he completion of the “long awaited” Kigamboni bridge is just around the corner.
Scheduled to be opened in July 2015, the bridge is a ‘dream come true’ to many Dar es Salaam’s residents as it is expected to boost the socio-economic growth of the Kigamboni area. The 32 meter-wide bridge, will have six lanes – three in each direction – and two pedestrian and cyclist lanes with a width of 2.5 meters. There will also be a toll-bridge plaza on either side of the bridge.

NSSF IS SELLING SURVEYED PLOTS AT KILUVYA HILLS
THE National social security fund (NSSF) Is selling 444 surveyed plots at Kiluvya hills in Kisarawe District, Coast Region as part of programmer to develop new settlement areas in the outskirts of Dar es salaam The NSSF planning and investment Manager, Mr Abdallah Mseli told reporters on a site tour yesterday that the plots are located on an area of 90.5 hectares at the hill that has been acquired for development of new settlement area. He said 50 plots have already been sold under the programmer. He said NSSF had invested significant amount of money through surveying and developing the Kiluvya plot by providing access roads and bringing water and electricity services.
LAPF EXPANDS REAL ESTATE INVESTMENT
To construct multibillion shopping mall, LOCAL authorities provident fund (LAPF) has joined the race to invest in the nations booming real estate sector announcing plans to construct an ultra – modern shopping mall in the northern tourist capital of Arusha. LAPS’s northern zone manager, Adam Kinade, said the newly proposed multibillion-shilling project is part of the pensions funds efforts to tap the increasing demand for modern shopping facilities in the fast growing.
NIGERIAS DANGOTE TO INVEST IN TANZANIAS COAL MINE The chairman and president of the Dangote, is set to invest in developing Mbinga coal mine in west Tanzania to power the Mtwara cement plant. This was revealed during a meeting between Dangote and Tanzania’s vice president Mohammed Gharib Bilal, at the Africa Global Business forum in Dubai, according to Nigeria based leadership newspaper. 14 Property International

TANGA CEMENT BOOSTS MKINGA SCHOOL SCIENCE LABS PROJECT
TANGA cement has donated 1,000 bags of cement to Mkinga district for construction of science laboratories for secondary schools. The cement, valued at 12.4m/- was donated as part of the corporate social responsibility (CSR) programme of the company which aims at supporting local communities. “Tanga cement understands the value of development of the communities in the areas around its operations in various parts of the country,” the company’s Managing Director, Mr. Reinhardt Swart said during the handing over ceremony .

ALTHOUGH Tanzanians have positive views on the East African community and its economic opportunities, 70 percent of them disapproved cross border land ownership, according to Twaweza survey. The survey, which has been conducted, by Twaweza and society for international Development (SID) said 80 percent of them think that Tanzania should remain in the EAC, 85 percent strongly approve of greater integration with Kenya and Uganda in particular but only in economic issues.
CBA BANK GIVES TSH25 BILLION-MORTGAGE LOANS IN TZ
25 Tzs billion has been offered to Tanzanians mortgage loans by Commercial Bank of Africa (CBA) since 2007. The bank’s acting chief executive officer, Mr Julius Mcharo told reporters that CBA bank was the first bank to offer large amounts of mortgage loans in the country. The lender was this year recognized by the Bank of Tanzania as among the top three commercial banks offering big mortgage loans in the country.
KILIMANJARO GETS 8bn/- BUILDING MATERIAL FACTORY.
KILIMANJARO region has embarked on tapping available opportunities, with a Chinese firm investing five million US dollars (over 8bn/-) in a building material factory at Lokolova in Rombo District. Managing Director of Jun Yu Ltd that runs the venture, Mr. Danny Wang, told the Minister for Lands, Housing and Human Settlement, professor Anna Tibaijuka, that they have hit the ground running and hope that in the next 10 years they will have revolutionised the town Mr. Wang said they have installed some machines, which are due for testing in two months and by next April; production of cement will commence, then other products such as stainless round bars and aluminum will be introduced gradually.

BAGAMOYO district council in coast region is set to expand fishery activities by building a modern fish market which will ensure increase in district revenues, district fisheries officer Abubakar Mposo hs revealed. “Having the modern fish market will ensure

TANROADS SET ASIDE 20bn/- FOR MARA REGION ROADS IMPROVEMENT.
TANZANIA National Road Agency (TANROADS) in Mara Region plans to spend over 20bn/- to improve the regional road network in the 2014/ 2015 financial year. PRESIDENT Jakaya Kikwete directed the responsible authorities to put in place the required link roads to the Kigamboni Bridge to ensure smooth flow of traffic once the 214bn/- project is completed mid next year. Mr Kikwete observed that the object would not serve the intended purpose of easing traffic in the city if it is not connected to suitable road network from Kurasini and Kigambobi areas.
TANZANIAS NEW CITIZENS TO GET LAND OVER 162,000 former Burundian refugees, who were recently granted Tanzanian citizenship after living in the country for over four decades, will now be able to buy and own and and vote, said a senior government official.
The UN refugee agency has hailed the move. Most of the former refugees have been living in camps in the western Tanzanian regions of Tabora and Katavi since 1972. “ these are now citizens and our constitution provides that a citizen has the right to live anywhere in the country,” Mathias Chikawe, Tanzania’s home affairs, told IRIN. Those of their children born in the country will also be allowed to become citizens.

Motto: Stress free home ownership Watumishi Housing Company (WHC) is a property development and a fund management company established by Social Security Institutions (SSI), National Health Insurance Fund (NHIF) and National Housing Corporation (NHC). The major task of WHC is to implement the Public Servants Housing Scheme (PSHS). WHC’s has two core functions namely; property development and management of Real Estate Investment Trusts (REITs). As part of its mandate under property management, WHC has been tasked with a responsibility to implement the Public Servant Housing Scheme (PSHS). Under this role, the scheme is building houses that will be sold to public servants under affordable mortgage arrangements. The funding of the project is done through a special purpose vehicle called WATUMISHI REAL ESTATE INVESTMENT TRUSTS (WATUMISHI-REIT). Investors in the Watumishi-REIT invest in it by buying units of REITs. The units will initially not be traded at the stock exchange. After the elapse of three years, Watumishi REITs units will be traded at the Dar-Es-salaam Stock Exchange whereby the general public will be able to participate by investing in real estate through W-REIT.

ova Cidade de Kilamba was built between 2008 and 2012. The project comprises of 750 eight storey (apartment) buildings, which includes schools and several hundred retail units. The project was implemented on 12,355 acres of land and estimated to house around half a million residents.

What do we (Tanzanians) learn from the Kilamba city project? With Dar es Salaam’s population of about 4.4 million people, and more than 80% of the city’s settlements being in an unplanned/informal development, the increase of the middle class in the urban areas necessitates the importance of decent urban dwellings. The government should provide support for companies and organizations, which are working tirelessly to provide decent and planned settlements in Dar es Salaam.

The project seems very ambitions, but with the trend of African Urban population growing at an alarming rate (about 40%) it seems that even the construction of 5 such cities in the next 20 years would not be able to address the housing problems of many urban settings. Thus, According to African Development Bank (AFDB) with this trend, Africa faces enormous development challenges in urban areas where unplanned housing proliferates, access to essential services is poor and insecurity and poverty are growing. However, the urban population plays a vital role in contribution of the national GDP’s.
Organizations such as NSSF, NHC, PSPF and others are already in the front line in the construction of affordable houses. Their main objective is to ensure that Tanzanians own houses and live in planned settlements. However, there have been a lot of complaints from citizents that the ‘so called’ affordable houses are not really affordable and the interest rates on the mortgage loans are very high, as a result it is impossible for a middle class Tanzanian to buy a house. When asked if they can lower their prices, the organizations that construct these houses say that they cannot offer cheaper prices due to the taxes and duties that the government impose on them. The other factor is, the high interest rates that the banks charge on the mortgage loans. Although there are many banks that offer mortgages, the interest rates are still very high compared to other countries. In my views, the Government should support the organizations that work hard in the provision of decent planned homes. The government can help by removing VAT and other taxes on the construction materials as well as the houses. This will bring the house prices down and will enable Tanzanians to own houses.

THE LEGAL CONTEXT OF LAND SURVEYING
L
and surveying and mapping activities in Tanzania were introduced in colonial Tanganyika as an essential and relevant tool aimed in the delivery of land to the colonial settlers. In this case, farms in the rural areas and plots in the urban settings were surveyed, displayed on survey plans and used as part of a technical requirement for granting certificates of title to land. Also these surveys were undertaken to demarcate and coordinate international boundaries with neighboring countries such as Kenya and Uganda. Therefore, in land administration, land surveying is thus rendered overwhelming weight by the Land Act no 4 of 1999. Section 22 (c) of this Act which states that: “ A granted right of occupancy shall be of land that has been surveyed” and in section 23 (1) “a derivative right (residential licence) confers upon the licencee the right to occupy ... surveyed land”. These are further emphasized by section 88 of the Land Registration Ordinance (Cap 334 of the Laws), which provides responsibility to land surveying in general and cadastral surveying distinctively. The section states that only the land that has been surveyed (demarcated and subsequently coordinated) to the satisfaction of the director of SMD can be entered into the register by the

registrar of titles. The sections quotes as follows: “No estate shall be registered ...... and no parcel shall be divided on a disposition, transmission or mutation except in accordance with an approved plan”, “approved plan means a plan approved for the purposes of this section by the Director of surveys of the survey division”. Thus, the importance of land surveys, in the land administration process cannot be underlined. The value of land which has been surveyed in a proper manner and documented is usually higher than the un-surveyed ones. Nevertheless, the necessary surveys make it probable, legal and contextual for the Commissioner of Lands to provide important legal documentation and certificates of Occupancy to land owner and developers and thus make the necessary amendments and demarcations if necessary of which may lead to possible transfers of interests in land.
Nonetheless, we ‘no doubt’ understand the importance of land surveying and obtaining proper documentation for our land. However, at the moment, only 10% of Tanzania’s land is surveyed and documented, the remaining 90% is either in squatters or hold what we call “Traditional Title deeds” Traditional Title deeds are obtained or issued in the village level, and are not recognized in the Ministry level. People have urged the Government to harmonise the land Act so as to allow traditional title deeds to be legally used in such cases especially in rural communities. However, the traditional Title deeds are still not accepted as formal documents.
