Pritzker says state ‘in decent shape’ to further reopening ‘Bridge’ phase could be on the horizon as hospitalizations slow By Tim Kirsininkas

SPRINGFIELD – Gov. JB Pritzker said Monday the state could enter the “bridge” phase to greater reopening as soon as next week, while the state’s vaccination rate continues to drop. Speaking at a news conference at Providence Hospital in Chicago, Pritzker said Illinois is nearing the necessary metrics to reach the next phase of reopening as case numbers stabilize. “It looks to me, if you look at all the hospital admissions data, like we’re in decent shape and moving exactly as I would hope we would toward the bridge phase,” Pritzker said Monday. According to the Illinois Department of Public Health, new COVID-19 hospital admissions, total COVID-19 patients in the hospital, and death rates all must be

stable or decreasing before the state can move to the next phase with more relaxed capacity restrictions and allowing some large-scale events to resume with safety measures in place. Pritzker said hospitalization growth is the key metric the state monitors which would allow the state to move forward to the bridge phase. As of Monday, the IDPH website showed an increasing trend for the overall number of hospitalizations for COVID-19 with 1,963 people hospitalized as of Sunday, although new admissions for COVID-19-like illnesses were reported as stable, averaging 205 new daily admissions as of Friday. That was down from 240 on April 16. Of the 1,963 individuals in Illinois who were hospitalized with COVID-19 as of Sunday night, 479 patients were in intensive care unit beds and 249 were on ventilators. The state has reached all other benchmarks to trigger a larger-scale reopening, including at least 70 percent of the state’s population aged 65 and older receiving at least one dose of a vaccine, and at least half of all residents aged 16 and older receiving at least one dose. The state had administered a total of 9.4 million COVID-19 vaccine doses as of Monday, with 4.1 million residents, or 32 percent of the state’s population, fully vaccinated. A total of 16,920 doses were administered statewide Sunday, bringing the seven-day rolling average for vaccines administered

to 78,440, down from a peak seven-day average of 132,979 recorded April 12. Public health officials announced a total of 2,049 new COVID-19 cases and 28 additional deaths Monday. The statewide seven-day rolling case positivity rate stood at 3.4 percent Monday. Pritzker credited Illinois residents for continuing to follow public health guidelines as a major reason for the state’s low positivity rate. “Nobody’s forcing anybody to do it, but this is about doing what’s best for your own family, for yourself and for your community, and I think most people in Illinois have stepped up to the plate. I’m so, so proud of our state,” Pritzker said. Pritzker also added that preparations for some large-scale events such as the Illinois State Fair are underway, signaling the potential for a wider reopening and larger-scale events to come in the future. “We’ve obviously been doing all the planning that’s necessary for it, you know, barring some highly unusual event occurring that would prevent a large gathering,” Pritzker said. “(IDPH) is working with the Department of Agriculture to make sure that people will be safe, so I think we’re gonna have a lot of fun this summer,” he added. WASHINGTON (AP) – A flurry of diplomatic contacts and reports of major progress suggest that indirect talks between the U.S. and Iran may be nearing an agreement. That’s despite e�orts by U.S. o�cials to play down chances of an imminent deal that would bring Washington and Tehran back into compliance with the 2015 nuclear deal. With the negotiations in Vienna on hiatus, the U.S. and Britain denied Iranian reports that any agreement was at hand with Iran for a swap of American and British prisoners. Such an exchange could be a confidence-building measure to revive the nuclear deal. A U.S. return to the deal would be the biggest and most controversial foreign policy initiative in the early months of Joe Biden’s presidency. It would revive a deal that top Biden aides put together during their years in the Obama administration, only to see President Donald Trump pull out and try to prevent the U.S. from ever returning. Rejoining it – and making the concessions required to do so – would enrage Republicans and likely unsettle Israel and Gulf Arab allies. Even as Secretary of State Antony Blinken and British Foreign Secretary Dominic Raab rejected the prisoner swap reports at a news conference Monday in London, senior American diplomats were in the Middle East meeting Gulf Arab leaders. And two of the nuclear deal’s biggest proponents in Congress – Democratic Sens. Chris Coons and Chris Murphy – were touring the region. Those discussions follow a week of top-level meetings in Washington between Biden; his national security adviser, Jake Sullivan; Blinken; his deputy, Wendy Sherman; special Iran envoy Rob Malley; and others with the head of Israel’s spy agency and Israeli Prime Minister Benjamin Netanyahu’s top national security aide. The Israelis are adamantly opposed to any U.S. rapprochement with Iran, which they regard as an existential threat to the Jewish state. At least three separate meetings were held with the Israelis last week, including one Friday with Mossad chief Yossi Cohen at which Biden made an appearance. White House press secretary Jen Psaki said Cohen was briefed on the Vienna discussions “and the progress being made there.” Later Friday, and on Saturday, reports emerged from Iran and Iran-linked media outlets that an agreement had been struck on what the U.S. would provide in return for Iran returning to compliance with the 2015 deal, which had given billions of dollars in sanctions relief in exchange for curbs on its nuclear program. On Sunday reports of

the prisoner swap deal emerged. U.S. o�cials were quick to bat those reports down as premature and inaccurate, although the broad contours of potential sanctions relief are well-known and Washington has made no secret of its eagerness to free Americans held in Iran. Administration o�cials have allowed that limited progress has been made at the talks in Vienna, where Malley is heading the U.S. delegation. Malley was a key figure in the Obama administration’s negotiation of the original nuclear deal in 2015, as were Sherman and Sullivan, who respectively led those talks and took part in secret meetings that paved the way for the agreement. The Biden administration reacted sharply to the Iranian reports. The State Department said “we are not at the cusp of any breakthrough” and dismissed the prisoner swap claim as false. “Unfortunately, that report is untrue,” White House chief of sta� Ron Klain said Sunday. Sullivan himself has been cautious in public comments about the talks, stressing that things stand at a “unclear place in Vienna.” At a virtual meeting of the Aspen Security Forum on Friday, he underscored that the talks were a “real negotiation” while acknowledging the indirect nature of the discussions have made the undertaking somewhat “ine�cient.” “I guess good faith is always in the eye of the beholder and we believe the Iranians have come in a serious way to have serious discussions about details and the teams are working through those details now,” he said.

Thus, the surge in diplomatic activity as negotiators prepare for a fourth round of talks in Vienna has given supporters of the deal that Trump withdrew from in 2018 reason for hope. And it has caused deal opponents great angst. Complicating any potential resolution either in the short- or medium-term is the significant array of opponents lined up to try to frustrate a deal. In addition to the Gulf Arabs and Israel, there is strong opposition from Republican members of Congress who are already trying to pass legislation to block it. In Iran, elements of the hard-line Islamic Revolutionary Guard Corps appear to be using the Vienna talks to thwart a candidacy of Foreign Minister Mohamed Javad Zarif in presidential elections this year. Deal critics have taken issue with the negotiating tactics of Malley and his colleagues, alleging that they are giving away the leverage on Iran that Trump created when he pulled out of the deal and imposed sweeping new sanctions. In fact, any U.S. return to the deal would require the easing of many of those sanctions, including possibly ones that were imposed for non-nuclear reasons, such as terrorism, ballistic missile activity and human rights abuses. Deal supporters, on the other hand, have lashed out at that criticism, accusing the other side of rejecting diplomacy and cheerleading for war. They argue that sanctions relief is the only way to bring Iran back into compliance with the agreement and shut down its pathways to a nuclear weapon.

House GOP leader amps up pressure on Cheney over Trump barbs By Alan Fram and Lisa Mascaro Associated Press

WASHINGTON (AP) — House Minority Leader Kevin McCarthy stepped up the pressure on No. 3 House Republican Liz Cheney on Tuesday, claiming rank-andfile concerns about “her ability to carry out her job” as she trades insults with former President Donald Trump. McCarthy’s comments on the Fox News Channel underscored the continued, if not growing, grip that the former president has on the House GOP. Rather than standing by Cheney – as he did during a failed effort to oust her in February – McCarthy essentially planted himself in the camp of her critics. His positioning with her detractors and their increasingly outspoken attacks suggest her hold on her leadership job is in renewed peril. “I have heard from members concerned about her ability to carry out her job as conference chair, to carry out the message,” said McCarthy, R-Calif. “We all need to be working as one if we’re able to win the majority. Remember, majorities are not given. They are earned.” McCa r t hy’s rema rk s come w it h Republicans optimistic about their chances of winning back control of the House in the 2022 elections. The GOP believes it has a trove of issues to use against Democrats and wants the focus there, not on internal party rifts. But between now and next year’s elections, the GOP must resolve the power struggle between the party’s pro-Trump loyalists and those who believe he has damaged the party and country by repeatedly – and falsely – claiming that last November’s presidential election was stolen from him.

The fight between Cheney and her critics stands as a microcosm of that battle. It also puts the GOP in the awkward position of seeking to oust its highest-ranking woman from her post at a time when the party is trying to erode Democrats’ decisive advantage among female voters. McCarthy was interviewed a day after Trump mounted a fresh offensive on his assertions. Numerous state and federal courts and local election officials have unearthed no evidence of widespread fraud in the 2020 voting, Trump critics have labeled his claims “The Big Lie,” and he issued a statement trying to claim that moniker himself. “The Fraudulent Presidential Election of 2020 will be, from this day forth, known as THE BIG LIE!” he wrote. But Cheney, R-Wyo., quickly fired back. She was among 10 House Republicans who voted to impeach Trump for his role in encouraging the Jan. 6 attack by his supporters on the U.S. Capitol, and she used Twitter on Monday to respond to Trump. “The 2020 presidential election was not stolen. Anyone who claims it was is spreading THE BIG LIE, turning their back on the rule of law, and poisoning our democratic system,” she wrote. In response to Cheney, Trump issued a fresh statement reiterating his desire to see her defeated by another Republican in next year’s Wyoming GOP primary and claiming that people in her state “never liked her much.” Underscoring the Republican rift, Cheney criticized Trump anew at a a donor event she attended over the weekend with the conservative American Enterprise Institute at Sea Island, Georgia, according to a person familiar with the situation and granted anonymity to discuss it.

“We can’t embrace the notion the election is stolen. It’s a poison in the bloodstream of our democracy,” Cheney said, in comments first reported by CNN. “We can’t whitewash what happened on Jan. 6 or perpetuate Trump’s big lie. It is a threat to democracy. What he did on Jan. 6 is a line that cannot be crossed.” In another illustration of internal GOP tensions, Cheney and McCarthy have not appeared together at House Republican leadership news conferences for weeks. Republicans believe Democrats will be vulnerable over President Joe Biden’s handling of the huge numbers of migrants trying to cross the Southwest border and for not prompting pandemic-shuttered schools and businesses to reopen faster. In February, conservatives unhappy over Cheney’s confrontations with Trump overwhelmingly lost a secret ballot vote of House Republicans aimed at ousting her from her leadership job, 145-61. But in recent weeks, Cheney’s continued

willingness to speak out against Trump has prompted fresh criticism of her. She is a daughter of former Vice President Dick Cheney and like him is viewed as part of the GOP establishment, making her a natural target for the party’s pro-Trump conservatives. McCarthy has told reporters that during the House GOP’s closed-door February meeting that resulted in Cheney keeping her job, he had defended her. “People can have differences of opinion. That’s what you can have a discussion about. Liz has a right to vote her conscience,” McCarthy said then. However, McCarthy struck a completely different tone on Tuesday. He said GOP lawmakers are concerned about the party’s messaging, which is part of the No. 3 leader’s job. “What’s our best step forward, that we could all work together instead of attacking one another,” McCarthy said.

Changing viewing habits BY PAULA HENDRICKSON CONTRIBUTOR

We all have our favorite shows. Some of us have certain days or times we prefer to view specific shows. I like to save up a couple cheesy paranormal shows for the weekend, and the other day a friend mentioned likes watching one of her favorite shows on Sundays, as a way to relax before a new work week begins. Streaming and DVRs make it easier for most of us to customize our viewing schedules, yet there are still a few shows I prefer to watch live, like 9-1-1 on Fox or Finding Your Roots on PBS. Sometimes I’ll stock pile several episodes of a show to binge at once, but after a certain point it can indicate your interest in a particular series is waning.

Like NBC’s Good Girls. I watched the entire first season, but let season two pile up until I realized I didn’t really care what happened to any of the characters, I deleted the episodes and canceled future recordings. A while back, I looked at my DVR menu and saw most of the second season of STARZ’ American Gods waiting for me. I was intrigued by the show’s first season, but after the second season had aired Comcast moved STARZ from my package, and I didn’t need the extra expense. I knew if I watched the second season, I’d get even more involved and miss it even more if the show came back for a third season. So I deleted it. The ability to time shift TV shows means you never have to miss your

favorite programs, so in theory, that should allow you to watch more shows. For me, however, knowing the episodes are there waiting for me makes me less likely to watch them at all. Last week, Xfinity had a Watchathon. I scrolled the options under each premium channel, and only spotted one movie and one series – HBO’s Perry Mason – that I really wanted to see. Yes, there were several interesting titles, but most had been available during previous Watchathons and Freeviews, meaning they would likely be part of future events, too. That’s when I realized that time shifting and streaming makes me take TV shows for granted. If I don’t watch a saved episode within a week, chances are

I’ll never get around to it. After a couple months, I’ll delete the show to make space for something else. Streaming makes it easier to quit shows, too. If I open an app and start searching for something new instead of watching the next episode of a series (or bemoaning that I’ve already watched all of the episodes), it’s obviously not very riveting. New shows are constantly premiering, and there’s almost always something new on that I decide to watch live. (Yet I still try to fast forward through commercials.) The weirdest thing though, is when I could be streaming something or watching something o� the DVR, but wind up watching Dateline or 48 Hours.

Storms spawn twisters in Mississippi, kill 3 across South BY ROGELIO V. SOLIS ASSOCIATED PRESS

YAZOO CITY, Miss. (AP) — Much of the South faced more severe weather Tuesday that has killed at least three people, spawned tornadoes Sunday night and Monday and damaged homes and uprooted trees from Mississippi to West Virginia. Parts of Texas, Louisiana, Mississippi, Alabama and Tennessee, as well as corners of Arkansas and Georgia were at enhanced risk for the worst weather, according to the national Storm Prediction Center. That zone is home to more than 11 million people and includes the cities of Nashville, Tennessee; Birmingham, Alabama; Baton Rouge, Louisiana; and Jackson, Mississippi, forecasters said. “We’ll see all three threats as far as hail, wind and tornadoes on Tuesday,” said Mike Edmonston, a National Weather Service meteorologist in Mississippi. A Tennessee woman died when a tree fell on her home as storms moved through the state Tuesday, Weakley County Emergency Management Director Ray Wiggington told WKRN-TV. He said at least six mobile homes were damaged by the falling tree around 4 a.m. Hail and high winds bu�eted north Texas, where just before midnight on Monday, powerful winds from a likely tornado flipped three semi-trailers over on Interstate 35 in the driving rain, authorities said. Three people were taken to hospitals

but their conditions were not immediately known, Dallas TV station WFAA reported. Tuesday’s storms could include wind gusts of up to 70 mph (113 kph) and hail to the size of golf balls, forecasters said, noting that “tornadoes are likely Tuesday into Tuesday evening” in parts of Mississippi. A couple of tornado warnings were issued Tuesday morning in rural areas east of Nashville, Tennessee. A tornado warning in Atlanta forced thousands to seek shelter Monday and one man was killed when a falling tree brought power lines onto his vehicle in Douglasville, Georgia, west of Atlanta, Douglas County spokesman Rick Martin said. And in middle Georgia, Carla Harris, 55, was killed after a tree fell onto her Bonaire home, Houston County emergency o�cials said. More than 100,000 people were without electricity early Tuesday in states from Texas to Kentucky, according to poweroutage.us, which tracks utility outages. The weather first turned rough in Mississippi on Sunday, where just south of Yazoo City, Vickie Savell was left with only scraps of the brand-new mobile home where she and her husband had moved in just eight days ago. It had been lifted o� its foundation and moved about 25 feet (8 meters). It was completely destroyed. “Oh my God, my first new house in 40 years and it’s gone,” she said Monday, amid tree tops strewn about the neighborhood and the roar of chainsaws as people worked

to clear roads. In Mississippi, forecasters confirmed 12 tornadoes Sunday evening and night, including the Yazoo City twister, which stretched for 30 miles (48 kilometers), and another tornado that moved through suburbs of Byram and Terry south of Jackson that produced a damage track 1,000 yards (910 meters) wide. In South Carolina, at least one tornado was reported Monday afternoon in Abbeville County. The tornado appeared to be on the ground for several miles, according to warnings from the National Weather Service. No injuries were immediately reported. In Greenwood, downed trees and power lines were reported, while a vehicle was blown over and a storage unit building was heavily damaged. Multiple locations reported golf ball-sized hail. In the southern Kentucky town of Tompkinsville, a Monday morning storm later confirmed as a tornado damaged several homes and knocked down trees and

power lines, Fire Chief Kevin Jones said. No injuries were reported, he said. In West Virginia, Jefferson County communications supervisor James Hayden said one person was injured when a possible tornado touched down at a lumber company Monday evening. The injury was minor, and the person was treated at the scene, he said. An exterior lumber shed collapsed, Hayden said. National Weather Service surveyors confirmed one tornado west of Atlanta near where the motorist died. The twister was determined to have peak winds of 90 mph (145 kph) with a path that ran 1.5 miles (2.4 kilometers). At least 10 homes had trees on them. The same thunderstorm sent people to shelter in more central parts of Atlanta may have produced at least one more tornado southwest of downtown. Possible tornado damage was also reported in the region around Athens.

Growing rhubarb, Part 2 BY GRANT MCCARTY CONTRIBUTOR

Rhubarb is one of the earliest spring vegetables in the Rockford area each year. This perennial plant produces annual stalks which you harvest and cook. Because of its tart flavor, rhubarb tends to be cooked with sugar or another fruit. While rhubarb can grow well in most years, you may find that the vigor of your plant has started to decline and you need to address its growing needs. For the first 3 years of a rhubarb plant’s life, it is focused on building a strong root system. During this time, it is important

to not harvest any stalks as you would be taking energy away from the plant. This is especially important in it’s first season. In the 2nd year, you might be able to harvest 1-2 weeks. Yet again, year 2 is focused on building this perennial plant root system for strong harvest for years to come. The third year you could potentially harvest much longer with 5-6 weeks of harvest. What this means though is that if you plant rhubarb in 2021, your full harvest will not begin until 2023-2024. During these years, try to add compost/aged manure each season. You might also consider a yearly balanced fertilizer of

10-10-10. The rhubarb plants are massive and remove a lot of nutrients from the soil each season. So, it’s important to be adding products that can allow for the plant to thrive. If you have a rhubarb plant that is over 5-6 years, it may be time to split-divide the plant. By doing this, it can reinvigorate your plant. This action occurs in early spring when the soil is beginning to warm with initial stalk emergence. To divide the plant, use a shovel to cut the underground plant in half or in quarters. Remove all the parts except for one. You can give these parts out to friends or plant in other parts of your

property. After a division of the rhubarb plant, treat the part left behind as a new plant and do not harvest that first season. Rhubarb plants will produce a seed stalk. Remove the seed stalk and continue your harvest. When a seed stalk appears, it is sending energy away from the plant. You may have many seed stalks develop throughout the season. Around the first fall frost, the rhubarb stalks and leaves will die back. Leave this debris in place as it will provide winter protection. We have lived with solar electricity since 2001 starting with a 1 KW system in time for our first major Renewable Energy Fair. We wanted to be able to answer questions about the technology based on our actual experience with it. The next year we added another 1 KW. Even with a state subsidy, the system was costly. We estimated it would take 30 years to pay for itself. Our interest in solar included environmental concerns, energy security and peak oil. At that time the state was interested in supporting early adopters of the technology and established few requirements beyond a safe installation. We only needed the approval of a licensed electrician to secure a refund from the state. After several discussions the electrician finally decided to approve the system when he saw flashing on the screen and realized it had been operating for over a week We replaced one of the initial installations with larger, more e�cient panels and recovered some of costs by selling the older panels to an interested individual. We continued adding to the solar system with another 2 KW system of higher e�ciency and later a 5.2 KW system, giving us nearly 10 KW. Along the way we added a 1 KW wind generator and a 48 volt battery backup system. After 12 years of wind power a lightning strike damaged the generator and we decided not to repair it since interest in small wind in this area has dropped as

the price of solar energy has decreased dramatically. The system was reused by a local man who likes to tinker with small wind generators. With the reliability of grid service in the area our battery system has had only limited use but during one failure episode, we continued to have electric power until 6 a.m. the following morning. As the cost of solar systems has fallen by 70% over the last decade more home owners are considering having them installed. According the Solar Energy Association roughly 13% of U.S. homes now use solar power with numbers expected to triple by 2030. Tesla, maker of the Powerwall battery system, has been unable to make enough to meet demand. They recently announced they would only sell their Powerwall battery with their solar panels thus increasing storage capacity. By uniting the two units, an owner of the system could store su�cient power for a few hours after the sun goes down decreasing peak demand after customers return home. As more homes are solar powered, it becomes technically possible for them to be linked and share power between them. In fire prone areas in California sagging power lines are a major factor igniting wildfires. To reduce the problem isolated communities are going o� grid creating their own power system based on renewable energy and energy e�ciency. In other areas as coal plants shut down, the existing grid becomes a potentially valuable asset for renewable energy.

The Sierra Club recently announced that Vistra Energy reached an agreement with the Illinois Pollution Control based on a complaint brought by the Club to close their Joppa coal plant by 2023. The company is also renewing support for the Illinois Coal to Solar and Energy Storage Act. If the legislation passes Vistra intends to create a 45 MW battery storage facility at the Joppa plant. The Illinois Clean Jobs Coalition continues to campaign for passage of the Illinois Clean Jobs Act. According to the Sierra Club the act aims to move the state to 100% clean, renewable energy by 2050 while increasing wind, solar and energy e�ciency. It intends to remove coal and natural gas from the electric grid by 2030 and create support for electrified transportation. It

will create jobs and economic opportunities for communities of color, low income communities and those a�ected by fossil fuels and other pollutants. The act includes education and job training. Communities impacted by closing coal and gas plants will by supported through creating new jobs. Utility accountability reforms and eliminating harmful fossil fuel subsidies are included in the act. Through a combination of state and federal e�orts cleaner energy initiatives will stimulate increased reliance on e�ciency and renewable energy to power our economy. While cleaner sources of energy have many benefits, a further restructuring of our economy is essential to living successfully on a finite planet.
