ANGOLAN $3.5B GH “ THE GHOST THAT KNOWS Y N

ova Cidade de Kilamba was built between 2008 and 2012. The project comprises of 750 eight storey (apartment) buildings, which includes schools and several hundred retail units. The project was implemented on 12,355 acres of land and estimated to house around half a million residents.

some drastic measures to help its citizen in the purchase of the houses, and as a result from the summer 2013, there has been a considerable flow of inhabitants in the filling up the properties. The government had provided subsidies lowering the price of each unit by nearly half of the original price.

According to the BBC special report, the apartments cost around $120,000 and $200,000 for a 1 & 2 bedrooms apartments and about $250,000 for a 3 bedrooms apartment.

Recently, It has been reported by the Angolan news agency that more than 40,000 people have moved to Kilamba after families considered taking advantage of long – term, low – cost mortgages to buy flats with prices ranging from $70,000 to $l40,000.

Since the completion of the project, there had been some difficulties in selling the properties at the price set, and this was mainly because many Angolans could not afford the price. The Angolan government had to take 32  Property International

Also it has been reported that queues of people wanting to buy these properties has been observed and that and that they have been standing in line for days

Issue 02, November 2014

What do we (Tanzanians) learn from the Kilamba city project? With Dar es Salaam’s population of about 4.4 million people, and more than 80% of the city’s settlements being in an unplanned/informal development, the increase of the middle class in the urban areas necessitates the importance of decent urban dwellings. The government should provide support for companies and organizations, which are working tirelessly to provide decent and planned settlements in Dar es Salaam.

HOST TOWN YOU” just to be able to get application forms for the purchase of the properties. It seems the “ghost town” is now waking up from its critics who thought the project was a massive “white elephant” and was never a dream to realty. In 22 August 2014 the Angolan president Jose Eduardo Dos Santos – held a meeting in Kilamba city to analyse issues related to the new city as well as starting of the second phase of the project. He said that the first phase of the project execution of Kilamba enabled the construction of fundamental infrastructures, buildings with 20,000 flats and with several provision of necessary services. The second phase will be the construction of 5000 small villas and

nearly 5000 flats and the third phase will be the construction of 90,000 houses. The project seems very ambitions, but with the trend of African Urban population growing at an alarming rate (about 40%) it seems that even the construction of 5 such cities in the next 20 years would not be able to address the housing problems of many urban settings. Thus, According to African Development Bank (AFDB) with this trend, Africa faces enormous development challenges in urban areas where unplanned housing proliferates, access to essential services is poor and insecurity and poverty are growing. However, the urban population plays a vital role in contribution of the national GDP’s.

Organizations such as NSSF, NHC, PSPF and others are already in the front line in the construction of affordable houses. Their main objective is to ensure that Tanzanians own houses and live in planned settlements. However, there have been a lot of complaints from citizents that the ‘so called’ affordable houses are not really affordable and the interest rates on the mortgage loans are very high, as a result it is impossible for a middle class Tanzanian to buy a house. When asked if they can lower their prices, the organizations that construct these houses say that they cannot offer cheaper prices due to the taxes and duties that the government impose on them. The other factor is, the high interest rates that the banks charge on the mortgage loans. Although there are many banks that offer mortgages, the interest rates are still very high compared to other countries. In my views, the Government should support the organizations that work hard in the provision of decent planned homes. The government can help by removing VAT and other taxes on the construction materials as well as the houses. This will bring the house prices down and will enable Tanzanians to own houses.

othing is as personal as color. Choosing a color palette is both the most important part and yet the most daunting part for many when it comes to decorating their homes. Read on and get some great tips as we help guide you to create the color palette that best suits your style, personality and lifestyle. Choosing your colors Start by working from a color wheel. There are primary, secondary and tertiary colors.

1. Primary colors are red, blue and yellow. They are pure colors and cannot be created. 2.Secondary colors are orange, green and purple. These colors are formed when equal parts of 2 primary colors are combined. For example equal parts yellow and blue make green. As basic as this is this is where we begin the color selection. 3. Tertiary colors are a mixture, in varying parts of secondary and primary colors to create different hues, as a result the primary and secondary colors become less vivid. White and black are often added to darken and soften these hues. 38  Property International

HOME TIPS

TO CHOOSE THE RIGHT COLORS Creating your color scheme We will caution against selecting your wall color first. Wall paints are inexpensive and can be created in any color and in any hue you desire. It’s best to start with harder to find items such as furniture and rugs or carpets.

for your living room

Lighting is an important aspect of all decor and function within the home and should never be overlooked. Light reflects and deflects color, changing it constantly, throughout the day. A room’s truest colors are those found in the daylight hours and the hues will alter throughout the day and the seasons as the lighting changes.

When choosing your color palette you may want to start with contrasts, something dark paired with something light. If you wish to infuse a little more color and energy into your room you might consider adding something bright. Where is it that you want these colors?

ow to Solve a Clueless Crossword

Think of a Clueless Crossword as a mix between a regular crossword puzzle and a cryptogram. Unlike many crossword puzzles, this grid is filled only with common, everyday Englishlanguage words - no abbreviations or other special “crossword” spellings are allowed. Each square in the grid is numbered 1 through 26, and each number corresponds to one (and only one) letter in the alphabet. Your goal is to completely fill in the crossword grid by gradually uncovering the letter that belongs to each number. We’ve given you three “giveaway” combinations fill those into the solution grid and into any corresponding boxes in the crossword grid to get started. It helps to cross out each letter in alphabet as you use it in the grid, since no letter can be used more than once. Note that not all letters of the alphabet may be used in any given puzzle. If a number isn’t used in the puzzle, it is greyed out in the solution grid. Good luck! Property International

JOKES TIME A HOUSEWIFE

A BLONDE REALTOR

A CLIENT

Issue 02, November 2014

Does laughing make you live longer?

A housewife called up a pet store and said, “send me thirty thousand cockroaches at once” What in the world do you want with thirty thousand cockroaches? Asked the clerk. Well….. I am moving today and my lease says I must leave the premises in exactly the same condition I found them – said the woman. A blonde realtor walks into an appliance store and says, “I would like to buy that T.V. please.” The store clerk replies, “I’m sorry, we don’t do business with blondes -especially realtors.” So she went to her car, took off her real estate blazer and went back into the store. “I would like to buy that T.V. please.” The store clerk again replies, “I’m sorry, we don’t do business with blondes.” The blonde leaves the store. Then she stormed off back to her house and dyed her hair black. The next day, she went back to the same store and said, “I would like to buy that T.V. please.” The store clerk, once again, replies, ” Sorry, but I told you before. We don’t do business with blondes.” The blonde replied “How did you know I was blonde?” The clerk says “Because thats a microwave, not a T.V.”

A client bought a new home and the broker wanted to send flowers for the occasion. They arrived at the home and the owner read the card; it said “Rest in Peace”. The owner was angry and called the florist to complain. After he had told the florist of the obvious mistake and how angry he was, the florist said. “Sir, I’m really sorry for the mistake, but rather than getting angry you should imagine this: somewhere there is a funeral taking place today, and they have flowers with a note saying, “Congratulations on your new home”.

Issue 02, November 2014

THE LEGAL CONTEXT OF LAND SURVEYING

L

and surveying and mapping activities in Tanzania were introduced in colonial Tanganyika as an essential and relevant tool aimed in the delivery of land to the colonial settlers. In this case, farms in the rural areas and plots in the urban settings were surveyed, displayed on survey plans and used as part of a technical requirement for granting certificates of title to land. Also these surveys were undertaken to demarcate and coordinate international boundaries with neighboring countries such as Kenya and Uganda. Therefore, in land administration, land surveying is thus rendered overwhelming weight by the Land Act no 4 of 1999. Section 22 (c) of this Act which states that: “ A granted right of occupancy shall be of land that has been surveyed” and in section 23 (1) “a derivative right (residential licence) confers upon the licencee the right to occupy ... surveyed land”. These are further emphasized by section 88 of the Land Registration Ordinance (Cap 334 of the Laws), which provides responsibility to land surveying in general and cadastral surveying distinctively. The section states that only the land that has been surveyed (demarcated and subsequently coordinated) to the satisfaction of the director of SMD can be entered into the register by the

44  Property International

registrar of titles. The sections quotes as follows: “No estate shall be registered ...... and no parcel shall be divided on a disposition, transmission or mutation except in accordance with an approved plan”, “approved plan means a plan approved for the purposes of this section by the Director of surveys of the survey division”. Thus, the importance of land surveys, in the land administration process cannot be underlined. The value of land which has been surveyed in a proper manner and documented is usually higher than the un-surveyed ones. Nevertheless, the necessary surveys make it probable, legal and contextual for the Commissioner of Lands to provide important legal documentation and certificates of Occupancy to land owner and developers and thus make the necessary amendments and demarcations if necessary of which may lead to possible transfers of interests in land.

Nonetheless, we ‘no doubt’ understand the importance of land surveying and obtaining proper documentation for our land. However, at the moment, only 10% of Tanzania’s land is surveyed and documented, the remaining 90% is either in squatters or hold what we call “Traditional Title deeds” Traditional Title deeds are obtained or issued in the village level, and are not recognized in the Ministry level. People have urged the Government to harmonise the land Act so as to allow traditional title deeds to be legally used in such cases especially in rural communities. However, the traditional Title deeds are still not accepted as formal documents.
