DESPITE claims to the contrary, I suspect there is still some way to go before cleaning tenders are evaluated in a way that properly balances both the price and the non-price, or qualitative elements of a service, thereby ensuring that facilities managers secure the cleaning service they really need for their building. Nowadays, it seems, the larger the value of a cleaning contract, the more likely it is that the procurement process will be outsourced or managed in a way designed to iron out what might be called subjective assessment
I understand the reason for following this procurement route. The larger the contract value, the easier it is to recover the cost of the outsourced procurement process though financial savings. There is also the desire to eliminate bias, or even corruption, and to reduce evaluations to easily measurable metrics. The problem is that procuring a cleaning service is not the same as buying office furniture. The requirements for a successful cleaning contract are poorly understood by those who don’t work directly in FM and unless tender questions are worded carefully, the desire to eliminate subjectivity can

The second may feel like a detached process, where the information provided about the procurement can be sketchy, with seemingly endless and often pointless questions to be answered, and the emphasis very much on the cost evaluation side of the exercise. Who has not come across spreadsheets that won’t calculate properly, or where the benchmarking rates you are asked to complete so as to allow comparison between contractors, eg cleaning cost per square metre per hour, can hide a multitude of inclusions and exclusions, which never seem to be adequately understood by the person at the other end of the process? Where do you set out your pricing assumptions and justifications? And what about those tenders where you’re not even invited to a site visit - you just have to work off some square meterage of doubtful accuracy or, worse still, not-to-scale site plans?

However, as new styles of work place become more prevalent, eg hot-desking, break-out areas, co-working - each with their implications for cleaning - it becomes all the more important for FMs to be able to specify clearly what they expect from a contractor and therefore all the more important that they are closely involved in the tender evaluation process, enabling them to spot what has been missed out in a costing or method statement. Quite often the only place where non-price factors and their cost implications are explored or articulated is at the presentation stage, by which time good, but potentially more expensive contractors may well have been eliminated by virtue of not having worked out how to state their case effectively in their written submission. A recent experiment conducted by The Perfect Little Company (TPLC) concluded that by using commercial robotic vacuums in offices, over 11 thousand tons of greenhouse gases could be saved each year. Using a certified power metre reader, TPLC pitted one famous commercial mid-sized tub vacuum up against one Hive (10 robots) and monitored the electricity needed to operate both.
