24 Rockford artists create small scale works for Kortman holiday exhibit: One of the fond memories of urban Christmas shopping was looking in department store and shop windows and seeing the magical holiday displays in the front windows. Everything looked so exciting and alluring. The Kortman Gallery hopes to recapture that holiday shopping experience in its holiday group exhibition, “Window Shopping: Art within a Space” opening Friday, November 22nd, from 5:30-9pm. Twenty-four of some of Rockford’s most accomplished artists have been invited to create a small scale work of art that will fit within a 12 inch by 12 inch “window” box. The result is a dazzling array of media, including paintings, ceramics, sculptures, and mixed media. “The invited artists were not restricted by media or subject matter allowing each artist to work in their own creative realm,” said Doc Slafkosky, Kortman Gallery director. “The only restriction was size.” A series of small window boxes has been installed in the gallery to recapture a “window shopping” experience. Each work of art is displayed within its own space allowing the viewer to explore and discover each work of art as they walk around the room. “We hope that a visit to this exhibition, in a small way, emulates that magical holiday memory of looking into store windows and seeing an exciting Christmas gift you hoped you might receive,” says Slafkosky. Illinois medical debt relief program erases $72M of debt

A state pilot program designed to erase medical debt for 300,000 Illinois residents has already helped thousands eliminate $72 million of debt, the governor’s office announced Thursday.

The Medical Debt Relief Pilot Program launched on July 1 – the start of the state’s 2025 fiscal year. Since then, it has erased

debt for 52,745 residents. Residents whose debt has been forgiven so far will receive letters in the mail next week notifying them they no longer carry the debt.

“The Illinois Medical Debt Relief Pilot Program represents a promise to help families focus on health and recovery without the weight of financial strain,” Gov. JB Pritzker said in a statement. “We’re just getting started, and my administration remains dedicated to bringing this relief to vulnerable communities across the state.”

eliminating $1 billion of medical debt. The state is partnering with the nonprofit Undue Medical Debt, which can buy debt from collection agencies, hospitals and similar entities for just a few cents per dollar. Every $1 collected translates into $100 of debt relief by the nonprofit, which partners with governments on debt forgiveness programs.

The state’s pilot program is modeled off a Cook County program, where the county used $12 million of American Rescue Plan Act funds to forgive debt in partnership with the same nonprofit. Thus far, that program has relieved $382 million of medical debt for 213,000 qualifying county residents.

Residents who had their debt erased in the initial round of forgiveness had an average of $1,349 of debt, according to the governor’s office, with one person holding $242,136 of debt. More than 20,000 Will County residents alone have had their debt retired so far.

Illinoisans must meet certain qualifications to be eligible for the program. Residents with a household income at or below 400% of the federal poverty level, or with debt that is 5% or more of their income, can receive forgiveness under the program. Eligible residents do not need to apply for help and will be notified by letters in the mail once their debt has been forgiven.

Medical debt is particularly burdensome on people of color, with Black Illinois residents 50% more likely to suffer from medical debt, according to the governor’s office.

Earlier this year, Loyola Medicine, Undue Medical Debt and Cook County announced another agreement to eliminate $112 million of medical debt for Loyola patients.

The fall, while the ground is not frozen, remains a good time to get a soil test. By testing in the fall, you have time to modify the soil pH, add organic matter (like manure, leaves, or compost), or manage other problems before you grow again in the spring.

The first question you need to answer is whether you need a soil test or not. You should consider getting a soil test if you haven’t had one in 3-5 years, there were noticeable issues in your production that could be soil related, you’ll be planting

perennial plants, and/or you will be growing in an area in 2025 that is brand new. The reasons for most of these is that you don’t know what you have until you have it tested. For perennial plants, it can also be difficult to modify the soil once you have already planted. By having soil test results, it can prepare you for changes you need to make.

We recommend working with a soil testing lab and you can find one by visiting: https://extension.illinois.edu/soil/ soil-test-labs. We also provide soil tests in our University of Illinois Extension office where you can pick up the kit, collect soil, and send to a lab. Typically, standard tests

cost $16-18 and usually you just need one soil test for your growing area. You might consider more than one test if you want to test different areas (lawn vs vegetable garden) or have underperformance in one part of your garden compared to the rest. Each kit will tell you how to collect the soil. In general, you are taking small samples from multiple areas of the growing area, combining them into a bucket, and then taking a sample from this mixture. This is about ½ cup of a sub-sample. The kit also asks what you plan to grow/currently growing. This is important as the soil testing lab will base their recommendations on your plant’s

soil needs.

Results can arrive quickly between 1-2 weeks. The main information a soil test will provide is soil pH, soil organic matter, and soil nutrients (like Phosphorus and Potassium). Combined with what you told the lab you plan to grow, they will share results that should be addressed. You should expect from these results that you may need to lower/raise soil pH, add organic matter, and/or utilize a fertilizer with higher nutrients in the spring. So, some actions that would need to be done in the fall and/or the spring.

Rockford Choral Union presents its 78th season of George Frideric Handel’s ‘Messiah’

Rockford Choral Union presents its 78th season of George Frideric Handel’s “Messiah” on Saturday, November 30 and Sunday, December 1 at 3 p.m. at Emmanuel Lutheran Church, 920 3rd Ave., in Rockford.

These concerts were performed first Rockford by the Rockford Lutheran Choral Union in 1945 as a gift to the community especially to veterans returning from World War II. With the exception of 2020’s Covid interruption, these Rockford concerts have been given every year since 1945.

This year’s presentations will be directed for the sixth year by Mike Beert with about 65 volunteer choral singers from many Rockford area churches with a full Baroque chamber orchestra, harpsichord, organ and trumpet. The Rockford Choral Union again welcomes the same four talented professional soloists including two natives of Rockford,

mezzo Claudia Holden, granddaughter of choir member Peter Thomas, and tenor Michael Day, Soprano Susan Nelson from Princeton, IL, and Bass Nicolai Janitzky, now residing in Belvidere.

The “Messiah” message remains a living testament to the One who came to bring salvation and hope to everyone.

Part One includes the prophecy of the coming Redeemer. Part Two details the birth, life and  suffering, death and Resurrection of the Lord Jesus Christ.  Part Three completes the story with the Resurrection of the dead with thanks for victory over death, and the Glorification of the Redeemer.

Handel was able to adapt this oratorio form to express the ideas of religious fervor and faith so strongly held during the reigns of Kings George I and II of England.  Handel used some of the music from his operas and adapted it to this sacred work using 79 passages from both the Old and New Testaments of the King James Version of the Bible.  George

II was so moved  by the music and its message at its first performance April 13, 1742 in Dublin, Ireland that he rose to his feet for the “Hallelujah Chorus”, an act which many attribute to the tradition of audiences standing during its singing.

Though many people have come to the “Messiah” concerts to be entertained, Handel was thought to have said to a friend, “I do not wish to entertain them, sir, but to make them better”.

Here are some more tidbits about Handel: He composed the “Messiah” in 24 days. Handel’s father wanted him to become a lawyer. Young Handel had to practice music on the sly with a borrowed harpsichord. He had his own organ shipped to Ireland for the first performance of the “Messiah”. Handel provided 600 English pounds in his estate for a monument to be built in Westminster Abbey; three years later the monument designed by a French sculptor was so installed.

Ukraine War Moscow warns the US over allowing Ukraine to hit Russian soil with longer-range weapons

KYIV, Ukraine (AP) — The Kremlin warned Monday that President Joe Biden’s decision to let Ukraine strike targets inside Russia with U.S.-supplied longerrange missiles adds “fuel to the fire” of the war and would escalate international tensions even higher.

Biden’s shift in policy added an uncertain, new factor to the conflict on the eve of the 1,000-day milestone since Russia began its full-scale invasion in 2022.

It also came as a Russian ballistic missile with cluster munitions struck a residential area of Sumy in northern Ukraine, killing 11 people, including two children, and injuring 84 others. Another missile barrage sparked apartment fires in the southern port of Odesa, killing at least 10 people and injuring 43, including a child, Ukraine’s Interior Ministry said.

Washington is easing limits on what Ukraine can strike with its Americanmade Army Tactical Missile System, or ATACMs, U.S. officials told The Associated Press on Sunday, after months of ruling out such a move over fears of escalating the conflict and bringing about a direct confrontation between Russia and NATO.

The Kremlin was swift in its condemnation.

“It is obvious that the outgoing administration in Washington intends to take steps and they have been talking about this, to continue adding fuel to the fire and provoking further escalation of tensions around this conflict,” spokesman Dmitry Peskov told reporters.

The scope of the new firing guidelines isn’t clear. But the change came after the U.S., South Korea and NATO said recently that North Korean troops are in Russia and apparently are being deployed to help Moscow drive Ukrainian troops out of Russia’s Kursk border region.

Russia also is slowly pushing Ukraine’s outnumbered army backward in the eastern Donetsk region. It has also conducted a devastating aerial campaign against civilian areas in Ukraine.

Peskov referred journalists to a statement made by President Vladimir Putin in September in which he said allowing Ukraine to target Russia would significantly raise the stakes.

It would change “the very nature of the conflict dramatically,” Putin said at the time. “This will mean that NATO countries — the United States and European

countries — are at war with Russia.”

Peskov claimed that Western countries supplying longer-range weapons also provide targeting services to Kyiv. “This fundamentally changes the modality of their involvement in the conflict,” he said.

Putin warned in June that Moscow could provide longer-range weapons to others to strike Western targets if NATO allowed Ukraine to use its allies’ arms to attack Russian territory. He also reaffirmed Moscow’s readiness to use nuclear weapons if it sees a threat to its sovereignty.

President-elect Donald Trump, who takes office in about two months, has raised uncertainty about whether his administration would continue vital military support to Ukraine. He has also vowed to quickly end the war.

Ukrainian President Volodymyr Zelenskyy gave a muted response to the approval that he and his government have been requesting of Biden for more than a year.

“Today, much is being said in the media about us receiving permission for the relevant actions,” Zelenskyy said in his nightly video address Sunday.

“But strikes are not made with words. Such things are not announced. The missiles will speak for themselves,” he said.

The new policy’s consequences on the battlefield are uncertain. ATACMS, which have a range of about 300 kilometers (190 miles), can reach targets far behind the about 1,000-kilometer (600-mile) front line in Ukraine, but they have relatively short range compared with other types of ballistic and cruise missiles.

The policy change came “too late to have a major strategic effect,” said Patrick Bury, a senior associate professor in security at the University of Bath in the United Kingdom.

“The ultimate kind of impact it will have is to probably slow down the tempo of the Russian offensives which are now happening,” he said.

Ukraine could target enemy troops concentrated in Kursk or logistics hubs or command headquarters, Bury added.

The cue for the policy change was the arrival in Russia of North Korean troops, according to Glib Voloskyi, an analyst at the CBA Initiatives Center, a Kyiv-based think tank.

“This is a signal the Biden administration is sending to North Korea and

Russia, indicating that the decision to involve North Korean units has crossed a red line,” he told AP.

Russian lawmakers and state media bashed the West over what they called an escalatory step, and threatened a harsh response.

“Biden, apparently, decided to end his presidential term and go down in history as ‘Bloody Joe,’” senior lawmaker Leonid Slutsky told Russian state news agency RIA Novosti.

Vladimir Dzhabarov, deputy head of the foreign affairs committee in the upper house of Russian parliament, called it “a very big step toward the start of World War III” and an attempt to “reduce the degree of freedom for Trump.”

Russian newspapers offered similar predictions of doom. “The madmen who are drawing NATO into a direct conflict with our country may soon be in great pain,” Rossiyskaya Gazeta said.

Some NATO allies welcomed the move.

President Andrzej Duda of Poland, which borders Ukraine, praised the

decision as “much needed” and calling it a “very important, maybe even a breakthrough moment” in the war.

“In the recent days, we have seen the decisive intensification of Russian attacks on Ukraine, above all, those missile attacks where civilian objects are attacked, where people are killed, ordinary Ukrainians,” Duda said.

Foreign Minister Margus Tsahkna of Russian neighbor Estonia said easing restrictions on Ukraine was “a good thing.”

“We have been saying that from the beginning — that no restrictions must be put on the military support,” he said at a meeting of senior European Union diplomats in Brussels. “And we need to understand that situation is more serious (than) it was even maybe like a couple of months ago.”

Lithuanian Foreign Minister Gabrielius Landsbergis said he’s not “opening the champagne” yet as it is unclear exactly what restrictions have been lifted and whether Ukraine has enough of the U.S. weapons to make a difference.
