with machinery and equipment, something that had not been done before. Similarly, it seeks to support companies from the winegrowing industry with training and specialized certifications; in conclusion with this new program of industrial productivity and competitiveness, they seek to bring out the best of the previous programs and thus broaden the benefits for all industries equally.

i es una empresa mexicana buscando hacer negocios en Estados Unidos o si es una empresa americana buscando hacer negocios en México, no debe asumir que lo que funciona en tu lugar de origen funcionará del otro lado de la frontera. Con el incremento de la globalización vienen regulaciones transfronterizas más estrictas y con ello, la necesidad de transparencia y planeación. La Ley de Cumplimiento Tributario de Cuentas Extranjeras [FATCA] es la nueva norma en el reporte de cuentas y bienes en el extranjero que afecta incluso esas empresas que han estado operando en ambos países por años. Empresas transnacionales necesitan evaluar sus prácticas de negocios transfronterizas para planear dónde y cómo se declaran y reportan los ingresos. El alcance del escrutinio gubernamental solo se incrementará por los “Panama Papers” resultando en la caída de aquellos que pasaban de la línea de la planeación fiscal a la evasión de impuestos. Definitivamente FATCA traerá cambios dramáticos y desafíos significativos en el sector bancario, financiero y legal que impactarán operaciones nuevas y las ya existentes. No es seguro asumir que lo que ha funcionado en el pasado funcionará en el futuro. Individuos y empresas con activos en el extranjero deben consultar con sus asesores para asegurarse que están en cumplimiento con todas las regulaciones aplicables en Estados Unidos y México.
Whether you are a Mexican company seeking to do business in the United States or a US company seeking to do business in Mexico you can’t afford to presume that what works in your homeland will work across the border. With increased globalization comes stricter cross-border regulations and with it the need for transparency and planning. Such is the case of The Foreign Account Tax Compliance Act [FATCA] which is the new norm on reporting foreign financial accounts and offshore assets that impacts even those companies that have been working in both countries for years. Transnational companies need to evaluate their cross-border business practices to plan where and how income is recognized and reported. The scope of governmental scrutiny will only be increased by the Panama Papers and the resulting fall out from those who stretched tax planning to tax avoidance. FATCA definitely will bring dramatic changes and significant challenges in the banking, financial and legal fields which will impact new and established operations. It is not always safe to assume that business practices that worked in the past will work in the future. Individuals and entities with foreign assets should consult with their advisors to ensure that they comply with all applicable US and Mexico regulations.

usto en el corazón de la Republica Mexicana se ubica el antiguo pueblo minero de San Luis Potosí, cuyo Estado y capital deben su nombre a una figura de la época virreinal, San Luis Rey de Francia, y a las vastas Minas del Potosí, en Bolivia, una ciudad que cuenta con más de 400 años de Historia, de haberse fundado y continúa celebrando sus tradiciones para preservar los símbolos que le dan identidad. En el marco de Semana Santa o Semana Mayor, San Luis Potosí volvió a dar vida en 2016 a la emblemática “Procesión del Silencio”, que consiste en un Viacrucis viviente, con tradición de 60 años cumplidos; y en el que en promedio participan alrededor de 2 mil creyentes católicos, mismos que escenifican diversos pasajes de “la Pasión y Muerte de Jesucristo”, celebrando la sexagésima edición de representaciones anuales ininterrumpidas. Con audiencias que superan año con año varios miles de personas, incluyendo al turismo nacional como extranjero, la “Procesión del Silencio” consigue vestir de dramatismo, religiosidad e Historia el centro histórico de la ciudad cada Viernes Santo, fecha en que los siete barrios que la fundaron, San Sebastián, San Miguelito, Santiago, Tlaxcala o Tlaxcalilla, el Montecillo, San Juan de Guadalupe, y Tequisquiapan, presentan un total de 28 cofradías, correspondientes a cada parroquia. Los participantes quienes avanzan alrededor de un dos kilómetros a paso semi lento, llevan a cuestas imágenes y esculturas de tamaño real, correspondientes a cada templo, siendo estas representaciones religiosas piezas únicas y de gran arraigo histórico en la ciudad, que únicamente salen una vez al año del sitio en el que se encuentran resguarda-

Right in the heart of the Mexican Republic is the old mining town of San Luis Potosi, whose State and capital owe their name to St. Louis King of France (a figure from the viceregal period) and the vast Mines of Potosi, in Bolivia, a city with more than 400 years of history, that continues celebrating its traditions so as to preserve the symbols that give it its identity. In the framework of Holy Week, the city of San Luis Potosi, in 2016 once again gave life to the emblematic “Procession of Silence”, which consists of a 60 year-old tradition of a living Via Crucis, where on average there are two thousand catholic believers in attendance, who stage several passages of “the Passion and Death of the Christ”, celebrating the sixtieth edition of uninterrupted annual representations. With audiences that year after year exceed several thousands of people, including national and foreign tourists, the “Procession of Silence” covers the historical center of the city with dramatism, religiosity and history each Holy Friday, a date in which the 6 districts that founded it, San Sebastian, San Miguelito, Santiago, Tlaxcala or Tlaxcalilla, El Montecillo, San Juan de Guadalupe, and Tequisquiapan, represent a total of 28 brotherhoods that correspond to each parish. The participants, who walk around two kilometers at a semi slow pace, carry images and real-size sculptures that correspond to each temple which are religious representations of unique pieces with deep-rooted history in the city that are only taken out once a year from the place where they are kept in order to relive the biblical crucifixion passages. De acuerdo a la Secretaría de Turismo de San Luis Potosí, y de su titular, Arturo Esper Sulaiman, la “Procesión del Silencio” ha sido considerada desde hace ya varias décadas como uno de los principales atractivos turísticos de la ciudad en el marco de Semana Mayor, e incluso recientemente fue considerada patrimonio cultural del Estado. “La Procesión del Silencio en San Luis Potosí es la de más arraigo en México. Inició en 1954 siguiendo la tradición originada en España en el siglo XIII con el atuendo de hábitos y capuchas, así como el sonido lamentero de trompetas y tambores que retumban en el alma”, afirman autoridades de Turismo, quienes destacaron que este recorrido silente comienza en las inmediaciones del Templo del

It began in 1954 in keeping with the tradition that originated in Spain in the XIII century with the habit and cowl attire, as well as with the mournful sound of trumpets and drums that reverberate in the soul”, as stated by Tourism authorities, who emphasized that this silent walk begins in the vicinity of the Del Carmen Temple to later head to other emblematic sites of the historical center. Carmen para posteriormente dirigirse hacia otros puntos emblemáticos del centro histórico. LA ‘RUTA PROCESIONAL’
Inicia en el Templo del Carmen, pasando por el Teatro de la Paz, el Museo de la Máscara, el Museo de Tradiciones Potosinas, para posteriormente dirigirse hacia las plazas y templos de San Agustín, de San Francisco, el Jardín Guerrero, la Plaza de Aranzazú, Palacio de Gobierno, Plaza de Armas, Palacio Municipal, la Catedral Metropolitana, la Parroquia Espíritu Santo, para concluir finalmente a las afueras de la Secretaria de Turismo, a un costado de la Plaza de Armas. Durante la marcha silente se ubican puntos estratégicos para escuchar las ‘saetas y pregones’. La saeta es un canto agudo y compungido que conmociona, por su particular entonación que pretende llegar a los corazones y contagiar el sentimiento de dolor propio de la noche. El pregón es un discurso reflexivo con el que se le habla a cada imagen religiosa. PERSONAJES DE LA PROCESIÓN
Las cofradías y sus personajes se distinguen claramente por los diferentes colores y aplicaciones del vestuario que usan, no obstante ‘los encapuchados’ forman parte primordial de la procesión, ya que llevan una capucha como símbolo de luto y humildad, además de ocultar su identidad. Asimismo, la presencia de los hombres llamados ‘costaleros’, quienes llevan a hombros la imagen de la titular de su cofradía. Se les conoce como costaleros porque colocan en sus hombros un costal que les ayuda a soportar lo pesado de las imágenes y para no lastimarse. Asimismo, se observan en el contingente a los Heraldos, Charros y Rejoneadores, los Nazarenitos y Macarenas, las Adelitas, las Damas Hebreas y la Guardia Pretoriana, además de los monaguillos y cofrades que junto con el resto de las cofradías, entre las que destaca la cofradía de la ‘Preciosa Sangre’, interpretan escenas como las de “El Señor de la flagelación”, “Jesús coronado de espinas”, “Jesús con la cruz a cuestas”, “La Primera, Segunda y Tercera Caídas”, “Jesús condenado a muerte”, “Jesús despojado de sus vestiduras”, “Jesús muere en la cruz” y “Nuestro Padre Jesús del Silencio”. Sin duda, la “Procesión del Silencio” es por varias razones una representación religiosa digna de ver y de sentir en San Luis Potosí, ya que dentro de la oferta turística y cultural alusiva a la Semana Mayor que ofrece la ciudad, es por mucho la de mayor tradición y más icónica para las potosinos, quienes son herederos claros del mestizaje, la época virreinal barroca, y la fusión de la cultura española con la mística de los pueblos indígenas de la región.

During the silent march, there are strategic points to listen to ‘Andalusian songs and proclamations’. An Andalusian song is a high-pitched and contrite chant that touches people due to its particular intonation which seeks to reach deep in the heart and transmit the distinctive pain of night. Proclamations are reflexive discourses which speak about each religious image. CHARACTERS IN THE PROCESSION
The brotherhoods and their characters are clearly distinguished by the different colors and by the use of their attire; nevertheless ‘the hooded people’ are an integral part of the procession, since they wear a hood as a symbol of mourning and humility, in addition to hiding their identity. Likewise, the presence of the men called the “float bearers” who carry the image of the head of their brotherhood on their shoulders. They are known as float bearers because they place a sack on their shoulders that helps them support the weight of the images and so that they do not get injured. Similarly, in the contingent there are Harbingers, Charros and Mounted bullfighters, the Nazarenes and Macarenas, Adelitas, the Hebrew Ladies and the Pretorian Guard, in addition to alter boys and brotherhood members that together with the rest of the brotherhoods, (one of the most important of which is the ‘Precious Blood’ brotherhood) interpret scenes such as “The Lord of flagellation”, “Christ crowned with thorns”, “Christ carrying the cross”, “The First, Second and Third Fall”, “Christ sentenced to death”, “Christ deprived of his clothes”, “Christ dies on the cross” and “Our Father Christ of Silence”. Without a doubt, the “Procession of Silence” is a religious representation that for many reasons is a worthwhile experience to feel and behold in San Luis Potosi, since within the touristic and cultural framework of Holy Week offered by the city, it is by far the one with the most tradition and most iconic for its inhabitants, who are the unequivocal heirs of the miscegenation, the viceregal Baroque period and of the merger of Spanish culture with the mystical traditions of the indigenous peoples in the region.
