Fancy World乐队即将在 REDSTAR闪亮登场 2月6日 Fancy World at REDSTAR Live 6 February Fancy World are the longestserving indie band still living and playing regularly in Qingdao. A fusion of British and American rock, electronica, punk and reggae, Fancy World have developed their unique music and philosophy about the world though rigorous research. Their songs, which are a clever and infectiously upbeat blend of the above listed genres express the band’s desire to help their listeners feel at one with the world. Formed in 2005, the band has seen numerous line-up changes and played both the 2005 and 2006 MIDI Festivals in Beijing, but developments have been ongoing even as they continue to play shows regularly in this city.
Yuyan Studio and Practice Space Fancy World have teamed up with Cao Wei 曹伟, a former student at MIDI School of Music in Beijing, to open a practice space and small, independent recording studio inside Creative 100. Cao Wei, who during his time in Beijing also played in funk outfit Sha La Na, is a guitar major but says of the school’s attitude to music that, “They don’t only teach instuments but also cover a wide spectrum including software and theory to how to cooperate with other musicians in a vast array of different genres.” His experience, and Fancy World’s substantial recording and musical knowledge together form a solid basis for what the Yuyan space hopes to achieve - cheap rehearsal space for practicing musicians, with recording facilities on-site for any musicans or groups that wish to take their hobby a little further. In addition, the musicians and their friends will be offering instrumental classes and even intimate gigs for acoustic performances.
In 2009, they signed a distribution deal with Japanese record label P-Moon, who have purchased the rights to the band’s first two CDs which, in 2010 will be on limited release in Japan. Meanwhile, with fellow Qingdaoren Cao Wei (see below) they have founded Yuyan Space, a combination of studio and practice area for budding musicians in the area. Dispatched on behalf of the resource-hungry, “Company,” Jake learns the locals’ tree-hugging ways from a native princess (Zoe Saldaña) and drifts away from his original mission. Everything in this story - the avatars, the rapacious colonisers, the outsider who ‘goes native’ is recycled from old space operas, plus tales of the American West (Dances with Wolves) and the Pocahontas legend. Praise for Avatar focuses on its pictorial aspects. Alien world or not, Cameron’s visual inspiration is basically terrestrial: the rainforest writ large. Additions include floating mountains, incandescent plants, dinosaur-like creatures, and other tropes of sci-fi/fantasy painting. There’s scarcely an

The authors creatively explain that maybe the latter conjures up the rude Cantonese boss. They encourage Rolex to emphasise its core image of respectable success.

For the participants, this means that their team identity might plunge them into an entirely new culture, and the fleet as a whole makes up a massive multicultural expedition. When they're in port, sailors become ambassadors of their own region, drinking in the hospitality of foreign lands and sharing something of their home society. The Clipper fleet is scheduled to be in Qingdao from around 20 February to 20 March. During that time, residents will be able to come to Qingdao International Yacht Club and see the boats. People Like You One of the factors that sets the Clipper race apart from other round-the-world adventures is that its
sailors are mostly amateurs, who might have never sailed before preparing for this adventure. Sailors sign up for one or more legs (ie from Qingdao to California), or join the proud few who have made it all the way around the world. Those with no previous experience can attend a training programme either in the UK or at Keppel Bay Sailing Academy in Singapore. The programme covers fundamentals of Big Boat Sailing, Navigation and Meteorology, and culminates in an overnight race. As you can imagine, the experience promises to carve the weathered mariner out of even the most landlocked couch potato.

For her birthday in 2008, her husband booked her a brief visit to California - after a month at sea aboard the Qingdao Clipper. Two years later, the journey still rings in her mind. "The whole experience was memorable and will be something i will treasure forever," she said. known sailing enthusiast, also took part in Clipper 0708 and had so much fun that he recently took a few legs in the 09-10 event. The two journeys were night and day; in early 2008, he and the rest of the fleet battled against the wind coming from Singapore to Qingdao, a journey that lasted 22 days. Then, in 2009, he chose instead to cross the Atlantic Ocean, going from Rio de Janeiro to Cape Town in just 18 days. He says, "It was like surfing at high speed, which was totally different from the previous voyage!" But what was most memorable about representing his city on an international crew? If you've been to his restaurant, you can imagine how much his shipmates appreciated Steven's skills in the kitchen. "We took turns with different shifts, but teammates encouraged me to do Mother Watch (basically, cooking) as often as possible because they liked my Chinese food. It made me proud."

高君 我的第一次比赛是 从新加坡到青岛，在0 8年 2月17日到达青岛。跑了22天，比较辛苦，因为过台 湾的时候风浪比较大，一路顶风到青岛，比较难跑 一些，也蛮累的，之前也去过韩国、日本，但耗时较 短。09-10年度，是在11月份跑的巴西里约热内卢到 南非开普敦，横穿大西洋，耗时18天，一路侧顺风， 大西洋的风浪比较大，一路上像冲浪似的，整个航 程比较快，与第一次的经验截然不同。 队员轮班制 是在船快到开普敦的时候，那天并不是我的班， 但是队员们强烈要求我做最后一天的厨房工作，大概 是非常喜欢我做的中餐，所以我很开心，也很难忘。

走进本土油画大师王臣祥的艺术人生 Qingdao, as seen by Wang Chenxiang Sofi Liu 刘菲
Wang Chenxiang is a native Qingdaonese who has been painting this remarkable city since the 1950s. He has exhibited with the Chinese National Artists' Association and Academy of Chinese Painting in 1991, and is considered an expert in both oil painting works as well as traditional Chinese art. He has published a few professional reference books in the field, and in late January 2010 released the first volume of his own works.
Qingdao is clearly your favourite subject, how does the city inspire you?
王臣祥，1941年出生于青岛，1958 年进入山东艺术专科学校，研习素描、 水彩画、中国画、图案、书画，1963年 毕业于油画专业。1991年5月由中国美 术家协会举办第一次个人画展，展出油 画、水彩画、中国画50幅；同年11月在 北京由中国画研究院主办第二次个人 画展，展出作品86幅；1993年8月在《美 术》发表油画《山村》；1995年4月在中 国美术馆展出油画《夏日青岛》《秋日· 崂山》；1998年8月由中国纺织出版社出 版专著《服装画基础与技法》；2009年 12月25日，在青岛崂山区办“从艺60年 回顾展”。

Beauty makes me feel a spark, it works every time, and the city really drives me to be creative.

What does it take, in time and energy, to create a piece?
Could you give us a brief intro to your new book?
Any success comes from great inspiration and emotion. If I’m in an inspired state of mind, I might need six hours, but if I lack that spark, it will take years. I have been doing one piece for two years nearly and still not happy with it. Oil painting is not only about technical skills, it is emotionally demanding as well. I was very pleased recently with a portrait of a hawk with a cascade of roses and peonies in the background - the strokes came naturally, fully carrying what I wanted to convey in the work. It’s the best I've done.
Of course, this new book is a great representation of my work over many years, most of which are oil paintings. It’s always good to have something to record what you’ve done, especially after these years that I’ve spent creating, and I hope there’ll be a second, maybe even a third book coming out before too long!

"Best quality product, simple healthy dishes, traditional pasta, fresh fish, fresh vegetables, top quality beef, all cooked with olive oil in authentic Italian way like mama's food. For a long time, no one could find Trattoria Verde. And then, it took forever to get a seat. This tiny Italian eatery on Shanghang Lu was overwhelmingly voted Qingdao's Best Western Restaurant (over 100元/person), thanks to the exceptional service and incredible dishes prepared by expert Italian chef, Kawachi-san. After working in trade between Qingdao and his native Japan, Mr. Kawachi decided to pursue his love of Italian food and culture by undergoing a rigourous chef training in Italy, and returned to open his own little place in 2008. He brings Qingdao's phenomenal seafood into delicious preparations, and uses organic produce throughout. The only challenge has been that Qingdao diners, usually spoilt for choice, find themselves having to reserve seats in advance there are only 16 seats in the restaurant, and they are virtually always full. He finds the attention to precision to be an important part of cooking in both cultures, and many Italians in the city say that the food is absolutely perfect. We highly recommend the seafood (or beef) lasagna; the spigola al forno, a beautiful fish roasted with rosemary; the rigatoni with asparagus and bleu cheese (or any other pasta)... Honestly, just go and find out for yourself. Prices are very reasonable, under 80元 for a plate of pasta and 100元 for a split of the house wine. Don't forget to call ahead!

So, where do you go to get absolutely stuffed? When we created the All-You-Can-Eat category, it seemed important because there truly are several restaurants in this city that pile on terrific food until you couldn't eat another bite. But the votes were clear in favour of this true five-star buffet, which hits on every level from the salad bar with olive oil-cured capsicum and roasted garlic, to a dessert station with stacks of hazelnut-soaked chocolate biscuits and raspberry mousse shortcakes. While many buffets lose out on freshness, Yum features full expo kitchens in the centre of the food counters, meaning that many dishes (pasta, hotpot, sushi and more) are prepared before your eyes. As the name suggests, it's like a live tour of much of the world's best food - the recent Caribbean promotion was hugely popular, and regular features include European roasted meats, Korean, Singaporean and a broad range of Chinese cuisines. Coffee, juice and Tsingtao beer are included in the buffet price (more on that later), and the Shangri-La's great wine list is also at hand. But the voters in REDSTAR's Chi Fan awards didn't just love Café Yum for its great flavours - they also applauded the good taste that went into the decorations. The restaurant was designed by acclaimed Japanese decorator SuperPotato, who referenced Qingdao's ocean and sun with panels of water and light. Other walls are made up of collections of traditional Chinese culinary artifacts - mooncake moulds, vases and snuff bottles - each of which lends its own charm to a mosaic of art. On the surface, Yum does weigh in a little heavier than most of the other five-star all-you-can-eats, with lunch going for 168元 and dinner at 198 元 plus 15% service charge. But until the end of February they're also offering two free lunch vouchers for every four adults paying for dinner. Alternatively, if you want to keep your appetite comfortably in check, there is a terrific menu of comfort foods (split pea soup with prosciutto! yum? yes!) that can be ordered a la carte. You won't be disappointed.

While it's just off the lobby of one of Qingdao's most prestigious hotels, serving a fine selection of steaks with a terrific wine list, Wildfire still seems like one of the city's best-kept secrets. Thankfully, enough people have found the restaurant that it was voted Best Steak in the 2009 Chi Fan Awards. The question is, which Wildfire steak were voters referring to? Several cuts of six different varieties of meat are available (imported steak and lamb and, as we expect in Qingdao, seafood), all grilled to perfection and ranging in price from 188-568元. All are grilled or roasted to perfection, with points for presentation and delicious accompaniments. The wine list is similarly global, representing Italy, Australia, South Africa, France, Chili, Spain, Germany, New Zealand, and Argentina. The new restaurant features a bar, private rooms and a classy dining experience, with the friendly service and excellent prices that have made Lisa's a favourite for a long time. But among all these fantastic qualities, The Diner really shines like a beacon in the haze of a Qingdao weekend morning, when you would give your birthright for bacon, fried potatoes and a cup of coffee. A visit to the restaurant, in the Xianggang Lu Jusco Centre, is a welcome change from lunch routines of la mian or gai fan, with 7" personals starting at 12.8元. Pizzas like the Meat Lover and the Luigi's Special are made to fill. But of course, where Luigi's operation really shines is delivery. The variety is impressive, dishes come well-packed, and the prices are right. For years, enjoying deli-style cured meats and sausages in Qingdao has meant paying five-star restaurant rates for a plate of salami, or happily stumbling upon a bratwurst stand at a German cultural event. As wonderful as it is to have black forest ham melt in your mouth, it would be that much better to not have to pay for it to be shipped in a refrigerated container all the way from... the Black Forest. Even with the city's rich German heritage, it has taken a long time for locally-produced delistyle meats to emerge in Qingdao. Beyond the challenges of mastering production, producers need to address concerns of quality and hygiene in order to get customers excited about their goods. When longtime Qingdao resident Albert Leisman learned that his employer, a German spice company, would be closing their China facilities, he and some friends put together a business plan for a German-style meat processing facility. Once the Jimo factory came online and hotel-grade quality certification had been verified, DEFA German-style Meat Processing Co, Ltd (as the new company was called, named for Leisman and partners Fred de Geus and Fritz Emrich) went a step further than

Orders started pouring in from hotels, eateries and grocers, and DEFA remains in full operation providing a range of meat products from cured ham to venison sausage, goose liver sausage, smoked duck breast, kimchi sausage, and much more. They buy meat only from official HACCP Certified Companies, where pigs are ready for sale at 4am and in the factory by 7am. Their spices come from a German joint venture based in Jinan. And all DEFA sausage, salami and smoked ham products are made according to the original German recipes.
DEFA doesn’t use any chemicals or preservatives to extend the shelf life of products, nor do they add soy protein, coloured pigments or flour. Many Chinese products use chicken egg whites to comply with Chinese standards; they don't, because all of their products are 100% natural. Today DEFA proudly produces over 95 different items, and Albert will continue to bring more specialties to the Chinese market, welcoming suggestions from customers. The company has a capacity of 40 tons per month and are planning to extend production capacity further in 2010. These meats of exceptional quality are available throughout Qingdao (see sidebar), and have already graced supermarkets in Nanjing, Tianjin and Shanghai.

When dining with a group, one other, or by yourself, it can be difficult to settle on one kind of cuisine due to the vast selection of dining options in Qingdao. Greenery Café presents a solution to this predicament by offering a large menu, with an eclectic mix of Asian and Western cuisine. This Guangzhou-based chain features delicious menu items such as steak, veal, soup, curries, vegetarian dishes and a variety of desserts, all of which are extremely reasonably priced. After flipping through the menu (which is filled with pictures), I decided to have a mix of east and west myself. I started with the green salad (comparable to a Western cob salad), which was filled with leafy greens, fresh vegetables, slices of lean ham, egg and topped off with a delicious Italian vinaigrette. Priced at 25元, it is truly a bargain. As for my main course, I had the bamboo chicken meal. Now this Asian item is quite unique (not to mention healthy!), as the chicken, rice and mushrooms are cooked in a carvedout bamboo shoot for delicious blend of natural flavours. This main course was also accompanied by a tasty chicken soup, some steamed bok choy, and salted peanuts. My fellow diner chose a prix fixe option, which consisted of chicken corn soup, pasta, a veal steak topped with peppercorn sauce and coffee for dessert. Besides the soup tasting a little bland, this item seemed to be very pleasing. With the bamboo item priced at 35 元 and the prix fixe meal around 55元, you definitely get your money’s worth and then some. It should also be mentioned that not only is the food appealing, but so is the dining area itself. The Greenery Café provides a comfortable and relaxing environment that showcases beautiful murals and of course greenery! This restaurant may be new to you, but for others in the south Greenery Café has been a go-to spot for over 20 years. The Panto Event continues to be one of the main fundraising occasions of the year. To help plan for this fundraiser event, Qingdao Expat Group would greatly appreciate if you and your company would consider donating. In keeping with the British tradition often staged around Christmas, pantomime takes a children's rhyme or popular story and makes it into a full-scale performance by adding songs, dances, slapstick humour, audience participation, local jokes, and, of course, cross-dressing. The Qingdao Expat Group has brought this community activity to Qingdao, and has a terrific of performance of the classic tale Cinderella coming in March. As with all pantos, it's shaping up to combine fun, entertainment, laughter and excitement! Mark your calendar to bring your friends, dancing shoes, your singing voice, and that wacky side of your personality that you normally keep quiet! Participation is needed on all levels. Not only do they need audience participation; they need talent (artists, carpenters, and promotions) behind the scenes, too! 规范和加强《避免双重保税协议》实施 Tightened Double Tax Treaty Reporting Adam Livermore, Dezan Shira and Associates
With the filing deadline for individual income tax approaching on March 31, we take a look at some new tax rules that have been introduced in China to further regulate double tax treaty reporting. In September 2009, the State Administration of Tax issued Circular 124 further regulating tax administration for non-residents availing of the benefits that double tax treaty arrangements provide for their income in China. Foreign executives based in China for limited periods over a 12 month timeframe currently may not have to declare taxable income in China if their stay is less than 183 or 90 days (depending on their nationality). Circular 124 provides filing requirements to support such claims and have them pre-approved. The circular seems aimed at offshore companies in jurisdictions that have tax treaties with China and are shielding individual income tax and to the tax treaty domicile. Filings requiring pre-approval with the SAT: 1) Dividends derived from the same equity investment in the same enterprise 2) Interest derived from the same debt and due from the same debtor 3) Royalties derived from granting the same right to the same individual or enterprise Treaty benefits and articles now requiring registration: 1) Permanent establishment and business profits 2) Independent individual services 3) Dependent individual services 4) Other articles, including dividends, interest, royalties and capital gains Documentation requirements to be presented to your local tax bureau as part of the pre-qualification process: 1) Applicable contracts, agreements and payment receipts 2) Tax registration certificate from the domicile in question, dated within the past 12 months 3) Similar details for any other involved domiciles 4) Shareholders residency status Documentation needs to be filed with the local responsible tax bureau for a pre-approval process lasting up to 40 days, with a further 10 days if
additional investigation be required. If no answer is provided by this time, the application shall be deemed as having been approved. However, should the applicant be asked to submit further documentation, this shall not be considered as part of the pre-approval time. Circular 124 also permits the random investigation of cases. The circular tightens considerably the application requirements and procedures for applying for tax treaty status and demands more disclosure. It should be noted that these requirements now also allow the SAT to look into movements of business into individuals or companies special vehicles or offshore company transactions. It is recommended to practice caution and seek professional advice when completing such documentation for the local tax authorities. 3)向同一人许可同一项权利所取得的特许权使用费。 非居民需要享受以下税收协定条款规定的税收协 定待遇的，在发生纳税义务之前或者申报相关纳税 义务时，纳税人或者扣缴义务人应向主管税务机关 备案： 1) 税收协定常设机构以及营业利润条款； 2) 税收协定独立个人劳务条款； 3) 税收协定非独立个人劳务条款； 4) 其 他税收协定条款，包括股息、利息、特许权使 用费和资本收益。 提出非居民享受税收协定待遇审批申请时，纳税 人应向当地税物局提交以下资料： 1) 适用的合同、协议和付款收据 2) 由 税收协定缔约方主管当局在上一公历年度开始 以后出具的税务登记证； 3) 其 他相关税收协定缔约方主管当局在上一公历年 度开始以后出具的税务登记证 4) 股东居留身份 以上资料都需呈报当地税物机关审批，审批期 限一般不超40个工作，在规定期限内不能做出决定 的，经有权审批的税务机关负责人批准，可以延长 10个工作日。有权审批的税务机关在规定的时限 内未书面通知申请人审批结果的，视同有权审批的 税务机关已做出准予非居民享受税收协定待遇的审 批。 如需申请人进一步提交相关证明文件，该时间段 不应被列为正式审批的时间期限内。 该管理办法还同时允许对个案进行抽样调查，并 加强了对申请要求和申请程序的管理，从而达到对 申请人的个人信息和申请要求更详细具体化。 值得一提的是，该管理办法赋予国家税务总局可 调查公司运营情况、个人和公司具体车辆拥有情况 和海外公司交易情况等权利。在此建议中国境内的 海外公司在向当地税务机关提交这些证明文件前， 应仔细咨询相关专家意见以审核做好证明文件的准 备工作。

The economic crisis affected Qingdao's real estate market throughout 2009, though a slight increase in demand took place in the second half of the year. This was primarily fueled by the steady recovery seen in the residential and office sectors, and aggressive expansion by mid-range retailers.

The Office Sector Completion of 202,000m² of office space (including 87,000m² of Grade A stock) in eight projects was delayed until 2010 due to the economic crisis and assorted construction delays. These include well known developments in Shinan District such as Capland Center, SEAO International and The Agora, and Laoshan District's Qingdao International Financial Center and Dragon International Center. This huge amount of new supply is expected to put further pressure on existing landlords, potentially giving tenants the upper hand to negotiate favourable leasing terms, including rent free periods and other incentives. - Grade A average rental price - 108元/m²/month (down 8.5% on previous quarter) - Grade B average rental price - 76.4元/m²/month (up 2.7% on previous quarter) Retail Completion of around 173,000m² was postponed until later in 2010, bringing an expected total of 579,410m² to the market in this year alone. This substantial amount of space being brought to the market over the course of a single year could bring vacancy rates up to never-before-seen levels in Qingdao. However, much of the new supply will target midrange tenants, which have traditionally been successful in Qingdao’s retail market. - Favourable policies provided steady growth throughout 2009. Total turnover for the first nine months of 2009 was US$127.4bn, 18.2% higher than that period in 2008. High-end and Luxury Residential While Shinan continues to be the preferred location for developers, Laoshan emerged as a viable contender for the luxury and high-end residential market. Approximately 1,320 units of new luxury apartments were launched in the second half of last year, some of which achieved record-high sales prices for Qingdao’s residential market. For instance, the average sales price of Majesty Mansion, located next to the Intercontinental Hotel, reached
35,000元/m². Projects with a luxury positioning were warmly welcomed in the market due to their prime locations and a potentially strong rebound in demand. Domestic buyers continued to dominate the luxury and high-end market, as 50% of buyers were local Qingdao residents.
