MINISTRY TARGETS TSH. 70 BILLION FROM REDUCED LAND TAXES systems which would make it easier for people to pay taxes and levies. Meanwhile, Mr. Lukuvi told the Parliament that under the newly adopted system no person will be evicted from the land he is occupying if there is no money for compensation. He said that under the new system, the government valuer will not make estimation of any property and give a green light if there is no authentication of availability of compensation money. This move was hailed by the Parliamentary Committee on Land, Natural Resources and Environment which noted in its report that many people have been affected by the old system where they were moved from their land without being compensated.

he Ministry of Lands, Housing and Human Settlement Development has substantially reduced land taxes in a bid to enable title owners in the country afford them. This might attract compliance which would enable the ministry collect Tsh. 70 billion in the next financial year, according to the Minister, Mr. William Lukuvi. Presenting his ministry budget for 2015/2016 in the Parliament recently Mr Lukuvi noted that the decision to review the land taxes stems from a promise made by the ministry. “We promised to review the land taxes and levies after many people complained that the prevailing rates are too high. Our target is to set rates which are affordable and friendly to the tax payers,” he said. Mr. Lukuvi said after the review, the ministry believes that even the low income owners who hold land titles will be able to pay property tax because the government has reduced taxes in that bracket for about 30 percent. Elaborating, he noted for instance that tax for farms which have been surveyed and have title deeds has been reduced by 60

percent from Tsh.1,000 to Tsh. 400 per acre. He further noted that commercial farms tax has also been slashed by half from Tsh.10,000 to Tsh. 5,000 per acre with levy for land surveying reduced by 62.5 percent from Tsh. 800,000 to Tsh. 300,000 per acre. On the other hand, Minister Lukuvi said that cost for caveat documents would not be obtained at Tsh. 40,000 from Tsh.120,000 denoting a 66.7 percent decrease. Mr. Lukuvi said also that people who apply for title deeds will now experience 75 percent relief on the fee which has been decreased to Tsh. 20,000 from Tsh. 80,000. Mr. Lukuvi said that the new tariffs, which will come into effect on July 1, this year, will enable the ministry collect Tsh. 70 billion in the next one year. “Because the tariffs are now friendly and affordable, I would like to appeal to all title owners to pay their taxes timely and voluntarily,” Mr. Lukuvi pleaded. Mr Lukuvi said also that the ministry plans to improve revenue collection in 2015/2016 after improving payment

“We are satisfied by the steps taken by the ministry to address the compensation problem. The current system of evicting people after they have been compensated is ideal,” said the chairman committee, Mr. James Lembeli when tabling the report in Parliament. The committee also hailed the government move to exempt all public entities which construct affordable houses from paying Value Added Tax for properties and materials meant for the construction of the houses. But the committee urged the government to hasten the making of Land Policy which would provided the much needed guidance on land issues in the country. For her part, the Land, Housing and Human Settlement Development shadow minister, Ms. Halima Mdee, urged the government to review taxes imposed on building materials so as to enable many people to afford them. She also asked the government to halt giving foreigners land until after a review was conducted to so as o have reliable plan on the better land use.

This July all roads lead to 39th DITF The Tanzania Trade Development Authority (TanTrade), organizers of the 39th annual Dar es Salaam International Trade Fair (DITF), has announced that the two week event will take place from June 28, 2015 to July 8, 2015. Tantrade director general, Ms Jacqueline Maleku was quoted as saying recently that preparations for 39th Dar es Salaam International Trade Fair (DITF) are going on well, with more than 2,000 domestic and international exhibitors expecting to participate. She said in 2014, about 1,700 domestic firms and more than 500 foreign firms participated in the 38th DITF and the number is expected to increase this year. In 2009, a total of 23 countries were represented at the DITF, compared to 27 countries in 2008. The decline in representation was caused by the world economic crisis. A total of 2,103 exhibitors participated in the trade fair in 2009 compared to 1,930 exhibitors in 2008. Out of that, 1,760 exhibitors were locals while 343 exhibitors were foreigners compared to 1,602 local exhibitors and 328 foreigners in 2008. The increase in local exhibitors was attributed by the increase in participation of Ministries and Government Institutions. “I encourage more participation as we have put in place some efforts to ensure peace and security during the whole days of exhibition,” she said. She also said that they have improved infrastructure at the exhibition grounds

so as to enable exhibitors achieve their goals easily. The event, which takes place at the Mwalimu J.K. Nyerere Trade Fair Grounds along Kilwa Road, has become a trade hub for countries including Uganda, Rwanda, Burundi, Democratic Republic of Congo, Zambia, Malawi, Zimbabwe and Botswana as well as domestically for business communities within Tanzania. From outside Africa, the Fair has attracted participants from China, US, UK, Japan and Syria to name but a few countries. TanTrade was established in 2009 with the mandate to implement the National Trade Policy, the National Export Development Strategy, the Trade Integration Strategy, and the Agricultural Marketing Policy among other policies with the intention of developing and promoting Tanzania’s internal and external trade. TanTrade has been tasked with the mission of furthering the economic performance of Tanzania by developing and promoting goods and services to local and foreign markets. History The Dar es Salaam International Trade Fair, also known as Sabasaba, is a major promotional event organised by TanTrade. The Fair Grounds were inaugurated in 1962, one year after Tanzania gained her independence on 9 December 1961. The Grounds at that time were under the Ministry of Trade and Co-operative Unions and the fair was known as the National Agricultural and Trade Fair (NATF).

It was organised by an expert from UK in the Ministry of Trade and Cooperative Unions by the name Mr Lucas, with the assistance of Mr Mashamba who was an official of the Ministry. The Fair was earlier in the management of defunct Board of External Trade of Tanzania (BET) which dedicated itself to establishing global business partnership through organising and managing international and specialised trade fairs, solo exhibitions, product and market research, prospect development, Trade missions, buyer-seller meetings and contact marketing programmes.

The Dar es Salaam International Trade Fair has established itself over years as the shop window for Tanzania products as well as the East, Central and the Southern African Region. Supported by the services of the Dar es Salaam harbour which serves the region effectively, the fair acts as one stop centre for reaching countries such as Kenya, Uganda, Rwanda, Burundi, Democratic Republic of Congo, Zambia, Malawi, Zimbabwe and Botswana. The fairs enjoys patronage of the Tanzania business community who both exhibit and use it as a forum for business exchange. Participation has ever been on the increase from a mere over 100 companies in the

late eighties to over 1,041 companies in 1999. In 2006 a total of 1,526 exhibitors exhibited at the fair and came from overseas representing over 18 countries, Tanzania inclusive. The fair enjoys support of the Government through the Ministry of Industry, Trade and Marketing. The fair is also supported by the Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA) and the Confederation of Tanzania Industries (CTI) as well as other institutions in the country.

LAND COST

Land is one area which has caused many conflicts in Tanzania and other East Africa member states alike. These conflicts pit different land users like farmers, pastoralists, investors and government authorities such as national parks as well as game and forest reserves. There are many causes for the conflicts. Not only land has become scarce due to increase in land use, but also people and communities have already realized the true value that the land holds. To many people and community, it is very hard to detach land from livelihood.

Now days, social sustainability is not an empty concept the cultural complexities of the local traditions and customary laws surrounding land ownership, land titles, land inheritance. And, land as a social good, must firmly be understood first by anyone attempting to invest in East Africa where, like other places in Africa, generally land is regarded as ‘social construct’ first, and only a material and private good second. This concept has made it impossible to have uniform land prices in the region. And not only land prices, but governments in East Africa also have different system of taxing real property.

Prices of land differ invariably across East Africa mainly due to economic factors. But generally, price of land in each country in the region is determined basing on a number of aspects such as the intended use and location. Awareness of the people or person selling the land can also weigh in the price negotiations. The fact that many people now days understand the real value of land does not mean that people do not sale their land. As much as others cling dearly to their pieces of land, but others have been selling out. Global trends show that almost 5 percent of Africa’s agricultural land has been bought or leased by investors

A CAUSE FOR CONCERN IN EAST AFRICA

since 2000, according to an international coalition of researchers and NGOs. A database released recently, reveals even secretive deals struck by governments, investors and speculators seeking large tracts of fertile land in developing countries around the world. The past five years have seen a flood of reports of investors snapping up land at rock-bottom prices in some of the world’s poorest countries, mainly in Africa and East Africa has not been spared.

Land costs Due to lack of reliable data on land prices in East Africa, it is very hard to put a price tag on land. As noted earlier, price of land is determined basing on a number of issues. This is also the case in property tax policy structures in the region. The tax base, assessment basis and the tax rates vary considerably. For instance, Tanzania taxes only buildings, Uganda taxes both land and buildings, while Kenya taxes only land. Despite these differences, each faces similar problems of weak administration. Tanzania is also undergoing a massive growth in land prices in strategic towns away from commercial capital, Dar es Salaam. Mtwara, a port town in the South, has experienced ridiculous price escalation in the recent years fuelled by hot offshore cash with an acre now going for and much as $250,000 (Sh557 million under current exchange rates). It’s in Mtwara that billionaire businessman, Nigerian Aliko Dangote is building a $500 million cement plant and has sought approval for a 75 megawatt coal plant. Many stakeholders, including Mr. Januari Makamba, the Bumbuli Membe of Parliament and Deputy Minister, have been calling for a policy to create an enabling environment in real estate sector. Reports from Kenya shows for instance

that resort town of Nanyuki in Laikipia county is leading the way in astronomical hikes in prime land prices as strategically located counties post a faster growth in land costs than Nairobi. Land prices in Nanyuki are said to be increasing at a fast pace with some of them tripling in less than a month, fuelling projections of a bubble in coming years. Lordship Africa, a grade A property developer, has cited a case where quotation for a three-acre parcel of land shot up three-fold in just three weeks, underlining the ‘crazy’ pace at which land prices are skyrocketing. Nakuru, Eldoret and Naivasha are other towns that are experiencing surges in land prices, largely due to their centralised location near the country’s agricultural productive farms including the food basket regions and wildlife. A plot in the prime area in Eldoret’s central business district whose asking price was between Ksh10 million and Ksh15 million five years ago has, for example, spiked up 10-fold to sell for about Ksh100 million. In Nakuru, the demand for space is on the rise as its popularity as a retail and hospitality destination continues to rise with supermarkets now in the upwards of 70, while hotels are rapidly springing up.

Forests The EAC has a total forest plantation cover of 8.8 thousand square kilometres. The Republic of Rwanda has the highest area under plantation forest cover at 4.0 thousand square kilometres, an indication that the country is doing better than the other Partner States in regard to attaining the minimum 10 percent forest cover.

Agricultural Land The EAC total agricultural land (2012/13) was estimated at 124,718 thousand hectares. Proportionately, the Republic of Kenya accounts for 45.6 percent of the total agricultural land use followed by Tanzania at 38.6per cent while Burundi, Uganda, and Rwanda accounts for 0.9, 13.0 and 1.8 per cent, respectively.

The pricing of land in the counties is believed to be purely based on speculations that the value will accelerate at the same rate like that witnessed in Nairobi in the past years. At the same time, a plot in Nairobi has in the past risen from an average Sh5 million to Sh60 million within five years.

NEWSBRI STATE GIVES UP ON PLANNED SETTLEMENT PROJECT MEANT FOR DAR’S MAKONGO JUU The government will no longer pursue development of the Makongo Juu planned settlement area citing ‘negligence’ among state officials as the reason behind the failure. Speaking to residents in Dar es Salaam recently, Lands, Housing and Human Settlement Development Minister William Lukuvi admitted that the government has failed in the project. “I am aware that this matter has been in our plan since early 1990s. The government had since then been struggling to implement it without success,” he acknowledged. “Now we want this task handled by a public committee that you will form today,” he told the villagers. LITTER ARUSHA STREETS AT YOUR OWN RISK Days of Arusha residents littering the streets and getting away with it are now numbered, as the city authorities fathers have imposed hefty fines on the offense in a renewed bid to keep suburbs clean. In addition to the fines, the city full council meeting has also passed a bylaw requiring each resident to take part in cleaning his neighbourhood on the first Saturday of every month. Anyone who will fail to adhere to the bylaws, he will have to pay a fine of between Sh50,000 and Sh300,000, Arusha regional commissioner Felix tibenda said when launching the campaign at

the Central Market. He said the campaign, which flopped in the past due to lack of a by law, would go a long way in preventing diseases from breaking out in the city. UPGRADING OF DAR PORT PROJECTS GOING ON WELL Tanzania Ports Authority (TPA) has commended Trade Mark East Africa (TMEA) for funding some of the ongoing upgrading Dar es Salaam port projects. According to the TPA acting Director General, Mr Awadhi Massawe, upon completion the projects will tremendously improve and make the port more competitive regionally. A delegation from TMEA recently inspected various projects at the Dar es Salaam port. “We have some challenges in regard to some infrastructure here but TMEA is helping us sort out some of them,” Mr Massawe told journalists during a tour. He noted that currently, TMEA is funding gates expansion project that aims at easing trucks congestion experienced now. OBAMA TO RECEIVE REPLICA OF MWALIMU NYERERE BATON The sculptor of the baton of Mwalimu Julius Nyerere will hand over a similar wand to the S President Barack Obama, making him the world’s third sitting president to receive the artwork after the Father of the Nation and President Kikwete. President Kikwete received the baton recently during the commemoration of the world’s Albinism Awareness Day

The Director of Operations and Infrastructure at DART, Eng John Shauri has said that the first BRT Bus Station had been completed within a scheduled time by the project’s contractor, Strabag. A team of officials from DART Agency and Tanzania National Roads Agency (TANROADS) toured the state of the art station to verify its quality before handing over stage. “We wanted to make sure that everything is okay before the work is handed over,” he said of the completed bus station at Kimara Resort area. NSSF NOW TO GIVE CAPITAL LOANS The National Social Security Fund (NSSF) now plans to start a special programme that will enable youth groups to secure loans that they can use as capital to start up a business and thus overcome poverty and joblessness in the country. This was revealed by SSF Dodoma regional manager

yabuyenze Kirondera, who said the programme expected to commence later in the year will take into consideration business proposals put forward by youth graduating from different universities. He said the idea of offering the loans emerged during the NSSF Annual General Meeting held earlier this month in Arusha, and that the youth will have to form teams and draw up sound business ideas so as to stand a chance to secure the loan facility. CONSUMERS REJECT HUGE WATER FEE INCREASE Consumer bodies and other stakeholders have said no yo plans to introduce new water tariffs proposed by Dar es Salaam Water and Sewerage system (DAWASA) and the Dar es Salaam Water and Sewerage Corporation (DAWASCO). The two institutions plans to increase the tariffs from current Sh1,098 per 1,000 litres to Sh2,631 equivalent to 139.6 percent increase for clean water services. DAWASA had also proposed an increase of sewerage services prices from Sh275per 1,000 litres to Sh561 equivalent to 10 percent, effective 2016 2017 financial year. The EWURA Consumer consultative Council (CCC) chairman, Prof Jamidu Katima said at the stakeholders meeting held in Dar es Salaam that if the increase in price will be accepted by Ewura they will have no effect on the delivery of clean water and sewerage services.

SUA Vice Chancellor, Prof Gerald Monella, said in Morogoro recently that time has come now for the country to rely on its experts on the area if agriculture is to improve. He was speaking to journalists after opening of the Climate change and Muliti-Dimensional sustainability in Africa Agriculture symposium, which was held at SUA premises. “We have a lot of specialists who have conducted research on how to counter climate change in agriculture. Unfortunately, outcomes of these researches are not implemented effectively,” he said. DAR PORT RECORDS IMPRESSIVE GROWTH Dar es salaam port’s annual cargo traffic growth now stands at 14 per cent, the Acting Director General of the Tanzania Ports Authority, Awadhi Massawe, has revealed. He told editors of Tanzania media houses on a familiarisation tour of the Dar es Salaam port that major infrastructural improvements and good working relations with port users were behind steady cargo traffic growth at the port. “The traffic growth is steady and encouraging,” he told the editors. “All of these can be translated

into two cardinal service delivery tenets: good working relations and understand what the stakeholders want.” Mr. Massawe said major reforms and infrastructural development projects that have been executed in recent years sought to enhance the port’s performance, telling editors that 40 per cent of the government revenue comes from ports. LIGANGA IRON MINE, STEEL PLANTS TO EARN GOVT SH252.4 BILLION ANNUALLY Royalties and various taxes collected from the Mchuchuma and Liganga projects will increase government revenue by Sh252.4bn annually for the 50 to 100 years. The Deputy Minister for Energy and Mineral Dr Charles Kitwanga told the Parliament that the projects will also benefit the locals providing some 3,049 jobs along with other indirect benefits. “The projects are estimated to continue for 50 years in Liganga and 100 years in Mchuchuma,” he detailed. He noted that because the projects will last for so many years, the government is working on how to accrue benefits for future generations to match the anticipated increase in cost of living. MYSTERY AS NUMBER OF ELEPHANT DECREASES Disappearance of about 10,000 jumbos in RuahaRungwa ecosystem has ba ed researchers, Dr Simon Mduma, the director general of Tanzania Wildlife Research Institute (Tawiri , has confirmed. The number of elephants in the ecosystem though has tumbled from 20,000 in 2009 to only 8,272 last year, but no explanation could be given on the tremendous decrease. Usually when such a large wildlife animal loss is observed, a comparable number of carcasses are also observed, but that was not the case with the ecosystem. The puzzle has prompted minister of Natural Resources and Tourism Lazaro Nyalandu to send them back to the ecosystem to ascertain the whereabouts of the wildlife animals. EXPERTS CAUTION OVER TOXIC ADDITIVES IN PAINT Stakeholders in the paint sub-sector and the general public have been cautioned over potential health hazards posed by toxic additives in paints including increased risk of developing cancer. The toxic additives in paints include Lead, Mercury, Arsenic and Chromium according to a study by American National Cancer Institute.“The additives are added to the pain to improve performances, but they pose grave threat to the health of users,” explained Managing Director of Insignia Ltd Kishan Debar in press statement.

HOW TO PROTECT YOUR HOUSE PLANTS FROM PESTS House plants offer an easy and relatively low-maintenance alternative to outdoor gardening, which is especially helpful for apartment dwellers. In general, taking care of house plants does not carry with it all the risks and hassles of keeping outdoor plants healthy. However, you may still find yourself fighting a classic gardening battle when caring for your house plants - keeping insects from destroying them. Gnats, aphids, fruit flies, and spider mites are all common insects that can attack your plants. There are several steps you can take to prevent bugs in your house plants, which will work best when used in conjunction.

There are several method you can use to kill and remove insects. • Sticky traps can be used to control infestations of flying insects such as fruit flies, gnats, and winged aphids. These traps are usually yellow in appearance and can be hung near the infested houseplant. • Pruning can help control isolated insect infestations. If you notice that most of the insects are concentrated on a few leaves of a plant, prune these leaves away and throw them out. • Wash small insects away with soapy water. Small insects like aphids and mealybugs can be removed by rubbing the plant’s leaves with a cloth moistened with soapy water.

Inspect your plants regularly for insect damage. This may sound obvious, but in fact most insect infestations can be mitigated if you are monitoring your houseplants closely enough to catch
