Actions speak louder than words
The pandemic has undoubtedly raised the profile of the cleaning sector in a number of ways – all positive. Not least of these was the tremendous achievement by Paul Thrupp, Jim Melvin and others within the British Cleaning Council and wider industry in establishing an All-Party Parliamentary Group for the Cleaning and Hygiene Industry. Some months on, and the BCC is now calling on the APPG for action. The BCC is concerned that there has been a lapse in the actions required to achieve several key aims initially agreed with members of the APPG - which have now become even more vital due to the serious challenges the sector is facing. The APPG needs to back and fully support the BCC’s call for government help in the face of the severe staff shortages which have hit the sector and threaten the nation’s recovery from Coronavirus. Many companies are struggling to recruit staff and a recent BCC survey found an unsustainable number of vacancies across the sector with some firms reporting an increase in vacancies of over 260% in the previous six months. When the APPG was inaugurated in February 2021 its immediate priorities were agreed as: to conduct a short inquiry to highlight the essential nature of the work undertaken by cleaning and hygiene operatives; to work with the cleaning industry Trailblazer group, the Institute for Apprenticeships and Technical Education, and departmental ministers and their officials to encourage the development of occupational standards and the introduction of Level 2 apprenticeships in cleaning science; to promote the importance of the cleaning and hygiene sector to restore confidence to return to public places, including workplaces; and to promote the adoption of the real Living Wage. Whilst it is acknowledged that progress has been made in setting up an accredited industry-wide training programme and apprenticeship for the sector, these actions have been completed by an industry Trailblazer group sponsored by the BCC – not the APPG.
BCC chairman, Jim Melvin, said: “We need the APPG to help us make progress in a number of areas which are now becoming extremely urgent because of the huge scale of the issues the industry faces. We are concerned that the actions required are taking longer than anticipated at a time when we believe there is a disconnect with government as to the scale of the priorities. As the industry will confirm, we desperately need help to address the major staff shortages affecting sector firms. People need to understand that this is an issue that threatens the public’s health and well-being. We cannot assist in protecting people from coronavirus if we don’t have the staff to keep buildings and facilities clean…Cleaning and hygiene operatives still do not have key worker status despite their vital role in the fight against the virus. Recognition is long overdue and, in that regard, it is understandably very frustrating. The APPG was formed to assist with all these important issues and we need that assistance now!” The cleaning sector has come such a long way during the pandemic, but now needs the government support that the formation of the APPG suggested would be coming its way. Good intentions are not enough – our politicians need to be reminded that actions speak louder than words! A JOB WORTH DOING - A CONTRACTOR’S BLOG C&M
2022 - a year of great promise? Lee Andrews, CEO of DOC Cleaning, reports. WHAT does 2022 hold in store for our industry? To be frank, my crystal ball is still a little cloudy, but I would say I’m broadly optimistic, albeit tempered by apprehension in a couple of very important areas. For me, the number one priority for our industry this year is to build on the fantastic progress made in 2021 with the establishment of the APPG (All Party Parliamentary Group) on cleaning. The APPG, supported by the BCC will, I hope, continue its strong support for the Trailblazers, a group of major company sponsors, supported by industry groups, who are seeking approval from the Institute for Apprenticeships and Technical Education (IfATE) for its proposed industry-wide Professional Cleaning and Hygiene Operative apprenticeship. The Trailblazers are due to submit their proposal to the IfATE early this year and I for one will be taking a great interest in the outcome. The supporting bodies include the Association of Healthcare Cleaning Professionals, British Institute of Cleaning Science, Chartered Institution of Wastes Management, Cleaning and Support Services Association, National Carpet Cleaners Association, WAMITAB, the Worshipful Company of Environmental Cleaners, and the Business Services Association. If this formidable group doesn’t carry the weight to help the
Trailblazers persuade the IfATE, I can’t imagine what other combination would. As one of their number said recently, it is deeply unfair that cleaning industry businesses have to pay an Apprenticeship Levy, without the option of investing those funds in appropriate apprenticeship schemes covering their core business activities. We need an industry-wide apprenticeship to ensure our staff have the skills they need and to help create a full career path for the industry. One reason why we really do need such progress is the worrying shrinkage of the labour market for both frontline and managerial staff. I can’t be the only one noticing how applications for vacancies are dropping in the face of competition from other industries such as logistics and hospitality, where plenty of roles exist that candidates may currently consider to be more glamorous than cleaning and in many cases better paid. Short of cleaning being awarded key worker status, with the potential for attracting foreign labour that such status brings, this challenge looks like being a recurring feature of 2022. Back on the positive side, I am eagerly waiting to see how the way we clean office buildings changes as 2022 takes shape. I say this because we are yet to see the office market settle down properly after COVID-19, with
many client companies yet to establish new routines for staff attendance. An article in the media before Christmas suggested that, based on the experience of public transport and catering outlets in London, Mondays have become deathly quiet and Thursday is the new Friday. Is this good for cleaning or bad? I’m not sure, but the variable use of office space will certainly accelerate the introduction of smart, technologydriven cleaning procedures based on desk, room and washroom usage. It is up to us, as contractors, to step forward and show that we have the solutions to manage this, especially if clients start taking the view that they don’t need as much cleaning on certain days and ask what we are going to do about it. Of course, clients re-evaluating their budgets has always been with us and my final aspiration for 2022 is something I alluded to last year. We must not, as an industry, allow cut-throat cost cutting to creep back in at the precise point where we need to be looking to pay the real living wage as standard. As a result, I exhort all my competitors to hold fast on to our industry’s newly-earned reputation for providing an indispensable service by pricing contracts to reflect the fabulous value we provide.
