Stateline Mass Transit District will be providing free shuttle bus service from Rockton to the Nygren Wetland Wildlife Overlook (3714 W. Rockton Rd.) throughout the festival where visitors will be met by a knowledgeable volunteer to talk about birds and other wildlife. Amended Native American repatriation measure heads to full Senate

Illinois State Museum has one of largest collections of remains in the nation

SPRINGFIELD – For decades, Illinois has failed to return Native American remains and belongings to their communities despite a federal law mandating states to do so.

Illinois has the second-largest collection of unrepatriated Native American remains in the U.S., housed at the Illinois State Museum, but the sponsors of a bill moving through the state legislature are trying to change that.

“The goal is more than just a system that recognizes Native American tribes and their state and their rights to their ancestors’ legacy,” Sen. Cristina PacioneZayas, a Democrat from Chicago and sponsor of the bill, said in committee. “It recognizes that the state has an indispensable role to play in redressing harms made by and creating systems that ultimately protect Native American burial sites moving forward.”

House Bill 3413 would streamline the process in which Illinois returns Native American remains and materials to their communities. The bill passed unanimously in the House in March and an amended version cleared a Senate committee unanimously this week, sending it to the full Senate for consideration.

The measure would expedite the process in which the Department of

Natural Resources would identify, examine and repatriate Native American remains, creating a procedure in which the state would consult with a� liated tribal nations and increase IDNR’s control in the process.

For 30 years, the state museum has resisted returning remains and materials back to their original communities, according to a ProPublica investigation. Despite the 1990 passage of the federal Native American Graves Protection and Repatriation Act, the state museum still maintains one of the largest collections of Native American remains in the country.

That law provides a process for federal agencies and museums receiving federal funds to repatriate or transfer their collections to lineal descendants or tribes. As of 2022, the Illinois State Museum had only returned 2 percent of the 7,700 remains it reported to the U.S. government, or just 156 individuals.

The Dickson Mounds Museum is Illinois’ biggest o�ender of the federal repatriation law. Based in Fulton County, the museum was built around an exhibit that displayed the open graves of over 200 indigenous people. The exposed human remains were displayed for decades before the exhibit closed in the early 1990s following the passage of the federal repatriation act.

According to the investigation, the museum preemptively designated any remains dated to before 1673 as culturally unidentifiable. When the federal repatriation law was passed, the museum returned at least 117 ancestors to the Peoria Tribe of Indians of Oklahoma

and transferred ownership of more than 32,000 funerary objects to the tribe.

This initial effort marked them as compliant with the law but, in the decades since, the museum has prioritized research over repatriation. Records obtained by ProPublica found the museum has approved almost every request to research its human remains collections from 1990 to 2018.

According to ProPublica, the museum has committed to repatriate about 1,100 tribal ancestors from Dickson Mounds. If successful, this e�ort would be the largest repatriation e�ort in the state’s history.

The Prairie Band Potawatomi Nation, a federally recognized Native American tribe in Kansas with historic ties to Illinois, advocated in favor of the bill.

“This legislation puts respect to our history and our ancestors the way they should have been respected centuries ago,” Joseph Rupnick, tribal council chairman for the Prairie Band Potawatomi Nation, said in committee.

Rep. Mark Walker, D-Arlington Heights, said figuring out how to handle remains has been more di�cult than he initially thought. He cited privacy as an issue they have tried to address in the bill.

“If we found [remains] at some known site that many tourists go to, many of the tribes have said they don’t really want them reburied there,” Walker, the bill’s lead sponsor, said in an interview. “They want them someplace that isn’t going to be a tourist attraction.”

HB 3413 allows IDNR to establish burial sites for Native American human remains that are closed to the public. The sites would be protected by the state and allow for the burial of repatriated remains, unregistered graves, grave markers or grave artifacts following tribal consultation.

Additionally, the bill creates the Repatriation and Reinterment Fund in the state treasury. For any violators of the act, restitution will be collected and distributed in the fund. The fund is also subject to appropriation in order to cover costs including the reinternment, repatriation, repair or restoration of human remains.

Why so many mass killings? Families, experts seek answers

More than five years after his son was gunned down in the deadliest mass shooting in modern U.S. history, Richard Berger still asks why.

Why Stephen Berger was killed the day after celebrating his 44th birthday. Why the gunman rained bullets over the Las Vegas Strip in 2017, turning a country music festival into a bloodbath. Why the massacre’s death toll didn’t shock U.S. leaders into doing more to prevent that kind of violence from happening again and again. Why?

“It’s just a hole in our hearts,” Berger said. “We just don’t know, and we just don’t know what to say.”

For the Bergers, the families of the other 59 victims in Vegas — and relatives and friends of countless others slain in mass killings across the country in the years since — the questions loom just as large now as when the crimes happened. Yet the carnage continues.

Over the first four months and six days of this year, 115 people have died in 22 mass killings — an average of one mass killing a week. That includes the bloodshed Saturday at a Dallas-area mall where eight people were fatally shot.

The total represents the highest number of mass-killing deaths this early in the year since at least 2006, an Associated Press data analysis shows, and the deaths were already happening at a record pace before the horror unfolded in Texas.

Experts point to a few contributing factors: a general increase in all types of gun violence in recent years; the proliferation of firearms amid lax gun laws; the effects of the coronavirus pandemic, including the stress of long months in quarantine; a political climate unable or unwilling to change the status quo in meaningful ways; and an increased emphasis on violence in U.S. culture.

Such explanations are little comfort not only to the families ripped apart by the killings but to Americans everywhere who are reeling from the cascading, collective trauma of mass violence.

This year’s killings have happened in different ways, from family and neighborhood disputes to school and workplace shootings to explosions of gunfire in public spaces. They’ve taken place in rural as well as urban settings. Sometimes people knew their killers; sometimes they did not.

The bloodbaths are defined by the FBI as mass killings when the events involve four or more fatalities within 24 hours, not including the perpetrator. The Associated Press and USA Today have tracked and

compiled extensive data on these violent attacks in partnership with Northeastern University.

The Las Vegas shooter’s motive remains unknown, even now. The high-stakes gambler was apparently angry over how the casinos were treating him despite his high-roller status, but the FBI has never uncovered a definitive reason for the slaughter, which ended with more lives lost than in any single mass killing in decades.

Contributing to 2023’s steady drumbeat of death: the grisly murder-suicide in Utah that left five children, their parents and their grandmother dead just days into the new year; the fatal shooting of six people, including three 9-year-old children, at an elementary school in Nashville; backto-back rampages in California at dance studios and mushroom farms; and the mall shooting in Allen, Texas, on Saturday, when authorities say a gunman stepped out of a car and immediately started firing at people.

Yet while these tragic events garner an outsize amount of attention in the news media and the public’s mind, they represent only a tiny fraction of overall gun deaths.

Far more frequent are fatal shootings involving fewer than four people and deaths from domestic violence. And then there are the suicides, which make up more than half of the 14,000 gun deaths so far this year, according to the Gun Violence Archive, which monitors news media and police reports to compile data.

Still, mass killings spark the deepest fear in most people’s hearts.

“People around the country all send their kids to schools — and they worry about if they send their kid to school, are they going to get shot?” said Daniel Webster, a professor at the Johns Hopkins Center for Gun Violence Solutions.

The fact is, though they are less common than other gun deaths, the mass killings keep happening — 20 years after Columbine, 10 years after Sandy Hook, five years after Las Vegas, and less than one year after massacres at a supermarket in Buffalo, New York, and an elementary school in Uvalde, Texas.

Which leads back to the same haunting question: Why?

People who study such violence are also perplexed by the sustained pace of the brutality.

“We have plenty of examples of things that seem to be at the breaking point in this country,” said Katherine Schweit, a former FBI executive who created the agency’s active shooter protocol after Sandy Hook.

“When I was asked to work on this in 2013, I didn’t ever imagine 10 years later I’d still

be working on the same thing.”

It will take years — if it’s even possible — for researchers to pinpoint what’s behind the drastic increase in gun violence. Advocates say there are measures that could perhaps avert such crimes — firearms reform and weapons bans among them — but note there is little appetite on Capitol Hill to implement them.

“I think the United States has a relationship with guns unlike any other country in the world,” said Kelly Drane, research director for the Giffords Law Center to Prevent Gun Violence. “These events are a consequence of our failure to put in place prevention measures.”

President Joe Biden, an ardent advocate of stronger gun control, is frustrated with Congress’ unwillingness to pass a ban on some semi-automatic rifles in the face of the powerful gun lobby led by the National Rifle Association. The NRA did not return an online request for comment.

Lawmakers did pass what, for them, marked a milestone gun violence bill that toughens background checks for the youngest buyers, keeps firearms from more domestic violence offenders and helps states use red-flag laws that enable police to ask courts to take deadly weapons away from people who show signs they could turn violent. Biden signed the bill into law last year.

The legislation and other measures have done little to slow the pace of violence or alleviate the nation’s pain, which has been further exacerbated by the pandemic, climate change and the racial reckoning after George Floyd’s murder by police.

“These tragedies compounded one after the other, making it almost too much to bear,” said Roxanne Cohen Silver, a psychology professor at the University of California, Irvine, who studies coping with traumatic life events.

The mass killings, Silver noted, “are just another tragedy on top of all of these other psychological and emotional challenges.”

Stephen Berger ‘s father, Richard, is now 80. He spends his days with his grandchildren — one is a soccer goalie who reminds him of Steve, who had a passion for basketball. Their family awards annual athletic scholarships at Stephen’s high school.

Berger watches the teenagers as they approach the next phase of their young lives, flush with promise and full of life. But his own son is dead, and five years later he’s still left wondering:

What is horse racing doing to prevent catastrophic injuries?

The deaths of seven horses at the home of the Kentucky Derby has once again intensified the debate over the safety of horse racing.

Two of the deaths occurred as the result of race injuries on Derby day, when more than 150,000 people jammed Churchill Downs.

“While each incident reported has been unique, it is important to note that there has been no discernible pattern detected in the injuries sustained,” the track said in a statement that called the incidents “unacceptable.”

In recent years, the industry has instituted a series of veterinary and medication reforms, which led to the fatality rate dropping.

Here’s a look at what horse racing is doing to try to prevent injuries and deaths.

HOW COMMON ARE INJURIES AND DEATHS?

The deaths at Churchill Downs gained greater attention because they occurred in the week leading up to the Kentucky Derby. There have been spates of deaths in recent years, most notably 30 at Santa Anita in California in 2019. Those led to a series of safety reforms that spread nationally. Protocol requires a necropsy when a horse dies on-track, and a review of contributing factors, vet records and interviews with stakeholders to learn the cause and what, if anything, could have been done to prevent it.

“It’s hard to explain and say it’s going to happen once in a while,” said Mike Repole, co-owner of scratched early Kentucky Derby favorite Forte, “but the reality is, unfortunately, it’s going to happen once in a while.”

California and New York have public databases that catalogue equine injuries and fatalities; Kentucky does not.

According to a database kept by the Jockey Club, which oversees the breed registry for thoroughbreds in the United States and Canada, more than 7,200 horses died in races from 2009-21.

A potentially catastrophic injury can occur anytime a horse is racing or even running in a paddock on the farm. The large animals’ spindly legs take a lot of concussive force.

WHY ARE HORSES EUTHANIZED AFTER A LIMB INJURY?

A leg injury in a horse can lead to

complications as the other legs try to bear the pressure of an animal that weighs about 1,100 pounds. The bones in the leg don’t just break, they often shatter completely, making it extremely difficult to repair or restore to their original form.

Unlike humans who can be put on bedrest, horses are meant to spend most of their time moving. Horses at the track are brought out of their stalls daily to either race, do a timed workout or simply walk several laps around the inside of their barn. They’re also bathed and groomed.

Besides being resistant to having their legs restricted, horses can develop pressure ulcers if they lie down too long. Horses sleep standing up and don’t worry about falling because of a system of tendons and ligaments that allow them to lock the major joints in their legs. If a horse cannot move its legs, the animal’s blood circulation diminishes. Being confined to one place for an extended period of time can affect a horse’s mental health as well.

ARE THERE TREATMENT ALTERNATIVES?

Costs for surgery or other treatments can be considerably high, although deep-pocketed owners of expensive thoroughbreds will often go to extreme lengths to preserve their investment. Even with treatment, a horse’s chances of complete recovery can be slim. In order to spare the animal additional pain and stress, it is usually euthanized.

WHAT IS RACING DOING TO ADDRESS INJURIES?

Whether it’s everyday races or the Triple Crown series — Kentucky Derby, Preakness and Belmont — horses undergo multiple, comprehensive vet exams and observations to ensure their fitness to run.

Researchers at the University of Kentucky are working to identify a screening tool that can be used before races to identify horses at increased risk of injury. Funding for the study was provided by the Kentucky Horse Racing Commission’s Equine Drug Research Council.

The research involves analyzing blood samples from racehorses — both injured and non-injured — at tracks nationwide to see if there are changes in messenger RNA and whether there’s anything that consistently differentiates horses that suffer a catastrophic injury, according to

a 2021 article in Trainer magazine. The Horseracing Safety and Integrity Act — the sport’s new national governing body — launched its racetrack safety program last year. Starting May 22, its antidoping and medication control rules take effect, giving the sport uniformity in post-race and out-of-competition testing, rulings and penalties. The new rules replace the patchwork system of standards in the 38 U.S. racing states that can vary by racetrack and location.

WHO WAS BARBARO AND WHY DID HE MATTER?

The colt won the 2006 Kentucky Derby and horrifyingly shattered his leg two weeks later in the Preakness, which ended his career.

He had surgery for three broken bones in and around the fetlock of his right rear leg. Two months later, Barbaro developed laminitis in his left rear foot. He had

five more operations during an extended stay at an equine hospital. Laminitis is common in horses who shift weight to one foot for extended periods to take pressure off an injured foot.

Barbaro’s initial injury and subsequent health battle endeared him to the public, which sent get-well cards to the hospital. His right leg eventually healed, but he developed laminitis in both front feet. Veterinarians and his owners, Roy and Gretchen Jackson, decided he could not be saved, and he was euthanized in January 2007.

His plight led the Jacksons to endow a chair for equine disease research at the University of Pennsylvania’s veterinary school, where the Barbaro Fund also was set up to help the treatment and care of large animals. College scholarships were created for students studying veterinary medicine and equine research.

Americans bet $220B on sports in 5 years since legalization

ATLANTIC CITY, N.J. (AP) — Americans have bet over $220 billion on sports with legal gambling outlets in the five years since the U.S. Supreme Court cleared the way for all 50 states to offer it, and the industry shows few signs of slowing despite some recent scandals that have put a spotlight on wagering safeguards.

When Sunday’s anniversary of the court ruling in a case brought by New Jersey arrives, two-thirds of the country will offer legal sports betting, with additional states likely to join in coming months or years.

The fast-growing industry is also far-reaching: its advertisements reach into most U.S. homes during sporting events and even non-sports programming. Few TV viewers have been spared from repeated ads featuring a Caesar character discussing sports gambling with members of the Manning football dynasty, or from actor Jamie Foxx placing sports bets in between takes on a film set.

“While the milestones of legalized sports betting that have led up to now are remarkable, this industry is excitingly still far from being fully realized,” said Jason Robins, CEO of DraftKings, one of the industry’s two dominant companies. “Legal betting is already part of mainstream sports culture, and I anticipate this trend will grow as adoption increases. The accessibility right now for fans to place a live, microbet during a game, for example, shares parallels with other smartphone-powered capabilities like hailing a ride, buying a stock, or playing a podcast.”

On May 14, 2018, the Supreme Court decided a case that had begun 10 years earlier in New Jersey as the longest of long shots: a bid to overturn a federal

law, the Professional and Amateur Sports Protection Act, that restricted sports betting to just four states that met a 1991 deadline to legalize it.

Since then, some once-unthinkable changes have happened: Professional sports leagues, which fought New Jersey tooth and nail right up to the Supreme Court in an ultimately unsuccessful effort to prevent legal betting, now partner with gambling companies, slather their ballparks with sports betting advertising and some even have betting outlets in their stadiums. Betting odds are now an integral part of broadcasts of many games.

Legalization of sports betting has opened up opportunities: additional tax revenue for states, a small auxiliary revenue stream for casinos and horse tracks, and a way to keep many people away from the dangers of unregulated offshore gambling web sites.

It’s also caused problems: Those treating compulsive gambling say calls to their hotlines seeking help have increased significantly in the five years since sports betting was legalized and made available on cell phones. Keith Whyte, executive director of the National Council on Problem Gambling, says calls to the 800-GAMBLER help line have increased by 15% over the last five years as “states began the fastest and largest expansion of gambling in our history.”

Several NFL players have been suspended for betting on games, and some colleges that struck partnerships with sports leagues illegally marketed sports betting to students under the legal age of 21, prompting leagues and gambling companies to revise their policies.

Gambling integrity was in the news again last week when Ohio, Pennsylvania and New Jersey regulators ordered their

sports books to stop taking bets on the University of Alabama baseball team after suspicious activity was identified in an Alabama-Louisiana State University game on April 28. Alabama baseball coach Brad Bohannon was fired amid an investigation that began when one of the numerous companies monitoring sports betting data and other activities found what it considered suspicious activity and tipped off gambling regulators. No criminal charges have been filed.

The $220 billion figure includes wagers made through the end of March in most states, according to the American Gaming Association, the gambling industry’s national trade group. It is up from the $125 billion that had been wagered at the four-year mark.

Consider this: Sports books generally keep about 10% of all the money they handle, after paying out winning bets to customers.

Achieving profitability has been a long, hard slog. FanDuel became the first to report a profitable quarter in the second leg of 2022 and expects to be profitable for 2023. DraftKings expects its first profitable quarter at the end of this year, and BetMGM expects to enter the black in the second half of this year.

Sports betting has also kept the Meadowlands Racetrack in northern New Jersey, just across the Hudson River from New York City, alive.

“Sports betting has saved the day,” said Jeff Gural, who operates the track in East Rutherford that includes a FanDuel sportsbook, which combined with FanDuel’s online operation takes in nearly 50 cents of every dollar wagered on sports in New Jersey.

“I don’t think the Meadowlands would be open as a racetrack now without sports betting,” he said.

The amount of money kept by sports books as winnings over the last five years is $17 billion, according to the American Gaming Association, the gambling industry’s national trade group.

Over that same period, sports betting taxes on operators have generated almost $3.6 billion: $3 billion for state and local governments, and $570 million for the federal government. In many cases, an individual state’s take amounts to a drop in the bucket.

While additional money for state governments was used as a selling point for legal sports betting, another goal was consumer protection, allowing customers to bet with entities regulated by the

government, where their deposits are secure and there’s no danger of a sports book suddenly disappearing with someone’s cash.

The avalanche of advertising for sports betting has also triggered a backlash, to the point where the gambling industry and most major professional sports leagues adopted stronger standards for their own advertisements. These were widely seen as an attempt not only to do something about the proliferation of gambling, and particularly sports betting ads, but also to be seen as doing something and hopefully head off threatened government regulation of sports betting ads.

Five years in, just two companies — FanDuel and Draft Kings — control over 70% of the legal sports betting market in the US, according to the gambling analytics firm Eilers & Krejcik.

In the 12-month period ending with Feb. 2023, FanDuel has just under 46% of the market, while DraftKings has over 25%. BetMGM has nearly 12%, Caesars Entertainment has 6.7%, and no one else has more than 2.4%, the company said.

What will the next five years look like?

Chris Krafcik of Eilers & Krejcik predicts more multi-faceted deals among teams, leagues and stadiums, and among betting operators and media companies, hotel chains, and beverage companies.

Krafcik said sports betting companies could develop VIP-focused retail destinations, and look to expand “hyper-casual” online wagering.

The trend of gambling companies locating sportsbooks in or next to pro sports stadiums is likely to continue. Sports books as a whole may slow down their promotional spending to rein in costs. And uncertainty should continue in the near term about the prospects for online sports betting in California, the nation’s largest state, and in Florida, where it is tied up in litigation.

The industry is constantly coming up with new ways to bet, too. One fast growing trend is so-called microbetting, which can be a series of rapid-fire bets. In baseball, it could involve how fast the next pitch will be; whether it will be put into play; whether that ball will be caught for an out, or become a single, double, triple or home run.

Those who treat problem gambling are particularly concerned about this type of betting for its capacity to lure gamblers into one wager after another in a very short period of time, potentially racking up large losses quickly.

Drought, dust, and food

A massive dust storm contributed to a car crash on I-55 downstate involving 80 vehicles resulting in numerous deaths and injuries recently during daylight hours. A nearly 30 mile stretch of highway was closed as dust from nearby worked fields blocked visibility. Winds of 35 to 45 mph blew extremely dry soils across the highway. The land is very flat with few trees to block the wind.

Such dust storms have occurred in various parts of the state due to excessively high winds following farmers’ preparing their fields in spring.

Early reports of the accidents did not include the speed and density of the tra�c but there remains the question of what role they played in the pile up. High speed travel with closely packed cars leaves little room to stop in time to avoid an accident. It also increases fuel consumption and pollution.

The dust storm along the expressway is reminiscent of the historic dust storms of the 1930s known as the dust bowl. There were four major dust storms with national impacts from 1930 until 1940. The worst hit areas in the U.S. were from Montana south to Oklahoma and Texas. Crops were lost, farms abandoned, schools closed and roughly 25% of the impacted population migrated, especially to California.

The dust bowl was considered a result of a prolonged drought and poor farming practices. Federal government programs were enacted In response to widespread damage to land, resources and people. Government action included buying land and restoring the prairie grassland which had been plowed to raise more wheat.

Another Federal government effort was to install windbreaks from Montana to Texas to slow the intensity of winds and help capture moisture in the ground. Windbreaks were also planted in Illinois and other midwestern states. Increasingly, we see windbreaks and woodlots bulldozed

out of existence in order to gain more ground for crops. In the past, woodlands generally were left on less productive hilly, dry lands or on lower, wetter ground. Tiling the lowlands releases more water to streams and rivers adding to flood levels downstream. Removing trees from hilly sites allows farming on less fertile soils which erode during heavy rainstorms.

The dust bowl of the 1930s was considered a once in 100 year phenomenon with little if any connection to rising carbon levels now in the atmosphere. But the less favorable current conditions of droughts, heat waves, heavy rains and damaging storms, along with increased invasive species and insect damage are additional risks farmers face. These changes along with rising costs of energy, fertilizers and chemicals increase food costs to the public.

The impact of climate change on the Midwest was addressed in a document by the US EPA. Key points in the report indicated that temperature increases are occurring, particularly in nighttime and during the winter. The region is expected to continue to experience warmer and wetter

winters. Springs and are likely to feature heavy precipitation while summers will be hotter with longer periods of dry weather.

The changing climate will impact agriculture and force changes in farming practices. One immediate change is to plant cover crops after harvest to slow the loss of soil, nutrients and chemicals. A longer term strategy being developed at The Land Institute in Salina, Kansas, is to develop perennial grains to lessen the frequency of working the soil. The perennial grains are designed to produce crops for three years before they need to be replanted.

Perennial wheat known as kernza is now in production and in use for baked goods and brewing beer. Other crops are under development in their overall e�ort to create a perennial agricultural system. Their 2022 Perennial Impact report updates their progress and is available at the Land Institute web page: landinstitute.org.

For food security, planting a garden and canning its produce is a proven way people have supplemented their food supplies. Additional supplies of fresh produce are available at local farmer markets.
