Bavaro-Punta Cana, you have seen Scott Medina’s eye catching billboards, An American expat who fell in love with Punta Cana 20 years ago while traveling back and forth across the ocean for business and pleasure. He made his final move in 2009, spawning a great business that is growing in leaps and bounds.

“My first trip to the Dominican Republic was in 1993. It was love at first sight. He adds “The warmth of the locals, the laid back attitude and the natural beauty were the key ingredients that kept me coming back 16 over and over again. I visited Punta Cana for the first time in 2005 and stayed at an allinclusive resort. This is when I finally said to myself ‘this is the place I have been looking for and where I would want to live the rest of my years.’ I fell in love with the white sands and turquoise colored beaches and I saw the potential for my real estate business to be a huge one.”

Scott Medina has been visiting and doing business in the Dominican Republic for almost 20 years. He began his real estate business in Punta Cana in 2007, making a permanent move to Punta Cana in 2009.


Living in Punta Cana | Viviendo en Punta Cana Originally from Puerto Rico, this Florida real estate broker’s permanent move to the Dominican Republic was featured on HGTV’s House Hunters International and is currently in pre-production for a second show. “I lived in Puerto Rico for 18 years then moved away for college in 1988 to attend Kansas State University and later Florida State University.” Scott received a Bachelor’s of Science in Business Administration, Real Estate and Finance. He remained in Florida until 2009 when he made his move to Punta Cana. “In Miami and Puerto Rico, crime rates are at an all-time high, there is traffic everywhere, and it’s a never-ending rat race. Those elements make it very difficult to dedicate quality time to a family. In Miami I spent most of my time working or stuck in traffic. In Puerto Rico, my Mother is afraid to go grocery shopping because of the high crime rate. In Punta Cana everything is done at a slower pace, there are no traffic lights, crime rate is relatively low and spending time with the family seems much easier to achieve.”

Scott has no plans of leaving the Dominican Republic anytime soon since he married Rosalyn who is 100% Dominican, together they have a beautiful daughter, Cecille, and another baby on the way. “I met my wife Rosalyn here. While getting my real estate business off the ground I did not have much of a social life treating everyday like Monday so I decided to use the power of the Internet to try and find my other half. It worked well for business so I thought I give it a try for my personal life. I met Rosalyn online via social network. We got to know each other over phone, email, chatting and 18 texting for almost 2 months before we met face to face. We were married 4 months later.” He adds; “I feel Punta Cana is ideal to raise a family since it has the right combination of safety, quality of life, natural resources and growth. As years go by there is more infrastructure and more growth, which brings more jobs, more tourists visiting and more families moving to Punta Cana.” There are a growing amount of new schools, including a university, and many activities for children and the entire family.

Scott established La Costa Destinations in 2007, a full service real estate company, specializing in beachfront, walking to the beach and golf gated communities. Offering services in residential and commercial sales, investment properties as well as year round vacation rentals. The company, popular for its Dominican hospitality and local knowledge, and North American standards of doing business, offers peace of mind by providing the necessary tools to ensure that every property purchase is a safe investment. “At first, it took some time to adjust to new culture and new surroundings; however, being from Puerto Rico and having lived on an island before, my move to Punta Cana was more of a feeling of coming home. I feel safe, have better quality of life and working on and around the beach every day is a definite plus. Shorts, flip-flops, sunscreen and sunglasses are a must have on a daily basis. My real estate business allows me to be in contact with many foreigners who are looking for their home in paradise. I enjoy being able to share my experiences and my knowledge with all of them and helping them make those island life dreams come true.” Scott has some tips to newcomers: Take the time to immerse yourself into the culture, get to know the locals and don’t try to impose your way of doing things or how you are used to doing them in your home country. Be patient and expect for the simple things to take some time to accomplish. Patience is a virtue! When asked about his thoughts on the future of his business in Punta Cana, he says; “I definitely see myself in Punta Cana doing my share of promoting the growth of the area and all the wonderful qualities the area offers for families who are looking for quality of life and a higher standard of living. The area, my business and my family continue to grow; however, I look forward to spending more time with my family on the beach, mountains, traveling and less time working. “Numerous events caused me to rethink what I was doing and where my life was going; my son graduated from postsecondary school, my mother, two aunts and my best friend since high school all died and my 50th birthday was just around 22 the corner!” said Bonnie Campbell, the friendly proprietress. It was at this point that Bonita (Bonnie) decided to make some big changes in her life. Having lived all of her life just outside of Canada’s capital city of Ottawa -and never vacationing outside of Canada or the Northern United States, she took her first “rea”l vacation to an allinclusive resort in the Northern Dominican Republic where she, “fell in love with the ocean, the weather and the people.” In a short period of time, she visited the Turks and Caicos, the Greek Islands, and other areas in the Dominican Republic before

finally deciding on Punta Cana as a place to begin her new life abroad. “I often wondered how I could support myself in another country, allowing me the opportunity to move and start over. It wasn’t until I went to Venice, Italy where there were Gelato Shops on every corner that a light bulb went off and I thought what better place to have a gelato shop than in the Caribbean where it’s summer all year long.” That was the seed for Chickeeta Bonita’s. An ad for the Ice Cream Technology course at Guelph University came into Bonnie’s office offering Gelato making courses and “It seemed the stars aligned themselves to help show me the way”, says Bonnie. “As an Employment Counselor for many years, I always encouraged and assisted others in making big life changes including returning to school, changing careers or starting their own business but I never had the courage to do it myself. After two years of research, I felt more confident to take this risk. I consider Chickeeta Bonita’s a work in progress and I’m sure there will be things added and other things I try that will not work, but I can’t think of a better place to be at this time. Since opening in November 2011, I have seen new condos built, new businesses open and confirmation of many new ventures that are up and coming, all which will make Punta Cana-Bavaro more appealing to visitors.”

has become one of the most attractive destinations for investments, because it has one of the most advanced telecommunications infrastructures in the region, open to direct foreign investment, with macroeconomic and political stability, and access to global and regional markets. Among its principal competitive advantages we can point out the excellent geographical location of the country, as well as the export incentives, low labor cost and high productivity of the workers. The Dominican Republic is mainly a service economy. This sector accounts for 55% of the domestic contribution and is the largest employer in the country. The taxfree areas, tourism, telecommunications and construction are the key sectors of the economy. The legal framework for foreign investment in the Dominican Republic experienced a transcendental change, with theenactment of Law 16-95 on

Foreign Investments, which enabled the implementation of equal treatment for the foreign and national investors alike, both from the standpoint of their rights as well as of their obligations, thereby enjoying a liberal system and without restrictions with respect to their desired destination for their capital or their dividends. This principle of equal treatment to which the Law refers applies to three basic forms of investment: contributions in freely convertible currency, contributions in nature; and the financial instruments to which the Monetary Committee attributes the category of foreign investment. The Dominican Republic also has Law 173, concerning the Protection of Agents who are Importers of Merchandise and Products, which institutes a specialized legal regimen that is aimed at protecting the Importing Agents against the resolution of their contractual relations on the part of their concedents, with the objective of guaranteeing the compensation of their losses. It is important that the investor who


Invest | Invertir is interested in appointing a concessionaire, agent or representative on Dominican territory first evaluates the repercussions and the potential impact upon the ownership and the execution of the distribution granted to its goods and services, to the coverage of this regulation, which is of a public order and can signify onerous consequences in the event of the termination of the distribution relationship granted and registered under the coverage of this law by the Central Bank of the Dominican Republic. However, after the coming into effect of the DR-CAFTA (Dominican RepublicCentral America Free Trade Agreement),the distribution activities of products among the Dominican concessionaires and the concedent members of this treaty that correspond to the United States of America, may contractually establish the dispositions relating to the applicable indemnities and the form in which the relationship may be terminated, excluding the application of Law 173 unless the parties expressly include it as part of the contract. Following this train of thought, in accordance with the CARICOMDominican Republic Free Trade Agreement, the parties may subject themselves to the stipulations of said agreement, when the expressly indicate doing so, thereby excluding the obligation to register with the Central Bank of the Dominican Republic.

In the private sense and in a way that is divisible into sectors, the Dominican Republic, for its part, favors investment in the different business sectors, because it offers a set of special laws and tax laws which consecrate exemptions and benefits assigned to national and foreign investments, which promote growth, offering judicial security with clear dispositions to said areas, such as Law 8-90, concerning tax-free zones, Law 28-01, which establishes a Special Zone of Border Development; Law 158-01, concerning the Encouragement of Tourism Development; and Law 150-97, Zero Rates on the consumables, equipment and machinery for agricultural production. More recently, we also see the regulations established to provide incentives for the development and filming of foreign films, through Law 108-10, concerning the Encouragement of cinematic activity in the Dominican Republic. the protection of intellectual property and defense against high technology crimes and offenses.
