Aqua Illinois customers to see bill increase in the new year

Low-income customers eligible

for

lower rates; more affordability changes due by 2027

SPRINGFIELD — Following almost a year of legal battles and fierce public opposition from many customers, water utility Aqua Illinois is set to raise its rates in 2025.

The privately owned water utility has not released an estimate of the exact impact the increase will have on customer bills in 14 northern Illinois counties. But the approved increase represents a 43% reduction from the utility’s original request, which would have raised bills by an estimated $30 per month, according to the Citizens Utility Board consumer advocacy group.

State regulators at the Illinois Commerce Commission approved the rate increase on Thursday – but not before the drastic reduction. In its initial requested rate hike from January, Aqua wanted to collect an additional $19.2 million from customers to pay for infrastructure upgrades, costs associated with taking over existing water systems and paying out a 10.8% return to investors.

But regulators cut the overall request, allowing the company to collect $11.6 million from customers while paying out a 9.6% return to investors.

The company argued throughout the case that the increase was necessary to recover costs from upgrading water systems to ensure safe water delivery.

“In the six years since our last rate increase, we made significant upgrades to water and wastewater facilities and infrastructure across Illinois,” Aqua said in a statement to Capitol News Illinois. “This rate decision highlights Aqua’s commitment to aggressively invest in infrastructure to improve service and reliability for our customers.”

ICC Commissioner Stacey Paradis said after the decision Thursday that the five-member panel “did not come to this decision lightly.”

“The commission regulates large water utilities and ensures they provide safe and adequate service,” Paradis said. “Transparent infrastructure investments and long-term planning are essential to ensure water and wastewater service meets regulatory requirements, environmental goals and customer needs.”

ICC commissioners also approved a new

scheme for Aqua’s low-income customers. Starting in July, eligible customers with household incomes below 150% of the federal poverty level – about $48,000 for a family of four – will be able to receive a 70% discount on the portion of their bill that’s based on water usage.

Paradis noted that this move “is just a first step.” In explaining the ICC’s decision, ICC Chair Doug Scott said that, despite approving Aqua’s proposed formula for calculating rates, the commissioners worried that the company “may be unnecessarily shifting costs to residential ratepayers.”

To that end, the ICC is requiring Aqua to begin the process of creating a discount program for the entire bill with multiple tiers based on income. Those changes must be proposed by Jan. 1, 2027, or as part of Aqua’s next rate case, whichever is sooner.

This mirrors similar requirements recently placed on gas utilities by the ICC. Those discount programs, which went into effect last month, offer low-income households up to between 75% and 83% off their entire bill, depending on their income and which company they buy gas from.

“Illinoisans shouldn’t have to choose between groceries or running water when funds are tight,” Scott said in a Thursday statement. “Aqua’s new low-income discount rate will help keep water flowing for customers who are struggling to pay their utility bills.”

A similar bill discount program is expected to be announced for electric utilities in 2025, according to a statement from the ICC last month.

The ICC sent shockwaves last year when it unexpectedly sided with consumer advocates in several high-profile cases. Those included starting an investigation into a gas infrastructure program in Chicago and rejecting electric utilities’ plans for how to manage the grid as the state transitions away from relying on fossil fuels.

Consumer advocates had called on the state to cut the increase even more but reacted to the Aqua decision with cautious approval. The head of the Citizens Utility Board, which advocates for consumers in rate cases like this, said the Aqua decision is a “step in the right direction.”

“We believe that a 9.6 percent profit rate for shareholders is still too high, but we are pleased that regulators rejected the company’s outrageous 10.8 percent proposal,” CUB Executive Director Sarah

Moskowitz said in a statement.

Moskowitz also noted she and CUB were “encouraged” by the move to lower rates for low-income customers.

The head of AARP Illinois, a group that advocates for the interests of those age 50 and over, also reacted positively to the news. AARP Illinois State Director Philippe Largent said he was “heartened” by Scott’s focus on consumers in his public statement.

“I think the biggest takeaway is this notion that we as Illinois should not have to choose between basics: food, water, medicine vs. rent,” Largent said.

Largent also noted that he would have liked to see the low-income discount go into effect in January alongside the rate increase.

Many of the most vocal – and most adversely impacted – Aqua Illinois customers formally lodged comments in this case, asking the ICC to cut the rate increase entirely, citing concerns over already high bills and water quality.

In 2019, water in University Park had lead levels that exceeded state regulations due to Aqua changing water sources, inadvertently stripping a protective coating from old lead pipes. The state quickly sued the company to force compliance. The lawsuit ended in July with a consent order requiring free lead testing and the company to distribute grants to remedy home lead contamination.

At a public hearing in August, the issue was an animating factor in residents’ desire to see the rate increase cut. The University Park mayor, village manager, current and former village trustees, and several residents uniformly spoke in opposition to the rate increase.

Residents of Crystal Lake, Buffalo Grove and other suburban communities also requested aggressive cuts to, or outright rejection of, the rate increase at a separate public hearing in McHenry County, citing discolored water in a few local systems. Representatives of the company say that issue will be addressed, although the timeline for those remedies is not finalized.

America’s original planetarium

The Adler Planetarium in Chicago was the first planetarium in the Americas. Opened in 1930, the impressive art deco building is a national historic landmark. Max Adler, a retired Sears executive, heard about the planetarium at the Deutsches Museum in Munich and believed that Chicago should have such an exhibit.

Originally, the plan had been to locate the Planetarium at the proposed Museum of Science and Industry in Jackson Park, which was being developed by his brother-in-law, Julius Rosenwald. Because of delays in establishing the science museum, Adler commissioned his cousin, Ernest Grunsfeld, Jr., to design the new Planetarium on the recently constructed Northerly Island instead. Adler also learned of a sale of astronomical instruments and antiques by W. M. Mensing in Amsterdam and purchased the collection for the Planetarium.

The Planetarium is dominated by a

night sky. Retired in 2010 in favor of more modern equipment, the projector is still owned by the museum. One of the museum’s goals is to find a suitable space to display the original Zeiss Projector.

Sky shows remain a cornerstone of the museum, and they are now presented in three domed theatres at the museum.

A favorite is the Skywatch Live show, showing the real time skies over Chicago.

In 1930, space travel was the stuff of imagination. But, as space exploration became a reality, the story at the Adler has evolved. Today’s Adler Planetarium is an interesting mix of science and history. Whether it is your first visit, or you haven’t been in many years, you’ll find it to be a snapshot of contemporary astronomy.

Mission Moon is a well-chronicled, historical presentation of America’s journey to the Moon. The exhibit includes the Gemini 12 command module, moon rocks, a vintage TV showing CBS News’ Walter Cronkite at the time of the Moon landing, and other memorabilia.

Other exhibits explain the development of the astrolabe and navigation by stars. There are early telescopes and extensive descriptions of their optics are also provided. Observable phenomena like comets and solar eclipses are explained in detail. More contemporary topics include light pollution and information about what organizations in Chicago are doing to reduce it.

Possibly the best time to visit the museum is a Wednesday evening. Wednesday evening is the only time when the Doane Observatory is open to visitors. There, depending on sky conditions, guests can peek through a telescope at the night sky. This telescope is the most powerful telescope generally available to the public in the region. On Wednesday, the museum is open until 10PM and waives its usual $25 admission fee for Illinois residents, although the $15 per sky show fee is still charged. To avoid disappointment, the Planetarium

everyone. The museum does attempt to provide an intelligent presentation, while making it accessible to those without extensive technical knowledge. The museum does considerable outreach to school groups, and the museum is open exclusively for school tours on Tuesdays and Thursdays.

One of the museum’s shortcomings consists of a number of displays with a lot of reading material that is difficult to read, often because of inadequate lighting or contrast. I would like to see those displays updated with more legible reading material. This really should not be occurring at a museum of this stature.

The location of the Planetarium, 1300 South DuSable Lake Shore Drive, offers a truly majestic vista of the Chicago skyline, and the Cosmos Café is situated to take advantage of the view. But it can be a difficult location to reach. Parking in the area is $25-30. I have found the best way to get to the Planetarium is by taking Metra, the Green Line El to the Roosevelt Station, and the 146 CTA bus

‘Busiest Thanksgiving ever’: How the TSA plans to handle record air travel

DALLAS (AP) — Just as there are good odds the turkey will taste dry, airports and highways are expected to be jam-packed during Thanksgiving week, a holiday period likely to end in another record day for air travel in the United States.

The people responsible for keeping security lines, boarding areas and jetliners moving — from the U.S. transportation secretary and airline chiefs on down the line — swear they are prepared for the crowds.

Airline passengers might get lucky like they did last year, when relatively few flights were canceled during the holiday week. A repeat will require the weather’s cooperation. And even if skies are blue, a shortage of air traffic controllers could create delays.

Thanksgiving, by the numbers

Auto club and insurance company AAA predicts that nearly 80 million Americans will venture at least 50 miles from home between Tuesday and next Monday. Most of them will travel by car.

Drivers should get a slight break on gas prices. The nationwide average price for gasoline was $3.06 a gallon on Sunday, down from $3.27 at this time last year.

The Transportation Security Administration expects to screen 18.3 million people at U.S. airports during the same seven-day stretch. That would be 6% more than during the corresponding days last year but fit a pattern set throughout 2024.

The TSA predicts that 3 million people will pass through airport security checkpoints on Sunday; more than that could break the record of 3.01 million set on the Sunday after the July Fourth holiday. Tuesday and Wednesday are expected to be the next-busiest air travel days of Thanksgiving week.

TSA says it’s ready

“This will be the busiest Thanksgiving ever in terms of air travel,” TSA Administrator David Pekoske said. “Fortunately, our staffing is also at the highest levels that they have ever been. We are ready.”

Pekoske said TSA will have enough screeners to keep general security lines under 30 minutes and lines for people who pay extra for PreCheck under 10 minutes.

A Thanksgiving week airport strike

Air travelers hoping to beat the rush may encounter some difficulties at

North Carolina’s Charlotte Douglas International Airport, where workers who clean airplanes, remove trash and help with wheelchairs went what was expected to be a 24-hour strike early Monday.

The unionized service workers walked off the job to protest what they call unlivable wages.

Airport officials said they were “monitoring and actively engaged with all partners to ensure terminal operations are not impacted,” noting that the striking workers were employed by a private contractor and not the city’s aviation department.

The Charlotte airport is the nation’s ninth-busiest in terms of passenger volume and serves a regional hub. Airport officials said they expected an estimated 1.02 million passengers to depart the airport between last Thursday and the Monday after Thanksgiving.

FAA staffing shortage could create delays

However, an ongoing shortage of air traffic controllers could cause flight delays.

Federal Aviation Administration

Administrator Mike Whitaker said last week that he expects his agency to use special measures to deal with shortages at some facilities. In the past, that has included airports in New York City and Florida.

“If we are short on staff, we will slow traffic as needed to keep the system safe,” Whitaker said.

The FAA has long struggled with a shortage of controllers that airline officials expect will last for years, despite the agency’s lofty hiring goals.

Timing of holiday shapes travel patterns

Thanksgiving Day takes place late this year, with the fourth Thursday of November falling on Nov. 28. That shortens the traditional shopping season and changes the rhythm of holiday travel.

With more time before the holiday, people tend to spread out their outbound travel over more days, but everyone returns at the same time, said Andrew Watterson, the chief operating officer of Southwest Airlines.

“A late Thanksgiving leads to a big crush at the end — the Saturday, Sunday, Monday and Tuesday after Thanksgiving are usually very busy with Thanksgiving this late,” Watterson said.

Airlines did a relatively good job of handling holiday crowds last year, when

the weather was mild in most of the country. Fewer than 400 U.S. flights were canceled during Thanksgiving week in 2023 — about one of every 450 flights. So far in 2024, airlines have canceled about 1.3% of all flights.

Combining work and leisure

The rise of remote work also has caused the Thanksgiving travel period to expand, AAA spokesperson Aixa Diaz said.

“The pandemic changed everything,” she said. “What we have seen is that post-pandemic, people are leaving at certain times, perhaps even leaving the weekend before Thanksgiving, working remotely from their destination a couple of days, and then enjoying time with their loved ones.”

Nightmares of Thanksgivings past have further shaped holiday traffic jams. Motorists who learned to avoid traveling the day before and the Sunday after Thanksgiving have created new bottlenecks on other days, according to Diaz.

“Because we warned for so long (that) Wednesday and Sunday are the worst days to travel, people were like, ‘OK, I’m going to leave on Tuesday and come back on Monday to avoid the rush,’” she said. “So now those two days are congested as well.”

Advice for travelers

Airport security officials are pleading with passengers to arrive early, not to put lithium-ion batteries in checked bags in case they overheat, and to keep guns out of carry-on bags. TSA has discovered more than 6,000 guns at checkpoints this year, and most of them were loaded.

Holidays like Thanksgiving and Christmas bring out many infrequent travelers, and they often have questions about what they can bring on the plane.

TSA has a list on its website of items that are banned or restricted.

Drivers should know that Tuesday and Wednesday afternoons will be the worst times to travel by car, but it should be smooth sailing on freeways come Thanksgiving Day, according to transportation analytics company INRIX. On the return home, the best travel times for motorists are before 1 p.m. on Sunday, and before 8 a.m. or after 7 p.m. on Monday, the company said.

In metropolitan areas like Boston, Los Angeles, New York, Seattle and Washington, “traffic is expected to be more than double what it typically is on a normal day,” INRIX transportation analyst Bob Pishue said.

Russia reportedly captures a Briton fighting for Ukraine as Russian troops advance

Russia’s military captured a British national fighting with Ukrainian troops who have occupied part of Russia’s Kursk region, according to reports Monday, as Moscow began daylight drone attacks on civilian areas of Ukraine and its ground forces accelerated gains along parts of the front line.

The Briton was identified by state news agency Tass and other media as James Scott Rhys Anderson. Tass quoted him as saying that he had served as a signalman in the British army for four years and then joined the International Legion of Ukraine, formed early on in Russia’s nearly 3-year-old war against its neighbor.

On the battlefield, Ukrainian forces are straining to hold at bay a push by Russia’s bigger army at places in the eastern Donetsk region. Russian forces recently have gained ground at “a significantly quicker rate” than they did in the whole of last year, according to the Institute for the Study of War, a Washington think tank.

The Russians have detected and are exploiting weaknesses in the Ukrainian defenses, it said in an analysis late Sunday.

The war surpassed 1,000 days last week, and the milestone coincided with a significant escalation in hostilities.

Meanwhile, Ukraine’s air force said Russia is adapting its drone tactics, as it fired 145 Shahed drones at Ukraine.

Russia has started launching drones during the day, whereas in the past most

drone attacks occurred during the night, the air force said.

Andrii Kovalenko, the head of the National Security Council’s Counterdisinformation Center, said earlier this month that the Russians were looking to conserve their stocks of more destructive but more expensive missiles and also terrorize civilians.

The air force said it stopped almost all the drones before they struck.

But a morning missile attack on downtown Kharkiv, Ukraine’s second-largest city in the northeast, injured at least 23 people, according to Mayor Ihor Terekhov. He said the attack on a densely populated residential area was carried out by a modified surface-to-air S-400 missile.

A Russian ballistic missile also struck the southern Ukraine city of Odesa in the middle of the day, injuring 10 people as it landed in the downtown area, officials said.

Ukraine, meantime, continued its attacks on logistical targets inside Russia that support the Kremlin’s war effort. Ukrainian drones set off explosions and a fire at an oil depot in Russia’s Kaluga region overnight, about 200 kilometers (120 miles) from the border, a military intelligence official told The Associated Press on condition of anonymity because the rules of his job do not allow him to be quoted by name.

Russia made no comment about the alleged strike. It was not possible to independently verify Ukraine’s claim.

The father of the British man says he was told by a Ukrainian commander of his capture

The captured Briton reportedly served as an instructor for Ukrainian troops and was deployed to the Kursk region against his will. Tass published a video of the man saying in English that he doesn’t want to be “here.”

The report couldn’t be independently verified, but if confirmed it could be one of the first publicly known case of a Western national captured on Russian soil while fighting for Ukraine.

The U.K. Embassy in Moscow said officials were “supporting the family of a British man following reports of his detention” but provided no further details.

The Russian Defense Ministry did not immediately respond to requests for comment.

The soldier’s father, Scott Anderson, told Britain’s Daily Mail newspaper that his son’s Ukrainian commander had informed him that the young man had been captured.

Scott Anderson said his son had served in the British military for four years, then

briefly worked as a police custody officer before going to Ukraine to fight. He said he tried to convince his son not to join the Ukrainian military, and now he fears for his safety.

“I’m hoping he’ll be used as a bargaining chip, but my son told me they torture their prisoners and I’m so frightened he’ll be tortured,” he told the newspaper.

The International Legion for Defense of Ukraine was created at the request of Ukrainian President Volodymyr Zelenskyy shortly after Russia’s fullscale invasion in February 2022.

The Legion is a unit of Ukraine’s Ground Forces that consists mostly of foreign volunteers. Apart from the Legion, Ukraine recruits foreigners to other units of its army, filling squads, companies, or even battalions.

Early on in the war, Ukraine’s authorities said over 20,000 people from 52 countries came to Ukraine to help it defend itself against Russia’s aggression. Ever since, the numbers of foreign fighters in the ranks of the Ukrainian military have been classified.

Make room for winter squash

With some farmers markets moving indoors, you can still find local vegetables this late November and into December. Leafy greens, potatoes, onions, garlic, radishes, and carrots can still be found. One of the main groups still available is winter squash. This vegetable group shines in meals during the colder temperatures as we move from fall into winter.

Winter squash is part of the cucurbit family that includes watermelon, zucchini, summer squash, cantaloupe, and others. Unlike other family members used in the summer, the winter squash is picked and stored back where its flavor

can develop. Pumpkins are a part of this family which includes hubbards, spaghetti, turbans, butternuts, and roasters.

Let’s talk about some of the most common ones you will find. Acorn and butternut squashes store well, are used in soups/roasting/baking, and have vibrant orange and yellow flesh. Acorn is a great stuffing squash. There are also smaller butternut squashes, called ‘Honeynut’, with edible skin. Spaghetti has seen growing interest due to it’s ability to essentially replace pasta in many dishes. Delicata is an oblong squash with edible skin similar to a butternut. Carnival squashes are cream colored with stripes

and a flavor similar to acorn. There are also pie pumpkins which are smaller and have higher sugar levels.

Bigger squashes, like ‘Blue Hubbard’ and ‘Candy Roaster’, will require you to process them for use in multiple dishes. While that may be seen as drawback, the work is worth it as their flavor is exceptional with deep orange flesh and elevated sugars.

You may also not need to go to the farmers market to get your squash. Some of the display pumpkins you still have outdoors could be utilized in your cooking. For instance, ‘Jarrahdale’, a blue pumpkin, is great to cook with. I still have one on the front steps that I’ll be cooking later this month, expecting to have 8-10

cups worth of squash from it. If you purchase a winter squash from a grower, you may be able to store it back for future use. Most of the winter squashes have good storage ability but would be impacted by when it was picked by the farmer, most likely some time in October. The two main qualities that limit storability are air temperature and humidity with most needing 50-55 F and 70-75% humidity. At these two ranges, butternut squashes, pumpkins, spaghetti, and turban could be stored at 2-3 months while hubbards would be 5-6 months.

Reactions to President Trump’s Environmental Agenda

With the election of Donald Trump as the next President along with the Republican control of both branches of government, the environmental community is concerned regarding potential policy decisions adversely impacting their goals.

With Trump calling climate change a hoax and that policies dealing with it hurt American businesses and consumers, he has called for undoing Biden’s Inflation Reduction Act which invested billions of dollars into the green energy transition. It is not certain the act will be eliminated as 80% of the funding was designed to go to Republican districts. Factories have been built there and jobs were created. Trump already declared he will the pull the U.S out of the Global Paris Accord as he did during his first term as president. It comes at a crucial time as scientists call for the world’s major economies to

cut their emissions in half by 2030. If he does withdraw us from the Paris Accord, it is unclear what its impact will be on the overall global effort to cut carbon emissions. And there are other global environmental issues to resolve beyond climate change.

Even if climate change was a a hoax, human activities are producing massive environmental damage around the global that the public and our political and economic leaders ignore or suppress information about.

In addition to the items mentioned above is the uncertainty of what programs will be targeted in the efforts to dramatically reduce the size and budgets of the federal agencies. The massive cuts are likely to have adverse environmental consequences.

The Environmental Law and Policy Center has responded to the Trump election by declaring they are determined to offer effective solutions to protect the

Midwest environment and public health both in the court of law as well as in the court of public opinion.

The ELPC points out that the political landscape in the Midwest in 2025 differs from that during Trump’s 2017 term in office. In 2025 Illinois, Michigan, Minnesota and Wisconsin have four pro-environmental Democratic Governors, four Democratic Attorneys General and four Democratic majority State Supreme Courts, whereas in 2017 Republicans dominated leadership roles in those states.

The ELPC strategy will pursue environmental progress on the state level while defending against efforts at the federal level to undo environmental policies. In order to implement their legal strategies they are hiring additional senior litigation attorneys and senior policy advocates to support their legal efforts to protect federal environmental laws. On the state level additional legal leadership

will focus on accelerating the deployment of clean renewable energy and other climate change solutions through state public utilities commissions.

Other environmental organizations are developing their strategies to continue to support their environmental goals. Strong public support for addressing climate change and accelerating the transition to cleaner sources of energy remains. Local environmental organizations and ecological restoration projects play an important role in environmental protection and they need continuous support.

The environmental movement at its core is focused on the health of the planet and all of its inhabitants and needs the support of both political parties for success. Earlier environmental reforms had bipartisan support and recreating such support remains a challenge.

The need for bipartisan policy support involves more than environmental issues.
