Capitol Briefs: Biden designates Springfield 1908 Race Riot Monument

President Joe Biden signed a proclamation on Friday to designate the “Springfield 1908 Race Riot National Monument” on the 116th anniversary of the deadly riot in the state capital.

“We’re allowing history to be written – what happened – so our children, our grandchildren, everybody understands what happened and what could still happen,” Biden said at an Oval Office ceremony to designate the monument.

Illinois House Speaker Emanuel “Chris” Welch – the first Black man to hold that position in Illinois –said he became emotional while attending the White House ceremony upon an invite from Biden’s staff.

“That race riot led to the creation of the NAACP, which led to Thurgood Marshall, which led to Brown versus Board of Education, and so many big victories in this country when it comes to race relations,” Welch said in a phone interview. “You have to say that it was this that led to the creation of opportunities for people like me to become the first Black speaker.”

In August 1908, a white mob lynched two Black men, Scott Burton and William K. Donnegan, and burned down homes and businesses in the city’s Black community. The riots were spurred by the mob seeking to lynch two men held in the Sangamon County Jail, Joe James and George Richardson. James had been accused and was later convicted in the county of murdering a white man, while Richardson was accused of sexually assaulting a white woman who later signed a statement saying she had falsified the allegation.

Biden’s proclamation said the deadly event was “emblematic of the racism, intimidation, violence, and lynchings that Black Americans experienced in communities across the country in the late 19th and early 20th Centuries.”

The monument will be located between N. 9th and 11th streets, and between E. Mason and E. Madison streets.

Welch said it’s important to emphasize history to avoid repeating it, and he mentioned the July 6 killing of Sonya Massey, a Black woman, by a white police officer.

“We have a party in this country right now that would love to erase history. They want us to forget a lot of the things that make America, America,” he said. “And I think it’s important that we continue to

recognize the significance of these events and make sure folks remember what occurred in this country.”

Lawsuit challenges credit card fee law

Financial institutions filed a long-promised legal challenge Thursday to a new state law that would prohibit them from charging fees on the tip and tax portions of debit or credit card transactions.

An “interchange fee” is a standard charge applied over 150 billion times annually across the U.S. when a credit or debit card is swiped. While it usually applies to a full purchase price, the Illinois law would exempt the portion that goes to tips and state and local taxes.

No other state has enacted such a limitation on interchange fees.

The provision – dubbed the Interchange Fee Prohibition Act – was included in the budgeting process to appease the state’s retailers, because the governor and Democratic lawmakers capped an existing tax discount claimed by retailers to fill a budget gap.

But the move drew swift backlash from financial industry advocacy groups. The Illinois Bankers Association, American Bankers Association, America’s Credit Unions and the Illinois Credit Union League filed a joint lawsuit after weeks of public advocacy against the change.

The change is not slated to take effect until July 1, 2025. The plaintiffs argue it would “upend the intricate and carefully calibrated global systems for debit and credit card purchases.” Specifically, they say the state action “usurps the federal government’s sole regulatory authority” of certain banks and credit unions.

The lawsuit also argues the fees are necessary for the financial institutions to offset risks such as the purchaser defaulting or the purchase being fraudulent.

Institutions “do not have the capabilities, systems, or processes to comply” with the law by July 1, the lawsuit argues, and they’d have to invest “potentially hundreds of millions of dollars” depending on the institution to put systems in place.

The lawsuit asked the courts to prevent the law from taking effect on July 1 and declare it invalid.

Proponents of the IFPA say it should be easily implemented because institutions are already prohibited from charging fees on purchases made through government programs such as the Supplemental

Nutrition Assistance Program, and the tax and tip portion of charges is already separated in financial systems.

State cuts funds to village of Dolton

Comptroller Susana Mendoza announced Thursday her office will withhold roughly $135,000 from a village in Chicago’s south suburbs for failing to file required annual financial reports with the state.

The village of Dolton, led by controversial Mayor Tiffany Henyard, has failed to file its annual financial report, a financial audit and three Tax Increment Financing district reports for two years, according to the comptroller’s office.

The money being withheld are the village’s “offset” funds, which is money held by the state from people who owe traffic tickets or other money to municipalities like Dolton.

Mendoza’s office also threatened to impose a fine of over $78,000 on the village if its leaders don’t address the problem. She said her office works with municipalities if they fall behind on reports, but that “Dolton is different.”

“The Mayor’s office has refused to communicate with us or address the problem,” Mendoza said in a statement. “If Mayor Henyard refuses to follow state law, my office will use the tools at our disposal to safeguard the interests of Dolton’s citizens.”

Henyard has drawn significant criticism in recent years for alleged corruption, misuse of public funds and personal battles with others in Dolton government. Her behavior sparked a change in state law earlier this year.

Federal investigators have served several subpoenas on the village, seeking, among other things, all expense reimbursements and credit card expenditures for Henyard, according to reporting from FOX 32.

The village’s board of trustees also hired former Chicago Mayor Lori Lightfoot – who worked on federal corruption investigations as a prosecutor in the late 1990s – to investigate Henyard earlier this year.

Phil Donahue, whose pioneering daytime talk show launched an indelible television genre, has died

Phil Donahue, whose pioneering daytime talk show launched an indelible television genre that brought success to Oprah Winfrey, Montel Williams, Ellen DeGeneres and many others, has died. He was 88.

NBC’s “Today” show, citing family members, said Donahue died Sunday after a long illness.

Dubbed “the king of daytime talk,” Donahue was the first to incorporate audience participation in a talk show, typically during a full hour with a single guest.

“Just one guest per show? No band?” he remembered being routinely asked in his 1979 memoir, “Donahue, My Own Story.”

The format set “The Phil Donahue Show” apart from other interview shows of the 1960s and made it a trendsetter in daytime television, where it was particularly popular with female audiences.

Later renamed “Donahue,” the program launched in Dayton, Ohio, in 1967. Donahue’s willingness to explore the hot-button social issues of the day emerged immediately, when he featured atheist Madalyn Murray O’Hair as his first guest. He would later air shows on feminism, homosexuality, consumer protection and civil rights, among hundreds of other topics.

The show was syndicated in 1970 and ran on national television for the next 26 years, racking up 20 Emmy Awards for the show and for Donahue as host, as well as a Peabody for Donahue in 1980. In May, President Joe Biden awarded a Presidential Medal of Freedom to Donahue, who was cited as a pioneer of the daytime talk show.

The show included radio-style callins, which Donahue greeted with his signature, “Is the caller there?”

The show’s last episode aired in 1996 in New York, where Donahue was living with his wife, actor Marlo Thomas. He met Thomas, the “That Girl” star of the 1960s who was a household name at the time and would later become a regular on “Friends,” when she appeared on his show in 1977.

He later said it was love at first sight, and they did a poor job of hiding it on the air.

“You are really fascinating,” Donahue told Thomas, grasping her hand. “You are wonderful,” Thomas said back. “You are loving and generous, and you like

women and it’s a pleasure, and whoever the woman in your life is, is very lucky.”

The two had been married since 1980. Donahue had five children, four sons and a daughter, from a previous marriage.

Donahue returned briefly to television in 2002, hosting another “Donahue” show on MSNBC. The network canceled it after six months, citing low ratings.

He was born Phillip John Donahue on Dec. 21, 1935, part of a middle-class Irish Catholic family in Cleveland.

Donahue was in the first graduating class of St. Edward High School, a Catholic all-boys preparatory school in the Cleveland suburb of Lakewood, in 1953. He graduated from the University of Notre Dame with a degree in business administration in 1957. He later rebelled against, and left, the church, though he poignantly recalled in his book that “a little piece” of his faith would always be with him.

After a series of early jobs in radio and TV, Donahue was invited to move an earlier radio talk show to Dayton’s WLWD television station in 1967. It moved in 1974 to Chicago, where it stayed for years, then ended its run in New York.

The show featured discussions with spiritual leaders, doctors, homemakers, activists and entertainers or politicians who might be passing through town. A frequent guest was his neighbor, Erma Bombeck, the humorist and syndicated columnist.

He said striking upon the show’s winning formula was a happy accident.

“It may have been a full three years before any of us began to understand that our program was something special,”

Donahue wrote. “The show’s style had developed not by genius but by necessity.

The familiar talk-show heads were not available to us in Dayton, Ohio. ... The result was improvisation.”

That lent a freedom to the show that persisted as it grew to No. 1 status in its class.

With an amiable style and a head of saltand-pepper hair, Donahue boxed with Muhammed Ali. He played football with Alice Cooper. His guests gave cooking lessons, taught break dancing and, more controversially, described “mansharing,” being a mistress, lesbian motherhood or — with the help of gathered video that got shows banned in certain cities — how natural childbirth, abortion or reverse vasectomies worked.

A stop on “Donahue” became a must for important politicians, activists, athletes, business leaders and entertainers, from Hubert Humphrey to Ronald Reagan, Gloria Steinem to Anita Bryant, Lee Iacocca to Ray Kroc, John Wayne to Farrah Fawcett.

Outside of his famous talk show, Donahue pursued several other projects. He partnered with Soviet journalist Vladimir Posner for a groundbreaking television discussion series during the Cold War in the 1980s. The U.S.-Soviet Bridge featured simultaneous broadcasts from the United States and the Soviet Union, where studio audiences could ask questions of one another. Donahue and Posner also co-hosted a weekly issues roundtable, Posner/Donahue, on CNBC in the 1990s.

Donahue also co-directed the 2006 documentary “Body of War,” which was nominated for an Oscar.

Historic Convention Moments

How the dramatic and the bizarre define convention history

CHICAGO (AP) — In 1948, the Republican and Democratic parties did something unthinkable in today’s climate of ferocious political animosity: They not only held their national conventions in the same city but also shared some of the props.

Both gathered in Philadelphia, largely because its Municipal Auditorium had already been fitted with the wiring needed for then-groundbreaking live convention coverage on national television.

To save money, Democrats asked Republicans to leave the American flags and bunting up to be reused at their event 17 days later. The GOP complied, though some items became faded and worn in the interval.

Like party camaraderie, the more informal way conventions were staged has evaporated. Once bare-knuckled showdowns to hammer out presidential nominees, modern gatherings have evolved into carefully scripted, made-forTV events meant to showcase party unity.

High political drama is behind the Democrats when their convention opens Monday in Chicago, after President Joe Biden succumbed to mounting pressure from many in his own party and abandoned his reelection bid last month. There is still the potential for protests at the convention, but Democrats have coalesced with surprising speed and new energy around Vice President Kamala Harris at the top of the party’s ticket. Republicans displayed similarly strong unity in nominating former President Donald Trump during the GOP convention in Milwaukee last month.

But even with conventions now choreographed down to tiny details, the unexpected can still happen. Here’s a look at a few soaring scenes, floor fights, street battles and other memorable convention moments that were uplifting, outlandish or just plain awkward:

Trump’s triumphant return

Trump made a dramatic entrance on the first night of last month’s Republican convention, striding into the arena to wild cheers with a bandage over his right ear, just two days after surviving an attempted assassination.

The moment led to speculation that the former president might emerge from the attack changed, ready to embrace a more optimistic outlook and perhaps stop leaning into the political divisions he has thrived on throughout his political career. During his convention speech three

nights later — with his ear still bandaged — the former president seemed to be doing just that, at first. He said early on that he sought to “launch a new era of safety, prosperity and freedom for citizens of every race, religion, color and creed.” But, by the end, Trump had returned to predictions of doom and division, warning, “Bad things are going to happen.”

Cruz’s non-endorsement

As the last candidate Donald Trump defeated during the 2016 GOP primary, Texas Sen. Ted Cruz amassed enough delegates to address the party’s convention in Cleveland — but balked at endorsing his ex-rival.

Still smarting over Trump calling him “Lyin’ Ted,” mocking his wife’s appearance and suggesting the senator’s Cuba-born father was involved in the assassination of John F. Kennedy, Cruz implored delegates to “vote your conscience.” That drew prolonged boos.

Cruz reversed himself and endorsed Trump that fall, and today he’s among his staunchest defenders. But at the time, the vitriol was high enough that Cruz’s wife, Heidi, was led from the convention floor, just in case.

Clint Eastwood’sempty chair

A head-scratching moment came in 2012, when Clint Eastwood addressed the Republican gathering in Tampa, Florida, with an empty chair standing in for then-President Barack Obama.

The actor and director spent 12 minutes conversing with the piece of furniture, and even dodging barrages of imaginary obscenities from it.

“What do you mean shut up?” Eastwood crowed.

He also joked about then-Vice President Biden’s reputation for gaffes — launching criticisms that may have proven prescient, given the questions that arose following his disastrous debate performance in June.

“Of course, we all know Biden is the intellect of the Democratic Party,” Eastwood told the chair. “Just kind of a grin, with a body behind it.”

‘Audacity of hope’

The year 2004 was otherwise terrible for Democrats, President George W. Bush won reelection and Republicans retained control of Congress. But one bright spot came from Obama, then a little-known Illinois state senator, electrifying his party’s Boston convention.

Obama dubbed himself “a skinny kid with a funny name who believes that

America has a place for him, too” and summed up his political philosophy as being built around “the audacity of hope.”

Gore’s extra-long kiss

As he stepped onstage to deliver a speech accepting his party’s 2000 presidential nomination in Los Angeles, Al Gore embraced his wife, Tipper, and gave her a full-mouthed kiss, hanging on much longer than usual for a display of passion in public.

The crowd cheered, but the kiss eventually encompassed an uncomfortable three seconds of screen time.

Gore had been battling criticisms that he was too stiff during public appearances, which may have explained how hard he leaned in. Regardless, the smooch was remembered more than Gore’s speech.

He went on to narrowly lose that November to Bush. A decade later, the Gores separated after 40 years of marriage.

Women on the ticket

At the Democrats’ 1984 convention in San Francisco, presidential nominee Walter Mondale announced Geraldine Ferraro as his running mate, making her the first woman on a major presidential ticket. Ferraro declared, “America is the land where dreams can come true for all of us,” though she and Mondale went on to win just 13 electoral votes compared to President Ronald Reagan ‘s 525.

More than 20 years later, Sen. John McCain chose Sarah Palin as his vice presidential candidate, and her speech at the Republican convention in St. Paul, Minnesota, was a hit, mixing the then-Alaska governor’s compelling personal story with humor and political punch. It gave McCain a boost, but he still lost to Obama.

At the 2016 Democratic convention in Philadelphia, Hillary Clinton became the first major-party female presidential nominee, declaring, “When any barrier falls in America, for anyone, it clears the way for everyone.” She eventually lost to Trump.

Kamala Harris was the first woman on a winning ticket, accepting her role as Biden’s running mate during a mostly virtual convention last cycle. Now, having replaced Biden as the Democratic nominee, she’s seeking to become the nation’s first woman to serve as president.

Opposing the incumbent

In 1976, Reagan, then California’s governor, challenged President Gerald Ford from the right and touched off a bitter struggle at the GOP’s convention in

Kansas City. Ford narrowly prevailed with 1,187 votes to 1,070, but lost that November to Democrat Jimmy Carter.

Four years later, at the Democratic convention in New York, Carter himself faced a floor challenge from Massachusetts Sen. Ted Kennedy, who badly trailed the president in delegates but tried to loosen rules on how they were pledged to vote. Tensions ran high and, though the change was defeated, Carter later lost to Reagan.

Eagleton’s 18-day vice presiden- tial candidacy

The pressure on Biden to leave the race was without modern precedent at the top of a presidential ticket — but not when it comes to a nominee’s running mate.

Shortly after the 1972 Democratic convention in Miami, reports surfaced that Democratic presidential nominee George McGovern ‘s vice presidential pick, Missouri Sen. Thomas Eagleton, had previously undergone electroshock therapy to treat depression.

A divided convention had prompted McGovern to tap Eagleton on its final day, after he was turned down by several alternatives. Eagleton therefore didn’t receive much vetting of his record, which might have surfaced the medical disclosures earlier.

Eagleton resigned after 18 days on the ticket and was replaced by Sargent Shriver. Incumbent Republican President Richard Nixon went on to win 49 out of 50 states that November.

Chaos in Chicago

After President Lyndon B. Johnson opted not to seek reelection and Robert F. Kennedy was assassinated, Vice President Hubert Humphrey secured the 1968 Democratic nomination at the party’s convention. But that was only after a raucous floor fight that ended with delegates defeating a peace platform seeking an end to the Vietnam War.

What happened at the convention was overshadowed by thousands of antiwar protesters who marched in the streets. Demonstrators were attacked by police, sparking such turmoil that the tear gas fired reached the 25th floor suite where Humphrey was preparing for his appearance at a hotel 5 miles from the convention site.

The Democratic convention returns to Chicago this week, and widespread demonstrations are being planned to oppose the Biden administration’s support for Israel in its war with Hamas — leaving some to wonder whether a 1968 redux could be coming.

The month of August is both peak for the summer garden and one of transition. I, and others, have been harvesting what feels like buckets of tomatoes. After some concerns with seasonal issues of too much rain and drought, the tomato harvest looks very good for the year. August is also when apple and pumpkin harvest begins, albeit towards the end of the month. Many Rockford area orchards expect to open this weekend with the first variety, ‘Zestar!’, available for picking. With harvest of apples beginning, there are some issues you may be seeing now or in the future in your own home orchard.

Energy & Environment

End of August apple issues

One of the unusual issues that we have seen in samples at the University of Illinois Extension office is the result of cicada damage. Recently, I visited a small orchard with an apple tree that was defoliated/losing all it’s leaves, blossoms had shriveled up, and the apple fruit was dropping. When I looked at the culprit, you could see clear evidence of cicada damage from this past spring. In fact, the grower, living near a wooded area/forest preserve, noted they had received severe cicada populations covering the trees. So these trees began the summer under stress from cicadas that when combined with too much water, heat, dry periods, disease, and other environmental stress

was leading to the current conditions on the tree. While nothing can be done at this time to remedy the situation, it is something to be aware of if your trees are showing strange symptoms right now. This season also looks like a heavy apple crop load on trees in our region. In driving around, homes with apple trees are covered in fruit. While this can be a good thing, it can also be too much for the tree. Too much fruit will lead to smaller fruits and sometimes mishappen ones. Commonly an apple tree will lose fruit mid-summer by dropping smaller fruits so it can focus on the big fruit. However, not all trees will do this and usually it’s better for you to intervene by thinning/

removing fruits in early June once the fruit begins to grow/flowers have been pollinated. Many commercial orchardists in our region will thin 2-3x in a growing season to get larger apples. The other reason you would want to thin, other than increasing fruit size, is that a heavy crop load in one year may result in no fruit the next year. Biennial bearing is the term for this and some varieties are more prone to this than others. Like cicada damage, you cannot do anything about it this year, other than prepare for next season and learn how to thin.

Solving energy, enviroinmental and social problems at an appropriate scale

As kids during WW II we could secure a little spending money by gathering bottles and returning them to stores that sold beverages. Years later as doctoral students at the University of Michigan we participated in cleaning up a portion of the Huron River and supported an effort by students to place a tax on beverages to provide incentives to encourage recycling.

While the Huron River’s edge was cleaned up that spring, the attempted legislative bill supported by students to provide refunds for returned bottles and aluminum cans was redirected by legislators into a new bottling plant to provide jobs and taxes. Years later an incentive for recycling was provided in Michigan. Recycling became a popular effort across the county but the movement lost some of its vigor as costs involved rose, public participation declined and

countries in the global south became tired of burning, landfilling and throwing imported wastes into the ocean.

A partial solution of designing products to both last longer and be useable in other applications in the economy failed to occur at a scale which could lead to a dramatic reduction in wastes. The economy was structured to maximize profits.

While recycling still occurs it is not done on a large enough scale to properly address the waste problem. After three centuries of industrial developments, efforts to dramatically reduce wastes has not occurred. As a result environmental conditions continue to deteriorate as wastes in many forms still exceed nature’s ability to process them.

The never ending pursuit of economic growth on a finite planet relies on massive consumption of energy and other resources which studies indicate are in decline. The remaining resources occur in lower concentrations and are more costly to secure and process leaving more

environmental damage in support of our complex global economic system.

As energy sources of coal, gas, oil and essential minerals dwindle, an increasing number of reports describe three broad alternatives as possible responses to growing environmental and social crisis. One is to continue with business as usual in the expectation that market forces will provide new technologies to solve the energy, environmental and social problems. A second alternative is to embrace a degrowth agenda which would provide some of the the benefits of industrialization while reducing its negative aspects. A third alternative is to use fear to panic the majority of the global population into accepting economic poverty while protecting the consumptive lifestyles of the elite.

Another alternative may by necessity grow in scale if energy, environmental and social tensions continue to deteriorate. Some individuals and small groups choose to live simple lifestyles such as

those practiced by the Amish, the strategies people used to cope with the Great Depression of the 1930s or consumption restrictions during WW II. Once basic needs are met people can still find ways to enjoy life.

The spirit of sharing helps to make life more pleasant. It still exists as illustrated by the story of an elderly man counting his change on the hatch on his old Blazer. He forgot to bring his wallet and needed to buy food for his ailing wife. A kindly woman observed his efforts and gave him $20 for the food allowing him to avoid another 10 mile round trip.

Since her gift appeared to be an offer to help an assumed poor man buy food, he extended her gift to others in need of food, giving an equivalent amount and an additional $30 to a charity which gives food to the poor. Charity still exists in our society but not on an appropriate scale to address the problem of poverty.

The Friends of the Coronado Foundation and State Representative Maurice West are excited to open the doors at the Coronado Performing Arts Center for a free movie and activities day. Doors open at 1:30 p.m. for premovie activities including Magician Johnny Silver, kids activities with the Rockford Park District, Rockford Public Library, and Discovery Center There will also be face painting by Juju Rey's Art Clubhouse. Snacks and beverages will be available for purchase. The movie will begin at 3:00 pm.

Celebrating its 15th year, the Crossroads Blues Festival is headed to Lyran Park for a full day of live blues music, food and fun. Guests can enjoy the sultry sounds of Yates McKendree, Eddie 9V, Johnny Rawls with Dave Keller Band, Win Noll and The Rockin Souls, Joe Filisko, and Big Al Dorn & The Blues Howlers Food and beverages will also be available for purchase on-site The festival opens at 11:00 a m Tickets for the festival are $10 for advanced, $15 at the gate, and free for ages 18 and under.

Tough Mudder returns again this year with exciting new challenges and rewards. Known for pushing limits, this event tests endurance and resilience with its world-famous obstacles. Participants in both the 15K and 5K races will earn a new finisher medal, Tshirt, headband, and enjoy post-event beer (21+). For those seeking an extra challenge, Toughest Mudder offers a grueling 12-hour endurance race with exclusive gear and bragging rights The event opens at 7 a.m. on Saturday and 8:30 a.m. on Sunday. Vendors and official merchandise are also available.
