Los Retos de la nueva legislatura the challenges of the new legislature

P

asadas las elecciones para renovar el Poder Legislativo de nuestro país, es momento de visualizar los retos que deberán enfrentar los nuevos legisladores y quienes ocupen los gobiernos de los estados que también participaron en los comicios.

Por principio, todo indica que de nueva cuenta el partido del Presidente Peña Nieto contará con mayoría en el Congreso, lo que mantiene la puerta abierta no solo a las reformas estructurales impulsadas en la primera mitad del periodo presidencial, sino también a las leyes secundarias y las modificaciones legislativas que aún están en puerta.

Esto sin duda, se puede traducir en una oportunidad para continuar por el camino que el gobierno federal ya tiene trazado. También es refrendar lo que se está haciendo a nivel federal en los más diversos temas: desde el manejo de la economía y la seguridad pública, hasta asuntos relacionados a la educación, la salud y la misma manera de hacer gobierno.

En el caso de Baja California lo más probable es que la mayoría de los escaños pasen a ser ocupados por el partido opositor al Presidente. La primera lectura es que el electorado le pasó la factura al gobierno federal por el aumento al Impuesto al Valor Agregado, del 11 al 16 por ciento, así como a medidas tomadas desde el centro del país, desoyendo ya no las solicitudes, sino los gritos de protesta: trabas para la importación de autos usados a la frontera y en el caso específico del sector maquilador, la aplicación de un 16 por ciento de impuesto a las mercancías importadas de manera temporal.

Quienes sufren las consecuencias de esta imposición afirman que la mitad de la maquila ya se certificó para no realizar el pago, y el resto se encuentra amparado contra la disposición, lo cual podrá permitir entender la magnitud del problema en que se encuentran.

La gran pregunta es: ¿será suficientemente grave para el Presidente y su gabinete entender que perdieron todo en Baja California, por sus medidas unilaterales o habrá que decírselos de otra manera?

El ofrecimiento más vistoso de quienes representarán a Baja California como nuevos diputados fue regresar el IVA al 11 por ciento en la frontera. ¿Cumplirán?

Para los gobernadores que habrán de estrenarse este año el gran reto será la transparencia –léase probidad en el manejo de las finanzas públicas-, así como la participación ciudadana.

Hoy más que nunca se necesitan gobernantes cercanos a la gente; accesibles, sensibles y cooperativos con las necesidades de la población y que sepan resolver positivamente los temas fundamentales de seguridad, justicia, empleo, salud, educación y bienestar general. ¿Podrán?

After the elections which renewed the Legislative Power in our country, it is time to visualize the challenges that must be confronted by the new legislators and those who are in charge of the state governments who also participated in the elections.

In the case of Baja California chances are that most seats will be held by the President’s opposition party. The first impression is that the electorate took its toll on the federal government due to the tax hike to the Value-Added Tax from 11 to 16 percent, as well as the measures taken in the halls of government in the capital, which ignores not only the requests, but also the cries of protest: obstacles in used cars importation at the border and in the specific case of the maquiladora sector, the taxation of 16 percent to temporary imported goods.

Those who suffer the consequences of this imposition assert that half of the maquiladora sector has been certified to not make the payment and the other half has filed legal protection (Amparo) against the aforementioned provision, which will allow them to understand the magnitude of the problem in which they find themselves.

The big question is: will it be sufficiently serious for the President and his cabinet to understand that they lost most of Baja California, because of their unilateral measures or should they be told this in another way?

The most attractive proposal of those who represent Baja California as new representatives was to return the ValueAdded Tax to 11 percent at the border. Will they do it?

For this year’s new governors, the biggest challenge will be transparency –read probity in public finances-, as well as citizen participation.

Today more than ever we need political leaders that are closer to the people; that are accessible, sensible and cooperative with the needs of the population and that know how to positively solve the fundamental issues, such as safety, justice, employment, health and general wellbeing. Will they be able to do it?

C

ompetitividad ha sido la palabra clave en el desarrollo de Sinaloa durante los últimos años.

Si hay algo de lo que los habitantes del estado de los once ríos pueden estar orgullosos, es de tener la capacidad de aprovechar todas las bondades que ofrece esta entidad en los renglones geográfico, climático, demográfico y cultural.

Sinaloa ha logrado traducir estas oportunidades en fortalezas que potencian el desarrollo económico y social del estado.

Apenas sobrevuela uno su territorio y la entidad ya brinda el primer aviso de una comunidad activa que capitaliza sus riquezas naturales. El mosaico formado por las incontables parcelas de cultivo, cual si fuese una pintura abstracta geométrica, representa un espectáculo para el ojo humano.

Sinaloa es un estado netamente agrícola, posee casi un millón de hectáreas de riego y dentro de ese millón hay más de 70 mil hectáreas de hortalizas de tomates, chiles, pepinos, berenjenas, calabazas, sandías, etc.

Semejante paraíso fértil es trabajado y cuidado por más de 150,000 jornaleros, los cuales laboran bajo condiciones decorosas, contando con atención médica, escuelas y guarderías, transporte, tiendas de abasto, farmacias, Seguro Social e Infonavit. El cultivo de la tierra es entonces una profesión digna y viable.

Por ello no sorprende que aunque la entidad represente únicamente el 2,9 % de la superficie del país, produzca el 30% del total de los alimentos cosechados en México.

La eficiencia y el aprovechamiento máximo de los recursos disponibles son cualidades que caracterizan a la producción regional. Esta producción, que antes servía únicamente como complemento para los Estados Unidos, ahora es una gran fuerza en términos de calidad, volumen y venta en nuestro país y alrededor del mundo.

Competitiveness has been the key word in the development of Sinaloa during the last years.

If there is something the inhabitants of the state of the eleven rivers can be proud of, is of having the capacity of taking advantage of all the benefits this state offers in geographical, climate, demographic and cultural matters.

Sinaloa has managed to translate these opportunities into strengths that foster the economic and social development of the state.

As soon as you fly over its territory, the state already offers the first notice of an active community that capitalizes on its natural resources. The mosaic formed by the uncountable cultivation plots, as if it were an abstract geometric painting, represents a spectacle for the human eye.

Sinaloa is a wholly agricultural state, it has almost a million irrigation hectares and within that million there are more than 70 thousand hectares of tomatoes, peppers, cucumbers, eggplants, squashes, watermelons, etc.

Such a fertile Paradise is worked and cared by more than 150,000 laborers, which work under proper conditions, with medical attention, schools, day care centers, transportation, grocery stores, pharmacies, Social Security and Infonavit. The cultivation of the land is then a dignified and viable profession.

Por su parte, el sector ganadero se conforma como otra de las ofertas más atractivas de la región, ubicándose en el 5to lugar mundial en exportación de carne y generando 75 mil toneladas anuales de carne de bovino.

Actualmente, Sinaloa remite más de 300 productos a 60 países. Hablamos, entonces, de una entidad conectada.

Nacionalmente, sobresale el corredor transversal Mazatlán – Matamoros que conecta el Océano Pacífico con el Golfo de México, y que detona un continuo flujo de carga y provee un impulso a la actividad comercial.

El estado cuenta además con 2 puertos de carga y turismo, 3 aeropuertos internacionales, y una red de carreteras y vías ferroviarias que unen a las costas este y oeste de Norteamérica, cruzando desde Tijuana a Monterrey y descendiendo al DF y extendiéndose en el vecino país desde San Francisco, hasta Phoenix y Dallas, ascendiendo hasta Vancouver y alcanzando la ciudad de Alberta en Canadá.

Todos estos caminos conducen a una proyección económica, industrial y turística, y soportada en una infraestructura moderna que logra satisfacer la demanda de carga y atención, buscando convertir la excelencia en el servicio, la seguridad y la logística en una gran derrama económica para la zona.

Sinaloa está lejos de su viejo estereotipo y vive la consolidación como el Corredor Económico de México. Ha dejado detrás años difíciles en materia económica y ahora se planta frente a la oportunidad decantada por las condiciones favorables y los recursos suficientes.

Sinaloa se está perfilando a convertirse en uno de los desarrollos turístico más prominentes de México.

Cuenta con la marina turística más grande de Latinoamérica, la alta calidad de vida en conjunto con la excelencia de sus servicios médicos, han originado que más de 5,000 extranjeros estén viviendo en Mazatlán, sus ciudades son enriquecidas con una programación constante de festivales culturales a lo largo de todo el año y es casa de un equipo de futbol recientemente ascendido a primera división, lo que seguramente le generará una derrama económica sustancial por el

All these roads lead to an economic, industrial and touristic projection and supported by a modern infrastructure that satisfied the shipment demand and attention, seeking to convert excellence in service, safety and logistics in a large economic flow for the region.

Sinaloa, a fin de cuentas, se encuentra realizando un trabajo integral en aras de erguirse como una entidad competitiva en todos sus frentes, sea el agrícola, el ganadero, el de la innovación tecnológica, el del turismo o el de la educación, la región está coordinando sus esfuerzos públicos y privados hacia un fin común: el desarrollo de su gente.

Seguido escuchamos aquella frase hecha popular por los sinaloenses que han emigrado a otros estados en de la República: “Yo no soy de Sinaloa, Sinaloa es mío”. Algo tiene de cierto.

Hay una apropiación y aprovechamiento de la tierra en que nacieron, pero un respeto y veneración por la misma. Una relación simbiótica en la que los habitantes se cultivan tanto como la tierra.

Gracias a ese esfuerzo y dedicación, Sinaloa ha adquirido relevancia no sólo a nivel nacional sino internacional y ha alcanzado esa competitividad que la coloca frente a productores asiáticos y europeos.

Es esta la principal riqueza de Sinaloa: su orgullo y determinación por alcanzar las mejores condiciones de vida y trabajo, los resultados más gratificantes y el desarrollo pleno.

In the end, Sinaloa is doing integral work to become a competitive state on all fronts, agricultural, livestock, technological innovation, tourism and education, the region is coordinating its public and private efforts towards a common goal: the development of its people.

We frequently hear a phrase that was popularized by the Sinaloa people that have migrated to other states in the country: “I’m not from Sinaloa, Sinaloa is mine”. There is something true about that. There is an appropriation and taking advantage of the land in which they were born, but with veneration and respect for it. A symbiotic relationship in which inhabitants are cultivated as much as the land.

Due to this effort and dedication, Sinaloa has acquired relevance not only at a national level but also at the international level and it has reached the competitiveness that places it in front of Asian and European markets.

a ganadería ha recobrado la capacidad de producir un gran impacto económico en el estado de Sinaloa, después de soportar una etapa de desaceleración en el crecimiento durante años anteriores.

Actualmente, la entidad continúa formando parte de la lista de los 10 estados más importantes en este sector productivo y la Feria Ganadera Sinaloa, celebrada año con año a mediados de noviembre por la Unión Ganadera Regional de Sinaloa (UGRS), se ha constituido como la mejor oportunidad para que el estado exhiba sus capacidades de producción en este rubro económico.

Dana Martínez, coordinadora operativa de la UGRS, señaló en entrevista exclusiva con Poder Industrial que, además de buscar afianzar el posicionamiento de la región como polo de desarrollo para la industria del ganado,

The livestock industry has regained its capability in producing a high economic impact in the state of Sinaloa, after withstanding a slowdown stage in its growth during previous years.

Currently, the state is still a part of the list of the 10 most important states in this productive sector and the Sinaloa Cattle Fair, held annually in mid-November by the Regional Livestock Union of Sinaloa (UGRS), has become the best opportunity for the state to show its production capabilities in this sector.

Dana Martinez, UGRS Operational Coordinator, in an exclusive interview with Poder Industrial stated that besides seeking to strengthen the positioning of the region as a development hub for the cattle industry, the expo tries to offer an integral and inclusive event.

la exposición pretende ofrecer un evento integral e incluyente.

Englobar a todo el ganado de la región, ponerlo bajo el reflector a través de exposiciones, realizar competencias entre los productores, evaluar compañías por medio de un jurado calificador, así como introducir a la feria una variedad de eventos culturales, son algunos de los proyectos que los organizadores quieren desarrollar en esta edición.

Martínez subrayó la meticulosidad con la que la coordinación operativa de la exposición va a desarrollar sus operaciones, y expuso que las empresas tendrán que contar con certificación a la orden, poseer toda la vacunación, el pedigrí, etc., para poder participar.

“Aunque contamos con la participación de ganado extranjero me alegra decir que siempre salimos ganadores en el primer lugar del registro de todos los participantes”, comentó.

Destacó también que la feria sigue constituyéndose como un apoyo a centros de atención múltiple para apoyo de niños con discapacidades, los cuales tienen la oportunidad de encontrarse con la ganadería y agricultura de la región.

“Se les da un recorrido, les enseñamos a los animales, los dejamos que estén con ellos y que los monten. La intención es mostrarles el otro lado de la actividad primaria en el estado”, aseguró la coordinadora operativa mientras que confirmó que para este año se les dará continuidad a estas atenciones.

Finalmente, Dana Martínez reconoció la intervención del gobierno del estado como uno de los principales organizadores del evento, en conjunto con el sector ganadero.

“La institución siempre ha colaborado muy bien con la actividad ganadera, ya que es uno de nuestros primeros potenciales en el estado. Los ganaderos colaboran en gran medida con la adquisición de stands, pero el resto de la organización y participación corre por cuenta del gobierno del estado”, concluyó.

inaloa es el estado líder en la producción de maíz a nivel nacional, de hecho, de las 5 millones y medio de toneladas que se produjeron a inicios de este año, solo 3 millones y medio de toneladas se destinan al consumo humano, por lo que la entidad está buscando esquemas para incrementar la exportación de maíz a otros países.

En este tenor, la Expo Maíz 2015 de Sinaloa, organizada en la ciudad de Culiacán por la Confederación Nacional Campesina, se está perfilando a convertirse en un histórico punto de encuentro para los negocios que giran en torno a este trascendental alimento.

María Luisa Mercado, coordinadora de la Expo que se llevará a cabo los días 26, 27 y 28 de junio en las instalaciones de la feria ganadera, se muestra entusiasmada por la posibilidad de construir una plataforma que acelere la comercialización del maíz en la región.

E

l sistema de producción agrícola en México ha sido colocado bajo el escrutinio público y ahora tiene que rendir cuentas a una sociedad que le exige brindar condiciones laborales dignas a quienes trabajan la tierra y los cultivos.

Durante nuestra visita al estado de Sinaloa, entidad netamente agricultora que representa tan solo el 2,9% de la superficie del país pero genera más del 30% de la producción agrícola nacional, entrevistamos a Eduardo Leyson Castro, agricultor de Sinaloa, con el fin de conocer la realidad del estado en términos del trato a los jornaleros.

“Sinaloa es un estado en donde la responsabilidad social se ha venido trabajando desde hace más de 25 años”, señaló inmediatamente Eduardo Leyson.

“El trabajador que labora en los cultivos tiene un salario mínimo que ronda entre los 200 – 250 pesos diarios. Aquí el trabajador decide trabajar más y puede ganar más”.

Leyson Castro comentó que los jornaleros reciben atención médica, tienen acceso a escuelas y guarderías, transporte, tiendas de abasto, farmacias, seguro social, Infonavit y casas muy dignas.

El agricultor aceptó el rezago en ciertas áreas agrícolas de la nación señalando que “hay mucho qué hacer en el área de viviendas, salud, educación”, pero aseguró que esta es una buena coyuntura para tomar conciencia y generar las condiciones necesarias para brindar mejor calidad de vida a los jornaleros y, por ende, mejor calidad de alimentos al país.

“Así como siempre pensamos cómo mejorar nuestras berenjenas, pepinos y tomates, deberíamos de estar siempre pensando en cómo mejorar la calidad de vida de nuestros trabajadores. El estado de Sinaloa es un ejemplo de responsabilidad social y aunque, claro, falta todavía mucho por hacer, aquí hay más conciencia de que el trabajador debe de volver sano a su pueblo, contento y con lana, para que regrese”, concluyó.

The agricultural production system in Mexico has been put under public scrutiny and now has to be accountable to a society that demands dignified labor conditions for those who farm and work the land.

During our visit to the state of Sinaloa, a wholly agricultural state which represents only 2,9% of the total surface of the country, but that generates more than 30% of the national agricultural production, we interviewed Eduardo Leyson Castro, a Grower from Sinaloa, with the purpose of getting to know the reality in the state in terms of the treatment of its laborers.

Immediately Eduardo Leyson stated, “In Sinaloa we have been working on social responsibility for more than 25 years”.

“A worker who is working in the fields earns as a minimum daily wage between 200 – 250 pesos. Here the worker decides to work more and can earn more”.

Leyson Castro commented that laborers receive medical attention, have access to schools and day-care centers, transportation, grocery stores, pharmacies, social security, Infonavit and very decent housing.

The grower acknowledged that certain agricultural areas in the country have fallen behind indicating that “there is a lot we can do in housing, health, education”, yet he assured us that this is a good time to become aware and create the necessary conditions to offer a better quality of life to laborers and consequently better food quality for the country.

He concluded, “Just as we are always thinking about improving our eggplants, cucumbers and tomatoes, we should be thinking about how to improve the quality of life of our workers. The state of Sinaloa is an example of social responsibility and even though, clearly there is a lot of work to be done, here we are more aware that the worker should return safe and sound to his town, happy and with money so that he returns next season”.

China shows interest in the Sinaloa agricultural sector

hina continúa su búsqueda de productos agropecuarios mexicanos para incluirlos en la 14ava Feria Internacional de Agricultura y Alimentos de Changchun.

Esta exposición internacional es una de las más grandes de Asia, contando con representación de cerca de 2 mil expositores, más de 600 compañías multinacionales, registrando una asistencia total de 1.8 millones de personas durante los 10 días que dura la presentación y generando un flujo de más de 20 millones de dólares (mdd) en ventas, pero además un cúmulo de contratos cuyo valor asciende a los 200 mdd.

El país asiático posó sus ojos en México, interesados en incluir compañías aztecas dentro de la feria por primera vez en su historia, y observó particularmente al estado de Sinaloa, que llamó la atención de los organizadores del evento gracias a su posicionamiento como la entidad líder en agricultura del país, así como por su destacada labor y participación en el rubro ganadero.

El representante de la ciudad de Changchun en México, Al Chu, realizó una intensa gira de trabajo a lo largo y ancho de Culiacán, donde se reunió con empresarios y re-

Destacó en su agenda la reunión que sostuvo con el secretario de Agricultura del Estado, Juan Guerra, y con el subsecretario de Agricultura, Juan Figueroa, con quienes discutió la posibilidad de llevar una delegación de productores, así como de representantes de la dependencia de gobierno a la feria agrícola.

“Vamos a tratar de ir para allá. Sería importante que fuera CAADES, la Liga y productores de carne, mango, camarones, limones y demás frutas y verduras”, señaló con interés el secretario de Agricultura.

El Sr. Chu tuvo un encuentro con integrantes de la Secretaría de Desarrollo Económico y del Centro de Inversión y Comercio (CIT, por sus siglas en inglés) de Sinaloa, quienes presentaron la gama de productos y empresas que la entidad tiene para ofrecer, buscando gestionar la inclusión de alguna compañía en la exposición internacional.

Horacio Barrón Gutiérrez, director operativo del CIT, urgió a aprovechar las empresas y la disponibilidad de mano de obra de calidad en el estado para generar interés e inversiones en la entidad.

Por otro lado, José Roberto Sánchez, coordinador de Redes Comerciales, señaló que en el estado de Sinaloa hay una gran cantidad de oferta exportable.

Al Chu aprovechó la oportunidad para celebrar juntas con productores de la región e invitarlos a promocionar sus productos durante la 14ava feria de Changchun, entre ellos figuraron empresas de talla internacional como SuKarne, quien apenas comenzó a desarrollar exportaciones hacia el país asiático en 2014, y productores regionales como Eduardo Leyson Castro, quien opera en Agrícola San Isidro y cuyas berenjenas son orgullo estatal.

El representante de la feria de Changchun también se reunió con integrantes de la Confederación de Asociaciones Agrícolas del Estado de Sinaloa (CAADES), a quienes presentó el proyecto e invitó a colaborar con él para llevar al mayor número de empresas mexicanas posibles.

Además, sostuvo pláticas con las directoras y coordinadoras de las principales exposiciones agropecuarias en el estado.

Mercedes Alejandre Arballo, directora general de Expo Agro Sinaloa, precisó que ya se habían registrado algunos acuerdos con asociaciones chinas, pero que esta propuesta era diferente pues no se había pretendido hacer una sinergia de exposiciones.

“Nosotros sabemos qué se hace en una expo relaciones internacionales, ventas y proyección, el participar el tener la oportunidad de ir como misión a otra expo, en ese sentido sí hay interés”, expuso.

Por su parte, Dana Martínez, Coordinadora Operativa de la Unión Ganadera Regional de Sinaloa, mostró gran expectativa por poder mostrar la variedad de animales que hay en la región así como las capacidades de exportación que tiene el estado.

“Es sumamente importante girar la invitación a todos los ganaderos del estado. Somos uno de los primeros exportadores en México, si no me equivoco, el primero, con la mejor carne y res. Es importante comerciarlo internacionalmente para darle a conocer al mundo que en Sinaloa tenemos uno de los mejores ganados certificados internacionalmente”.

La visita del representante de Changchun al estado de Sinaloa fue redondeada con una conferencia de prensa que reunión a distintos medios de comunicación regionales y en la que el señor Chu invitó públicamente a empresas y organismos a sumarse a este esfuerzo de cooperación y comercio internacional.

La 14ava Feria Internacional de Agricultura y Alimentos de Changchun tendrá lugar del 14 al 23 de agosto del 2015.

“Es en febrero cuando organizamos la feria y lo productores aprovechan la oportunidad para visitarnos y vivir la experiencia de la maquinaria nueva, tecnología innovadora, además de que tenemos un área de conocimiento y de capacitación donde participan alrededor de 22 ponentes nacionales e internacionales con temas muy actuales para los productores y técnicos del sector”.

La exposición, que tuvo su primera edición hace ya un cuarto de siglo, nació a partir de la inquietud de cinco agricultores de la región que, orillados por la escasa oferta local, tenían que viajar a otros países a buscar maquinaria, implementos e insumos agrícolas.

La directora de Expo Agro Sinaloa, relató cómo los agricultores decidieron iniciar la gestión de la exposición al ver el esfuerzo que realizaban para surtirse al asistir a presentaciones foráneas y preguntarse ¿por qué no hacer una aquí en Sinaloa?

Para ese entonces, los cinco agricultores exportaban y algunos de ellos ya ostentaban cargos como funcionarios de gobierno, así que el proceso para emprender esta iniciativa resultó un poco más ágil.

“Se inició con una Expo muy pequeña, de 5 expositores; como al cuarto año se tuvieron alrededor de 50; al séptimo año ya se contaba con más de 250 expositores, en tanto que a la fecha tenemos más de 350 expositores y entre ellos más de 26 países invitados”, precisó la directora del evento.

La directora terminó celebrando el gran recibimiento que ha tenido la edición a realizarse en el 2016, subrayando que en los 6 primeros días de gestión confirmaron a cerca de 60 expositores para participar en la Expo Agro Sinaloa.

ustentabilidad, innovación y comunidad son los tres enfoques fundamentales del proyecto Green Talks en el que, a través de conferencias, pláticas, mesas redondas y foros de discusión, se busca generar conciencia y crear difusión sobre el tema de la sustentabilidad.

“Nos damos cuenta de que este concepto está en boga y es muy atractivo para sectores como la industria y el gobierno. La sustentabilidad abarca la parte económica. Como industria o empresa es económicamente viable, no es solamente buenas intenciones sino optimización y resultados concretos”, señaló en entrevista con Poder Industrial Daniel Sánchez, organizador del evento, añadiendo que el evento tiene la intención de poner un terreno común para definir qué es la sustentabilidad y cómo se puede contribuir a ella.

Alma Sánchez, organizadora del foro y hermana de Daniel, explicó sobre la dinámica del proyecto, que reúne a cuatro sectores vitales para el desarrollo de la iniciativa: académico, social, empresarial y político.

“Queremos saber qué está haciendo cada sector y cómo están innovando para ser sustentables. Qué beneficios e impactos se están generando en la comunidad. Buscamos que se puedan producir sinergias y desarrollar proyectos en colaboraciones”.

During a talk in Baja California, Political Scientist, Columnist and Activist, Denise Dresser, shared her reflections on corruption in the country, its electoral situation and civic duty.

Dresser commented that in transparency matters it is imperative to establish the clear limits to public power, handle each cent of the treasury with absolute transparency, demand accountability from public officials and implement effective sanctions without political motives.

She asked rhetorically, “How can we obtain this through electoral life, if as voters, we are an airplane flying in the dark without a flight path, coordinates, instructions, without knowing how and where to land?”

She stated, “Voting in Mexico is an act of faith, a triumph of optimism over intelligence. The information we have at our disposal in order to make a decision is incomplete. We do not know where these politicians come from, what they studied or if they studied, what is their resume and what they have done with it. That is why we end up with candidates and officials with homes rented and bought from contractors, flying on businessmen owned jets, the same businessmen they have benefited or living in mansions that cannot be afforded by their salaries”.

La politóloga instó a los mexicanos a asumir, mediante la participación, el verdadero estatus de ciudadano y declaró que ha llegado el momento de que tengan certeza sobre quién es la persona a la que va a empoderar.

“Los buenos gobiernos se construyen a base de buenos ciudadanos y sólo los exigentes lo son. Hay que entender al candidato y escudriñarlo, colocarlo bajo el microscopio y mirarlo, saber de dónde viene y a dónde va. Saber si cumple con los siete principios que, según las democracias funcionales, deben apuntalar la vida pública: altruismo, integridad, objetividad, rendición de cuentas, apertura, honestidad, liderazgo”, señaló.

Dresser habló entonces sobre la iniciativa civil “3de3 Candidato Transparente” que exige a los candidatos la presentación de: 1) su declaración patrimonial, 2) su declaración de intereses, 3) su declaración fiscal.

“Y lo estamos pidiendo como favor porque la provisión pública de estas tres declaraciones es una concesión y no una obligación”, apuntó. “Sucede que lo que en otros países es un requerimiento legal, en México sólo es un imperativo moral.

Un imperativo para que cuando los contendientes lleguen al poder no haya más Casas Blancas, ni casas en Malinalco, ni aviones prestados, ni tráfico de influencias, ni licitaciones amañadas, ni cuentas en Suiza. Un imperativo para que cada candidato se comprometa de manera tangible a poner los intereses del país antes que los suyos. Alguien que no pueda hacer esto no merece un solo voto, mucho menos gobernar”, aseveró.

La periodista también se pronunció a favor del voto nulo, opinando que, al considerar la crisis institucional por la que atraviesa el país, esta es la única forma de promover una reforma electoral.

A su vez, descalificó la participación de los actuales partidos minoritarios pues carecen de la misma credibilidad que el PRI, PAN o PRD y desmintió que el voto nulo les quite el apoyo a los partidos pequeños, señalando que estos acaban siendo un “negocio familiar”.

“Allá ustedes si quieren darle más poder al Partido Verde, si quieren darle más poder a Morena, si piensan que hay algún partido que merezca ser salvado, adelante”.

Sobre el nuevo sistema nacional anticorrupción, señaló que es un paso hacia adelante en la dirección correcta, pero que no es la sacudida que el país necesita, insuficiente todavía para lidiar con el pesado fardo que la corrupción le coloca.

Denise Dresser criticó la inacción del gobierno federal ante los asesinatos y desapariciones forzadas en Tlatlaya y Ayotzinapa, hechos que sacudieron al país a finales del 2014.

“No pueden proteger, defender ni investigar; no pueden llevar a cabo su misión fundacional. Vimos un Estado tan desaparecido como los estudiantes que buscaban. Hoy la narrativa no es una de reformas, sino de posible regresión.

No es de México moviéndose hacia adelante, sino de México quizá moviéndose hacia atrás. No es del momento mexicano sino del empantanamiento mexicano”.

Finalmente, la periodista exhortó a la sociedad civil en México a la movilización, la protesta, la exigencia, pero sobre todo a la acción y dedicó su intervención a todas las personas que han sido afectadas por la corrupción que azota al país.

“Hay que recordar las palabras de Martin Luther King: “El arco moral del universo es muy largo, pero eventualmente empina hacia la justicia”. Justicia para los 43 estudiantes asesinados en Ayotzinapa. Justicia para las 22 personas asesinadas extrajudicialmente en Tlatlaya. Justicia para los 23,270 mexicanos desaparecidos. Justicia para todos aquellos que vivimos o padecemos, de una u otra manera, la corrupción cotidiana. a Agenda Digital es una directriz emitida por el gobierno federal, aplicada a través de los tres niveles de gobierno, que busca de hacer más eficientes los procesos y trámites gubernamentales y de generar una sociedad más conectada y a la vanguardia tecnológica.

Desde su implementación en el año 2013, el gobierno del estado de Baja California ha gestionado impulsos que aprovechen el interés en el sector para aumentar la competitividad de la entidad.

Alfredo Babún, subsecretario de Desarrollo Económico del Estado, habló sobre los apoyos específicos que el gobierno ha brindado al sector de la tecnología e información.

“Primero tenemos al Fondo Prosoft que pretende hacer más eficientes a las empresas a través de la utilización de software y equipo de cómputo. Al fondo aportamos 5 millones de pesos en 2015, con la intención de asistir a las empresas interesadas en implementar sistemas o automatizar procesos”.

“Por otra parte está Incubatic, que impulsa a 5 nuevos proyectos que desarrollados por jóvenes emprendedores. Se les brindarán 7 mil pesos mensuales para que tengan ingresos mientras invierten su tiempo en esta propuesta, y además se les vinculará con empresarios y expertos que aprueben la parte comercial y financiera de los proyectos”, resaltó.

El subsecretario de Economía hizo hincapié en la necesidad de integración de las TI’s a los procesos gubernamentales y propuso un trabajo en conjunto entre el gobierno y el Clúster de las Tecnologías de la Información, IT Baja, al tiempo en que extendió la invitación a más desarrolladores a unirse a éste.

“El clúster tiene una gran oportunidad de apoyar a la industria y hay que motivar a los jóvenes y a las empresas a sumarse.

Tiene muchos años y ya tiene representatividad importante, así que hay que trabajar juntos y organizarse”, declaró.

Babún hizo referencia a la Dirección de Desarrollo Regional, que atiende a todos los empresarios bajacalifornianos, así como a los centros de desarrollo emprendedor que están ubicados en 25 puntos alrededor del estado y en donde se

l Centro Nacional para la Evaluación de la Educación Superior (Ceneval) reconoció a los egresados de las instituciones de educación superior del país que se desempeñaron de forma excelente en su Examen de General de Egreso de la Licenciatura (EGEL).

La Universidad Autónoma de Baja California ubicó a 38 de sus jóvenes egresados dentro del selecto grupo de mexicanos con los más altos estándares de calidad en su formación.

En total, los 1060 premiados representaron apenas el 1.2% del total de sustentantes del EGEL para el ciclo julio-diciembre de 2014 que fue de 88,343 estudiantes.

El escenario para la entrega de los Premios Ceneval al Desempeño de Excelencia-EGEL fue el Centro Internacional de Negocios de esta ciudad, enclavado en el complejo del Parque Fundidora.

Este galardón fue creado por el Ceneval para reconocer y motivar a los egresados universitarios con un desempeño excepcional en el EGEL y al mismo tiempo promover la cultura del mérito y la excelencia académica en las universidades e instituciones de educación superior.

“El país los necesita”, dijo a los premiados Rafael López Castañares, director general del Ceneval, quien agregó: “Como resultado de su esfuerzo y dedicación ustedes tienen un futuro enorme”.

Ante cientos de padres de familia y amigos de los egresados reconocidos, López Castañares subrayó que “la responsabilidad es actitud constante, de todos los días, y quiero decirles que actitud y aptitud son un binomio fundamental ya que con la primera lograron lo que se proponen y con la segunda abren las puertas necesarias para su ejercicio profesional”.

“El Premio Ceneval representa una excelente herramienta para que los egresados logren su inserción al mercado laboral y es una carta importante de presentación para que sigan con sus estudios de posgrado”, recalcó y aseguró que “lo que no se evalúa se devalúa y hoy el compromiso más importante es mantener los estándares de calidad”.

a lealtad tiene su mayor exponente en el compromiso que pueden asumir los empleados respecto a que la empresa en la que laboran alcance sus objetivos. No se trata de sacrificios, horas extras o la renuncia a los derechos laborales, sino la conciencia de que una empresa exitosa representa un empleo seguro y bien remunerado.

Lo contrario son empresas con escaso reconocimiento a su personal, bajo rendimiento y la desaparición de las mismas. Los especialistas consideran que la lealtad constituye hoy en día el mayor reto para las organizaciones en México en lo que respecta al talento interno de las empresas, según el informe Tendencias de Capital Humano 2015 de Deloitte.

It is not about sacrifice, overtime or relinquishing labor rights, but the awareness that a successful company represents a secure and well-paid job.

On the contrary there are companies with scarce recognition from their personnel, low performance and their eventual closing down. Specialists consider that loyalty nowadays represents the greatest challenge for organizations in Mexico with regards to the internal talent of the companies, according to Deloitte’s Human Capital Tendencies 2015 report.

Lo cierto es que el concepto de compromiso no brota de la generación espontánea, sino que es necesario un proceso de dos vías: la disponibilidad del colaborador y la inversión por parte de la empresa en diferentes conceptos, más allá del pago del salario: capacitación, a través de cursos, talleres y demás actividades, que deberán incluir una información clara y precisa sobre los aspectos más importantes de la empresa: origen, su historia, retos, éxitos y fracasos, los personajes que la han marcado y demás, en un esfuerzo por identificar aciertos y errores.

Lo fundamental: marcar el destino de la organización, compartir sus metas y por supuesto, sus ganancias, esto, porque difícilmente habrá quienes practiquen la lealtad sin verse favorecidos por los buenos tiempos de la empresa.

En una época en la que el uso de las nuevas tecnologías puede marcar la diferencia entre un empleo y el despido, resalta la importancia de la actualización académica y sobre todo, el que los departamentos de personal se conviertan en promotores del crecimiento y la mejora continua, más allá de servir solo para el pago de las nóminas.

Algunas herramientas que podrían ser útiles para elevar el compromiso de los empleados se constituyen sí por las reuniones de trabajo, informativas y de recreación; pero también el uso de recursos más organizados y ordenados como por ejemplo, la generación de un boletín interno, en el que se marquen claramente las tendencias de la organización, se dé voz a sus integrantes y se reconozca a sus líderes.
