Harper government strengthens world-class tanker safety system
T
he Government of Canada announced today it is further strengthening Canada’s already robust tanker safety system. These measures act on recommendations by the independent Tanker Safety Expert Panel and build on other studies, as well as input received from provincial governments, Aboriginal groups and marine stakeholders from across Canada. These safety measures are in addition to those announced by the Government of Canada in March 2013. The improvements announced today work towards preventing spills in the first place, cleaning them up quickly if they do occur, and making sure polluters pay. Implementing these new measures represents an ongoing commitment to the Canadian public towards Canada’s world-class tanker safety system, which is essential to protect our marine environments and responsibly transport our natural resources. These measures include: a.. Modernizing Canada’s marine navigation system. Canada is a member of the International Maritime Organization, and will take a leadership role in implementing e-Navigation, which reduces the risk of an oil spill by providing accurate and real-time information and data on navigational hazards, weather and ocean conditions to vessel operators and marine authorities to minimize the potential of collisions and accidents. b.. Establishing new area response planning partnerships for each of the following regions that have current or projected high levels of tanker traffic: the southern portion of British Columbia; Saint John and the Bay of Fundy, New Brunswick; Port Hawkesbury, Nova Scotia; Gulf of St. Lawrence, Quebec. Oil spill prevention, preparedness and response in these four areas will take into consideration the area’s geography, environmental sensitivities, and oil tanker traffic volumes.
d.. Amending legislation to provide the use of alternate response measures such as the use of chemical dispersants and burning spilled oil during emergencies, and to clarify the Canadian Coast Guard’s authority to use and to authorize these measures when there is likely to be a net environmental benefit. e.. Strengthening the polluter pay regime by introducing legislative and regulatory amendments that will enhance Canada’s domestic Ship-Source Oil Pollution Fund (SOPF). These amendments will: a.. remove the fund’s existing perincident liability limit of $161 million in order to make available the full amount of the SOPF for a single incident—currently around $400 million; b.. ensure compensation is provided to eligible claimants and recover these costs from industry through a levy, in the unlikely event that all domestic and international pollution funds have been exhausted; and c.. compensate those who have lost earnings due to an oil spill even if their property has not been contaminated by a spill. Quotes
“Our government is committed to further strengthening an already robust oil tanker safety system with an excellent record, and has acted upon the independent advice of the Tanker Safety Expert Panel to improve it.” “With these new measures in place, we are enhancing Canada’s world class tanker safety system, one that provides maximum protection to the Canadian public and our environment.”
“These new measures reflect the depth of our commitment to transport resources responsibly. Implementing these new safety measures is a major step towards making Canada a world leader in all areas relating to oil spills from ships. We are continuing to engage Aboriginal communities to achieve this goal, by sharing their c.. Supporting Aboriginal commu- knowledge and skills toward improvnities so that they can participate in ing spill prevention, preparedness, and marine emergency preparedness and response.” response planning around their com- The Honourable Lisa Raitt Minister of Transport munities.

Highlighting the success of Canada’s multiple-entry visa
T
oday Chris Alexander, Canada’s Citizenship and Immigration Minister, announced that in April 2014 approximately 95 percent of the visitor visas issued by Citizenship and Immigration Canada were Multiple-Entry Visas (MEVs). MEVs are a fast and convenient option allowing qualified visitors to enter and exit Canada for six months at a time for up to 10 years. Last month alone, Canada issued more than 95,000 MEVs to individuals coming to Canada on vacation or to spend time with family.
program while announcing a new facilitative visa program for Mexican travellers called CAN+ (“Can-plus”). Under the CAN+ program Mexican visitors, who have previously travelled to Canada or the United States in the last 10 years, will be processed much more quickly and will not need to provide as many supporting documents. CAN+ is one of a number of facilitative programs available to make it easier and faster for Mexican citizens to visit Canada.
The government has been making changes to facilitate legitimate travel, including investing $42 million over two years to improve the way Canada processes temporary resident applications. This investment, which began in 2013, aims to meet the growing demand to process applications for those who want to come to Canada temporarily.Alexander highlighted the success of Canada’s MEV
Quote “Our government remains committed to attracting visitors and facilitating legitimate trade and travel. We’re proud to have welcomed a record number of visitors who are clearly benefiting from the flexibility and convenience of the Multiple-Entry Visa.” Chris Alexander, Canada’s Citizenship and Immigration Minister

n partnership with the BC Cancer Agency and the Canadian Cancer Society BC and Yukon Division, the Surrey-North Delta Division of Family Practice together with Fraser Health, is reminding women 21-69 to get a Pap test every two years to prevent or detect cervical cancer. Cervical cancer is one of the easiest cancers to prevent by identifying and curing it in the initial stages. A Pap test can detect precancerous cells, which, if treated early, can stop the cancer from developing. It can also identify cancer at an early stage, when there are more treatment options available and survival rates are over 80 per cent. According to the latest BC statistics there are 1,534,461 women in the province between the ages of 21-69 – but only 66 per cent of women are getting a regular Pap test. This number is far lower in the South Asian community. In an effort to increase awareness and testing, the South Asian Health Centre will run a six week pilot on Thursdays, starting May 15, where women can come to the clinic and receive a Pap test by a Punjabi speaking Nurse Practitioner. “Our South Asian Health Centre is excited to partner with the BC Cancer Agency and the Canadian Cancer Society in this exciting initiative,” says Dr.

Saroj Kumar, a local community physician who chairs the South Asian Health Centre Working Group. “We know that South Asian women have much lower rates of Pap exams, and we hope that we can create a safe, welcoming environment for women to have these exams, and have their questions answered by a Nurse Practitioner who speaks Punjabi.” “We know that many women don’t have regular Pap tests. This pilot will provide an opportunity for women to come to the South Asian Health Clinic to receive a Pap test from a female nurse practitioner and spend time to get any health related questions answered,” said Karol Ghuman, Nurse Practitioner with Fraser Health who works at the South Asian Health Centre. Of the 176 patients diagnosed with cervical cancer in BC in 2012, 42 per cent were overdue for screening by five years or more, or had never been screened. Pap tests are free for women in BC and only take a few minutes to complete. Women who are interested in receiving their Pap test at the South Asian Health Centre can call (604) 591-5751. deficiency of vitamin B12 can lead to a serious condition called pernicious anemia. Pernicious anemia can lead to nerve damage and other symptoms of low B12 can include depression and memory loss. Some people, particularly the elderly, absorb B12 poorly from their diet and may require supplementation via injections. Up to 20% of people over the age of 50 have a vitamin B12 deficiency. Vitamin D is often recommended these days, but some factors may increase your need for supplements: 1) living further north – less UV rays, 2) air pollution – absorbs & reflects UV rays, 3) sunscreen use – blocks UV from skin, 4) having dark skin – melanin also blocks UV from skin, 5) being overweight or obese – body fat reduces the availability of vitamin D, and 6) advancing age – reduces the ability of the skin to make vitamin D. Should you be taking a multivitamin? Certain people with poor diets, specific medical conditions, vegans or pregnant women would likely benefit from multivitamins, however experts

ABBOTSFORD HOSPICE NAMES EXECUTIVE DIRECTOR
bbotsford Hospice is pleased to announce that Bev Brown will assume the role of Executive Director, taking over the operational leadership of the society while remaining an active partner with Westview Executive Search Ltd.
Bev, whose roots in the community go back to her time as an MEI stu-
dent, has over 15 years of senior strategic leadership experience including her tenure as President of Envision Financial until 2012, where she provided leadership to over 800 employees. “I am pleased to donate my time and expertise to this wonderful local charity that provides important end of life care and support to individuals and families in our region,”
Brown said. “I’m happy to step-up and play a leadership role and work together with the Board, staff and community to see Holmberg House to completion.”
David Turchen, AHS board chair, is pleased to introduce Brown as the AHS’s new Executive Director. “Bev will fulfill the role of Executive Director and work along
side Patrick Giesbrecht, chair of the capital campaign. She brings a wide array of skills that our organization needs in preparing for our eventual move into Holmberg House. Bev brings the financial acumen and the track record of building teams to take us to the next level. Bev has the full support of the board as she sets out to accomplish these tasks.”
Patrick Giesbrecht of Giesbrecht, Goodrich & Co., who – along with his business partner, Justin Goodrich – handles the society’s communications and public relations needs welcomed the news. “We strongly believe that Bev’s involvement in the organization will greatly compliment the momentum we have been building in Phase 2 of the capital campaign to
build Holmberg House. Her local history, leadership strength and community relationships will undoubtedly be a big boost in getting us to the finish line more quickly.”

Boot camps and seminars help businesses connect to LNG opportunities
ontractor-supplier boot camps and request for proposal (RFP) seminars will be offered in communities throughout B.C. to prepare B.C. businesses for the economic opportunity the liquefied natural gas industry offers.Delivered in partnership with the ministry and Northern Development Initiative Trust, these workshops are a key part of the LNG-Buy BC Program announced at the Union of British Columbia Municipalities’ convention in 2013. Boot camp-style workshops will help local businesses to understand procurement opportunities and processes associated with major LNG projects, while request for proposal seminars will guide industry through the RFP process that will help them bid on major contracts. The boot camps and seminars are free to attend and open to all local businesses. Three boot camps were offered in Kitimat, Terrace, and Kelowna in April, and two additional boot camps have been scheduled: Prince George - May 14 Prince Rupert - June 2 RFP seminars will be held on the following dates:
Kelowna - May 27
Prince Rupert - June 3 Kitimat - June 4 Terrace - June 5 Prince George – Date to be confirmed In May 2014, the B.C. government will host the 2nd International LNG Conference to link British Columbians with the economic potential emerging today and in the future. “Powering a Strong Economy: British Columbia’s LNG in the Global Market” will be held at the Vancouver Convention Centre May 21-23, 2014.
“We’re working to ensure that B.C. businesses can participate in the opportunity LNG offers. Workshops and seminars will provide practical information including specific tips on what proponents look for in a contractor and the steps small- and medium-sized companies need to do to be ready to take part when these global proponents start looking for B.C.-based suppliers. Premier Christy Clark made a commitment to help B.C. companies connect
with the opportunity of LNG and these boot camps and workshop are part of meeting that commitment.” Quick Facts: If five LNG facilities move forward, the cumulative gross domestic product benefit to British Columbia could total $1 trillion. LNG export operations in B.C. could create more than 100,000 jobs and new revenues for government to support a debt-free future.
The event has three components: a conference, a trade show and an interactive career fair for youth. B.C. businesses will have an opportunity to showcase their capabilities at the trade show to drive business-to-business connections. Contractor-supplier boot camps and RFP seminars also will be held in Vancouver at the LNG conference on the trade show floor. Quote: Shirley Bond, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour −

Moody’s affirms B.C.’s AAA credit rating
B
ritish Columbia’s credit rating has been affirmed at AAA by Moody’s Investors Service, with the agency saying it reflects the strong fiscal flexibility of the province and its track record of prudent fiscal management, Minister of Finance Michael de Jong announced today. The agency highlights B.C.’s debt management and asserts, “Strong fiscal management and performance in recent years enabled British Columbia to reduce its debt burden to a level that is below the median of Canadian provinces, supporting an even higher degree of fiscal flexibility than most provinces.” Furthermore, the report says Moody’s expects the Province’s debt burden to remain affordable.

Moody’s points out that B.C.’s export markets are more diversified than other provinces, and Canada as a whole, saying, “This wider diversification of markets reduces the vulnerability of the provincial economy from shocks in its export markets.” Strengths Moody’s lists for the B.C. outlook are a track record of prudent fiscal planning, considerable fiscal policy flexibility to adjust revenues and expenses to meet fiscal challenges, and a large and diversified economy supporting a productive tax base. Skilled trades offer bright future for B.C. students By Peter Fassbender Minister of Education
I
n B.C., a million job openings are expected by 2022. Fully 43% of those jobs will require skilled workers, and some areas of the province are already experiencing shortages of skilled workers. To meet labour demand, we’ll
need many more young people to enter skilled trades and technology fields. As a government, we’re working hard to meet that goal by expanding pathways to graduation and exploring new ways of getting more students and their parents excited about careers in trades and technology fields. We’ve developed “B.C.’s Skills for Jobs Blueprint: Re-engineering Education and Training” which was released late last month. An over-arching goal of the Blueprint plan is to ensure that every youth in B.C. gets a head start to handson learning and is able to capitalize on the exciting new career opportunities most needed by our growing economy. Another goal is to see a shift in education and training to better match jobs in demand now and in the future. And finally, we want to build stronger partnerships with industry, labour and communities to deliver training and apprenticeships. In our K-12 school system, we’re already making significant progress in a number of key areas. A superintendent for careers and student transitions has been appointed to help districts develop and expand partnerships with local industry, businesses and post-secondary institutions We plan to double the number of ACE-IT training spaces to 5,000 over the next two years. We also want to increase the number of employer partnerships that provide jobreadiness skills and practical learning opportunities for youth. Throughout B.C., individual school districts are undertaking innovative programs to get students excited and make them more aware of trades and technology careers at a younger age. To provide further support,
PAGE 22
the ministry recently introduced a Skills Exploration course for grades 1012. The course is designed to give students valuable hands-on experience in important trade sectors and an introduction to core skills common to many trades. Government will also fund apprenticeship trades ambassadors and new online resources to better promote career options and pathways to parents and students. There’s also new flexibility for school districts to apply provincial funding to scholarships and awards related to trades and technical training. This year, one non-instructional day (Pro-D) in every school district has been dedicated to skills, trades and apprenticeship training for students, and this will be repeated during the next school year. If we can get more young people and parents excited about career opportunities and skills training, and change existing perceptions about “blue collar” work, we’ll ensure more of our young people are first in line for the jobs of the future. Thousands of those jobs will be in B.C.’s emerging LNG sector, which promises enormous job growth and a generational opportunity to improve the state of B.C’s economy and the lives of the people who live here. However, we know that there will be many other sectors that will require skilled individuals. All of us will benefit as we work together to build an ever-increasing skilled workforce and more of today’s students pursue skilled trades and technology careers that meet the labour needs of a growing and prosperous British Columbia.

B.C. invests more than $613,000 to grow tourism in Golden
he Government of British Columbia is growing tourism economies by providing $10.5 million to 14 resort municipalities throughout the province. Golden is receiving $613,236 to support local tourism.
The Resort Municipality Initiative (RMI) supports the BC Jobs Plan and Gaining the Edge: BC’s Tourism Strategy by helping resort based municipalities address the unique challenges they face as seasonally dependent economies to grow their tourism offerings. The Town of Golden has received $5,316,383 since qualifying for RMI funding in 2006 and will use the most recent instalment for planned activities including increased signage and welcoming highway aesthetics, a visitor hub, community square, green spaces and snowmobile trails. Golden has focused its RMI spending on capital beautification projects and highlighting its unique tourism offerings, in-
cluding Kicking Horse Mountain Resort and other outdoor pursuits. Refurbishment of the Golden Civic Centre has transformed the building into a modernized, efficient, attractive and professional performing arts centre, seeing sold-out events in 2012 and 2013. B.C.’s Tourism Sector is one of the eight key sectors identified in the BC Jobs Plan creating more than 125,000 jobs and over $13.5 billion in revenues in the province. Since 2006, over $87.6 million has been invested in tourism infrastructure and programs to support local and regional tourism economies in the 14 communities.
Participating municipalities undertake programs or projects which will encourage visitors to stay longer and visit more often. Projects range from building pedestrian and mountain biking trails, boat launches, and beach improvements to holding festivals and events. Municipalities participating in the RMI program are Fernie,
Golden, Harrison Hot Springs, Invermere, Kimberley, Osoyoos, Radium Hot Springs, Revelstoke, Rossland, Sun Peaks, Tofino, Ucluelet, Valemount and Whistler.
The RMI program objective is to increase the number of visitors and their length of stay, and broaden resort activities to help expand the length of the tourist season, increase employment, and diversify the local tax base. Each resort municipality develops a five-year plan, through local stakeholder consultation, which sets out the broad direction and desired outcomes to guide their future tourism development and promotion. Quotes: Shirley Bond, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour —
“We want to see our resort communities thriving. The Resort Municipality Initiative is designed to help improve and strengthen the economies of
these tourism hot spots. It also means more jobs and ensuring visitors return to the communities for years to come.” Naomi Yamamoto, Minister of State Tourism and Small Business — “Tourism is a key economic driver throughout the province. We’re pleased to be able to provide this additional funding. It’s an investment in 14 resort communities to support further growth in tourism.” Christina Benty, Mayor of Golden — “The positive benefits that Golden receives from the Resort Municipality Initiative program shouldn’t be understated. It provides Golden with funds to build beautiful, functional, and tourist-friendly amenities that we could otherwise never afford. It enhances the tourism experience for visitors and adds value for residents as well. How refreshing it is to be able to make our community look and feel better!”
Quick Facts:
Since 2006, through RMI, more than $87.6 million has been invested in tourism infrastructure and programs to support local and regional tourism economies. Tourism is one of the largest industries in the Province. In the last decade, tourism revenue in B.C. increased by 42.9%. B.C. continues to grow its tourism sector throughout the province, in part by using the ‘Gaining the Edge’ tourism strategy. It focuses on developing key tourism products such as touring vacations, city experiences, skiing and snowboarding, Aboriginal tourism, conventions and meetings, as well as outdoor adventure/eco-tourism. Total tourism wages and salaries were $4.3 billion in 2012, an increase of 4% since 2011. In 2012, the tourism sector employed 127,300 British Columbians. That is almost one in every 15 jobs in B.C. and an increase of 0.6% from 2011.

Paul Singh Dhaliwal turned 100 on May 14th. 2014 Paul Singh Dhaliwal came to Canada at a tender age of 16 in 1932. His father had been in Canada sometime between 1905 and 1906 where he worked for 3 years at a couple of lumber mills in BC before deciding to go back to India. Unfortunately he passed away and his father’s older brother sent him to Canada on the advice of his uncle who lived in Abbotsford. In those days one had to come to Vancouver via the port of Hong Kong where all medical procedures were completed before being allowed to board a ship for Vancouver. On board the ship he made friends with Nand Singh who also allowed him to stay with him and a few of his friends before he
left for his uncle’s place in Abbotsford. As Paul did not speak any English it was quite a task for him to communicate with people. He mostly used sign language and carried an English dictionary with him that enabled him to get by with the language. He has many amusing stories to tell about his escapades with how he managed to get by without being able to speak the language. The Abbotsford Sikh Temple on South Fraser Way was the only place where all of the East Indian families around could get together every weekend. At that time there were only four temples in BC:one in Vancouver, Victoria, New Westminster and
in Abbotsford. Very few Sikhs lived in Abbotsford although there were quite a few who lived and worked in mills in Mission in the bunk houses that were provided by the mills where they worked. There were two rich people – Mr. Mayo and Mr. Kapoor who supported the temple by contributing funds even though they did not live in the area. Money was scarce during those days. Even the temple caretaker could not be paid a regular wage and he was allowed to keep his 15 cows on the three acres of land around the temple. The Trethewey lumber mill which employed a number of East Indian workers too shut down and although they were promised alternate work on the Fraser

River, it did not happen and a number of workers left to work in other cities. Paul too moved to work in Duncan and Squamish and later found work in New Westminster and Vancouver. Most East Indian wore western attire and the women did not work out of their homes. Paul loved field hockey and was a reserve on the East Indian Hockey team in Vancouver.

Dr. Jagat (Jack) Singh Uppal A Great Canadian (1925 - 2014) By Mandeep Wirk
saw mills to help make ends meet at home. However Jack loved reading and became selfeducated. In fact, Jack had a phenomenal mind and memory and was community-minded even as a young man becoming the spokesperson for our community.
I was deeply saddened to learn of the passing of Jack Uppal on May 4, 2014. Dr. Uppal led an exemplary life that served as an enormous inspiration to all those who had the privilege to meet him and get to know him. It was abundantly clear to me when I saw the huge throng of people gathered at the Five Rivers Funeral Home that Jack Uppal had deeply touched all those who crossed his path in life. The car park was full and inside there was just a little standing room left with all seats taken in this massive space. In fact, I have never seen so many people come to pay their final respects. I never met Jack Uppal but I knew of and admired him for all the wonderful work he did to further the cause of our South Asian community here in Canada. I was so pleased to learn from son-in-law Harjinder that Jack read my articles. I wish that I had had the chance to meet him and chat with him because he was such a great storyteller. It is said that every life tells a story. Looking through the lens of Jack’s life, we can learn about the struggle of South Asian people for basic civil rights in Canada. Wally Oppal delivered a soul stirring eulogy stating, “When you discuss the life, legacy and memories of Jack Uppal, it’s difficult to know where to start because he did so many things in so many different areas for so many people.” Instead he asked us to reflect on Jack’s humble beginnings and all that he achieved in his life to get a picture of the man himself.
PAGE 34
In 1927, Jack arrived as a baby in Canada with his mother. Remember that this was only 12 years after the Komagata Maru incident and there was no welcome mat for coloured people in Canada. Jack grew up in a Canada that was very different from the country we know today. Canada then was a white man’s country bent on keeping Asian immigrants
out. Brown-skinned people could not vote and could not take up any professions. Even the school environment was hostile. Other kids threw chestnuts at Jack and tore off his turban. Jack was only 13 years old when his father died in a car accident. It was 1938 and there was an economic depression going on. Now Jack had to leave school and go to work in the
Jack volunteered countless hours at the 2nd Avenue Gurdwara writing letters asking North American organizations for their support in regaining our right to vote. When Naveen Girn (Project Manager for Komagata Maru 1914 2014: Generations, Geographies and Echoes Project) interviewed Jack at his home, he was shown a filing cabinet full of these letters (read his blog at www.komagatamaru100. com). So Jack Uppal was instrumental in securing the South Asian right to vote in 1947 in Canada. Strangely enough, 1947 was also the year that the British Raj ended in India allowing India to become a free democratic and sovereign country in its own right. So the Ghadarites here in North America were right in believing that Indians would only gain basic civil rights in Canada once India was free of British imperialism. Jack Uppal’s father Dalip Singh came to Canada in 1906 the first wave of Sikhs to come to this country - and was a Ghadarite. Dalip Singh was also a member of the shore committee trying to help the Komagata Maru passengers. Jack recites a Ghadarite poem he learnt from his father in Ali Kazimi’s award winning documentary movie Continuous Journey (which uncovers the hidden history of the tragic Komagata Maru incidence and explores its geopolitical

GAURI Ranbir KHAN’S Kapoor
PRESENCE HELPED RHEA PILLAI FIND HER VOICE
Rhea Pillai’s ongoing tussle with Leander Paes over the custody of their eight-yearold daughter Aiyana is far from over. The socialite, who has been in a relationship with the tennis ace for nearly a decade, is getting ready to file her petition in court. Last week, when Rhea allegedly found herself locked out of her own home, she felt com-
pletely helpless. It was at this juncture that her close friend Gauri Khan stepped in to help. Rhea admitted to us that had Gauri not come, she may never have found her voice in public. Or for that matter, with the cops. After lodging a complaint at the Bandra police station, Mrs Shah Rukh Khan went home with her and made sure she was ensconced safely. Says Rhea, “I called up my
friend Kajal (Anand), who contacted another mutual close friend Avanti. Both of them live in town and it would have taken them at least 45 minutes to reach me. Gauri said she is coming right away and was at the police station, along with her bodyguards, within five minutes. Later, when she walked into the house, Leander got a little nervous because he is very particular about his image. He got affected because Gauri would see what is going on in the house.”
to advocate no-smoking Ranbir Kapoor has often stated how, despite trying sincerely, he has failed to quit smoking. However, the actor is now going to help others kick the butt. He will be part of a film that talks about the harmful effects of smoking. Says a source, “Ranbir has joined hands with an association that works for cancer patients. The short film will endorse the benefits of being a nonsmoker. The details are being worked out and he is happy to be part of a good cause.”
‘Age’ mellows
Ajay, Kareena on Finale of Rohit’s show
Ajay Devgn, Kareena Kapoor Khan and Rohit Shetty, who are presently collaborating on Singham Returns, will take a day off from their film today. Instead, the two actors will be shooting for the finale of the current season of Khatron Ke Khiladi, hosted by their director dost. Apparently, it was the channel’s suggestion to get Ajay and Bebo on board for this episode, and also to declare the winner from the three finalists — Nikitin Dheer, Gurmeet Choudhary and Rajneesh Duggal.

Kangana Kangana Ranaut’s outspokenness has often gone against her. The actress recently admitted that her frankness had left her family embarrassed on many occasions. Her ‘brutal honesty’ has caused displeasure to many in the industry as well. “It happens all the time. Many people have been offended by my remarks,” says Kangana, who has decided to control the habit. “I used to ignore others’ feelings and perspectives. Now, I try to be a little more sensitive,” says the actress who turns a year older this Sunday, adding, “I’m not that harsh anymore. Earlier, I used to worry about what people say. Now I don’t.” So, what brought about the change? “Age; it does that. There’s a time when you need to grow up in life,” she sums up.

Punjabi Patrika cont’d from page 34 repercussions both in Canada and within the global context of the British Empire). I was deeply moved seeing Jack recite this poem so passionately in punjabi in the movie: We are children of the nation The nation is our father After throwing out the British We will rule our land There is no politics we don’t know There is no business we don’t know Hindu rule you just push aside Muslim rule you brush aside And others fear Sikh rule But after the British we will rule. I recently attended a screening of this powerful documentary movie Continuous Journey at the new Surrey City Hall and had the privilege to meet and talk with famous cinematographer Ali Kazimi and thank him for producing this brilliant, passionate and insightful movie that sets the record straight. Jack Uppal played a pivotal role in candidly expressing his thoughts about what life was like for our people in this country during those difficult years when we were disenfranchised. “We did not have the right to vote. We did not have the right to practice at the bar or go into any professions at all. We had to do menial and labouring tasks that were available to us. I remember even some of the menial jobs, they said no we don’t want to have you people out there because you will make a poor ambassador for our business. People will think Indians are involved in this company, so may be we should not do any business with them.”
PAGE 48
Friday, May 16th, 2014 (Jack Uppal speaking in Ali Kazimi’s documentary Continuous Journey, 2004) Ali Kazimi has also written a critically acclaimed book called “Undesirables: White Canada and the Komagata Maru (2011)” which is richly illustrated with rarely seen photographs, documents and other visual materials. Clearly , you can see from Jack’s account that we Indians were regarded as undesirables while white immigrants from European countries were seen as desirables by Canadian immigration officials. On May 23, 1914, the Komagata Maru with its Indian passengers was forced to return to India having been denied the right to land in Vancouver’s harbour. Ali Kazimi was present at Jack’s funeral along with politicians and other dignitaries. Also present was Hugh Johnston who authored the critically acclaimed book “The Voyage of the Komagata Maru: The Sikh Challenge to Canada’s Colour Bar (1989).” Jack Uppal took the time to bear witness by helping scholars like Ali Kazimi and Hugh Johnston in their search for the truth about the infamous Komagata Maru incidence and helped to set the historical record of Canada’s immigration history straight. You see Jack fought for what he thought was right and was never afraid of speaking up. Thank-you so much Jack Uppal. From 1867 right up to 1967 Canada was a white settler nation and let our people in on quota making for very few Indians here. Then in 1968, the immigration act changed and opened up for us Indians. By now Jack had opened his own sawmill called Goldwood Industries and gave jobs to many newcomers helping them to establish their lives in the promised land. People also came to Jack looking for advice and he received them warmly and helped them.
Friday, May 16th, 2014 Jack had no concept of time as is the case with extremely generous and caring people. When Wally Oppal remarked that you could never have a short conversation with him, there was some chuckling in the audience. Besides being a community activist, he was also a philanthropist helping United Way and Children’s Hospital. Jack Uppal led a very dedicated life committed to the ideal of social justice for all. He received many awards including an award for community service from the Province of British Columbia (2010) and an Honorary Doctorate in Law from Simon Fraser University (2012). Wally Oppal emphasized that Jack and his generation in coming to Canada had to pay the heavy price of suffering extreme racism and discrimination prevalent in Canadian society at that time and we should all be grateful for their perseverance because they made it relatively easier for all the rest of us who came later. Jack Uppal had social interest and cared about people and community building. Ali Kazimi in his closing remarks at the “Disfiguring Identity: Art, Migration and Exile” 2 day symposium at the Surrey Art Gallery talked about how contemporary artistic responses to histories of racism and xenophobia triggered by immigration from Asia to Canada over the past century are helping us to see our rightful place in social institutions and the cultural landscape of Canada. Jack Uppal’s community activism has helped Canadians of South Asian origin make significant progress in securing our rightful place in Canada. Naveen Girn makes the poignant point In Memory of Jack Uppal, “What makes this centennial month of the Komagata Maru even more heartbreaking was that Jack was supposed to be here with us. We needed his guidance. We needed his perspective. We needed his direct connection

to the Shore Committee that organized for the Komagata Maru and that helped build the South Asian community in Vancouver,” (see blog at www.komagatamaru100.com). Minister Kerry-Lynne D. Findlay read a message from our Minister of Multiculturalism Jason Kenney on behalf of the Canadian government conveying Canada’s gratitude for Jack Uppal’s contribution to Canada’s pluralistic society. Calling Jack Uppal a great Canadian, she stressed that he was a pillar of South Asian community and was selfless in giving back to his country Canada that he loved so well. Jack Uppal was a very philosophical person and a man of faith believing in the Almighty. He never lost faith in human beings inspite of all the challenges he faced growing up when Canada was a white settler nation. He worked hard not only to provide for his own family but to also provide basic civil rights for Indians in Canadian society. In so doing, Jack Uppal helped to make Canada a better place for all Canadians irrespective of race and ethnic origins. Most importantly, we are all human beings first and foremost and racism is evil because it denies that common ground of our shared humanity. Jack Uppal believed that everything happens for a reason and we are all in it together. Yes, Jack Uppal was a great person and someone whom we should all aspire to be like. Please get involved in our community, help build our community life in the diaspora, do some volunteering, and look beyond yourself by taking an interest in other people and help make this Canada of ours a better place for everyone. Let us all follow in Jack Uppal’s footsteps.
