Senate approves measure to crack down on ‘crisis pregnancy centers’

Bill requiring insurance coverage of abortion pills also passes

A rush of legislation passed before a Friday deadline in the Senate included proposals aimed at protecting those seeking reproductive health care in Illinois.

The first of these proposals, Senate Bill 1909, would give the state’s attorney general explicit authority to crack down on “limited services pregnancy centers,” which are also known as crisis pregnancy centers, or CPCs.

The bill, which was pushed by the attorney general’s office, bars CPCs from engaging in “unfair methods of competition” or “deceptive acts or practices.”

The proposal passed on a partisan 36-19 vote after heated debate.

Crisis pregnancy centers are a type of facility that offer services to expectant parents which may include counseling, aid such as free diapers or limited medical services such as ultrasounds. They are often non-profits associated with national or local groups that oppose abortion.

CPCs are the subject of ongoing national debate because they sometimes divert women seeking abortions from receiving them.

The American College of Obstetricians and Gynecologists has recommended that state funds in general should not be used to support these organizations. It also recommended states should strengthen consumer protection laws against false or misleading advertising to hold the industry’s more nefarious actors accountable.

“Patients report being misled into going to crisis pregnancy centers –sometimes even receiving exams and ultrasounds – thinking they were visiting another clinic that offers the full range of reproductive care. This is an extreme violation of trust and patient privacy that should not occur in our state,” Attorney General Kwame Raoul said in a news release earlier this week.

The Crisis Pregnancy Center Map, a project of professors Andrea Swartzendruber and Danielle Lambert of the University of Georgia’s Department of Public Health, identifies 97 CPCs in Illinois. The Guttmacher Institute, an abortion-rights focused research group, found that in 2017 there were 40 abortion providers in Illinois.

The bill’s sponsor, Sen. Celina Villanueva, D-Chicago, said it clarifies

existing powers of the office of the attorney general, which already has authority to prosecute consumer fraud. Opponents criticized the bill on that front, saying it gave the attorney general too much authority.

“We’re going to have the same entity making the rules, deciding what the fines are, and then collecting those into their own coffers,” said Sen. Terri Bryant, R-Murphysboro. “I don’t know any other circumstances that we do that in.”

Sen. Jil Tracy, R-Quincy, suggested the measure could be used to prevent volunteers at CPCs from sharing their religious beliefs on abortion.

“And this overreach just goes to the point that if you don’t believe the way the majority party believes in this state you’re wrong and we’re going to go after you,” she said.

Villanueva said the bill is not intended to punish providers of obstetrical or gynecological care “simply because they do not perform abortions.”

“Health care providers will not be subject to enforcement under this bill, as long as they do not employ fraud, deception and misleading practices to interfere with or prevent another from accessing comprehensive reproductive health care,” she said.

The bill has drawn criticism from outside the legislature as well.

At an anti-abortion rally in front of the Capitol last week, Bishop Thomas John Paprocki of the Springfield Diocese encouraged protestors to continue to fight against abortion measures in the state.

“Every year, over 10,000 out-of-state residents now come to Illinois for abortion, often at taxpayer expense. And that number has been increasing dramatically since June of 2022, when Dobbs was decided,” said Paprocki said. “In states such as ours, we cannot relax our pro-life efforts now that Roe v. Wade has been overturned.”

Others have already promised to fight the bill in court.

“This bill is flagrantly unconstitutional, and if it becomes law, we will immediately file suit to protect pro-life organizations’ right to free speech,” Peter Breen, the head of litigation for the Thomas More Society, said in a statement Friday morning.

Illinois has passed several laws protecting abortions in recent years, including making it a right under state statute. They’ve all faced similar Republican opposition as the measures that passed with only Democratic support this week.

Another of those measures was Senate Bill 1344, which would ensure that insurance providers cover medication abortion, hormonal therapy and HIV medication. It passed the chamber Friday on partisan lines.

The bill would also exempt reports from the Abortion Care Clinical Training program from being subject to the Freedom of Information Act. The program, established last year, gives grants to fund abortion training programs at community-based provider sites.

Villanueva sponsored that bill as well, noting the exemption clarifies existing law and keeps program participants safe.

“We already know that reproductive rights providers have been under attack, have been harassed have been abused, and in some cases murdered,” Villanueva said. “So when we strive to clarify laws in the state of Illinois in order to make sure that people are not put under duress in a situation or harassed…We’re trying to protect people which was the original intent of the original bill.”

Senate Minority Leader John Curran, R-Downers Grove, said the governor’s office already has administrative rulemaking authority to “exempt any sort of information that could pose … a threat of any sort to someone.”

“The reality is, we already have the authority on that point,” Curran said. “It’s up to the governor to act. The governor, for three months, has not acted on this point.”

The Senate also passed Senate Bill 1907, which would require state colleges and universities to provide “wellness kiosks.” These would be vending machines to provide wellness products with the explicit requirement that emergency contraception be among the items offered. This is also sometimes known as the morning after pill or Plan B.

The bill, also sponsored by Villanueva, passed 38-19 on Thursday. Republicans criticized it, with Tracy calling it “frivolous.”

All three measures head to the House for further consideration.”

Russia blames Ukraine for bomb that killed military blogger

Russian authorities blamed Ukrainian intelligence agencies on Monday for orchestrating a bombing at a St. Petersburg cafe that killed a Russian military blogger who fervently supported Moscow’s invasion of Ukraine, and they arrested a suspect.

Ukrainian authorities did not directly respond to the accusation, but President Volodymyr Zelenskyy said in reference to the attack that he doesn’t think about events in Russia, and a senior Ukrainian official earlier described the bombing as part of Russia’s internal turmoil.

Vladlen Tatarsky, 40, was killed Sunday as he led a discussion at the cafe on the banks of the Neva River in the historic heart of Russia’s second-largest city, officials said. Tatarsky, who had filed regular reports from the front lines in Ukraine, was the pen name for Maxim Fomin. He had accumulated more than 560,000 followers on his Telegram messaging app channel.

The bombing, which also wounded more than 30 other people, was the latest attack inside Russia on a high-profile pro-war figure. Last year, a nationalist TV commentator was assassinated when a bomb exploded in her SUV outside Moscow.

Investigators said they believe the bomb at the cafe was hidden in a bust of Tatarsky that a member of the audience gave him just before the explosion. A video showed him joking as he removed a wrapper to reveal the gold-colored bust of a man wearing a helmet, “What a handsome guy!”

Russian authorities announced the arrest of Darya Trepova, a 26-year-old St. Petersburg resident seen on video presenting Tatarsky with the bust, and classified the case as an act of terrorism. Police had detained Trepova for participating in a rally against the war on Feb. 24, 2022, the day of the invasion, and she spent 10 days in jail.

Designating the case as a terrorist act gives authorities more power to pursue their investigation, increases the maximum punishment and limits the rights of suspects.

The Interior Ministry released a video showing Trepova telling a police officer that she brought the statuette that exploded to the cafe. When asked who gave it to her, she said she would explain it later. The circumstances under which Trepova spoke were unclear, including whether she was under duress.

According to Russian media reports,

Trepova told investigators she was asked to deliver the bust, but didn’t know what was inside it.

The National Anti-Terrorist Committee, which coordinates counter-terrorism operations, said the bombing was “planned by Ukrainian special services,” noting Trepova was an “active supporter” of imprisoned Russian opposition leader Alexei Navalny.

Navalny, the Kremlin’s fiercest foe who had exposed official corruption and organized massive anti-government protests, is serving a nine-year fraud sentence that he has denounced as a political vendetta.

Navalny associate Ivan Zhdanov warned that authorities could use the claim of involvement by political opponents as a pretext to extend his prison term. He also charged that Russian security agencies could be behind the explosion to cast Navalny’s supporters as an “internal enemy.”

According to Russian media reports, police tracked down Trepova using surveillance cameras, although she reportedly cut her long blond hair short to change her look and moved to a different apartment in an apparent attempt to escape.

Military bloggers and patriotic commentators compared the bombing to the August 2022 assassination of nationalist TV commentator Darya Dugina, who was killed when a remote-controlled explosive planted in her SUV blew up as she drove on the outskirts of Moscow.

Russian authorities blamed Ukraine’s military intelligence for Dugina’s death, but Kyiv denied involvement.

Kremlin spokesman Dmitry Peskov said the attacks on Dugina and Tatarsky proved that Moscow was justified in launching what it describes as “the special military operation” in Ukraine.

Moscow has offered a series of explanations for the invasion, denounced by Ukraine and the West as an unprovoked act of aggression, while providing little if any evidence for the charges.

“Russia has faced the Kyiv regime, which has supported terrorist activities,” Peskov said in a conference call with reporters. “That is why the special military operation is being conducted.”

Yevgeny Prigozhin, the St. Petersburg millionaire restaurateur who heads the Wagner Group military contractor spearheading Moscow’s offensive in eastern Ukraine, said he owned the cafe and allowed patriotic groups to use it for meetings. He said he doubts the involvement of Ukrainian authorities in the

bombing, saying it was likely launched by a “group of radicals” unrelated to the government in Kyiv.

Zelenskyy brushed off questions about the bombing.

“I don’t think about what is happening in St. Petersburg or Moscow. Russia should think about this. I am thinking about our country,” Zelenskyy told journalists.

While not claiming responsibility for various explosions, bombings and other attacks within Russia since the invasion began, Ukrainian authorities have often greeted them jubilantly and insisted on Ukraine’s right to launch such assaults.

Ukrainian presidential adviser Mykhailo Podolyak responded to the news of the bombing by casting it as a result of infighting in Russia.

“Spiders are eating each other in a jar,” he tweeted in English late Sunday. “Question of when domestic terrorism would become an instrument of internal political fight was a matter of time.”

On Monday, Podolyak said Russia has “returned to the Soviet classics,” pointing to its increasing isolation, the rise of espionage cases and an increase in political repression.

Last week, Russia’s security service announced the arrest of American reporter Evan Gershkovich on spying charges, the first time a U.S. correspondent has been detained on such accusations since the Cold War. His newspaper, The Wall Street Journal, has vehemently rejected the allegations and demanded his release.

Tatarsky was born in Ukraine’s industrial heartland of the Donbas and worked as a coal miner before starting a furniture trade business. When he ran into financial difficulties, he robbed a bank and was sentenced to prison.

He fled custody after a Russia-backed separatist rebellion engulfed the Donbas in 2014, weeks after Moscow’s illegal annexation of Ukraine’s Crimean Peninsula. Then he joined separatist rebels and fought on the front line before turning to blogging.

While Russian authorities have silenced alternative voices by shutting down independent news outlets critical of the war and jailing critics of President Vladimir Putin, military bloggers have played an increasingly visible role. While strongly supporting the war, they also have frequently pointed out flaws in Russian military strategy and occasionally criticized the military brass.

Putin saluted Tatarsky posthumously Monday with a bravery award.

Immigration reform stalled decade after Gang of 8’s big push

MIAMI (AP) — Ten years ago this month, Sen. Chuck Schumer declared, “We all know that our immigration system is broken, and it’s time to get to work on fixing it.” Sen. John McCain quoted Winston Churchill. But it was Lindsey Graham who offered the boldest prediction.

“I think 2013 is the year of immigration reform,” the South Carolina Republican said.

It wasn’t. And neither has any year since those “Gang of Eight” senators from both parties gathered in a Washington auditorium to offer hopeful pronouncements. In fact, today’s political landscape has shifted so dramatically that immigrant advocates and top architects of key policies over the years fear that any hope of an immigration overhaul seems further away than ever.

Many Republicans now see calling for zero tolerance on the border as a way to animate their base supporters. Democrats have spent the last decade vacillating between stiffer border restrictions and efforts to soften and humanize immigration policy — exposing deep rifts on how best to address broader problems.

“There are big questions about whether or not anything in the immigration family — anything at all — has the votes to pass,” said Cecilia Muñoz, who served as President Barack Obama’s top immigration adviser and was a senior member of Joe Biden’s transition team before he entered the White House.

The last extensive package came under President Ronald Reagan in 1986, and President George H.W. Bush signed a more limited effort four years later. That means federal agents guarding the border today with tools like drones and artificial intelligence are enforcing laws written back when cellphones and the internet were novelties. Laying the problem bare in the deadliest of terms was a fire last month at a detention center on the Mexican side of the border that killed 39 migrants.

Congress came the closest to a breakthrough on immigration in 2013 with the Gang of Eight, which included Schumer, a New York Democrat who is now Senate majority leader, and Sen. Marco Rubio, R-Fla. Their proposal cleared the Senate that June and sought a pathway to citizenship for millions of people in the country illegally and expanded work visas while tightening border security and mandating that employers verify workers’ legal status.

Democrats cheered a modernized

approach to immigration. Republicans were looking for goodwill within the Latino community after Obama enjoyed strong support from Hispanic voters while being reelected in 2012.

Prominent supporters of the proposal were as diverse as the powerful AFL-CIO labor union and the pro-business U.S. Chamber of Commerce. There was more momentum than there had been for large immigration changes that fizzled in 2006 and 2007 under President George W. Bush.

Still, Republican House Speaker John Boehner gauged support for the Gang of Eight bill in the GOP-controlled chamber in January 2014 and said too many lawmakers distrusted the Obama administration. By that summer, the bill was dead.

Obama then created a program protecting from deportation migrants brought illegally to the U.S. as children. The Supreme Court has previously upheld it, but the court’s relatively recent 6-3 conservative majority could pose long-term threats.

Years after the creation of Obama’s program, President Donald Trump called for walling off all of the nation’s 2,000-mile southern border, and his administration separated migrant children from their parents and made migrants wait in Mexico while seeking U.S. asylum.

Biden endorsed a sweeping immigration package on his Inauguration Day, but it went nowhere in Congress. His administration has since loosened some Trump immigration policies and tightened others, even as his party has seen Republican support rise among Hispanic voters.

Officials have continued to enforce Title 42 pandemic-era health restrictions that allowed for migrants seeking U.S. asylum to be quickly expelled, though they are set to expire May 11. The Biden White House is also considering placing migrant families in detention centers while they wait for their asylum cases, something the Obama and Trump administrations did.

Gil Kerlikowske, who was commissioner of U.S. Customs and Border Protection under Obama, said “a lot of things are coming together at once,” including Title 42 possibly ending, a spike in the number of South American migrants crossing through the treacherous rainforests of the Darian Gap between Colombia and Panama, and a 2024 presidential election ratcheting up the political pressure.

“Two and a half years into the administration, there really hasn’t been any announcement of what is our immigration policy,” Kerlikowske said. “Getting laws passed is almost impossible. But what’s

been the policy?”

The League of United Latin American Citizens is so desperate for meaningful progress that it has begun advocating for a full moratorium of up to six months on U.S. asylum as a way of calming things at the border. Its president, Domingo Garcia, said that migrants know they are processed and allowed to remain in the U.S. for years fighting for asylum in court, and that authorities need to “turn off the faucet” to help strained border cities.

“We need a total reset,” said Garcia, whose group is the nation’s oldest Latino civil rights organization. “I think that people on the far left are just as wrong as those who believe they should close the border and let no one in.”

Biden’s administration announced in early January that it would admit up to 30,000 people a month from Cuba, Haiti, Nicaragua and Venezuela for two years with authorization to work and make it easier to apply online. Homeland Security Secretary Alejandro Mayorkas argues that the new rules are designed to weaken cartels who help migrants cross into the U.S. illegally.

Mayorkas said recently that officials aim to create “lawful, safe and orderly pathways for people to reach the United States to claim asylum and to cut out the smuggling organizations.”

It appears to be working, for now. After federal authorities detained migrants more than 2.5 million times at the southern border in 2022 — including more than 250,000 in December, the highest monthly total on record — the number of encounters with migrants plummeted during the first two months of this year.

But fewer crossings has created a backlog of thousands of migrants hoping to seek U.S. asylum waiting on the Mexican side of the border. Last month’s fire at a Mexican government facility began amid a protest by migrants fearing deportation. Some of

those being held said they’d been attempting to apply online when they were rounded up by Mexican authorities.

Meanwhile, warmer months often see major increases in the number of migrants at the U.S. border. And activists say that Biden has sent mixed signals by continuing to enforce Title 42 and considering reopening family detention centers — a possibility that even top Democrats are now decrying.

“We urge you to learn from the mistakes of your predecessors and abandon any plans to implement this failed policy,” Schumer and 17 other Senate Democrats recently wrote in a letter to Biden that called family detention policies “morally reprehensible and ineffective as an immigration management tool.”

Republicans have blasted Biden’s “border crisis” and, since Trump’s rise, made gains among voters in some heavily Latino areas. Florida Gov. Ron DeSantis, widely expected to be the leading alternative to Trump in next year’s Republican presidential primary, flew migrants from Texas to Martha’s Vineyard in Massachusetts, arguing that Democrats around the country were ignoring the crush of migrants on the U.S.-Mexico border.

In Miami, Nery Lopez was among a group of activists who recently mobilized to oppose a state bill that would punish people who transport migrants in the country illegally. Now 27, she was brought to the U.S. as a 4-year-old from Mexico and is protected from deportation by the Obama-era program.

Lopez said advocates were counting on the Biden administration to counter Republicans’ hard-line immigration policies.

“People feel defeated. I feel defeated,” she said. “It’s like we are going into the same cycle.”

Teacher shot by 6-year-old student files $40 million lawsuit

RICHMOND, Va. (AP) — A first-grade Virginia teacher who was shot and seriously wounded by her 6-year-old student filed a lawsuit Monday seeking $40 million in damages from school officials, accusing them of gross negligence for allegedly ignoring multiple warnings on the day of the shooting that the boy had a gun and was in a “violent mood.”

Abby Zwerner, a 25-year-old teacher at Richneck Elementary School in Newport News, Virginia was shot in the hand and chest on Jan. 6 as she sat at a reading table in her classroom. She spent nearly two weeks in the hospital and has had four surgeries since the shooting.

The shooting rattled the military shipbuilding community and sent shock

waves around the country, with many wondering how a child so young could get access to a gun and shoot his teacher.

The lawsuit names as defendants the Newport News School Board, former Superintendent George Parker III, former Richneck principal Briana Foster Newton and former Richneck assistant principal Ebony Parker.

Michelle Price, a spokesperson for the school board, Lisa Surles-Law, chair of the school board, and other board members did not immediately respond to emails seeking comment on the lawsuit. The former superintendent did not immediately return a message seeking comment left on his cellphone.

A message left on a cellphone listing for Ebony Parker was not immediately returned.

The Associated Press couldn’t immediately find a working phone number for Newton. Her attorney, Pamela Branch, has said that Newton was unaware of reports that the boy had a gun at school on the day of the shooting.

No one, including the boy, has been charged in the shooting. The superintendent was fired by the school board after the shooting, while the assistant principal resigned. A school district spokesperson has said Newton is still employed by the school district, but declined to say what position she holds. The board also voted to install metal detectors in every school in the district, beginning with Richneck, and to purchase clear backpacks for all students.

In the lawsuit, Zwerner’s attorneys say all of the defendants knew the boy “had a history of random violence” at school and at home, including an episode the year before, when he “strangled and choked” his kindergarten teacher.

“All Defendants knew that John Doe attacked students and teachers alike, and his motivation to injure was directed toward anyone in his path, both in and out of school, and was not limited to teachers while at the school,” the lawsuit states.

School officials removed the boy from Richneck and sent him to another school for the remainder of the year, but allowed him to return for first grade in the fall of 2022, the lawsuit states. He was placed on a modified schedule “because he was chasing students around the playground with a belt in an effort to whip them with it,” and was cursing staff and teachers, it says. Under the modified schedule, one of the boy’s parents was required to accompany him during the school day.

“Teachers’ concerns with John Doe’s behavior (were) regularly brought to the attention of Richneck Elementary School administration, and the concerns were always dismissed,” the lawsuit states. Often after he was taken to the office, “he would return to class shortly thereafter with some type of reward, such as a piece of candy,” according to the lawsuit.

The boy’s parents did not agree to put him in special education classes where he would be with other students with behavioral issues, the lawsuit states.

The lawsuit describes a series of warnings school employees gave administrators in the hours before the shooting, beginning with Zwerner, who went to the office of assistant principal Ebony Parker between 11:15 a.m. and 11:30 a.m. and told her the boy “was in a violent mood,”

threatened to beat up a kindergartener and stared down a security officer in the lunchroom. The lawsuit alleges that Parker “had no response, refusing even to look up at (Zwerner) when she expressed her concerns.”

At about 11:45 a.m., two students told Amy Kovac, a reading specialist, that the boy had a gun in his backpack. The boy denied it, but refused to provide his backpack to Kovac, the lawsuit states.

Zwerner told Kovac that she had seen the boy take something out of his backpack and put it into the pocket of his sweatshirt. Kovac then searched the backpack but did not find a weapon.

Kovac told Ebony Parker that the boy had told students he had a gun. Parker responded his “pockets were too small to hold a handgun and did nothing,” the lawsuit states.

Another first-grade boy, who was crying, told a teacher the boy “had shown him a firearm he had in his pocket during recess.” That teacher then contacted the office and told a music teacher, who answered the phone, what the boy told her about seeing the gun.

The music teacher said that when he informed Parker, she said the backpack had already been searched and “took no further action,” according to the lawsuit. A guidance counselor then went to Parker’s office and asked permission to search the boy for a gun, but Parker forbade him from doing so, “and stated that John Doe’s mother would be arriving soon to pick him up,” it states.

About an hour later, the boy pulled the gun out of his pocket, aimed it at Zwerner and shot her, the lawsuit states.

Zwerner suffered permanent bodily injuries, physical pain, mental anguish, lost earnings and other damages, the lawsuit states. It seeks $40 million in compensatory damages.

Last month, Newport News prosecutor Howard Gwynn said his office will not criminally charge the boy because he is too young to understand the legal system and what a charge means. Gwynn has yet to decide if any adults will be charged.

The boy used his mother’s gun, which police said was purchased legally. An attorney for the boy’s family has said that the firearm was secured on a high closet shelf and had a lock on it.

Tell me about growing up and what gravitated you toward wanting to play drums?

Jackie Ramos: I come from a musical family; I was surrounded by it. My dad played guitar, bass, and piano. My brother Toty plays guitar and bass and my sister Glo plays piano.

Everyone sings. My mom and dad used to sit on the couch with the acoustic guitar and they’d sing for hours.

My uncles on my dad’s side of the family were all musicians as well as my cousins. I remember going to visit them in East Moline. There’d be huge parties with cookouts and jamming all night.

I remember picking up the guitar first. I played it for a bit but then just got disinterested in it. It wasn’t until many years later after my wife Cori rekindled my interest in it that I picked it up again. I actually had originally wanted to play violin, but my dad didn’t take me seriously.

As far as the drums I recall being in 7th grade and going to my friend’s house after school to check out a new album he had gotten by Led Zeppelin. When we got to his room, there was a blue sparkle Ludwig kit sitting there. It looked just like Ringo’s! Anyhow, I walked up to the drum kit, sat down and started playing beat. It really was effortless. I could just play. So suddenly my friend walks up, grabs the sticks and says, “Don’t play, because you can’t.”

Well, several months later he was selling that kit and I begged my dad to buy it for me and he did. Weird decision because of the racket compared to a violin but, ok.

I used to have it set up upstairs in the bedroom right above the kitchen. Why that was better than the basement I don’t know but one night I was up there bashing away when I went down to the kitchen to grab a glass of water. My dad was watching the small tv in the kitchen and the volume was blasting loud. He had it cranked as loud as it would go. I have no idea why he was there when obviously I was playing ridiculously loud but the thing is, he and my mom never complained. My mom and dad were one of a kind and I miss them dearly.

Right around this time I was approached by someone I knew from high school about drum and bugle corps. I blew it off

but decided to go check it out one day and I joined up with the Cedarburg Pioneers. They marched in DCI and I figured I’d learn my rudiments there.

I took what I learned in corps and applied it to the kit. It advanced my playing incredibly. I mean it was crazy how fast big changes happened to my playing on the kit as a result of my time in the corps.

RRI: Do you recall the first band you played in and the feeling you got playing in front of a live audience?

JR: The first band I was in was my dad’s polka band. I was in my teens and making pretty cool money doing that on the weekends here and there. I remember one of his horn players used to give me shit when I was a little kid. He’d say, “Get off the stage kid huh? Off the stage.” Now I was in the band.

As for rock music? Well, that’s a weird one. I don’t even remember if we had a name to be honest, but it was this kind of jam thing I did with this guitar player that was, well…eccentric. It’s hard to explain but it was like this: He’d say, “Let’s play Detroit Rock City.” I’d count it in, and suddenly after the intro he’d go straight into the guitar solo! I’d stop and go, “Wait!! What about the verse?” and he’d say things like, “Ahh we don’t have to play it exact.” Honestly it was insanely frustrating!

We ended up playing some park for a talent show and won! I have no idea how but we won. To be fair, the little kids that played before us were way better.

As I got older and was able to move up with better players, I really started to appreciate the live audiences. The feeling playing live was intoxicating for me.

Next, I joined a band called Bad Habit when I was around 21 years old and we went on the win the big battle of the bands that was held at the Electric Ballroom on State Street in Milwaukee. Part of the winnings was a cut on the 93 QFM Hometown Album Project released in 1981. Shortly after recording that and thinking we were big shots; I got a call from Scott Stephan who had been playing guitar in a band called Snap Shot. He told me he was going to audition for a gig with Bad Boy and asked if I was interested in the drum spot.

RRI: Fast forward a bit to the early ‘80s. By this time, you were slamming it

out with a band called Moxy Roxx out of Milwaukee Wis. What was the metal/rock scene vibe like in the Midwest?

JR: The Milwaukee scene was happening. There were bands everywhere. I remember Moxy Roxx literally played 25-28 days a month for years. We had sound, lights and crew. All the working bands did. When you’re in that scene, in a happening band, it’s easy to lose focus on the end goal because you’re working so much that the days and then years go by fast. You suddenly realize you’re still there, in basically the same place you started. Toward the end of that band, I had begun to get restless and once that happens things have to change. For me the change was Los Angeles and what a change that was.

RRI: L.A. was the hot spot in the early ‘80s. Everyone was moving there with their band or relocating in hopes of starting a band and getting signed to a label, yet you guys decided to stick it out where you were. Am I correct?

JR: Well, to be honest I think we were trapped in a smaller mind-set. I mean we were big fish in a small pond but that pond was our entire world. We could have juggled cats on stage and our fans would have loved us. It spoils you and you just get complacent as a result. Looking at it honestly, I can say that. I don’t recall ever looking for the next step in that band. Should we have? Yeah, absolutely. I think we would have done great with a real producer for instance but it didn’t happen.

RRI: Moxy Roxx had a huge following by 1984 and packed the clubs to max cap every weekend it seemed. Did you guys ever have any real label interest?

JR: No, we never had label interest because nobody knew we existed at the big labels that could have made a difference. We were managed by Ken Adamany who was Cheap Tricks’ manager. He’d put us out with them and we’d be happy. Like I said before we were on a treadmill. Looking back, I can say we also didn’t quite have the tunes. I mean, we had some really cool tunes for back then but hits? After moving to LA you learn really fast about strong songs. If you don’t have them, you’re finished. If you do have them, even if they’re written for you by a superstar, you might be finished. It’s a game that gets tougher the deeper you’re in. Lots of people thought that if you got

a record deal that you were set. In reality, that’s when the work begins.

RRI: In a previous conversation with guitarist Chris Rossiter of the band Raven Bitch, he said that Moxy Roxx was always very polished, professional and always brought the ROCK. Thoughts?

JR: Those are kind words indeed. Raven Bitch always gave us a run for the money! Those guys were insanely good. I remember when I saw them, I was like, “Holy shit these guys are heavy!” We were prancing around for the chicks and these guys were ripping heads off left and right. I loved those guys.

Moxy did rehearse our show meticulously though. Brook (guitar) suggested that the guitar player should end the tunes by bringing the guitar down kind of like an ax and we nail the ending with the guitar. That way nobody is looking back at the drummer. He got that from Kiss I believe. It was one of the things we’d do to make the show as tight as we could. Moxy Roxx also had the advantage of having four lead singers. We should have gotten a name producer to slap us around. Oh well.

RRI: Where was the Moxy Roxx EP “Victims of the night” recorded?

JR: I think it was recorded at Purple Cow Studios. Honestly, I don’t remember the name of the studio! (Laughs) It was a long time ago man. I do remember that I tracked that record solo. No music, just drums and a click. Don’t ask why we did it like that but it’s true. I just went in there, fired up the click track and blasted it out. It was weird but it got done.

After that was done, I hung around waiting for vocals and got into trouble. I have a vague memory of getting into a car outside the studio with my tech Mark Martinez while Brooke was tracking leads. It had a heavy clutch and I had never driven it. I think I was high on weed but I let the clutch out too fast, the thing took off like a fucking rocket, jumped the curb across the street and slammed into the studio wall. I quickly backed up and hauled ass down the street with Mark hanging out the window yelling “Help!!!” at the top of his lungs. Good times.

RRI: Tell me what happened after Moxy split up. You were involved in a couple very big projects after that.

JR: Joey Lavie (Guitar, vox, keys) had lived in LA for a few years before moving back to Milwaukee. One night after a show, while we were driving back into town he said, “Hey you guys wanna go to LA? We should go out there for a week or so. Just the band.”

So, we fly out to LA and our heads exploded. Once I was on the Sunset Strip, I was completely culture shocked into reality. It was just amazing and really beyond words. Kids everywhere. Bands flyering, rock stars, chicks. It was rock and roll decadence. I fell in love with it. We were at the Rainbow Bar and Grill one night and I ran into this dude walking by. We clacked foreheads, I look at the guy and its David Lee Roth from Van Halen!

I ended up meeting this woman there named Lucy Forbes. She had a company called Rock Congress. She found musicians gigs. She invited us over for a turkey dinner at her place in Venice. While there, I pulled her aside and said, “ Hey Lucy, do you think you could find me a gig out here?” She goes, “Are you any good? Look kid, you gotta get out of the Midwest. Go to the East Coast or West Coast but you’ll never make it there.” So I took her card and sent her a video tape of my drum solo. A couple of months later I answer the phone and it’s this Australian guy that says, “Is Jackie there? My name is Ray Brown and I manage a band called Fire here in Los Angeles. We’re showcasing for the labels. Our guitar player got your video tape from Lucy Forbes and he wants me to fly you out for an audition.” So, I got the gig and moved to LA.

Now Ray Brown was the guy responsible for the stage clothes all the big rock stars wore. I mean he made clothes for everybody! Motley, Guns, Judas Priest, Bon Jovi, Stryper and everyone else you can think of. I was living at Ray’s house in Westchester. The first week I was out there I was chilling on the couch watching MTV when the doorbell rang. I answered it and Alice Cooper was standing there. That doesn’t happen in Milwaukee.

Ray used to let me take his ’68 Camaro into Hollywood. I remember hanging outside the Whiskey one night. It was dead on the strip. I think it was mid-week. Anyway, I’m leaning against the wall when this dude crosses the street and stands next to me, leaning on the wall. He lights a cigarette and says hi. I looked at the guy with the big red beard and realized it was Axl Rose. It’s just us out there so I ask him if he’s spoken to Ray lately. He says, “Ray Brown?! How do you know Ray?” It was a cool hang.

Fire didn’t end up getting signed but we showcased at Mates in the valley. I remember looking out during a drum check and seeing Slash next to the board. You’re not in Kansas anymore!

I left Fire and hooked up with guitarist Craig Goldy who had just left Ronnie Dio’s band. We started a thing we called Ritual. One morning shortly after starting that project with Craig, I got a call from my friend Ian Mayo. He asked if I had wheels and told me to come get him. He offered

me the gig in Hericane Alice. I jumped aboard and, wouldn’t you know it, a week later I get a call from Dave Reece. He says, “Rat, It’s Reece. You wanna join Accept?” (Rat is an old nickname btw.) I told him I was already committed to Hericane Alice but I went down to Leeds anyway to hang out while they rehearsed. Man, they were insanely tight. So Hericane Alice released the record, shot a video, hit the road and stayed out there. Those were cool days because our manager lived on Stevie Nick’s property in the guest house. We got to hang out with Stevie and I have to say she was always super cool and down to earth.

As Hericane Alice was getting ready to track the second record, Atlantic dropped us the weekend before we were going in to track. We got shopped to all the other labels and they all passed. Ian and I had this house in Encino and we fell into a crazed party phase. I mean it was insane. We’d wake up and the car would be in the middle of the street. It was ridiculous. During this time David Reece hired us as the rhythm section for Bangalore Choir. By that time though, the climate had changed in music and Seattle was beginning to happen. We were short-lived as a result.

After Bangalore Choir I basically laid low and partied with my soon to be wife Cori.

We’ve been together from the first date we went on. We just hit it off like two partners in crime. Ian, Cori and myself were all living at the party house in Encino.

Ian auditioned for a band called Bad Moon Rising and got the gig. Ken Mary was in the band on drums at the time and he had suddenly quit. I get offered an audition and go in.

After a few days I hear from Kal Swan the singer who says, “I don’t know if I want to get married yet. We want you to come back for a second audition.”

So, I agree and wouldn’t you know it, the night before my second audition my better half thinks it would be a great idea to go to Star Garden, a seedy strip joint to shoot pool.

Well, we got wasted drunk. The next morning she’s elbowing me saying, “Your audition, your audition!!!!”

So, I go to Mates where the audition is and Doug Aldrich (DIO, Whitesnake, Dead Dasies), Kal Swan and Ian Mayo are there waiting for me. I’m absolutely sick, hung over and just cannot play! It was horrible. I mean Ian was yelling “ COME ON!!!!” at me during the songs. After about 4 or 5 tunes we stop and Doug Aldrich walks out.

I’m lying on the floor in front of my bass drum and I see Kal walk up. He says, “We’re going to take a break and go get a beer.” That’s the last thing I want but we head to…wait for it…Star Garden! I’m sitting in the corner embarrassed and he walks up to me with a beer in his hand. I’m apologizing and he cuts me off and says, “ Here man, welcome to the band.” Bad Moon Rising did great in Japan, South East Asia and parts of Europe. Kal and I terrorized many underground malls

in Tokyo and the band had a Beatles-like reception every time we went there. I absolutely love Japan and would have moved there but it wasn’t meant to be.

RRI: Those stories are absolutely priceless! What have you been up to these days?

JR: I’m laying very low these days and am pretty much retired. I write all the time. I break out the acoustic and just let it flow. Ian and I also still write together. We’ve got some stuff up on youtube. Search for “Deeper than Blood Ian Mayo” and you’ll find his channel. That’s stuff we wrote a few years ago but we’ve got more where that came from. My idea of a perfect day lately is being home with my

wife and our two precious fur kids Zoey and Chiquis.

RRI: Do you stay in touch with any of your former bandmates?

JR: Life being the way it is Todd, I haven’t seen some of the guys in a while. The Hericane Alice crew contacts each other from time to time and of course Ian and I are still best friends.

Your equipment for seed starting will include seed starting mix, light source, and well-draining containers. From this basic list, you may add a heat mat, soil thermometer, and

One of the main reasons that many growers struggle with seed starting is the light source. Your seeds need 14-16 hours of continuous light. A sunny window right now will not provide enough light for these 6-8 weeks of growing your transplants. Further, it will lead to plants that are leggy. Lights in the ceiling of a room

will not provide enough light either. For the most part, the light source needs to be 3-4 inches away from the tallest plant you are growing.

There are two common lights used for seed starting, fluorescent and LED. Fluorescent lights tend to be more a�ordable and produce very little heat. T5 is the most common and more energy e�cient than T12 or T18. Sometimes fluorescents need to be replaced every other year. The newer seed starting lights are LED. They are becoming more popular and a�ordable though can sometimes be expensive compared to the fluorescent lights. Most LEDs will provide red-blue light pigments which will appear purple.

As you consider how many lights bulbs

you might need, much will be based on your container. A flat, which is a plastic tray that has a number of di�erent container slots, may need more than one light depending on how big the bulb is. If you need more than one light, you’ll notice your plants growing inward toward the light.

Many di�erent containers can be used. From those that are designed for plants to recycling of food containers, you want to select containers that will easily provide enough space and depth for the type of vegetable you are growing. They should also provide good drainage. If you have started your seedlings beyond 6-8 weeks, you may need to pick a much bigger container or plan to transplant

into a larger one.

Seed starting mixes can be found near the seed starting equipment at the store. They usually contain peat, vermiculite, and wood products. Most have very low NPK but enough for those weeks as the goal is not to fertilize your plants in these containers. It is recommended to make your mixture in a separate container before adding to your containers. The consistency of this mix with added water should be like a wrung out sponge. You also want to ensure the growing media is settled in the container.

Our energy and environmental challenges intensify

Energy remains central to the economy and competition remains keen between interests seeking a share of the market for supplying it. There are many new solar installations occurring in Illinois with both federal and state incentives supporting them. We recently became aware of a fi rm’s interest in developing a utility scale solar farm in the area as they were initiating e�orts to secure cooperation with local farmers willing to lease their land to them. When the fi rm heard of the $400 million being invested in upgrading the Byron nuclear plant they temporarily slowed their e�ort. Sale of the Byron and Braidwood plants to Constellation Energy solved two looming questions regarding them. One is that the announced upgrades postpone the question of whether enough funds have been set aside for their costly decommissioning. It also avoids the question of how closing the Byron plant would adversely impact the local economy. Following closing of the Zion power plant

the local mayor indicated the city has yet to recover.

There is some resistance to utility scale solar farms in the area as people whose homes would be surrounded by them objected. A few years ago, one failed to gain approval from county authorities as the area was adjacent to an established residential development.

However the state has removed the authority for siting industrial solar and wind farms from county authorities to pave the way for an accelerated rate of installations of renewable energy throughout the state. O�cials in Rochelle are seeking a limited exemption from that law. Their concern is that their economic development authority has acreage set aside for an industrial park including an investment in infrastructure for future development. If the land within the zone were approved for an industrial solar farm it would undercut investment in future plans.

Some land owners are interested in having solar farms on their lands. Others have secured solar installations on their

property to help defray energy costs rather than hosting a solar farm. Similarly o�cials of government facilities such as the new Ogle County jail are having a solar array installed on their roof. Home owners and other property owners are having solar systems installed and must decide if they want to benefit personally from owning their own system or agree to a power purchasing agreement.

Beyond the issues of renewable energy are renewed e�orts to secure more electrical production from nuclear power plants. A recent article in ZeroHedge called attention to the increased cost and potential electrical shortages from grid operators serving Illinois. Last year MISO, the grid operator serving central and southern Illinois, declared that the area is at a high risk for brownouts due to capacity shortfalls from mandatory closing of power plants. Recently PJM Interconnection, the grid operator in Northern Illinois, warned of potential electrical shortages due to requiring power plants to close, attributing the passage of CEJA as part of the reason for the possible shortages.

CEJA supports the statewide e�ort to transition to cleaner energy sources such as e�ciency, solar and wind power. ZeroHedge indicated the state has a moratorium on the construction of new nuclear power plants while recognizing that it secures over half of its current electrical energy supply from them. The existing plants are expected to close around 2050.

The ZeroHedge article cites the acceptance of existing and new nuclear plants in other countries as one justification for accepting new nuclear plants in Illinois. While a nuclear renaissance is occurring, many new projects continue to be plagued by high construction costs and delays in meeting their construction deadlines as well as historic concerns about nuclear power.

Since all new energy developments including renewable energy projects are dependent on fossil fuels for their resources, construction and service, the focus on increasing energy supplies as opposed to using less energy and using it more e�ciently adds to the environmental degradation of the planet.
