ABOUT US Since 1984, the Hispanic Chamber of Commerce of Louisiana has been committed to creating and facilitating a business climate within the Hispanic community to promote economic development and progression in Louisiana. Included within its focus is a dedication to the expansion of trade relations between the State of Louisiana and Latin America. The HCCL is a non-profit organization created as the result of a merger in 1999 of two chambers: The Louisiana Hispanic Chamber of Commerce (incorporated in 1984) and The Gulf Coast International Chamber of Commerce (incorporated in 1990). Just as HCCL works to build capacity in the Hispanic business community, so too does it work with traditional American businesses to help them approach this fastest growing minority population in the United States. We connect communities! LETTER FROM THE PRESIDENT Dear Members and Community, I realize this has not been the year we had planned or anticipated, but COVID-19 has left us with many lessons and opportunities. As the largest Hispanic business organization in the State of Louisiana, we feel the important responsibility to serve, educate, connect and advocate as we build a more equitable community with access to resources and opportunities needed to thrive and create wealth. Our strategic plan moving forward will show an even stronger focus in areas that will contribute to the goal of bridging gaps that prevent sustainable growth for the Hispanic business community. Our commitment is firm and our determination strong to eliminate barriers that hinder economic development. We will continue to encourage a diverse business and workforce environment through programming and stewardship of community issues. We are proud of our response to these unprecedented times and the leadership role our organization has played to keep the community informed and prepared to access resources and opportunities amidst this pandemic. We shifted to virtual formats and continued with our planned programming, added new and timely initiatives to advocate for the special needs of the Hispanic community, continued to engage our hard to count community to participate in the 2020 Census and supported the work of State and local authorities with regards to COVID19 guidelines, mandates and through the creation of an Ad-Hoc Translation committee that was key to bringing important information to the community in Spanish. The future may seem uncertain, but one thing we are certain of is that there is much work to be done. The disproportionate economic and health impact to the Hispanic community will be felt for a long time, and the work of HCCL will be critical to move the needle in areas like digital and financial literacy, healthcare education, workforce training, business development and technical assistance. We look forward to establishing important collaborations and partnerships that will also help us move our mission and reach our vision. I am grateful to our Board of Directors for their leadership and support of our organization; to our donors and members for their continued partnership and generosity which is needed more than ever as we rise up to meet the challenge of bolstering our Hispanic business community in the State of Louisiana. I am honored to serve my community, and am convinced the resilience and determination which is characteristic of the Hispanic community will shine through again. In closing, I would like to thank all healthcare, first responders, essential workers, teachers, and many more unsung heroes in the frontlines that have made a difference. LETTER FROM THE BOARD CHAIRWOMAN Dear Chamber Members, Supporters and Stakeholders, It is my privilege and pleasure to serve as Chair of the Hispanic Chamber of Commerce of Louisiana (HCCL). We are all well aware of the global economic crisis due to COVID-19 and the profound impact it has had on the people and communities we serve. We are living in unprecedented times that require unprecedented actions. In response to the crisis, the HCCL, in partnership with the Hispanic Young Professionals Committee (HYPLA) and the HCCL Foundation (HCCLF), has been busier than ever, responding to the crisis in extraordinary ways. The Chamber has shifted its live events to a virtual platform in order to continue bringing important content and to keep businesses connected, talking to us all in very different ways, webinars, conference calls, radio. You name it, the HCCL is doing it: finding ways to bring us all together. We want to let our members know that the HCCL is here to support the Louisiana Hispanic business community. Our mission is to provide support to our members in both good times and bad. We have made a commitment to respond quickly to the challenges that will arise so that we can assist all our members across the State of Louisiana. As I look ahead, I anticipate seeing great things for the HCCL working together with corporations, businesses, non-profit organizations, community leaders and governmental bodies providing innovative and progressive solutions to move us into the future. J
ust like every year, the Hispanic Chamber of Commerce of Louisiana (HCCL) began 2020 with a unified vision and mission: to build a thriving community of Hispanic businesses and professionals, in which everyone has the tools necessary to achieve maximum success. Now, in the wake of a global pandemic that has dramatically altered the business climate and has left no industry untouched, the Chamber’s mission hasn’t changed. In fact, it has only become stronger. The HCCL has emerged as one of the strongest and most reliable beacons of information, providing crucial resources and updates to ensure that every individual — and every business — is positioned for recovery and sustainability. Virtual learning seminars like the annual Healthcare, Technology & Innovation Summit have provided valuable education on field advancements that will continue to affect how we live, work and receive care. Job fairs and digital literacy programs put career opportunities in front of those who need them most, while simultaneously training participants to succeed in a modern workforce. The common thread between these and countless other HCCL programs and initiatives is a steadfast focus on uplifting vulnerable and underserved communities. Those within such demographics have always been aware of the wide margin of disadvantage separating minority-owned and operated businesses from the full breadth of opportunities, careers and legislative roles available in our nation. But the Hispanic community is the fastest-growing minority population in the country, and the contributions of our skilled workers, thinkers and leaders are helping to usher in a new era of prosperity. With the Hispanic Chamber of Commerce of Louisiana helping to unite communities through industry, commerce and trade, disparities can be overcome, divides can be bridged, and a brighter future can become a reality for all.

Workforce Heroes Program When COVID-19 displaced thousands of workers statewide, it disrupted an historic wave of prosperity for the Latino workforce. The U.S. Bureau of Labor Statistics reported in early 2020 that rates of unemployment among Latino workers aged 16 years and over were around 4%, an impressive rate that began in late 2018 and remained steady through February 2020. It was, at the time, the lowest unemployment rate the community had ever achieved. By March, still in the pandemic’s early days, that number had increased to 6%. By April, it had reached 18%, the highest unemployment rate among any ethnic group in the nation, compared to 16.7% unemployment among African Americans at the same date. This is largely due to the widespread crippling of industries that serve as the primary employers of Hispanic and other minority workers: restaurants, bars, hotels and, most significantly,
building services, which NPR reports is constituted of more than 40% Hispanic workers. It was clear that immediate and deliberate action to restore the livelihoods of the Hispanic workforce and their families was of the utmost importance. Luckily, being there when it matters most is what makes the Hispanic Chamber of Commerce of Louisiana such an invaluable resource. To help offset the effects of unemployment, HCCL announced its Workforce Heroes Program, which placed impacted individuals into jobs for six to eight weeks in order to stimulate the economy and provide necessary relief to workers. “We are grateful to be able to make a small difference for local families impacted by this crisis,” says Mayra Pineda, President of the Hispanic Chamber of Commerce of Louisiana. “HCCL recognizes the importance of uplifting our hardworking community and providing opportunities to advance

professionally and scale businesses.” Made possible by a partnership with Delta Administrative Services, the program had immediate effects for approved applicants, like Anabel Gonzales, a bilingual customer service professional who found herself looking for a job during the pandemic. While participating in the HCCL Foundation’s digital literacy program, Gonzales’ instructor mentioned the Workforce Heroes Program, and she was eager to participate and put her skills to work. “This program has been of great help both professionally and economically due to the current situation that we are going through in the country,” says Gonzales. “This program is an excellent opportunity to be able to integrate into the workforce.” Through the program, Gonzales was able to secure a customer service position with Metairie Bank. She says that she hopes other participants will benefit similarly and will take full advantage of the resources and opportunities made available by HCCL. “This program has been an excellent way of supporting our community,” Gonzales says. “Thanks to the members of the Hispanic Chamber of Commerce for the opportunity to be part of this initiative.” David Lawrence, President of Delta Administrative Services, said that lending support to the Workforce Heroes Program — and to the HCCL overall — is their way of
giving back to a community that is so active in advancing the region. “We are proud to be able to give back and help the Hispanic Chamber of Commerce of Louisiana achieve a greater scale of relief for those in need,” Lawrence says. “The HCCL’s efforts help the Hispanic community engage and grow with a network of progressive people, organizations, government agencies and financial institutions. We felt that the best way to help create wealth within the HCCL and this community was through this Workforce Heroes initiative.” Lawrence emphasized that all workers and businesses share the same goals of economic growth, so all people and communities should receive the same encouragement and resources. “Everyone has something to offer,” Lawrence says. “Working together as a community will allow us to design our future moving forward.”
Mariposa Grants Program Even before the pandemic began, renowned jewelry designer Cristy Cali and acclaimed Cajun musician Amanda Shaw teamed up with a mission to support the Hispanic community through a special jewelry collaboration. “We decided that the collection would represent transformation and growth,” says Cali, of the collection’s signature butterfly shape. “You’re not supposed to stay the same throughout life.” Drawing on each other’s unique talents and parallel experiences, like their shared Guatemalan heritage, Cali and Shaw produced a new collection called Mariposas Moradas, which was set to launch in Spring 2020. A partnership with the Hispanic Chamber of Commerce of Louisiana seemed a natural fit to help advance their common goal, as Cali and Shaw are both long-standing partners and supporters of the Chamber. “Since Amanda and I have so much in common with our roots, we came up with the idea of raising money for the Hispanic Chamber,” says Cali. “We wanted to empower the members with resources to start their own businesses or to help them become more business savvy, whether through learning programs or sharing social media strategies with them.” Of course, those plans were soon disrupted, but with all the key pieces already designed and produced, the duo realized they could
still achieve their goal of community support. Although in-person learning and training sessions wouldn’t be possible in light of new safety protocols, Shaw, Cali and HCCL President Mayra Pineda came up with another way to make an impact with the Mariposas Moradas collection. “We still wanted to make a difference, so we had another meeting to discuss how to pivot and make it meaningful,” Cali says. “Mayra came up with the idea of a Mariposa Grant, which is still in alignment with our original goals.” Now, proceeds from the new collection, which has officially launched on Cali’s website, will go toward grants for small businesses within HCCL’s membership. The initial vision might have changed, but the partnership is just as powerful and now bears an even stronger purpose. Cali says she and Shaw will continue to look for ways to expand the collection, hopefully resulting in even more support for the Chamber and the Hispanic workforce. “The Chamber really has helped people through this pandemic, including me,” Cali says. “The experience has been scary, and even though we might feel lost, we’re getting through it together.”
Onward and Upward Through these initiatives and more, the Hispanic Chamber of Commerce of Louisiana is deepening its roots in our state and shaping more lives than ever before. Not only that, but community partners from a wide range of industries are also proving their dedication to furthering HCCL’s vision for an equitable and diverse business climate. In these next pages of our 2020 Magazine + Directory, you’ll meet some of the Hispanic business owners who are innovating, adapting and creating new opportunities (see page 10); you’ll meet leaders in both business and legislative arenas who serve as role models for future generations (page 13); and you’ll learn about the Hispanic Chamber of Commerce of Louisiana Foundation’s unrivaled efforts to equip everyone with the skills of a modern workforce (page 17). The resilience of the Hispanic business community has certainly been put to the test in 2020, but through collective action and a unified effort to empower every individual, there’s no limit to how far we go next.

eslie and Israel Curiel dreamed of opening a Mexican restaurant for many years, but the road wasn’t always easy. They started their journey in 2006 working 12hour shifts at Leslie’s mother’s Chilangos Taco Truck. The working conditions were hot, and they found it challenging to introduce customers to authentic Mexican tacos. However, Leslie and Israel were determined to bring the tastes— along with the accompanying merriment—of Mexico City to New Orleans. They opened Chilangos Taqueria in 2008, and then later Chilangos Seafood, before finally opening La Chilanga in April 2019. “La Chilanga is a remix of the Chilangos, where we apply what we learned in past experiences,” Leslie says. In the beginning, the Curiels found it difficult to be an Hispanic-owned business in New Orleans. However, they have found a lot of support over the years by participating in the Hispanic Chamber’s networking and annual events, including the Dia de los Muertos Festival, of which both La Chilanga and Chilangos Seafood have been a part. “There was not help at the start,” Leslie says. “But there were a lot of people in the city fighting for our rights. New Orleans and Jefferson Parish, and the city of Kenner, are now making us feel at home. And they are bringing us new tools to help us operate better and offer better service. The Hispanic Chamber and El Centro have helped us and given us tools to learn the city better. Every year has different challenges: new laws; new locations; new distributors. When we started working, we were teenagers. The dream to become successful and bring jobs to people is coming true.” While they are always looking for new offerings from Mexico City to add to the menu, there are several standout dishes that make La Chilanga unique. “If you want something different where you can amaze your
date, ask for the Molcajete,” Leslie says. “It has a boiling sauce with a perfectly cooked fajita, shrimp kabobs and melted cheese.” Every Sunday, the menu includes hot and fresh menudo. And the pozole is served in a Mexican pot that almost transports the diner to Mexico City. Some of the most popular drinks include the Tamarindo, the Mango Michelada and the Jarritos Loco. Not only is the food authentic, but also the jovial atmosphere. “Like in Mexico, we celebrate our birthdays with tequila and some funny hats or masks,” Leslie says. “We are really noisy, so we add matracas to the party. Our taco Tuesday is a joy with DJ Flako playing from 6-11 p.m. Fridays and Saturdays, we have karaoke. We love to see people enjoying themselves and making memories.” With the emergence of COVID-19, the Curiels went from seeing their restaurant packed to being completely closed on the Governor’s orders. Once they were able to reopen La Chilanga, the Curiels at first could only offer curbside pickup and delivery. The cost of doing business also went up as ingredients and cleaning products became more expensive. The Curiels have also had to adapt to new technology and new processes. For example, they started working with Uber Eats and DoorDash for deliveries. They also updated their point of sale system for better operations. Now that inside dining is allowed again, they are making sure to offer customers hand sanitizer and proper spacing for social distancing. They are also ensuring that all staff members wear masks, while also monitoring their health. “During this time, we all have to adapt—there is no choice,” Leslie says. “We have to survive this crisis. But I’m so grateful with my team and with the customers who never left us behind.”

aul and Lesly Castro founded Sun Tropic Landscape in February 1994 as a way to bring in extra income. At that time, they opened a garden center in Gretna that they ran for nine years. Eventually, they bought a three-acre plot of land in Belle Chasse that now serves as a wholesale nursery. In addition to growing and selling a wide selection of plants—including palms and other trees—Sun Tropic Landscape also offers materials such as soil, fertilizer, mulch and aggregates. The company offers both residential and commercial landscaping and hardscaping design services, working with partners such as landscape contractors, homebuilders and government agencies. Being in business for more than 25 years, Raul and Lesly have built their company from the ground up by working closely with their clients to understand their vision, drafting plans that realize those dreams and then exceeding clients’ expectations. “To be an Hispanic owner means that a lot of our customers expect high-quality work and dependability,” Raul says. “Like many Hispanic businesses, sometimes we have to work hard to be comparable. We have been growing over the years and offering many different services that our clients need. Our most popular services include design-and-build landscaping, ground maintenance, paving and irrigation. Our latest [offering] is outdoor kitchens.” Sun Tropic Landscape usually has a staff of about four to six people (depending on the season and the number of contracts). Over the years, the Castros have taken a number of courses, including horticulture at Delgado Community College, design courses at LSU’s Robert Reich School of Landscape Architecture, and irrigation and paving seminars. Since the Castros have their own nursery— and their Disadvantaged Business Enterprise (DBE) and State and Local Disadvantaged Business Enterprise (SLDBE) certifications—they are able to be more competitive when bidding on contracts. The company also is a proud member of the New Orleans Horticulture Society, the
Elevated Scenery Louisiana Nursery Association and the Professional Landcare Network. Services available include landscape design and installation (such as flower beds, shrubs, trees, irrigation and low-voltage lighting) and landscape maintenance (such as shrub and tree trimming, irrigation repairs, planting seasonal annuals, and mulching and weeding). Sun Tropic Landscape also custom designs the hardscape—such as ponds, waterfalls and fountains; walkways and concrete-paver patios; garden walls; fire pits; and fences, decks and gazebos—to create the perfect outdoor space for clients. Together, the selection of plants, and their placement amongst features like a statue or pond, can create a special and memorable atmosphere. Raul says there are a number of plants that thrive here in our humid, sub-tropical climate. Some that he recommends include azaleas, Indian hawthorn, camellias, lily of the Nile and boxwoods. With the onset of Covid-19, Sun Tropic Landscape has managed to persevere. “We kept working a lot for our customers,” Raul says. “Many customers stayed at home, and they wanted to do more projects.” Raul and Lesly continue to push forward by growing their company, providing excellent customer service and attending annual trade shows (as soon as they are able to do so) to keep up with new technology and equipment. Through their membership with the Hispanic Chamber, they’ve also been able to attend seminars, workshops and signature events that have helped build capacity, in addition to completing the Goldman Sachs 10,000 Small Businesses Program. While Raul doesn’t anticipate any long-term changes to his business, he has learned two important lessons through the pandemic. “Everything can change in a minute; it’s always good to have a little cushion,” he says. “It’s also important to spend more time with loved ones, and don’t wait for tomorrow what you can do today.”

M
iriam Brown, owner of Brown Tax Services, Inc., earned an accounting degree in Honduras in 1975 and later continued her studies at the University of New Orleans. She first started her tax and accounting company on a part-time basis in 1985. At that time, she was working for an oil and gas company, and, when it moved its headquarters to Houston in 2002, she opened her office full time. Since then, it has been her mission to not only help her clients maintain financial viability in the present but also to help them take a proactive approach to achieve future goals. Brown, along with her two assistants, work with nearly 800 tax clients and 150 business clients in New Orleans and on the Northshore each year. Services include everything from incorporating new businesses, bookkeeping and payroll to tax advice, preparation, audits and monthly financial reports. While her assistants work on clients’ books, Brown handles all tax preparations herself. A longtime member of HCCL, Brown has also served as Treasurer and Board Member and has been a vocal advocate for small and women owned businesses. “We cater to individuals, and small- and medium-sized businesses,” Brown says. “We are a team of three—all bilingual in Spanish and English—and we make it a priority to serve our clients in every way possible. There is a great number of Hispanic-owned businesses in New Orleans and the surrounding areas, and we can speak their language. Sixty percent of our clients are of Hispanic heritage. To see our clients’ businesses grow is very gratifying to us.” It is precisely the staff’s open communication, and professional and personalized service—along with attention to detail, expertise and work ethic—that brings the company’s clients back year after year. As such, Brown Tax Services is one of the leading firms in the area. “I used to advertise a lot in prior years,” Brown says.

“Three years ago, I decided to take on new clients by referral only.” Clients at Brown Tax Services are able to rely on thorough research, sound analysis and strong business advice. Most importantly, they are able to free up their time to better run and grow their business. During the pandemic, and ensuing economic downturn, it has become even more important for individuals and businesses to ensure their finances are in order. “I made it a point not to close the office during the pandemic,” Brown says. “We changed the way we worked. Our clients drop off files and records with no personal contact, and we are able to provide the needed reports for their bank loan applications. The government extended the tax deadline to July 15, and, to meet deadlines, we have worked longer hours. I also have requested extensions for some business returns. We are keeping the pace, but we also had to adjust the work hours. The schedule worked well for our clients.” While Brown does not anticipate any long-term changes due to the pandemic, she says that her field is always changing. “There is so much to learn in this business,” she says. “It seems that every day something new happens, especially when working with clients and taxes.” Even so, Brown and her team are always at the ready to help clients with whatever tax and accounting needs they may have. “I want to take this opportunity to thank our clients for trusting us with their businesses,” Brown says. “Our relationship with them is very close and important. Taking Charge & Changing Lives AT&T’s Sonia Pérez on the importance of leaving no stone unturned — and no door unopened — on your path to success
E
veryone knows that when opportunity knocks, you’re supposed to open the door. But Sonia Pérez does things a little differently: she opens the door whether or not she hears an invitation. Opportunity, for those like her, is always on the other side. It’s Pérez’s make-your-own-luck attitude that led her to become the President of Southeastern States for AT&T, starting with the day she walked by a job board at the University of Texas at Austin. Although she already had an internship lined up, one posting caught her eye, announcing an internship opportunity at Southwestern Bell Corporation (later to become a subsidiary of AT&T). “I went into the career placement office and said that I’d like to sign up for an interview. They told me there was only one time slot available, and it was the one at 8:30 the next morning,” Pérez recalls. “So I took it, went through the interview, and the next day I got a call with an offer.” The professor who’d arranged her initial internship encouraged her to take this new chance, so she did. Three internships with Southwestern Bell later, she was hired on full time. After just two years, Pérez caught wind of another opportunity within the company, one that would be a major promotion for a new hire like her. Still, she thought, “Why shouldn’t I try?” “I saw an opportunity become available in the Rio Grande Valley,” Pérez says, “so I went into the division manager’s office and asked to be considered for the job. He said, ‘You’re not ready for that! We’ll let you know when you’re ready.’ And then three months later, he called me in and said, ‘You’re ready now.’” Sonia Pérez spent almost 19 years serving in various capacities throughout Houston and South Texas before becoming the company’s Southwest General Manager, a position she held for 8 additional years. By 2005 she was Vice President of AT&T Texas; by 2010 was President of AT&T Louisiana. Finally, in 2018, Pérez assumed the helm as President of Southeastern States, encompassing several states including Alabama, Kentucky, Louisiana,and North and South Carolina. All of that happened because she was simply willing to take a chance on herself, no matter the risk of failure. It took years of work and dedication to get to such a prestigious role at one the nation’s largest corporations, but it has certainly paid off. Pérez sees the signs of her company’s impact everywhere she looks, a feeling both validating and incredibly humbling. “Not so long ago, I was driving across the Sunshine Bridge, and I saw all the ships down in the river and thought, ‘This is my state. We are helping move that cargo!’ The responsibility is huge!” Pérez says. “And then I was driving down the bayou and saw people fishing, and I thought, ‘We’re involved in that industry, too. Because of us, they can make connections!’ This is what my job enables, what my company provides. We deploy tech so that industries of all kinds can thrive.”

More than that, AT&T’s long history in the state of Louisiana is one that Pérez says she’s extremely proud of. The company’s dedication to the region has been evidenced time and time again by its investment in Louisiana’s people and communities, donating upward of $2 billion dollars after Hurricane Katrina and funding STEM education initiatives for underserved communities. “We take care of our people and communities,” Pérez says. “It really is exciting to me that I work for and lead a company that reflects my own personal values around education, and that we really can make a difference. We’re very targeretd in the contributions we make, and particularly in this environment, it’s important to understand why. We’ve always had the belief that our workforce should reflect the diversity of the communities we serve, both because it’s important for business and also because it’s the right thing to do.” Pérez lives those values even when she’s off the clock. In addition to her support of the Hispanic Chamber of Commerce of Louisiana, she extends resources and expertise to several boards throughout the region, including Xavier University, the Urban League of New Orleans and the Louisiana Board of Regents. Pérez’s career has taken her through numerous roles and responsibilities and has challenged her to grow in ways that she never imagined, but she has made — and will continue to make — the most of every new opportunity. Those are the words she lives by, and for anyone looking to her for advice on how the match her incredible success, she offers this wisdom: “Don’t think you know exactly what you want to be in life. Being too sure means missing opportunities that cross your path,” Pérez says. “I never thought I’d be in this type of position, but I worked hard, opportunities were presented, doors opened, the company continued to grow and expand, and I’m blessed to have been a recipient of all the good things that AT&T brings to the table for somebody who wants to grow their career.”

See a Need, Fulfill a Need Helena Moreno, New Orleans City Councilmember At-Large, has built her career on the virtue of extending a helping hand to those who need it.
W
hile Helena Moreno’s 10 years in public service are marked with numerous personal victories and milestones, it’s what she’s done for others that stands as a true testament to her strength and leadership in the Greater New Orleans area and beyond. Born in Veracruz State, Mexico and raised in Texas, Moreno got her start as a journalist, leveraging her communication skills and keen observant eye to cover local news in Dallas, Houston, Savannah and, finally, in New Orleans. Her coverage of Hurricane Katrina and subsequent recovery efforts for WDSU earned her numerous accolades, including the title of Broadcaster of the Year from the Louisiana Federation of Teachers. This pivotal time in her career not only positioned her as a prominent voice in broadcast journalism, but also spurred her in the pursuit to become a community leader. “It was the slow recovery after Hurricane Katrina that led me to run for public office,” Moreno says. “I served in the Louisiana Legislature as the State Representative for District 93 for eight years before being elected to the New Orleans City Council At-large position.” Since entering the public service sphere, Moreno has been a fierce advocate for numerous community issues she’s passionate about. In response to the ongoing opioid crisis, she authored legislation to allow first responders and third parties to carry Naloxone, a life-saving drug that can reverse the effects of an overdose. Moreno also ensured the safety of all New Orleans residents by securing a permanent presence of State Police in the French Quarter. On the healthcare front, she fought against the elimination of community clinics, ensuring that funding continued to flow into those vital establishments. Not only that, Moreno also saved Louisiana’s Tumor Registry and Louisiana’s Breast and Cervical Cancer Screening Program, enabling the funding and continuation of preventative care and cancer research. “Some of my proudest achievements have been legislative accomplishments to help women,” Moreno says. “In

the Legislature and the Council, I’ve worked hard on measures to prevent sexual harassment, help victims of domestic violence and sexual assault, and ensure women are paid equally to men.” That hard work and passion have paid off tenfold: Moreno’s efforts resulted in revised procedures for Temporary Restraining Orders and Protective Orders, and she helmed the creation of the Domestic Violence Protection Commission. Through the Commission, she was able to author and pass legislation that escalated penalties for repeat violations of protective orders filed by victims of domestic battery. All that and more is the sum of just 10 years of work, but Moreno isn’t stopping any time soon. She continues to monitor the needs of the community — both through her own personal lens and through the experiences of her constituents — in order to effectively eliminate any obstacles standing in the way of equity and prosperity for current and future generations. “I’m also proud of my work to become a more resilient New Orleans by working on climate strategies and implementing a mandate to bring us to net zero carbon emissions by 2040,” Moreno says. Through it all, Moreno never loses sight of her heritage; in fact, she puts it to work in order to hear and represent all voices in the city, drawing on her professional wisdom and personal involvement in local organizations like the Hispanic Chamber of Commerce of Louisiana to affect the greatest possible change. “Being able to speak Spanish (or sometimes Spanglish) has helped me connect with many more constituents,” Moreno says. “I’ve also recently been chairing a new Hispanic Task Force made up of advocates and leaders to help the Hispanic community navigate through the COVID-19 pandemic. The plan is for this task force to expand its work beyond COVID.” Moreno says she never has to try hard to keep her job exciting: by dealing with matters both small and large, she and her hardworking staff remain constantly mobilized to meet the needs of all constituents. It’s an enormous undertaking, but she wouldn’t have it any other way. After all, it’s the responsibility of anyone with passion, resources and limitless drive to make the most of the opportunities they’ve been given. Any stumbles along the way, she says, are necessary components of true growth and understanding. “Anything is possible and achievable,” Moreno says. “Set your sights high, but know that to achieve big goals, it’ll take hard work, tenacity, sacrifice and failure. Yes, failure. I have failed many times in my life, but I always get right back up and keep plugging away until I’m successful. If you’re willing to take on the challenge, then the sky’s the limit.”

BUILDING BRIDGES and CLOSING DIVIDES HCCLF and community partners empower Hispanic professionals with translation services and technological education
magine sitting down at a computer to apply for a job. Now imagine that everything from job descriptions to applications and interviews — even the programs required to perform the job duties — are in a language you’ve never learned, on systems you’ve never been trained to use. Louisiana’s Hispanic population has nearly doubled in size since 2000, and with that growth comes an increased presence of Hispanic-owned workers and businesses in the area. However, many members of this expanding community still encounter roadblocks on the way to employment. One in three Louisianans lack a home internet connection, and those who haven’t learned the ins-and-outs of basic technology risk losing out on key educational and professional opportunities. Those without computers or Internet access must often turn to public resources like libraries, where language barriers further prevent many members of the Hispanic population from asking for or receiving assistance. To pave the way for professional success, The Hispanic Chamber of Commerce of Louisiana Foundation (HCCLF) and its parent

organization, The Hispanic Chamber of Commerce of Louisiana (HCCL), have rolled out several educational and business development initiatives to bridge the gap between the skilled Hispanic workforce and opportunities available in the region.
The Translation Taskforce The onset of COVID-19 made the need for minority-targeted resources even greater, as businesses, organizations and families worldwide adjusted to a changing business climate. First and foremost, HCCL and HCCLF formed a collaborative ad-hoc translation committee to assist with applications and legal paperwork. This was added to an existing docket of Foundation initiatives including English as a Second Language (ESL) classes, career counseling, resume and cover letter writing assistance, and interview preparation courses. “Along with the Hispanic Chamber, we have provided translations on important governmental directives and daily information about the COVID-19 testing sites and food banks,” says www.hccl.biz

Angelica Rivera, HCCLF Chairperson. “I have been personally involved with assisting individuals with completion of their applications for food stamps, unemployment, and PEBT card applications.” Rivera explains that stepping into that role was a significant step for both the Chamber and the Foundation, as the need for government aid became more and more prevalent as the pandemic went on. Applying for assistance can be a cause for stress and anxiety even for those familiar with the process, but for individuals who face an added language barrier, the task can seem insurmountable. “Our demographic is comprised of a majority of low-to-moderate income individuals who cannot read or speak English,” Rivera says. “The applications and websites to complete applications were a challenge for those who lack computer skills or cannot read in English. This was a personal cause I valued beyond measure.”

Even once language barriers are overcome, a lack of training in modern digital tools stands in the way of many minority professionals finding and securing a position. HCCLF has long been focused on bridging this digital divide with the help of local corporate partners like Delgado University, Cox Communications, the Hispanic Apostolate of the Catholic Diocese of Baton Rouge, and many others. This year, HCCLF was able to train even more Hispanic workers through a generous partnership with Verizon and UnidosUS, which offered the Chamber a $100,000 grant to fund and expand its resources. In addition to bolstering signature HCCL programs like Bilingual Workforce Training and Business Development Program, the contribution from Verizon and UnidosUS allowed HCCLF to host a new series of digital literacy courses. Tandra LeMay, Verizon’s Louisiana State Government Affairs Director, described the collaborative program as a “toolkit” that would elevate a participant’s skillset in seven different arenas, including financial capability, digital literacy, job readiness, communication, job search, and technology jobs. “According to a 2018 study by Pew Research Center, Hispanics account for 16% of the US workforce, but they only represent 7% of all STEM workers,” says LeMay. “The digital learning centers were equipped with mobile technologies, curriculum, and professional services to help program participants become digitally competent.” While initial “cohorts” of the digital literacy program were held in-person, classes pivoted to an online format in order to continue offering valuable education when social distancing mandates limited the possibility for physical classes. For those without computers, HCCLF’s Computer Loan Program provided digital literacy participants with devices that would allow them to tune in to classes over Zoom.

Not only is this aligned with the mission of the Foundation and HCCL, but LeMay says such endeavors are also part of a company-wide focus at Verizion. “Verizon’s vision is that such partnerships will help to reduce social disadvantages, increase economic equity for all and offer opportunities for program participants to improve their financial lives and those of generations to come,” LeMay says. “A large number of conversations have emerged surrounding the digital divide, digital literacy, digital inclusion and digital equity. These dialogues identify that increased digital inclusion can reduce social disadvantage and increase economic equity for all.” Receiving proper technological training is certainly important to rebounding as a workforce, but LeMay says it serves equal function in allowing people to connect with their friends and families at a time when they might not be able to see each other or speak otherwise. Being a part of this necessary change, in partnership with the Chamber, is something she says Verizon looks forward to continuing. “The Hispanic Chamber of Commerce of LA, under the leadership of Mayra Pineda, along with the team, have demonstrated time and time again their depth of commitment to the community
they serve,” LeMay says. “They have, and are, creating programs that address the ever-changing needs of the people of the Greater New Orleans area, which includes preparing them for the next evolution in technology. Verizon has been proud to partner with HCCL as a thought partner, advocate and resource to further our mutual goal of making our community stronger.” While it has certainly been an eventful and productive year for the HCCL Foundation, Angelica Rivera and her team have already set major milestones for the 2020-2021 year, with plans to build momentum and develop even more programs and initiatives. “We hope to expand our bilingual programming to include STEM education for youth, develop additional workforce development courses, continue our digital literacy courses to improve lives, and build partnerships with agencies, both public and private, to ensure we have access to the most important information,” Rivera says. “Through consensus, we are stronger.”

This year’s committee has been working hard on fulfilling their mission and giving back to the community. In May, the Young Professionals coordinated and launched a food distribution initiative for over 300 families that were impacted by the COVID-19 pandemic. Many HCYP programs, like this one, are developed in collaboration with regional partners and sponsors who are equally committed to providing resources and opportunities to the Hispanic community in Louisiana. “This event would not have been possible without the help and support of so many individuals,” says Daniel Toro, Chair of the 2020 HCYP committee. “A big thank you to CRC We Care! COUNTING THE WHOLE COMMUNITY
Once every ten years, the United States begins a massive undertaking: counting every citizen in the country. The results of the Census are vital to the development of communities and to the distribution of critical resources, determining not only the number of Congress seats each state receives, but also influencing the amount of funding an area is allocated for health insurance, transportation, environmental protection, child care, hospitals, schools and much more. That means that when households fail to respond to the U.S. Census Bureau, it could result in a lower distribution of resources
and services than is actually needed. That’s why, ahead of the 2020 Census, the Hispanic Chamber of Commerce led an expansive outreach effort to encourage and ensure participation in this year’s polling. The Hispanic Complete Count Committee targeted Hispanic communities throughout the State of Louisiana with print, online and radio advertising to share information and resources on how (and when) to complete
the 2020 Census. Critical funding for these efforts was secured through grants from Entergy, National League of Cities and the Urban League of Louisiana. Since minority-populated areas often receive disproportionate funding, providing comprehensive and accurate data this year will directly influence how the Hispanic community is represented on both the local and national levels, especially post-COVID.
The Hispanic Complete Count Committee’s efforts resulted in thousands of Census responses that might otherwise have gone uncounted. The greatest question is: Were you a part of that number?
