Dream - Hash House 'Hare'

Olympic Reflections

So how are you beating the heat this summer? Well I do a Hash House Harrier run just about every other Saturday with other Qingdao Hashers. I am actually a 'Hare' so sometimes I develop the new trails. I guess it can be a bit warm on some of the runs, but they are not very intense and we can stay cool by drinking warm keg beer along the way. What are your memories of last year's Olympics? Well, the beach was too crowded to watch the sailing and the traffic was always bad during that time, and seems to be staying that way. Do you plan to hit up the Beer Festival? Well last year around 200 Hashers from across China came to Qingdao for a run, but its kind of like the Statue of Liberty to me, no reason for a local to join in on the fun.

Joe - Videography Any particular memory from the Olympics last summer and do you notice any lasting legacy? I was in Portland during the olympics last year. I remember Michael Phelps winning a lot, Usain Bolt blowing away everyone in the 100m dash, and a very impressive opening ceremony, but I only saw it on TV. I mean, I had never been to China until after the Olympics, so whether it's something pre- or post-Olympics, it's all just China to me. You plan on going to the International Beer Festival? Absolutely. I love beer, I love festivals. What's not to like? The International Beer Festival is actually the event I heard the most about before I came to Qingdao, so I'm very excited. I love Tsingtao, but I can't wait to try some other beers from other places.

Maggie - Public Relations What are you doing to stay cool this summer? I work in a 5-star hotel, and we keep the AC on! But I'm eating a lot of seafood, and getting down to the beaches when I can. Last weekend I went to Zhanqiao for the first time. What was your impression of the Olympics? Outside, things felt really smooth. But I got to see the men's relay final inside the Bird's Nest, and it was amazing! The crowd erupted into a wave, and the energy was great. Then it was all over in a minute, and I could get back to the delicious food in my VIP box.

Ed - Education Consulting Where is the place to be this summer? Well Shilaoren beach on Sundays. We play open pick-up games of ultimate frisbee starting from 2:00pm. It's a good unisex, multinational group and all experience levels are welcome.

You checking out the Beer Festival this year? Not sure just yet, but we always have a small beer fest after practice each Sunday. Do you have any Olympic memories, or impressions? Unfortunately I had to watch it from back home as, like so many others, I had those good ol' visa issues at the time.

REDSTAR CHRONICLE in the loop

Condom Factory Last month saw the world's biggest condom factory open in Qingdao. SSL, the parent organisation of Durex established the US$32 billion, 40,000m² factory to supply foreign and domestic consumers, and support a growing demand for safe sex products in China - sales have doubled in the last year. "We decided to build the new factory much before the (outbreak of the financial) crisis," said Gary Watts, Chief Executive of SSL. "Compared with other industries, our products are recession resistant." The factory will produce around 1 billion condoms every year, requiring 620 tonnes of lubricant, or 40% of Durex's global output. It is located in QD Economic Development Zone. Financial Times

Media Moves A Wenzhou-based company, Xiking Group, recently acquired a channel on British digital satellite, Propellor TV. Xiking, founded by entrepreneur Ye Maoxi, is engaged in advertising, cultural promotions, printing, manufacturing and real estate. They intend to use their new purchase to promote Chinese culture abroad. This is not the first Chinese acquisition of a foreign television station - another Wenzhou-based businessman, Wang Weisheng, purchased a TV station in the UAE in 2006. This is one of a series of recent media start-ups and developments, including the international publication of China Daily, the new English publication, The Global Times, and the announcement that Xinhua plans to launch a run of its news program in English, that are showing China is becoming increasingly aware of how it is perceived abroad. “Our goal is to get China’s voice and perspective of things out there and to offer a different choice to a news audience all over the world,” a department head at Xinhua told the Financial Times.. LA-based media veterans Martin Pompadur and Larry Namer, the founder of E! Entertainment Network, have formed a new organisation, Metan, with specific focus on the Chinese market. And the new enterprise has already made major strides in its ambitions, entering into a cooperative agreement with Shandong Film and TV Group to produce a major television series, Golden Mountain. The series, with a budget of US$25m per season, will feature 40 one-hour episodes per season, to be shot in China and the US, and will depict the lives of two Chinese families moving to the US during the 1850s gold rush. In addition, the deal will also allow Metan to provide production and development consultation for Shandong TV's current productions. "Our partnership with Metan will help to make our productions more relevant to international markets, as well as attract Western brands seeking to reach the rapidly growing Chinese middle class," said Shandong film and TV group president Wang Hanping. c21media.net

Shandong second richest province Shandong was declared China's second wealthiest province at the end of June, after an extensive analysis of economic data from 2008. Last year, Shandong became only the second province, after Guangdong, to achieve a GDP of more than 3 trillion yuan (the per capita GDP also exceeded 30,000元 for the first time). 2008 was also the 17th consecutive year of double-digit growth. The province's major cities - Jinan, Qingdao, Weihai and Yantai - contribute around 72% of Shandong's total GDP. Future development plans intend to bring up the underperforming areas, such as the south border of the province, where there are abundant coal and oil reserves. China Daily, bpovia.com

Korean Development Zone Planned A major driving force in the Middle Kingdom's push to diversify industry and speed up technical and scientific development has been the establishment of massive, purposedriven industrial parks, such as the Hi-Tech Development and Economic Development Zones in Huangdao and Jiaozhou. These areas, and similar ones nationwide, are used to attract major international companies that bring a wealth of technical knowledge to China in exchange for relatively cheap manufacturing and labour costs. Now however it seems that China has taken these principles a step further, as it plans to create a manufacturing centre for Chinese companies,

Beer

Drink Locally, Think Globally Qingdao. Tsingtao. 青岛. Of all the brands in this magnificent city, our beer carries the strongest connection in the minds of people at home and abroad. And rightly so! The tall green bottles are ubiquitous on dining tables, and piled high in storefronts. In the summer, casks of ale dot the sidewalk like fire hydrants, fountains of refreshment for the uptight and overwarmed. A few 650ml bottles are a terrific accompaniment for a perfect day on the beach. It's easy to forget that relatively few cities in the world are so highly favoured. The Qingdao International Beer Festival is the city's attempt to market this pijiu-soaked culture to the world. Started in 1991, the festival brings domestic and imported ales into a single walled encampment out at Shilaoren.

Eric Blocher

But there are other cracks in Tsingtao's monolithic status as China's Beer. In 2008, London-based SABMiller claimed that its domestically-produced Snow Beer (雪花啤酒) had become the top-selling beer in the world. Anheuser-Busch InBev, keepers of the Budweiser brand and many, many others, quickly countered that their Bud Light still leads as an individual variety; SABMiller's Snow figures had combined the whole family of ales that are sold under the Snow brand. But in any event, Snow now is undeniably the most widelyconsumed beer in China, and meanwhile Tsingtao faces increasingly stiff competition in the northern part of the country from the aggressively-expanding Yanjing and reliable old Harbin Pijiu. While Tsingtao won out in a recent taste test (see next page), it may need to try some new marketing ideas if its going to hold its advantage in years to come.

The beers are international; the festival is aimed at a domestic, uninitiated audience who have not yet accepted beer for its socialising qualities. Each of the dozens of tents boasts its own variety of beer and snacks for keep spirits light, while MCs and dancers teach everyone from the very young to the young at heart how to "Ganbei" with the best of them. German classics like Weihenstephaner hope to boost imports by delivering an engaging, authentic Beer Fest experience, while Pabst Blue Ribbon, Budweiser, San Miguel and a host of other brewers go for the mass appeal of flashing lights and loud cover bands. To devoted beer-swilling Qingdaoren, the only thing impressive about the festival seems to be that so many people are willing to pay 20元 to get in. But whether because of the domestic marketing effort surrounding the annual festival, or rising income levels, or increased availability of pijiu throughout the country, China has in recent years overtaken the US in beer consumption, and now guzzles half again as much as its neighbour across the Pacific.

Snowed Under? To be certain, Tsingtao's success in cultivating a market has tilled the soil for imitators and rivals at the same time. Popular brews in other regions of China often bear a logo featuring a Chinese-style building, wheat, red-blue-gold lettering and other familiar devices. This flattery quickly turns to disappointment when the junk inside the can is virtually undrinkable.

culture 11 REDSTAR Taste Test

Try for yourself!

With our municipal brew thus imperiled, REDSTAR took the opportunity to put China's other leading beers (Snow, HaPi, Yanjing) into the ring with three varieties of Tsingtao (draft, Gold, regular) to see how they fared. We wanted to conduct the experiment in a bar, but as it turns out you can't get Snow or Yanjing at Qingdao watering holes, and HaPi is rare. Coincidence? We went to Carrefour, rounded up the contenders, chucked them in the fridge, brought them to Fatema, ordered some curries, and proceeded to find out. The following represent the consensus on each bottle:

Harbin 4.8% abv

Beer No. 1 Virtually flavourless, except for a savoury aftertaste that's not entirely pleasant. No body at all. = Yanjing! They can demand Olympic sponsorship and push their brand in Tsingtaoloyal markets, but unless they have friends in high places I wouldn't expect much.

Beer No. 2 A little more bitter on the palette, still no flavour to speak of. A startlingly fumey sip, and a metallic aftertaste. Not a beer to be forcing on people. = Tsingtao Draft! But they ARE practically substituting it for the regular lager, in restaurants and bars around the city and as the principal export variety. And it costs twice as much. Bad move, guys, this may be the worst thing going for our beloved brand.

Beer No. 3 The first of our samples with a taste. Some body, more mouthfeel, slightly sweeter,

but feels like it's sucking the moisture out of your palette. = Harbin Pijiu (HaPi)! China's oldest brewery is a favourite of underdog fans, more drinkable than other Tsingtao alternatives but the astringency isn't entirely pleasant.

Beer No. 4 Detectable malt, richer than the earlier ones, but also excessively bitter (as an illadvised attempt to counteract the richness perhaps?). One participant said she initially liked it for the sweetness, but was turned off as soon as she caught the bitterness. = Snow. They're playing their cards right, and they can make a beer that almost passes for drinkable.

Beer No. 5 Rich, caramel flavour, none of the fumey-ness of the first four. Good body, but nothing excessive. A very drinkable beer. = Tsingtao Gold! Corner Jazz Bar, Freeman and convenience stores often carry this slightlymaltier variety, which so far is the winner.

Beer No. 6 By this time everyone is wondering whether they've already tried the Tsingtao, and if so, why we drink it as regularly as we do. But this drop is instantly familiar, no unpleasant fumes or aftertaste, a mouthfeel that stands up to chicken jal frezi; this is beer. =Tsingtao Lager. The kind in the big bottles. It may not be (whatever beer you think is hands-down the best), but it's there when you need it and it costs pennies a litre.

Founded: 1900 Owner: Anheuser-Busch Fun Fact: 'Hapi' was originally named Ulubulevskij, after the Russian entrepreneur who founded the factory. The beer was intended to supply Russian workers on the Trans-Manchurian Railway Project. Tasting notes: ____________________________ ____________________________ ____________________________

Yanjing 4.5% abv Founded: 1980 Fun Fact: Even in Yanjing's local market (Beijing), most bars refuse to stock it. Managers claim that patrons are so familiar with the beer's low price that they cannot charge enough for it. Instead, bars favour Tsingtao and Snow. Tasting notes: ____________________________ ____________________________ ____________________________

Snow 3.9% abv Founded: 1994 Fun Fact: Snow is the only major Chinese beer to not bear the name of its city of origin (in some form); also, it is the only instance of a foreign beverage company starting a new brand in the Chinese market rather than continuing with an established mark (like Budweiser, or Pabst Blue Ribbon). Tasting notes: ____________________________ ____________________________ ____________________________

Tsingtao Lager 3.1% abv Founded: 1903 Fun Fact: Beer is 97% water, and only the Tsingtao bottled in Qingdao is made with Laoshan mineral water. Next time you get a Qingdao out of town, check the back label in the bottom-right corner; if your bottle is the real thing, it'll say 登州路56号. The REDSTAR Bar & Nightlife Awards 2009 RESULTS! Neil Bhullar with the people of Qingdao's favourite bars Photos Š Eric Blocher

Here it is, your votes have been counted, the results are in! We kept voting open for a month longer than planned, mainly because of the deluge of active participants. By which we mean, one percent of the vote in any of the 16 categories, is approximately equal to ... one person. Nevertheless, we plough on - The REDSTAR Restaurant Awards 2009 will be awaiting your votes online soon, and we expect a wholly more heated competition in that area. Just to reiterate what was said in June's issue - we feel that QD's bar and nightlife scene has gone from strength to strength since the Olympics hit last summer, with options to suit every drinker's needs. The old guard, Jack's Bar, La Villa, Le Bang, Corner Jazz, Lennon and Q-Bar, still offering the fantastic service that many of us have come to take for granted, but with plenty of new and eager competitors on the block, such as ssLPG and Freeman, the time was perfect to get out there and ask you what you think of the city's night environment. After handing out the votes in an appreciation ceremony at Club New York on 13 July, we took on the welcome task of visiting the honorees to get their take on the state of Qingdao's party life, and to share those gems with you. So without further ado, here they are:

the very best places in town!

Runner-up, Best Place to Take a Date Runner-up, Best Decor Hidden gem Room Lounge took silver in the awards for Best Decor and Best Place To Take A Date, but also featured in the category, Best Theme Night, for its regular celebrations of la fée verte, Absynthe. We stopped by to show our appreciation, and to become part of the drinks' illustrious heritage - down the years, the Green Fairy has been cited for guiding the pens of such luminaries as Charles Baudelaire, Arthur Rimbaud, Oscar

Wilde and now, REDSTAR. Zhang Yue, how did you come to start this event? I used to own a bar in Shanghai that was also off the beaten track, like this one. And when I was there, 5 years ago, I'd never heard of Absynthe. A friend bumbled in one night, talking about something he'd just drunk that wouldn't let him stop smiling! I hunted for this stuff for ages and found plenty of fake versions and

alternative green liquors. I finally managed to source it in 2007, from a Taiwanese importer, and have been smitten ever since. What else makes Room Lounge unique? It's tiny, a great chill out spot. And about the décor, we love to use fusions of western and Asian influences - for instance, the light coverings are Tibetan, we've got Xinjiang musical instruments - I

recently got back from a trip there. You can drink Italian, French and Argentinean wines while sitting in genuine Chinese-style Chaji 茶几. I don't know of many other places in town that do that. The next Green Fairy night will be on 14 August, Circle Of Drums 28 August.

Club New York

Winner, Best Barman Winner, Best Cover Band

Kevin - Qingdao's Best Barman

Chat with Raffi - Ey Juan's Drummer So give us some background on the Best Cover Band In Qingdao please. OK, we are Ey Juan - pronounced 'A-huan' - and have been a band for about 4 years. Prior to our time in Qingdao, we were playing at Hanjia Pub in Tianjin. Actually, we all met in Tianjin, where we formed this group. And who is currently in the group? I'm our main drummer, there's Mike on guitar, Jojo on bass, Tony on keys and the two singers Wenny and Kathy. But anyone who has ever seen us will know that there are no strict roles to play, we all change instruments for various songs.

You guys never turn down a request - that whole thing is staged, right? Not at all! We actually do know that many songs. But if I was to request say... Metallica. You could do that? Yeah, for sure. As long as one person in the band knows the song, the rest of us can follow. What are the most common requests? Don't even ask. Hotel California. Bon Jovi. Beautiful Girl. We know they are terrible. What do you like to play most? Blues and Soul. Jimi Hendrix, Stevie Ray Vaughn and Eric Clapton. And we do have original music which we play occasionally, don't forget to mention that!

What is it that makes you the Best Barman In Qingdao? Haha, you've given me that title. But OK, I've been working at bars for many years, and am actually a formally trained bartender - I studied at Mangtianxing Bartending School 满天星调酒学校 on Jiangxi Lu. I got a lot of my experience working at the Shangri La's old bar, B.A.T.S., before coming to Club New York. How was the transition? Pretty easy, they needed good staff. I arrived here in 2005, and was promoted to manager by 2006. In the time I have worked here, many other bar staff have come and worked with me. I've done my best to train them - around one hundred people in fact - and now these guys and girls work at bars all over town. If you had to give this award away, who would you give it to? That's an easy one - Marco at the Shangri-La. He taught me a lot. CNY's KEVIN - Signature cocktail We asked Qingdao's best barman to show off his mixology skills one night after a few shots too many at Club New York - he opted for his rather flambouyant creation the Cherry Sour. Why that one? "It's popular with Russian girls." Say no more. 1. Prepare the garnishes - slivers of apple, and one cherry - and chill the glass. 2. Line up the liquor! You'll need apple or lemon vodka, cherry brandy and cherry liqueur, in the ratio 2:1:just a dash. Put the three together in a shaker and give them a thorough mix. 3. Pour the mixture in, adding a dash of sours for bite. 4. Apply the garnishes. Imbibe.

Winner, Best Newcomer Winner, Best Decor Runner-up, The Chilled Tsingtao Chris, you guys won Best Newcomer, and it's our fault for putting you in that category, but this is not the first incarnation of Freeman, dui bu dui? Dui. We - Li Tao, my sister and I - actually started Freeman Cafe way back in 1997, but it was in the Old Town, near Parkson Shopping Mall. It was a really cozy little place, and back then, there wasn't anything on this side of town. We'd get really good crowds in there, because of our dedication to good service. When the city started spreading eastwards, a lot of our regulars moved with it. It's been a longtime ambition to get the place started up again. How has the response been to your reopening? Great! I think a lot of people liked the atmosphere of the last place and now we've just moved it within their field of vision. We do things in much the same way

as we used to in the old venue, except the new Freeman is much bigger, and we intend to put on more and more concerts. Last month we had two fantastic acts, Ma Tiao 马条, an Uighur folk act, and Shan Ren 山人, another folk group comprised of people from the Shaoshu minority of Yunnan (少数民族). Aesthetically, what inspired you in the design? We based it on a Mediterranean style - the woodwork, the white walls and rustic feel of the place all combine to give a relaxing, comfortable atmosphere. I really don't like to use materials like metal and glass, I tried to avoid anything industrial. I don't think it has any character.

ssLPG

Runner-up, Best Newcomer Runner-up, Best Bar Food Phillipe, ssLPG's founder and manager On the bar food We've used a bunch of different styles, but our Mexican burrito and 1/4lb hamburger are amongst the most popular. On wine Well, I'm French, I love wine. Our list is not massive, I try to cover every wine producing region but stick to a medium price range. That said, I have had a few requests lately for more expensive options. The Chinese wine market is booming, and I'm thinking of expanding my selection. On losing out on Best Newcomer to Freeman Cafe, by a single vote! There's no competition between us! People come here, they go to Charlie's Bar, Freeman or Soho - it doesn't matter. We all benefit mutually, including customers, because each of the bars on Jiangxi Lu find ideas and

inspiration from what the others are doing. On Happy Hours We do ours from 10pm-12pm, because that's the time when people actually want to drink. It's very straightforward! 10pm is the real happy hour. On ssLPG It stands for 'Simon Says, Let's Play Games' and the name was inspired by TGI Fridays. I decided to start the bar because I noticed that Chinese consumers were beginning to look for alternative nightlife options, shunning KTV in favour of live music and DJ performances. We've got a regular reggae DJ in now, Shaman, and will be remodeling the bar over the coming month. ssLPG are holding their 1st Anniversary Party in the 3rd weekend of September.

Corner Jazz Bar

Winner, Students' Favourite Runner-up, Best Place to Pick Up Henry - Founder First of all, why in the world are you called 'Jazz' Bar? Well, when we started seven and a half years ago that was the idea - to make a performance bar with the emphasis on jazz music. But nobody in Qingdao liked jazz - or I should say, there weren't

enough appreciative audience members. So we went with what was successful - a hip-hop themed, real after-hours bar.

really sell that much booze because most of the people that turn up are already trashed. Shooters and beer. Cheap and cheerful.

What are the five most popular drinks you guys make? Actually, it's quite funny that we have this reputation of being a real drinking bar - we don't

And how are the toilets? Forget what you think you know - we just installed new ones, and they're very clean thank you!

Cafe Kona

Winner, Best Bar Acting as a Coffee Shop Aileen - Founder and Manager So what do you think about the fact that suddenly Minjiang Er Lu has been renamed 'Coffee and Tea Craft Street 咖啡茶艺街'? It was a cooperation between all the cafe owners and teashops on the street, and the Shinan Government. All the places along this road are different and have their own charm. We often visit one another, our relationships are good.

Jack's Bar

Runner-up, Best Barmaid

When we were asking people for their votes, you were in the category 'Best Bar Acting As A Coffee Shop' - what are your most popular drinks? It varies by the season and time of day. A lot of Americanos in the morning, lattes in the afternoon, cappuccinos throughout; people seem to like mochas in the summertime. In the evenings, it's mostly Tsingtao beer and wine.

Nancy - Qingdao's Best Barmaid What's your favourite drink to make? Gin and tonic. Everyone likes it and it was the first one I learned to make. It's the drink that our bar is most famous for, so when people order one here they're excited about it.

One of our favourite things on the Kona menu is that deviously good (and cheap) Asian-western toasted egg sandwich. What's in the special sauce? I'm definitely not telling you. It tastes like the Big Mac sauce. ... ... ... I'm definitely not telling you.

Like working at the bar? Yes, it's not like work, you can enjoy it. Talking to people, keeping them satisfied and maintaining a clean and comfortable environment is something I take pride in it.

Pearl Buck Cafe

Winner, Best Martini Winner in the cocktail category, the new arrival at No 1 Bathing Beach has attacked Qingdao's nightlife scene with an unadulterated assault of quality drinks and music events, including the surprise performance by Beijing-based blues band Black Cat Bone, and the acquisition of renowned jazz musicians Ptah Brown and John Cole as house band. What people might not be aware of however, is their thievery of Beijing's Lan Club's mixologist, Landy. We caught him to quiz him on his creations...

Tell us a bit about the legend, Mr. Jack? He's a very serious person. Always seeking perfection. He cares about things in great detail.

Where did you study cocktails? In Beijing's most renowned cocktail school, it's called Peiyan Mixology College. After I graduated, I worked at the At Cafe in Beijing's 798 Art District and then at Lan Club for three years. How many different varieties of martini do you have? Thirty. Haha, I know it's a ridiculous amount. My favourites to make are the Classic Martini, Lychee, Rose, Mojito, Bloody Mary, and my newest variant - the Cotton Candy Martini.

How do you deal with troublesome customers? Drunks? I just try to make the trouble smaller, keep talking to them and try to bring them around to my idea - leaving. I try not to be angry, they have no idea. But if they get too out of line, they better watch out...

Man of Letters

Calligrapher Song Wenjing I am in the studio of Qingdao-based calligrapher Song Wenjing. The entry of the quiet loft has chairs and tea sets, "For parties!" he tells me; in the centre is a large table with room enough for a class of twenty young scripto-enthusiasts. At the far end of the table there is a motley assortment of flat stone inkwells, brushes and writing surfaces. Sunlight streams through the windows of the loft to rest on a massive book case, glinting off of the

gold lettering of a hundred encyclopedia spines. In fact, Song Wenjing's library of historical texts and works of Chinese literature has been certified as the largest personal collection in Shandong Province. Calligraphy. Word painting. I admire anyone with good handwriting, but it's staggering to think of the degree of consistency that is required to write any of the many thousands of characters in

thousands of years ago, calligraphy was indistinguishable from writing or study the Chinese lexicon. Mr. Song and other shufajia have an unrivaled command of characters, with each brushstroke bringing forth 3,000 years of development into a single pictograph. "Thousands of years ago," he says, "calligraphy was indistinguishable from writing or study. In our work, we reference everything we can know about the development of Chinese thought, as it has been recorded." Mr. Song has worked in the past as a bank clerk, decorator, television presenter, coach of the Qingdao Hainiu football team (Zhongneng's predecessors), editor of Chinese Calligraphy magazine (中国书法), all the while remaining one of China's pre-eminent word artists. Each profession has influenced his work in some way, but he has drawn the most inspiration from his regular stints as a university lecturer, drinking in the fresh ideas and perspectives of the young, academic environment. He travels extensively, letting new styles inform his work and sharing his culture with others. He says that foreigners often ask if calligraphy is becoming

in culture person 19 3

a lost art, as people rely more on typing and seldom write anything. His busy teaching schedule is at least some indication that there is robust interest in the craft. "Yes, young people use computers, and I do too," he admits. "Calligraphy will not suffer as people write less - it's a passion, an expression, that is alive and well in China." Mr. Song believes the calligrapher's practice is about the relationship between humanity and knowledge, applying a personal touch to an objective statement. Any character can be written any number of ways, if you understand elements and origins of the meaning. He shows me a book of his explorations involving '梦' (meng, dream), with pages where the character becomes a house with sleeping tenants, or a glamourously airy 梦露 to represent Marilyn Monroe. There are pages of dream poetry, much of it original. Other pages have cycles of the same text written in each of the five main calligraphic styles.

Another of his exercise books contains a collection of poems by Li Bai, rendered in forms which Mr. Song felt appropriate to each subject. One text, communicating great joy, is rendered in the exuberant Cao style; another pastoral, landscape piece is reproduced with Zhuan characters, the early pictographs that seem to bear a more direct relationship between appearance and meaning. "A lot of modern art is about abstraction restricting, communicating a lot in a minimalist form," he says, "when you are painting words and not pictures, it calls on the same concepts." Some of his recent work has an expressionistic quality that bridges his ancient craft and contemporary graphic art; the characters are sublimated into dots and strokes that are no longer recognisable. It's an evolutionary step in this dialogue between meaning and expression, knowledge and humanity, letter and script, and Mr. Song is always eager to find new ways to breathe life into an idea. "In Chinese, we say 'read a thousand books, walk a thousand miles' ('读万卷书,行千里路). Information has to join with experience.'

Four Treasures of the Study 文房四宝 Paper (zhĭ) 纸 Parchment is itself one of China's great inventions, believed to have been developed in 104 CE. Paperweights and writing pad are used for stability. Ink (mò) 墨 Ink traditionally comes in a stick, made from soot and binding agents and stamped with the maker's seal. The calligrapher rubs the inkstick in water to achieve the desired consistency. A six inch stick of highly prized ink will cost thousands of yuan. Inkstone (yàn) 砚 The calligrapher's palette, where the ink is mixed with water to get the perfect consistency. Inkstones and paperweights are often highly ornamental, and considered objects of art in their own right. Brush (bĭ) 笔 Considered an extension of the calligrapher's arm, the right brush is key to effective communication. The brush head may be made from the hair or feathers of any of a number of animals, from goats to chickens to tigers.

Yantai

A city of colonial charm Juicy apples and pears (or maybe even glutinous sea cucumbers) might come to mind if you‘ve only heard of it through your colleagues and friends, but after a trip to Yantai, images of colonial remnants, beautiful beaches and ancient Chinese architecture are more likely to stick around. Its strategic position near the border of the Bohai and Yellow Sea and its protection by the island/archipelago Zhifu made it an important maritime port as early as the Spring and Autumn Period (722BC-481BC). In the Ming Dynasty, imperial soldiers stationed atop mountains in the surrounding area would light wolf dung as a smoke warning signal during the day or fire at night, giving rise to today's name (烟台/ Yantai/smoke platform). In the late 19th-century and early 20th-century Yantai was known to the West as Chefoo (a romanization of Zhifu, the island mentioned above). As Shandong's oldest modern port city, Yantai was known as Chefoo much earlier than Qingdao was Tsingtao, and the city's very dynamic

colonial history is still manifest in a conglomeration of European/American architectural styles.

A smoky past At the end of the first part of the Second Opium Wars in 1858, Yantai became one of eleven Chinese ports forcibly opened to foreign trade under the Treaty of Tianjin (the import of opium and missionaries were also made legal under this 'unequal treaty'). Shortly thereafter, when an armed Anglo-French envoy sought to deliver officials to embassies in Beijing, they met heavy resistance led by a Mongolian named Sengge Rinchen at the entrance of the Hai River in Tianjin. Following the skirmish, 173 British and French ships set sail north from Hong Kong and captured both Yantai and Dalian thereby blocking off the Bohai Sea, before moving up the Hai River, on into Beijing and destroying the Summer Palace. After the Chinese Imperial Government had been almost completely debilitated, 17 nations set up embassies (in order: Britian, USA, Japan, Germany, Russia, France, Italy, Norway, Australia, Hungary, Holland, Belgium,

the small streets and back alleyways amongst European architecture styles throws one back to those heady colonial days Denmark, Spain, Sweden and Korea) and western businessmen poured in. They brought schools, hospitals, wineries (see sidebar about Changyu Wine Museum), and industrial products while some of the main exports out of Yantai were peanuts, soy bean, silk and minerals. It became one of the first Chinese ports to set up underwater electrical cabling, alongside Shanghai and Dalian and was also home to China's first modern postal system. By 1875, more than 700 steamships passed through the port each year. Most of the colonial remnants are found just east of the train and bus stations.

Beaches There are a few smaller pockets of sand found downtown. The massive, several kilometres-long, Gold Beach is found west of town in the Yantai Development Zone. Taxis from downtown run about 50元 and there are plenty of resorts and hotels found in the area. There also several islands around Yantai worth exploring, including the 14km long

Walking around Changyangjie or Changyang street just south of Yantaishan Gongyuan, the many small streets and back alleyways amongst a conglomeration of European architecture styles certainly throws one back to those heady colonial days. Most buildings are still in use, from an old German post office being used as a seedy bathhouse, to old shanties being used today as lowincome housing. Its easy to get lost wondering the streets and feel as if you have wondered back to those heady colonial days. For watering holes, there are a variety of al fresco clubs and restaurants lining Changyang Street.

Yangma Island/养马岛. It's accessible by bus from the long distance bus station and is only about a 30-minute drive. There are also several islands along the coast and speedboats are available for rent.

Changyu Winery Changyu Wine was established in 1892 after a hefty investment from an overseas magnate, Chang Bishi. It became China's first industrially produced wine, and its brandy and red wines went on to claim gold medals at overseas competitions in the early 20th century. In 2007 it became the first Asian

Today, Yantai is home to Shandong's largest seafood industry, and specialities include sea cucumbers, prawns, abalone and scallops, in addition to more than seventy types of sea delicacies.

Getting There Travelers can reach Yantai by private car, bus or train. Buses leave every few hours from long distance stations on Wenzhou Lu and Feixian Lu (see listings for contact). For English-speaking guide services here and anywhere else in Shandong, call Shan Shui Adventures at 158 6556 1327.

winery to enter the top ten based on sales. Changyu Wine Culture Museum is found on Dama Lu just east of Chaoyangjie and costs 30元 to explore, which includes a tasting in the cellar, and if the tease doesn't do it for you, Cherry Brandy and Cognac machine-dispensed shots go for a couple RMB throughout the exhibit.

Penglai With Daoist and Chinese secular folklore origins, The Eight Immortals (八仙) is still an extremely popular tale and image across Eastern Asia. According to legend, special power-wielding fairies used to reside on the sea-side cliffs of Penglai and the groups of islands just north of the shore, holding the elixirs

to eternal life. Qin Shihuang supposedly even sent a search team, but the expedition never returned; according to the story, they discovered Japan instead. Penglai Pavillion (Penglaige/蓬莱阁) covers 2km2 and is a fortress of small villages as well as a light tower. Entrance is nearly 100元 but quite worth it. If you're lucky you may catch a mirage on the sea; there have been several in recent history. You can get to Penglai from Yantai by bus from the long distance bus station (Changtu qiche zhan) for around 15元 and it takes a little more than an hour. Buses return directly to Qingdao from Penglai almost hourly throughout the day.

Class of Your Own Take a Break Summertime screams for vacation, and some of us are losing focus. Teachers and students alike need a vacation. The need for a break is a recurring theme in the classroom. It’s all about giving students a chance to process new information before moving ahead. The brain works like a muscle in the body that is strengthened through alternating tension and relaxation. Learn, process, then learn some more. After the break, refreshed minds will be ready to continue. Students are working hard during your class, even when they’re just sitting still. They’re working hard to listen, understand, and put their own thoughts into English words. For young students, sitting still itself is hard work. There are times when teachers, particularly new ones, get excited about either the subject matter or the progress the students are making. They don’t want to stop and may skip or delay breaks, occasionally even urged on by the students.

Susan Socrates

Resist the urge, even if everyone is ready to keep going. Maintaining a consistent break time will help to strengthen your students’ concentration. Don’t let them wonder exactly when they’ll finally get a rest. Rather than delaying the break to explain “just one more thing,” whet their curiosity. Give a hint of what will follow the break, perhaps putting some spin on it. Promise a learning secret or surefire tip to help their English. Encouraging students to move during the break serves two purposes. Younger students may need to work off energy, while older students may need to move in order to re-energise. If students put their heads down on the desk, begin the next session with some stretching exercises. That little nap was only long enough to make them more drowsy. Some movement combined with opening windows or turning on more lights can get them going again. Unless they initiate it, resist engaging students in conversation during the

class break. It’s possible they need to disconnect for a brief period before getting back to the lesson. Respect that need and let them make the decision to talk or not. You may also need time to disconnect. If the last thing you want is to keep talking to students, step out of the classroom and head for the teachers’ lounge. If you’re feeling less than enthusiastic about the lesson, go over your notes rather than calling a friend to vent. Maybe an idea will present itself, such as changing the pace, adding a key point, or switching the order of planned exercises. Perhaps the lesson plan itself needs to be a break from a grueling schedule. A class that is only about having fun might be what your students need to revive.

and revitalise their enjoyment of the subject matter. Oh, and don’t forget that 'taking a break' is an idiomatic phrase that students may not know. Either keep saying it in a consistent way until one day the meaning becomes clear, or explain it up front.

Playing games can get them thinking more quickly in English, but it also may be what they need to ease the pressure

Hundred Schools Yang Zhu

Gar Kerbel (戴岭)

There was a time, some 2,500 years ago when the great thinkers of the day all tried to repress the thinking of one man. But they didn't succeed. Some say he was a forerunner of Daoism. I find him to be more of a crude protoDaoist. None of his works remain. There is a chapter about him in the Daoist classic the Liezi, and though it certainly wasn't written by him, most scholars believe it to represent his thinking. His name is Yang Zhu (杨朱), and he speaks about life itself. From the Liezi: "Yang Zhu spoke: 'A long life of a hundred years is a great thing, yet not one in a thousand can pull it off. For the sake of argument, let's imagine the life of someone who does. 'Helpless infancy and the elderly years will take up about half of it. What is forgotten in sleep and lost in the waking day will take up another half. Pain and sickness, sorrow and bitterness, losses and anxieties will swallow another half.

'There may remain ten years or so, but I reckon that even in them will be found only an hour of smiling selfabandonment... What then should we make of human life? What pleasure is in it?'" Very earnestly, he says that life is precious, and we should make the most of it, wasting no time, for example, on seeking fame. Forget about face, he said, it's a waste of energy. Enjoy yourself. "The people of high antiquity knew both the shortness of life, and how suddenly and completely it might be closed by death. Therefore, they obeyed the movements of their hearts, never refusing what was natural for them to like... They did not resist the common tendency of all things toward self-enjoyment." All of this sounds fine, right? We ought to devote time and energy to enjoy ourselves. The problem with Yang Zhu, though - and nearly all critics agree on this one - is the next part.

He forgets that it does, in fact, feel good to help others. Also, if you are known to be a helping hand, others are happy to help you when you (inevitably) need help.

Yang Zhu believed that each person should be self-contained and not help anyone else. His most famous quote, cited in many other texts like Mengzi, Hanfeizi, and Huainanzi, is that he would not sacrifice "a hair on his head" to help anyone else. His idea is that if every one takes complete care of himself and his own needs, the world will be in perfect order. Don't worry about helping others. Block that idea out. Concentrate on yourself. If everyone does that, he says, everyone will collectively be better off. Don't help your neighbor build a house; don't help him when his cart tips over. Focus on your own happiness.

The first idea above, that one ought to experience full enjoyment, does find its way into the DaoDeJing and the Zhuangzi. There, however, the idea has evolved. Those who exist in pure freedom outside of social conventions, they say, fulfill their innate nature, thus being living examples of the greater Dao. It's about freedom from restrictions on the spirit; not freedom from the burden of helping others. Yang Zhu never made that step, so he is usually thought mostly as a negative philosopher, one who encouraged selfishness. Nonetheless, he was definitely a major player in the philosophical war of the late Zhou Dynasty, when the very soul of China was in a period of deep introspection.

24 City

Directed by Jia Zhangke 24 City (the Chengdu apartment complex) is as blunt a metaphor for the reform-and-opening-up as anyone might ask for. It stands on the site of state-owned "Factory 420", a military aircraft facility that expanded to domestic goods in the '80s, fell on hard times in the '90s, and was purchased by developers in 2005. 24 City (the film) was partly financed by said developers, which seems similarly emblematic. Jia doesn't flinch from advertisements - ask the people at Olay - but 24 City doesn't promote high-rise apartments any more effectively than Still Life promoted the Three Gorges Dam, not least because the finished complex is only seen as a scale plastic model. The film's head is in the past, albeit a past firmly bolted to the present. The narrative takes in all of Factory 420's five-decade history, but through interviews rather than flashbacks and reconstructions. Four actors (L端 Liping, Chen Jianbin, Joan Chen and Zhao Tao) are among the interviewees, which smacks of pomo pranksterism. But it's not as simple as all that. For instance, Joan Chen's segment - with Chen as a worker noted for her resemblance to Joan Chen - turns on how icons (popular and otherwise) fuel individual desires in not-always-liberating ways. Broadly speaking, the hybrid technique undermines any claim to Ultimate Truth. 24 City can only latch onto fragments of the past, real or fictive, tangible or remembered - just like the women incongruously performing full-dress opera in a run-down residential courtyard, or Zhao Tao with her plaintively self-affirming "I'm the daughter of a worker!" Perhaps the breakneck pace and historical rupture of the reform era makes even the recent past too elusive for a straightforward accounting (does the amnesiac retiree near the beginning speak to a more general condition?). And perhaps Jia will try again in 2038, when 24 City itself is buried under bigger, better apartments, or the world's largest Little Sheep Hot Pot. -Josh Martin

The Hangover

Directed by Todd Phillips If you have never had a morning where you woke up a little fuzzy about events of the past evening this summer's comedy, The Hangover, may stomp across your field of vision like a twisted morality tale. For the rest of us it might seem oddly reminiscent of a lost weekend spent up on Jiangxi Lu (see 'Bar & Nightlife Awards', p12). Four young men go to Vegas for a bachelor party the likes of which they find themselves desperately attempting to piece back together in the ensuing days. You see, the groom has gone missing and instead of the bride's father's cherished classic Mercedes in valet a police car sits. Someone's missing a tooth, someone left a baby crying in the suite and someone else left a tiger in the bathroom. Ed Helms of The Daily Show and The Office (USA) stars alsongside Bradley Cooper and the possibly unbalanced Zach Galifianakis in a film directed by the man behind Old School (2003), Todd Phillips. If you could laugh at Will Farrell's Hank 'the Tank' ripping beer bongs and streaking you might just spend an enjoyable couple hours following these groomsmen through their misadventures. This isn't art house fare by any stretch. The Hangover has already smashed box office records for low-brow summer comedy in the US. This past June The Hangover managed to continuously outsell big-budget blockbusters like Angels & Demons, Taking of Pelham 1 2 3 and Terminator Salvation. For Americans, we had a taste for something funny and a heaping dose of collective amnesia seemed like a good way to take our minds off all those unnecessary conflicts we'd gotten ourselves into. The classic debauched bachelor party has become a cherished pre-nuptial rampage and the city of Las Vegas has gone a long way in seeking to be identified as the final destination for youth's misdeeds. They're on full display here. The Hangover is fantastic for an evening of guilty fun where you might find yourself walking away without one-or just tie one on beforehand and enjoy the ride. -Ryan Blocher

Bitter Sea: Coming of Age Before Mao Charles N. Li

Charles Li aptly entitled his eventful memoir 'ku hai', which means bitter sea. It refers to how life's briny, biting tribulations resemble boundless waters. Growing up in a troubled family and war-torn China, this colourful writer thought of "life as a journey at sea, floating like flotsam, cresting with waves, dropping in troughs... only to surface again and again." Under the Japanese occupation, Li's efficacious father served the collaborationist Wang Ching-wei government. Tall, handsome - clad in tailored suits - but emotionally severe, the father beats his son after bullies pound the kid at school. Young Li watches as Japanese marauders shoot fleeing Chinese victims in the back. After 1949, his father barely escapes a death sentence and runs to Hong Kong. However, scheming Li senior sends the boy to a bookless mainland high school. The strident pro-Mao curriculum includes a pest eradication offensive against mosquitoes wherein Li placed their smashed little corpses in a newspaper cone to help count them. In a hilarious passage that implicitly illustrates the spirit of resistance, Li recalls a class mate whom an iron lady female cadre tasked with public self criticism. Instead, the dissenter spoke of his sexual desire for her -- she blushes, stammers and crys. The authorities tell a stunned Li that he cannot attend college because his dad only enrolled the boy as a ploy to gauge his own political standing on the mainland. Li's mother abandons her authoritarian husband and blooms. Then the politics-obsessed father comes to respect teenaged Li's intelligence and wit. The latter's pungent descriptive powers peg Khrushchev as a "sawed off Beria." The climax comes when Li, leaving to study in America, finds his aging father standing in silent good bye at the airport. The undulating waves have the articulate Li surface as a married, smiling linguistics professor in California. It appears that the rolling waters have finally calmed. The book itself is engaging throughout, and provides a fascinating glimpse of coming up China's remarkable recent history. -Victor Fic (vfic@hotmail.com) is a veteran analyst on East Asia based in Seoul. Qingdao Shan Shui Adventures Adventure enthusiast and regular REDSTAR contributor Marcus Murphy has for years been spending every free moment walking the earth of Shandong Province, and climbing the cliffs, and biking the roads, and hiking the hills, and seeing the sites, and... you get the idea. His Qingdao Shan Shui (山水) Adventures provides bilingual guide services throughout the province, with an emphasis on the natural beauty of Laoshan's breathtaking mountainand-ocean vistas. Back in May, Shan Shui led a group on to a fishing boat and across to Xiao Guan Dao, where we hiked, climbed, barbecued and explored the WWII-era bunker caves that crisscross the island. The trip was a blast, and we even set off and returned on time (with 15 people, no small feat). Total expenditure for each person, including transportation and food, was just over 200元. It was a fantastic way to spend a weekend, experiencing a very different side of Qingdao. Shan Shui has extensive knowledge of trails and destinations, and will tailor an excursion to any size group and any interest that could possibly be met in this province (though skiing may need to wait until later this autumn). Frequent requests are for their Old Town Tour and a Laoshan 'backcountry' trip that involves real trails and, at the top, a home-roasted goat dinner and baijiu. If you're itching to experience adventure in Qingdao, visit www. qingdaossadventures.com and get involved. Shan Shui is planning a trip to Taishan, the foremost of Taoisms 'Five Sacred Mountains', and a pilgrimage site for the past 3,000 years. The adventure will take place over the weekend of 29-30 August. For more information, call 158 6556 1327.

1953 Sailing Club Restaurant & Bar Many of us were bummed to see the old Sailing Club come down last year, one of (if not) the earliest of its kind in Asia, with a museum, a quirky little jazz bar, and a massive patio that made for a great stop between No 1 Bathing Beach and Badaguan. But Sailing (re-christened 1953) is smoother than ever thanks to a beautiful new facility, an expanded repetoire of watersports and events, and a new switched-on crew. The boat launch is right where it's always been, and overseeing the sailing activities is Captain Loik Morgant, himself a longtime veteran of Qingdao's sailing routes and conditions. Loik and co have recently added the extremely-popular wakeboarding to the list of activities on offer, a smart move given the mercurial nature of local wind conditions. A boat can be rented for 600元/hour, and can take up to four people for a wild, wild ride. Other options include windsurfing, and sailing a wide variety of one-or multi-person craft (crew available). Kiteboarding soon? One can hope! On the other side of the gorgeous full-bay-view patio, the bar is decked out in swank nautical themes, serving beverages, western and fusion cuisine. Adjoining the bar is an art gallery, which as early as March was hosting exhibitions from local artist associations and will continue to be a major draw for great work. June saw a grand opening party with buffet and DJ as well as hosting the International 'Fete de la Musique', and July's '下班以后回家睡觉吗?' was an awesome electro-beats extravaganza in spite of (because of?!) torrential rains. More musical events are slated for the Autumn. In short, if you're looking for a way to spend a weekend afternoon with or without the kids, 1953 has something for everyone and every condition. Watch your REDSTAR ezine for regular promotions, and check it out at your earliest opportunity. 6 Nanhai lu 8090-5788 for Bar & Restaurant 8090-5799 for Sailing Club

Neway Consulting & Sourcing Services REDSTAR frequently receives questions from readers concerning labour protections for the city's international residents, and was recently directed by a friend to Zou Shuling, one of the group's founders. Ms. Zou informed us that, as foreign workers are in China at the will of a particular company, they are not generally extended the same outright protections as normal citizens. Rather than going to the local labour bureau for resolution, these cases go to arbitration much like disputes involving foreign trade. It was an enlightening discussion indeed, and at the end Ms. Zou offered a free, 1-hour consultation with Neway to any REDSTAR reader with questions about her contract (or legality of employment) with a local company. Set up by long-term Chinese HR professionals who know this city inside and out, Neway connects you with the people you need for HR services, labour policy questions, job placement, and more. Standard offerings include connecting local companies with international expertise, providing trainees and interns with experience in Chinese companies, and finding Chinese suppliers for international projects. Papa John's!

Mai Dongxi

Papa John's is famous for its fluffy, slightly-sweet dough (not unlike Sorrento's in fact) and smotherings of toppings. The style is less like the thin crust pizzas that we've become accustomed to at Qingdao's Italian and French restaurants, and more along the lines of the other massive chain from the US.

Leader Plaza

Pizza entrepreneur John H. Schnatter started the company in 1984 at the tender age of 22, and now rules an empire of 3,000 locations in over 30 countries around the world. Two of the newest locations are in Qingdao, at Leader Plaza and opening soon at Sunshine Department Store. When we used to get delivery back in college, it was only a question of toppings, breadsticks (yum-yum) and dipping sauces (also amazing). But on a recent visit to the Leader Plaza store, we found that spaghetti and black forest cakes make a terrific accompaniment to pepperoni and bell peppers. Pies range from 60元 for a small to around 100元, with other options (like the spaghetti) as low as 30元. In Shilaoren, call 400 888 7272 for delivery.

The newly-opened Leader Plaza, whimsically and very loosely transliterated from 'li da', or 'beautiful progress', hopes to bring just that as it settles into Laoshan district next to the Qingdao International Convention Centre. At 35,000 square metres, the Plaza is an attempt to fit fashion, dining, and recreation together in a single imposingly squat building of panel glass and criss-crossing steel beams. As the first shopping mall of its size and scope in the neighbourhood (and indeed in all of eastern Qingdao), Leader Plaza aims to fill a need for convenience and locality while simultaneously attracting customers from all over the city. The interior of the three-storey complex is neatly arranged, and the layout is quite welcoming. The first floor is full of clothing, cosmetics and jewelry, while the second branches out into furniture, electronics, entertainment and general household necessities. A large gaming arcade, with its seizure-inducing ambience, is appropriately tucked into the corner. Meanwhile, the basement is given to eateries of various sorts, along with a full-size supermarket complete with aisles of vaguely-recognisable cuts of meat and the baffling (intriguing?) odours of durian and cured things. As for the kinds of clothing and products being offered, most of it is aimed at middle-to-upper class consumers, and fairly conservative in appearance;

many of the stores are devoted to formal wear or active wear, and most of the products don't veer far from what is offered elsewhere in Qingdao. The most curious oddity is a Korean outlet named "Plory" (a well-meaning but awkward-sounding portmanteau of "pride" and "glory"). This small store advertises itself as the staunch proprietor of "Ivy League Style," and attempts to co-opt the heritage and social cachet of the educated American aristocracy through its line of multicolored polo shirts. Above the clothing racks they've installed bookcases full of beautiful leather-bound tomes, ranging from The Complete Works of Shakespeare to The Peloponnesian War, in order to perpetuate an air of refined elegance. Upon further investigation, however, your correspondent found that the pages in between the covers were, in fact, blank. Despite one or two such quirky stores, the significance of Leader Plaza undoubtedly rests in its unity. Almost everything sold here could be had elsewhere in some specialty store, and probably for cheaper. However, the breadth of the Plaza caters perfectly to the meandering, sauntering, aimless spirit of Qingdao residents going out for an after-dinner stroll. As such, the Plaza seems to be another testament to the seamlessness of Qingdao's transition from its mild, unhurried past to its consumption-oriented future.

Bing Phenomenon For the past few months, non-descript storefronts dotted around the city have seen swarms of people devoting their noon hour to a new kind of treat. Xian’er bing (馅 儿饼) have been around for a long time, but these flaky buns are getting a major boost thanks to the efforts of Mydofood, a chain of industrial kitchens devoted to churning them out. Xian’er bing are stuffed, baked buns somewhat reminiscent of a pot pie or a pasty. At Mydofood they're filled with ma la chicken (麻辣鸡肉), peppered beef (黑椒牛肉), squid (香辣鱿鱼), lamb (孜然羊肉), pork with mushrooms (猪肉香菇), or fruit. The chicken is a particular favourite; fruit, not so much. At 3.5元 (or less) each, these are premium bing. But they're also massive, at 14cm across. Enough for some to make a meal; you'd be crazy to eat two in a single sitting, but it can be an awfully tempting proposition. We've spotted Mydofood's little closet-size industrial kitchens at the corner of Nanjing Lu and Jiangxi Lu, Minjiang Lu behind Fuxin Dasha, outside Xianggang Lu Carrefour, near Zhongshan Lu and behind Sunshine Department Store. There's more information about their amazing bings online at www.mydofood.com.

Down to Business

U.S. Taxpayers' Foreign Accounts US taxpayers holding financial interest or other authority over a financial account in a foreign country amounting to more than US$10,000 are required to file the annual Foreign Bank Account Report (FBAR) by 30 June of the following year. The FBAR is not a tax return, but a report filed with the Treasury Secretary indicating the taxpayer’s interest in a foreign account. In 2008, FBAR rules were expanded to apply the filing requirements to persons in and doing business in the United States. This potentially includes non-resident foreigners working in the United States and has signing or other authority over foreign financial accounts. A financial interest is described as the following: • An account when the person is the owner of record or has legal title • An account when the owner of record or holder of legal title is a person acting as an agent, nominee, attorney or in some other capacity on behalf of a US person • A corporation in which the US person

Hank Bourg

owns directly or indirectly more than 50 percent of the vote or value of all shares of stock • A partnership in which the US person owns an interest in more than 50 percent of the profits or capital of the partnership • A trust in which the US person either has a beneficial interest (directly or indirectly) in more than 50 percent of assets or receives more than 50 percent of current income • An account when the owner of record or holder is a trust for which a trust protector has been appointed

current version of the FBAR form and instructions remain in effect.

However, due to concerns and questions raised about the expanded definition, for this year only the IRS allowed taxpayers and others to rely on the definition of a United States person included in the prior instruction: “The term 'United States person' means (1) a citizen or resident of the United States, (2) a domestic partnership, (3) a domestic corporation, or (4) a domestic estate or trust.”

The penalties can be quite severe. The maximum annual penalties for failure to file will be US$10,000 for non-willful noncompliance, US$100,000 or 50 percent of the amount of the underlying accounts balance at the time of the violation if determined to be willful.

This only applies to the definition of who must file; all other requirements of the

Any of the following types of account are covered by the filing requirements: Bank accounts, security accounts (brokerage) including derivatives, mutual funds, and certain types of annuities or pension accounts. Recently, the IRS announced that it would enforce penalties for noncompliance of the FBAR going back as far as six years which is the statute of limitations under the Bank Secrecy Act.

For criminal penalties it is a US$250,000 fine and 5 years imprisonment, and a US$500,000 fine and 10 years imprisonment if done in tandem with another violation of US law.

US taxpayers may also have filing requirements on IRS form 5471 'Information Return with Respect to Certain Foreign Corporations' if they have an investment in a foreign corporation, in most instances ownership of 10 percent or more. Conversely, US taxpayers that have one or more foreign shareholders that own 25 percent or more of their outstanding stock may have reportable transactions requiring filing on Form 5472 'Information Return of a 25 percent Foreign-Owned U.S. Corporation or a Foreign Corporation Engaged in a US Trade or Business'.
