Labour Market Outlook predicts bright future

B.C.’s latest Labour Market Outlook forecasts more than one million job openings in the next decade, showing job and career opportunities that people of all ages can use to map out their education, skills training and career paths.

“Despite the global economic challenges we’re facing, there are significant job opportunities for people over the next decade as we keep building an economy that is inclusive, sustainable and doesn’t leave any British Columbians behind,” said Selina Robinson, Minister of Post-Secondary Education and Future Skills. “Our government is taking action with our Future Ready plan to break down barriers to ensure people have the skills and supports they need for these good-paying careers and employers can access the talent they need to grow.”

The Labour Market Outlook is a 10year forecast that helps governments, organizations, post-secondary institutions and businesses direct resources to support the future workforce. It gives British Columbians up-to-date information so they can make informed decisions about their future career paths.

“The StrongerBC Economic Plan is ensuring our province is well positioned to fill these openings so we can help businesses grow as we prepare British Columbians for the jobs of tomorrow,” said Brenda Bailey, Minister of Jobs, Economic Development and Innovation. “Our government will always be there to support people and businesses by making investments that develop a skilled workforce that allows people to build a good life in the communities they want to live in.”

British Columbians can expect a wide choice of well-paying, family-supporting job opportunities and possible career paths over the next 10 years. Employment in B.C. is expected to reach 3.1 million by 2032, up from the 2.7 million jobs in 2022. Employment will grow an average of 1.3% per year for the forecast period. Key growth areas will be in the technology and health care sectors.

“We’ve been through a lot together, but this outlook shows us that B.C.’s

future is full of opportunity,” said Andrew Mercier, Minister of State for Workforce Development. “There is no shortage of good-paying careers available, especially in the trades. With 83,000 job openings in the next decade, there has never been a better time to get into the skilled trades and we’re working to expand access to the training people need.”

More than one million job openings (1,017,000) are expected between 2022 and 2032. Of these, 37% are due to a growing economy while 63% of the openings will be the result of retiring workers.

Since 2017, the Province has steadily expanded access to post-secondary training in several high-opportunity occupations, including the addition of:

602 new nursing seats, building on approximately 2,000 seats in nursing programs at public post-secondary institutions;

1,577 new early childhood educator seats (ECE), adding to approximately 1,800 seats in ECE programs at public post-secondary institutions;

2,900 tech-related spaces, set to produce approximately 1,000 additional tech graduates each year by 2023; and

27,000 apprenticeship and foundation training seats this year at public and non-public institutions.

With a newly redesigned WorkBC.ca, British Columbians can more easily navigate the wealth of information available, providing career, labour market tools, resources and information about high-opportunity occupations. The improved site connects WorkBC’s training and education opportunities in an easy-to-navigate format.

The Province is going to continue to expand investments to support access to post-secondary education, skills training and career resources as part of StrongerBC’s Future Ready plan. Future Ready is making education and training more accessible, affordable and relevant to help businesses grow and prepare British Columbians for the jobs of tomorrow.

Golfers are encouraged to secure their spot, as this event is very popular and is already more than 40% sold out. Funds raised will benefit charitable organizations in our community now, and for many years to come.

Ambulance paramedics, dispatchers ratify agreement under Shared Recovery Mandate

The Health Employers Association of BC and the members of the Ambulance Paramedics and Dispatchers Bargaining Association have ratified an agreement under the Shared Recovery Mandate.

The agreement covers approximately 5,000 paramedics and ambulance dispatchers in British Columbia. The Canadian Union of Public Employees (CUPE) Local 873 represents the employees in the ambulance service. Paramedics and ambulance dispatchers are employees of BC Emergency Health Services (BCEHS), which is part of Provincial Health Services

general wage increases:

Year 1 – a flat increase of $0.25 per hour, which provides a greater percentage increase for lower-paid employees, plus a wage increase of 3.24%

Year 2 – 5.5% plus a potential costof-living adjustment to a maximum of 6.75%

Year 3 – 2% plus a potential costof-living adjustment to a maximum of 3%

A negotiable flexibility allocation for as much as 0.25% in years 1 and 2 to support mutually beneficial outcomes

Approximately 288,000 provincial public-sector employees are covered by tentative or ratified agreements reached under B.C.’s Shared Recovery Mandate.

Youth support youth with new provincial grant

Youth who want to help other youth will be able to train for jobs in the health and social services sector as youth peer support workers, thanks to a new $16.2-million provincial grant. The funding will expand innovative youth peer support services at Foundry centres throughout B.C. Foundry offers multiple integrated health and wellness services for young people between 12 and 24 years and their caregivers, including mental-health and substance-use support, physical and sexual health care, youth and family peer support services, as well as social services like employment assistance, education and facilitating connection to housing.

B.C. building stronger communities with $1-billion Growing Communities Fund

One billion dollars in new grants will be going to local governments in B.C. to help build community infrastructure and amenities to meet the demands of unprecedented population growth.

“B.C.’s strong economy and natural beauty continue to attract people from across Canada and around the world. Cities and towns need support to build thriving, livable communities,” said Premier David Eby. “The new Growing Communities Fund will help local municipalities improve roads, build more arenas and water facilities, and improve recreation options for families.”

The Growing Communities Fund will provide a one-time total of $1 billion in grants to all 188 of B.C.’s municipalities and regional districts, which they can use to address their community’s unique infrastructure and amenities demands – such as recreation facilities, parks and water-treatment plants, as well as other community infrastructure. It will help communities prepare for

future growth and build the amenities needed to support new home construction, especially with the Housing Supply Act where targets are set.

“Addressing B.C.’s housing crisis requires a variety of responses, including increasing the supply of available housing which, in many communities in B.C., requires investments in community infrastructure and amenities,” said Anne Kang, Minister of Municipal Affairs. “Today’s announcement demonstrates a cross-government co-operation to address the unique aspects of the housing crisis in each community, ensuring they can thrive into the future.”

These grants will complement existing infrastructure funding (such as sewer, water and recreation facilities) and will be distributed to B.C.’s 188 municipalities and regional districts by the end of March 2023. The Growing Communities Fund will come from the surplus shown in the Second Quarter

Financial Report. The Province is putting this year’s surplus to work for people, to support them now and for the long term.

“I thank the Province for this investment into much-needed community infrastructure,” said Brenda Locke, mayor of Surrey. “As we know, Surrey is the fastest-growing city in the province. With that growth, we have an opportunity and a responsibility to work together to create livable communities and create a variety of housing options. This investment will ensure the quality of life in Surrey is not only maintained, but improved. From recreation facilities to parks to roads, this investment will benefit the residents of Surrey both now and well into the future.”

The Province has heard from local governments about the need for infrastructure and amenities to support their growth. Infrastructure funding programs are routinely significantly oversubscribed. For example, there

are six times more requests for funding through the Investing in Canada Infrastructure Program Community, Culture and Recreation stream than what is available. This one-time fund supports the priorities of the Union of British Columbia Municipalities (UBCM).

“Today’s announcement provides the largest single provincial investment in communities in our province’s history,” said Jen Ford, president, UBCM. “This unprecedented transfer will help meet the needs of growing populations through the expansion of facilities and replacement of aging infrastructure. It will also support climate adaptation to sustain service delivery and safeguard residents from the risks of extreme weather.
