Several governments for 12 years have postponed the project, but the present administration has placed it on the priority list for the Ministry of Tourism as a short-term goal. The brand new Convention Center would be in Heredia, close to the airport, in an 20-acre lot that has been fully available for this purpose for almost 10 years. A feasibility study is already being prepared by The Innovation Group, who will present the results in early November.

Another study published recently by the UCR (prepared with data from 2008) established that sport fishing generates some US$600 million in annual income, with about $78 million in taxes for the government and the generation of 63,000 well-paid jobs. By comparison, industrial fishing contributes some US$530 millions to the GDP, with a lower tax contribution and number of jobs created. Sport fishing is one of the strengths of the country to attract a group with high disposable income in addition to being a sustainable activity which is generally managed in a very responsible manner.

When you access Facebook.com/visitcostarica you find promotional material and news about the country, as well as videos, photos and interesting related links. In Twitter the address is @visitcrnews and in Youtube the channel is visitcostaricavideos. Medical tourism continues to increase Per Promed data, in 2009 Costa Rica received over 30,000 foreign patients, 20% more than 2008. For Costa Rica, medical tourism is an excellent business; while a regular tourist on vacation spends an average of US$1,600 during his stay, the users of medical services invest a little over US$6,000. That is, the financial contribution of a patient tourist is four times as much as that of the vacationing tourist and this does not include the expenses incurred by the patient’s companions. As the tendency has been running, aesthetic surgery and dental treatments continue on the vanguard of the demand. The growth is due not only to the lower cost for similar quality level of the services, but also due to the increased coverage by foreign insurance companies for the treatments performed in this country.

de los turistas que visitan Costa Rica cada año vienen exclusivamente a practicar la pesca deportiva, modalidad de captura en la que se atrapa y libera a los peces. En otro estudio publicado recientemente por la UCR (hecho con datos del 2008), se establece que la pesca deportiva genera a Costa Rica casi US$600 millones en ingresos anuales, con US$78 millones en impuestos para el gobierno y la generación de 63.000 empleos muy bien remunerados. En comparación, la pesca industrial aporta unos US$530 millones al PIB, siendo también menor su aporte en impuestos y creación de empleos. La pesca deportiva es una de las fortalezas del país para atraer a un grupo de alto poder adquisitivo siendo además una actividad sostenible y en general manejada muy responsablemente.

ICT con nueva campaña en redes sociales El Instituto

Costarricense de Turismo (ICT) lanzó oficialmente su campaña “Visit Costa Rica” en Facebook,Twitter y Youtube con el objetivo de acercar a Costa Rica a millones de potenciales visitantes estadounidenses y canadienses. Al ingresar a Facebook.com/visitcostarica, se encuentra contenido promocional y noticias sobre el destino, así como videos, fotografías y enlaces de interés. En Twitter la dirección es @visitcrnews y mientras que en Youtube el canal se llama visitcostaricavideos.

Turismo médico sigue al alza Según datos de Promed, el 2009

se recibió sobre 30 mil pacientes extranjeros, un 20% más que el 2008. Para Costa Rica, el turismo médico constituye un excelente negocio; mientras que un vacacionista regular en promedio invierte unos US$1.600 en su estadía, los usuarios de servicios médicos invierten poco más de US$6.000. Es decir, el aporte en divisas de un turista paciente es cuatro veces el de un turista veraneante y esto sin incluir el gasto hecho por los acompañantes del paciente. Como ha sido la tendencia, la cirugía estética y los tratamientos dentales continúan a la cabeza en la demanda. El crecimiento se debe no solo al menor costo y homologación en la calidad de servicios, sino también la creciente cobertura de seguros extranjeros para los tratamientos hechos en el país.

We are not going to badmouth the rest of America nor are we going to sell you a picture-perfect image about the country. We promise that we are not going to exaggerate reality in an effort to convince you, because that would not be fair nor is it necessary. We are simply going to tell you about a country that has many attractions and is very tourist friendly; a country that embodies special and unique qualities all of which provide for a remarkable experience. Those who don’t come are really missing out…

Before we go over the attractions of this country let us review the basic conditions that a visitor will find.

1) No health risks:

You don’t need any vaccinations to visit Costa Rica. There is potable water in 98% of the country. The food, though not the most varied cuisine in the continent, is tasty, nutritious and safe. The country has excellent medical services, which cost 1/3 of the price one would pay in the U.S. For this reason medical tourism has been fervently growing in recent years.

2) Peace and security:

Costa Rica is without a doubt the safest country in Central America. It has one of the lowest crime rates in the region and the crime that does occur rarely involves tourists. Remember though, when traveling, it’s always wise to exercise caution. Ticos are peaceful and friendly people. This is a society that generally resolves conflict through dialogue, and as a result it is rare to see a street fights or screaming arguments among its citizens.

3) Communications:

Costa Rica has a good communication platform with land lines and cellular telephone coverage throughout the entire country. While the cell phone signal is often weak when far from an urban center, there is access to broadband Internet almost everywhere.

4) A complete and bilingual service platform: While there is still room for improvement in

terms of customer service, the country has an ample service platform and offers everything that a tourist requires. You will find bilingual personnel in 95% of the businesses and stores, thanks to the many foreign residents and the fact that many Costa Ricans speak English. 08

5) Pleasant climate: Some areas of the country offer over 200 days of guaranteed sunshine, with temperatures ranging between 64º and 86ºF. September and October are the 2 rainiest months (except in the Caribbean area) and the months when one can typically find the best rates for flights, hotels and tours. Costa Rica is rarely affected by the hurricane seasons that can plague other Latin American countries. Rarely, small problems will occur on the Caribbean side, but the Pacific Coast is never affected. 6) Proximity and accessibility: By virtue of being located in the bellybutton of America, Costa Rica is easily accessible by air, land and water. It has 2 international airports and a good frequency of flights from Europe and America. The arrival of cruise ships and modern marinas on both coasts enable access from the ocean and comfortable busses connect Costa Rica with the rest of Central America and Mexico. The internal bus service within the country is not very efficient so it’s better to opt for shuttle services or renting a 4x4 vehicle. 7) Acceptable and improving road network: On a scale of 1 to 10, the highways of the

country rank about a 6.5. This is in large part due to the lack of proper signs and signals as well as the numerous curves and potholes. However, in general they provide good access and connectivity throughout the country and are in a lot better condition than the roads found in most other parts of Central America. As well, the country has recently set aside close to a billion dollars to aide in the modernization of its road network.

A ntes de estudiar los atractivos del país, revisemos las condiciones básicas que ofrece: 1) Riesgos para la salud: No se necesita ninguna vacuna para visitar Costa Rica. Hay agua potable en el 98% del país. La comida, aunque no es de las más variadas del continente, es sabrosa, nutritiva y segura, siendo escasos los problemas estomacales en turistas. El país cuenta con servicios médicos de calidad y a un 1/3 del costo de igual tratamiento o cirugía en EE.UU., razón por la que el turismo médico ha venido creciendo fuertemente en los últimos años.

6) Cercanía y accesibilidad: Al estar ubicado en el ombligo de América, Costa Rica es fácilmente accesible por aire, tierra o mar. Cuenta con 2 aeropuertos internacionales y buena frecuencia de vuelos desde Europa y América. Arribo de cruceros y modernas marinas en ambas costas permiten el acceso por mar, mientras que cómodos buses conectan Costa Rica con el resto de Centroamérica y México. El servicio de buses dentro del país es deficiente. Mejor optar por servicios de shuttle o alquilar un vehículo 4x4.

7) Red vial aceptable y en mejoría: En una

escala de 1 a 10, las carreteras del país se llevan algo así como un 6.5, por su deficiente señalización, por tener más agujeros de los que nos gustaría ver y talvez más curvas de las necesarias. Sin embargo, en general ofrecen muy buena conectividad y bastante menos hoyos que los encontrados en el resto de Centroamérica. Lo bueno es que el país ha comenzado a invertir casi mil millones de dólares en la modernización de su red vial.

Because this is a small and very diverse country one can enjoy several different and varied activities and landscapes in the same day without having to travel very far.

The high level of biodiversity in the country coupled with Costa Rica’s historical respect for all forms of life, are so famous that I will not elaborate too much on them. However, this abundance of life translates into being able to see more tropical flora and fauna in its natural state, with no need to travel long distances to interact with various ecosystems and species.

13) Broad range of tourist activities:

The quality of diving, sport fishing and surfing in Costa Rica are world-renowned. As well, the scenery at the National Parks is unforgettable. Plus, one can partake in canopy tours, rafting and horseback riding tours or four wheeler and quad adventures. The thermal water centers, bird watching, turtle nesting, rural tourism and caves are all incredible tourist attractions. What else? Aromatic coffee tours, yacht rides, visits to botanical gardens, butterfly, frog and snake farms, or orchid gardens always add a good seasoning to any trip. For more adventurous souls there is kayaking, parasailing, mountain biking, and bungee jumping, aerial tours in ultra-light aircrafts or rappelling next to a waterfall, among many others. Rain and sun, soft sands, close contact with life in the wilderness and grandiose sunsets are always included (doesn’t it sound like a postcard?)

14) Diversity of landscapes:

Coastal area on two oceans with hundreds of beautiful beaches, rain forests, dry tropical and cloud forests, mountain chains with active volcanoes, extensive savannahs, ample mangroves and wetlands, lots of rivers, waterfalls, coral and rocky reefs and many islands and small isles make up the rich geography of the country offering sceneries for all tastes. 15) Cultural Diversity:

Even though Costa Rica is a small country it offers a variety of ethnic and cultural experiences resulting from the fusion of Europeans, mestizos and indigenous races. The Atlantic Zone however, has an Afro-Caribbean predominance, which makes it ethnically and culturally different from the rest of the country. The indigenous influence in present day society is limited, although there is an extensive pre-Columbian legacy. In San Jose, the inheritance of this richness can be appreciated in the various museums. Two that stand out among the favorites are the Jade Museum and the Museum of Gold.

A meaty fruit from the American tropics called Soursop could be key in the future fight against

cancer.

his is because Soursop (annona muricata) contains acetogenins, a type of alkaloid that blocks the capacity of cancer cells to manufacture its ATP (cellular energy), also causing a citotoxic effect on them. In-vitro studies conducted at the Department of Medicinal Chemistry and Pharmacognosy of University of Purdue, in Indiana, have demonstrated that these acetogenins can inhibit the growth of cancer cells with high selectivity. In a separate study the Department of Obstetrics and Gynecology of the Kaohsiung University in Taiwan has identified that some acetogenins can also diminish the resistance of tumor cells to chemotherapy. While no commercial patents have been approved yet, the active compound has already been isolated and will go on the market in a couple of years under the name of Muricatacin. In the meantime there are products already available in macrobiotic pharmacies based on the pulp, seeds and leaves, usually marketed as Graviola, the name of the fruit in Portuguese. In Costa Rica the most popular product is GraviolaVit, in boxes of 30 capsules. Also attributed to the fruit are benefits for the liver and the intestines, in addition to painkilling and analgesic effects. The leaves, when crushed, are used to treat rashes and skin cuts, and also as compresses to relieve rheumatism. The roots are used as laxatives and antidotes for certain types of intoxication, while the flowers are used to relieve the common cold. In Costa Rica it is very common to find Soursop (Guanábana in Spanish) in the list of natural juices served at restaurants, so next time instead of asking for a soda, don’t miss the opportunity to try this elixir of health which besides offering an exotic experience… has a delicious flavor.

Whether it’s finding seahorses under a pier in the Caribbean or swimming with whale sharks in the Similan Islands of Thailand, I can truly say...

I have one of the best jobs in the world!

After experiencing so much in so many different locations, people often ask me “What do you like about diving in Costa Rica, after having seen so many incredible diving locations?” At times it can be a bit difficult to explain… No, we do not have the visibility of the Caribbean nor the Technicolor corals of the western Pacific. 20

What really makes diving in Costa Rica so special for me is the sense that at anytime you might see something you have never seen in years of diving. Whether it’s Orcas feeding on stingrays, snorkeling with pilot or humpback whales, schools of 30+ eagle rays, giant pacific mantas following your bubbles for an entire dive or swimming with 15 or 20 of the “most aggressive sharks in the world” (bull sharks); in the waters of Papagayo Gulf there is always something waiting to be discovered.

Ya sea rastreando Caballitos de Mar bajo un muelle en el caribe o nadando con tiburones ballena en las Islas Similan de Tailandia, puedo decir con convicción...

Con tantas experiencias en tantos lugares distintos, la gente con frecuencia me pregunta…¿Qué te gusta de bucear en Costa Rica, habiendo estado en tantos sitios donde el buceo es espectacular?

Usualmente le siguen otras preguntas y a veces, puede ser difícil explicarlo... No, aquí no tenemos la visibilidad del caribe, ni tampoco los corales Technicolor del pacifico oeste. Lo que para mí hace el buceo en Costa Rica algo tan especial, es esa emoción de que en cualquier momento uno puede ver algo que nunca ha visto en años de buceo.Ya sea orcas alimentándose de rayas, un salto por sorpresa para snorkelear con ballenas piloto o jorobadas, encuentros cara a cara con grupos de más de 30 rayas águila, una gigante manta del Pacífico siguiendo mis burbujas durante todo un buceo o la oportunidad de nadar en calma junto a 15 o 20 de los “tiburones más agresivos del mundo”(tiburón toro), la verdad es que en el Golfo de Papagayo siempre hay algo nuevo esperando ser observado.

The plankton-rich waters of the Pacific attract species at all levels of the food chain. The waters are so dense with marine life that while sometimes you may not see far you are bound to see a large variety of diverse species. Diving in Guanacaste, Costa Rica, has two distinct seasons; the wet season and the dry season. During the dry season the Papagayo winds blow from the North and Easterly trade winds push the warm surface water toward the West. This action facilitates the upwelling of cooler and nutrient rich water from the depths. This nutrient rich water attracts some of the biggest fish I have seen anywhere in the world. We often see groups of 40+ stingrays with 6-8 foot wingspans, big schools of eagle rays, huge almaco jacks, thick schools of tuna and sometimes, if you are lucky, manta rays reaching up to 18+ feet at the Catalinas Islands.

Uncommon to most dive destinations, our rainy season is often considered the best time to go diving. With no wind and very little runoff thanks to the wooded coasts, the warmer waters bring in white-tip reef sharks, large schools of Cortez grunts and lot of free-swimming moray eels. This is also the time when divers can visit the spectacular Bat Island Marine Park.

El buceo en Guanacaste, tiene 2 temporadas distintivas: La temporada verde y la temporada seca. Durante la estación sin lluvia, los vientos de Papagayo soplan desde el Norte, mientras que vientos convergentes del Este desplazan las tibias aguas superficiales. Esta acción facilita el ascenso desde el fondo de cúmulos de agua fría muy rica en nutrientes. Es esta agua enriquecida la que atrae tanta vida, entre ellos los peces más grandes que haya visto en todo el mundo. A menudo vemos grupos de 40 o más rayas látigo, cada una de más de 2 mt.. de envergadura; grandes escuelas de rayas águila; gigantes almacos; tupidos cardúmenes de atún y con un poco de suerte, monumentales manta rayas de 5mt en las Islas Catalinas. Contrario a lo que sucede en otras áreas de buceo, nuestra temporada de lluvias se considera el mejor momento para ir a bucear. Sin que haya viento y con una escorrentía muy reducida gracias a las costas boscosas, las aguas se mantienen cálidas atrayendo a tiburones de aleta blanca, grandes cardúmenes de roncadores amarillos y cientos de largas morenas que pasean libremente por el fondo. Este es también el momento en que las tiendas de buceo están autorizadas para visitar el espectacular Parque Marino de Islas Murciélago. Este increíble santuario es talvez uno de los pocos lugares del mundo donde se puede bucear con los tiburones toro con total seguridad. También es uno de los pocos lugares donde además de toros he visto grandes mantas, rayas nariz de vaca y un tiburón ballena con su cría, todo en un mismo buceo!!! Así que si estás pensando en dar el salto y meterte a las profundidades, la escotilla es gigante y está siempre abierta! Olvídate de lo que hayas oído, como que no hay la visibilidad del caribe o falta de corales coloridos. Que importancia tiene! Aquí lo que hay es vida. Mucha vida en grandes cantidades, formas y dimensiones!

A “must see” documentary about conservation in Costa Rica

‘57-minute The Sky is Burning’ is a moving documentary recently released by Ojalá productions. The film chronicles the ongoing efforts to protect the tropical dry forests of Costa Rica, which is where the most extensive collection of this type of ecosystem can still be found. The film’s creator is Costa Rican-Italian Luciano Capelli, director of several full-length documentaries that also address the subject of the environment.

This multi-talented businessman, music recorder, editor, photographer and documentary producer delves once more into a deeply emotional story. With a tale that is fluid and colloquial, he tells of the reforestation efforts that are carried out at the Santa Rosa National Park. He also describes the difficulties that are met while fighting against forest fires, illegal tree cutting, erosion and hunters.

Time before, Lemouche, an experienced Belgian diver living in Hermosa, noticed that a sunken boat quickly become populated with marine life. In fact, it was inhabited so quickly that it quickly became insufficient for the strong demand of steady residents and occasional tourists that visited. Lemouche reflected that if there could be more sanctuaries nearby, the new locations would too soon be filled with life. He could aide in the development of a new biological center in an area where previously there was only a deserted sandy plain.

Tiempo antes, Lemouche, un experimentado buzo belga radicado en Hermosa, se dio cuenta de que un barco hundido en medio de la nada se había poblado de vida rápidamente, tan rápido que ya se estaba quedando chico ante la fuerte demanda de inquilinos habituales y otros tantos turistas ocasionales. El pensó que si hubiese más refugios cercanos, el lugar pronto se llenaría de vida y se crearía con el tiempo, un nuevo centro biológico en lo que solía ser una desierta planicie de arena.

With the idea of enlarging the inhabitable area surrounding the sunken boat, he created the concept of “Condo Fish”. By adding artificial reefs near the sunken ship, he could alleviate the currently overpopulated living complex and supplement it with a solid structure that had roomy “apartments” for the marine life. From day one, this was a huge success; so much so, that some of the residents of the sunken boat enthusiastically moved to live in the new complex. As in successful underwater colonization, the algae slowly began to arrive, then small fish and crustaceans that feed on algae, followed by some medium size fish that eat smaller fish and crustaceans and so on… Suddenly, the area with the reputation among the smaller fish as being a dangerous sector was transformed into a very desirable and much safer area. Now there are 12 buildings in the neighborhood, though Christian explains, this is only the beginning. The plan is to continue enlarging the complex and create other spots as new funds become available.

Con el fin de ampliar el área habitable, surgió la idea de construir en las cercanías de aquel barco hundido el primer ‘Condo Fish’, agregando al sobrepoblado complejo habitacional un sólido edificio de amplios departamentos. Desde un comienzo fueron todo un éxito, tanto que algunos de los habitantes del barco hundido se cambiaron raudamente a vivir en este. Como en toda colonización marina exitosa, lentamente han llegado las algas, luego pequeños peces y crustáceos que comen algas, luego peces medianos que comen pececillos y crustáceos y así sucesivamente. De pronto, este sector con fama de peligroso entre los más pequeñines, se transformó en una zona muy apetecida y mucho más segura. Hoy ya son 12 los edificios en el barrio, aunque como explica Christian, esto recién comienza, pues seguirán ampliando el complejo en la medida que haya nuevos recursos.

During 2008 and 2009 the country witnessed an unusual conflict in the Northern coastal area of Guanacaste.

he disagreement started 3 years ago when the growing communities of Playas del Coco and Ocotal requested an improvement to the water supply. Since the Costa Rican Institute of Aqueducts and Drainage (known as AyA by their Spanish initials) lacked the necessary resources to improve the capacity of the current wells and plumbing system, a group of 48 national and foreign investors offered to finance the construction of a new aqueduct. This would be the first development of its kind built under the provisions of Article 38 of the Costa Rican Urban Planning Law, which allows government institutions to use private financing for projects that are for public use. The law also establishes ways for companies to recover their contributions later. Since the aquifer mantle located under the neighboring town of Sardinal is much bigger and has better capacity to recharge than the insufficient coastal sources, AyA decided to bring water from this larger source to the distribution tanks on the coast.

So far, this is what AyA routinely does to meet the water needs in many other communities in the country. If there is no water naturally occuring in a town, AyA must bring it from the closest available source. With the joint cooperation of the institution’s technical and legal team, and the funding developer’s consultants, a project designed to cover the area’s water needs for the next 25 years took shape. The solution that was designed took into consideration the long-term water demand so a new aqueduct would not be required in just 7 or10 more years. While this reasoning would seem sound and rational in any other area that was developing at an accelerated rate, in this case, it drew a lot of suspicion. The real cause for the skepticism, however, was not actually the plan, but an underlying issue: In the process of developing this innovative project, AyA overlooked a serious variable, the people. In hindsight, it is obvious to see the costly repercussions this childish omission has caused. At the time, however, the individual in position of maximum authority of AyA

(a name everyone would rather just forget),

decided that there was no need to inform or involve anyone else, and with the exception of a few very selective meetings, the project took shape in almost total secrecy.

Durante el 2008 y el 2009, el país fue testigo de un inusual contienda en la costa norte de Guanacaste.

T odo comenzó con una solicitud de mejoría del abastecimiento de agua por parte de las crecientes comunidades de Playas del

Coco y Playa Ocotal. Dado que el Instituto Costarricense de Acueductos y Alcantarillados (AyA) no disponía de recursos para mejorar la capacidad de la vieja red de pozos y tuberías, 48 inversionistas extranjeros y nacionales se organizaron para financiar un acueducto nuevo, en lo que sería la primera aplicación del artículo 38 de la Ley Costarricense de Planificación Urbana, que permite a instituciones estatales, acceder a financiamiento privado para obras de interés público, estableciendo mecanismos para que las empresas recuperen posteriormente su aporte. Dado que el manto acuífero ubicado debajo del vecino pueblo de Sardinal es mucho mayor y con mejor capacidad de recarga que las insuficientes napas costeras, AyA decidió que llevaría el agua desde ese gran manto acuífero hacia los tanques de distribución en la costa. Hasta aquí, nada inusual pues es lo mismo que AyA hace para satisfacer lanecesidad de agua en muchos pueblos del país. Si no hay agua bajo una ciudad, AyA está obligado a llevarla desde la fuente más cercana. Entre el equipo técnico-jurídico de esta institución y los asesores de quienes pondrían el dinero, se dio forma a un proyecto diseñado para cubrir las necesidades de agua por los próximos 25 años. Es decir, se diseñó una solución pensando en la demanda a largo plazo para no tener que hacer otro acueducto nuevo en 7 o 10 años más. Esa lógica exponencial se aplicaría en cualquier otra área que venga creciendo a un ritmo sostenido, pero aquí esta visión a futuro generó desconfianza…

Sin embargo, el verdadero origen de problema fue otro. En el proceso de desarrollo de este innovador proyecto, AyA cometió un gran error, uno que hoy al ver en lo que acabó, parece una omisión muy torpe, casi infantil. El jerarca máximo de la institución en ese momento (Un nombre que todos quieren olvidar), consideró que no había por qué informar ni involucrar a nadie y a excepción de unas pocas y muy selectivas reuniones, el proyecto tomó su forma en casi total secreto. En resumen, no se informó ni involucró a las comunidades. Esta fue la llama que más tarde encendería el conflicto.

En defensa de AyA, es justo decir que por ley, ninguna comunidad es dueña del agua bajo sus pies y que AyA por ley, tiene el derecho de disponer de ella sin pedirle permiso a nadie o siquiera informar a las comunidades sobre como distribuirá esas aguas. Pero …no habría estado de más informar ¿cierto? Al ver el desastre que se vino, es fácil ver que no habría estado de más un mayor diálogo e interacción con la comunidad. Lamentablemente, en la medida que fue apareciendo la información, las dudas aumentaron pues en la redacción del proyecto había varios vacíos que se podían prestar para futuras controversias. Esos puntos poco claros, fueron los que las Asociaciones de Desarrollo del área pidieron desde un comienzo revisar y modificar, aunque corrió demasiada agua bajo el puente antes de que sus demandas fueran escuchadas. Por su parte, los ciudadanos de Sardinal quedaron boquiabiertos cuando se enteraron del plan casi por sorpresa, ni más ni menos que el mismo día que este iniciaba la construcción del tramo final. Cuando los vecinos descubrieron máquinas trabajando y grandes tubos que salían desde Sardinal rumbo a la costa, la gente se alborotó. Y un conflicto que no debió suceder… sucedió. El hermetismo previo de AyA, sumado al financiamiento no gubernamental de la obra, generó muchas suspicacias entre los sardinaleños, quienes tras no recibir respuestas claras de AyA, salieron a protestar. Sardinal se organizó y entabló una dura oposición que incluso llegó a tener episodios violentos como agresiones a técnicos de AyA y quema de maquinaria, logrando finalmente frenar las obras mediante diversos recursos de amparo. Ante la falta de información, desde un comienzo, los rumores mandaron:

¡El acueducto es solo para los ricos! ¡Los gringos se llevan nuestra agua! ¡Aquí hay gato encerrado! ¡ En Sardinal no va a haber agua para la agricultura! ¡El coqueño que se haga una casa, tendrá que comprarle el agua a los desarrolladores!

Estas eran algunas de las consignas que reinaban, reforzadas irresponsablemente por periódicos sensasionalistas que vieron en este conflicto la oportunidad de ensalzar nacionalismos, lucha de clases y el temor de la gente sobre el futuro, ingredientes que siempre venden muchos periódicos.

In summary, the communities were neither involved nor informed. This was the flame that really ignited the conflict. In the defense of AyA, it’s fair to say that no community owns the water under their feet and that AyA, by law, has the right to make decisions about it with no need to ask anyone’s permission or even to inform the communities as to how the water will be distributed. It seems intuitive, however, that one would want to inform the local community of any and all immediate plans that are being formed that would directly affect it. Looking back at the outcome, it is clear that it would have been prudent to have some more communication with the communities and their people. Sadly, as information surfaced, skepticism increased. Some of the wording in the project led to specific loopholes, which fueled controversy. Those items that were not well defined were the items that the local Development Associations requested to be reviewed and modified. Plenty of water would have to run under the bridge before the local association´s demands were heard.

At the beginning, the people of El Coco and Ocotal were equally uninformed of the project and many became distrustful of the details of the investment. This was best illustrated by their support of the protests and opposition parties. As the lack of information continued, the rumors gained more influence and supremacy: The aqueduct is only for the new developments! The rich are taking our water! Something stinks here! Sardinal will have no water for agriculture! Coco locals who build a house will have to buy water from the developers! Such were some of the headlines and captions flying around. These catchphrases were then irresponsibly reinforced by sensationalist newspapers that found an opportunity in the conflict to exploit nationalism, class struggle and people’s fear about the future, key ingredients to selling a lot of papers. Another key aspect that fueled the controversy was the appearance of leftist leaders that landed here from other areas to help organize the opposition, the media coverage, the message and the legal actions. With ample media coverage, Sardinal jumped to the national scene and became a sort of icon of social and political struggle.

At the same time, the citizens of Sardinal were left dumbfounded when they first learned of the plan, practically by surprise, as the last stages of construction were occurring, right outside of their town. When the townspeople discovered the machines working and large pipes coming from Sardinal towards the coast, they got riled up. And a conflict that could have and should have been easily avoided played out. The previous closed-mouth attitude of AyA coupled with the non-governmental financing of the work led to suspicion among the people of Sardinal, who after not receiving a clear explanation by AyA, took to the streets in protest. Sardinal organized itself and mounted a tough opposition, which went included violent episodes of aggression against AyA technical personnel and the burning of machinery. The opponents to the project finally managed to shut down the work by means of legal appeals. 40

Suddenly, towns that had traditionally been closely allied, found themselves embroiled in a mess that very few really understood. Historically, Playas del Coco, Ocotal and Sardinal have been friendly and interdependent amongst each other. An important part of the economy of the Canton of Carrillo comes from the tourist and real estate activity of its coastal areas which generate an abundant number of jobs not only for the people of Sardinal but also for the people of Artola, La Libertad and San Blas among other surrounding communities. On the other hand, without this strong labor force, the blossoming coastal tourism industry would be in dire need. Today, the aqueduct construction remains at a stand-still stopped in the vortex of a legal and political whirlwind. The expectation of the coastal area to have the water necessary to continue to grow is already delayed by 3 years and the effects already are very visible, not only in the Coco and Ocotal, but also in Sardinal.

También fue clave la aparición de dirigentes de izquierda caídos desde otras áreas que ayudaron a organizar a la oposición, la cobertura de medios, el mensaje y las acciones judiciales. Con una amplia cobertura mediática, Sardinal saltó de pronto a la palestra nacional y se hizo una especie de emblema de conflicto de “ricos” contra “pobres”, de nacionales contra extranjeros, de inversionistas contra proletarios. De pronto pueblos tradicionalmente hermanos, se vieron involucrados en un entuerto que pocos entendían. Históricamente, Playas del Coco, Ocotal y Sardinal son comunidades amigas e interdependientes. Parte importante de la economía del Cantón de Carrillo, proviene de la actividad turística e inmobiliaria de sus costas, que genera impuestos y abundantes puestos de trabajo no solo para Sardinaleños sino también para la gente de Artola, Libertad o San Blas, entre otras comunidades aledañas. En tanto, sin esta fuerza laboral, la bullente industria turística costera estaría en aprietos. Hoy el proyecto del acueducto sigue detenido en medio de una maraña judicial y política. Por mientras, la expectativa costera de tener el agua necesaria para seguir creciendo, lleva 3 años de retraso y los efectos ya son notorios, no solo en el Coco y Ocotal, sino también en Sardinal. No es solo que en la costa el agua potable ya casi no alcanza. No es solo porque en algunos barrios haya que conformarse con un pequeño y esporádico flujo. La situación actual va mucho más allá del agua y ha tenido graves efectos económicos y sociales en la zona. Hoy en El Coco y Ocotal, todos los proyectos de construcción están detenidos porque la Municipalidad de Carrillo tuvo que revocar los permisos, ya que AyA no está dando nuevas conexiones de agua. Sin construcción y sin nueva inversión, la economía local se ha ido al suelo. La retirada de capitales extranjeros no solo ha afectado a la industria inmobiliaria, sino doblemente a muchas pequeñas empresas y comercios, los que ya estaban apenas tratando de sobrevivir a la crisis económica internacional y que terminaron de “ahogarse” gracias a la crisis local generada por caída en la actividad económica. La perdida de puestos de trabajo se da en casi todos los rubros y donde antes había 10 empleados, ahora se ve a lo más a 3 o 4. No solo son coqueños los que han quedado sin trabajo, sino también muchos habitantes de Sardinal, San Blas,Libertad o Artola. La lentitud en la solución final, tiene frenada la economía local. Hoy la solución hoy está en manos del poder judicial quien al parecer está a la espera de una señal política para liberar el proyecto. Mientras tanto, Playas del Coco cuenta con agua suficiente para vivir pero por confusas razones, se le ha negado el agua para crecer. 41

but not to grow with. These effects are not limited to the fact that there is currently barely enough potable water for those on the coast. It’s not just because some neighborhoods have no water during the day and must make do with only a trickle at night. The present situation goes way beyond such daily concerns, and is having serious economic and social repercussions in the whole Canton of Carrillo. Today, in El Coco and Ocotal, all the construction projects have been halted because the Municipality of Carrillo had to rescind the permits since AyA is not providing new water hook ups. Without construction and without new investments, the local economy has crashed. The withdrawal of foreign capital has affected not only the real estate industry but also many small businesses and commercial places. Many of these were barely surviving the international economic crisis and have now ended up “sinking” as a consequence of the local economic crisis. The loss of jobs is notorious at all levels and where before there used to be 10 employees now one finds only 3 or 4. Many of those who have been left jobless are not only people from El Coco but also residents of Sardinal, San Blas, La Libertad and Artola. The slow pace of resolution has left the local economy at a stand still. Today the solution is in the hands of the judiciary who appears to be waiting for a political signal to finally free the project. In the meantime Playas del Coco has enough water to survive but for confusing reasons has been denied water for growth. For a period of 18 months a new technical study was conducted with a monitoring committee comprised of all sectors, including the Development Associations. This committee established that the aquifer mantle is immense and that it recharges very well. In the end it was proven beyond a doubt that the water would be sufficient for everyone for many decades to come. Because of the citizen’s demands and the results obtained by the monitoring, the project was modified, the quotas were adjusted and the wording of the escrow was changed based on annotations made by the attorneys of the Development Associations of Sardinal, Playas del Coco and San Blas. Based on these modifications, these neighborhood associations withdrew their legal appeals, replacing them with total support for the project and a declaration of their absolute conformity with the terms under which it will function. All doubts about the project have been clarified. All the myths were unmasked. All the suspicions faded away.

So… Why is water still not flowing to Carrillo’s coast? Let’s review the facts: -There is a NATIONAL LAW to stimulate this type of infrastructure solution and all its requirements have been fully met (and then some). -It has been proven that the aquifer mantle has enough water for everybody. -The town of Sardinal already got a brand new plumbing system paid by the same private investors. -The work left to complete the project is less than 20%. -The resources to finish the project are available. -The finished work automatically becomes the property of the A y A. -The initial opponents in the communities now support the project and already withdrew their legal appeals. -It has been clarified that individuals will not pay the escrow for the right to water for their new homes. Only new developers of commercial projects such as condos or hotels who build in the coming years will pay such fees as compensation to developers for their investment. The family residences will solicit their water connection directly to the AyA paying the regular rate that all residential connections pay in the rest of the country. -A UNIVERSAL RIGHT of access to water exists and in the coast of Carrillo this right has been denied. So, we repeat the question…What else is there left to do? Actually, nothing... and for the people in the area, this is the most annoying part. Both the Municipality of Carrillo and the AyA are ready. The only thing needed now is that the project be liberated from the political-legal mess in which it absurdly fell into. As a country interested in attracting foreign investments the spectacle being played out is not attractive at all. I wonder if someone in San Jose or in the Presidential House is aware of the terrible image that this show is portraying? Is no one there paying attention to the situation and the negative image this is depicting of a country that wants to attract investment? At this point she needs to be aware that in this corner of Costa Rica there is a black cloud threatening to dampen the hospitable image of the country. While her government, Procomer, Canatur and the ICT are working very hard to attract new investments to the country, a black cloud is hovering over Canton of Carrillo senselessly erasing such efforts.

This is no longer only an issue of water. Now this situation has changed into an issue that could potentially affect the confidence of all future investments throughout the entire country. This needs resolution now!

Desarrollo

Durante 18 meses se ha hecho un nuevo estudio técnico, con una comisión de monitoreo integrada por todas las partes, incluidas las Asociaciones de Desarrollo. Esta comisión estableció que el manto acuífero es inmenso y que se recarga muy bien. En el fondo, se probó sin lugar a dudas, que el agua alcanzará para todos por muchas décadas más. En base a las demandas ciudadanas y a los resultados obtenidos, el proyecto fue modificado, las cuotas ajustadas y se modificó también la redacción del fideicomiso en base a los apuntes hechos por los abogados de las Asociaciones de Desarrollo de Sardinal, Playas del Coco y San Blas. En base a estas modificaciones, estas agrupaciones de vecinos retiraron los recursos de amparo, reemplazándolos por un apoyo total al proyecto y una declaración de su plena conformidad con los términos en que funcionará. Todas las dudas sobre el proyecto, fueron aclaradas.Todos los mitos derribados.Todas las suspicacias, se desvanecieron. Entonces que está faltando ahora para que llegue el agua al Coco? Repasemos los hechos: -Existe un LEY NACIONAL para estimular este tipo de soluciones de infraestructura y se ha cumplido con creces todos sus requisitos. -En el manto acuífero, hay agua suficiente para varias décadas. -El pueblo de Sardinal ya obtuvo una red sanitaria totalmete nueva, pagada por los mismos inversionistas. -Todas las obras pasan a ser propiedad de AyA. -Las obras que faltan son menos del 20%. -Están los recursos necesarios. -La mayoría de los opositores iniciales en las comunidades, ahora apoyan el proyecto y retiraron los recursos de amparo. -Ya quedó 100% claro que los ciudadanos no pagarán al fideicomiso por una paja de agua para su nueva casa. Solo lo harán los desarrolladores de nuevos proyectos comerciales como condominios u hoteles que se construyan en los años venideros. Las nuevas residencias familiares, solicitarán su conexión directo a AyA pagando la tarifa regular que paga toda conexión residencial en el resto del país. -Existe un DERECHO UNIVERSAL sobre el acceso al agua y a la costa del Cantón de Carrillo, ese derecho se le ha estado negando.

Entonces, repetimos la pregunta… Que falta? En realidad nada. Eso es lo que más molesta a la gente del área. Tanto la Municipalidad de Carrillo, como AyA están listos. Solo falta que el proyecto se libere de la maraña político-judicial en que absurdamente cayó. Como país interesado en atraer inversión extranjera, el espectáculo que se está dando no es nada atractivo. ¿Se habrán percatado en San José y en la Casa Presidencial de la pésima imagen que este show proyecta? ¿Que una situación como esta es malísima para la imagen de un país que quiere atraer inversiones? Ya no es solo un asunto de aguas. Ahora esta situación ya se transformó en un tema que potencialmente puede afectar la confianza de todas las futuras inversiones en todo el país. Se requiere una solución ya!

Festival Internacional de Cine Ambiental.

Over 50 international productions will be shown from September 25th to October 1st at the CRiterio Ambiental Festival with works from all over the world inspired by the protection of the environment.

Más de 50 producciones internacionales se proyectarán entre el 25 de septiembre al 1 de octubre en el festival CRiterio Ambiental, con obras de todo el orbe inspiradas en la protección del medioambiente.

They also consider that the festival and its large participation gives international recognition to the conservationist trajectory of this country. Do not miss it!

Según cuentan los organizadores, “el evento se valdrá de la cinematografía no solo para informar, sino también para educar, formar y sensibilizar al público sobre la necesidad de asignar un lugar privilegiado al conocimiento de nuestro hábitat y las causas que están incidiendo en su deterioro”. Tamarindo is the House of Surf in Costa Rica. With plenty of sun and surf, this popular beach town draws the fun-lover. Las Baulas National Park, just north of Tamarindo, is one of the world’s principal nesting beaches for the highly endangered leatherback turtle.
