Quantum business park coming to Chicago, backed by $700M from state of Illinois

Former U.S. Steel plant will host ‘quantum campus’ development

CHICAGO – A California-based quantum computing company wants to build one of the largest quantum computers in the world on Chicago’s southeast side and the state is chipping in hundreds of millions of dollars to help make it happen.

PsiQuantum will be the first tenant of the “Illinois Quantum and Microelectronics Park,” the latest development toward turning Illinois into a “global quantum capital,” a vision laid out by Gov. JB Pritzker.

In the latest economic development deal from Pritzker’s development-friendly administration, PsiQuantum is set to receive $200 million in tax breaks and other incentives through several state programs, including $92 million from the state’s Manufacturing Illinois Chips for Real Opportunity Act, or MICRO.

The company, as part of the agreement, must put up $1.1 billion for the project, which is planned to include the first “utility-scale quantum computer in the United States,” according to PsiQuantum CEO Jeremy O’Brien.

State law was amended earlier this year to make quantum-related companies eligible for MICRO incentives, originally intended to spur microchip manufacturing. This is the first agreement under that law since the incentive program launched in 2023.

The agreement between the state and PsiQuantum comes alongside an additional $500 million set aside by state lawmakers in the fiscal year 2025 budget to pay for other parts of the “quantum campus” development, located at the long-vacant former site of South Works, a former US Steel manufacturing plant. That property, situated at the mouth of the Calumet River, has been the subject of many proposed developments since its steel mill closed in 1992. At its peak, the facility employed upwards of 20,000 people.

According to U.S. Census Bureau data, the zip code containing the development

site had a median household income of $39,862 in 2022, compared to $71,673 for Chicago as a whole.

“Today’s historic announcement reflects a significant commitment by state and local units of government to a neighborhood, a community of color, that has long been marginalized and is overdue for genuine investment,” Cook County Board President Toni Preckwinkle said.

The quantum campus will take up 128 acres along the Lake Michigan shore, with another 312 acres available for additional expansion or other developments. The governor’s office said the location provides access to water needed for cooling at the facility and is close to the University of Chicago, one of the main organizations involved in the Chicago Quantum Exchange.

The PsiQuantum facility is going to be built “as fast as possible,” according to Curt Bailey, head of Related Midwest, the development firm behind the site. Bailey added that he expects it “up and running” in 2027.

Under the terms of its agreement with the state, PsiQuantum will create 154 new jobs. Pritzker, although hesitant to commit to specifics, said there could be “thousands” of jobs at the research park when it is fully developed and “tens of thousands” of quantum-related jobs around Illinois.

Boosters of quantum technology say it could be revolutionary in advancing data security, medical research, materials science, scientific research and other fields.

“I ask you to think about the invention of the internet, visible LED or the MRI –all of which traces back to the University of Illinois and back to the great state of Illinois,” U of I Urbana-Champaign Chancellor Robert Jones said. “I challenge you to imagine a societal change at scale and speed even bigger than those three examples that I gave. To put it simply: that is the future that we are ushering in.”

The technology uses the behavior of subatomic particles to perform computational tasks in ways and at speeds that traditionally built computers cannot. Five years ago, Google announced its quantum

computer was able to complete a task in 200 seconds they said would have taken a traditional computer 10,000 years.

Last week, the governor announced another step towards developing the state’s quantum campus: a partnership with the Defense Advanced Research Projects Agency. DARPA is set to launch a “Quantum Proving Ground” at the quantum campus, part of its broader quantum research initiatives.

The goal of DARPA’s involvement is to establish what quantum computing can be used for once it is fully developed and to determine if building an industrial-scale quantum computer is even possible.

Along with research collaboration, DARPA will put up to $140 million of funds toward the project. The broader quantum campus will include cryogenic facilities, laboratories and space for both private and university-backed research.

While the investment is significant, Joe Altepeter, the scientist in charge DARPA’s quantum initiative, said last week he is approaching quantum developments with “skepticism” as researchers test the limits of the still-unproven technology.

“I will bring a small army of scientists and engineers, we will listen to your evidence, and we will double and triple check using our own analysis,” Altepeter said. “And if we’re convinced the technology you’re developing checks out and you’re onto something big, we’ll tell the rest of government and become a strong advocate for your approach.”

The military research organization is known for its role in the early development of the modern internet, computer graphics, weather satellites, GPS, the precursor to Apple’s Siri digital assistant, and many other projects.

California firefighters make progress as wildfires push devastation and spread smoke across US West

FOREST RANCH, Calif. (AP) — Firefighters made progress and were aided by improving weather over the weekend in the battle against wildfires covering massive areas and leaving a trail of damage in the western United States, but further evacuations and resources have been necessary as thousands of personnel tackle the flames.

The so-called Park Fire, the largest wildfire in California this year, was one of more than 100 blazes burning in the U.S. on Sunday, according to the National Interagency Fire Center. Some were sparked by the weather, with climate change increasing the frequency of lightning strikes as the western U.S. endures blistering heat and bone-dry conditions.

The Park Fire had scorched an area greater than the city of Los Angeles as of Monday, darkening the sky with smoke and engaging thousands of firefighters. The blaze spanned more than 562 square miles (1,455 square kilometers) of inland Northern California.

Winds and temperatures were expected to increase slightly amid a drop in humidity, officials said in an update early Monday.

Air quality alerts were issued for Monday in the northwestern U.S. and western Canada.

The Park Fire started Wednesday, when authorities say a man pushed a burning car into a gully in Chico and then fled. A man accused of setting the fire was arrested Thursday and is due in court Monday.

Firefighters increased containment to 12% on Saturday, aided by cooler temperatures and more humidity, officials said.

Although cooler-than-average temperatures are expected through the middle of this week, that doesn’t mean existing fires will disappear, said Marc Chenard, a meteorologist at the National Weather Service’s Weather Prediction Center in College Park, Maryland.

The National Weather Service issued “red flag” warnings Monday for wide swaths of Idaho, Montana, Utah and Wyoming, in addition to parts of California, meaning dry fuels and stronger winds were increasing the fire danger,

the weather service said.

Fires burned across eastern Oregon and eastern Idaho, where officials were assessing damage from a group of blazes called the Gwen Fire, which was estimated at 43 square miles (111 square kilometers) as of Sunday.

In California, Paradise and several other Butte County communities were under an evacuation warning Sunday. Yet the fire’s southernmost front, which is closest to Paradise, was “looking really good,” Cal Fire operations section chief Jeremy Pierce said around midday.

Officials did not expect it to move farther into Chico, a city of about 100,000 people just west of Paradise, and over the next three days crews plan to extinguish hot spots and remove hazards, Pierce said.

The focus on saving lives and endangered property has shifted to confronting the blaze head-on, Jay Tracy, a Park Fire headquarters spokesperson, told The Associated Press by phone Sunday.

Nearly 4,000 firefighters are battling the fire, aided by numerous helicopters and air tankers. Reinforcements are expected to give much-needed rest to local firefighters, some of whom have been working nonstop since Wednesday, Tracy said.

“This fire is surprising a lot of people with its explosive growth,” he said. “It is kind of unparalleled.”

The Park Fire has drawn comparisons to the 2018 Camp Fire that tore through Paradise, killing 85 people and torching 11,000 homes.

Cohasset exhibited remnants of the devastation Sunday. Mailboxes and vehicles were covered with pink fire retardant dropped by aircraft. The husks of a washer and dryer set were surrounded by burned debris and a charred motorcycle was propped upright, balancing on rims after its tires apparently melted away.

Another part of Cohasset was relatively unscathed, said Garrett Sjolund, the Butte County fire chief.

“We have an unburned island in that community that we are continuing to patrol and ensure that there are no hot spots in it,” Sjolund said.

Managing evacuation orders in the area has been complex. Authorities were about to downgrade an order to an evac-

uation warning for Forest Ranch when they learned a number of hot spots were reported nearby, Butte County Sheriff Kory Honea said.

“That illustrates how rapidly things can change,” Honea said. “We were all set to be able to reduce that order to get people back in there.”

In Southern California, about 2,000 people were ordered to evacuate because of a fire sweeping through the Sequoia National Forest. The wind-driven blaze was fed by dried, dead plants and moving fast, eating up more than 60 square miles (155 square kilometers) in four days, Andrew Freeborn of the Kern County Fire Department said.

No fatalities have been reported in the Park and Borel fires, but some people were increasing the danger for everyone by disregarding evacuation orders, Freeborn said.

“When people are trying to ignore the orders and later call for rescue, that takes firefighters away from the task of fighting the fires,” he said. “This fire is moving at a pace and with such intensity that individuals should not be thinking they can wait until the last minute. They need to get out of the way.”

The historic mining town of Havilah and several other communities were “heavily impacted” by the fires, but it was too soon to count the burned homes, Freeborn said.

The Park Fire has destroyed at least 66 structures and damaged five others, Tracy said. Authorities initially believed 134 structures were lost, based on drone footage, but lowered the number after assessing the damage in-person, while acknowledging the figure could increase.

“Each day that number has potential to grow. Our teams obviously don’t do damage inspections when there is active fire in an area,” Tracy said.

Jerry White, 72, left his Magalia home of 50 years when authorities issued an evacuation warning. Years earlier White sustained third-degree burns and the memory of that pain made him take the warning seriously.

“I don’t want to catch fire again. It’s one of the worst pains you can endure,” White said. “I wanted to get out of dodge. Burns are bad.”

Venezuela’s capital is eerily calm after vote in which Maduro and opposition both claimed victory

CARACAS, Venezuela (AP) — An eerie calm enveloped Venezuela’s capital early Monday, a day after the country’s opposition and entrenched incumbent Nicolás Maduro both claimed victory in the presidential election, setting up a high-stakes stando�.

Several foreign governments, including the U.S. and European Union, held o� recognizing the results of Sunday’s election, as o�cials delayed the release of detailed vote tallies after proclaiming Maduro the winner with 51%, to 44% for retired diplomat Edmundo González.

“Venezuelans and the entire world know what happened,” said González. While the opposition vowed it would defend its votes, González and his allies asked supporters to remain calm for now and called on the government to avoid stoking confl ict.

Normally bustling western Caracas awoke as if it was a holiday, with several businesses shuttered, bus stops empty and tra�c nonexistent. A few hours earlier, around midnight, a mix of anger, tears and loud pot banging greeted the announcement of results by the Madurocontrolled National Electoral Council.

Eating a breakfast on a bench next to an unopened business, 28-year-old Deyvid Cadenas said he felt cheated.

“The majority voted for the opposition,” said Cadenas, who cast a ballot in a presidential election for the first time Sunday. “I don’t believe yesterday’s results.”

The opposition, after failing to oust Maduro during three rounds of demonstrations since 2014, put its faith in the ballot box. The elections were among the most peaceful in recent memory, reflecting the hopes of many that that it could avoid bloodshed and end 25 years of single-party rule.

Venezuela sits atop the world’s largest oil reserves and once boasted Latin America’s most advanced economy. But after Maduro took the helm it entered into a free fall marked by plummeting oil prices, widespread shortages of basic goods and 130,000% hyperinflation. U.S. oil sanctions seeking to force Maduro from power after his 2018 reelection — which dozens of countries condemned as illegitimate — only accelerated an exodus of some 7.7 million Venezuelans have fled

their crisis-stricken nation.

The opposition’s call for calm is partly a reflection of protest fatigue among voters, who polls show are in no rush to upend their lives by taking to the streets as they have previously.

Voters lined up before dawn to cast ballots Sunday, boosting the opposition’s hopes it was about to break Maduro’s grip on power.

The o�cial results came as a shock to many who had celebrated, online and outside a few voting centers, what they believed was a landslide victory for González.

“I’m so happy,” said Merling Fernández, a 31-year-old bank employee, as a representative for the opposition campaign walked out of one voting center in a working class neighborhood of Caracas to announce results showing González more than doubled Maduro’s vote count. Dozens standing nearby erupted in an impromptu rendition of the national anthem.

“This is the path toward a new Venezuela,” added Fernández, holding back tears. “We are all tired of this yoke.”

Gabriel Boric, the leftist leader of Chile, called the results “di�cult to believe,” while U.S. Secretary of State Antony Blinken said Washington had “serious concerns” that they didn’t reflect the voting — or the will of the people.

Opposition leader Maria Corina Machado said the margin of González’s victory was “overwhelming,” based on voting tallies the campaign received from representatives stationed at about 40% of ballot boxes.

Authorities delayed releasing the results from each of the 30,000 polling booths nationwide, promising only to do so in the “coming hours,” hampering attempts to verify the results.

González was the unlikeliest of opposition standard bearers. The 74-year-old was unknown until he was tapped in April as a last-minute stand in for opposition powerhouse Machado, who was blocked by the Maduro-controlled supreme court from running for any o�ce for 15 years.

The delay in announcing a winner — which came six hours after polls were supposed to close — indicated a deep debate inside the government about how to proceed after Maduro’s opponents came out early in the evening all but claiming victory.

After finally claiming to have won, Maduro accused unidentified foreign enemies of trying to hack the voting system.

“This is not the first time that they have tried to violate the peace of the republic,” he said to a few hundred supporters at the presidential palace. He provided no evidence to back the claim but promised “justice” for those who try to stir violence in Venezuela.

Authorities set Sunday’s election to coincide with what would have been the 70th birthday of former President Hugo Chávez, the revered leftist fi rebrand who died of cancer in 2013, leaving his Bolivarian revolution in the hands of Maduro. But Maduro and his United Socialist Party of Venezuela are more unpopular than ever among many voters who blame his policies for crushing wages, spurring hunger, crippling the oil industry and separating families due to migration.

The president’s pitch this election was one of economic security, which he tried to sell with stories of entrepreneurship and references to a stable currency exchange and lower inflation rates. The International Monetary Fund forecasts the economy will grow 4% this year — one of the fastest in Latin America — after having shrunk 71% from 2012 to 2020.

But most Venezuelans have not seen any improvement in their quality of life.

Many earn under $200 a month, which means families struggle to a�ord essential items. Some work second and third jobs. A basket of basic staples — su�cient to feed a family of four for a month — costs an estimated $385.

The opposition managed to line up behind a single candidate after years of intraparty divisions and election boycotts that torpedoed their ambitions to topple the ruling party.

Machado was blocked by the Madurocontrolled supreme court from running for any o�ce for 15 years. A former lawmaker, she swept the opposition’s October primary with over 90% of the vote. After she was blocked from joining the presidential race, she chose a college professor as her substitute on the ballot, but the National Electoral Council also barred her from registering. That’s when González, a political newcomer, was chosen.

The opposition has tried to seize on the huge inequalities arising from the crisis, during which Venezuelans abandoned their country’s currency, the bolivar, for the U.S. dollar.

González and Machado focused much of their campaigning on Venezuela’s vast hinterland, where the economic activity seen in Caracas in recent years didn’t materialize. They promised a government that would create su�cient jobs to attract Venezuelans living abroad to return home and reunite with their families.

I harvested my fi rst cherry tomatoes from my ‘Sungold’ plant this past weekend. While my other tomatoes like ‘Cherokee Purple’ and ‘Italian Heirloom’ are not ready yet, I am watching these plants for abiotic disorders. Though this sounds complicated, these are plant issues that are caused by the environment instead of a disease. Let’s look at some of the most common abiotic disorders we see on tomatoes.

One of the main ones is Blossom End Rot. In this disorder, tomatoes will have dark brown/black sunken areas at the bottom of the fruit. While this is a sign of a

calcium deficiency, it’s more likely caused by water issues with too little water and watering infrequently. It usually will work itself out. We recommend choosing sites with good drainage, mulching for maintaining soil moisture, and avoid aggressive cultivation that may damage the roots.

Leaf roll is a reaction of the plant to conserve water by reducing the surface area. It can also show up with excessive soil moisture during hot temperatures. You’ll see this more common on lower leaves of your plant. While this symptom looks severe, it doesn’t a�ect plant growth or yield too much. To address this, maintain consistent watering, do

not prune leaves during hot periods, and try to not over-fertilize with nitrogen.

Fruit cracking can occur near the shoulders of the fruit near the stem in patterns that can be concentric or radial. These are caused by excessive water uptake during fruit development when interior tissues are expanding faster than the skin. Hot temperatures can make your tomatoes more prone to cracking. To attempt to fi x this, provide consistent and even watering for your tomatoes. Catfacing is a common symptom on heirloom-open pollinated tomatoes. It causes misshapen, ‘brain shaped’ like tomatoes. In essence, really ugly but tasteful tomatoes. Not much is known

about this condition. There is some thought that cold temperatures or even insect damage during flowering may lead to this. Catfacing is a condition that you may need to come to accept when growing heirloom tomatoes and suggestions for addressing it mostly are focused on lessening excessive nitrogen fertilization.

As you can see from this list of abiotic disorders, many of them are connected to water. By addressing how and when water reaches the roots of your tomatoes, this will hopefully lead to many of these disorders being addressed during your growing season.

Are data centers sustainable?

When visiting friends recently they mentioned a letter they received from a relative in Western Europe that a new data processing center was being developed near them.  It would consume so much electricity that their government was initiating an energy e�ciency program for homes and other buildings to help provide su�cient electrical energy to meet the needs of the data center operating 24 hours seven day a week.

Upon returning home we did an internet search and found an article in Popular Science written by Steven Gonzalez Monserrate on Inside the physical footprint of the Cloud. The article is excerpted from Monserrate’s case study “The Cloud is Material: On the Environmental Impacts of Computation and Data Storage which appeared on The MIT Press Reader. The article highlights the diverse environmental impacts of data storage and acknowledges that some of impacts occur due to design limits but others result from human practices and choices. If our choices fail to address ecological impacts we will not have a sustainable cloud. Whether a sustainable cloud or economy for that matter can ever be achieved remains an open question. But

given the massive global environmental deterioration occurring from existing industrial and societal practices, it would be wise focus on moving toward a more sustainable economy.

Monserrate illustrates the issues associated with operating data centers and providing Cloud services. The Cloud involves the full range of infrastructure enabling online activity linking computer resources. It increasingly controls the digital flow of resources essential to modern life such as electricity, water, air, heat, metals and includes rare earth elements.

As data centers continue to expand so do their adverse environmental consequences. The operation of computers in data centers generate a massive amount of heat which must be continuously removed in order for computers to continue to provide 24 hours a day seven days a week service. If the heat from the computers increases to a level that would be damaging to them they are automatically shut o�.

Air conditioners powered by electricity provide a cooling airstream that removes heat from the computers to prevent overheating. It is estimated that most data center in the United States are not powered by what is considered clean energy. Some 40% of their elec-

trical demand is from providing cooling services.

Monserrate cites a Lawrence Berkeley Lab Study that if hyperscale facilities replaced existing smaller facilities energy usage could be cut by 25%. However, there is no governmental authority or agency to provide incentives or enforce a shift in the configuration of data storage facilities.

There are other energy needs to operate the facility. A single data center is estimated to consume the energy equivalent of 50,000 homes. A substantial amount of energy is used in  maintaining the idling backup capacity of a data center so they are ready to provide a continuous supply if some of facility experiences a sudden shutdown.

Some Data centers consume substantial amounts of chilled water to provide cooling instead of the less energy e�cient air conditioning to cut their energy bills. With droughts and heat domes occurring more frequently resistance to locating data facilities in hot dry areas like Arizona and Utah is growing.

Another concern regarding data centers is that their operations tend to be noisy.

In Chandler, Arizona Monserrate cities citizen concerns regarding the 24 hour seven day a week noise coming from the operation of a data center. The never ending noise has caused stress in nearby

residents raising their blood pressure and disturbing their sleep. A similar center in downtown Chicago is generating similar stresses in some of its neighbors.

Another concern involves the short life span of smart phones due to their designed obsolescence and new features and services relying on data center processing. Given their ecological and adverse impacts from securing and processing the resources used in making and disposing of the phones also raises questions regarding their sustainability. Because data centers are unregulated and projected to grow dramatically over the next five years, the stories presented by Monserrate are presented as cautionary tales. Those tales of caution along with those raised by others point to the need to create a far more sustainable economy as energy supplies and resources deplete and wastes exceeds nature’s ability to process them.

It is estimated that roughly half of the stored data is never used again and e�orts are underway to reduce the amount of new data being stored and eliminate existing stored data no longer being used. While helpful, it is o�set by the projected growth of the industry.
