Soaring high in Dubai – WT Middle East 2019 WT Middle East has returned anew to one of the most vibrate and cultural rich cities in the world. Dubai is not only known for its iconic tourist attractions like the world’s tallest skyscraper, Burj Khalifa, and the world’s largest shopping mall, Dubai Mall, but also for having the strongest stand-out economy in the Middle East. The international metropolis is strategically positioned at the centre of Asia, Europe and Africa, making Dubai one of the world’s top global trading intersections for all industries – especially tobacco. Dubai’s Jebel Ali Port, which is a massive industrial free-zone south-west of the city, seamlessly connects over 140 ports worldwide. As global tobacco regulation continues to close in on the industry, and venues to discuss trends and innovation become fewer, this year’s WT show offers an optimal platform and impartial environment for all companies along the tobacco supply chain to come face-to-face with industry clients, to network and increase brand visibility. Professionals from all over the industry will be trotting to Dubai to show their latest innovations, a few of which are mentioned in the catalogue. D

ubai has some of the most stunning architecture in the world and, for two days in April, will once again host World Tobacco (WT) Middle East. Having developed rapidly in terms of tourism and commerce, the desert city of Dubai is a great place to combine business and pleasure amongst a breathtaking backdrop of sky scrapers. Geographically, Dubai and the other six emirates comprising the UAE are midway between markets in Europe, Asia and Africa, which is an obvious draw for the many international companies located in UAE. With a deep Arabian Gulf port, areas destined for economic free zones and seemingly bottomless sources of capital, this western-style city has opened up the

tobacco markets of the Middle East to foreign investment and vice versa. The port and free zones of the city have helped to strengthen trade, support production and facilitate the exchange of traditions between Asia, Africa and Europe. It is no coincidence that the practice of shisha smoking has spread throughout all parts of Europe after years of boom in the United Arab Emirates. And while flavour houses have brought the taste of the Middle East to Europe, suppliers of components have found a true friend in the characteristics of cigarettes smoked in the Middle East – premium, slim, and equipped with complex filters. So it is no wonder that a long list of companies with interests in tobacco are now well-established in and around Dubai, and the long exhibitor list at WT Middle East 2019 proves just that.

RAPID RECORD HUNTER The dynamic metropolis is a city which attracts superlatives and new ones are constantly being added. It holds the most records in the region – over 100 in the 2014 edition of the Guinness Book of World Records – including the tallest building in the world, the largest shopping mall and the largest fireworks display ever held. See the achievements for yourself by jumping in a cab or joining a tour. The world’s largest gold ring Najmat Taiba with a weight of 64 kg can be seen on the Deira Gold Souk. The 21-carat yellow gold ring has 615 Swarovski stones. 55 goldsmiths worked 24,000 man-hours to create this masterpiece – it would probably only fit a giant.

Higher, faster, bigger – welcome to Dubai, the city of records. The largest and most diverse city in the UAE is proud of its achievements and is always striving for more. With WT Middle East, a new record is about to be broken. The last exhibition attracted a record number of visitors, this one will be even bigger.

highest free-standing structure in the world, this tower uses the lifts with the longest travel distance and has the most floors in the world (160), the highest inhabited floor and the highest open-air visitor terrace. In addition, At.mosphere on level 122 is the highest restaurant in the world. You will find the next record-breaker right in front of the Burj Khalifa and the Dubai Mall: The Dubai Fountains are the largest coordinated fountain system in the world – over 275 metres in length – equivalent to more than two football pitches. The fountain performs to a range of different songs and and shoots water up to 152 metres into the air. As well as the tallest tower, Dubai also has the longest driverless metro network: The Dubai Metro consists of two lines with almost 75 kilometres of track. The latest addition to Dubai’s already impressive skyline is a gigantic feat of engineering. With a height of 150 and a width of 93 metres, the Dubai Frame is certainly

With more than 1.1 million square metres, the Dubai Mall is the largest shopping centre in the world. The huge shopping mall has 1200 shops and over 160 restaurants. 95 elevators and 150 escalators provide comfort and movement within the mall. A scoop of ice to cool off in the hot desert metropolis is always a good idea. For a mere AED 3,000 (EUR 717) sweating travellers can enjoy the probably most expensive ice cream in the world. The Black Diamond served at Scoopi Café consists of vanilla, saffron, truffle and 23 carat edible gold which is sprinkled on top of it. This special treat is served in a Versace bowl with a Versace spoon which the customers are allowed to take home with them. At a dizzying height of 828 metres tall, Dubai’s flagship tower, the Burj Khalifa, is currently the tallest structure in the world. The building took 22 million man-hours to complete, meaning a single worker would have needed around 2,500 years. As the

Customs (tobacco): The government stipulates, “the number of cigarettes brought into Dubai should not exceed (400) cigarettes, (50) cigars, (500) grams of tobacco (minced or pressed for pipes), minced or pressed tobacco for smoking, tobacco or mild-tasting tobacco.” Eating: Affordable Middle Eastern (Lebanese) restaurants are abundant in Dubai. If you are looking for more of a snack, try Dubai’s traditional and cheap street food, the shawarma. Similar to the Turkish doner kebab, a shawarma is a flatbread wrap containing seasoned meat shaved from a spit, served with shredded vegetables and toppings such as hummus. The vegetarian version is made with falafel. Tipping: Some restaurants may add a service charge to the bill. If this is not the case, a tip of around 10 to 15 per cent is standard practice. Tipping the taxi driver is not expected, but it is common to round the fare up to the next 5 dirhams. Important Dos and Don’ts: Dress respectfully and make sure to cover shoulders and knees. Sleeveless shirts and shorts or skirts above the knee should be avoided. Public displays of affection are frowned upon. Women will usually be required to wear a headscarf when entering mosques. Drinking in public is strictly prohibited. Males and females may sometimes be escorted to different sections. Burj Khalifa: still the most significant skyscraper and tallest building in the world

the largest “picture frame” in the world and separates the older part of Dubai from the new. Glass elevators take visitors to the top, where they can enjoy stunning panoramic views between the two towers on a walkway made entirely of glass. The project has not been without controversy, though. Last year, it was revealed that the design may have been used without the consent of its original architect. However, the city’s most famous landmark is still the 321 m high Hotel Burj al Arab, which resembles a bloated sail. It is the highest hotel building and the first seven-star hotel in the world. Behind the shiny facade of modern Dubai, however, you can still enjoy the charming pleasure of an exotic past, whether you smoke a shisha pipe in a desert Bedouin camp surrounded by shifting dunes or dream of days when there were more camels than people on board a dhow (Arabian merchant ship).

MORE THAN OIL Looking at the skyline of Dubai today, it is hard to imagine that only a century ago there was no running water, there were no real roads and camels were the most important means of transport. Dubai‘s remarkable success story is based on only one essential component – oil – which was literally hit upon in 1966. A few years later, the emirate freed itself from British colonial rule and sealed its independence. Dubai began receiving billions in revenue from oil sales and soon became immensely prosperous. It used this money to expand infrastructure and create a city that reflected the extent of oil wealth. Contrary to popular belief, oil accounts for only 5 per cent of the economy in today’s Dubai – and the percentage continues to fall. Dubai has realised in good time that the oil won’t last forever.

Today, the economy is hardly dependent on black gold, which won‘t be flowing into Dubai for too much longer. Diversification of the economy was the buzzword; the main pillars of the economy today are the construction industry, tourism and the real estate sector. With 2.8 per cent growth recorded last year, the Emirate of Dubai has one of the world’s fastest-growing economies. Much of 2018’s growth is due to a big rise in state spending as Dubai builds even more infrastructure to host Expo 2020. To come back to records, according to the latest data published by Dubai’s Department of Tourism and Commerce Marketing, a total of 15.8 million tourists visited Dubai last year, setting a new record for the emirate. This makes Dubai the fourth most visited city in the world following Bangkok, London and Paris. Marie Mayer

NEW IN THE HALLS From all corners of the world, first-time and former exhibitors are making their way to this year’s WT Process and Machinery Middle East expo to introduce their newest wares, machinery and services on 3–4 April. So you don’t miss out on the latest, here’s a brief rundown of the freshfaced WT exhibitors as well as products and machinery that will be showcased at this year’s Dubai show.

SCHMID RHYNER‘S FRESH COATING The Switzerland-based specialist for packaging coating, Schmid Rhyner, will be unveiling its Wessco POLAR Silver Coating at the two-day WT show. “The UV-curing or solvent-based coating is a cost-effective alternative to hot foil stamping and cold foils that can be used to generate metallic surfaces on tobacco packaging,” the company told TJI. Furthermore, the coating, which is applied in-line during the printing process, creates a mirror-like effect that can be overprinted with transparent chromatic inks to get attractive results in an environmentallyfriendly way. NEW IN SHISHA Kenzimen Tobacco, out of shisha stronghold, Izmir, Turkey, is making its first ap-

pearance in Dubai. The hookah tobacco company offers a wide variety of unique aromas and hookah tobacco flavours, which are produced at its Kemalpasa facility in İzmir, Turkey. “We use a high-quality honey and molasses mixture and each of our flavours is made with only the best flavour extracts gathered from all over the world,” company information states. “Every new batch of our shisha flavours is inspected for quality before it is packaged to ensure customer satisfaction.” Go see Kenzimen’s Turkish shisha tobacco brand for yourself at Stand K26.

Another new exhibitor, CV EMA International Shisha, based in Indonesia, will be presenting its latest shisha products at WT Middle East 2019. The company specialises in producing high-quality shisha molasses, with tobaccos that are processed in France and flavours which are imported from Germany. Visit Stand G25 to get an overview of its recognised shisha products. Also, based in Indonesia in the eastern part of Java Island, Global Asia Transco, will be exhibiting for the first time at the WT trade show. The self-dubbed coconut charcoal briquette manufacturing newcomer informed TJI that its “products are made by using 100 per cent natural resources and without any additional chemicals.” Global Asia Transco added, “Our goal is to help the world to be better by providing an environmentally friendly and sustainable energy source.” Cruise down to Stand R11 to learn more about the company. SOEX India, which is located in Mumbai, India and is well-known for is “Afzal” brand that has 100+ hookah flavours, chose WT Middle East 2019 to tout its recently launched “Afzal Strong” brand. The premium smoker shisha tobacco product has an assortment of strong flavours to compliment its strong tobacco taste. The com-

pany also said it would introduce its new on-the-go shisha product “Afzal Hookah2Go” that allows shisha smokers to smoke anywhere, anytime. You can see SOEX India’s wide-range of shisha products at Stand G05. BMJ Industries FZ-LLC, Dubai’s own “largest privately-owned manufacturer of multi-format cigarettes, shisha molasses and produced tobacco”, said it would be introducing its heat-not-burn sticks, which is the company’s newest next generation tobacco product. MARDEN EDWARD PRESENTS T&T MACHINERY UK manufacturer of overwrapping machinery and tobacco track and trace solution expert, Marden Edwards, told TJI that WT visitors will have an opportunity to see Marden Edwards Tracking System (METS), a pack to master case aggregation system, which it will be exhibiting this year in Dubai. The system helps companies comply with tracking and tracing requirements set forth in the EU’s new Tobacco Products Directive (TPD2) as well as the demands of the World Health Organisation’s Framework Convention on Tobacco Control’s (FCTC) (WHO FCTC) Protocol.

“The system is designed to be integrated into existing or new cigarette production lines,” Marden Edwards explained. “Also, to ensure the systems extremely high efficiency code reading and aggregation performance, all system functions have in-built redundancy, which ensures minimal wastage and re-work.” The company added that this also prevents the track and trace function from adversely impacting the efficiency of the overall production line. For the show, the company will demonstrate how highly functional and accurate the dynamic pack to outer code reading and aggregation system really is. PT BOKORMAS LAUNCHES NEW FLAVOURS Established in 1949, the cigarette manufacturing company, PT BokorMas, which is based in Surabaya, Indonesia is exhibiting for the first time at the WT event. The company is the first medium-sized cigarette manufacturing company in Indonesia to produce low tar and nicotine clove cigarettes, company information states. PT BokorMas recently added a few new products to its full-range of flavoured, mild, superslim and nano cigarettes, which it will be revealing in Dubai, the company informed

NEW CHINESE EXHIBITORS First-time exhibitor and Hong-Kong based, HK Daehon Machinery, says it will be pushing its newly designed secondary production line for cigarettes. The company manufactures complete secondary lines for cigarettes, including cigarette makers and hinge lid packing machines (with wrapper, boxer and over wrapper). “The upward statistical trend in the SME sector of the tobacco industry has increased the demand for in the economisation of the secondary production line for the cigarettes especially in the third world countries,” the company said. “For the success of any business, controlling the overheads and the uptime for machinery is very critical, which also include basic requirements like manpower and electrical factors including optimal speed.” The company continued, “We designed our machinery with the automation for optimal speed with minimal manual intervention and maximum machine uptime, especially keeping in view the fluctuating power supply safety systems. We have even gone to the ex-

tent of converting the our electrical system compatibility for single phase 110V-220V from traditional three phase 380V, which substantially decreased the setup costs for startup’s as well as regular factories at various levels.” To learn more about the benefits of its machinery, head to Stand G24. Also new, the acetate tow specialist, Jinan Acetate Chemical, said it will introducing its new cellulose acetate flake product. “Sustainably sourced from the wood pulp of managed forests, our cellulose acetate flake is a bio-based product with many appli-

cations,” the company said. “It is the raw material for cigarette filter tow, cellulose acetate and triacetate filament yarns, film and insulation plastic for consumer products such as: screw drivers handles, writing pens, eye glass frames.” Visit the new sustainably sourced cellulose acetate flake product at Stand C06. VAPOUR MARKET TICKS UPWARDS The vapour products category is rapidly eclipsing more well-established tobacco categories, and by 2020 will be the single largest tobacco and nicotine category, outside cigarettes, according to Euromonitor’s Shane MacGuill.

A

ccording to Euromonitor data, the total global vapour products market reached a value of USD 18 billion in 2017 and will probably flirt with USD 25 billion by the end of 2018. Driven by IQOS, but buttressed by increasing numbers of new launches, the heated tobacco category virtually matched 2016’s 200 per cent rate of growth (albeit from a larger base) and is almost certain to become

the single largest vapour category in 2018. Over 2017–2022, heated tobacco products and non-cig-a-like closed systems will continue to see higher growth rates than any other categories within vapour products – albeit at considerably moderated levels of around 350 per cent indexed to 2017 (down from growth in the thousands between 2012 and 2017). Driven by higher price points (including excise taxation), heated tobacco will grow to account for almost half of the total category value in 2022.

Slower growth in open vaping systems is attributable to: the relative maturity of the category (or later stage immaturity); the potential of regulation (and, in some markets, excise) to depress uptake; and competition from products in other categories. Nonetheless, the tank systems and e-liquids categories will reach USD 12 billion in combined sales by the end of 2022. The global vaping population (defined as regular sole or dual users of vapour products) has risen steadily since 2012. Six years

tobacco consumption could also accelerate vaping population growth beyond what is currently projected.

GLOBAL MARKET VARIATIONS

This proportion is expected to continue to grow to more than 10 per cent by 2022, as vapour products continue to become a significant adjacent category to traditional tobacco products. Year-on-year growth in vaping population over the forecast period is significantly more moderate than over 2012–2017 driven by category maturation, the exhaustion of the early adopter cohort and ongoing regulatory and messaging confusion. However, a compelling product launch or more rapid growth in heated

ago, there were already more than 10 million users of vapour products worldwide. Today, it is estimated that there are more than 40 million regular users globally. This still represents a fraction of the world’s smoking population, but placed against that cohort in the 62 markets for which Euromonitor International carries data, vapers now account for about 7 per cent of all smokers in those markets (given dual use, many individuals will appear in each set of data).

The balance of nicotine vapour consumption by 2022 is set to remain broadly in favour of liquid nicotine delivery formats. Heated tobacco will be the dominant delivery mechanism in only one region – Asia Pacific. However, there will be important variations within this category across major regions. Open systems are currently dominant in Western Europe and will continue to be so up to 2022, but heated tobacco is expected to swiftly gather ground. Conversely, closed systems lead in the US and North America and will only extend this leadership over the forecast period. Indeed, we forecast a substantial migration of nicotine consumption out of open systems in the US with the majority of the sales in 2022 being in devices used for the vapourisation of cannabis in extracted or liquid form. Most tobacco companies are currently preaching fragmentation and adopting a “covering-the-bases” approach to their portfolios, but it is clear that heated tobacco is currently more dynamic as a category. A notable holdout, Imperial Brands announced in September 2018 that it was planning a heated tobacco brand launch. The prospects of the world’s largest vapour market, the US, have swung in recent years from strong early growth to the relatively downbeat reaction to the FDA’s 2016 deeming rule through to 2017’s optimism. The change in mood in 2017 was engendered by the pause in implementing new regulations on vapour products and the potential future inclusion of vapour products in a holistic tobacco harm reduction approach. The pendulum, however, appears to have swung again, prompted by the runaway success of the Juul brand, something that the FDA has referred to as an “epidemic” and which is prompting significant regulatory concern. In September 2018, the FDA gave Juul Labs and four other e-cigarette companies 60 days to address concerns about youth access. If the industry cannot convince regulators of its ability to do so, the banning of flavour or online sales is a real possibility – which would substantially

international opportunities available and the country’s internal regulatory agencies, which appear to have viewed the marginal size of the market, in comparison to China’s enormous cigarette industry, as more of a nuisance than a phenomenon requiring attention. On each count, this is beginning to change. China’s market is steadily ticking upwards. And while still minimal in the context of cigarettes consumption, it is now valued at almost USD 600 million, making it the fifth largest global market. As elsewhere, consumers are transitioning from cig-a-like consumption to open systems (though this could change as the plethora of non-ciga-like closed systems produced by Chinese firms begin to seep into the domestic market) and the initial stages of regulation (through industry initiatives) will help give consumers increased confidence. There is likely to come a point, perhaps sooner rather than later, when the STMA takes a more active stance within vapour products, even potentially including the licensing of heated tobacco products for sale.

ONLINE OR IN-STORE? The use of vapour products is disruptive to the tobacco industry in a range of ways, not least of which thus far has been in terms of distribution. While the share of distribution is shifting back somewhat to “established” channels, the two dominant distribution channels (combined 60.5 per cent share) are

either marginal (online) or non-existent (vape stores) in the retailing of cigarettes. North America, where the market sees a number of tobacco companies or a handful of strong independent brands, is the only region that does not have a single distribution channel. The non-grocery specialists channel, widely referred to as “vape stores”, dominates sales in several regions, and is seen as playing an important role in increasing the visibility of and access to vapour products. It is also arguably a model for future developments in the category such as mono-branded heated tobacco outlets or “virtual vape stores” which employ technology to engage with consumers. Close to four out of every 10 dollars spent on vapour products in 2017 were spent online, making the internet the single largest distribution channel for these products. The share of online retailing is at a level well above internet penetration in other FMCG industries. This is the result of a number of factors, including the category’s Chinese production base, its highly fragmented retail and brand infrastructure, the technological nature of the core product (the early adopter effect) and the use of internet retailing to aid distribution of heated tobacco products. The online channel also plays the leading role in illicit sales of vapour products in markets in which domestic sales are prohibited. However, internet retailing of vapour products faces uncertain times ahead. Firstly, the channel is at the sharp end of concerns regarding youth access to the product, ▲

impact the evolution of the segment. The rolling legalisation of cannabis in the US is a dynamic which will also begin to impact vapour products more broadly. Consumers increasingly use similar devices for the consumption of nicotine and THC and/ or CBD containing liquids. High tobacco taxation and an increasingly restrictive tobacco control environment have led the UK vapour products market to become the world’s third largest. User numbers have swelled rapidly since 2012, and the market has shifted rapidly away from cig-a-like products to tank systems. Growth in the uptake of e-cigarettes stalled between 2014 and early 2015, but has since appeared to accelerate again, as the public health consensus in the UK becomes increasingly positive towards the use of these products. It is unclear what role heated tobacco products will play in the UK. PMI launched IQOS in the UK in late 2016, but growth so far has been relatively slow, impeded by advertising restrictions and the price parity of the product in what is a cost-sensitive market. The UK’s imminent exit from the EU, in theory, offers the possibility of relaxing regulation on vapour products which could drive further growth. However, it remains to be seen whether this becomes a political reality. Along the production centre that supplies the global vapour products industry (by some estimates there are almost 4,000 manufacturers operating), China’s domestic market has been widely overlooked. Manufacturers are more focused on the lucrative

(most prominently Juul but also influential operators such as NS20 by Element).

The popularity of Juul among youth in the United States has prompted major regulatory concern

while secondly (and in large part a result of these concerns) many regulators and health bodies are calling for a total ban on online sales. A number of EU markets have taken this approach, but even in markets which do not, additional regulatory burdens will weigh heavily on what tend to be smaller online retailers. In a more general regulatory sense, most global legislative frameworks continue to treat emerging products as though they are co-located with traditional tobacco products on the risk spectrum. The extent to which this (arguably phantom co-location) persists, or that its reverse occurs – that regulatory authorities begin to apply differential (potentially limited) regulation to emerging products – will determine the future development of the category.

RADICAL INNOVATIONS Barring a handful of radical developments (notably the filter), for the last 100 years cigarette innovation has been marked by the incremental addition of features, the recomposition of existing features, or new modes of presentation. Of necessity, because of the product type and its regulation, the grammar and tools of new product development have been limited. However, the advent of vapour products promises to amend the innovation process in profound

ways. As never before, large tobacco and nicotine companies may innovate through acquisition, buying companies that have the technology or knowledge to provide them with a competitive advantage (rather than simple share). A focus on design or user experience is coming to the fore as consumers increasingly expect “innovation” to look and feel different (the success of Juul is notable proof of this). Emerging products offer manufacturers the opportunity to imagine their role within people’s lives (rather than, as with cigarettes, negotiating their cleavage from them). Meanwhile, a partnership approach between nicotine companies and other majors with technical or brand reach could become attractive. Following on from early launches in the pod system category, such as Juul, Logic Pro, Vype and Von Erl (now owned by Imperial Brands), there has been a surge in supply of non-cig-a-like capsule form factors. These non-cig-a-like capsule forms offer consumers a middle way between the simplicity of cig-a-like cartridge products and the efficacy of larger open vaping systems. The format has begun to proliferate within the category with salts being used in every form of vapour products from single-use ciga-likes to reformulated variants of existing high-profile e-liquid brands such as Churrios by The Milkman. This is due to the attractiveness of the product to many consumers, which is further leveraged by the success of brands employing nicotine salts

Cannabis legalisation is an emerging disruptive dynamic in the tobacco industry and further afield. A sub-plot of this unfurling upending narrative is the nascent use of CBD e-liquid in both closed and open vaping systems. Liquids containing CBD (but no nicotine) could increasingly attract those consumers who are looking to reduce or cease nicotine consumption. The flavour profiles of CBD liquids also tend to be stronger and clearer, which may appeal to newer entrants to the vapour category who are demotivated by nicotine use. Current offerings on the market are in the range of (virtually homoeopathic) 3mg/ml (30mg in a 10ml offering) up to 60mg/ml (600mg in a 10ml bottle). Brand positioning which plays on CBD’s proximity to its psychoactive cousin, THC, is common as it stands (eg OG Kush by Harmony), though a more neutral, wellness-orientated branding (eg Elda’s IzyVape) may draw more diverse consumer types. Finally, despite the backdrop of increased numbers of potentially less adventurous consumers entering the vaping category, and ongoing public health and regulatory concerns about the role of e-liquid flavours in attracting younger consumers to the use of vapour products, flavour remains a vital element in the viability of the segment. Cloud simplifies tracking & tracing From 20 May 2019, all companies involved in supplying and distributing tobacco products in the EU will be required to track them. Alberto Zamora, Co-founder and main investor in Osapiens, which is the company behind the Movilizer tobacco product track & trace cloud system, said TPD2 compliance doesn‘t have to be complicated.

Can you tell us a little about your background? I am an entrepreneur. After working for SAP for six years, I moved on to help co-found and work as the CEO of three companies, all of which are very successful today. Movicoders S.A, the first company I cofounded, is focused on developing low cost apps. It is located in Spain and currently has 30 employees on staff. The second company, Movilitas Consulting, has more than 400 employees, is spread across two continents and is the track & trace market leader for pharmaceuticals. Movilitas has been a part of the Keystone Capital portfolio ever since its acquisition. The third company, Movilizer GmbH was founded in 2016. It is a fully-owned subsidiary of Honeywell Inc., which is a Fortune 100 company. After spending two years at Honeywell, helping with the integration of Movilizer into the company, we came to the realisation that the TPD market was going to be very complex. Along with the 30 plus tobacco manufacturers that exist on the EU market, over 4,000 distributors (most of them are very small) would also need a solution in order to

comply with TPD regulations. By then, it was clear that a Fortune 100 company like Honeywell would need a good, trusted and “exclusive” partner to help realise this opportunity; especially given the very short time frame. Hence, in June 2018, we agreed with Honeywell to create a spinoff: Osapiens.

Osapiens concentrates on helping EU distributors to comply with TPD regulations and, secondly, helps those same distributors, which are mainly small and mid-size companies, to leverage this opportunity to become ready for the digital area. Many of

these companies do not even have a website, let alone advanced ERP systems, warehouse systems, CRM – Analytics systems or ordering mobile apps. Today, I am a co-founding member and main investor in Osapiens. Please tell us in detail about the technology behind Osapiens’ TPD software. How is this software integrated into a company’s operations? Osapiens leverages the Movilizer technology. Movilizer is a cloud with a hugely scalable track & trace database to store UIDs. Secondly, the Movilizer technology is a multi-tenant rules engine and a connector/web service that is able to connect with ID-issuers, router; secondary; primary repositories. The Movilizer cloud can also be very easily integrated into and with existing ERP or WMS systems, and hundreds of customers worldwide are using it connected to SAP ERP systems, MSFT Navision systems etc. Thirdly, it is a platform to build and operate mobile apps, which allows not only industrialised mobile scanners to be used, like the ones sold by Honeywell, but also allows

companies to use any mobile device as a mobile scanner by simply using its camera. Movilizer is already extensively used in supply chain processes like direct store delivery and warehouse operations. Coca Cola, for instance, is using Movilizer in most parts of the world (including the United States and Canada) to distribute their beverages to millions of customers every day.

How does this technology simplify all the challenges that come along with the EU’s TPD regulations for tobacco wholesalers and distributors along the whole tobacco industry supply chain? First off, an industrial scanner isn’t even necessary with Movilizer. You can download the mobile app and use a simple iPhone or Android mobile phone as a fast scanner. Mobile phones are capable of scanning all the different types of barcodes which are used in TPD (including dot codes). Secondly, if they use Movilizer, customers do not have to buy any servers whatsoever. Everything is in the Movilizer cloud and the entire connection with the EU systems is fully managed. Thirdly, Honeywell Movilizer and Osapiens have both already worked with and made sure that dozens of distributors and tobacco manufacturers comply with TPD regulations through our system. Two of the largest distributors in the entire European Union are among our customers. With us, the risk of not complying with TPD regulations is zero. We are always informed about changes and interpretations of the law first-hand. The tobacco industry has to comply with EU track & trace regulations by May 2019. What is the largest challenge for the tobacco industry when implementing this new regulation? To find a system that is simple and easy to use for the time being, but also one that can be integrated into existing systems in the future. In the beginning, for example, a small distributor might be okay with sending invoices manually to the EU to ensure fast compliance; however, at some point this repetitive and time-consuming process will most likely lead a company to decide to integrate the invoice reporting process to the EU into its existing ERP system (whatever system it may be). For this exact reason, TPD solutions need to ensure instant compliance, but also be extensible and flexible enough so that even small companies

can afford to integrate them into their current systems. What about tobacco product distributors and warehouses that only use paper with a small budget to automate. What type of service can you offer these customers? For these companies which, by the way, are the majority of the 4,000 companies affected by TPD, we offer a self-contained mobile app. The TPD Basic App. With this app, all they need to do is to download the app, register and after a two-hour training session, which takes place over the phone, they are ready to go and will be able to fully comply with TPD regulations. From there, customers can of course upgrade to the TPD Advanced App if they want to have more automation and integration. What was the motivation behind the TPD forum at your headquarters in Mannheim on 6 November? This was run in Mannheim at the same time as our Honeywell conference. This year we had around 500 participants, and almost 200 of the 500 guests came specifically for the TPD forum. It was a great success and we had very interesting companies presenting how they deal with TPD including Logista, Lekkerland, Tabacos, Landewyck Group-NewCoLog and the BDTA (German Association for Tobacco Machine Operators). Since it went so well and feedback

was so positive, we are now planning on running a second one in February 2018. We will keep you posted. Can you tell us about Osapiens free TPD workshop with a VR demo. Why did the company create this? Yes, together with Honeywell, we created the virtual world of TPD. Basically, a virtual reality environment where the user can experience first-hand how the operations at a tobacco manufacturing facility will change. We also built a full-blown warehouse with inbound, order picking and outbound logistics. In fact, it is so detailed that you can even hand over the goods at a gas station point of sales. The purpose of this is to train people on how TPD will affect the way tobacco manufacturers and distributors work. What are Osapiens future plans and outlook? Short-term, the company plans to help as many distributors as possible until the 19 May 2019 TPD deadline. Mid-term, it will help companies to leverage TPD as an opportunity to become more digital. Thanks to TPD, distributors will have access to new resources and will be obliged to invest in technology for the first time in many years. They should understand that this is a great opportunity for them to get their business digital ready and we will help them with it. Interview: Kacey-Anne Kenney

Standing up for good science CORESTA promotes international cooperation in scientific research related to tobacco. TJI spoke with Secretary General Pierre-Marie Guitton (left), and President Huub Vizée (right) about where it’s all headed.

How did you come to be involved with CORESTA and tobacco? Pierre-Marie Guitton: My background is graphic arts. I always worked in communication departments. First in Paris, then in Le Mans, where I was hired to prepare slides, transparencies and booklets for the director of research for what is now SWM International. So I worked with a wellknown scientist, highly involved in CORESTA, for nine years. Then, since I was from the graphic arts, they thought I would be good in Malaucène, the printing subsidiary of the group – coloured cigarette papers and tipping papers – where I became a technical engineer. Eleven years later, when they closed the factory, the Secretary General of CORESTA happened to be retiring and my boss told me there was a position that I could take. I knew CORESTA because I had prepared documents for it. But I did not know much, apart from the porosity unit. I said, ‘But I’m not a scientist’, and they told me: ‘That’s not a problem, because it’s more about running the association.’ So I got the position, and that is how I became really involved with CORESTA – it was 2010. Since then, I have discovered the whole scope of CORESTA, which is very broad – from the crop in the field, and going all the way to aerosol and toxicity.

Huub Vizée: I am currently Head of Regulatory Affairs at delfort, Austria and I have spent the last 32 years working within the tobacco industry. After completing a degree in chemistry, I began my career within the laboratories of Van Nelle Tobacco Company in Rotterdam, later moving into the leaf department where I worked for several years as a trainee blender/buyer. After the takeover by Douwe Egberts Tobacco Company, I moved to Joure and assumed the role of blender, followed later by a move to the role of Research Manager. After the acquisition by Imperial Tobacco in 1998, I established a routine laboratory for fine-cut tobacco and became the senior manager responsible for product development, quality and engineering for OTPs. In 2002, I moved into corporate affairs at the head office, ending up as Head of Group Regulatory Development. In this role, I was responsible for leading Imperial Tobacco’s regulatory engagement as an active participant on a global, regional and market level to encourage the development of sound, reasonable and appropriate regulations. In 2011, I started at delfort in Austria as Head of Regulatory Affairs. In this role, I am responsible for all tobacco-related regulatory issues worldwide, have an advisory role to R&D, and manage all confidentiality and development agreements with customers as well as suppliers.

I joined CORESTA for the first time in 1994 as a member of the Fine Cut Tobacco Task Force. I then participated in several other task forces and sub groups, such as Tobacco Factory Emissions and Routine Analytical Chemistry. In 2008, I became a board member, representing Imperial Tobacco, and held this position until 2010. In 2012, I joined the board again, this time on behalf of delfort, and I served from 2014-2016 as Vice President and from 2016-2018 as President. On behalf of the Board, I am also the liaison member of the Website Task Force and again became a member of the RAC Sub Group. In Kunming, I was again elected President for the period 2018-2020. We’re at the Congress in Kunming – what is the idea behind these meetings? Guitton: So this is the biennial event. CORESTA walks on two legs. We have the Agro-Phyto area, which is everything to do with the seed, the crop, the field, diseases and crop protection, curing and storage; while the other leg is everything to do with the finished product and its use, the measurement and analytical issues, i.e. smoke science and product technology, which we call Smoke-Techno. So these two areas, of course, know each other, but they are quite separate. Every year, the AgroPhyto people meet, and the Smoke-Techno

the basis is all the work done by our members and their scientists. This work reflects the main issues that our members are presently dealing with, but also the issues they are facing as they look towards the future.

people meet, and every two years, both groups meet in the same place. Last year, for example, the Smoke-Techno people met in Austria and the Agro-Phyto people met in Brazil. But this year, everybody meets here. We have the Congress, because we have the general assembly and the vote for the Board and the Scientific Commission, and the working groups – there are currently 27 – present a report on their activities.

CORESTA has a long history. As the tobacco industry has changed, what has been CORESTA’s strategy to change with it? Guitton: The vision is to be considered as a reliable source of science related to tobacco and other related products. So, of course, we need to keep up with the movements in the industry. In 2011 and early 2012, I came to the Board to talk about e-cigarettes, and the discussion was whether or not this was a topic for tobacco and for CORESTA. Six months later, they said ‘Yes’ and we started a Group. It will most likely be the same with

THPs [Tobacco Heated Products]. At the end of this congress, we will hold a short meeting about THPs and consider our next steps with this product area. There will most likely be a workshop organised to really work on the topic and define the scope. I would expect that we will create a Working Group for this specific product, just like we have the Working Group EVAP, which is working in areas related to the vaping industry. This is a very good Group and it has been working very well, and has already brought about an international standard defining vaping machine parameters. Vizée: The Board installed a non-statutory Strategy Committee, which looks into the future. It collects information about developing regulations and new products being developed. The information comes from the Board members as well as from the SC members and the sub groups and task forces. The Board discusses all ideas brought forward and sets priorities for the work that has to be done. This is communicated to the SC and the SC then communicates it to the Sub Groups and Task Forces. It is also important to have information about any developments well in advance, in order to be pro-active and to remain able to respond with science in a timely manner. We will not always succeed, but we strive to be well ahead and change together with the changing environment. So the membership evolves as CORESTA evolves, doesn’t it? Guitton: Yes, it has evolved lately. We have had more labs coming in, labs which have heard about us at events such as GFN in Warsaw, ENDS in London, and GTNF. I have presented at some of these meetings, and others from Coresta have presented too. And every time, we have one or two labs coming to us with an interest in what we are doing, and with an interest in contributing. That is one side of the new membership which is being generated. On the other side, we also have companies who are working on the crop protection side – pesticides, and how to keep the tobacco in a good condition as it is harvested, stored and ready to be shipped to customers. There is, of course, the very famous tobacco beetle and tobacco moth, which eat around 10 per cent of the tobacco; so we have a Group dedicated to this, and this Group is evolving. Sometimes people want to be there because they want to sell their ▲

What is the ultimate goal of the event? Guitton: The purpose of the Congress, and CORESTA’s reason for holding it, is to provide a platform for the scientists all over the world to present their work. They may be CORESTA members, or they may be from outside of CORESTA, people who have worked in tobacco or tobacco-related fields, such as next generation-related science. Papers can be proposed and we collect the abstracts and review them, and take it from there. CORESTA brings it all together and the ultimate goal is to keep the science advancing. Vizée: The Scientific Commission [SC] is vital in developing the programme. All 20 members of the SC read the abstracts sent in and discuss which ones are scientifically sound, which of them fit into the theme of the Congress, and also which should be presented orally or as posters. Of course,

This conference is supported by China National Tobacco Company. What role has CNTC played? Guitton: All of our events are hosted by a CORESTA member. It has happened in the past that we have had no host, so CORESTA had to organise and host an event itself. We did it in Quebec in 2014, for example, and in 2015 in Turkey for the Agro-Phyto event. And the congress in Berlin two years ago was organised by us as well. Of course, in that situation, we hire a company, but we are the host and we decide what to do. Here, CNTC was the host and decided where and when to hold the event, what kinds of logistics would be needed; and they made the decisions on points relating to the practical items, social events, including the programme for accompanying persons. I would put it like this: they do the container, and we do the content. Vizée: CNTC also proposed three different possible themes of the congress, which were discussed by the SC and by the Board, and one was accepted. More importantly, this theme shows what CNTC tries to achieve, and their commitment to CORESTA. Also, it should not be underestimated how much energy and time the organisation of a congress takes. With this year’s event, CNTC has shown great dedication when looking at the location, the set-up and the staff involved. We have all enjoyed a great congress, but many people from CNTC have been working behind the scenes to make it comfortable for the attendees.

product. I have to explain to them that we are not here to promote products, but practices. Members are here to bring a contribution and to work on recommendations – if possible, a recommended method, but mainly a guide on best practice. Vizée: I would add that we also have a special member category for academics and regulators. From the latter, we do have a few members, but we hope that more regulatory agencies will become member. As is the case with science, we can help each other and learn from each other. Is membership also open to those not specifically in tobacco? Guitton: So these are the two directions today in which the membership is evolving. We currently do not have enough companies involved in e-cigarettes. There has been a feeling that the e-cigarette world does not like the tobacco world. And since CORESTA has this tobacco-related image, e-cigarette companies do tend to be cautious with us. But when we talk to them, and when people from the e-cigarette side come along to our meetings as guests, they tend to be very impressed by the science that is going on. There was one gentleman, for example, who came along as a guest to one of our meetings and he was very impressed. And I told him that I could arrange for him to join the Evap Working Group, which is normally not possible if one is not a member, but we do allow guests in some instances. So he attended the meeting and he was very enthusiastic about the work which was being

done. We explain to people with an interest, ‘Come along and see. If you like it, stay. If you don’t like it, well, that’s fine.’ So we try to be very open and we do also have regulatory people coming here and working as part of the Groups. They are not members. But we need to show people that what we do and produce here is not the voice of the tobacco industry, it is the voice of science. And science should be robust, and there should be no question about it. We often see differences in results from various studies, but the methods differ. Here at CORESTA, many labs work together to define the most reliable method, so we get the most robust results. Has there been a special focus in Kunming? Guitton: At the meeting in 2012 in Sapporo, I think there were one or two papers concerning e-cigarettes. In 2014 in Quebec,

there were one or two sessions. At this event, we have had at least three sessions dedicated to e-cigarettes, plus a number of e-cigarette-related papers presented in other sessions, and some twenty papers on heated tobacco. So this has been growing, absolutely. We have seen a huge change in what people are talking about in the industry, and we’ve seen this in TJI as well. The whole vocabulary has changed, and this is also reflected here in Kunming. Vizée: We started a few years ago with organising workshops. These have proven to be a great tool: we have a few people presenting on a certain topic and, after that, an active discussion between the panel and the audience. This was a great success and attendees could voice their opinions. This year, 5 workshops [Science and Innovation, Crop Protection, Tobacco Biotechnology, Product Risk Assessment and Biomarkers) were organised and their quality and success has been great. This is something, I believe, that should be continued. We also organised an open discussion session on THPs in order to get an insight into how our members view this topic. What is next for CORESTA? Guitton: Being at the disposal of our members and listening to them in terms of where they would like to go. It is not only about following the trends, but also anticipating what may come and trying to be ready for it. At the moment, we are looking at product usage behaviour, for example, and low nicotine and other evolving topics. At the same time, we are also coordinating and working with other groups, who are well equipped to work in certain areas and do certain types of studies. Interview: J.N. Booth

ON THE GROUND AT COP8 The eighth Conference of the Parties (COP8) of the Framework Convention on Tobacco Control (FCTC) was held in Geneva, Switzerland from 1 – 6 October. Over 1,200 delegates from 137 countries, along with numerous other representatives of United Nation agencies and intergovernmental organisations attended. Outside the Centre International de Conférences Genève (CICG), TJI was on hand to report on the tobacco control discussions taking place inside.

press conferences or sessions of the eighth COP gathering and reported from the sidelines of the event. Since COP6, the public and press, under the COP’s current Rules of Procedure, has only had limited access to the opening session, press conferences, committee meetings and plenary sessions. Journalists, other media outlets and the general public were treated no differently this time around. On the COP8 website, the public was specifically told that the Conference of Parties had the authority to indiscriminately decide to change the status of a committee or plenary session from open to

restricted to public. Along with the typical journalist accreditation documents asked for through COP’s online registration system, media representatives were required to submit and sign a Declaration of Interests (DOI) form to reaffirm they were not affiliated, directly or indirectly, with the tobacco industry. This alone, though, was not enough to get in. The official COP website, states that the “submission of these documents does not amount to acceptance.” All other international organisations that could verify that they were not affiliated directly or indirectly with the tobacco in▲

he eighth Conference of the Parties returned to Geneva, Switzerland for the six-day biennial assembly for the first time since the first COP in 2006. The Convention helps the 181 Parties to the Convention and international treaty to assemble, report and draft global, regional and national tobacco control policies to eradicate what the FCTC refers to as the tobacco epidemic responsible for the death of seven million individuals annually. TJI was not admitted into the

The International Network of Nicotine Consumer Organisations (INNCO) spent the week in Geneva handing out various material to delegates about tobacco harm reduction products

dustry were required, if they did not qualify as observers, to apply daily at the conference venue for a public badge. Public badges were given out on a first come, first served basis by the Convention Secretariat. The COP’s behaviour towards organisations affiliated with the tobacco industry is a direct result of Article 5.3 of the FCTC, which requires the Parties to the Convention to prevent ‘tobacco industry interference’. The article commands Parties to the treaty and Convention “to protect [public health policies with respect to tobacco control] from commercial and other vested interests of the tobacco industry.” This blanket ban and lack of transparency has far-reaching implications for the tobacco industry and tobacco farmers, but also for some of the main stakeholders – nicotine and tobacco consumers, according to different sources TJI spoke to. The International Network of Nicotine Consumer Organisations (INNCO) was one organisation that was actually denied entry into

COP8 as an observer, even though INNCO told TJI it formally applied and met all the criteria to enter. INNCO is a global organisation that represents over 30 countries and millions of nicotine consumers from all over the world. The organisation says it promotes risk reduction in the tobacco control debate and novel tobacco products such as e-cigarettes. Several members from different locations, such as Sweden, Thailand, New Zealand, Hong Kong, Denmark and Cyprus were found peacefully protesting INNCO’s ban from COP8 and promoting novel tobacco products, throughout the week, in front of the CICG building and around Geneva. “All we are, are people who believe that smokers deserve to know the truth and have the option of switching to safer-nicotine products [novel tobacco products], which are significantly safer than combustible tobacco [products],” said Judy Gibson of INNCO. The FCTC’s negative perspective on nicotine and novel tobacco products is

the real issue at stake, says Gibson. “I think that they regard nicotine as an enemy, even though significantly safer nicotine products exist. They [simply] will not accept harm reduction in tobacco.” Several members of INNCO told TJI that the organisation does not receive funding from the tobacco industry, is not affiliated with the tobacco industry and does not raise issue with article 5.3 of the FCTC. The decision to eject INNCO from COP8, came after five members of the organisation were briefly allowed into the first plenary opening speech on 1 October on a public badge, said Kim Dabelstein Petersen of The Danish consumer organisation Dansk e-damper Forening – Danish Vapers Association (DADAFO). Delegates voted to decide whether to reject INNCO’s application to be an observer to the COP8 meetings during the opening speech, says Petersen. “We were sitting next to the live feed of the plenary session and the ten minutes of voting that transpired were cut from the live stream.”

part of an effective harm reduction strategy.” Members distributing the INNCO flyer said they were simply trying to establish a dialogue between their organisation and the WHO FCTC about harm-reduction. INNCO also suggests that the Convention is not upholding Article 1 (d) of its founding treaty the “Framework Convention on Tobacco Control,” if it would not acknowledge “harm reduction strategies that aim to improve the health of a population”, such as giving smokers the option of switching to novel tobacco products. INNCO says that prohibiting novel tobacco products is unfounded, unethical, unscientific and damaging to public health. In order to get this message across, with the help of the organisation Knowledge-ActionChange, INNCO took part in the launch of a 128-page comprehensive report titled No Fire, No Smoke: Global State of Tobacco Harm Reduction (GSTHR) 2018 on 2 October. The GSTHR report charts global, re-

gional and national availability of novel tobacco products, the legislation on these products and, as the report states, “the public health potential of tobacco harm reduction.” The organisation said that a short executive summary of the report was also published in nine languages. Knowledge-Action-Change, which is located in London, is said to collect funds from the Philip Morris Smoke-Free Foundation, according to a report by The New York Times. Gerry Stimson, the project director of the publication, said that the findings found in the report derive from over 300 independent studies about prevalence of smoking and availability and regulation of novel tobacco products. During a press conference to launch the report, members of different organisations including INNCO said they were able to distribute 200 copies to COP delegates walking into the conference building that morning. The organisers of the event made clear on a press conference leaflet

At the time of writing, it was still unclear if the minutes in which the delegates voted to reject INNCO’s application were accounted for on the video footage of the first plenary opening speech on the official COP8 website. Currently, five of the COP8 plenary sessions have been uploaded onto the official website. Petersen pointed out that one of the biggest problems with banning the public and media from discussions about tobacco control policies is transparency and participation. “It is a public health problem, so the public should have the right to be involved and to know what is going on behind closed doors.” Throughout the week, INNCO handed out flyers informing the delegates about INNCO’s ejection from COP8, but also suggesting to WHO on the flyer that it “should reject prohibitionism and acknowledge ‘tobacco harm reduction’ and risk-proportionate regulation of tobacco and nicotine products that do not involve combustion as a

that, just like the FCTC and others working in tobacco control, they have one goal in mind, “a dramatic reduction in the death and disease toll from smoking cigarettes”.

FCTC ON NOVEL TOBACCO PRODUCTS What will the future hold for novel tobacco products? Dr Vera da Costa e Silva, Head of the WHO FCTC Secretariat, has repeatedly made statements that show that the FCTC believes that novel tobacco products are a ploy from the tobacco industry “to make the case [for harm-reduction products]”, as Silva said during the 17th World Conference on Tobacco or Health (WCTOH) in March 2018. Silva also repeated this argument in her COP8 keynote speech on 1 October, in which she said that the tobacco industry had been using “loopholes in legislation” and

“aggressive marketing” tactics to promote novel tobacco products. In addition to that, the WHO FCTC’s press release on the New Report on Global Progress on 1 October explicitly stated that “Tobacco industry interference, combined with the emergence of new and novel tobacco products, continues to be considered the most serious barrier to the implementation of the Convention.”

WHAT ABOUT ARTICLE 17? Barring the tobacco industry from the Convention and Conference is simply undemocratic behaviour, according to Antonio Abrunhosa, president of the International Tobacco Growers Association (ITGA). “The WHO, being a United Nations agency, should be governed by democratic principles.“For the first time in the history of in-

ternational treaties, the sector which the FCTC aims to regulate was totally excluded from the debate,” said Abrunhosa. Furthermore, the Parties to the treaty to Article 17 of FCTC are required to help promote “economically viable alternatives” for tobacco growers, which are supposed to create alternative income options for tobacco farmers. Proposing alternative crops to tobacco, however, requires “agronomic, economic and social knowledge about the very different conditions of tobacco growing” and the sessions are run without experts like agronomists, said Abrunhosa. Article 17 has indeed been one of the most difficult articles for the Parties to implement, according to a statement by Preeti Sudan, COP8 President and Secretary of India’s Ministry of Health and Family Welfare, during the “High-Level Segment on Tobacco Control and Global Climate Action” plenary session.

The Global Progress Report 2018, which consists of the average implementation rates of the FCTC articles, also reflects this challenge. Of the 142 Parties and 78 per cent of the Parties to the treaty that formally submitted their 2018 implementation reports, the average implementation rate of Article 17 has actually decreased in the last two years. Abrunhosa suggests that “the lack of dialogue” between tobacco grower organisations and FCTC has resulted in the failure of the FCTC to find a viable alternative option to tobacco growing, which he says is a clear example of how the FCTC is pushing aside the interests of tobacco farmers.

IMPACT ON ENVIRONMENT The Convention also directly linked the problem of tobacco growing and imple-

menting Article 17 with a larger topic this year – the negative impact of the whole life cycle of tobacco on the environment and the lack of tobacco-related environmental protection. For the first time, the Conference featured a “High-Level Segment on Tobacco Control and Global Climate Action” plenary session, in which the assembly speakers discussed the negative effects of tobacco cultivation and manufacturing on the environment. The panel listed deforestation, ground water contamination and the final disposal of tobacco by-products like cigarette butts as the major issues with tobacco. Article 18 of the FCTC requires Parties to the Convention to protect the environment and health of persons “in relation to the environment in respect of tobacco cultivation and manufacture within their respective territories.” Article 18, however, has been just as challenging as article 17 to implement. The Global Progress Report 2018 found that “Pro-

tective measures in tobacco cultivation and manufacturing are utilised by around one third of tobacco-growing Parties, and there was no notable progress in this area in 2016–2018”. For both article 17 and 18, the report found that the implementation rates have not “seen a significant change during the 2016–2018 reporting period.” The report noted that weak implementation of articles was mainly due to tobacco industry interference, as well as a shortage of skilled personnel, financial resources and capacity. The lack of success of Article 17, and maybe also indirectly Article 18, may be the result of the FCTC not supporting tobacco growers, says Abruhosa. He suggests that the FCTC refocus its efforts on fighting tobacco to supporting ministers of agriculture, labour and trade in developing countries to develop tobacco diversification programmes. From the chemist’s toolbox The molecules that give e-liquids their flavour are mostly produced synthetically, regardless of how authentic their flavour compositions may seem. There is a good reason for this, as TJI learnt while visiting German-based flavour house Hertz&Selck . . .

T

he journey through the raw material storage is a dream for all of those who like to exercise their sense of smell. Immediately, on the first corner, delicious notes of caramel push their way through a multitude of less discernible aromas. Once again – is that watermelon? And, just a few steps further, the nose trips over a fine, yet easily recognised whiff of lime. Container after container of these raw materials are packed closely together and it’s

from these containers that flavour house Hertz&Selck creates its fine tastes. Over 2000 substances stand here at the ready, estimates Thorsten Quast, who works as a flavourist at the Hamburg-based company. And they come at a handsome cost – one kilo of rose oil, for example, fetches between EUR 8,000 and EUR 10,000 (USD 9,400 – USD 11,700). But these expensive raw materials are not used in the making of e-liquids, Quast says, as he places two identical e-cigarettes on the

table before him. It’s a pity, because that synthetic plant extract smells amazing. Synthetic? As a matter of fact, the majority of flavours used in e-liquids are produced in the laboratory, where experts differentiate between the artificial and that which is nature-identical. The first step is to allow the molecules to bind together until the resulting scent is a match; next, chemists reverse engineer the natural specimen. For example: ethylvanillin is artificial, vanillin is nature-identical. Of course, one could

DESIGNING TASTE “In order to be able to design a flavour, I have to know which device the flavour is intended for,” says Quast. The flavourist’s tip is as follows: users of vapour products should think carefully about this principle when considering an e-liquid for their device. As a rule of thumb, popular e-liquids fit into one of three main flavour groupings. The first group is the Tobacco flavours, which are often the choice of new or novice vapers; then we have Fruity flavours; and the flavours which can be grouped into the Desserts category, like cake and cookies. “One

trend in particular from the USA has spilled over to us here in Europe: the flavours are getting sweeter,” says Quast, and the look on his face suggests he, personally, is not a fan of the sweeter notes. When Quast creates an e-liquid, it is often at the request of a customer. One customer might send a bottle of e-liquid from a competitor in the hope of creating something similar. The next request might be for a seasonal specialty – an especially light and refreshing mix for summer, for example? It also happens that Quast himself might create a flavour based on a scent he caught while spending time with a friend who vapes, or garnered from a cloud left behind by a vaper on the streets of Hamburg. In

order to do this, he stands at his desk and writes down the recipe, working like a composer who writes sheet music on paper, knowing how the notes will sound when played on an instrument. In the end, the recipe goes to the lab, where the mixing is done. After two days of mixing, the recipe is thinned into a liquid. Then comes the hardware test: in other words, it’s time to vape it. But liquids don’t always taste good after the first, or even the second, attempt. In fact, it can take 15 or 20 attempts, each with slight changes being made to the recipe. It’s no wonder, because mint oil isn’t necessarily mint oil, either. In the raw materials storage at Hertz&Selck, there are seven or eight different variations of this essential oil

ROOTS IN DRIED FRUIT The businessmen Alfred Hertz and Carl Selck founded Hertz&Selck in Hamburg in 1931. With the Hanseatic city being the site of Germany’s largest port, and having an airport located close by, Hamburg offered Hertz and Selck the infrastructure they needed. Indeed, the partners made a smart choice because nowadays the majority of the company’s business is done overseas and deliveries leave the Hamburg offices destined for addresses all over the world. In the very beginning, the business partners traded in essential oils, fruit concentrates and dried fruits for the food industry. It was later that flavours for tobacco products would gain importance for the company. Today, around 80 employees are active, almost exclusively, in the tobacco flavours sector, and Hertz&Selck is recognised worldwide as a specialist supplier of premium flavours to the tobacco industry. For the last eight years, the company has been active in the dynamic sector of flavour solutions for e-liquids.

scrape out one’s own vanilla pod and create a natural product, but as Quast explains, the solids inevitably contained within would stick to the vaporizer in the e-cigarette. At least the taste of vanilla will always be the taste of vanilla – one could believe. But the science of flavours simply is not that simple. While most standard e-liquids are mixed at a 60/40 ratio (PG/VG), or thereabouts, many hobby and ‘professional’ vapers stick closer to a ratio of 20/80. In this instance, the flavours in such vapourrich VG mixtures have to be stronger, otherwise they end up relegated to the background of the vaping experience. A good example here is the ‘After 8’ e-liquid made by the US company, Mystic Juice USA. The higher the VG content in the e-liquid, the weaker the chocolate flavour becomes in relation to the mint notes.

the ‘best before’ dates printed on food items – the liquids generally remain usable long after this date has passed, but there are exceptions. If e-liquids contain lemon concentrates they can oxidise after coming into contact with oxygen, and even novice consumers will notice the resulting change in taste. “But, actually, the nicotine is what most influences the perishability,” Quast says, because this (colourless) substance reacts when exposed to air. It gradually turns a brownish tone. But this is of little concern to the experts during the production of e-liquids. The flavourist’s immediate concerns are getting the recipe right and paying dues to the numbers shown on the scale. When it comes to ingredients, ratios and weights, everything has to be just right. At several working stations, staff are mixing flavours – and generous helping of the carrier substances like PG and VG – to the required ratios. Here, as a flavour specialist, Hertz&Selck says it sets

alone, and each of them strike fine variations that only flavourists can recognise. And sometimes German laws make the composition of a new flavour nearly impossible. Here, Quast gives the example of a specific flavour which he came across while holidaying in England. It had tantalising buttery notes which left Quast impressed, he admits. But upon returning to the laboratory, he learned that use of only one of the three required raw materials is allowed in the production of e-liquids in Germany. In this case, Quast had to do a lot of fiddling about. The tools required here are not those that Quast learned in his chemistry studies, but those acquired later, through diverse experience working as a flavourist: first at the German Imperial Brands subsidiary, Reemtsma, and later through years of experience at Hertz&Selck, where Quast has been building up the company’s flavour division for the past seven years. Which materials work, and which fit with one another? Questions like this can only be answered through years of experience. In this way, flavourists need to work in a very exact fashion. Some substances are willing to forgive a more generous handling. Others, however, are known as ‘high impact materials’. On the way through the laboratory, Quast points to a closed door, behind which a large ventilator can be heard. “That is our ‘stink room,’” he says. “When I’m

handling substances in there, I tend to wear two pairs of gloves.” Even the smallest of concentrations on the skin react quite penetratingly. “This is the case for emoxyfurone.” In response to a questioning glance comes an explanation: “That is Greek fenugreek,” he says. “It smells like Maggi seasoning sauce.” But heavily-spiced mixes are seldom requested. Few people would order a currywurst flavour, despite the popularity of the dish in Germany. In the case of beer, the picture is a little different, “but it just doesn’t work,” Quast admits. “Like real beer, the liquids go flat after just a few days. This leads to a question about the perishability of flavours and liquids. “We guarantee one year,” Quast says. But this seems to be like

itself apart from e-liquid manufacturers through the company’s focus on designing new flavours and flavour groups. E-liquid makers generally deal with finished flavours, which they order and then dilute, and any real flavour composition seldom takes place. And requests for new flavours, but also for the specialised creation of e-liquids, are on the rise, together with the increasing numbers of vaping consumers in Germany, the rest of Europe and elsewhere in the world. In the coming year, Hertz&Selck wants to take a new, bigger production and storage site under its wing. There, too, any number of scents will no doubt be discovered in every corner of every room.
