The long awaited News is finally here !! As the ‘Cover Story’ says; Lukuvi Solves the Kigamboni Mystery - at last. The Government has assured residents of upmarket Kigamboni that no one will be forced to surrender his property.

The good news to the residents of Kigamboni was revealed by the Minister for Land, Housing and Human Settlement Development, Mr William Lukuvi, on Sunday 31st May, when he toured the area. As we all know, for some years residents of Kigamboni have been contending the government plan to develop the area through a project called Kigamboni City. Many of them are against the idea of taking their land and give it to potential investors and developers. But, addressing them on 31st May, Mr Lukuvi assured them that no development project will be executed in the area without the consent of the residents (please see page 6 for more details). Another Good News this month comes from the Property International and Bayport Services’ Joint Venture. LUKUVI SOLVES THE ‘KIGA MYSTERY - AT LAST

T

he Government has assured residents of upmarket Kigamboni that no one will be forced to surrender his property. The good news to the residents of Kigamboni was revealed by the Minister for Land, Housing and Human Settlement Development, Mr. William Lukuvi, when he toured the area. For some years residents of Kigamboni have been contending the government plan to develop the area through a project called Kigamboni City. Many of them are against the idea of taking their land and give it to potential investors and developers. But, addressing them recently, Mr. Lukuvi assured them that no development project will be executed in the area without the consent of the residents. “No one will be forced out of his land without first agreeing to the deal with investors. Basically, this area will be

developed by the residents of Kigamboni themselves,” said Mr. Lukuvi amid cheers from the residents. He insisted that it was the Kigamboni residents who will have final say on how they want to dispose their land and not the investor or the government. “If someone come for your land, it is you who is going to negotiate and finally agree on the price you want to sale your plot. I am sure that finally those who will decide to leave will leave here while smiling,” he said. He allayed fears that the Government was planning to forceful evict people from Kigamboni insisting that it was the people themselves who will decide what happens to their properties. For years residents of six wards in Kigamboni area who have been in a dispute with the government over a plan to repossess their land to pave the way for a modern city were.

The residents of Kigamboni, Tungi, Mji-Mwema, Vijibweni, Kibada and part of Somangila saw themselves as sitting on borrowed time as the government wanted them out to construct Kigamboni New City Project under an arm called Kigamboni Development Agency. They had fallen out with Mr Lukuvi’s sacked predecessor Prof Anna Tibaijuka whose several efforts to solve the dispute failed to yield any fruits and delayed any plans for investment in the area by reported multinational companies and institutions. The people had also spanned attempts to buy shares in the agency. But Mr. Lukuvi gave the residents something to smile about after reversing what they regard as hard line stance by Prof Tibaijuka. To assure them that the government has no plan to take their land without their consent,

Mr. Lukuvi announced last March that the government was going to give them title deeds to their plots. He said a special desk will be set to issue them with title deeds for their pieces of land. The documents will provide the residents with legal backing and negotiating power with the potential investors. Prof Tibaijuka had issued a circular prohibiting the residents from building permanent structures or conduct any development on their respective pieces of land. The circular had led to the stoppage of the issuance of title deeds, pending disputed compensation. The residents feared the agency would acquire their land cheaply and sell it exorbitantly to the would be investors. But now, Mr. Lukuvi says the people themselves will decide in a free buyer-

seller arrangement if they wished to sell their land or not or enter another agreement with the interested investors. With a number of other property development projects and the ultra modern Bridge which is under construction, Kigamboni is now regarded as one of Dar es Salaam’s upmarket suburbs.

Is city life better living in the villa

I

ndustrialisation is one of factors which shapes urban life. It does not only shape the life in the urban setting but it also attracts a lot of people from the rural, creating what experts refer to as Rural-Urban migration.

As centres of government and business, always cities have been a bee hive of activities. Because of these growing activities, many governments, sometimes responding from calls from planners, have set huge budgets for cities development. Recently, we witnessed the minister for Work, Dr. John Magufuli, announcing in the Parliament plans to look for Sh4.3 trillion for upgrading of Dar es Salaam infrastructure. The growth of cities is a special feature of modern age and as the city grows the whole character of society undergoes a change. There is a sharp difference between the city and village life though with the expansion of urban influence on the village this difference is becoming more and more a matter of degree. In many instances, governments have neglected rural development making village life complicated. Though villages serves as centres of production of raw materials, but it is the urban areas which benefits from the produce. A local newspaper, the Citizen interviewed a number of pupils from Arusha on what they prefer between living in the village or in the city. Those in favour of life in the village, praised it for its calmness, fresh air and the laid back way of doing things. On the other hand, people who are used to city life said though the place is busy,

but it comes with a lot of opportunities. Here is what they had to say:

BAGAMOYO TO MALINDI Highway to open-up eastern zone

R

ecently east African leaders met with potential investors in Dar Es Salaam to discuss means and ways of raising resources for development of the central corridor. This is one of routes planned under the East Africa infrastructure programmes, aimed at opening up the region. The central corridor traverses along central Tanzania and join the country with Burundi and Rwanda. Other tributaries of the corridor connects Tanzania to Kenya in the north, Uganda in the west as well as Zambia and DRC in the southern highlands side. Alongside this corridor, there is also development of a southern corridor which, in addition to connecting southern regions of Lindi, Mtwara and Ruvuma, it also connects the country to neighbouring Mozambique and Malawi. There is also another trunk road which traverses western part of Tanzania connecting Rukwa, Katavi, Kigoma, Chato and Kagera Regions with Burundi, Rwanda and Uganda. Together with the northern corridor, these roads are expected to open-up the East Africa countries and create linkages not only between regions, but between country and country. To complement these initiatives, plans are underway to create another road which connects the coastal regions all the way from northern tip of Kenya in Malindi in Kenya to southern tip of Tanzania in Mtwara through Bagamoyo and Dar Es Salaam. The road is part of the efforts at the East African Integration which is taking

various faces since it was re-initiated in recent years. A few years ago, the much publicized East African Integration could have sounded, a meaningless jargon or to be exact a very distant dream to the common Pangani resident. The road is opening up opportunities for the common people in Pangani and other areas and joining up the famous Northern Tourist Cycle which gives the chance to add Tanga and Pangani specifically with its beautiful beaches to its package. With that perhaps the once famous terminus of an important and ancient trade route to the interior could once again assure its place as a critical interface of trade and communication between the African continent and other peoples of the Indian Ocean. As part of implementation of the road, the government has assured the public that construction of the 412 kilometres Bagamoyo-Malindi highway will commence early next year. The project to be completed in 36 months with funds from the East Africa Community and the World Bank is expected to enhance cross-border-trade between Tanzania and Kenya. It will also facilitate movements and business between Tanzania and Mozambique in the south. Minister for Works, Dr John Magufuli told the National Assembly last month that the project is expected to be implemented in phases. One phase involves rehabilitation of 240-km long Malindi – Lunga Lunga road and another phase will comprise upgrading to bitumen standard the Tanga

–Bagamoyo Road covering 172km. To assure the nation that the project is on cards, Dr. Magufuli told the National Assembly that feasibility studies and detailed design for the project has been undertaken. This means that what is being waited now is only commencement of the actual construction work. According to the minister, EAC will begin talks with the African Development Bank (AfDB) this month over $500 million (Sh1.02 billion) credit for the execution of the project. The EAC and AfDB had agreed on a grant amounting $5.5 million which covered the feasibility studies and detailed designs for the highway and Arusha-Voi road project. Malindi-Bagamoyo is one of the priority multinational roads spearheaded by the Community to boost regional integration, cross-border-trade and tourism within EAC member states. Among other issues, the road is also expected to improve road transport between the countries coastlines, particularly Mombasa and Bagamoyo. This project will also ensure easy cargo movement from Mombasa and Tanga ports to the landlocked countries of Uganda, Rwanda, Burundi and South Sudan. Because it connects with Bagamoyo, where an ultra-modern port is expected to be constructed, the road will be fundamental in ensuring that the port, touted to be the largest in the East Africa Region, is well utilised.

PIM. Issue no. 9, June 2015 The road passes in Pangani, regarded as one of the oldest documented trade settlements on the East African coast. It sits where the Pangani River is released into the Indian Ocean. The growing Pangani town is nestled against its shores making it a fascinating object of tourism. The road opens a potential for Pangani to take its place in the tourism circles what with the majestic Saadani National Park where the green turtles come to nest and the only place you can find wildlife resting in the sea beach. For centuries Pangani, the once famous terminus of an important and ancient trade route to the interior assured its place as a critical interface of trade and communication between the African continent and other peoples of the Indian Ocean. The project would also involve construction of bridge spanning the Wami River as well as access roads to tourist destinations along the coast of the Pangani and Bagamoyo districts. A by-pass which would join the Tanga Pangani road with the Tanga Mombasa Road through Utofu on the TangaMombasa Road to Majani Mapana and Duga Mwembeni along the Tanga-Pangani Road is also part of the project. According to the government, construction of the road would involve construction of a Bridge spanning the Pangani River which would be permanent solution to road communication between the two sides of the historic town.

EAC Roads Sector Projects

East Africa has designed a number of road projects aiming at connecting the region and making travels involving trade and tourism easy. The project objective is to improve the efficiency of the regional road corridors by rehabilitating failed sections and upgrading gravel roads to bitumen standard. There are about 94 road links over five transit corridors that are under various stages of development. EAC plays a co-ordination role in monitoring and evaluating the progress of implementation of sub-projects. Some of the projects include:

Arusha – Namanga – Athi River Road Project

The objective of the project was to construct a highway to boost regional trade and tourism and reduce transportation costs.

The project road is 240km long. Construction on the Kenyan side commenced in November 2007 while on the Tanzanian side, the contractor was given possession of site in June 2008. The rehabilitated Arusha – Namanga – Athi River Road was launched by the EAC Heads of State at Athi River Town in Kenya on 28 November 2012.

Arusha – Holili – Taveta Road Project

The detailed Engineering, Environmental and Social Impacts Analysis studies for the Arusha–Voi road were completed in December 2012 with construction expected to begin by September 2013.

NEWSBRI MWANZA AIRPORT PROJECT TO COST SH105BN STALLS

Construction of the highly anticipated Mwanza International Airport estimated to cost Sh105 billion has hit a snag. The snug in the project was raised recently in the Parliament when Transport Minister Samuel Sitta was responding to a question from an MP. The MP wanted to know when the Mwanza airport and related infrastructure would be renovated to improve service delivery. Citing that the airport would serve as the transport hub for the Great Lakes Region and other international flights from across the world, Sitta said; “the expansion project will cost the government Sh105 billion and the government is working hard to make sure the funds are available for the project.” “Despite the fact that we are facing shortage of funds, the government had already spent about Sh12.5 billion in the project,” he added.

SH4.4TR REQUIRED TO DECONGEST DAR

It is a story that has been told and retold so often, about plans to construct flyovers and modern highways in order to decongest Dar es Salaam, which is now synonymous with traffic jams that cost the economy Sh4 billion daily. Shortly after his election in 2005, President Jakaya Kikwete promised to build

flyovers to tame traffic snarlups on the city’s roads, but ten years down the road, he is due to retire in November and leaving behind the very same old tale of decongesting Dar Es Salaam. To about five million residents of this city, traffic jams have become part of their daily lives, thanks to the dilapidated infrastructure, poor planning and lack of seriousness in the drive to decongest the country’s commercial capital. But the nation has been assured that the government is scouting for Sh4.394 trillion to undertake various projects that seek to decongest the city of Dar Es Salaam—for real.

GOVT AGREE TO COMPENSATE KWEMBE RESIDENTS

Deputy Minister for Lands, Housing and Human Settlements Development, Angellah Kairuki At last the government has resolved to pay the long awaited land compensation to Kwembe residents who were relocated to pave way for the construction of the Muhimbili University of Health and Allied Sciences (MUHAS). The compensation will involve residents of Kisopwa, King’azi and Mloganzila in Kwembe ward in Kinondoni District. The move follows the meeting held on Thursday between the residents and Deputy Minister for Lands, Housing and Human Settlements Development, Angellah Kairuki at Kwembe ward.

According to the Deputy Minister, land is the government property but the residents will be as paid per the president discretion because the residents have been living at the area for several years. “We have decided to pay them whereby Sh2 million will be paid per acre… people with less than one acre will also be paid according to the evaluation,” Kairuki said.

CHINESE EMBASSY HANDS OVER LAB TO SCHOOL

The Chinese embassy in Tanzania has donated over a science laboratory worth over Sh20 million to Mwisenge Primary School in Butiam District, Mara Region. The construction of the laboratory which was implemented by a Chinese construction company known as Chico was carried out from December last year. Speaking at the handing over function the Chinese Ambassador to Tanzania, Dr Lu Youqing said that they decided to donate the laboratory so as to improve education at the school. He said that education should be a priority to every country no matter how poor a country was and that’s why the late Mwalimu Julius Nyerere attached great importance to education because he believed that education was the only way to liberate people’s mind from colonialism. He said that the construction of that laboratory started in

December last year and that the project has been implemented in honour of Mwalimu Nyerere who was a pupil at Mwisenge Primary School between 1932 and 1934 as well as Nyerere’s contribution in developing Tanzania-China relations.

CAR TRACKING SYSTEM TO REDUCE ACCIDENTS IN PIPELINE

The government plans to introduce car tracking system in efforts to reduce the everincreasing road accidents in the country, the parliament heard yesterday. Deputy Minister for Home Affairs, Pereira Silima, told the Parliament recently that the government was concerned by the number road death toll which is largely caused by human errors among drivers. He said a recent research in the country showed that negligence or human errors by the drivers cause at least 74 per cent of accidents while poor roads and defective vehicles cause 14 and 12 per cent of the accidents. “It is true that some drivers take alcoholic drinks before setting off on their trips only to end up causing accidents. This is one of the human actions that lead to road carnage,” he said. The deputy minister disclosed that there were 2,887 reported accidents in the country between January and December, 2014 which claimed lives of 3,528 people, leaving 14,137 others injured.


IEF NEW HOTLINE TO ENHANCE ROAD SAFETY

Three IPP Media outlets, ITV, Radio One and Capital Radio have joined hands with the police force and telecom giant Vodacom to launch a traffic safety campaign to help stop the road carnage that has already claimed over 1000 lives this year alone. The launching was held yesterday in Dar es Salaam and coincided with the inauguration of the road safety emergency number 0800757-575 which will enable commuters to report any violation of traffic regulations. Speaking in Dar Es Salaam during the launch ceremony, Chief Traffic Commander Mohamed Mpinga called upon the citizenry to report all violations of traffic rules and regulations. “Wananchi should support these efforts by reporting to the traffic any violation of traffic rules while they are traveling especially on long distance buses,” he urged.

MCHUCHUMA, LIGANGA PROJECTS TO START THIS YEAR

The construction work on the massive Mchuchuma colliery and Liganga iron ore projects in Njombe and Ruvuma regions will start this year after the government has found an investment partner, the National Assembly was informed yesterday.

The Industry and Trade minister, Dr Abdallah Kigoda, said this when tabling the ministry’s budget estimates for the 2015/2016 financial year, adding that the project will be inaugurated by President Jakaya Kikwete before leaving office. He said at least Sh5 trillion is available to fund the Mchuchuma colliery project estimated to have 540 million tonnes of coal deposits, which are enough to produce 600MW for over 100 years. “Plans are ready and we are just waiting for the arrival of machinery and other construction equipment for the project that dates back to 1961,” the minister said.

NO DEVELOPMENT PROJECT IMPLEMENTED LAST YEAR MINISTRY

Not a single development project set by the Ministry for Labour and Employment of the 2014/15 financial year was implemented, the House was informed yesterday. The revelation was made yesterday in parliament by the responsible minister, Gaudentia Kabaka, when tabling her ministry’s budget for the 2015/2016 fiscal year. “Up to the end of April, at least 82 per cent of funds allocated for salaries was paid and 30 per cent of money allocated for Other Charges (OC) was also disbursed but nothing was given for development

projects,” she lamented. In the coming fiscal year (2015/2016), she said the Labour and Employment ministry has requested Sh20 billion for development projects, Sh4.1 billion- for salaries and Sh14.7 billion for Other Charges.

GOVT SECURES SH115BN FOR ASSEMBLING TRACTORS

Tanzania has secured Euro50 million (about Sh115 billion) out of Euro100 million (about Sh230 billion) as loan from the government of Poland for importing and assembling tractors locally. This was revealed in the Parliament when the Deputy Minister for Agriculture, Food Security and Cooperatives, Mr Godfrey Zambi, was answering Busanda MP Lolensia Bukwimba’s question. Mr Zambi said, out of the total Euro100 million, the government planned to use half of it for embarking on assembling tractors locally. Ms Bukwimba argued in her question that Geita Region was facing shortage of agricultural inputs as statistics show that it had only 76 tractors and 80 power tillers. “Let me take this opportunity to inform the Parliament that last month the minister went to Poland to follow up a loan of Euro100 million, and we have already secured Euro50 million to start with in assembling tractors,” he said.

TONE SET FOR GLOBAL CLIMATE CHANGE DIALOGUE IN PARIS

The 6th Petersberg Dialogue, an informal meeting of ministers and representatives from 35 countries in preparation for the UN Climate Change Conference in Paris in December, was held recently in Berlin, German. The Dialogue produced a negotiating text that will be accepted by all participants in the 2015 international climate conference in Paris, also known as COP21. It identified remaining challenges on how to tackle climate change and bring concrete possibilities for action to light. Attending ministers reflected on political processes vital in the war on climate change. The Petersberg Climate Dialogues from 2010 to 2014 gave concrete ideas of what can be achieved politically in relation to the targets set and thus made an important contribution to the success of the climate conferences. A statement issued ahead of the talks, said the dialogue will strengthen political momentum ahead of the conference in Paris and as such makes a concrete contribution to UN climate negotiations.

CONSUMERS DRIVE BOOM IN SUB-SAHARAN AFRICA Africa is growing at record speed. With six of the 10 fastest-growing economies in the world, sub-Saharan Africa’s average GDP growth will exceed 5% in 2014. A real-estate boom is an inevitable side effect of rapid urbanization and a burgeoning middle class. According to a report published by consultants PwC in March this year, by 2025, over 60% of all construction activity will take place in emerging markets, up from 35% in 2005. Sub-Saharan Africa will account for the second-largest proportion of this, just trailing emerging Asia, driven by an emerging consumer class: the rise of commercial real estate as a popular asset class is already on the up. “The growth of retail space is probably one of the most important trends in sub-Saharan Africa at the moment,” explains Gerhard Zeelie, head of real estate finance for Africa at Standard Bank, which came out as the best bank overall for Africa in Euromoney’s real estate survey. “Retail space is the fastest-growing asset class in terms of real estate, with Nigeria and Kenya being particularly popular hubs in the west and east respectively. Outside of South Africa, Kenya has one of the most developed real-estate markets in the region,” he says. In Nairobi, the newest addition is Garden City, a retail, residential and commercial project developed by private equity firm Actis. It will house the largest mall in east Africa (50,000m²), an outdoor events area and a theatre. Garden City is a product of Actis’ second dedicated real-estate fund, one of the biggest in the region. The firm is still looking to fund other projects. The first real-estate fund, launched in 2006 has just a couple of assets left to exit.

With the company’s successful track record, Actis sets an example for those working on the continent and comes out on top for developers in the survey. Louis Deppe, director of real estate for Actis, says: “There isn’t a lack of buying power in the retail space in places like Nairobi, but there is a shortage of quality tenants. And what I mean by this are tenants and retailers that are familiar with African consumers.”

He adds: “In the past we have seen companies trying to set up shop on the ground without the right expertise, companies that haven’t adapted to an African market. In some instances, for example, retailers have assumed that Africa is a dumping ground for leftover stock. But in reality shoppers want the highest-quality products just like anyone else. If not, they won’t pay up and retailers won’t succeed. Companies need to have a better understanding of who they are catering for.” While shopping malls are popping up in Nairobi, Lagos and Accra to cater to newly affluent consumers, there remains a lack of affordable housing in the region – a problem likely to get worse as population and urbanization rates increase and while structural funding problems continue. “Local-currency interest rates in the mortgage market remain high and price many people out of the market altogether,” says Zeelie. “It’s not unusual to see local-currency interest rates can be as high as 18% in some places.” “Investors are less likely to enter this sort of market because returns aren’t as high as they are in the retail space,” he continues. “Investors develop in dollars while their tenants earn in local currency, so either they pass on the local

currency risk to their tenants or they deal with it themselves. Whatever option they chose, the bottom line is that affordable residential real-estate developments aren’t all that profitable and have turned investors of this asset class.” At the same time, developers in South Africa, suffering restricted economic growth yet with a relatively welldeveloped property market, have begun to look north in search of opportunities. Indeed, some investors will continue to remain cautious because of the complexity and confusion that revolve around land and ownership laws, says Estienne De Klerk, executive director for Growth-point Properties in South Africa, Euromoney’s best investment managers in South Africa and Africa in the survey. “South African investors are looking north and are looking at potential investments. But right now it’s just a toe in the water. There isn’t much being done on a large scale.” “Each jurisdiction has its own tax requirements, its own regulatory framework, its own risks and problems,” says De Klerk. “It can be off putting. But one thing that the region as a whole has in common is that there is a huge demand for real estate in subSaharan Africa. Governments will need to attract capital to ensure real-estate development. This will mean a re-haul of rules and regulations soon.”

ome Tanzanians are used to natural disaster and they believe that nothing can be done to contain them or their effects. But, if you are among those who believe in assumptions that ongoing floods and other natural calamities in Dar Es Salaam and in other major cities and towns are a mere natural occurrence that could not have been avoided, then you are wide off the mark. There are a lot of literature which suggests a number of ways and

strategies which can help to mitigate effects from natural disasters such as floods and fires. But, the problem is that implementation of these suggestions are lacking. Sometimes it is very easy to overcome these disasters because most of them are man-made. If people learn and decided to practice better living practices, there is great possibility that effects from natural disasters to be mitigated to great extent. And man should not deny that he is among factors which increases effects

of natural disasters. A new audit report by the Controller and Auditor General (CAG) reveals just why man-made factors are fuelling the repeated occurrence of floods, frequent outbreaks of cholera and diarrhoea as well as high incidences of malaria in Tanzania’s major urban centres. This comes just days after heavy rains impounded Dar Es Salaam, killing about 12 people, leaving thousands homeless, putting business activities to a standstill as well as destroying roads and bridges. Similarly, at least 12 people died last year (2014) while thousands others were left

But according to the CAG’s Performance Audit Report on the Management of Urban Planning in Tanzania, some of these disasters are a result of a lack of a proper planning mechanism for the country’s major urban centres. The report, presented to the National Assembly recently revealed that 80 per cent of Tanzania’s towns operate without General Planning Schemes which are needed in the directing how urban land must be used. “Urban land is classified as industrial, residential, commercial, infrastructure allocation, recreational, open spaces as well as land for public facilities such as schools and health centres in a particular area,” reads the report which was compiled after a study of 148 towns. The report has established that 96 of the surveyed 148 towns had never prepared or developed Master Plans since their establishment. “Some 52 towns (35 per cent) had Master Plans that had expired and therefore, the bulk of the towns – about 78 per cent – have been operating without updating their Master Plans for a period of more than 10 years,” the report reads.

The same is true about Dodoma where areas earmarked for green structures and industrial areas – in line with the 1976 Master Plan – have been encroached and turned into residential area. In Mbeya, 24 per cent of the area meant for open spaces have been encroached.

Many residents of metropolitan regions work within the central urban area, and choose to live in satellite communities called suburbs and commute to work via automobile or mass transit. Others have taken advantage of technological advances to work from their homes. Though development level in Dar Es Salaam and other major urban cities does not facilitate to work from home, but surely, infrastructure development in recent years provides room for people to live in well planned areas.

The other striking factors in the report is that even those that were found to have Master Plans, there implementation still left a lot to be desired. “It was observed in Dar Es Salaam City that when the 1979 Master Plan was designed, Mwenge and Mbezi were meant to be Industrial Areas but implementation of the plan was different,” the report reads.
