Tuition costs skyrocketed at public colleges amid 20 years of state disinvestment

Effective halving of state funding has contributed to strikes at universities around Illinois

CHICAGO – As university faculties around Illinois strike for better pay and working conditions, budget analysts have found that state spending on higher education has fallen dramatically over the past 20 years.

When adjusted for inflation, state spending on higher education fell 46 percent between 2000 and 2023, according to a new research report from the left-leaning think tank Center for Tax and Budget Accountability.

This mirrors a less extensive data analysis from the Illinois Board of Higher Education, which found that the buying power of 2021 higher ed appropriations is 55.5 percent of what it was in 2002.

“At this point, there has been such a decline and such an underfunding of the system, (the state) has essentially disinvested itself,” CTBA Associate Director for Budget and Policy Allison Flanagan told Capitol News Illinois.

In 2002, state funding accounted for approximately 72 percent of revenue for state universities, with the rest coming mostly tuition and fees. In 2021, 35.7 percent of university revenue came from the state, with 64.3 percent coming from fees, according to the report.

These effects are felt more acutely by low-income families. For families in the bottom fifth of income, tuition and fees for a 4-year public university represent at least 101 percent of that household’s income, according to the report.

One of the ways Illinois has traditionally combatted inequities in higher education accessibility is through the Monetary Award Program, which gives grants to Illinois students who demonstrate financial need. But the average amount of individual MAP grants has not kept pace with tuition.

In 2003, the average MAP grant was 47.9 percent of the average tuition and fees at a four-year university. Twenty years later, the average grant could only cover 19.4 percent of the average tuition and fees.

In recent years, however, Gov. JB Pritzker’s administration has increased funding for the program. In his latest

proposed budget, Pritzker called for a $100 million increase in funding, which would represent a 75 percent increase from the year Pritzker came into office. Last year, the Illinois Student Assistance Commission, which administers the program, also approved a framework to increase the amount of each award.

Labor disputes

The long-term changes in state university funding have at least partially led to ongoing disputes between state universities and their professors.

As of Thursday morning, faculties at Chicago State University, Governors State University and Eastern Illinois University were all on strike. Faculty at the University of Illinois Chicago struck earlier this year.

While these strikes arose from unique negotiation breakdowns on each campus, one common theme has been university administration and faculty reckoning with a changing funding situation.

Eastern Illinois University President David Glassman released a statement Tuesday characterizing the disagreements between his administration and the union.

“That the administration has many high priorities is absolutely true and all of them are important — rewarding our outstanding employees, add staffing in vital operations’ areas, rebuild campus infrastructure and keep the campus beautiful, assist our students with the high cost of a university education, and remain financially stable,” Glassman said. “There are simply not enough university funds to tackle all of these areas except through balancing the amount of dollars going to each priority.”

Unease about budgets is also stalling negotiations at Northeastern Illinois University. The university’s administration and faculty have been bargaining since last summer.

“They’re claiming that they’re in such a budget crisis that they can’t give us anything,” NEIU’s faculty union president Nancy Matthews said in an interview. “Meanwhile the last couple of years of inflation has eaten away our salaries.”

NEIU faculty voted to authorize a strike earlier this week after nine months of bargaining. The faculty’s membership voted 95 percent in favor of the strike, with 90 percent of members voting,

according to Matthews.

“We don’t want to strike, but we will,” Matthews said.

Statewide union leadership has also pointed to long-term shifts in higher education funding as a driver in these strikes.

“This is what happens when you have 20 years of disinvestment in higher education,” Illinois Federation of Teachers President Daniel Montgomery told Capitol News Illinois when CSU faculty went on strike last week.

Future funding changes

Funding problems have attracted the attention of state lawmakers and advocates.

“There’s no doubt that universities have to contend with changing enrollment and funding,” Rep. La Shawn Ford, D-Chicago, told Capitol News Illinois.

Ford, who chairs the House committee that oversees higher education appropriations, said wages and programs are among the things that universities should consider changing as their budgets shift.

“Are these programs actually paying for themselves?” Ford said.

Long-term, the state is in the process of considering a fundamental shift in how it funds higher education. In 2021, the state created the “Commission on Equitable Public University Funding,” a body that will recommend a new method of funding universities.

Sarah Wasik is the lead author on the CTBA report and has been a technical advisor to the commission’s work. She said the commission is working on creating a “formula” for university funding, similar in nature to the formula used for state funding of K-12 education.

“We’re in a position to not only change higher education funding in the state of Illinois, but nationally,” Wasik said, noting that there isn’t a precedent for a funding formula in public higher education.

“I can’t wait to see the findings,” Ford said.

A recommendation from the commission is expected in July.

GOP states targeting diversity, equity efforts in higher ed

Frustrated by college diversity initiatives he says are “fomenting radical and toxic divisions,” Texas state Rep. Carl Tepper set out to put an end to diversity, equity and inclusion offices in higher education.

The freshman Republican lawmaker filed a bill to ban such offices. Three months later, he filed a new version of the legislation doing the same thing. The difference? Tepper switched the wording to align with a new model bill developed by the Manhattan Institute and Goldwater Institute, a pair of conservative think tanks based in New York and Arizona, respectively.

Republican lawmakers in at least a dozen states have proposed more than 30 bills this year targeting diversity, equity and inclusion efforts in higher education, an Associated Press analysis found using the bill-tracking software Plural. The measures have become the latest flashpoint in a cultural battle involving race, ethnicity and gender that has been amplified by prominent Republicans, including former President Donald Trump and Florida Gov. Ron DeSantis, potential rivals for the GOP presidential nomination in 2024.

Many of the proposals root in one of a half-dozen conservative or libertarian organizations offering recommendations for limiting consideration of diversity, equity and inclusion in employment decisions, training and student admissions. Some measures mirror the model bills nearly exactly. Others copy key definitions or phrases while adapting the concepts to their particular states.

“There’s a tremendous appetite on the right to deal with this issue,” said Joe Cohn, legislative and policy director for the Foundation for Individual Rights and Expression, which in February added its own model bill to the swelling ranks of proposals.

The bills are an outgrowth of recent Republican attempts to limit critical race theory, a viewpoint that racism is historically systemic in the nation’s institutions and continues today to maintain the dominance of white people in society. Christopher Rufo, who now is a senior fellow at the Manhattan Institute, helped propel conservative outrage in 2020 against what he has described as critical-race-theory concepts infiltrating governments and educational institutions.

Trump responded by issuing an order in September 2020 banning training involving “divisive concepts” about race for government employees and contractors. Similar wording began cropping up in state-level legislation the following year.

Florida’s so-called “Stop WOKE” law, which DeSantis signed last year, is among the most prominent measures. It bars businesses, colleges and K-12 schools from giving training on certain racial concepts, such as the theory that people of a particular race are inherently racist, privileged or oppressed. Courts have currently blocked the law’s enforcement in colleges, universities and businesses.

DeSantis has continued to press the issue. He proposed legislation this year to ban diversity, equity and inclusion offices as part of a broader agenda to reshape higher education. He also appointed Rufo and other conservatives to the New College of Florida’s oversight board, which then abolished the liberal arts college’s office that handles diversity, equity and inclusion programs.

“DeSantis has been so vocal about the changes he wants to make in universities that it has probably spurred activity in other states,” said Jenna Robinson, president of the James G. Martin Center for Academic Renewal, a conservative nonprofit based in Raleigh, North Carolina.

On their face, diversity, equity and inclusion may seem uncontentious. Higher education institutions, along with many businesses, have devoted resources to inclusivity for years.

“DEI is woven into the fabric of good universities,” said Karma Chavez, chair of the Department of Mexican American and Latina/o Studies and co-chair of the College of Liberal Arts diversity committee at the University of Texas.

Campus DEI offices often spearhead services tailored to students of various races, genders, sexual orientations, cultures and abilities. Some college administrators also consider diversity and equity when admitting students, providing scholarships or deciding which faculty to hire and promote. Applicants may be asked not only for resumes and references, but also for statements about how they would advance DEI efforts.

Tepper contends DEI initiatives are “ideologically driven” on a “Marxist foundation.” Republican lawmakers in other states have used similar arguments.

During a recent Missouri House debate, Republican Rep. Doug Richey put forth a series of budget amendments prohibiting state funding for DEI initiatives in government agencies and higher education. He asserted the offices espouse “racist policies” and “Marxist ideology that is trying to strip away from us the concepts of the nuclear family, of merit, of character and of being judged by what you are capable of.”

Provisions blocking spending on diver-

sity, equity and inclusion efforts also have been added to budget bills in Kansas and Texas. Separate bills banning spending for DEI offices in higher education have been proposed in Arizona, Florida, Iowa, Oklahoma, Utah and West Virginia, though some of those already have failed.

Other bills, such as in Ohio and South Carolina, would allow such offices but ban mandatory DEI training and forbid administrators from requesting DEI statements from staff and students.

Texas Gov. Greg Abbott’s administration warned state entities in February not to use DEI factors in employment decisions. That prompted the state’s largest university systems to pause such practices and led students at the University of Texas to organize in defense of DEI efforts.

“It feels like an attack on my identity,” said Sameeha Rizvi, a university senior who said she has benefitted from DEI initiatives as a Muslim woman of color with a disability. “It is exceptionally hurtful and tiring to see this very hateful rhetoric being employed by legislators.”

The American Association of University Professors, which has about 45,000 members nationwide, said the bills mischaracterize DEI initiatives.

“They’re dog whistling that DEI initiatives are something sinister and subversive that people should be afraid of, and that’s not true at all,” association President Irene Mulvey said.

The Martin Center and Goldwater Institute released model legislation last year describing mandatory DEI statements from students and staff as a prohibited “political test.” Lawmakers in Georgia, Florida, Oklahoma and Texas all filed bills this year using the suggested wording.

Cicero Action, an advocacy group based in Austin, Texas, and the newly formed Do No Harm organization, based in Richmond, Virginia, also have provided guidance to state lawmakers drafting bills against diversity, equity and inclusion requirements in higher education. Similar bills in Missouri and Tennessee both follow Do No Harm’s outline of barring mandatory DEI instruction for medical students and health care providers.

University of Missouri medical students have lobbied against the legislation, asserting it could jeopardize the school’s accreditation and prevent doctors from learning about unique circumstances affecting the health of people from various ethnic, socioeconomic and geographic backgrounds.

“We’re not just hurting ourselves, we’re hurting patients if these bills get passed,” medical student Jay Devineni said.

Sudan battles intensify on 3rd day; civilian deaths reach 97

KHARTOUM, Sudan (AP) — As explosions and gunfi re thundered outside, Sudanese in the capital Khartoum and other cities huddled in their homes for a third day Monday, while the army and a powerful rival force battled in the streets for control of the country.

At least 97 civilians have been killed as the two warring sides fight it out in the densely populated urban area with heavy machine guns, tanks and artillery. Fighter jets swooped overhead and anti-aircraft fire lit up the skies as darkness fell.

But the toll is likely much higher because there are many bodies in the streets around central Khartoum that no one can reach because of the clashes, said Atiya Abdalla Atiya, secretary of the Sudan Doctors’ Syndicate, which has tracked casualties. There has been no o�cial word on the number of combatants killed.

The sudden explosion of violence over the weekend between the nation’s two top generals, each backed by tens of thousands of fighters, trapped millions of people in their homes or wherever they could find shelter, with supplies running low in many areas. Top diplomats on four continents scrambled to broker a truce, with the U.N. Security Council set to discuss the crisis.

“Gunfire and shelling are everywhere,” Awadeya Mahmoud Koko, head of a union for thousands of tea vendors and other food workers, said from her home in a southern district of Khartoum.

She said a shell stuck a neighbor’s house Sunday, killing at least three people. “We couldn’t take them to a hospital or bury them.”

In central Khartoum, sustained gunfire erupted and white smoke rose near the main military headquarters, a major battle front. Nearby, at least 88 students and sta�ers have been trapped in the engineering college library at Khartoum University since the start of fighting, one of the students said in a video posted online Monday. One student was killed during clashes outside and another wounded, he said. They do not have food or water, he said, showing a room full of people sleeping on the floor.

Even in a country with a long history of military coups, the scenes of fighting in the capital and its adjoining city Omdurman across the Nile River were unprecedented. The turmoil comes just days before Sudanese were to celebrate

Eid al-Fitr, the holiday marking the end of Ramadan, the Islamic month of fasting.

The power struggle pits Gen. AbdelFattah Burhan, the commander of the armed forces, against Gen. Mohammed Hamdan Dagalo, the head of the Rapid Support Forces, a paramilitary group. The former allies jointly orchestrated an October 2021 military coup that derailed Sudan’s transition to democracy. The violence now threatens to throw the country into a wider civil confl ict just as Sudanese were trying to revive the drive for a democratic, civilian government after decades of military rule.

The U.S., the U.N. and others have called for a truce. Egypt, which backs Sudan’s military, and Saudi Arabia and the United Arab Emirates — which forged close ties to the RSF in recent years as it sent thousands of fighters to support their war in Yemen — have also called for both sides to stand down.

But both generals have thus far dug in, demanding the other’s surrender and ruling out negotiations.

Dagalo, whose forces grew out of the notorious Janjaweed militias in Sudan’s Darfur region, portrayed himself in a statement on Twitter on Monday as a defender of democracy and branded Burhan as the aggressor and a “radical Islamist.” Both generals have a long history of human rights abuses and have cracked down on pro-democracy activists.

Heavy gunbattles raged in multiple parts of the capital and Omdurman, where the two sides have brought in tens of thousands of troops, positioning them in nearly every neighborhood. At least six hospitals in Khartoum were shut down because of damage from fighting, nearby clashes or because they ran low on fuel, said Atiya of the Doctors’ Syndicate.

Hadia Saeed, a housewife, said she and her three children were sheltering in one room on the ground floor of their home for fear of the shelling as gunfire rattled across their Bahri district in north Khartoum. They have food for a few more days, but “after that we don’t know what to do,” she said.

Residents said fierce fighting with artillery and other heavy weapons raged Monday afternoon in the Gabra neighborhood southwest of Khartoum. People were trapped and screaming inside their homes, said Asmaa al-Toum, a physician living in the area.

Fighting has been particularly fierce around each side’s main bases, located amid civilian areas, and at strategic

government buildings.

The military on Monday claimed to have secured the main television building in Omdurman, fending o� RSF fighters trying to seize the building for days. State-run Sudan TV resumed broadcasting.

The military scored a significant gain Sunday when the RSF said it abandoned its main barracks and base, in Omdurman, which the armed forces had pounded with airstrikes. Online videos Monday purported to show the bodies of dozens of men said to be RSF fighters at the base, strewn over beds, the floor of a clinic and outside in a yard. The authenticity of the videos could not be confirmed independently.

The military and RSF were also fighting in most major centers around the country, including in the western Darfur region and parts of the north and the east, by the borders with Egypt and Ethiopia. Battles raged Monday around a strategic airbase in Merowe, some 350 kilometers (215 miles) northwest of the capital, with both sides claiming control of the facility.

Only four years ago, Sudan inspired hope after a popular uprising helped depose long-time autocratic leader Omar al-Bashir.

But the turmoil since, especially the 2021 coup, has frustrated the democracy drive and wrecked the economy. A third of the population — around 16 million people — now depends on humanitarian assistance in the resource-rich nation, Africa’s third largest.

Save the Children, an international charity, said it has temporarily suspended

most of its operations across Sudan. It said looters raided its o�ces in Darfur, stealing medical supplies, laptops, vehicles and a refrigerator. The World Food Program suspended operations over the weekend after three employees were killed in Darfur, and the International Rescue Committee has also halted most operations.

With the U.S., European Union, African and Arab nations all calling for an end to fighting, the U.N. Security Council was to discuss the developments in Sudan later Monday. U.N. Secretary-General Antonio Guterres said he was consulting with the Arab League, African Union and leaders in the region, urging anyone with influence to press for peace.

Egyptian Foreign Minister Sameh Shoukry discussed the violence in separate phone calls with his Saudi and French counterparts, the Egyptian Foreign Ministry said.

At a meeting of the Group of Seven wealthy nations in Japan on Monday, U.S. Secretary of State Antony Blinken said the Sudanese “want the military back in the barracks. They want democracy. They want the civilian-led government, Sudan needs to return to that path.”

Under international pressure, Burhan and Dagalo had recently agreed to a framework agreement with political parties and pro-democracy groups. However, the deal was vague on key points of dispute, including how the RSF would be integrated into the armed forces and who would have final control. The signing of the deal was put o� repeatedly as tensions rose between the generals.

“Celebrating the creative spirit of artists, artisans, and craftsman who inspire, elevate, and enrich…” These words, on the back cover of a new art book, “Collection,” by Doc Slafkosky and Jerry Kortman, express the motivation behind this colorful, “cocktail table” edition.

The new book is a visual journal of fine art and artifacts from Rockford and beyond. It will be introduced this ArtScene weekend, April 21st & 22nd in the Kortman Gallery. This multi media exhibition will feature art posters from works by Rockford artists in the collection, plus a vibrant video presentation of scenes from the original 1990s Art Zone TV series.

“Jerry and I have always thought we should document our art collection,” said Doc Slafkosky, the book’s coauthor and director of the Kortman Gallery. “We have hundreds of works of art by Rockford artists that we’ve been collecting for more than 50 years that not many people have had a chance to see.”

“During covid, we spent a great deal of time at home which provided an opportunity to capture our collection in photographs,” Slafkosky continues. “We started to realize our collection represented a sort of history of art in the Rockford area…illustrating how the visual arts evolved in the community over the years.”

Jerry Kortman started collecting in the 1960s and the collection grew substantially after he and Slafkosky opened J.R. Kortman Center for Design and the

Kortman Gallery in 1986.

“Rockford has so many amazing artists now, and in the past,” said Kortman. “This book and exhibition of art images with Art Zone videos should be quite an educational and entertaining experience.”

The Art Zone was a TV series, co-produced by Doug Connell and Kevin Cronin of Engine Studios. The show aired weekly on Rockford Cablevision from 1991-99, covering the arts, artists, and art events that took place in Rockford. Nearly 40 episodes were produced which included interviews with artists and performers, capturing on location, art openings, RSO events, New American Theater, Rockford Dance Company, Rockford Art Museum and more.

The original episodes have been remastered and are now available on YouTube.

Vegetable seed starting wrap up

In the last month, I have discussed many of the challenges and opportunities with vegetable seed starting. This week’s article will provide you a summary and some troubleshooting that you may need to do in order to have beautiful transplants ready to plant this May.

As a reminder, not all seeds need to be started indoors. Typically, it is small seeds like tomato, pepper, and eggplant that need warm soil temperatures and a head start before going into your garden is required. Some cool season seeds like broccoli and kale could also be started indoors. As it’s mid-April, I would focus on your summer vegetables and purchase

broccoli and kale transplants from home and garden centers.

The basic equipment of seed starting will be a light source providing 14-16 hours of light that is always 3-4 inches above your tallest plant, a bag of seed starting mix, and containers that are big enough for a seed to be started and grow for 6-8 weeks before transplanting in the garden. Adding to the equipment needs could be a heat mat to aid in germination and potentially keep the soil warm throughout this period.

As far as the troubleshooting you might need to do, some of it is based on increasing the soil temperatures that allows for quicker seed germination and continued growth. This is where a heat

mat may be beneficial. Adding 10-20 degrees will benefit your warm-season loving vegetables.

With the addition of a heat mat, you may need to water your transplants more often. Further, keep your seedlings from drying out. This may mean watering 3-4 days a week to keep the growing media moist.

If your light source is too far away, your plants can become leggy as they reach towards the light. This may mean lowering the light source or stacking books underneath the containers to get closer to the light, removing books as the plants get taller. You may need to rotate your trays-containers, moving them around so they do not become leggy.

If you started your vegetable seeds much earlier than 6-8 weeks, you may find that you need to be moving them to a bigger container or even adding a diluted fertilizer if you are seeing signs of pale green or even purple color.

Finally, my last piece of advice for vegetable seed starting is to expect and accept imperfections. You are growing seeds without a greenhouse and that means that your plants may not look as perfect as ones you would purchase. I encounter this every year and still get immense joy from vegetable seed starting.

Trees are leafing out earlier than before. Flowers are blooming at what seem like odd times. Natural cycles are in disarray, symptoms of global warming. This is probably the most important current environmental issue we face; it should receive special notice on Earth Day 2023, the 53rd anniversary of Earth Day.

The first Earth Day was fi led with hope and ambitious plans for a cleaner future. Now the days devoted to care of the Earth seem to have faded.

The first Earth Day was held in 1970, initiated by Senator Gaylord Nelson of Wisconsin after he had witnessed the massive Santa Barbara oil spill. It was based on the teach-ins inspired by student anti-war protests. Colleges and universities organized protests against

air and water pollution; elementary and high school students organized their own teach-ins and activities. At least 10% of the total US population from all walks of life participated.

As a result of Earth Day, the United States Environmental Protection Agency was established and environmental laws, including the National Environmental Education Act,  the Occupational Safety and Health Act, and the Clean Air Act., followed by the Clean Water Act, were passed. It marked the beginning of the environmental movement.

By 1990, Earth Day went global, with 200 million people in 141 countries mobilized to action against environmental degradation. Senator Nelson was also awarded the Presidential Medal of Honor: the highest honor given to civilians.

Earth Day 2000 faced new challenges beyond those faced in 1970: global

warming deniers supported by politicians who were funded by oil lobbyists, and a disinterested public. Earth Day was reestablished as the focus of a major movement on the environment.

Earth Day’s 50th anniversary was planned to be a major global event with over a billion people participating publicly. The US administration was dismantling much of the progress that had been achieved during the previous 50 years. But the coronavirus resulted in many countries, including the US, initiating policies that e�ectively locked down their citizens, preventing public protests. Instead, the event was a virtual experience carried out on the internet. It remains to be seen if a virtual event has the impact that actual participation has on global environmental policies.

Today, as in 1970, a new generation of young people, frustrated with problems

that will influence their lives more than those of the current adult population, are demanding a new way forward. Angered by global social, political, and environmental lethargy, citizens throughout the world are taking to the streets.

EARTHDAY.ORG, building on the legacy of the first Earth Day, attempts to build a cohesive global movement to protest and battle the problems of today. Perhaps it will have a similar impact to successfully deal with the most severe problem and natural cycles will no longer be in disarray, causing widespread damage to natural systems and the health of living creatures, including humans.

Research indicates that the 1970 Earth Day had a lifelong impact on many who participated in it. Let’s hope that reawakening the spirit of Earth Day has that same impact.
