The Details
• Six final RFP tracks: SB, 8(a), HUBZone, SDVOSB, WOSB, and Unrestricted
• Scope: scope of work under the vehicle is organized by domains, and only certain tracks are able to bid on certain domains. Current domains are:
• Management & Advisory
• Technical & Engineering
• Research & Development
• Intelligence Services
• Environmental
• Facilities
• Logistics
• Enterprise Solutions
• July 5, 2023: GSA released Amendment 0001 for all six OASIS+ RFPs that reflected changes to two RFP attachments and clarifies past performance as it relates to qualifying project submissions. It also extended Q&A deadline to July 14, 2023.
• Big Changes:
• OTAs are allowed as Qualifying Project Types
• Scorecard changes if you are a Protégé
• All Offerors must now complete a Price/Cost data section
• Streamlined response for P-3 Forms
• July 24, 2023: GSA officially closed the Q&A period for all six OASIS+ RFPs and announced that they have received more than 4,500 questions from industry. The game plan is that they will release answers in batches over the coming week.
• GSA will not be limiting the number of awards under OASIS+
• All proposals will first be evaluated to verify they meet all the Acceptability Review requirements
• GSA will then evaluate if the proposal meets or exceed the applicable Domain Qualifications Threshold
• Small Business and Socioeconomic set-asides must meet 36 out of 50 available credits
• Unrestricted must meet 42 out of 50 available credits
• Enterprise domain is 45 out of 50
• This includes evaluating and validating the supporting documentation
• Next GSA will verify the proposal includes fair and reasonable pricing
• Qualifying Project Experience
• Offerors may submit a maximum of 5 distinct QPs for each domain, except the Enterprise domain where an offeror can only submit 4
• Offerors may include combination of relevant and non-relevant QPs
• Relevant QPs receive evaluation credits under QP - Relevance
• Can also receive credits under QP – Scale, QP - Integrated Experience and QP - Management & Staffing
• Offerors should ensure QP have proper documentation to support the nature of the work (SOW, PWS)
• Federal Experience Projects (FEPs)
• Offerors may receive additional credits for demonstrating these qualifications
• Past Performance
• Each QP past performance assessment is evaluated as “Positive,” “Satisfactory,” “Neutral,” or “Negative
• Each evaluation area score is then added together and divided by the number of scored elements
• “Satisfactory,” “Neutral,” or “Negative” ratings will receive zero credits
• 1 credit will be awarded for 3 “Positive” QPs ratings
• 2 credits will be awarded for 4 “Positive” QPs ratings
• 3 credits will be awarded for 5 “Positive” QPs ratings
• Option for 1 additional credit for SB subcontracting average CPARS rating across all QPs of “Very Good” or above
• UR: Receive 1 credit for having 2 adequate systems or rates. Receive 1 additional credit for having 3 or more adequate systems or rates
• SB: Receive 2 credits for having an adequate accounting system

• UR: Sustainability-Related Disclosures and Certifications –
• Receive 1 credit for having 1 of the following:
• NSF/ANSI 391.1
• ISO 14001 Environmental Management Systems
• Offeror receives 1 credit for:
• Public disclosure of Scope 1 and Scope 2 Greenhouse Gas (GHG) emissions developed in accordance with the GHG Protocol Corporate Accounting and Reporting.
• Cost/Price Template - offeror must submit Attachment J.P9
• The proposed cost / price will be used to determine a fair and reasonable ceiling rate for each LCAT for a sole source T&M contract / TO type
• If the proposed direct labor rates exceed the DOL BLS SOC rate ranges provided, the offeror must provide rationale within their BOE
• Proposed indirect cost rates should be the Offeror’s most current DCAA, DCMA, or CFA approved FPRA, FPRR, PBR, and/or indirect cost rates generated by an adequate accounting system.
• RFP states offerors should consider the risk they will assume under a sole-source T&M/LH type TO, which the OASIS+ CO estimates to be 7.5 percent
• According to GSA Acquisition Letter MV-16-04, a cost realism analysis is not required

• Evaluation criteria that calls for award to the highest scoring proposals creates additional protest risk

• Protégé firms cannot be held to the same evaluation criteria as small business offerors generally
