I would like to extend my sincerest thanks to the entire Board, Chapter Leadership and REIC staff for their valued participation in the planning process.

Our new plan is a true reflection of successful collaboration and shared insight.

I’ve served as IREM RVP for almost 6 months and it has been quite the learning process! I enjoy working with other RVPs from across the U.S., and I can wholeheartedly say that the IREM community is a fantastic group of people!

Je suis vice-président régional de l’IREM depuis près de six mois, et j’ai beaucoup appris déjà! J’aime travailler avec les autres vice-présidents régionaux de partout aux ÉtatsUnis, et je peux affirmer sans réserve que la communauté de l’IREM est un groupe de personnes fantastiques!

This year I had the pleasure of visiting the IREM BC and Greater Vancouver Chapters as they join forces to create a stronger single Chapter. I also visited the Edmonton Chapter and participated in their AGM. I was thrilled to present designees with a CPM®, and two ARM® certificates! This is a very exciting time for our Chapters, who have great leaders and engaged Members!

Cette année, j’ai eu le plaisir de visiter les divisions de l’IREM de la Colombie-Britannique et du Grand Vancouver, qui unissent leurs forces en vue de créer une seule division. I have also visited the Saskatchewan and Calgary Chapters to attend their AGMs. I am still scheduling visits with our other Chapters, so please keep an eye out for me at your local events, and come say hello when I’m in your city!

I'd like to share some of my responsibilities as IREM RVP. As a Member, if you have any questions or concerns related to IREM, please feel free to reach out to me at any time. The role of RVP is to be the ambassador and liaison between Chapters, and between IREM and REIC. RVP responsibilities are defined as: • • • •

Sharing of knowledge, information, and best practices Communicating initiatives for REIC and IREM Scanning Member bases for feedback and information Reporting issues/concerns/challenges within the Chapters to both REIC and IREM, and taking action to provide services and support to Chapters where appropriate Helping Chapters grow and be successful

Lastly, I’d like to invite everyone and encourage you all to attend and participate in our upcoming Annual Conference and AGM! The event is taking place June 13 -15 in Halifax, NS. If you’ve never been to a conference, or haven’t been in a while, Halifax is an incredible city.

INDUSTRY OUTREACH REIM Annual Forecast Luncheon

For the past 32 years, the Real Estate Institute of Manitoba has held its real estate forecast luncheon, progressively elevating its reputation into one of the marquis events on the business calendar for the Province of Manitoba.

This annual event brings together a broad circle of Manitoba industry leaders including property managers, brokers and sales reps, developers, portfolio investors, insurers, engineers and appraisers, lawyers, accountants, lenders, representatives from municipal, provincial and federal government departments and agencies, construction contractors and trades.

By creating this high profile networking and outreach opportunity, the local REIM chapter can showcase its board and committee members and recognize recent program graduates in front of a large group of their peers; promoting the educational aspects of REIC as well as other REIM events during the year. Through strong corporate sponsorship, the event contributes meaningfully towards the Chapter’s operating budget.

The forecast part of the luncheon, held in downtown Winnipeg, features a panel of prominent leaders generously sharing their wealth of knowledge, experience and insights. Ron Margolis, President of Margolis Capital – Commercial Mortgage Professionals, has had the honor of hosting each of the past 5 years, and has been joined by senior executives from some of the most successful organizations in our industry.

In 2017, the panel included Rick Bachalo, VP of Mortgage Investments for Great West Life, Don White, EVP of Colliers, and Sandy Shindleman, President of Shindico Realty. Highlights included an engaging discussion around “technology disruptors” impacting real estate, some very candid comments with respect to rental and yield requirements on new developments, and behind the scenes context for catalysts triggering some larger transactions that are already shifting local market perceptions.

Every year the objective has been to not only entertain the audience and acknowledge REIC graduates and valued sponsors, but most importantly to provide meaningful “take-aways” - enabling REIM Members and non-members alike to make informed decisions affecting their own real estate businesses or careers during the remainder of the year.

Spring Breakfast Seminar IREM BC Chapter 50 and REIC Greater Vancouver Chapter Joint Event

IREM BC Chapter 50 and REIC Greater Vancouver Chapter hosted a seminar on Employee’s Duty to Accommodate, held on March 9 at Delta Burnaby Hotel. This seminar was well attended with over 90 guests from Vancouver, including property managers, brokers, sales representatives and reserve fund specialists.

One of the distinguished responsibilities of an REIC/IREM Chapter is the installation of new members. The Board of Directors of both Chapters welcomed Dustin Raleigh from Broadstreet Property Ltd., a newly designated ARM®, to our family. At the seminar, we inducted Mr. Raleigh and presented him with his certificate and pin, as this concluded Mr. Raleigh’s specialized educational program, and the commencement of a new phase of his professional advancement.

Maureen McMahon (Gateway Property Management Corporation) and Lenny N. Robinson (Alexander Holburn Beaudin + Lang LLP) were our guest speakers for our Spring Breakfast Event. The topics included "What is the Duty to Accommodate?" and "What Triggers the Employer’s Duty to Accommodate?" as well as a brief overview of statutory guidelines and court decisions.

The discussion was centered around how to manage this duty from an employer's perspective. They went through some recent cases, and attempted to "demystify" the topic. This was a great and complex topic that everyone walked away learning that it is not as simple as hiring someone, and when in doubt ensure you seek legal advice.

IREM BC Chapter 50 and REIC Greater Vancouver Chapter’s objective is to ensure we are providing content that most of the real estate industry in interested in, and events like this are a great networking opportunity for all our Members, non-members, and sponsors alike.

We continue to find ways to ensure the industry knows what IREM/REIC is and how they can benefit from being a part of our community. Through our associates' committee participation, support and commitment, we are able to have well attended, engaging events. REIC Members demonstrate excellence reic pRESIDENT DON KOTTICK, FRI, cres APPOINTED TO CREA BOARD The Real Estate Institute of Canada (REIC) is pleased to announce the appointment of Don Kottick, FRI, CRES, as Director-at-Large on the 20172018 CREA Board of Directors. Don is currently the Executive Vice President, Corporate Development for Peerage Realty Partners in Toronto.

On March 27, delegates gathered in Ottawa for the 2017 CREA Annual General Meeting. Also, the election of CREA’s 2017-18 Board of Directors took place.

There were 13 REALTORS® running for four Director-at-Large positions, and we congratulate Don for earning his place on the CREA board.

reserve fund planning and reports Thoughts from B.C., ahead of Québec's legislation update

Reserve fund planning is part of boards and councils’ annual fiscal-year based budgeting process. Comparable Reserve Fund Studies/Depreciation Reports (RFSs/DRs) are vital to all stakeholders’ decision-making.

Predictable scheduled reserve fund expenditures may be infrequent, but common asset deterioration occurs every day. Reserve fund contributions are not a gift to future owners. Measuring the position of a reserve fund is like measuring a person's net worth – now, not in the distant future. Deviations on reserve fund current position and future standing calculations are unwarranted.

Since the 1990s, the Real Estate Institute of Canada (REIC) has promoted a standardized benchmarked version of reserve fund planning with its Certified Reserve Fund Planner (CRP) accreditation. While legislation prescribes a reserve fund’s floor contribution amount, the REIC CRP budgeting approach provides a ceiling amount at the point-in-time of a current fiscal-year.

The CRP approach has liabilities distributed fairly to all owners on a fiscal-year basis over the life of a development. Having two developments properly use it also means that two lots in two developments can be compared on a sound footing. Benchmarking measures performance with a fully-disclosed comparable method.

It builds on past results so that decision-makers make targeted risk-management improvements. Benchmarked reserve fund contributions account for common asset deterioration – while owners are enjoying a development and gaining real-estate value.

Each fiscal-year, reserve fund planning matches expenditures and contributions over a long-term horizon so decision-makers know how much liquidity they need, and how long to invest the remaining reserve fund monies.

Engineering has a crucial place in reserve fund planning – CRP reports recommend the scheduling and acquisition of specialized trade and building science engineer reports – and use all relevant findings. But corporations need their other leg – the financial analysis – to be just as long. Engineered reports that are based on Class D estimates – even Class A estimates within 5 to 10 percent of Quantity Surveyors new construction costs – derail reserve fund planning. They misrepresent aging developments’ actual major repair and replacement renewal costs. Doing so would have reports exist only to establish the present value of assets with prescriptive current costs.

This viewpoint is about return on investment; taxation; insurance premiums; and new construction, and not about the on-going performance of components once construction is completed and renewal projects are on the horizon. This explains why many people say: "I don't know why they call them depreciation reports?", or why some non-compliant reports extend projections to 45 years – demonstrating a lack of knowledge about the importance of renewal costs in the benchmarking of depreciating common assets. None of these deviations are acceptable.

In BC, the Association of Professional Engineers and Geoscientists of BC (APEGBC)’s guidelines state that the CRP approach is their first guidance document. The Architectural Institute of British Columbia (AIBC) endorses engineer guidelines – and therefore the CRP approach. The Appraisal Institute of Canada (AIC) rules and comments omit the CRP approach and neglect current requirements analysis, but do require the full disclosure of unit quantities and costs – which are often missing from non-compliant reports.

The REIC approach is a common asset budgeting improvement on passive reactions based on past operating budgets Non-CRP compliant reports focus on the product – reports, rather than on reserve fund planning – which is not formally taught to architects, appraisers, engineers, house inspectors or technologists.

In non-compliant reports, a three year old development needing windows replaced in 35 years would have this component and expenditure excluded. The CRP approach recognizes each inventoried component in the benchmark’s current requirement analysis. Every fiscal-year will have its adjusted current requirements account for the windows – so that no surprise ¾ vote special levy suddenly appears in the future.

A projection's time horizon – five, ten, thirty fiscal-years – is less important than the benchmark or the economic lifespan of a development. Engineers' and appraisers’ work is geared to economic choices – developers' and buyers’ economic choices. Their focus is on the short-term, not on common asset needs from fiscal-year to fiscal-year, once the developer and consultants are gone. Tampering with construction inflation – or the historical interest income rate of return on the monies in the reserve fund – often has these reports pegging both at 2 percent, thus skewing the analysis.

Less than once a year expenditures are then scheduled over a legislation prescribed horizon. Decision-makers rely on adjusted current requirements profile(s) – dividing the closing balance by the adjusted current requirements – to proactively plan owners' contributions so as to sustain a reserve fund’s position.

Reserve fund current requirement calculations offer a financial snapshot at a point-in-time. Benchmarking projects progress over time, and provides a budgeting direction for determining the fair imposition of draws on owners, as well as the equitable allocation of monies.

The REIC approach is a common asset budgeting improvement over passive reactions based on past operating budgets, or on loosely related measures such as the changing market value of a development – Québec’s Ministry of Justice is considering having the reserve fund closing balance equal 0.5 percent of a development’s appraised market-value.

Interrupting the analysis at current costs means that the component inventory is skewed, depreciation excluded, a site-visit irrelevant, and riskmanagement unlikely.

Stakeholders must be able to compare two developments, their components’ performance and current requirements, the owners’ contributions, and the resulting reserve fund positions, on a fiscal-year basis.

Without a CRP benchmark to account for a development’s common assets, non-compliant reserve fund planning mislead stakeholders as to the true-cost-of-ownership – RFS / DR reports must come with current requirements analysis. We all depend on it. 

Les dépenses d’un fonds de prévoyance sont moins que fréquentes mais prévisibles. La détérioration des composantes communes se produit tous les jours. Les contributions au fonds de prévoyance ne sont pas un cadeau aux futurs propriétaires. La mesure de la position d’un fonds de prévoyance se compare à la mesure de la valeur-nette d’une personne – maintenant, et non dans un avenir lointain. Les écarts de calculs sur la position du fonds de prévoyance et les calculs de contributions sont injustifiés.

Depuis les années 1990, l'Institut Canadien de L’Immobilier (ICI) promulgue l’analyse référentielle standardisée pour la planification des fonds de prévoyance avec son accréditation de Planificateurs Professionnel du Fonds de prévoyance (PPF).

Au Canada, les contributions régulières au fonds de prévoyance se doivent d’être entre le plancher fixé par la loi provinciale, et le plafond optimisé déterminé selon l'analyse référentielle ICI PPF. L’approche budgétaire ICI PPF distribue équitablement les passifs à tous les propriétaires sur la base de l'année budgétaire, et ce au cours de la durée de vie d'un complexe immobilier. Pour deux complexes utilisant la méthode ICI PPF, deux copropriétés peuvent être comparés sur un pied d’égalité par toutes les parties prenantes.

L’analyse référentielle mesure la performance selon une méthode comparable. Elle s'appuie sur les résultats passés afin que les décideurs apportent des améliorations ciblées à la gestion de leurs risques.

Pendent que les propriétaires jouissent d'un complexe immobilier une année budgétaire à la fois – et bénéficient de l’augmentation de la valeur immobilière de leur condo – ils se doivent de payer leur juste part de la détérioration des composantes communes.

L'analyse référentielle améliore la gestion du fonds de prévoyance en analysant les dépenses et les contributions sur le long-terme. Elle permet aux conseils de déterminer la quantité de liquidités requises pour les dépenses d’une année budgétaire, tout en investissant le reste des argents du fonds de prévoyance.

L'ingénierie occupe une place cruciale dans la planification et les rapports de fonds de prévoyance. Tous les rapports PPF se doivent de recommander l'acquisition de rapports spécialisés – et d’incorporer toutes opinions pertinentes.

Pourtant, il y a peu dans un rapport de fonds de prévoyance qui relève strictement de l’ingénierie. La partie de l’analyse des composantes qui requiert des compétences en renouvellement doit certes intégrer les expertises des ingénieurs en bâtiment et d’autres spécialistes en construction, mais un complexe immobilier requiert que l’autre partie de l’analyse référentielle – la détermination des exigences actuelles – soit aussi raffinée.

Avec une telle approche, les rapports n'existeraient que pour établir la valeur actuelle des actifs selon des coûts prescriptifs moyens.

Cela vaut pour le calcul du retour sur investissement; des impôts fonciers; des coûts d'assurance; de la nouvelle construction, mais non pour la performance des composantes communes une fois la construction terminée, et que seuls des projets de renouvellement soient à l'horizon.

L’ancrage sur les estimations moyennes explique pourquoi beaucoup de gens disent: « Je ne sais pas pourquoi on a besoin d’un rapport de fonds de prévoyance ? » – ou pourquoi certains rapports prolongent une projection à 45 ans – démontrant un manque de connaissance de l’analyse référentielle des exigences actuelles des composantes communes.

Sur la base de l'inventaire des composantes communes – une itération du coût de renouvellement réaliste de chaque composante est cumulée – les exigences actuelles sont calculées pour établir les besoins de chaque complexe immobilier–phase–section concomitante, en fonction de la performance de chaque composante.

FONDS DE PrÉvoyance

Les coûts utilisés pour l’analyse référentielle se doivent d’être réalistes et fiables afin de normaliser le calcul des exigences actuelles. Pourtant, de nombreux rapports d’ingénieurs sont basés sur des estimations moyennes de classe D, alors que même les estimations de classe A – entre 5 et 10 pour cent des estimations des économistes en construction – déraillent un fonds de prévoyance.

La planification du fonds de prévoyance ICI PPF ajuste les variables chaque année budgétaire en fonction de l'évaluation visuelle de la performance des composantes communes.
