Dear Valued Chamber Members, Welcome to 2016! Momentum is building in our community to transform itself into a world-class city, and the Rockford Chamber of Commerce is aligning its efforts towards this worthy goal. As the business community’s public policy voice, with 1,200 members strong representing a workforce of 60,000, the Rockford Chamber committed itself in 2015 to political action; supporting candidates with a pro-business agenda in area elections through ROCPAC, its political action committee. The Government Affairs Council met monthly for breakfast at Stockholm Inn to discuss public policy issues, and ultimately, to present a collective and powerful business perspective to elected officials. The chamber’s Public Safety Council developed a plan for the business community to address safety and crime concerns with strategies to ensure that area employees and customers work in an environment that supports robust business growth. Crime is on many members’ minds. In June, the Rockford Police Department and the Public Safety Council hosted a special information session led by Rockford Mayor Larry Morrissey and Rockford Police Chief Chet Epperson on area initiatives to fight and prevent crime. Knowledge is power. The chamber continues to support the Independent Map Amendment to establish a non-partisan, independent commission that would make the drawing of state legislative districts more transparent to the public. What’s Ahead in 2016 As a part of the community’s collaborative vision to make Rockford one of the top 25 places to live by 2025, the chamber will focus in particular on developing future leaders for the region. This focus fits in well with the chamber’s overall mission of Leading. Business. Growth. We are proud to be launching the Center for Leadership Development. Why now? Providing educational opportunities always has been a part of the chamber’s mission and developing a sought-after workforce is part of the region’s transformational vision for itself. Chamber members have identified a deficit of leadership depth within the community, and the board of directors has made it a priority to provide access to cost-effective, world-class human capital competency assessment and leadership development programs. Programs the chamber already does well will be a part of the Center for Leadership Development, such as Lead 360, Leadership Rockford and IGNITE Rockford. New for 2016, members are invited to participate in the Rockford Leadership Alliance (RLA), a professional development program for business executives and high potential leaders in the Rockford region. Half-day workshops and other activities will address critical leadership gaps identified by the Rockford business community. The chamber also plans to develop a quarterly Immersion Rockford program, to rapidly on-board new families who have moved to the region, and get them connected and engaged right away. Also in 2016, you will see increasing emphasis on services to small business, with offerings that will support the start-up, development, and growth of small businesses to set them on a sustainable and successful path. The chamber will continue to offer its valued events, educational programs, publication and services to advance members’ economic growth and professional development, advocate for an inclusive, pro-business environment and cultivate business connections. In 2015, the Rockford Chamber committed to political action; supporting candidates with a pro-business agenda in area elections through ROCPAC, its political action committee. The PAC endorsed three candidates for open Rock Valley College trustee positions in April, 2015: Kathy Kelley, Robert Trojan and Joseph Fanara, after interviews with the ROCPAC Committee.

Giving Voters a Choice

Why is this important?

The chamber continued to support the Independent Map Amendment, which would establish a non-partisan, independent commission that would draw state legislative districts in a way that’s more transparent to the public. It would end the current redistricting process controlled by legislators with little public involvement.

State legislative district boundaries often are drawn intentionally to preserve and strengthen those already in power by leaving many voters without any choice of candidates. In the 2014 general elections, there was only one candidate on the ballot in 82 of 137 legislative races ... 60 percent of races were uncontested! Visit www.MapAmendment.org.

Public Policy Initiatives

The Rockford Chamber joined the community in working with Crime Stoppers and the Winnebago County Sheriff’s Department to secure $76,000 for one more K9 officer. With the growing epidemic of narcotics in this area, police dogs have become a necessary tool for detecting narcotics during traffic stops, narcotics raids and school searches. A special GO FUND ME website was established at www.gofundme. com/k9officer.

Crime Prevention In the chamber’s public safety survey, members expressed an interest in more education on initiatives to fight and prevent crime. On June 10, the Rockford Police Department and the Rockford Chamber’s Public Safety Council hosted a special information session led by Rockford Mayor Larry Morrissey and Rockford Police Chief Chet Epperson at the University of Illinois – Rockford. Topics included: • Review of current crime data and trends. • Overview of the geo-policing strategy. • Review of ex-offender programs for reintegration and workforce. • Review of a concept of collective impact by community groups and leaders for engaging in crime prevention.

A Pro-Business Voice The Government Affairs Council met monthly in 2015 for breakfast at Stockholm Inn to discuss public policy issues, and ultimately, to present a collective and powerful business perspective to elected officials.

Telecommunications Bill The Chamber advocated for the State’s communications law to be updated to reflect today’s technology standards. In Springfield, policymakers had a choice to make concerning the state’s communications law, which expires in 2015: • Keep the outdated law that pours money into yesterday’s rotary phone technology that Illinois consumers are abandoning in droves, or • Update the law to reflect today’s technology to strengthen Illinois’ improved landline and wireless networks consumers and businesses are demanding.

Public Safety Collaboration The Chamber also adopted a policy position advocating for law enforcement agencies in our region to collaborate aggressively and effectively in addressing the issues of crime and safety in our region. We need to ensure all organizations are working on strategies together that are proven and aligned to address crime.

Leadership Rockford Nearly 300 business and community leaders came to Giovanni’s on May 14 to recognize the graduates of Leadership Rockford. The 60th graduating class included professionals from local nonprofits, businesses and government agencies. Guest speaker was Roberta “Bobbie” Holzwarth, a partner with HolmstromKennedyPC, a law firm established more than 100 years ago, and a founding member of the Rockford Chamber. Holzwarth is a Leadership Rockford graduate.

The Rockford Chamber provided opportunities for members to develop connections and hear from community leaders through its evening and luncheon events. Here are some highlights.

A packed crowd of 850 business leaders attended the Rockford Chamber’s Annual Dinner on Jan. 22 at Giovanni’s. The keynote speaker was Cali Ressler, CultureRx, co-founder and creator of the Result-Only Work Environment™ (ROWE™), a concept where employees are paid for results (output) rather than the number of hours worked, as explained in “Why Managing Sucks” and “How to Fix It.” Incoming president Patti Thayer, president and owner of Thayer Lighting, Inc., shared her four priorities:

More than 520 people attended and visited 50 manufacturing booths at the Rockford Chamber’s Celebration of Manufacturing Expo and Dinner on March 25 at Cliffbreakers Riverside Resort. Keynote speaker Gregory W. Baise, president and CEO, Illinois Manufacturers’ Association (IMA), projected 25,000 manufacturing jobs will become available in the next few years due to retiring workers, and it’s up to educational institutions to respond. The Manufacturers Council invited students from several area high schools and middle schools to attend. Baise stated that according to an IMA poll one of the biggest concerns remains workers compensation, which he called “a job killer.” Presented by:

Rockford Chamber’s Small Business Luncheon drew a crowd of 170 on Feb. 19 to Franchesco’s Ristorante to hear keynote speaker Patricia Clason, director of the Center for Creative Learning, on emotional intelligence. Clason said between 65 and 90 percent of all business success comes from emotional intelligence: • knowledge of one’s own emotions • ability to manage one’s own emotions • ability to self motivate • ability to recognize emotions in others • ability to handle relationships BMO Harris Bank presented the Small Business Luncheon.

Rockford Chamber Golf Classic

The Rockford Chamber Golf Classic was a sold-out event with more than 145 golfers enjoying a beautiful but windy day on May 18 at The Mauh-Nah-Tee-See Club. Awards were given during a buffet dinner following golf. Longest Putt went to Dave Sobojinski, Longest Drive Men to Tom Matus, and Closest to the Pin Women to Beth Howard. Yun gave an economic forecast for the nation and Rockford region, including current and future home sales statistics, affordability index and real estate market trends.

Progress for School District • Students’ ACT scores jumped from 17.8 to 18.5 in the last five years. • For the second straight year, RPS met the state average for student attendance, with 94 percent, and more than doubled the number of students taking Advanced Placement tests since 2010. • Athletic participation jumped from 4,000 to 5,000 in the last four years. • Community organizations contributed more than $2.4 million in volunteer hours to RPS. Higher Education Luncheon

Rock Valley College’s 50th anniversary year was a fitting time for President Mike Mastroianni to address new developments and challenges to a crowd of 200 business and education leaders at the Rockford Chamber’s Higher Education Luncheon on Dec. 10 at Giovanni’s. Progress for College • In 2015, RVC announced plans to open a new downtown location inside the Rockford Register Star building for credit and transfer programs, adult education, GED and developmental courses. • The new Health Science Center will open in the fall semester of 2017. A partnership with Saint Anthony College of Nursing will allow students to take two years of nursing courses, before transferring to a bachelor’s program. Enrollment has doubled. • RVC opened a new 40,000-sq.-ft. Aviation Career Education Center at the Chicago Rockford International Airport, and enrollment has tripled. • And a new engineering partnership between RVC and Northern Illinois University will enhance the school’s engineering offerings to area students with NIU space on the RVC campus.

Northern Illinois Business Hall of Fame

Three individuals and their companies were inducted into the Northern Illinois Business Hall of Fame: Karl Williams and John C. McCarthy, founders of WilliamsMcCarthy LLP, and Ruth Hanna McCormick Simms, one-time president and publisher of the Rockford Register Star. Awards were accepted by John Holevas for WilliamsMcCarthy and Mark Baldwin for the Rockford Register Star. The Junior Achievement of Rock River Valley started the hall of fame in 1987, before ceasing operations in 2009. The Rockford Chamber took over the program in 2012. The long-range goal is to establish a permanent exhibit at Midway Village Museum.

In 2015, IGNITE Rockford engaged young professionals in the community through its three committees: INVOLVE, EDUCATE and REACH.

Teams comprised of more than 170 coworkers and friends competed throughout the summer for the IGNITE Cup. Rockford Chamber Councils Providing opportunities for focused networking & professional development Business Education Council: Works to educate members on sound business practices with monthly “Breakfast Buzz” seminars on sales, marketing, human resources and other business-related topics. Ambassadors Club: This is the volunteer arm of the Chamber. Wearing traditional red blazers, Ambassadors serve as mentors to new members, and are active at grand openings, ribbon cuttings, open houses and Chamber events. Government Affairs Council: The mission of the Government Affairs Council is to advocate for a strong and healthy business environment through influencing of legislative, economic and social policy. The Government Affairs Council brings together sectors of the business community to serve as one voice for business. All advocacy efforts made by the Chamber’s Government Affairs Council are founded on encouraging business growth, promoting a strong local economy and fostering a favorable business climate of Rockford, Illinois. Manufacturers Council: Works to ensure manufacturing continues to play a vital role in the Rockford Region. Hosts manufacturing-related events and works to develop and improve a range of services for existing manufacturers. Open to manufacturers only. Business Women’s Council: Meets monthly to foster networking and education for women in business. Public Education Council: The Public Education Council focuses on assisting the public education system in meeting the needs of the business community. The council aims to identify objectives for improving Rockford’s public education system to foster business growth and retention, and to support the Rockford Public Schools Board and Administration in achieving those goals. Staff Contact: Einar Forsman, 815.987.8100 Public Safety Council: During the Fall of 2013 the Rockford Chamber of Commerce authorized the formation of a Public Safety Council. The primary mission of the Council is to engage the business community in efforts to prevent and reduce crime in the Rockford area. The Council serves as a conduit between the business community and public safety officials and other public officials to: Maintain an awareness of public safety activities; educate business community members on practices to prevent crime; receive, track and report on business community feedback on concerns associated with crime and public safety; and, conduct forums and training sessions to help the business community in addressing issues associated with crime and public safety. Advantage Clubs Advantage Clubs are made up of business owners, decision makers and sales associates dedicated to networking and referring business to one another. Only one member from each industry is permitted in the group. During meetings, group members give a self-introduction, the president of the group makes announcements, and other group leaders give reports as needed. A talk is given by a member and referrals/testimonials are passed. These talks are designed to help members better understand each represented company. During the talks, members explain their companies and services, use props or visuals, explain the advantages of doing business with their companies and what types of referrals they are looking for.
