Illinois Secretary of State Alexi Giannoulias this week filed administrative rules that would increase the age at which a driver is required to pass a driving test when they renew their license, raising it from 75 to 79.
The rules – proposed by Giannoulias to the legislative Joint Committee on Administrative Rules – would keep in place a state policy that went into effect during the COVID-19 pandemic.
During the pandemic, lawmakers in Springfield temporarily modified several requirements for driver’s licenses to ease strain on the secretary of state’s office, which oversees driver services facilities. That included the age increase for required driver tests.
But that policy was scheduled to expire on Oct. 1, so Giannoulias’ office filed emergency rules to extend it beyond that date, along with identical permanent rules. That rulemaking committee’s next regular meeting is planned for Oct. 17 in Chicago, at which point it can determine whether to leave the rules in place, request changes or file an objection.
“This change would make Illinois driving standards for senior drivers more consistent compared to other states while
keeping Illinois as one of the strictest states for license renewals,” Giannoulias said in a Wednesday news release.
Under the pandemic-era policy and the rules proposed by Giannoulias, all drivers aged 78 and younger must renew their licenses every four years. At age 79, drivers must complete a driving test as part of that process.
State policies for those aged 79 and older would not change under Giannoulias’ proposed rules. Drivers aged 81 to 86 must renew their license and take a vision and driving test every two years, and drivers aged 87 and older must renew their license and take those tests every year.
Illinois is the only state in the country that has a driving test requirement for people over a certain age. Illinois also requires more frequent driver’s license renewals for people over age 80, something only 23 states require.
The change will affect approximately 3 percent of Illinois’ driving population, according to the secretary of state’s office.
As part of the temporary change, the secretary of state’s office issued a report on driving safety among older drivers, which found that drivers aged 75 years and older were involved in fewer crashes – even after the temporary rule change went into effect – than those aged 16 to 69 years.
“When it comes to total crashes, individ-
uals who are aged 75 and older consistently experienced lower crash rates compared to nearly every other age group,” according to the report.
Age-related requirements for drivers have been a longtime issue for AARP Illinois, an advocacy group that represents the interests of those over age 50.
“Age alone is not determinative of driving performance” Ryan Gruenenfelder, outreach and advocacy manager at AARP Illinois, told Capitol News Illinois.
Gruenenfelder said AARP receives complaints about age-related requirements for drivers, noting they make competent drivers feel “targeted” for their age. He said the organization will continue to work with the secretary of state’s office and advocate for using a person’s mobility or indicators of driving behavior to trigger possible driving test requirements, regardless of age.
But Gruenenfelder said AARP commends Giannoulias for his recommendation this week. The group also approves of Giannoulias’ September action to move the state’s busiest driver services facilities to an appointment-based model, as well as this week’s announcement that two new facilities targeted to senior drivers will offer walk-in services.
Urban or Independent Art has spontaneous, expressive, and sometimes chaotic imagery heavily influenced by street art and graffiti. Dysen White, a young and emerging artist, paints with these same sensibilities adding his personal vision and experiences to his art.

White’s paintings are featured in a premier exhibition titled, “Odyssey: The Teen” which opens Friday, October 6th, Fall ArtScene, in the Kortman Gallery Downtown Rockford.
“Artist and art educator Kyle Wolfe introduced us to Dysen’s work which immediately impressed us with its
highly expressive, stimulating imagery that is both honest and energizing,” said Kortman Gallery director. “Dysen could be characterized as a naive artist, however his deliberate, yet spontaneous approach to his imagery gives his work an urbane vibe that I’m sure will mature as he continues to learn and grow as an artist.”
Kyle Wolfe who is Dysen’s teacher at Roosevelt High School, has also become his mentor.
“I teach digital art, but have also worked in traditional art forms,” says Kyle. “Dysen’s artistic prowess with painting is self taught. He seems to have a compulsion for painting that is remarkable. He is a prolific artist, always
creating and evolving which is refreshing to see in a person his age.”
“Odyssey: The Teen” featuring paintings by Dysen White opening receptions are Friday, October 6th, 5:00 to 9pm and Saturday, October 7th, 3:00 to 9pm (Fall ArtScene) upstairs in the Kortman Gallery, 107 North Main Street in Downtown Rockford. WASHINGTON (AP) — President Joe Biden said Sunday that American aid to Ukraine will keep flowing for now as he sought to reassure allies of continued U.S. financial support for the war effort. But time is running out, the president said in a warning to Congress.
“We cannot under any circumstances allow America’s support for Ukraine to be interrupted,” Biden said in remarks from the Roosevelt Room after Congress averted a government shutdown by passing a short-term funding package late Saturday that dropped assistance for Ukraine in the battle against Russia.
“We have time, not much time, and there’s an overwhelming sense of urgency,” he said, noting that the funding bill lasts only until mid-November. Biden urged Congress to negotiate an aid package as soon as possible.
“The vast majority of both parties — Democrats and Republicans, Senate and House — support helping Ukraine and the brutal aggression that is being thrust upon them by Russia,” Biden said. “Stop playing games, get this done.’’
But many lawmakers acknowledge that winning approval for Ukraine assistance in Congress is growing more difficult as the war grinds on. Republican resistance to the aid has been gaining momentum and the next steps are ahead, given the resistance from the hard-right flank.
While Senate Majority Leader Chuck Schumer, D-N.Y., has begun a process to potentially consider legislation providing additional Ukraine aid, House Speaker Kevin McCarthy, R-Calif., faces a more difficult task in keeping the commitment he made over the objections of nearly half of his GOP majority.
He told CBS’ “Face on the Nation” that he supported “being able to make sure Ukraine has the weapons that they need,” but that his priority was security at the U.S.-Mexico border.
“I firmly support the border first,” he said. “So we’ve got to find a way that we can do this together.”
By omitting additional Ukraine aid from the measure to keep the government running, McCarthy closed the door on a Senate package that would have funneled $6 billion to Ukraine, roughly one-third of what has been requested by the White House. Both the House and Senate overwhelmingly approved the stopgap measure, with members of both parties
abandoning the increased aid in favor of avoiding a costly government shutdown.
Now Biden is working to reassure U.S. allies that more money will be there for Ukraine.
“Look at me,” he said turning his face to the cameras at the White House. “We’re going to get it done. I can’t believe those who voted for supporting Ukraine -overwhelming majority in the House and Senate, Democrat and Republican -- will for pure political reasons let more people die needlessly in Ukraine.”
Foreign allies, though, were concerned. European Union foreign policy chief Josep Borrell said Sunday from Kyiv that he believed it wouldn’t be the last word, but he noted the EU’s continued substantial financial support for Ukraine and a new proposal on the table.
“I have a hope that this will not be definitive decision and Ukraine will continue having the support of the U.S.,” he said.
The latest actions in Congress signal a gradual shift in the unwavering support that the United States has so far pledged Ukraine in its fight against Russia, and it is one of the clearest examples yet of the Republican Party’s movement toward a more isolationist stance. The exclusion of the money for Ukraine came little more than a week after lawmakers met in the Capitol with Ukrainian President Volodymyr Zelenskyy. He sought to assure them that his military was winning the war, but stressed that additional assistance would be crucial.
After that visit, Schumer said that one sentence summed up Zelenskyy’s message in his meeting with the Senate: “’If we don’t get the aid, we will lose the war,”
Schumer said.
McCarthy, pressured by his right flank, has gone from saying “no blank checks” for Ukraine, with the focus being on accountability, to describing the Senate’s approach as putting “Ukraine in front of America.”
The next funding deadline, which comes during the U.S.-hosted meeting in San Francisco of Asia-Pacific Economic Cooperation leaders, is likely to become a debate over border funding in exchange for additional Ukraine aid.
This was the scenario that Mitch McConnell, the Senate Republican leader who has championed Ukraine aid, was trying to avoid back in summer when he urged the White House team not to tangle the issue in the government shutdown debate, according to people familiar with his previously undisclosed conversations with the administration who spoke on condition of anonymity to discuss the private talks. Now, all sides are blaming the other for the failure, straining to devise a path forward.
Voting in the House this past week pointed to the potential trouble ahead. Nearly half of House Republicans voted to strip $300 million from a defense spending bill to train Ukrainian soldiers and purchase weapons. The money later was approved separately, but opponents of Ukraine support celebrated their growing numbers.
The U.S. has approved four rounds of aid to Ukraine in response to Russia’s invasion, totaling about $113 billion, with some of that money going toward replenishment of U.S. military equipment that was sent to the front lines. In August, Biden called on Congress to provide for an additional $24 billion.
CHICAGO (AP) — Bears coach Matt Eberflus praised his team’s passion and energy. He said the team’s execution was “really good in spots,” and that was “a big improvement.” He pointed to what he called “a lot good moments in there.”
It was quite the take on Chicago’s 14th consecutive loss dating to last season, one in which the Bears blew a 21-point lead during an ugly finish that included a couple of questionable decisions by Eberflus and his coaching sta�.
Justin Fields passed for a career-high 335 yards and four touchdowns, but he also had a fumble returned for a score and threw an interception on Chicago’s final drive in a 31-28 loss to Denver on Sunday. The Bears led 28-7 after Khalil Herbert’s 2-yard TD reception with 4:11 left in the third quarter.
“Obviously we’re all very disappointed in this hard-fought battle that we had today and the outcome,” Eberflus said. “But I certainly can see things moving in the right direction for our football team.”
Chicago had a 28-21 lead when Fields was stripped on a sack by Nik Bonitto. Jonathan Cooper returned the fumble 35 yards for a tying touchdown with 6:55 left.
But the Bears (0-4) bounced right back, driving down the field on their next possession. Facing a third-and-5 at the Broncos 22, Herbert rushed for 4 yards with about three minutes to go.
After Denver (1-3) called timeout, Chicago lined up to go for it but then called timeout when it was unable to draw an o�sides penalty.
“You get him up there like you’re going
for it right away and you freeze, and you call timeout right before,” Eberflus said. “And then you get your best play available, because it gives you a little bit more time to get that best play going and making sure that ... we’re all good, and we’re set up for that moment.”
Instead of trying a tiebreaking field goal, the Bears had Fields line up in the shotgun for a read option. The quarterback handed the ball to Herbert, who was stu�ed for no gain.
“Just didn’t go our way,” Fields said. “Missed the block back side, and just got to execute in that situation.”
Eberflus said he decided to go for it because he liked the way the team was running the ball. Asked about the decision to run out of shotgun instead of having Fields under center, Eberflus said they felt that was the best play at the time.
“Just because you know it’s about moving people o� the ball and as we’ve been doing all day,” Eberflus said, “and we’ve just got to execute in that moment.”
After Wil Lutz kicked a 51-yard field goal for Denver with 1:46 left, Chicago had one last chance. But Fields was picked o� by Kareem Jackson when the QB tried to find Cole Kmet over the middle on third-and-13.
What was left of a Soldier Field crowd of 62,220 booed vociferously as the final seconds ticked o�.
“It hurts. ... We were on our way there at the end of the fourth but we just couldn’t get it done,” Kmet said.
Chicago and Carolina are the last winless teams in the NFL through Week 4, and the Bears own the Panthers’ fi rstround selection in the 2024 draft. But
that’s cold comfort for a Bears franchise dealing with all sorts of issues.
Wide receiver Chase Claypool was a healthy scratch after he told reporters during the week that he was not being put in the best position to succeed. He was acquired from Pittsburgh for a secondround draft pick last season.
The 25-year-old Claypool did not attend the game. After Eberflus indicated it was the receiver’s choice, a team
spokesman said the Bears asked him to stay home.
“Chase, he’s a weapon. He’s passionate,” Fields said. “He just has to work on his display of his emotions, and you know me and him have had multiple conversations with that. But I mean as far as do I want him on the team, that’s an easy answer. Yes, of course.”

Fall is a very good time to start making decisions on growing fruit trees in the backyard. Because many apples and pears are harvested during this time, you have the ability to taste di�erent varieties to determine which ones you may want to grow. Due to the current weather, it’s recommended to plant your orchard in the spring. You’ll also find a better selection of trees than right now.
Apples and pears grow well in Northern Illinois while peaches, plums, and tart cherries depend on the season. Most fruit trees will either require or benefit
by you growing more than one variety for cross-pollination. Your pears and apples absolutely need more than one variety as it will lead to no fruit if you don’t have this in your orchard. This means that if you only had space for four trees you would want to ensure that it was not merely ‘Honeycrisp’ but a mixture of di�erent varieties blooming at the same time. Our cold winters can kill the buds of peaches, plums, and tart cherries. If our air temperatures dip below -8F for consecutive days this can lead to no yields that summer. You should not expect fruit from this group every year though tart cherry buds are more consistent in
surviving. The buds of pears and apples are able to survive this cold period but are more susceptible to late spring frosts. Our weather is the main reason that we do not recommend sweet cherry trees as not only do their buds need to survive the winter but you also need more than one variety for cross-pollination. Peach and tart cherry trees will produce fruit even if you only have one of these trees in your backyard.
After you have decided on variety, you need to think about the actual height of your tree. Dwarf, semi-dwarf, and standard are the main types of fruit trees available. A dwarf tree will reach 8-10 feet followed by
According to an update provided by the non-profit Sun Day Campaign, during July of this year solar energy supplied two-thirds of new generating capacity in the United States. Their update was based on information released by Federal Energy Regulatory Commission and the US Energy Information Administration. New solar installations produced more electricity than that supplied by hydro and is expected to overtake wind production by 2026 and constitute one-eighth of total installed capacity.
The growth rate for solar in July was greater than other energy source with 26.6% of the increased output coming from small scale distributed and rooftop systems. If projected installations materialize, by midsummer of 2026 solar could account for roughly 13% of the country’s generating capacity.
Whether that rate of growth is reached could be impacted by California’s decision to slash rooftop solar compensation by 75% in December, 2025. The state’s energy regulators accepted utility arguments that solar installations by more well to do customers were being
subsidized by modest income utility customers.
According to Vote Solar the decision was based on a narrow view of the situation and should have included a larger perspective which included the potential of the economic loss being imposed on those who invested their own funds on the systems. Those with existing systems were being encouraged to invest in battery systems to regulate their production, consumption and sales of renewable energy back to the utility grid.
A fuller discussion of the California situation appeared in a podcast interview by John Farrell of Local Energy Rules podcast entitled: Don’t Follow California’s Lead on Rooftop Solar. Sachu Constantine, the Executive Director of Vote Solar, was interviewed for the Podcast. It was a lengthy interview in which they discussed the California decision which is worth the time it takes to read the printed copy of the interview.
Constantine sees the ruling as a setback of solar in California but considers that an appropriate response to it can be seen as a way to continue to make distributive energy resources and storage a part of an energy mix. With one fourth of California’s energy already coming from
solar, and a large portion of that coming from residential and commercial and distributed sources, it is also a valuable source of energy.
The industry generates jobs and income, provides cleaner air, addresses climate change, provides a measure of energy security and provides low cost energy supplies. Given large scale investments in rooftop solar, it should be valued on its own merits.
Since California was the nation’s leading state in rooftop installations, it was feared that their cuts would impact programs in other states. Arizona was set to declare a dramatic cut in compensation, but the proposal was pulled and the compensation cuts were within a normal range.
In Wisconsin a more measured reduction in net metering compensation was recently reached between Renew Wisconsin and Alliant Energy preserving net metering for two years while providing incentives for future solar installations. Renew expressed their thanks to grassroots support for continuing net metering. Their opposition continues in response to Madison Gas and Electric’s proposal.
Net metering remains an important
semi-dwarf with 10-15 feet, and finally a standard with 18-25 feet in height. If you are unsure of if you have enough space for many fruit trees, a good rule of thumb is that you should space a fruit tree from trunk-to-trunk based on it’s expected height.
