For many patients, it's their last hope. They've raised funds for years and taken out loans on their houses. It's awesome to follow up on their progress. Recently, a young girl who was blind woke up and saw lightning for the first time! Her mom had to explain what it was. Do you have a role model? No one in particular... Perhaps it's people in the Peace Corps or 'out in the field' who do things for others without self-interest. Listening to music via the internet is extremely popular, and is the main distribution channel for artists in China. The new scheme operates on an advertising revenue split between Google, Top100.cn and the four record labels. The address for Google's new music service is www.google.cn/music. The superbly organised system allows users to download and listen to the latest releases of international artists, with more comprehensive access than other providers are currently capable of. Google, the world's most-visited website, has struggled to obtain a competitive market share in China, up against the likes of Sina, Sohu and Baidu.

Carbon Emission Plans A top Beijing think-tank published an alternative proposal for dealing with global greenhouse gas emissions, which was divulged to the public in early April. Beijing's new plan differs from other carbonreducing schemes, such as the Kyoto Protocol, in that it uses a carbon-per-capita emission quantity, and also takes into account the historical accumulation of carbon emissions to set quantities allowed, and then permits nations to trade portions of those rights internationally. Such a proposal is intended to, "Allow developing countries a larger emissions quota, reflecting their right to develop," according to the China Daily.

The release comes at a time that Beijing appears increasingly aware of its obligations to climate change, working in accord with the IEA at a conference later in April. Under the Kyoto Protocol, developing nations are not required to limit their emissions, and instead can earn money (billions of dollars in China's case) from developed nations, whose companies invest in clean energy projects in the developing country in exchange for 'carbon credits' for their activities at home. According to the Centre for Global Development, China recently passed the US as the world's leading source of greenhouse gases, however its apparent willingness to enter into emission caps suggests acknowledgement of the global problem.

The Grape Wall Of China, a popular blog on this vibrant and developing industry in China, rates Shandong Province highly, noting its comparatively long history of winemaking within China, but predicts difficulties in growing due to the frequent fluctuations between warm and cold weather.

3G technology, currently the most advanced data transfer standard of mobile phone networks officially hit Qingdao last month. Allowing for faster mobile-based web browsing and video conversation, China Mobile's homegrown TD-SCDMA technology is now available in several second and third tier cities including Xiamen, Qinhuangdao and Baoding.

More stimulating packages In the latest financial injection targeted at rejuvenating a flagging economy while reducing China's reliance on exports, the government is investing heavily in the electronics and information industry. The headline rock n' roll act of the month - Bonk - are energetic to the point of explosion, a crazy Norwegian export of unabashed punk rock, with chins hairier than Moses Hazy (the first Scandinavian troupe to grace REDSTAR Live), and a presence that makes trendsetting Norse moshpit-generators Turbonegro look timid by comparison. Bonk was founded by Andreas Grotterud and Leif Koren, two hippies of the Oslo punk scene, in 2001. This is their second visit to China, and their second experience touring with The Subs (see below). In 2004, the same year that they released debut album Western Soul, the band came to the Middle Kingdom for a number of dates that included that summer's MIDI festival. The album was hailed as both a "Sonic beating," and "The sound of fuzz-guitars killing a boy band," in local press, a reputation the band were only too willing to uphold, having already declared the album the 'antithesis to American Idol'. It truly is an audio assault, reminiscent of iconic punk acts such as The Cramps and The Vandals, but

defiantly original and modern in its use of structural ideas and swooping vocal lines. The band pay homage to their Chinese experience on track 4, Ni Hao Mama. Drawing on influences as disparate as Tamla Motown, Norwegian death-punk and The Who, they constitute the sound of a culture hell-bent on putting litter into bins and the rock into punk. In the band’s short history, they have been nominated as Best Newcomers at the Alarm Awards (Norway), been reviewed by Playboy magazine and played in front of an audience of 20,000 fans. Thursday 21 May Bandapart This Copenhagen-based experimental jazz outfit are making all the right moves on their ascendancy in Europe - prior to this tour the group, comprised of guitarist Jakob Bro, bassist Jonas Westergaard, drummer Jeppe Gram and existentially-monikered Soren Kjærgaard on wurlitzer, have shared musicians with the Danish Royal Symphony Orchestra, studios with Bill Frisell and stages with the Danish Royal Theatre. The band describes its music as "A constantly varying journey through a colourful sound landscape," but such subjective generalisation does little to capture the nuance of their compositions in words. Eclectic and etherial, the band craft a minimalist soundscape through their songs - the majority of which are written by Kjærgaard - allowing delicate layers of sustained single notes or subtly tweaked arpeggios

to juxtapose with electronically generated audio tinkering. Rarely is the ear bombarded with more conflicting and questionable notes than it can comfortably handle, as is commonly the case with avant-garde music. Charismatic, elegant and thoughtful, the group value control, developing ideas throughout a piece's progression and rejecting the use of chordal cliche or predictable passages, while still persisting to deliver music of such organic simplicity that it is difficult not to be completely enraptured. There's more than a little Asian influence on tracks such as Christianshavn, where evocative chromatic string patterns swoop longingly between bursts of staccato violin. Their genre-defining nature was summed up in a quote by Denmark's Gaffa Magazine: “Bass, guitar, drums and keyboards are instruments equally suitable to rock and jazz, and Bandapart operates constantly in the borderland between the two.”

Two contemporary jazz bands from Denmark take to the massive stage at Qingdao Concert hall this month, namely Bandapart and Emile De Waal +.

Emile De Waal +

If Bandapart is experimental, then Emil De Waal + is positively otherworldly. Firstly, there is a Mr. Emile De Waal in the band, but the band's name is his, followed by a 'plus' symbol. And despite the fact that he represents the percussion contingent of the act, his job is not maintaining the rhythm. Rhythmic metre is provided by the computer to his left, and the drums are his improvisational tool. An incredibly physical drummer, the violence and passion with which he demolishes the drum skins is positively Dionysian. Though turned down in the recordings, the thunderous, Thor-like lashings are still dominant, injecting the pieces with the emotion that the purely electronic music would lack. De Waal plays with Swedish multi-instrumentalist Gustaf Ljunggren, and Bandapart's primary composer Soren Kjærgaard. Together, the music produced is something truly original, compositions in which ideas come before musical theory. Elements of Daft Punk ebb through in some of the samples, but the samples repeat over a much longer period of time, and use much darker, more exotic scales, conjuring a somewhat less gregarious and dance-friendly product. This music entirely defines words.

In 399CE a Chinese Buddhist monk named Făxiăn 法显 (ca. 337 – ca. 422), set out from China for the Indian subcontinent, in search of original Buddhist scriptures. His journey took place several hundred years after Siddhartha Gautama, the founder of Buddhism, walked the Earth, and only a couple of hundred years after his translated texts had first reached China by way of the Silk Road. More than a decade later, on the return journey by way of sea, he and his crew were aiming for the modern day Guangdong area but overshot their destination and instead landed at China’s largest seaside mountain, Laoshan (For those unfortunate unacquainted, Laoshan is the beautiful 1,000m heap of pink-granite boulders and coniferous trees that lies just 30km east of the Qingdao CBD). Geographically speaking, China and India may be in close proximity, but throughout recorded history the overlap of their cultural spheres has been relatively minute (largely because of the Himalaya Mountains, China's 'Southern Great Wall'). Nevertheless, the single strongest cultural export from India to the Middle Kingdom has been Buddhism. With its renunciation of worldly possessions and encouragement of meditation and asceticism, Buddhism was a relatively convenient

fit with the mysticism of Daoists. In contrast, Confucianism, with its focus on maintaining righteousness, ancestral worship, rituals and hierarchies was not such an easy match, at first anyways. Neo-Confucianism, which came about in the Song Dynasty (960-1279CE), harmonised elements of all three.

Today in China, the ideas of Siddhartha may not hold as much political clout as before and the number of adherents is unclear, but its lasting influences are omnipresent and, alongside breakneck capitalism, it seems to find a niche well worth filling. While modern-day manifestations in Qingdao may consist mostly of wooden Buddhas bobbing their head on your taxi’s dashboard, a robe-swathed monk sipping on a Green Tea Frappacino or accompanying a friend to Zhanshan temple to pray for a spouse, there are some extremely significant and timeless artifacts found etched into stone all across Shandong. If looking to catch an authentic experience this 'Vesak'/佛诞日/ Buddha’s Birthday, which is celebrated on May 2nd this year in China, take advantage of the amazing weather and check them out this month!

no one can deny the subtle magnificence in the soft grins of the Bodhisattvas

The ‘Lost Buddhas’ of Qingzhou Spare yourself a twoday train ride to the Terracliché Warriors of Xi'an when an equally significant 20th century archaeological discovery lies just a few hours west of Qingdao in a quiet, historic city called Qingzhou. In 1996, construction workers were levelling a new soccer field when they chanced upon 400 stone Buddhist sculptures neatly buried in an east-westerly direction within a 9m by 7m pit. Most were carved out of local limestone and were commissioned by local gentry and landlords as early the first-half of the 6th century (almost 1000 years before Michelangelo finished his

masterpiece, David). Their significance lies not only in their recording of sculpture styles during a peak of Buddhist influence in China, but also in the mystique behind their inexplicable burial. Most scholars suggest an iconoclastic burial (a majority were discovered beheaded) more than 800 years ago during the reign of one of many local emperors or landlords that instigated a purging of Buddhism and other ‘barbarian’ imports, while others allege destruction during warfare or even a natural disaster. However, no one can deny the subtle magnificence in the soft grins of the Bodhisattvas and their intricately detailed robes, while some still bare flakes of gold and shadings of paint. Given that Buddhism is not generally viewed as being spread across China by the sharp end of a sword (Buddhism actually spread faster throughout the Yellow River area following the chaos of the Sixteen Kingdoms as well as the Southern and Northern Dynasties (304-589CE) which had a greater destabilising

effect in the north), the ‘Lost Buddhas’ certainly may be one of the world’s oldest solid testaments to what beauty can be produced when different cultures fuse. While about a third of the stelaes and busts are currently globetrotting museums in Australia, UK and Singapore, the remaining 50 pieces (chabuduo) are permanently housed in the Qingzhou Municipal Museum. Qingzhou is now a suburb of Weifang, but was the administrative capital of the Laoshan/Qingdao and greater Shandong area for quite some time. Faxian spent several years here translating his newly acquired scriptures and went on to record China’s oldest surviving travelogue (which can be found easily online). Well venerated within China, the museum sits on the eastern edge of town and also contains the oldest surviving civil examination papers, dating back to the Ming Dynasty when stacks of Confucian texts would be tediously memorised and regurgitated by those wishing to climb the bureaucratic ladder. Nearby, Tuoshan (驼山/Humpback mountain) and Yunmenshan (云门山/Cloudgate mountain) are littered with Buddhist grottoes carved as early as the Northern Zhou (577-581CE) and Tang Dynasties (613-907CE). The largest Buddha statue in Shandong is located here and stands 7m high. Most still remain out in the open air or behind cages and are difficult to get to without a local guide. Qingzhou can be reached within three hours by a 33元 train ride and taxis from the train station to the museum will run you about 25元.

Crawling above Jinan’s skyline is the easily accessible ‘Thousand Buddha Mountain,’ where many temples and stone-carvings are perched amongst pines on what makes for a pleasant day hike.

Economic crises putting a crimp on your travel funds? The oldest indigenous artifacts in the downtown area of Qingdao may only date back to the early 20th century, but they certainly merit a visit. Zhanshan Temple, located in the green oasis around Zhongshan Park, was built in 1934 and is the youngest of its type constructed within the Tiantai (天台宗) sect. You can enter through the south gate on Zhiquan Lu, taking in a seven level pagoda, which during the past year was matched in height by an impressive, brightly-coloured bell tower. Wandering down the hill is a gated complex of shrines and traditionally-styled halls occupied by the few-dozen in-residence monks. Qingdao’s municipal museum hosts an impressive collection of Shandong Buddhist relics, including two 5.7m high Buddhas from just outside of Jinan. During the Japanese occupation, their heads went amiss somewhere between Qingdao and Jinan as Imperial soldiers attempted to send them home as war treasures. The museum is full of mostly Shandong artifacts, including everything from Neolithic jade jewelry to protest banners from the May 4th movement and rotating exhibits (now, Qin Dynasty decorative blocks; soon, ornamental fans). 2009 is to end on a high for Qingdao, despite the global economic collapse. This is the resounding conclusion of a thoroughly in-depth study entitled China40, conducted by real estate forecasters at Jones Lang LaSalle, in which forty of China's most promising burgeoning metropolises were put under the microscope for a comprehensive analysis of what their future holds. As briefly mentioned in last month's REDSTAR, a breadth of cities - 275 in total - were analysed in detail. The 40 cities were shortlisted on the basis of a sieving process, taking into account a range of demographic, economic, business and technological market indicators. In addition, there is considerable attention drawn to three key factors which will make or break potential investors; labour skills and access to qualified labour, infrastructure investment strategies and Government policy. "Government policy forms one of three main categories of variables on how each city was evaluated. Cities under an active government policy to be developed as a hub or region, or that have a preferential policy focus on certain industries would fall into the classification," said Michael Kilbaner, Head of Research.

Qingdao is one such city - it has numerous industry parks, two of which are the Hi-Tech Industry Development Zone (QNHIDZ) and the Economic and Technology Development Zone (QETDZ), that comprise the extended Jiaozhou Bay Project, a massive development that intends to see the entire area surrounding Jiaozhou Bay becoming a single, unified economic hub. Note also the focus on Hi-Tech - like Dalian to the north, a combination of factors, including unsurpassed logistics access and access to a comparatively cheap and welleducated labour force (including a high aptitude for the languages of neighbouring Asian states) make Qingdao very appealing to investors. Nike, Mitsubishi, GE, Coca-Cola and Durex have sizable operations in Qingdao, but it seems Dalian has landed the holy grail of hi-tech investment: Intel have opted to put a US$2.5bn microchip manufacturing plant there, representing its biggest investment outside of the US, making Dalian the biggest chip-producing region in Asia in the process.

Getting Results Immediately, the conclusion that bears the most weight regards the position of the China 40 as a whole, given the current economic climate: "The global recession is causing demand to soften in Tier 2 and 3 office markets over the short term, but the effects are not as pronounced as in Tier 1 cities, as [Tier 2 and 3 cities] are less developed and their economies more focussed on the domestic market," states the report. While this may seem difficult to believe at the moment, with so many small and medium-sized Korean and Japanese enterprises vanishing overnight, China's inherent advantages remain present and a shift of focus from export-related enterprise to services and the development of the domestic economy will see a return of office occupiers in the near future - in fact some estimates suggest that as soon as the end of this year, Qingdao will see a resurgence. At the forefront of the study are indicators of what the future holds in three main sectors: Retail, office and logistics (residential real estate fluctuations are seen as being directly responsive to the fluctuations of these commerce-driving factors). In the retail sector, Changsha, Wuhan and Wenzhou are tipped to be the most successful

Government policy is a major category in defining how each city is evaluated over the next 10 years. The former two are in the midst of a vast infrastructure overhaul, that will see a. Changsha become the definitive transport hub of Hunan Province and b. Wuhan, already one of China's most populous metropolises, absorb eight of its satellite cities. It is interesting to note that currently, of the forty cities covered, Qingdao has the third-highest concentration of luxury retailers - note Hisense Plaza, Crowne Plaza and Sunshine Mall - whose extensive presence here owes a debt to the city's vibrant tourism industry. Regarding office space, Qingdao is in the midst of a massive percentage increase in Grade-A facilities - the IMC Centre, Capland and Shangri-La Centre Office Tower being the most important embodiments of this growth, but in real terms, the sheer volume of increase in Chengdu, Wuhan

and Dalian will see them better placed to attract businesses requiring this type of space. Three other cities stand out further still, despite numerical deficiencies - Tianjin, Nanjing and Chongqing all have government policies that are encouraging international banks to situate in their cities, and are proximate to venerable institutes of higher education, the main reasons that they are labelled the winners in this category. But, predictably, it is the logistics sector in which Qingdao rises above the rest of the pack, and along with Chengdu, the only portion of the study where reasonable comparisons can be drawn between second and first tier cities - at the end of 2008, there was almost as much Grade-A real estate for logistical operations in Qingdao as in Beijing and as of 2007, Qingdao was hosting shipping conglomerates such as P&O, Maersk, Cosco and Pan Asia. On a separate note: Why is Chengdu ranked so highly? Answer - the city close to China's heart is making a play to becoming the gateway to the west of China (an endeavour that the central Government has, with more than an iota of historical irony dubbed the 'Go West' policy). The rail storage base under construction in Chengdu will be the biggest in Asia upon its completion.

What the future holds The importance of this study cannot be overstated. One of the few foreign real estate organisations to obtain such information, the study will not only assist investors from all over the globe, but by making information available to fringe companies, direct them too. Indeed, recent articles in Time Magazine have touted China's attitude to the global economic downfall as being like a mad shopper in a worldwide sale. The Middle Kingdom has made vast loans to Russia and Brazil in exchange for

future oil consideration, and continued its forays into Africa, buying more in commodities such as copper and aluminium than it can reasonably expect to use over the coming years, which, combined with China's faux play for a new global currency, prompted some commentators to suggest that they were gearing up for a new metal-backed IMF dollar. Current Qingdao Real Estate News The most talked-about developments in Qingdao right now are the three large scale projects - namely the IMC Centre (Shandong's tallest building), the Capland Centre and the Shangri-La Centre Office Tower, which will all come online by mid-2010. In a year that is seeing an unprecedented drop in investment levels, direct impact on Qingdao was heavy at the start of 2009. Office tenants vacated en masse, forcing landlords to lower their rates (the average dropped to 2.6元/m²/ day). But, “Although demand in general has decreased across the board, the Qingdao real estate market does not face the oversupply issues seen in other major cities and displayed resilience in certain sectors as we entered the second quarter of 2009. We are seeing office tenants opting to take the opportunity to upgrade to newer and better quality buildings at competitive rates, relocate into cheaper buildings, or bargain with their existing landlords for better terms,” said Jeff Weidenborner, Managing Director of Jones Lang LaSalle's Qingdao office. Qingdao's industrial market has definitely been affected by the global financial crisis. The overall vacancy rate of high-quality logistics warehouses rose to 26.7%. To attract tenants in the first quarter, and bonded and non-bonded warehouse owners have lowered their asking rentals to 0.6元/m²/day (9.1% decrease) and 0.74 元/m²/day (6.3%) respectively. The Chengyang District government has also introduced a series of policies to support the existing business through the financial storm, including a cut on land-use taxes. New projects include the initiation of QNHIDZ and a new, Grade-A ProLogis warehouse. In the retail sector, many more projects are expected to be completed in 2009, not only in Qingdao’s city centre, but also in Chengyang and Huangdao, creating an estimated additional new supply of 536,625m² and intensifying retail competition. For example, Powerlong Plaza, with 400,000m², and Marina City, with 200,000m², will both be completed in the third quarter of 2009, and Capland Centre, with 38,000m², will be completed at the end of the year. Free Lunch (0-19元) jiān bĭng guŏ zī 2-5元 A standby when times get tough (or you're pressed for time), but bring some moist towelettes! These crepe-like contraptions come loaded with frybread, lettuce, hoisin sauce, chilies and optional sausage. Identifiable by the big round hotplate. lā miàn 5元; kǎo ròu Spaghetti's not-so-distant ancestor is available all over town, typically served in beef broth. Xinjiang joints (with green colouring and Arabic script) are particularly reliable for exceptional noodles. Just look for the 面 character repeated several times on the menu, and prices well below 10元. Many also have barbecue (look for charcoals out front), and 1元 should snag you a hearty skewer.

liāng pí 3-5元 Thin noodle-like strips of a rice flour preparation, tossed in sesame/peanut sauce, garlic, coriander and chili oil. As a 'cold dish', liang pi is praised for its rejuvenating benefits. Also available as wheat noodles (liāng miàn); in either case, never eat this deliciously potent snack before an intimate meeting. Their target audience is 20-35, with prices 200-500元. Not big on fashion, but still looking for great deals? Taidong night market starts around 5:30pm and lasts until about 10pm. Here you’ll find clothing at unheard of prices (generally 20-50元), bags (20-40 元), shoes (<50元), jewelry (5-30元), and much more. Zŏu mā guān huā 走马观花 走马 zŏu mă - gallop or trot along on horseback 观 guān - see, look at 花 huā - flower

"Looking at flowers while riding a horse." There was once a handsome young scholar who would have been a fine catch if not for his lame legs. Though already in his twenties, he could not find a bride, for no one wanted to marry a cripple. In a nearby village lived a beautiful young woman with silky black hair and porcelain skin. Because of her one physical flaw—an unfortunate harelip—she too had not been approached by any suitors.

Feeling the two were a perfect match, a resourceful matchmaker cleverly arranged a meeting for the young hopefuls. She told the man to dress in his finest clothes and ride on horseback past the girl. Separately, she instructed the girl to stand in the garden and hold a pomegranate blossom, strategically poised in front of her lips. As the man rode past the fair maiden, he was beguiled by her beauty and demure gesture. The girl, meanwhile, was taken with the young man as he galloped by on horseback, sitting tall and proud in the saddle like a distinguished official. When the matchmaker informed her of the young man's proposal, the girl was elated.

The wedding ceremony went on without a hitch, as the groom was carried on a decorated sedan and the bride's face was cloaked in a red veil. It wasn't until later that night in the bedchamber when he finally lifted her veil to reveal her cleft lip, and she discovered the way he hobbled on his legs. "You deceived me!" The bride exclaimed. "It seems the matchmaker deceived both of us to bring us together," the groom replied grimly. "Telling me to look at flowers while riding a horse." In the end, though, they accepted one another's imperfections. The origin of this four-word idiom, or chéngyŭ (成语), dates back to the Tang dynasty poet Meng Jiao (孟郊).

Although very poor and lacking in social connections, Meng Jiao was talented and determined to pass the national examination on his own merits. Though he failed several times, he refused to give up. At nearly 50 years old, he finally passed the exam. Exhilarated, he took off on horseback, charging through the city and taking in the beautiful spring view. He wrote a poem to depict the happy occasion, the last two lines of which read: "春风得意马蹄疾,一日看尽长安花" "Galloping on horseback in the spring breeze, I have seen in one day, all the flowers in Chang'an." The phrase, 'zou ma guan hua' was later extracted from the couplet. Paired with versions of the more colourful story above, the phrase gradually came to refer to gaining a superficial understanding from a fleeting glance or limited observation. In other words: skimming the surface.

Example: 跟团旅游就是走马观花地看。 Gēn tuán lŭ yóu jìu shì zŏu mă guān huā dė kàn. Vacationing with a tour group is just like 'looking at flowers while riding a horse'.

Class of Your Own Get on Board!

a picture on the board is more direct than a long explanation if you can’t draw, remind students that you’re teaching English, not art

Whether it’s black, white, or too scratched to use, don’t leave your students staring at a blank slate. Add to any lesson plan by using the board to its fullest. While planning lessons, think about the visual effect the board can provide. With a little effort, you can make sure that everything fits and is organised, even if 'artistic' is beyond your ambition. Stop wasting paper with so many handouts. Try switching to board presentations, while teaching your students to make notes for themselves. It’s a good idea to save one end of your board, sectioned off, for new vocabulary. As the class progresses, you may be writing and erasing words continuously. Be sure to move the new or more important words to the side list. At the end of the class, you can review this list with the students. Should the surface be too damaged for writing, use it like a bulletin board, taping things to it that you’ve printed out beforehand - or have paper, a marker and tape ready. Get students up and moving by having them come to the board to write. Those students who strongly resist may just need your standing next to them, discreetly coaching them through their spelling. Younger students can come up to touch correct answers. Writing on the board is NOT the same as writing on a piece of paper. Before your first time to teach, try it out. Practice your own writing to make sure it’s clear. Be consistent with capital and small letters. Print is usually easier to read, though your best bet is to ask for feedback from the students. Colored chalk is fun

but make sure the back row can still see it. Pictures drawn on the board can be more direct than long explanations. If you can’t draw, just remind your students that you’re teaching English, not art. Actually, the worse the drawings, the funnier and easier they’ll be for the students to remember. Be careful with mistakes, but laugh them off when you make them. Bring notes of what you plan to put on the board; however, when in doubt, ask the students to look up the correct spelling for you. When students don’t understand, writing the words may help to clarify what you’ve just said. Try writing the correct answer before you ask the

question. Just don’t let them use the board as a crutch. If they’re waiting to read all the answers without having to remember for themselves, try writing answers and then erasing them before getting the students to answer. Get the whole class brainstorming, writing the students’ answers on the board. They’ll feel special to see their words put up for everyone to see. Some classrooms have PowerPoint facilities, but using the board can be a much more interactive tool between teachers and students. As an end of class filler, erase everything you’ve written and then challenge the students to remember what was there before.

Use your board, but always get the students to do the erasing. You can’t teach if you’re overdosing on chalk dust or marker fumes.

Analects of Confucius: Book 16, Chapter 9 The junzi holds three things in awe: He respects the Will of Heaven. He looks up to Great Men. He is mindful of the words of sages. The xiaoren neither knows the ways of Heaven nor pays it respect. He derides Great Men and completely ignores the words of sages.

Once upon a time, the groundbreaking scholar Fung Yu-Lan said that all of Chinese philosophy shares the same goal: to seek "sageliness within and kingliness without," to have the perfect balance between being outwardly a model society member and inwardly a spiritually-advanced individual. The great philosophers strove for both. And to some degree this is a problem which we all face as individuals. In our social lives, can we live out higher truths? So often we are forced to sacrifice in order to "get ahead." Do we really need to shave to go to work? Why not wear shorts? The sage knows how to manage all levels of truth. The first problem is that few can attain this ideal. The second problem is that the great teachers tend to disagree on how to attain it. However, one thing which they do share is the manner in which they speak of it. They teach in the same style. A comparison of passages in The Analects of Confucius and the Daodejing illustrates the point. Note that both clearly delineate that there are those who understand... and those who don't. Both teachers make clear that some, by whatever twist of fate, simply will not attain the ideal.

Yet they both speak of learning. There is the hidden message that if you study hard enough (i.e. work to develop yourself), you can attain this exalted wisdom. It is more obvious in the Daodejing excerpt, but I think Confucius implied it, too. Still, they share this style of teaching an elite doctrine, deliberately saying it is attainable by only a few. In my mind, this is a distinctly Chinese trait. Perhaps it was in vogue back in the day to talk like that. (One can imagine all of the other, now-forgotten philosophersages, wandering around, following this general style, as they gave their interpretation of how to attain the Dao.) As ancient as this is, it also shows how deep lie the roots of China's tendency to be a society of 'studiers'. The examination system did not

begin until the Han Dynasty; still, some 300 years earlier, the great sages of the Spring and Autumn Period were busy singing the praises of learning. Still though, the point is clear: to both of these great sages, great wisdom cannot be readily explained. We take for granted that Laozi thinks the way that he does, yet at some level, Confucius seems to think the same. Me... I'm just trying to catch up on sleep after MAX09.

Ashes of Time Redux

Leslie Cheung and Brigitte Lin aren't making too many movies these days, so if they're back in theaters, a rerelease can be safely assumed. But Ashes of Time Redux is less a nostalgic cash-in than an attempt to right two outstanding wrongs: the 1994 film's spotty theatrical distribution and subsequent consignment to awful and slightly-less-awful video releases. The 'redux' tag promises changes, although the core remains intact. Fresh off the critical success (and financial letdown) of Days of Being Wild, Wong assembled HK$40 million and roughly half of the industry's major stars for a very loose prequel to Legend of the Condor Heroes, a classic novel by wuxia doyen Jin Yong. The final product was predictably far from the hyperactive swordplay movies of the era, a distance increased by Redux's deletion of two action scenes from the first reel. New seasonal captions (e.g. 'Spring awakens') more neatly delineate the plot's episodic structure, as the various characters - Tony Leung Chiu-wai's near-blind swordsman and Lin's fratricidal brother-sister 'pair', among others - wander through the desert oasis of ultra-cynical Ouyang Feng (Cheung). Wong's redone the film in garish digitally-enhanced yellow, which looks interesting enough but sacrifices some of the dusty brown physicality of the desert settings. The new soundtrack - replacing Frankie Chan's synths with orchestral arrangements by Wu Tong - is even more questionable, with the opening scene swapping out Chan's ominous (if overexposed) theme for a wanky, tenseless dirge. The rest of the music is so similar it seems pointless to bother redoing it, except as a way of aligning Ashes with the neoclassical scores of Wong's latter-day works. But the revisionism notwithstanding, the film remains fundamentally what it was in 1994: an idiosyncratic product of Hong Kong cinema's last commercial golden age, by a director who, despite an ever-increasing arthouse bent, has never completely obscured that background. -Josh Martin

The Fast and the Furious franchise is founded on a mix of overpowered cars, underdressed women, and stupid plots - a formula so winning it's surprising there have only been three sequels thus far. Fast & Furious (what, not 4 Fast 4 Furious?) raked in $70 million on its U.S opening weekend before falling a steep 60% in week two; I'll leave the detailed number-crunching to the analysts and shamelessly, ignorantly speculate that the mixed word of mouth accounted for the drop. Why so mixed? Let's take stock. On the one hand, Vin Diesel - absent in part 2 and relegated to a cameo in Tokyo Drift - returns as leading man; on the other hand, he's clearly just cashing his check and hoping simian toughness can substitute for personality. (The script has Diesel's Dominic Toretto avenging a relative's murder, but he's pretty much incapable of reacting to anything, be it the death of a family member or a bullet to the shoulder.) We get three major driving set pieces, which should be adequate for a 107-minute film. But the second slows its momentum with inserts of a high-tech GPS that looks like nothing so much as the old Micro Machines games (see Crank for better examples of blending a video game sensibility with live action), and the last is an excessively computer-aided trawl through the dullest environment imaginable (a mine shaft?!). Everything else is (surprise!) disposable. Justin Lin previously helmed Tokyo Drift - the best in the series, for whatever that's worth - so it's dispiriting to see his follow-up turn out so anemic. Maybe his hand was held a little too tightly this go-around... or maybe this entire series is a cynical exercise in focus-tested car porn, and any variance is down to coincidence/phases of the moon/ overactive critical imaginations. Let the analysts figure it out. -Josh Martin

It took 30 years for Harvey Milk - San Francisco's assassinated city supervisor and the first openly gay man elected to a major U.S. office - to receive the Hollywood biopic treatment. That's a nice round number, to be sure, and the timing was propitious for other reasons (never mind that studio gutlessness kept the movie largely under wraps until late November, several weeks after Californians voted to eliminate the right to same-sex marriage). Milk resonates in other ways, too, as a film about a heroic 'community organiser' in a year where the term was repurposed as an insult. Sean Penn's reincarnation of Milk is, by all accounts, a convincing imitation, but while Dustin Lance Black's script hinges on an old cliché (the movie's subject narrating his own life, here via the handy device of a tape recorder), the film makes no claim to presenting the hidden, 'real' Harvey Milk. We're shown vignettes of his personal life - his aborted May-December romance with Scott Smith (James Franco), his subsequent relationship with the possessive Jack Lira (Diego Luna) but Milk was a politician, not a soap opera character. Black and Van Sant succeed in charting the growth of a man and a community's consciousness, and how small early victories (a successful boycott of Coors beer) snowballed into greater assertiveness and greater challenges (the fight against Proposition 6, which would've fired California's gay teachers). Milk's story ended badly, at the hands of disgruntled colleague Dan White (Josh Brolin), but the film doesn't play as a tragedy. Penn's buoyancy keeps things clear of dour self-seriousness, and the ending is inevitably downbeat but open-ended - a rare affirmation of politics as a vehicle for social advances and not individual aggrandizement. Harvey Milk's life was more than the sum of its parts, and Milk's filmmakers are engaged enough to know this. -Josh Martin

This year we returned to China to play a bunch of gigs and re affirm old friendships. Following on from MAX 07 and MAX 08, we were chomping at the bit to get on the plane with our guitars and some new songs. In Beijing first up was a cracking show and Dos Kolegas, a venue we had played last year, but I enjoyed the show this year a lot better, it wasn’t a blur and the crowd was warm and noisy. I remember seeing Stacy, on bass, trip and hit the wall during our first song and that summed up our excitement at finally being into our live set. A show at Mao Live, a fantastic venue, and the new but historically named Yu Gong Yishan followed over the next two nights and more great memories. Taxi Chinese at a sound check isn’t much use I discovered, but it didn’t affect the live action. We took a bullet train to Qingdao, very impressive, big airline style seats and lots of room, a catwalk show by Beijing T-shirt company Plastered at La Villa and a steamy show at Club New York, our favourite late night haunt, broke up the week. Our drinking buddies Dama Llamas played with us again and propped us up at the bar before drinking us under one of the tables. Music in China has always been eclectic, but the Chinese bands playing indie style, our style, are beginning to shine brighter and it showed this year, more than our during our last two visits. Ziyo, Zhaoze, Snapline and PB33 all impressed at the MAX09 festival on the Saturday, which although moved from its original venue in the old

town still gathered enough interest to attract a couple of hundred people at the last minute. Tax regulations for non-resident enterprises

companies that contract in projects or provide services in China should register within 30 days of finalising the contract

The State Administration of Taxation (SAT) has issued the tax regulations for non-resident enterprises that do business and have establishments or places of business in China. Tax registration and filing for non-resident enterprises in China began March 1, 2009 while 2008 corporate income tax filing should be done by May 31, 2009. Under SAT’s 'Decree 19 on Provisional Administrative Measures Governing Tax Collection on Contracted Projects and Provision of Services by Non-resident Enterprises', companies that contract in projects or provide services in China should register with the tax bureau where the project is located within 30 days of finalising the contract. Companies should then register again within

15 days after the project has been completed. Local companies and individuals that outsource projects to nonresident enterprises should submit contract/service related documents, tax registration certificate of the non-resident enterprises and other relevant documents to the bureau within 30 days after contract signing. In the event that details of the contract are revised, nonresident enterprises should report the changes to the tax bureau no more than 10 days after they are made. Moreover, companies are also required to report their billing status and submit documents within 30 days of receiving billing. Local companies and individuals that are required to withhold tax must

register with the tax bureau where the project is located within 30 days from the start of the withholding obligation. Depending on the instructions from the tax bureau, non-resident enterprises can be the corporate income tax, business tax and value-added tax withholding agents. Non-resident enterprises are required to submit their corporate income taxes both quarterly and annually in addition to also settling tax payments upon completing their projects. If a non-resident enterprise does not register and submit the needed documents to the tax bureau, they shall be excluded from preferential treatments of tax treaties.

Non-resident enterprises with business or value-added taxable activities and with places of business in China should file and pay BT or VAT themselves. Those with no place of business should have their withholding agents complete the filing and payment process. Non-resident enterprises or PRC outsourcers should submit necessary document to the tax bureau within 30 days of signing the contract, or they should withhold BT and VAT for the non-resident enterprises. In the event that non-resident enterprises are not able to pay their tax on time, the local tax bureau is authorised to collect information on other income derived by the enterprises in China and charge overdue tax and interest surcharges from the other income items. The “Administrative Measures on Final Settlement and Payment of Enterprise Income Tax for Nonresident Enterprises, Circular 6,� dictates that non-resident enterprises that have establishments or places of business in the country are still required to pay corporate income tax regardless of whether they make a loss or profit. Rooms themselves come either dark (lower floors) or light (upper floors), all spacious and beautifullyapppointed. The two-storey building that once housed Mao's private bodyguards is now available for rent as a unit, with six individual suites and a kitchen, ideal for family retreats or company events.

Clearsea also adds two new eateries to Qingdao's repertoire of international cuisine. The basement of the main building is now a manychambered restaurant/art gallery, featuring Man Chio Conceptual Japanese Cuisine and a rotating installation linked to Beijing's world-famous 798 arts district. Chef Takagi-san has overseen seventeen restaurants in the Nagoya area, and Qingdao is his first opportunity to share his formidable skill with the Chinese market. The central bar area is destined for smooth live performances, as is the beergarden just outside the front door. In the hotel building, Beijing-based Four Seasons offers Cantonese hotpot that has already become a major lunchtime draw through its soft opening.

The Former Governor's Mansion, later turned Official Guesthouse (ying bingguan, 迎厞錆), haunt of Chairman Mao and other leaders from the Middle Kingdom and points beyond, Qingdao's most stately

building by far, surrounded by acres of wooded parkland including the Old City's highest point; for years it has been a prop in tours of Qingdao's fascinating history, exhibit A in the tale of foreign occupation and its cool architectural spillovers. That building was erected to house the great Chairman's security detail during one of his visits, this atrium was a cheaper stand-in for a similar location in a period film about Hong Kong during the revolutionary war.

Finally, the Official Guesthouse is returning to its roots in luxurious hospitality. Clearsea Arts Hotel has restored and remodeled much of the complex (while maintaining original built-ins and tiling where available) to take advantage of the property's many charms. Several patios (including some adjoined to rooms) beckon guests for an afternoon gin tonic, and the cafe area off the lobby is beautifully suited to a quiet morning read.

The facility's management are eager to get people back to the Guesthouse, and are genuinely eager for the site to become the community resource that befits its importance to Qingdao's municipal identity. In addition to the restaurants' Grand Opening events on 15 May, Clearsea is offering steep discounts on rooms through the end of June and tantalisingly plans to host a series of concerts on the grounds before long. Qingdao’s Central Business District (CBD) encompasses much of the city’s most valuable real estate, stretching along the coast of Jiaozhou Bay (site of the XXIX Olympic Sailing Regatta in 2008) in either direction from the Municipal Government building and May 4th Square.
